Global governance is a term difficult to define. In part, its<br />

success in academic and policy discourse results precisely<br />

from its capacity to embrace very different global phenomena<br />

and institutions. The starting point of global governance<br />

is a growing recognition that an increased number of issues<br />

can no longer be governed at the state level and requires<br />

some <strong>for</strong>m of transnational governance. In fact, a variety of<br />

institutional actors, other than states and inter-governmental<br />

organizations, increasingly play a crucial role in global<br />

governance, by articulating alternative modes of governance,<br />

<strong>for</strong>mulating the global agenda, and creating spaces to<br />

make decisions that should produce the sublimation of the<br />

relations among geopolitical and economic actors. For Europe<br />

to play an important role in shaping global governance,<br />

it is essential to strengthen and mobilise its existent critical<br />

mass on this subject, at a research and policy level.<br />

Of the myriad issues calling <strong>for</strong> global governance, the<br />

Global Governance Programme (GGP) focuses its re-<br />

search, in particular, on Modes of Global Governance,<br />

Development Policies, International Trade, Climate Policies,<br />

Global Economics and Cultural Diversity in a Globalised<br />

World. The GGP addresses these issues, sharing<br />

knowledge and developing new ideas, and serving as a<br />

bridge between research and policy-making.<br />

The Global Governance Programme (GGP) is research<br />

turned into action. It links research to policy-making in<br />

three different ways: it conducts policy-oriented research<br />

through its research strands; it brings policy-makers in<br />

contact with scholars and researchers at the High-Level<br />

Policy Seminars; and it offers executive and policy-orient-
