a Throne Speech<br />
focusing on the<br />
Sask Party government’s<br />
commitment<br />
to stand up<br />
for Saskatchewan people.<br />
“While our economy and the province’s<br />
finances are showing signs of improvement,<br />
we are still facing challenges<br />
due to the threat of a damaging federal<br />
carbon tax, continued sanctions from the<br />
United States on our steel and uranium<br />
industries, and a deeply discounted price<br />
for our oil caused by a lack of pipelines,”<br />
Premier Scott Moe said. “This Throne<br />
Speech outlines our ment to stand up for<br />
Saskatchewan by growing our economy<br />
and continuing to deliver important<br />
programs and services for the people of<br />
the province.”<br />
The Throne Speech outlined the<br />
government’s plan to: deliver a balanced<br />
budget for 2019-20; challenge the<br />
federal carbon tax in court; implement<br />
the Prairie Resilience Climate Change<br />
Strategy; improve response times and<br />
enhance police officer visibility in rural<br />
Saskatchewan through the Protection<br />
and Response Team (PRT); expand<br />
interpersonal violence leave to include<br />
sexual violence of any kind; expand<br />
parental leave from 37 weeks to 63 weeks<br />
and add an additional week of maternity<br />
leave; introduce changes to improve<br />
commercial driver training; improve<br />
cellular service in 50 rural communities<br />
by the spring; safely regulate the sale<br />
and distribution of cannabis through a<br />
competitive private model; amend The<br />
Police Act to enable rural municipalities<br />
and municipalities with populations under<br />
500 to join regional police services;<br />
introduce legislation on trespassing laws<br />

to better address the balance between<br />
members of the public and the rights of<br />
rural land owners; and offer free hunting<br />
and fishing licenses to Canadian military<br />
veterans, among other commitments.<br />
Moe also announced that he will lead<br />
a Saskatchewan business delegation on<br />
a trade mission to India in November,<br />
following on his recent trade mission to<br />
China.<br />
“I look forward to this next session<br />
where our government will advance new<br />
initiatives and legislation, while standing<br />
firm on the issues that matter to this<br />
province,” Moe said.<br />
Moe also thanked Lieutenant Governor<br />
W. Thomas Molloy for delivering his<br />
first Throne Speech as Saskatchewan’s<br />
Lieutenant Governor.<br />
Meili expresses frustration with<br />
Throne Speech<br />
The Speech from<br />

filled with “old<br />
news and old noise”<br />
instead of concrete<br />
plans to create jobs,<br />
restore funding to<br />
schools, or work towards<br />
better health<br />
outcomes for Saskatchewan<br />
people,<br />
according to NDP Leader Ryan Meili.<br />
Meili says he was also looking for some<br />
admission of the damage done by recent<br />
government choices, whether it’s the PST<br />
hikes or the ongoing mishandling of the<br />
GTH but saw none.<br />
“This was the Premier’s chance to<br />
make his mark on the province by<br />
addressing the real issues that people<br />
are struggling with, but he chose not<br />
to,” Meili said. “Much of what was in the<br />
Throne Speech consisted of recycling old<br />
announcements. There was no mention<br />
of how to help people who are struggling<br />
to pay for their mortgages or how the<br />
unemployment rate is higher than it was<br />
last year. There was hardly a mention<br />
of the North, nor was there an acknowledgement<br />
that one in four kids in our<br />
province and six out of every 10 First<br />
Nations kids live in poverty. How can we<br />
work to fix these problems if the Premier<br />
won’t even recognize them?”<br />
Meili said he was happy to see some<br />
focus on income assistance and mental<br />
health but notes that he will be holding<br />
the government to account to ensure<br />
they deliver on their promises.<br />
“This Throne Speech was more about<br />
bluster than building blocks,” Meili added.<br />
“Concrete ideas like the NDP’s Renew<br />
Saskatchewan or fixing the government’s<br />
procurement policies would help get people<br />
back to work and make the province<br />
stronger. Ignoring the realities that so<br />
many are facing, whether it’s related to<br />
their job or their children’s education,<br />
isn’t a vision that will work for the people<br />
of this province.”<br />
200 megawatt wind power facility<br />
near Assiniboia<br />
SaskPower announced last week that<br />
Potentia Renewables Inc is the successful<br />
proponent for the province’s latest utility-scale<br />
wind power project. Potentia’s<br />
Golden South Wind Energy Facility is a<br />
200 megawatt project that will produce<br />
enough renewable electricity for approximately<br />
90,000 Saskatchewan homes.<br />
“Congratulations to everyone at<br />
Potentia on their winning proposal. We<br />
look forward to working with you as this<br />
project begins to take shape,” said Sask-<br />
Power President and CEO Mike Marsh.<br />
“Wind power will play a significant role<br />
in our goal to reduce our greenhouse gas<br />
emissions by 40 per cent by 2030. This<br />
added renewable power is an important<br />
step towards reaching that goal.”<br />
SaskPower and Potentia have signed a<br />
25-year power purchase agreement for<br />
the project, which will be located south<br />
of Assiniboia. The project will consist<br />
of up to 60 wind turbines, bringing<br />
SaskPower’s total wind power capacity<br />
to more than 600. Potentia is owned by<br />
Power Energy Corp., a wholly owned<br />
subsidiary of Power Corporation of<br />
Canada.<br />
Federal carbon tax plan fails for<br />
small business<br />
The federal carbon backstop plan announced<br />
last week creates a further setback<br />
in the competitiveness of Canadian<br />
small businesses and must include a full<br />
rebate for the tax money they pay, says<br />
the Canadian Federation of Independent<br />
Business (CFIB).<br />
“The environmental impact of many<br />
small firms is not much different than<br />
that of a household,” said CFIB president<br />
Dan Kelly. “And yet, carbon taxes paid<br />
by Canadian SMEs appear to be helping<br />
to fund the rebate cheques destined for<br />
Canadian consumers. We will be reviewing<br />
the small business support measures<br />
very carefully. Our members’ experience<br />
with grant and incentive programs is not<br />
good, as the red tape and bureaucracy<br />
involved often exceeds their value.”<br />
“Anything less than a full rebate of the<br />
new tax bill handed to Canadian small<br />
firms will create an additional competitiveness<br />
challenge for Canadian small<br />
firms competing with those in jurisdictions<br />
without carbon taxes, such as the<br />
United States,” Kelly added<br />
Kelly said new research from CFIB<br />
reveals that 73 per cent of Saskatchewan<br />
small business owners agree that a federally<br />
imposed carbon tax will make their<br />
business less competitive. Only 13 per<br />
cent of business owners disagreed, and<br />
14 per cent did not know.<br />
