I know it is argued that the State's sovereignty<br />
has been encroached upon unjustly <strong>by</strong><br />
this provision of the Constitution. But I contend<br />
most earnestly that goes only to the question<br />
of change in the Constitution, a right<br />
which no one can deny to those who would<br />
undertake it. But it is wholly irrelevant upon<br />
the question of maintaining the Constitution<br />
as it is written. It is not for prohibition as<br />
such that I am speaking this evening, but for<br />
the integrity of the Constitution, the more fundamental<br />
and indispensable and vital principle<br />
of government, the maintenance of law.<br />
the proposition of change in the Constitution<br />
were up for discussion, the wisdom or unwisdom<br />
of doing so would be a wholly different<br />
matter from that which we are now considering.<br />
But prohibitionist, or anti-prohibitionist,<br />
we ought as good loyal citizens to<br />
be willing to support the law so long as it is<br />
the law. There are other amendments to the<br />
Constitution which thousands of our people<br />
dislike. But they are there. They are the<br />
expressed will and purpose of the whole nation.<br />
They should be lived up to and enforced.<br />
One State may be dissatisfied with the Fifteenth<br />
