Bid to increase support
for foreign seafarers

A community solution
needs to be found to
support increasing
numbers of foreign
seafarers arriving in
Lyttelton advocates say.
Almost 10,000 seafarers
already visited the port
each year, and that would
only increase as cruise
ships returned.
Lyttelton Seafarers Centre
volunteers have organised
a two-day conference
this weekend, after which it
would hold a public meeting
on September 9 to discuss
ways the community
could support their work
and prevent issues arising
from the increased arrivals.
Seafarers’ Welfare Board
for New Zealand chairman
John McLister said the
centre had met with the
Lyttelton Port Company,
city council and Banks
Peninsula Community
Board representatives in
March after a city council
resolution on the matter in
January.
“Council wanted to see a
level of care for seafarers in
Lyttelton that was outlined
by the Maritime Labour
Convention,” he said.
The group would meet
again this Friday on the issue
of whose responsibilty
the care of foreign seafarers
in port was and how any
solutions could be funded.
“The standard of care
for seafarers in Lyttelton is
extremely poor and does
not meet international
standards and a solution
needs to be found,” Mr
McLister said.
The volunteer run centre
on Norwich Quay was
“already inadequate” for
the volume of seafarers
arriving, he said, with
capacity for only 18 people.
Mr McLister said a community
solution needed to
be found so it could manage
higher numbers.
“Let’s get together and talk
about it, see what we can do.
“The public meeting
will clearly indicate what
level of care the Lyttelton
community wants for these
seafarers.”
Mr McLister said involving
the wider community
could potentially see seafarers
putting more of
their money into the local
economy.
As a signatory of the
United Nations’ Maritime
Labour Convention, New
Zealand was required to
provide a support centre at
ports for foreign seafarers,
he said.
Centres like Lyttelton’s
provided a space seafarers
could take a break from
ship-board life, access
to phones and internet,
information on services
such as doctors or a place
to raise welfare issues from
the ship.
