‘Competitiveness and Innovation Framework Programme’,<br />

ICT Policy Support Programme (Objective Theme 3: ICT<br />

<strong>for</strong> Governance) <strong>for</strong> a three-year project entitled Puzzled<br />

by Policy. The project aims at in<strong>for</strong>ming, consulting, and<br />

empowering citizens in immigration policy-making in the<br />

EU by providing high-quality in<strong>for</strong>mation on policy developments<br />

and by bringing together citizens and key policy<br />

actors to exchange ideas and policy proposals.<br />

Since the inception of Puzzled by Policy in October 2010,<br />

EUDO has provided key inputs into the project. The experience<br />

gained from the design and implementation of<br />

EU Profiler were extremely valuable <strong>for</strong> the construction<br />

of the Puzzled by Policy plat<strong>for</strong>m, an online tool <strong>for</strong> engaging<br />

citizens and policy actors in immigration policymaking<br />

at the EU level and in four trial EU memberstates<br />

(Spain, Italy, Greece and Hungary). Moreover, the<br />

Puzzled by Policy team at EUDO was responsible <strong>for</strong> the<br />

conceptualization of immigration policy issues, the mapping<br />

of policy developments at the EU and national levels,<br />

the documentation of policy positions and proposals of<br />

key policy stakeholders, and the design of the Puzzled by<br />

Policy profiler. The latter includes a questionnaire on current<br />

issues that cover a whole range of immigration policy<br />

agendas in the EU, including the movement of highlyskilled<br />

workers and students, family reunification, immigrant<br />

integration, temporary and seasonal migration, and<br />

irregular migration and return.<br />

The Puzzled by Policy plat<strong>for</strong>m was launched in February<br />

2012. The plat<strong>for</strong>m allows users to graphically compare<br />

their views on immigration with national and EU immigration<br />

policies, as well as with the opinions of relevant<br />

stakeholders. Users are then encouraged to join discussions<br />

on particular aspects of immigration policy they feel<br />

strongly about. The plat<strong>for</strong>m is customized <strong>for</strong> Greece,<br />

Hungary, Italy and Spain, as the trial countries. However<br />

the plat<strong>for</strong>m is also available in English and discussions<br />

can be automatically translated into any language. To ensure<br />

accessibility to all users, the Puzzled by Policy widget<br />

can be embedded on any website. The plat<strong>for</strong>m can be accessed<br />

at http://join.puzzledbypolicy.eu/.<br />

Since the launch of the plat<strong>for</strong>m, the Puzzled by Policy<br />

team at EUDO has directed most of its ef<strong>for</strong>ts to the section<br />

of the plat<strong>for</strong>m that allows users to easily look through<br />

views from all stakeholders and contribute to policy debates,<br />

feeding this online discussion tool with relevant in<strong>for</strong>mation<br />

on immigration policy developments and providing<br />

the relevant links to legislation and other references.<br />

The EUDO team will continue to keep the consortium upto-date<br />

concerning on-going changes in immigration policies<br />

in the EU and its member-states until the conclusion<br />

of the project.<br />

SMAllEr StAtES In Eu dEcISIon-MAkInG:<br />

portuGAl In coMpArAtIVE pErSpEctIVE<br />

Although all EU member states are equal be<strong>for</strong>e the law,<br />

they are unequal in population and resources. In fact,<br />

more than two-thirds of the member states are small<br />

countries. Since the co-decision processes of the EU usually<br />

operate by consensus, the ability of countries to make<br />

their voice heard is of paramount importance. In order to<br />

influence the policy-making process, small countries need<br />

to be in<strong>for</strong>med, in a timely and realistic way.<br />

Funded by the Fundação Francisco Manuel dos Santos<br />

(FFMS), Lisbon, this project systematically examines the<br />

role of representatives of small countries in the <strong>European</strong><br />

Union policy-making process, with a special focus on<br />

Portugal. This project is led by Richard Rose and Alexander<br />

H. Trechsel. Moreover, the FFMS appointed a distinguished<br />

advisory committee from the Portuguese public<br />

policy community to follow and comment on the reports<br />

produced by the research team.<br />
