has had a very marked effect upon the attitude<br />
of mind of the Russian people, is that from the<br />
beginning the Allies expressed little sympathy<br />
with the revolutionary movement in Russia.<br />
With the exception of the United States, as<br />
those views were expressed <strong>by</strong> President Wilson,<br />
there was no true sympathy upon the part<br />
of the governments engaged in the war. Every<br />
move that was made seemed to have for its<br />
purpose the augmenting and sustaining of<br />
counter revolutions and, as a very great Russian<br />
has said, while the Allies seemed anxious<br />
to have Russia back in the war, there was little<br />
expression of feeling as to what the ultimate<br />
result of the struggle for free government in<br />
Russia should be.<br />
As I have said, there was an exception to<br />
that in the expression made <strong>by</strong> this country<br />
through President Wilson, and, if I may, I take<br />
a moment to read the statement <strong>by</strong> the ex-<br />
President in his address to the Congress on<br />
January 8, 1918, in stating the war aims<br />
The evacuation of all Russian territories and a settlement<br />
of all Russian questions such as to insure the best and<br />
most untrammeled cooperation of other nations of the<br />
world in order to afford Russia a clear and precise opportunity<br />
for the independent settlement of her autonomous<br />
political development and of her national policy, promising<br />
her a cordial welcome in the League of Nations under insti-
