Through a billion voices: India’s <strong>role</strong> <strong>in</strong> a <strong>multi</strong>-<strong>polar</strong> <strong>world</strong><br />
the f<strong>in</strong>ancial crisis there already existed structural<br />
and protectionist impediments to trade, and dur<strong>in</strong>g<br />
the crisis the situation has been aggravated, s<strong>in</strong>ce<br />
many countries used protectionist policies as a tool<br />
to boost recovery. All countries should bear <strong>in</strong> m<strong>in</strong>d<br />
that these practices ultimately lead to a lose-lose<br />
situation <strong>in</strong> view of the vertical specialisation of trade;<br />
the fact that the benefits of trade extend far beyond<br />
mercantilist views; and the risk that a discrim<strong>in</strong>atory<br />
resource allocation away from the trade sector will<br />
slow the recovery process. Even though several<br />
recent <strong>multi</strong>lateral dialogues have failed to achieve<br />
a consensus, countries must try to work through<br />
exist<strong>in</strong>g <strong>multi</strong>lateral <strong>in</strong>stitutions to prevent the spread<br />
of protectionist measures <strong>in</strong> an <strong>in</strong>terdependent<br />
<strong>world</strong>.<br />
