bills, has been suggested, or if all the debts<br />
were created which such proposed measures<br />
would entail, it would place a mortgage upon<br />
the brain and the energy of our people which<br />
a thousand years could not lift. No statistician<br />
whom I have been able to find can tell us today<br />
the amount of indebtedness in the world. They<br />
approach with some supposed accuracy the<br />
debts of the different governments, but when<br />
you seek to tabulate the debts of the subdivisions<br />
of governments and then the private debts,<br />
the human mind staggers and computation<br />
breaks down. This fearful load resting like a<br />
blighting mildew upon the aspirations and the<br />
hopes and the energy of the people everywhere<br />
-is now being increased at a rate which benumbs<br />
calculation. Even in this comparatively<br />
new land of ours we have reached already<br />
the era of embargoes, subsidies, gratuities,<br />
bonuses, and finally that sinister invention of<br />
American politics—50-50 between the States<br />
and the Government—that is, the States will<br />
exploit the taxpayer for 50 per cent and the<br />
Government for the other 50 per cent, thus<br />
dividing responsibility and augmenting extravagance,<br />
unmindful, apparently, that while<br />
the taxing power are two, the taxpayer in both<br />
instances is one and the same. The great task
