LEADER OF the All People’s<br />
Congress (APC), Mr Hassan<br />
Ayariga, has endorsed the<br />
President’s nomination of<br />
Mrs Jean Adukwei Mensa as<br />
chairperson of the Electoral Commission<br />
(EC).<br />
President Akufo-Addo on Monday<br />
nominated the Executive Director of the<br />
Institute of Economic Affairs for the vacant<br />
position of the chairperson of the<br />
EC after Mrs Charlotte Osei and two of<br />
her deputies were removed by the president.<br />
The main opposition National Democratic<br />
Congress (NDC) has contested the<br />
nomination of Mrs Mensa for the position<br />
of the new EC chairperson.<br />
A statement issued by the NDC signed<br />
by the General Secretary, Mr Johnson<br />
Asiedu Nketiah, said the party was<br />
shocked to learn that the President had<br />
appointed “a known pro-New Patriotic<br />
Party (NPP) and an avowed anti-NDC<br />
person” to head the election management<br />
body despite his earlier assurances given<br />
to Ghanaians that he would replace the<br />
dismissed EC chairperson with someone<br />
whose integrity and political neutrality<br />
would be above board.<br />
The NDC, however, said the party<br />
would shortly tender material evidence<br />
that shows the open and covert activities<br />
of Mrs Mensa, which makes her unfit to<br />
occupy the high position of the chairperson<br />
of the EC of the Republic of Ghana.<br />

of Mrs Mensa by the President was the<br />
best and that the APC found nothing<br />

“As at now, from the little thing and<br />
interactions that I have had with her, I<br />
think for now, she is the best person for<br />
the job. She can do the job; we just hope<br />
that. People have challenges when they<br />
are given positions; some become arrogant,<br />
some become complacent and some<br />
become ‘certain way’ and that’s why I am<br />
hoping and praying that she doesn’t<br />
change her attitude,” he said.<br />
According to him, the position of the<br />
NDC against her nomination and allegations<br />
of Mrs Mensa being a pro-NPP is<br />

“I hear people in the NDC campaigning,<br />
making a whole lot of noise that<br />
Madam Jean Mensa is from NPP. All that<br />

Mensa to the vacant position<br />
of the chairperson of the<br />
Electoral Commission (EC) is<br />
“regrettable.”<br />
He said the nomination has<br />
the potential to “erode Ghana’s<br />
democratic credentials” in a<br />
Facebook post, Tuesday, <strong>July</strong> 24.<br />

Mrs Mensa, who is the<br />
Executive Director of the Institute<br />
for Economic Affairs, as the<br />
EC chairperson-nominee.<br />

committee set up by the Chief Justice to<br />
probe a petition against them.<br />
Mrs Osei reportedly breached procurement<br />
laws in the award of several contracts,<br />
prior to the 2016 elections.<br />
A statement announcing the nominations<br />
of Mrs Mensa and three others<br />
dated <strong>July</strong> 19 and signed by the Chief of<br />
Staff, Akosua Frema Osei-Opare, said the<br />
President, after seeking the advice of the<br />
Council of State in accordance with Article<br />
70 (2) of the Constitution, nominated<br />
Mrs Jean Adukwei Mensa — Chairperson,<br />
Mr Samuel Tettey — Deputy<br />
Chairperson, Dr Eric Asare Bossman —<br />
Deputy Chairperson, Ms Adwoa Asuama<br />
Abrefa — Member of the Commission.<br />
According to the letter, “President<br />
Akufo-Addo is hopeful that the Council<br />
of State will discharge its constitutional<br />
duty expeditiously, to enable him to make<br />
these critical appointments to this very<br />
important institution of State.”<br />
Even before the former President, who<br />
is in Harare as head of the Commonwealth<br />
Observer Group to monitor Zimbabwe’s<br />
elections slated for <strong>July</strong> 30, made<br />

of voter intimidation<br />
and threats of violence,<br />
a UN body has said.<br />
This includes people being forced<br />
to attend rallies in rural areas, the UN<br />
human rights office said.<br />
It did not blame any party, but the<br />
ruling Zanu-PF has been accused of<br />
violence in previous elections.<br />
Monday's elections will be the first<br />
since long-serving ruler Robert Mugabe<br />
was forced to resign in November.<br />
A survey published last week predicted<br />
a tight race between his successor,<br />
Emmerson Mnangagwa, and main<br />
opposition leader Nelson Chamisa.<br />
The survey, by South Africa-based<br />
Afrobarometer, gave Mr Mnangagwa<br />
40% of the vote and Mr Chamisa 37%,<br />
raising the possibility of a run-off.<br />
In a statement, the UN human<br />
rights office said it welcomed the<br />
"widening of the democratic space" in<br />
Zimbabwe since Mr Mugabe's removal<br />
from office.<br />
"We remain concerned, however, at<br />
the increasing number of reports, particularly<br />
in some rural areas, of voter<br />

Let’s stop the discrimination against People Living with Vitiligo<br />
IT HAS become necessary to<br />
drum home yet again the need<br />
for people to desist from discriminating<br />
against Persons<br />
Living with Vitiligo.<br />
Vitiligo is a chronic skin condition<br />
characterised by portions<br />
of the skin losing their<br />
pigment. It occurs when skin<br />
pigment cells die or are unable<br />
to function.<br />
Aside cases of contact with<br />
certain chemicals, the cause of<br />
Vitiligo is unknown. Research<br />
suggests Vitiligo may arise<br />
from autoimmune, genetic, oxidative<br />
stress, neural, or viral<br />
causes.<br />
Vitiligo is typically classified<br />
into two main categories: segmental<br />
and non-segmental Vitiligo.<br />
Half of those affected<br />
show the disorder before age<br />
20, though most develop it before<br />
age 40.<br />
In fact the perception of a<br />
segment of society about persons<br />
with Vitiligo is more traumatising<br />
especially when the<br />
cause of it is not contagious<br />
but heredity. It causes a lot of<br />
emotional and psychological<br />
stress if people are abused.<br />
For instance, there are reported<br />
cases of some nurses<br />
who are facing verbal abuses<br />
because of their skin condition.<br />
We at the DAILY HER-<br />
ITAGE are of the view that<br />
as civilised as we are in the 21st<br />
Century, there should not be<br />
any room for discrimination<br />
against persons with Vitiligo.<br />
We believe that for society to<br />
improve and develop, stigmatisation<br />
is one thing that must be<br />
eschewed.<br />
We, therefore, urge all to shy<br />
away from stigmatising against<br />
persons with Vitiligo.<br />
If we want to develop as a<br />
nation and build a society we all<br />
love, it is imperative to deal<br />
with this issue positively.<br />
GWCL apologises<br />
for intermittent flow<br />

(GWCL) has apologised<br />
to customers in<br />
and around Adabraka<br />
in Accra over intermittent flow of<br />
water in the community.<br />
A statement signed by Mr Stanley<br />
Martey, Head of Communications<br />
and Public Relations, GWCL<br />
and copied to the DAILY HER-<br />
ITAGE yesterday, said “the management<br />
of Ghana Water<br />
Company Limited (GWCL) wishes<br />
to inform its cherished customers<br />
in and around Adabraka that it is<br />
aware of the current intermittent<br />
flow of water in the community<br />
and that “we are working around<br />
the clock to restore regular flow<br />
with maximum pressures as it<br />
used to exist.”<br />
“Management of the GWCL<br />
apologises to consumers for<br />
the inconvenience caused by<br />
the situation and assures the<br />
general public that, there is no<br />
reason to panic as the two<br />
major treatment plants (Weija<br />
and Kpong Treatment Plants)<br />
that serve Greater Accra are<br />
fully operational and that, the<br />
current challenge is only<br />
peculiar to the Adabraka area.<br />
“In the meantime,<br />
Management has deployed<br />
over 30 tankers to the<br />
community to serve consumers<br />
at vantage points<br />
to ameliorate the situation.”<br />
Mr Martey said the<br />
challenge is as a result of<br />
construction of unauthorised<br />
structures on GWCL<br />
pipe-lines and valves, causing<br />
blockage and consistent<br />
burst of the lines,<br />
thus causing low pressures<br />
and erratic flow in some<br />
areas.<br />
“Please be assured that<br />
the GWCL engineers are<br />
in control of the situation<br />
and are working assiduously<br />
to restore flow in the<br />
community.<br />
“Management of the<br />
GWCL apologises to consumers<br />
for the inconvenience<br />
caused by the situation<br />
and assures the<br />
general public that there is<br />
no reason to panic as the<br />
two major treatment<br />

Travelogue: The ‘Sell Ghana’<br />
Diplomatic Mission to Latvia<br />

OH WOW, it’s a<br />
Boeing triple<br />
seven (777-800),<br />
KLM flight<br />
KL590 and time<br />
check, it is 21:30<br />
hours GMT and the call for boarding<br />
is announced by the KLM air<br />
service staff. Camera bag and backpack<br />
is grabbed and the seat number<br />
is K14. The travelogue is opened<br />
one more time enroute to Riga, the<br />
capital of Latvia. The mission to be<br />
accomplished is a four-day working<br />
visit by the Minister for Foreign Affairs<br />
and Regional Integration,<br />
Shirley Ayorkor Botchwey, to the<br />
Baltic state to “sell Ghana” to the<br />
Balcs and to strengthen bilateral relations<br />
between Ghana and Latvia.<br />
At 22:20 hours GMT, Flight KL<br />
590, was air borne. Three officials of<br />
the Foreign Ministry, Mr Samuel<br />
Yaw Nsiah, Director of the Europe<br />
Bureau; Ms Tenewa Asamoah,<br />
Deputy Director of the Economic<br />
Trade and Investment Bureau; Ms<br />
Hilaria Mabel Day, Deputy Director<br />
of the Europe Bureau and yours<br />
truly, Wilberforce Asare, constituted<br />
the advance team going ahead of the<br />
entire delegation on the four day<br />
mission.<br />
The person elected by the flight<br />
schedule officers at the point of<br />
check in was rather large. I however,<br />
activated the grace of endurance to<br />
sustain me for the next six and a half<br />
hours till Flight KL590 landed at<br />
Schiphol Airport Amsterdam at<br />
about 7am local time in the Netherlands.<br />
The connecting flight<br />
The connecting flight of the<br />
team to Riga was scheduled for<br />
9:30am and that meant that the team<br />
had to hurriedly disembark from<br />
Flight KL590, to go through the<br />
Dutch boarder protection agency<br />
clearance and locate our next boarding<br />
gate at the rather complicated<br />
Schiphol Airport for the two-hour<br />
flight to Riga, Latvia.<br />
The riga entry<br />
In no time, all four of us were<br />
onboard the flight for the second leg<br />
of the journey to one of the three<br />
Baltic republics in Europe. In 1 hour<br />
45 minutes, our flight touched down<br />
in Riga, Latvia. Because Latvia is an<br />
European Union (EU) country just<br />
as the Netherlands, there was no<br />
need for any entry clearance since we<br />
had been cleared by the Dutch in<br />
Amsterdam already.<br />
The luggage scare<br />
The team of four after disembarking<br />
went on a 15-minute walk to<br />
recover our luggage in order to catch<br />
a taxi to our hotel. After an hour of<br />
waiting at the luggage collection<br />
point, the conveyor belt stopped.<br />
Alas, our luggage did not make it<br />
with us to Riga, except for that of<br />
Hilaria Mabel Day, Deputy Director<br />
of the Europe Bureau. The “disappointed<br />
three” headed to the luggage<br />
complaint centre which was just a<br />
three-minute walk from the luggage<br />
claim point. After registering our<br />
complaint we were hit with the bad<br />
news; our luggage could only be delivered<br />
after 24 hours from the time<br />
of filing our case.<br />
Off to the hotel<br />
With three out of four disappointed,<br />
we helped the lucky one<br />
with her luggage through the exit<br />
doors and stopped a taxi at the entrance<br />
of the Arrival Hall of the<br />
Riga International Airport. We<br />
jumped into the taxi and the conversation<br />
continued on how we were<br />
going to survive the first 24 hours of<br />
our stay without our bags.<br />
The Kempinski<br />
Grand Hotel<br />
Within 15 minutes, the team arrived<br />
at the Kempinski Grand Hotel,<br />
located in the heart of Riga. The<br />
very well trained, bilingual staff of<br />
the hotel made our arrival a pleasant<br />
one. After helping us secure our<br />
rooms, they took custody of the<br />
transaction reports we were given at<br />
the airport for our undelivered luggage<br />
with a promise that they would<br />
follow up to ensure our bags were<br />
delivered to us in good time.<br />
The search for temporal<br />
clothing<br />
The team after checking in assembled<br />
at the hotel lobby so we<br />

could hit town and<br />
get some temporal<br />
stuff to survive the<br />
next 24 hours while<br />
we patiently waited<br />
for our personal effects<br />
to be delivered.<br />
Thankfully, the nearest<br />
mall was just 5<br />
minutes’ walk from<br />
the host hotel. The<br />
disappointed three<br />
got a few essentials<br />
and got back to the<br />
hotel. The team recessed<br />
for the day effectively<br />
bringing day<br />
one, 17/07/2018, to<br />
an end.<br />
The new<br />
day<br />
Day two (18/07/2018) of the<br />
mission started with breakfast at the<br />
Restaurant of the Kempinski Grand<br />
Hotel which is served between 7am<br />
and 10am local time in Riga. The<br />

The fine tuning meeting<br />
At exactly 1pm, the entire team, except<br />
the Minister and the Director of<br />
the Office of the Minister had arrived.<br />
The team of the host state (Latvia) and<br />
the Ghanaian delegation moved into<br />
the conference room and for an hour,<br />
they discussed, fine-tuned and completed<br />
the programme for the working<br />
visit. The Ghana delegation however<br />
scheduled another meeting at 7pm to<br />
adopt the new document after the necessary<br />
changes, owing to the 1pm<br />
meeting, had been effected.<br />
Time to hit town<br />
The five-hour free period till the<br />
next meeting offered the team a beautiful<br />
opportunity to explore the beautiful<br />
and calm city of Riga and also to grab<br />
a bite at any of the several local restaurants<br />
on the streets of Riga.<br />
Luggage delivered<br />
Upon return from our expedition<br />
into the Latvian capital of Riga and<br />
true to their word, the Hotel had liaised<br />
with the Airport and our bags<br />
were delivered to the hotel some 3<br />
hours ahead of the 24 hours timeline<br />
given. All was thus set for the ‘Sell<br />
Ghana’ games too begin.<br />

FDA commended for closing<br />
down Accra shisha shops<br />
THE VISION for Alternative<br />
Development<br />
(VALD), a non-governmental<br />
organisation<br />
on tobacco control and<br />
other health issues, has<br />
commended the Food and Drugs Authority<br />
(FDA) for its swift action to<br />
close down some shisha shops in<br />
Accra.<br />
The Programmes Director for<br />
VALD, Mr Labram Musah, said in a<br />
statement copied to the DAILY<br />
HERITAGE that as part of actualising<br />
its mandate on ensuring surveillance<br />
and monitoring of the<br />
implementation of the Tobacco Control<br />
Measures of the Public Health Act<br />
(Act 851) and the Tobacco Control<br />
Regulations (LI 2247), it brought to<br />
the FDA’s attention the illegal practice<br />
of shisha smoking in public places.<br />
The statement said the tobacco<br />
control laws clearly stated that all tobacco<br />
products must have health<br />
warnings approved by the FDA, yet<br />
many hotels and restaurants had shisha<br />
lounges/joints opened to the public<br />
every day without the approved health<br />
warnings.<br />
It said: “We are of the opinion that<br />
there are deliberate attempts to promote<br />
shisha smoking among the youth<br />
contrary to what the law says. The influx<br />
of shisha in the country is having<br />
damaging health consequences for<br />
Ghanaian youth who are the target of<br />
the industry.<br />
“We all know that smoking is<br />
banned in all public places in Ghana<br />
except in Designated Smoking Areas<br />
(DSAs), yet shisha is found and<br />
smoked in many communities openly,<br />
posing serious health problems, especially<br />
to secondhand smokers, including<br />
children and pregnant women.”<br />
The VALD expressed the hope<br />
that the FDA would step up its surveillance<br />
work and visit all the shisha<br />
joints, bars, restaurants, hotels, among<br />
other places and confiscate all unregistered<br />
products.<br />
The statement said shisha, also referred<br />
to as water-pipe, is a tobacco<br />
smoking device, which employs an indirect<br />
heat source (such as lit charcoal)<br />
to slowly burn tobacco leaves while<br />
users draw smoke down through a<br />
water chamber into their mouths<br />
through hoses.<br />
It said contrary to the “misconception”<br />
that shisha was not as harmful as<br />
cigarette, the British Heart Foundation<br />
said an hour-long shisha session could<br />

and no one knows<br />
the actual constituents<br />
of these<br />
products being excessively<br />
used by the<br />
youth and some<br />
celebrities,” the statement<br />
said.<br />
It urged the FDA<br />
to remain resolute<br />
and enforce the laws<br />
that sought to protect<br />
present and future<br />
generations<br />
from the devastating<br />
effects of tobacco<br />
use and tobacco smoke, adding that<br />
there was enough basis to ban shisha<br />
in Ghana because it had no known<br />
benefits but a destruction to mankind<br />
and a rise in non-communicable diseases,<br />
which is already a burden on the<br />
nation.<br />
“Others such as Kenya, Tanzania<br />
and Rwanda have all banned shisha so<br />
can we,” the statement said.<br />
Laboratory technicians advised to uphold ethics<br />

described as needless government’s decision<br />
to introduce double tracking system in<br />
Senior High Schools (SHS) to<br />
accommodate the surge in students’<br />
population following the introduction of<br />
free SHS last year.<br />
A total of 362,118 first-year students<br />
from public Senior High Schools across the<br />
country are currently benefiting from the<br />
government’s fee-free education policy<br />
since its inception. Of the above figure,<br />
117,692 are day students with 244,4<strong>26</strong> being<br />
boarders.<br />
Based on last year’s enrollment, the<br />
government has projected enrollment<br />
figures for 2018 to stand at 472,730 against<br />
available seats of 290, 737 leaving a gap of<br />
181, 993 to be created in order to<br />
accommodate the expected number of<br />
enrollment.<br />
The double tracking system, according<br />
to the Ministry of Education will offer<br />
students more instructional and contact<br />
hours with teachers.<br />
“There is nothing emergency about a<br />
double tracking system. It is a system used<br />
around the world and it is tested,” Deputy<br />
Education Minister Dr Adu Twum told<br />
Francis Abban on Morning Starr Monday,<br />
<strong>July</strong> 23, 2018.<br />
For IMANI, however, the new system is<br />

system is necessary to contain the surge in<br />

“It is a time-tested practice used around<br />
the world whenever there’s a surge in<br />
enrolment. That’s a stop-gap measure used<br />
around the world it is time-tested,” said Dr<br />
Adutwum on Morning Starr.<br />
Double track system<br />
Double Track System will be similar to<br />
the semester mode of learning applicable in<br />
the universities at the SHS level. With this<br />
system, each track will be in school for<br />
specific days for each semester and go on<br />
vacation and come back for the second<br />
semester.<br />
While the first track is in school, the<br />
second track will be on vacation and vice<br />
versa. The objectives of the Double-track<br />
School Calendar are to create room to<br />
accommodate the increase in enrolment,<br />
reduce class sizes, increase contact hours<br />
and to increase the number of holidays.<br />
The Double-track calendar is an<br />
intervention that allows schools to<br />
accommodate more students within the<br />
same facility and is often motivated by its<br />
potential to improve overcrowding as well<br />
as to save costs relative to new school<br />
construction in the short term. It is very<br />
popular in Australia, Costa Rica, Japan,<br />
some schools in the United States and<br />
Kenya.<br />

Nana Addo Dankwa Akufo-Addo, on<br />
Monday, 23rd <strong>July</strong>, 2018, ended his<br />
three-day tour of the Northern Region,<br />
with visits to Tamale, Buipe, and<br />
Damongo.<br />
As part of activities climaxing the<br />
President’s visit to the Northern<br />
Region, he visited the newly<br />
refurbished Motorking Assembly Plant<br />
in Tamale, where he, amongst others,<br />
commissioned the facility and urged<br />
private sector actors to invest in the<br />
country’s manufacturing sector.<br />
“My presence here, and that of the<br />
Minister of Trade, is to signal the<br />
support and commitment of Ghana<br />
and of the government to investments<br />
such as these,” he said.<br />
He continued, “They are<br />

of the companies, but a statement<br />
from the NPA said the firms are<br />
to remain suspended between a<br />
period of one and three months<br />
effective <strong>July</strong> 18, 2018, for their<br />
involvement in activities that led<br />
to loss of tax revenue to the Government<br />

The Business Forum<br />
The first event for the day was the<br />
Ghana-Latvia Business Forum. Three<br />
top Ghanaian officials addressed the<br />
forum which had about fifty potential<br />
investors and business magnates in attendance.<br />
Chief Executive Officer of the<br />
Ghana Investment Promotion Centre<br />
(GIPC), Yoofi Grant, signaled that<br />
Ghana is targeting investment inflows<br />
into Africa by the three Baltic States<br />
with the aim of positioning Ghana to<br />
becomes its gateway to West Africa.<br />
The Baltic States, located in the northeastern<br />
region of Europe comprises<br />
Estonia, Latvia, and Lithuania, on the<br />
eastern shores of the Baltic Sea. Yoofi<br />
Grant, stated that the plan of his outfit<br />
is to ensure that it strategically positions<br />
Ghana to attract majority of investment<br />
inflows from Latvia and the<br />
rest of the Baltic world into Africa,<br />
particularly, West Africa.<br />
Deputy Chief Executive Officer of<br />
the Ghana Export Promotion Authority,<br />
Samuel Dentu, on his part observed<br />
that the current levels of<br />
exports from Ghana to Latvia are significantly<br />
low even though a great deal<br />
of potential exists particularly in the<br />
cocoa derivatives sector. Mr Dentu<br />
said the business community in Latvia<br />
was shocked about the volume of imports<br />
that currently exists from Ghana<br />
to Latvia as compared to the production<br />
levels of commodities that are of<br />
interest to the Latvian market, particularly<br />
cocoa production. He indicated<br />
that links have been created with the<br />
investor community in Latvia which<br />
will lead to greater collaboration with<br />
Ghanaian exporters. These links, he<br />
believes, will lead to an increase in exports<br />
from Ghana to Latvia.<br />
Mr Dentu added that some Latvian<br />
business people he interacted with on<br />
the sidelines of the Business Forum<br />
have expressed interest in areas such as<br />
the freight forwarding sector and Information<br />
and Communication Technology<br />
(ICT) sector. He was hopeful<br />
that these interests that have been expressed<br />
will result in tangible business<br />
ventures for the mutual benefit of the<br />
two countries.<br />
The Ghana Free Zones Authority, a<br />
body established by an Act of Parliament<br />
and charged with the responsibility<br />
of enabling the establishment of<br />
free zones in Ghana for the promotion<br />
of economic development, also<br />
brought its mission to Latvia.The<br />

up on the contacts it has established<br />
to ensure that the considerations<br />
given to the offerings of the Authority<br />
by the business community in Latvia<br />
materialize in actual investments.<br />
The Minister’s schedule<br />
Minister Shirley Ayorkor Botchwey,<br />
an hour and a half after arriving in<br />
Riga, commenced her working visit<br />
with a trip to the Parliament of the Republic<br />
of Latvia (Saeima) where she<br />
met with the Deputy Speaker of the<br />
Saeima, Ms. Inese Libina-Egnere. At<br />
the meeting, it was proposed that law<br />
makers in the Republic of Latvia and<br />
the Republic of Ghana develop a strategy<br />
to share best practices with each<br />
other to improve their legislative functions<br />
as required by their sovereign<br />
constitutions.<br />
Possible areas of<br />
collaboration<br />
The proposal by the Minister for<br />
Foreign Affairs and Regional Integration,<br />
herself a member of Parliament,<br />
was readily accepted by the Deputy<br />
Speaker. Speaker Libina-Egnere, hinted<br />
that the Latvian Parliament would be<br />
glad to share it’s rich experience in the<br />
areas of ICT-aided law making, the approach<br />
to constant engagements between<br />
MPs and their constituents, and<br />

laws to protect consumers and the development<br />
of privacy rights with their<br />
counterparts in Ghana.<br />

The Latvian Parliament<br />
The Speaker of the Latvian Parliament<br />
is one of the top officials of the<br />
State who represents the Saeima, chairs<br />
and maintains order during the plenary<br />
sittings, as well as ensures that the sitting<br />
is held in accordance with the<br />
rules of procedure. The work of the<br />
Saeima is supervised by its Presidium,<br />
which is elected by each new convocation<br />
of the Saeima at the beginning of<br />
its term of office. The Presidium consists<br />
of five MPs: the Speaker, two<br />
Deputy Speakers, the Secretary and the<br />
Deputy Secretary. A member of parliament<br />
is one of the hundred representatives<br />
of the people who is elected in<br />
general, equal, direct elections, by secret<br />
ballot, and on the basis of proportional<br />
representation. At least five<br />
members of the same candidate list<br />
may form a parliamentary group.<br />
Members elected from the same candidate<br />
list may form only one parliamentary<br />
group and may not join another<br />
parliamentary group.<br />
A visit to the National History Museum<br />
of Latvia was next on the Minister’s<br />
itinerary. The Minister and her<br />
delegation were given a guided tour of<br />
the Museum as well as the Exhibition<br />
dubbed “Latvia’s Century”. The last<br />
assignment of the day saw Minister<br />
Shirley Ayorkor Botchwey hosting a<br />
working dinner for the Business delegation<br />
of the Republic of Latvia with<br />
the State Secretary of the Ministry of<br />
Economics of Latvia, Eriks Eglitis , as<br />
the Guest of Honour.<br />
The State Secretary in an address<br />
before dinner was served said that<br />
Latvia is very much impressed with the<br />
economic development of Ghana in<br />
the last few months and as a result, his<br />
country is looking forward to widening<br />
its economic ties with Ghana for the<br />
mutual benefit of both countries.<br />
Mr. Eriks Eglitis said his country,<br />
like Ghana, has been growing steadily<br />
over the last few years and he saw a lot<br />
of synergy in that respect. He added<br />
that his country has identified a few<br />
touching points that will be the driving<br />
force behind the move to widen economic<br />
cooperation between Ghana<br />
and Latvia.<br />
Areas of cooperation<br />
Firstly, the State Secretary was impressed<br />
with the level of recognition<br />
given by Ghana to Latvia as a potential<br />
country for higher education for<br />
Ghanaians. He indicated that Latvia<br />
will consider giving more Ghanaians<br />
the opportunity to study in their country.<br />
Secondly, the area of Food Processing<br />
and Agriculture where Latvia<br />
has a strong record of growth is another<br />
sector were Ghana stood to benefit<br />
from cooperation with Latvia. The<br />
last area of interest according to the<br />
State Secretary is the Information and<br />
Communication Technology (ICT)<br />
sector. Latvia has had significant<br />
growth in that regard and would therefore<br />
be willing to assist Ghana to further<br />
develop her current thriving ICT<br />
sector. The team drew the curtain<br />
down to bring the dealings of the day<br />
to an end.<br />
The last phase<br />
Time check and it is 11:20am.<br />
Every member of the team located<br />
their car in the convoy, the Police escort<br />
turned on their sirens, traffic was<br />
halted on both sides of the highway by<br />
the hotel. The Minister’s motorcade<br />
made its way to the National Library<br />
of Latvia for an official visit and a<br />
book donation ceremony to the magnificent<br />
National Library of Latvia.<br />
The book which captures Ghana in<br />
its entirety was signed and presented to<br />
the Director of the library to be added<br />
to the shelves to serve as a reference<br />
for all visitors of the library who may<br />
want to learn and know about Ghana.<br />
The climax<br />

Latvia, Minister Shirley Ayorkor<br />
Botchwey climaxed her working mission<br />
with a visit to the Ministry of Foreign<br />
Affairs of Latvia. The Foreign<br />
Affairs Minister met with her Latvian<br />
colleague Foreign Affairs Minister,<br />
Edgars Rinkēvičs. The two Ministers<br />
held a private tête-à-tête meeting, attended<br />
a working luncheon hosted by<br />
Minister Edgars Rinkēvičs and held a<br />
joint Press Conference.<br />
Minister for Foreign Affairs of the<br />
Republic of Latvia, disclosed that as<br />
part of efforts on the part of the three<br />
Baltic states to strengthen their links<br />
with West Africa, their flagship airline,<br />
will initiate processes leading to the<br />
signing of an Air Services Agreement<br />
(ASA) with Ghana. The ASA when<br />
completed would see the Latvian carrier<br />
commencing direct flights from<br />
Latvia to several West African states<br />
with Ghana as the hub state for the<br />
various flight schedules.<br />
Why the Air Service Agreement<br />
According to the Latvian Foreign<br />
Minister, citizens of the three Baltic<br />
States; Latvia, Estonia and Lithuania,<br />
are very interested in visiting Ghana<br />
and the rest of West Africa. Flight<br />
connections to and from the Baltic<br />
states to West Africa as well as cost of<br />
same have been the major challenge to<br />
this potential business venture.

that construction of<br />
an improved water system for<br />
Nalerigu, Gambaga and Walewale,<br />
all in the Mamprugu District,<br />
would commence in<br />
September.<br />
Speaking at a durbar held in<br />
his honour at Nalerigu by the<br />
overlord of Mamprugu, the<br />
Nayiri, Naa Bohogu Abdulai Mahami<br />
Sheriga, on Saturday,<br />
21st <strong>July</strong>, 2018, President Akufo-<br />
Addo stated that the commencement<br />
of construction of the<br />
water system is in fulfillment of<br />
the pledge he made to the people<br />
last year.<br />
It would be recalled that, in his<br />
tour, last year, of the Northern<br />
Region, President Akufo-Addo<br />
told the Nayiri and the people of<br />
Mamprugu that his government<br />
was in the process of procuring a<br />
$45 million facility from the<br />
World Bank to provide water in<br />
rural areas for six regions, of<br />
which Mamprugu was to be a<br />
beneficiary.<br />
“So, I am here today to inform<br />
you that the improved water system<br />
in Nalerigu, Gambaga and<br />
Walewale will start in September<br />

this year, two months from now.<br />
35,000 gallons each will be added<br />
to the system in each and every<br />
town, and also new boreholes are<br />
going to be drilled to add more<br />

pipelines are going to be replaced,<br />
so that we can bring water<br />
to all households. And, with the<br />
beginning of the work in September,<br />
Mamprugu will definitely get<br />
an improved water system.”<br />
Additionally, the President<br />
stated that the community toilet<br />
project, which is being rolled out<br />
by the Ministry of Special Development<br />
Initiatives, will provide<br />
some 5,000 household toilets nationwide<br />
this year.<br />
“We are determined to fulfill<br />
the 1-toilet-1-household commitment<br />
that we made, and the<br />
Mamprugu area is going to receive<br />
about 300 toilets each, from<br />
Nalerigu, Gambaga and Walewale,<br />
and a total of 1,000 household<br />
toilets are going to be<br />
constructed in this area to improve<br />
sanitation,” he said.<br />
The President was confident<br />
that “by the grace of the<br />
Almighty and our hard work,<br />
open defecation in Ghana is<br />
going to be a thing of the past”.<br />
On the erratic nature of<br />
power supply in the area, the<br />
President noted that the transmission<br />
line that serves Nalerigu<br />
from Yendi is too long, and results<br />
in problems that interrupt<br />
power supply.<br />
“The decision has been taken<br />
to remove the line from Nalerigu<br />
to Garu, and as things will have<br />
it, poles were brought yesterday<br />
(Friday) to begin the work. Very<br />
soon, I think that erratic power<br />
supply will be a thing of the<br />
past,” he assured.<br />
Again, with reference to the<br />
ongoing electrification projects in<br />
the Northern Region, the President<br />
indicated that out of the 434<br />
projects, East Mamprusi is going<br />
to receive 80 of such projects.<br />
Touching on seismic exploration<br />
being carried out in the<br />
Voltaian Basin by the Ghana National<br />
Petroleum Corporation,<br />
which is affecting areas in the<br />
Northern Region including Nanton,<br />
West Mamprusi, Central<br />
Gonja and Mion districts, President<br />
Akufo-Addo explained that<br />
its purpose is to unearth the hydrocarbon<br />
potential of the basin.<br />
“It is disturbing and I know it<br />
will disturb some people in some<br />
communities. It may even go<br />
through some farms, but I am<br />
imploring you, and all the citizenry<br />
of Mamprugu, to co-operate<br />
with these activities,” he said.<br />

“They are not meant to disturb<br />
you, they are meant to help all of<br />
us at the end. So, when they<br />
come, and they (geologists) are<br />
doing their work, support them,<br />

Exposé opens tomorrow<br />
THE NATIONAL drive to promote<br />
the patronage of madein-Ghana<br />
clothing and fashion<br />
accessories has received a major<br />
boost with the hosting of the<br />
first ever event solely dedicated to Afrocentric<br />
corporate fashion and accessories from<br />
tomorrow, Thursday, <strong>July</strong> <strong>26</strong> to Saturday, 28.<br />
The three-day event, dubbed Corporate<br />
Fashion Exposé, is on the theme: “Wear It<br />
Right’ and is being organised by Maria’s<br />
Fashion House, a unisex clothes production<br />
centre that specialises in affordable Afrocentric,<br />
formal, evening and casual outfits and<br />
has over 15 years’ design and creative experience.<br />
The extravaganza, which will be held at<br />
the Coconut Grove Regency Hotel in Accra,<br />
opens tomorrow at 9 a.m. with an exhibition<br />
of fashion products, followed by a seminar<br />
on Corporate Style Guide for Men and<br />
Women on Friday, also at 9:00 a.m.<br />
The glitzy corporate fashion show and<br />
awards night will draw the curtains down on<br />
the programme on Saturday, <strong>July</strong> 28, 2018.<br />
According to the organisers, two distinguished<br />
personalities will be honoured on<br />
the night for their commitment to the promotion<br />
of the local fabric through their advocacy<br />
works and attire.<br />
The Style Guide seminar will be hosted by Ms<br />
Nancy, a celebrated style coach, Ivanova Amengor,<br />

Some of the designers expected on the runway<br />
and exhibition grounds are Ghanaian international<br />

Designs, UK and Ghana; KOD of Nineteen57byKod;<br />
Abrantee the gentleman;<br />
Maria’s Fashion House and Dzine Dzakuma.<br />
The organiser of the event and Executive<br />
Director of Maria’s Fashion House,<br />
Maria Adams, noted that, “This vision was<br />
conceived following governments’ (both<br />
the NDC and NPP) advocacy for Ghanaians<br />
to adopt the habit of wearing African<br />
prints on Fridays for official duties”.<br />
According to her, the general idea behind<br />
the event is to lead a movement<br />
where Ghanaian and African produced<br />
fabrics will be well tailored for official corporate<br />
events and not limited only to Fridays<br />
and weekends.<br />

Dzine Dzakuma pointed out that<br />
the show would encourage Ghanaians to<br />
wear the local fabric, adding that, “it is the<br />
only way we will boost the fashion industry,<br />
which, in the long run, will translate<br />
into the economic growth of the country,<br />
which we all so desire”.<br />

Ministries of Trade and Industry, Tourism,<br />
Arts and Culture; the National Commission<br />

over 80 minigolfers<br />
who improved their skills around<br />
the obstacles of the brand new 18-<br />
hole Minigolf championship course.<br />
There was also a meeting with<br />
Secretary General of Africa<br />
Minigolf Federation, Mr Talal Fattal,<br />
with the African players to discuss<br />
OAMC rules and guidelines,<br />
which was followed by a Question<br />
and Answer session on the Minigolf<br />
championships.<br />
The schedule for OAMC was<br />
also released, which indicated that<br />
the final training ends today, and<br />
the tournament tees off on Friday,<br />
<strong>July</strong> 27.<br />
Prompt start of each player was<br />
highlighted as in default, the golfer<br />
will attract penalties or disqualification.<br />
