In this the correct sentiment for a continental European<br />
community of interests in opposition to the insularity of<br />
the Anglo-Saxon race finds expression. From this it is<br />
evident that the German policy of supplanting Anglo-<br />
Saxonism from its position of world dominion <strong>by</strong> Germanism<br />
can not be better inducted than <strong>by</strong> emphasizing with<br />
all vigor during the war, and especially at the peace<br />
negotiations, the interests of pan-Europe against the Monroe<br />
doctrine in so far as this doctrine is intended to create<br />
ever new difficulties for the sale of European merchandise<br />
in American markets, and above all for the emigration of<br />
Europeans to any parts of the New World.<br />
In other words, whatever may have been our<br />
opinion in the beginning of the war, both sides<br />
realize now that this is not only a war between<br />
great nations, involving the interests of all<br />
their citizens, but it is distinctly a war between<br />
systems of Government, and it is so recognized.<br />

book written since the beginning of the war<br />
in which he sums up the issues involved, or<br />
rather the issue because it all resolves itself into<br />
