NEWS BRIEFS
Premier Moe’s first throne speech
The new session
of the Legislature
opened last
Wednesday with
a Throne Speech
focusing on the
Sask Party government’s
commitment
to stand up
for Saskatchewan people.
“While our economy and the province’s
finances are showing signs of improvement,
we are still facing challenges
due to the threat of a damaging federal
carbon tax, continued sanctions from the
United States on our steel and uranium
industries, and a deeply discounted price
for our oil caused by a lack of pipelines,”
Premier Scott Moe said. “This Throne
Speech outlines our ment to stand up for
Saskatchewan by growing our economy
and continuing to deliver important
programs and services for the people of
the province.”
The Throne Speech outlined the
government’s plan to: deliver a balanced
budget for 2019-20; challenge the
federal carbon tax in court; implement
the Prairie Resilience Climate Change
Strategy; improve response times and
enhance police officer visibility in rural
Saskatchewan through the Protection
and Response Team (PRT); expand
interpersonal violence leave to include
sexual violence of any kind; expand
parental leave from 37 weeks to 63 weeks
and add an additional week of maternity
leave; introduce changes to improve
commercial driver training; improve
cellular service in 50 rural communities
by the spring; safely regulate the sale
and distribution of cannabis through a
competitive private model; amend The
Police Act to enable rural municipalities
and municipalities with populations under
500 to join regional police services;
introduce legislation on trespassing laws
Last Mountain Times • Monday, October 29, 2018 • lmtimes.ca
to better address the balance between
members of the public and the rights of
rural land owners; and offer free hunting
and fishing licenses to Canadian military
veterans, among other commitments.
Moe also announced that he will lead
a Saskatchewan business delegation on
a trade mission to India in November,
following on his recent trade mission to
China.
“I look forward to this next session
where our government will advance new
initiatives and legislation, while standing
firm on the issues that matter to this
province,” Moe said.
Moe also thanked Lieutenant Governor
W. Thomas Molloy for delivering his
first Throne Speech as Saskatchewan’s
Lieutenant Governor.
Meili expresses frustration with
Throne Speech
The Speech from
the Throne was
filled with “old
news and old noise”
instead of concrete
plans to create jobs,
restore funding to
schools, or work towards
better health
outcomes for Saskatchewan
people,
according to NDP Leader Ryan Meili.
Meili says he was also looking for some
admission of the damage done by recent
government choices, whether it’s the PST
hikes or the ongoing mishandling of the
GTH but saw none.
“This was the Premier’s chance to
make his mark on the province by
addressing the real issues that people
are struggling with, but he chose not
to,” Meili said. “Much of what was in the
Throne Speech consisted of recycling old
announcements. There was no mention
of how to help people who are struggling
to pay for their mortgages or how the
unemployment rate is higher than it was
last year. There was hardly a mention
of the North, nor was there an acknowledgement
that one in four kids in our
province and six out of every 10 First
Nations kids live in poverty. How can we
work to fix these problems if the Premier
won’t even recognize them?”
Meili said he was happy to see some
focus on income assistance and mental
health but notes that he will be holding
the government to account to ensure
they deliver on their promises.
“This Throne Speech was more about
bluster than building blocks,” Meili added.
“Concrete ideas like the NDP’s Renew
Saskatchewan or fixing the government’s
procurement policies would help get people
back to work and make the province
stronger. Ignoring the realities that so
many are facing, whether it’s related to
their job or their children’s education,
isn’t a vision that will work for the people
of this province.”
200 megawatt wind power facility
near Assiniboia
SaskPower announced last week that
Potentia Renewables Inc is the successful
proponent for the province’s latest utility-scale
wind power project. Potentia’s
Golden South Wind Energy Facility is a
200 megawatt project that will produce
enough renewable electricity for approximately
90,000 Saskatchewan homes.
“Congratulations to everyone at
Potentia on their winning proposal. We
look forward to working with you as this
project begins to take shape,” said Sask-
Power President and CEO Mike Marsh.
“Wind power will play a significant role
in our goal to reduce our greenhouse gas
emissions by 40 per cent by 2030. This
added renewable power is an important
step towards reaching that goal.”
SaskPower and Potentia have signed a
25-year power purchase agreement for
the project, which will be located south
of Assiniboia. The project will consist
of up to 60 wind turbines, bringing
SaskPower’s total wind power capacity
to more than 600. Potentia is owned by
Power Energy Corp., a wholly owned
subsidiary of Power Corporation of
Canada.
Federal carbon tax plan fails for
small business
The federal carbon backstop plan announced
last week creates a further setback
in the competitiveness of Canadian
small businesses and must include a full
rebate for the tax money they pay, says
the Canadian Federation of Independent
Business (CFIB).
“The environmental impact of many
small firms is not much different than
that of a household,” said CFIB president
Dan Kelly. “And yet, carbon taxes paid
by Canadian SMEs appear to be helping
to fund the rebate cheques destined for
Canadian consumers. We will be reviewing
the small business support measures
very carefully. Our members’ experience
with grant and incentive programs is not
good, as the red tape and bureaucracy
involved often exceeds their value.”
“Anything less than a full rebate of the
new tax bill handed to Canadian small
firms will create an additional competitiveness
challenge for Canadian small
firms competing with those in jurisdictions
without carbon taxes, such as the
United States,” Kelly added
Kelly said new research from CFIB
reveals that 73 per cent of Saskatchewan
small business owners agree that a federally
imposed carbon tax will make their
business less competitive. Only 13 per
cent of business owners disagreed, and
14 per cent did not know.
