But… Ayariga backs Akufo-Addo
BY ALEX SEMORDZI
LEADER OF the All People’s
Congress (APC), Mr Hassan
Ayariga, has endorsed the
President’s nomination of
Mrs Jean Adukwei Mensa as
chairperson of the Electoral Commission
(EC).
President Akufo-Addo on Monday
nominated the Executive Director of the
Institute of Economic Affairs for the vacant
position of the chairperson of the
EC after Mrs Charlotte Osei and two of
her deputies were removed by the president.
The main opposition National Democratic
Congress (NDC) has contested the
nomination of Mrs Mensa for the position
of the new EC chairperson.
A statement issued by the NDC signed
by the General Secretary, Mr Johnson
Asiedu Nketiah, said the party was
shocked to learn that the President had
appointed “a known pro-New Patriotic
Party (NPP) and an avowed anti-NDC
person” to head the election management
body despite his earlier assurances given
to Ghanaians that he would replace the
dismissed EC chairperson with someone
whose integrity and political neutrality
would be above board.
The NDC, however, said the party
would shortly tender material evidence
that shows the open and covert activities
of Mrs Mensa, which makes her unfit to
occupy the high position of the chairperson
of the EC of the Republic of Ghana.
Speaking to host of ‘Anopa
• Urges Prez to ignore noisy NDC
•Hassan Ayariga, leader, APC
Kasapa’ on Kasapa 102.5 FM, Kwaku
Owusu Adjei, Mr Ayariga said the choice
of Mrs Mensa by the President was the
best and that the APC found nothing
wrong with her nomination.
“As at now, from the little thing and
interactions that I have had with her, I
think for now, she is the best person for
the job. She can do the job; we just hope
that. People have challenges when they
are given positions; some become arrogant,
some become complacent and some
become ‘certain way’ and that’s why I am
hoping and praying that she doesn’t
change her attitude,” he said.
According to him, the position of the
NDC against her nomination and allegations
of Mrs Mensa being a pro-NPP is
• Mrs Jean Adukwei Mensa, newly appointed EC
chairperson
neither here nor there.
“I hear people in the NDC campaigning,
making a whole lot of noise that
Madam Jean Mensa is from NPP. All that
does not matter, whether you like it or
not, put anybody there and somebody
will have a problem with that person,” he
stated.

Mahama wades into
EC chair brouhaha
BY MOHAMMED AWAL
FORMER PRESIDENT
John Dramani Mahama
has said the nomination
of Mrs Jean Adukwei
Mensa to the vacant position
of the chairperson of the
Electoral Commission (EC) is
“regrettable.”
He said the nomination has
the potential to “erode Ghana’s
democratic credentials” in a
Facebook post, Tuesday, July 24.
The post is reproduced below:
“John Dramani Mahama 3
hours ago
In Harare as Head of the
Commonwealth Observer Group
to Zimbabwe’s harmonized Elections
on July 30. Proud to serve
on the same mission with the
highly respected former EC
Chair, Kwadwo Afari Gyan, who
for almost 2 decades established
Ghana’s worldwide reputation for
credible election management.
Current controversy surrounding
removal of EC Chair
and deputies and subsequent appointment
of new commissioners
is regrettable and carries a potential
to erode Ghana's democratic
credentials.”
President Nana Addo Dankwa
Akufo-Addo on July 19 announced
Mrs Mensa, who is the
Executive Director of the Institute
for Economic Affairs, as the
EC chairperson-nominee.
• Says Ghana’s democratic
credentials being eroded
• Former President John Dramani Mahama and Dr Kwadwo Afari Gyan, retired
EC chair, are in Zimbabwe as Commonwealth Observer Group members
She is to replace Mrs Charlotte Osei,
who was removed together with her two
deputies – Amadu Sulley and Georgina
Opoku Amankwah – by President Akufo-
Addo following recommendations by a
committee set up by the Chief Justice to
probe a petition against them.
Mrs Osei reportedly breached procurement
laws in the award of several contracts,
prior to the 2016 elections.
A statement announcing the nominations
of Mrs Mensa and three others
dated July 19 and signed by the Chief of
Staff, Akosua Frema Osei-Opare, said the
President, after seeking the advice of the
Council of State in accordance with Article
70 (2) of the Constitution, nominated
Mrs Jean Adukwei Mensa — Chairperson,
Mr Samuel Tettey — Deputy
Chairperson, Dr Eric Asare Bossman —
Deputy Chairperson, Ms Adwoa Asuama
Abrefa — Member of the Commission.
According to the letter, “President
Akufo-Addo is hopeful that the Council
of State will discharge its constitutional
duty expeditiously, to enable him to make
these critical appointments to this very
important institution of State.”
Even before the former President, who
is in Harare as head of the Commonwealth
Observer Group to monitor Zimbabwe’s
elections slated for July 30, made
“We are shocked
because until this
appointment the
President had given
assurance to the nation
that the persons to be
appointed into the
Commission would be
persons whose integrity
and political neutrality
would be above board,”
said the largest
opposition party in a
statement Monday.
his pronouncement, the National Democratic
Congress (NDC) had slammed the
appointment as “indecent” and “senseless.”
“We are shocked because until this appointment
the President had given assurance
to the nation that the persons to be
appointed into the Commission would be
persons whose integrity and political neutrality
would be above board,” said the
largest opposition party in a statement
Monday.
The statement signed by the General
Secretary of the NDC, Mr Johnson
Asiedu Nketia, added that“for President
Akufo-Addo to proceed contrary to his
earlier assurances to appoint a known pro-
NPP and an avowed anti-NDC person
like Mrs Jean Mensa to chair a commission
which would organise elections involving
the NPP and NDC as the main
contenders defy all senses of decency, fairness
and justice and amounts to a gross
abuse of the discretionary powers of appointment
vested in him by the Constitution
of the Republic of Ghana.”

Israel 'shoots down' Syrian fighter near Golan Heights
•Israel says it fired Patriot missiles at the plane.
ISRAEL SAYS it has shot down
a Syrian warplane which entered
its airspace - a rare incident between
the two foes.
Two surface-to-air missiles
were fired at the Sukhoi fighter
jet, the Israel Defense Forces
(IDF) tweeted.
According to Israeli reports,
it happened over the Israeli-occupied
Syrian news agency Sana said
Israel had targeted the jet over
Syrian airspace, but did not say
whether it was hit.
Sana quoted an unnamed
plane was conducting raids
Zimbabwe election: UN body
warns of voter intimidation
ZIMBABWE'S ELEC-
TION campaign has
been marred by a growing
number of reports
of voter intimidation
and threats of violence,
a UN body has said.
This includes people being forced
to attend rallies in rural areas, the UN
human rights office said.
It did not blame any party, but the
ruling Zanu-PF has been accused of
violence in previous elections.
Monday's elections will be the first
since long-serving ruler Robert Mugabe
was forced to resign in November.
A survey published last week predicted
a tight race between his successor,
Emmerson Mnangagwa, and main
opposition leader Nelson Chamisa.
The survey, by South Africa-based
Afrobarometer, gave Mr Mnangagwa
40% of the vote and Mr Chamisa 37%,
raising the possibility of a run-off.
In a statement, the UN human
rights office said it welcomed the
"widening of the democratic space" in
Zimbabwe since Mr Mugabe's removal
from office.
"We remain concerned, however, at
the increasing number of reports, particularly
in some rural areas, of voter
intimidation, threats of violence, harassment
and coercion, including people
being forced to attend political
rallies," it added.
Last month, a high court ordered
Zanu-PF not to force schoolchildren
and teachers to attend its rallies and to
wear its regalia.
DAILY HERITAGE WESDNESAY, JULY 25, 2018
05
Editorial
Let’s stop the discrimination against People Living with Vitiligo
IT HAS become necessary to
drum home yet again the need
for people to desist from discriminating
against Persons
Living with Vitiligo.
Vitiligo is a chronic skin condition
characterised by portions
of the skin losing their
pigment. It occurs when skin
pigment cells die or are unable
to function.
Aside cases of contact with
certain chemicals, the cause of
Vitiligo is unknown. Research
suggests Vitiligo may arise
from autoimmune, genetic, oxidative
stress, neural, or viral
causes.
Vitiligo is typically classified
into two main categories: segmental
and non-segmental Vitiligo.
Half of those affected
show the disorder before age
20, though most develop it before
age 40.
In fact the perception of a
segment of society about persons
with Vitiligo is more traumatising
especially when the
cause of it is not contagious
but heredity. It causes a lot of
emotional and psychological
stress if people are abused.
For instance, there are reported
cases of some nurses
who are facing verbal abuses
because of their skin condition.
We at the DAILY HER-
ITAGE are of the view that
as civilised as we are in the 21st
Century, there should not be
any room for discrimination
against persons with Vitiligo.
We believe that for society to
improve and develop, stigmatisation
is one thing that must be
eschewed.
We, therefore, urge all to shy
away from stigmatising against
persons with Vitiligo.
If we want to develop as a
nation and build a society we all
love, it is imperative to deal
with this issue positively.
GWCL apologises
for intermittent flow
THE GHANA Water
Company Limited
(GWCL) has apologised
to customers in
and around Adabraka
in Accra over intermittent flow of
water in the community.
A statement signed by Mr Stanley
Martey, Head of Communications
and Public Relations, GWCL
and copied to the DAILY HER-
ITAGE yesterday, said “the management
of Ghana Water
Company Limited (GWCL) wishes
to inform its cherished customers
in and around Adabraka that it is
aware of the current intermittent
flow of water in the community
and that “we are working around
the clock to restore regular flow
with maximum pressures as it
used to exist.”
“Management of the GWCL
apologises to consumers for
the inconvenience caused by
the situation and assures the
general public that, there is no
reason to panic as the two
major treatment plants (Weija
and Kpong Treatment Plants)
that serve Greater Accra are
fully operational and that, the
current challenge is only
peculiar to the Adabraka area.
“In the meantime,
Management has deployed
over 30 tankers to the
community to serve consumers
at vantage points
to ameliorate the situation.”
Mr Martey said the
challenge is as a result of
construction of unauthorised
structures on GWCL
pipe-lines and valves, causing
blockage and consistent
burst of the lines,
thus causing low pressures
and erratic flow in some
areas.
“Please be assured that
the GWCL engineers are
in control of the situation
and are working assiduously
to restore flow in the
community.
“Management of the
GWCL apologises to consumers
for the inconvenience
caused by the situation
and assures the
general public that there is
no reason to panic as the
two major treatment
plants (Weija and Kpong
Treatment plants) that
serve Greater Accra are
fully operational and that
the current challenge is
only peculiar to the
Adabraka area.
“Management wishes
also to advise the general
public and prospective developers
to desist from
building on pipe-lines,
GWCL valves and government
demarcated areas for
the utilities, to forestall
similar situation occurring
in the future. The cooperation
of the general public
is greatly appreciated.”

Travelogue: The ‘Sell Ghana’
Diplomatic Mission to Latvia
BY WILBERFORCE ASARE
(EIB Network’s Court and
Presidential correspondent)
OH WOW, it’s a
Boeing triple
seven (777-800),
KLM flight
KL590 and time
check, it is 21:30
hours GMT and the call for boarding
is announced by the KLM air
service staff. Camera bag and backpack
is grabbed and the seat number
is K14. The travelogue is opened
one more time enroute to Riga, the
capital of Latvia. The mission to be
accomplished is a four-day working
visit by the Minister for Foreign Affairs
and Regional Integration,
Shirley Ayorkor Botchwey, to the
Baltic state to “sell Ghana” to the
Balcs and to strengthen bilateral relations
between Ghana and Latvia.
At 22:20 hours GMT, Flight KL
590, was air borne. Three officials of
the Foreign Ministry, Mr Samuel
Yaw Nsiah, Director of the Europe
Bureau; Ms Tenewa Asamoah,
Deputy Director of the Economic
Trade and Investment Bureau; Ms
Hilaria Mabel Day, Deputy Director
of the Europe Bureau and yours
truly, Wilberforce Asare, constituted
the advance team going ahead of the
entire delegation on the four day
mission.
The person elected by the flight
schedule officers at the point of
check in was rather large. I however,
activated the grace of endurance to
sustain me for the next six and a half
hours till Flight KL590 landed at
Schiphol Airport Amsterdam at
about 7am local time in the Netherlands.
The connecting flight
The connecting flight of the
team to Riga was scheduled for
9:30am and that meant that the team
had to hurriedly disembark from
Flight KL590, to go through the
Dutch boarder protection agency
clearance and locate our next boarding
gate at the rather complicated
Schiphol Airport for the two-hour
flight to Riga, Latvia.
The riga entry
In no time, all four of us were
onboard the flight for the second leg
of the journey to one of the three
Baltic republics in Europe. In 1 hour
45 minutes, our flight touched down
in Riga, Latvia. Because Latvia is an
European Union (EU) country just
as the Netherlands, there was no
need for any entry clearance since we
had been cleared by the Dutch in
Amsterdam already.
The luggage scare
The team of four after disembarking
went on a 15-minute walk to
recover our luggage in order to catch
a taxi to our hotel. After an hour of
waiting at the luggage collection
point, the conveyor belt stopped.
Alas, our luggage did not make it
with us to Riga, except for that of
Hilaria Mabel Day, Deputy Director
of the Europe Bureau. The “disappointed
three” headed to the luggage
complaint centre which was just a
three-minute walk from the luggage
claim point. After registering our
complaint we were hit with the bad
news; our luggage could only be delivered
after 24 hours from the time
of filing our case.
Off to the hotel
With three out of four disappointed,
we helped the lucky one
with her luggage through the exit
doors and stopped a taxi at the entrance
of the Arrival Hall of the
Riga International Airport. We
jumped into the taxi and the conversation
continued on how we were
going to survive the first 24 hours of
our stay without our bags.
The Kempinski
Grand Hotel
Within 15 minutes, the team arrived
at the Kempinski Grand Hotel,
located in the heart of Riga. The
very well trained, bilingual staff of
the hotel made our arrival a pleasant
one. After helping us secure our
rooms, they took custody of the
transaction reports we were given at
the airport for our undelivered luggage
with a promise that they would
follow up to ensure our bags were
delivered to us in good time.
The search for temporal
clothing
The team after checking in assembled
at the hotel lobby so we
• Arrival of the foreign Affairs Minister
could hit town and
get some temporal
stuff to survive the
next 24 hours while
we patiently waited
for our personal effects
to be delivered.
Thankfully, the nearest
mall was just 5
minutes’ walk from
the host hotel. The
disappointed three
got a few essentials
and got back to the
hotel. The team recessed
for the day effectively
bringing day
one, 17/07/2018, to
an end.
The new
day
Day two (18/07/2018) of the
mission started with breakfast at the
Restaurant of the Kempinski Grand
Hotel which is served between 7am
and 10am local time in Riga. The
team of four thus awaited the arrival
of the remaining members of the
delegation for the first mission meeting
which was scheduled for 1pm.
The delegation
The Minister’s fourteen (14) member
delegation comprised, H.E. Ms
Gina Ama Blay, Ambassador Extraordinary
and Plenipotentiary of the Republic
of Ghana to Germany and the
Republic of Latvia; Mr Yoofi Grant,
CEO of the Ghana Investment Promotion
Centre; Mr Edmond Boateng,
Director of the Office of the Chief of
Prevention of tooth decay
See your dentist
DON’T BE a stranger at the dental office
if you want to avoid cavities. Getting
routine cleanings at least once
every six months can help prevent
decay early on, before it progresses to
become cavities, and if needed, your
dentist can apply fluoride to any trouble
spots to prevent tooth decay and
cavities.
Brush with fluoride
Select toothpaste with fluoride as
an ingredient as this is known to protect
teeth from tooth decay and cavities.
If you are concerned about the
enamel of your teeth, brush more than
the recommended twice daily and start
brushing after every meal to remove
sugar and starches that turn into corrosive
acid and add an extra layer of
protection from tooth decay and cavities.
Rinse with fluoride
You can also find rinses such as
Listerine Total Care anti-cavity mouthwash
and Listerine Smart Rinse anticavity
mouthwash that contain
tooth-protecting fluoride to keep your
teeth strong and fight off cavities.
DAILY HERITAGE WEDNESDAY, JULY 25, 2018
FDA commended for closing
down Accra shisha shops
THE VISION for Alternative
Development
(VALD), a non-governmental
organisation
on tobacco control and
other health issues, has
commended the Food and Drugs Authority
(FDA) for its swift action to
close down some shisha shops in
Accra.
The Programmes Director for
VALD, Mr Labram Musah, said in a
statement copied to the DAILY
HERITAGE that as part of actualising
its mandate on ensuring surveillance
and monitoring of the
implementation of the Tobacco Control
Measures of the Public Health Act
(Act 851) and the Tobacco Control
Regulations (LI 2247), it brought to
the FDA’s attention the illegal practice
of shisha smoking in public places.
The statement said the tobacco
control laws clearly stated that all tobacco
products must have health
warnings approved by the FDA, yet
many hotels and restaurants had shisha
lounges/joints opened to the public
every day without the approved health
warnings.
It said: “We are of the opinion that
there are deliberate attempts to promote
shisha smoking among the youth
contrary to what the law says. The influx
of shisha in the country is having
damaging health consequences for
Ghanaian youth who are the target of
the industry.
“We all know that smoking is
banned in all public places in Ghana
except in Designated Smoking Areas
(DSAs), yet shisha is found and
smoked in many communities openly,
posing serious health problems, especially
to secondhand smokers, including
children and pregnant women.”
The VALD expressed the hope
that the FDA would step up its surveillance
work and visit all the shisha
joints, bars, restaurants, hotels, among
other places and confiscate all unregistered
products.
The statement said shisha, also referred
to as water-pipe, is a tobacco
smoking device, which employs an indirect
heat source (such as lit charcoal)
to slowly burn tobacco leaves while
users draw smoke down through a
water chamber into their mouths
through hoses.
It said contrary to the “misconception”
that shisha was not as harmful as
cigarette, the British Heart Foundation
said an hour-long shisha session could
•The smoking of shisha is gradually gaining grounds in the country
be the equivalent of smoking more
than 100 cigarettes in one session.
“Apart from the known diseases
such as the heart disease, cancer, respiratory
disease and problems during
pregnancy, smokers are at a high risk
of infectious diseases such as tuberculosis
and hepatitis, and the World
Health Organisation (WHO), in a recent
advisory note to regulators, revealed
that smoking shisha posed
grave health risks.
The VALD expressed the belief
that most of the Shisha/water-pipe tobacco
products imported into Ghana
were illegal and that all tobacco products
must be registered with the FDA
before they could be allowed entry
into the country.
“Our source indicates that they are
coming from neighbouring
countries
through unapproved
routes. Some of the
products have no
country of origin
and no one knows
the actual constituents
of these
products being excessively
used by the
youth and some
celebrities,” the statement
said.
It urged the FDA
to remain resolute
and enforce the laws
that sought to protect
present and future
generations
from the devastating
effects of tobacco
use and tobacco smoke, adding that
there was enough basis to ban shisha
in Ghana because it had no known
benefits but a destruction to mankind
and a rise in non-communicable diseases,
which is already a burden on the
nation.
“Others such as Kenya, Tanzania
and Rwanda have all banned shisha so
can we,” the statement said.
Laboratory technicians advised to uphold ethics
THE GHANA Association of
Medical Laboratory Scientists has
advised students in the field to uphold
moral and ethical values as
they transition into the world of
work to ensure improved health
care delivery.
Mr Patrick Nsobila Asebgu,
Northern Regional Chairman of
Ghana Association of Medical
Laboratory Scientists, who gave
the advice, said health professionals
must uphold the principal motivation
of being a humanitarian,
somebody who helps people at
their most vulnerable point.
Mr Asebgu said “If your motivation
for venturing into health
care is for financial gains, you have
missed the discipline.”
He said this during the graduation
of students of Advanced
Global College in Tamale at the
weekend, where a total of 93 students
graduated with certificates in
the fields of medical laboratory
technology and pharmacy technicians.
Mr Asebgu urged professionals
in the health sector to adhere to
the code of ethics, as well as become
innovative by improving
services for the benefit of all.
He emphasized that health care
delivery was based on teamwork
POLICY THINK tank, IMANI Africa, has
described as needless government’s decision
to introduce double tracking system in
Senior High Schools (SHS) to
accommodate the surge in students’
population following the introduction of
free SHS last year.
A total of 362,118 first-year students
from public Senior High Schools across the
country are currently benefiting from the
government’s fee-free education policy
since its inception. Of the above figure,
117,692 are day students with 244,426 being
boarders.
Based on last year’s enrollment, the
government has projected enrollment
figures for 2018 to stand at 472,730 against
available seats of 290, 737 leaving a gap of
181, 993 to be created in order to
accommodate the expected number of
enrollment.
The double tracking system, according
to the Ministry of Education will offer
students more instructional and contact
hours with teachers.
“There is nothing emergency about a
double tracking system. It is a system used
around the world and it is tested,” Deputy
Education Minister Dr Adu Twum told
Francis Abban on Morning Starr Monday,
July 23, 2018.
For IMANI, however, the new system is
needless.
“It doesn’t make sense,” the President of
IMANI Africa Franklin Cudjoe stated on
Morning Starr.
He continued, “Why don’t you if you
really insist on doing this…use a voucher
system so that you give vouchers to parents
up to a certain amount to choose which
schools they [parents] want [their kids] to
go to.
“Education is not like vaccination you
give, you have to prepare the environment.
So what? People go in and then some
people sit at home and then what happens?
Is it a shift system? At IMANI we are just
fed up.”
The Deputy Education Minister,
however, disagreed with the position
assumed by IMANI, noting that the new
system is necessary to contain the surge in
enrollment due to free SHS.
“It is a time-tested practice used around
the world whenever there’s a surge in
enrolment. That’s a stop-gap measure used
around the world it is time-tested,” said Dr
Adutwum on Morning Starr.
Double track system
Double Track System will be similar to
the semester mode of learning applicable in
the universities at the SHS level. With this
system, each track will be in school for
specific days for each semester and go on
vacation and come back for the second
semester.
While the first track is in school, the
second track will be on vacation and vice
versa. The objectives of the Double-track
School Calendar are to create room to
accommodate the increase in enrolment,
reduce class sizes, increase contact hours
and to increase the number of holidays.
The Double-track calendar is an
intervention that allows schools to
accommodate more students within the
same facility and is often motivated by its
potential to improve overcrowding as well
as to save costs relative to new school
construction in the short term. It is very
popular in Australia, Costa Rica, Japan,
some schools in the United States and
Kenya.
Prez ends 3-day tour of N/R
THE PRESIDENT of the Republic,
Nana Addo Dankwa Akufo-Addo, on
Monday, 23rd July, 2018, ended his
three-day tour of the Northern Region,
with visits to Tamale, Buipe, and
Damongo.
As part of activities climaxing the
President’s visit to the Northern
Region, he visited the newly
refurbished Motorking Assembly Plant
in Tamale, where he, amongst others,
commissioned the facility and urged
private sector actors to invest in the
country’s manufacturing sector.
“My presence here, and that of the
Minister of Trade, is to signal the
support and commitment of Ghana
and of the government to investments
such as these,” he said.
He continued, “They are
investments that will impact the
transformation of our economy, and
that is the major objective of economic
policy in our time, that we begin to
transform the Ghanaian economy from
being a raw material producing and
exporting economy to an industrial
economy that will be able to create jobs
and generate higher incomes for our
people.”
At Buipe, President Akufo-Addo cut
the sod for the construction of an 80-
bed District Hospital, which will
specialise in accident and emergency
care.
With the hospital expected to be
completed in 36 months, the President
said that hospital will provide access to
healthcare for the people of Central
Gonja and its environs, as well as to
commuters along the Trans-Africa
highway in the event of accidents and
emergencies.
Speaking at the Palace of the
Overlord of Gonjaland, the
Yagbonwura, Tuntumba Boresa I, the
President thanked him, together with
the other Eminent Chiefs, for the work
being done to bring finality to the
Dagbon conflict.
He stressed that “I am not a
Dagomba. I cannot be Abudu or
Andani. I cannot be. I am from
somewhere a long way away from
Akyem Abuakwa in Kyebi, so I am not
Abudu and I am not Andani. All my
interest is for the two groups to come
together, restore peace in Dagbon so
from Japan to
facilitate effective
patrolling in the
communities by the
Pokuase District
Police.
According to
him, after assuming
the throne as chief
of Pokuase some
three years ago, he
realised that the
police lacked
logistics, and hence,
his resolve to equip
them.
He noted that his
major concern was
to ensure that there
was absolute peace,
unity and stability,
saying that this
would attract
investors in order to
enhance
developmental
growth within the
Pokuase Township.
that there can be peace all over the
Northern Region and in the northern
parts of our country.”
On the creation of the proposed
Savannah Region, the President told
the Yagbonwura that on Thursday, 19th
July, 2018, prior to his week-long tour
of the Upper East, Upper West and
Northern Regions, he forwarded the
recommendations of the Justice
Brobbey Commission to the Electoral
Commission, in accordance with the
teachings of the Constitution.
The President reiterated that, as per
Receiving the items, the Amasaman
Divisional Police Commander, Chief
Supt. (Mr) Francis Yiribaa recommended
Nii Oto Kwame for the kind gesture.
He said that policing is a shared
responsibility between members of the
service and the general public, saying
that “since the police cannot fight crime
alone, there should be a collaborative
effort between members of the service
and the public, to expose criminals in the
community.”
Mr Yiribaare contended that the
traffic situation in Pokuase was very
terrible, and so with the receipt of the
motor bicycles, it would go a long way to
enhance their activities, and for that
matter, could respond swiftly to
emergencies within the catchment areas.
The Divisional Commander therefore
called on the public to identify their
problems together with the Police so
that collectively there could be lasting
solutions to them.
The occasion was also used to
commission a mechanised borehole built
by a citizen of Pokuase, Hajj Yussif
Saeed Ankomah.
the requirements of the
Constitution, at least, 50% of the
persons entitled to vote must vote
in each of the different referenda,
and, of the votes cast, at least 80%
must be cast in favour of the
creation of the Savannah region
for the demand to succeed.
With the Programme for Food
and Jobs in its second year of
implementation, the President
indicated that the number of
beneficiary farmers, who have been
given improved seedligs, subsidized
fertilizer, and access to extension
officers, has been increased from
two hundred thousand farmers in
2017 to five hundred thousand in
2018.
The 1-village-1-dam policy, he
added, is being implemented in the
three Northern Regions to ensure
all-year round farming. This, he
said, has resulted in the ongoing
construction of 570 dams in the three
Northern Regions in 2018.
President Akufo-Addo will from
Tuesday, 24th July, 2018, embark on a
2-day tour of the Upper West Region.
Bongo SHS
battles inadequate
facilities
BONGO SENIOR High
School, located at the
center of the District
capital in the Upper East
Region of Ghana, has
raised concerns about the
absence of essential
educational facilities that
is negatively affecting
both students and
management of the
school.
In an interview with
Deepdril, the Assistant
Headmaster, Mr Jacob
Kofi Nsoh indicated that
the lack of dormitories
and classrooms had
affected some of the
school’s activities,
hindering the
effectiveness of the
institution.
According to him, the
school has no option
than to share classrooms
with the Bongo primary
and Junior High School
located within the
school’s boundaries.
“Sometimes, we share
classrooms with the
primary and JHS due to
inadequate learning units.
We had to talk to the
District Director of
Education, who
requested the JHS
classroom be given to the
SHS to have three of its
former class,” he
revealed.
Further, he indicated
that plans were being
made to move some of
the girls to the current
boys’ dormitory and the
boys to the almost
completed dormitory.
“The girls’ dormitory
which is supposed to
house about four
hundred students is now
accommodating about
thousand three hundred
students.
“Currently, students
have no other option
than to convert the
bathroom and toilet into
sleeping places while
some rent hostel facilities
due to the issues the
school have regarding
inadequate
accommodation,” he said.
the company for
breather before work begun.
The Business Forum
The first event for the day was the
Ghana-Latvia Business Forum. Three
top Ghanaian officials addressed the
forum which had about fifty potential
investors and business magnates in attendance.
Chief Executive Officer of the
Ghana Investment Promotion Centre
(GIPC), Yoofi Grant, signaled that
Ghana is targeting investment inflows
into Africa by the three Baltic States
with the aim of positioning Ghana to
becomes its gateway to West Africa.
The Baltic States, located in the northeastern
region of Europe comprises
Estonia, Latvia, and Lithuania, on the
eastern shores of the Baltic Sea. Yoofi
Grant, stated that the plan of his outfit
is to ensure that it strategically positions
Ghana to attract majority of investment
inflows from Latvia and the
rest of the Baltic world into Africa,
particularly, West Africa.
Deputy Chief Executive Officer of
the Ghana Export Promotion Authority,
Samuel Dentu, on his part observed
that the current levels of
exports from Ghana to Latvia are significantly
low even though a great deal
of potential exists particularly in the
cocoa derivatives sector. Mr Dentu
said the business community in Latvia
was shocked about the volume of imports
that currently exists from Ghana
to Latvia as compared to the production
levels of commodities that are of
interest to the Latvian market, particularly
cocoa production. He indicated
that links have been created with the
investor community in Latvia which
will lead to greater collaboration with
Ghanaian exporters. These links, he
believes, will lead to an increase in exports
from Ghana to Latvia.
Mr Dentu added that some Latvian
business people he interacted with on
the sidelines of the Business Forum
have expressed interest in areas such as
the freight forwarding sector and Information
and Communication Technology
(ICT) sector. He was hopeful
that these interests that have been expressed
will result in tangible business
ventures for the mutual benefit of the
two countries.
The Ghana Free Zones Authority, a
body established by an Act of Parliament
and charged with the responsibility
of enabling the establishment of
free zones in Ghana for the promotion
of economic development, also
brought its mission to Latvia.The
Deputy Chief Executive Officer of the
•It was all about business
Authority, Kate Djankwei Abbeo,
showcased Ghana’s Free Zones regime
to the Latvian business community at
the forum. In an interview after her
presentation, Ms Djankwei Abbeo said
her interaction with the investor community
of Latvia has seen several potential
investors expressing interest in
investing in the processing and manufacturing
of goods through the establishment
of export processing zones
which will be used as focal points to
produce goods and services for foreign
markets. Ms Abbeo added that the
Free Zones Authority will keenly follow
up on the contacts it has established
to ensure that the considerations
given to the offerings of the Authority
by the business community in Latvia
materialize in actual investments.
The Minister’s schedule
Minister Shirley Ayorkor Botchwey,
an hour and a half after arriving in
Riga, commenced her working visit
with a trip to the Parliament of the Republic
of Latvia (Saeima) where she
met with the Deputy Speaker of the
Saeima, Ms. Inese Libina-Egnere. At
the meeting, it was proposed that law
makers in the Republic of Latvia and
the Republic of Ghana develop a strategy
to share best practices with each
other to improve their legislative functions
as required by their sovereign
constitutions.
Possible areas of
collaboration
The proposal by the Minister for
Foreign Affairs and Regional Integration,
herself a member of Parliament,
was readily accepted by the Deputy
Speaker. Speaker Libina-Egnere, hinted
that the Latvian Parliament would be
glad to share it’s rich experience in the
areas of ICT-aided law making, the approach
to constant engagements between
MPs and their constituents, and
•The delegation
processes leading to the passage of
laws to protect consumers and the development
of privacy rights with their
counterparts in Ghana.
Minister Shirley Ayorkor Botchwey
pointed out that she would forward the
content of the discussions to the leadership
of Parliament for the actual
processes to initiate the exchange of
ideas to begin without delay.
The Latvian Parliament
The Speaker of the Latvian Parliament
is one of the top officials of the
State who represents the Saeima, chairs
and maintains order during the plenary
sittings, as well as ensures that the sitting
is held in accordance with the
rules of procedure. The work of the
Saeima is supervised by its Presidium,
which is elected by each new convocation
of the Saeima at the beginning of
its term of office. The Presidium consists
of five MPs: the Speaker, two
Deputy Speakers, the Secretary and the
Deputy Secretary. A member of parliament
is one of the hundred representatives
of the people who is elected in
general, equal, direct elections, by secret
ballot, and on the basis of proportional
representation. At least five
members of the same candidate list
may form a parliamentary group.
Members elected from the same candidate
list may form only one parliamentary
group and may not join another
parliamentary group.
A visit to the National History Museum
of Latvia was next on the Minister’s
itinerary. The Minister and her
delegation were given a guided tour of
the Museum as well as the Exhibition
dubbed “Latvia’s Century”. The last
assignment of the day saw Minister
Shirley Ayorkor Botchwey hosting a
working dinner for the Business delegation
of the Republic of Latvia with
the State Secretary of the Ministry of
Economics of Latvia, Eriks Eglitis , as
the Guest of Honour.
The State Secretary in an address
before dinner was served said that
Latvia is very much impressed with the
economic development of Ghana in
the last few months and as a result, his
country is looking forward to widening
its economic ties with Ghana for the
mutual benefit of both countries.
Mr. Eriks Eglitis said his country,
like Ghana, has been growing steadily
over the last few years and he saw a lot
of synergy in that respect. He added
that his country has identified a few
touching points that will be the driving
force behind the move to widen economic
cooperation between Ghana
and Latvia.
Areas of cooperation
Firstly, the State Secretary was impressed
with the level of recognition
given by Ghana to Latvia as a potential
country for higher education for
Ghanaians. He indicated that Latvia
will consider giving more Ghanaians
the opportunity to study in their country.
Secondly, the area of Food Processing
and Agriculture where Latvia
has a strong record of growth is another
sector were Ghana stood to benefit
from cooperation with Latvia. The
last area of interest according to the
State Secretary is the Information and
Communication Technology (ICT)
sector. Latvia has had significant
growth in that regard and would therefore
be willing to assist Ghana to further
develop her current thriving ICT
sector. The team drew the curtain
down to bring the dealings of the day
to an end.
The last phase
Time check and it is 11:20am.
Every member of the team located
their car in the convoy, the Police escort
turned on their sirens, traffic was
halted on both sides of the highway by
the hotel. The Minister’s motorcade
made its way to the National Library
of Latvia for an official visit and a
book donation ceremony to the magnificent
National Library of Latvia.
The book which captures Ghana in
its entirety was signed and presented to
the Director of the library to be added
to the shelves to serve as a reference
for all visitors of the library who may
want to learn and know about Ghana.
The climax
From the National Library of
Latvia, Minister Shirley Ayorkor
Botchwey climaxed her working mission
with a visit to the Ministry of Foreign
Affairs of Latvia. The Foreign
Affairs Minister met with her Latvian
colleague Foreign Affairs Minister,
Edgars Rinkēvičs. The two Ministers
held a private tête-à-tête meeting, attended
a working luncheon hosted by
Minister Edgars Rinkēvičs and held a
joint Press Conference.
Minister for Foreign Affairs of the
Republic of Latvia, disclosed that as
part of efforts on the part of the three
Baltic states to strengthen their links
with West Africa, their flagship airline,
will initiate processes leading to the
signing of an Air Services Agreement
(ASA) with Ghana. The ASA when
completed would see the Latvian carrier
commencing direct flights from
Latvia to several West African states
with Ghana as the hub state for the
various flight schedules.
Why the Air Service Agreement
According to the Latvian Foreign
Minister, citizens of the three Baltic
States; Latvia, Estonia and Lithuania,
are very interested in visiting Ghana
and the rest of West Africa. Flight
connections to and from the Baltic
states to West Africa as well as cost of
same have been the major challenge to
this potential business venture.

EC chair job will be unstable
– Sylvester Mensah
BY KOBINA WELSING
THE FORMER
Chief Executive
Officer of the
National Health
Insurance Authority
(NHIA),
Mr Sylvester Mensah has predicted
that the position of
chairperson of the Electoral
Commission (EC) will be unstable
for a long time.
President Nana Addo
Dankwa Akufo-Addo on Monday
nominated the Executive
Director of the Institute for
Economic Affairs (IEA), Mrs
Jean Adukwei Mensa as the next
EC chairperson after he removed
Mrs Charlotte Osei.
Her nomination has been rejected
by members of the
largest opposition party the National
Democratic Congress
who claim Mrs Mensa is a dyein-the-wool
New Patriotic Party
member.
General Secretary of the National
Democratic Congress
(NDC), Mr Johnson Asiedu
Nketia described the nomination
as “senseless” and “indecent”.
“We are shocked because
until this appointment the president
had given assurance to the
nation that the persons to be
appointed into the Commission
would be persons whose integrity
and political neutrality
would be above board,” bemoaned
the largest opposition
party in a statement Monday.
Speaking on Morning Starr,
the former NHIA boss said the
action of President Akufo-
Addo will have severe effects on
the EC top job, adding that the
EC will not be breathing well
for some time to come.
“To remove an Electoral
Commissioner on the basis of
procurement is below the bar.
With this, we have opened the
floodgates and that position will
not become stable…that is a
worry. For a very long time to
come, the EC will not be
breathing well,” the NDC presidential
hopeful told host Francis
Abban on Tuesday.
Mamprugu water systems construction
starts in Sept. – Akufo-Addo
BY STEPHEN ODOI LARBI
THE PRESIDENT
of the Republic,
Nana Addo
Dankwa Akufo-
Addo, has revealed
that construction of
an improved water system for
Nalerigu, Gambaga and Walewale,
all in the Mamprugu District,
would commence in
September.
Speaking at a durbar held in
his honour at Nalerigu by the
overlord of Mamprugu, the
Nayiri, Naa Bohogu Abdulai Mahami
Sheriga, on Saturday,
21st July, 2018, President Akufo-
Addo stated that the commencement
of construction of the
water system is in fulfillment of
the pledge he made to the people
last year.
It would be recalled that, in his
tour, last year, of the Northern
Region, President Akufo-Addo
told the Nayiri and the people of
Mamprugu that his government
was in the process of procuring a
$45 million facility from the
World Bank to provide water in
rural areas for six regions, of
which Mamprugu was to be a
beneficiary.
“So, I am here today to inform
you that the improved water system
in Nalerigu, Gambaga and
Walewale will start in September
•President Nana Addo Dankwa Akufo-Addo (in white) surrounded by elders and the good people of Mamprugu
this year, two months from now.
35,000 gallons each will be added
to the system in each and every
town, and also new boreholes are
going to be drilled to add more
water,” the President said.
He assured that “all the
pipelines are going to be replaced,
so that we can bring water
to all households. And, with the
beginning of the work in September,
Mamprugu will definitely get
an improved water system.”
Additionally, the President
stated that the community toilet
project, which is being rolled out
by the Ministry of Special Development
Initiatives, will provide
some 5,000 household toilets nationwide
this year.
“We are determined to fulfill
the 1-toilet-1-household commitment
that we made, and the
Mamprugu area is going to receive
about 300 toilets each, from
Nalerigu, Gambaga and Walewale,
and a total of 1,000 household
toilets are going to be
constructed in this area to improve
sanitation,” he said.
The President was confident
that “by the grace of the
Almighty and our hard work,
open defecation in Ghana is
going to be a thing of the past”.
On the erratic nature of
power supply in the area, the
President noted that the transmission
line that serves Nalerigu
from Yendi is too long, and results
in problems that interrupt
power supply.
“The decision has been taken
to remove the line from Nalerigu
to Garu, and as things will have
it, poles were brought yesterday
(Friday) to begin the work. Very
soon, I think that erratic power
supply will be a thing of the
past,” he assured.
Again, with reference to the
ongoing electrification projects in
the Northern Region, the President
indicated that out of the 434
projects, East Mamprusi is going
to receive 80 of such projects.
Touching on seismic exploration
being carried out in the
Voltaian Basin by the Ghana National
Petroleum Corporation,
which is affecting areas in the
Northern Region including Nanton,
West Mamprusi, Central
Gonja and Mion districts, President
Akufo-Addo explained that
its purpose is to unearth the hydrocarbon
potential of the basin.
“It is disturbing and I know it
will disturb some people in some
communities. It may even go
through some farms, but I am
imploring you, and all the citizenry
of Mamprugu, to co-operate
with these activities,” he said.
The President continued,
“They are not meant to disturb
you, they are meant to help all of
us at the end. So, when they
come, and they (geologists) are
doing their work, support them,
allow them to do their work because,
Fashion Corporate
Exposé opens tomorrow
THE NATIONAL drive to promote
the patronage of madein-Ghana
clothing and fashion
accessories has received a major
boost with the hosting of the
first ever event solely dedicated to Afrocentric
corporate fashion and accessories from
tomorrow, Thursday, July 26 to Saturday, 28.
The three-day event, dubbed Corporate
Fashion Exposé, is on the theme: “Wear It
Right’ and is being organised by Maria’s
Fashion House, a unisex clothes production
centre that specialises in affordable Afrocentric,
formal, evening and casual outfits and
has over 15 years’ design and creative experience.
The extravaganza, which will be held at
the Coconut Grove Regency Hotel in Accra,
opens tomorrow at 9 a.m. with an exhibition
of fashion products, followed by a seminar
on Corporate Style Guide for Men and
Women on Friday, also at 9:00 a.m.
The glitzy corporate fashion show and
awards night will draw the curtains down on
the programme on Saturday, July 28, 2018.
According to the organisers, two distinguished
personalities will be honoured on
the night for their commitment to the promotion
The organiser of the event and Executive
Director of Maria’s Fashion House,
Maria Adams, noted that, “This vision was
conceived following governments’ (both
the NDC and NPP) advocacy for Ghanaians
to adopt the habit of wearing African
prints on Fridays for official duties”.
According to her, the general idea behind
the event is to lead a movement
where Ghanaian and African produced
fabrics will be well tailored for official corporate
events and not limited only to Fridays
and weekends.
Development expert and fashion designer
Dzine Dzakuma pointed out that
the show would encourage Ghanaians to
wear the local fabric, adding that, “it is the
only way we will boost the fashion industry,
which, in the long run, will translate
into the economic growth of the country,
which we all so desire”.
The event is being supported by the
Ministries of Trade and Industry, Tourism,
Arts and Culture; the National Commission
FIVE-TIME BALLON d’Or
winner Lionel Messi has been
overlooked as a contender for
the award by France sensation
Kylian Mbappe.
He stared at the World Cup
and now Paris Saint-Germain
ace Mbappe has ranked himself
a stronger Ballon d’Or
contender than Lionel Messi.
The 19-year-old France forward
scooped the FIFA Young
Player award in Russia as his
country were crowned champions
earlier this month.
The teenager’s exceptional
run of performances could see
him come into contention for
European football’s most coveted
individual prize, which has
been shared between Messi
and Cristiano Ronaldo for the
last decade.
Mbappe, however, found
no place for the former when
asked by France Football to
name his favourites for this
year’s honour.
Hearts CEO sad over
current football crisis
THE CHIEF Executive Officer
of Hearts of Oak, Mark Frank
Noonan, is overly worried over
the current state of affairs of
football in Ghana emerging
from the Anas Exposé.
The American football administrator
feels worried about
the level at which the crisis is
jeopardizing the dreams of footballers
in the country.
“A lot of people ask me my
feeling about what is going and I
have two feelings - one is profound
sadness,” the Marketing
Mbappe nominates self for Ballon D’Or
Five-time winner Ronaldo,
Golden Ball recipient Luka
Modric, fellow France international
Raphael Varane and
PSG team-mate Neymar all
got the nod on his five-man
shortlist.
“To complete it, I think I
would put myself in there
too,” he added.
The forward’s recognition
of Neymar came soon after
the Brazil star spoke highly of
the pair’s relationship.
expert said.
“Football is so important to
so many people here and it is in
crisis.”
“The circumstances surrounding
that crisis are really
sad. I think about the players
whose dreams have been put on
hold right now.”
Ghana football is still yet to
recover from comma after the
Anas Exposé revealed alleged
corrupt practices in the sport in
Ghana.
While the attackers are set
to battle it out for top billing at
PSG, Mbappe insisted they remain
on the same wave length.
“Not much will change in
our collaboration and cohabitation.
Things are clear between
us,” he said.
Mbappe finished seventh
in last year’s Ballon d’Or
count, while Neymar came
third for the second time.
Women's WC:
Basigi faces
tough time
in player
selection
BLACK
PRINCESSES head
coach Yussif Basigi
has stated he will have
a tough time in selecting
his final 21 to represent
Ghana at the
Women under 20
World Cup in France.
Twenty-three players
are currently in
camp in Ghana
preparing for the tournament
but two will be
dropped before the
team move to Spain
for the final preparation.
Basigi says everyone
is pulling her
weight so he has a
tough task ahead in
naming his final squad.
“I have 23 women
in camp at the moment.
I will prune the
squad to 21 in Ghana
before the team enplanes
to Spain,” he
told Aseda FM.
“It is very difficult
to decide on the final
21 squad because we
have all become like a
family. All the players
have been very impressive,
you look at
every position and role
assigned to every
player, I wish I take
the two players along
but it cannot be,”
Ghana will face
France on August 5 in
the tournament
opener.
