Frustration over wharf delays
• By Louis Day
FRUSTRATION IS growing
for fishermen on Akaroa wharf
as they continue to be impeded
by some of Black Cat Cruises’
structures which fall on to
public land.
The Banks Peninsula Community
Board requested all
non-consented structures, such
as disability access ramps, seating,
signage and canopies, be
removed within three months
back in July. In spite of this, two
disability ramps still remain
more than a month after they
were meant to be removed.
Black Cat Cruises chief
executive Paul Milligan said it
is waiting on the city council to
approve its new plans.
“We were hoping this would
be resolved weeks ago, but we
are waiting on the council as
much as anyone is at this stage.”
Veteran fisherman of 50 years
and Akaroa Fishermen’s Association
head John Wright said he
was sick and tired of waiting for
a resolution.
“We have been on to this for
a good year, maybe more. All
we are asking [city council] is to
enforce the rules they have put
in place.”
Mr Wright said the combination
of the disability ramps and
crowds of tourists from cruise
CROWDED: The combination of tourists from cruise ships
and disability ramps on Akaroa wharf have made it almost
impossible for local fishermen to do their job.
ships were a real issue.
“There are some days where
it is impossible to get a chiller
truck on to the wharf to unload
our fishing vessels. If it’s a hot
day and we’ve got fish on the
deck, it spoils in the hot sun.”
Deputy Mayor and Banks
Peninsula city councillor Andrew
Turner said getting rid of
the disability ramps was not as
simple as first thought.
“It transpired that it wouldn’t
be that easy to remove the ramps
and ensure the accessibility of
the disabled. That has led to an
ongoing conversation with our
staff and Black Cat Cruises on
how to resolve this issue.”
Cr Turner was confident the
conflict would be resolved in the
upgrade of the wharf.
About $10.5 million has
been put aside for the upgrade,
which is expected to start in
April.
“This really is an opportunity
to make sure that what we have
got is fit for purpose and that
it is able to accommodate all of
the various businesses that the
Akaroa wharf is home to.”
Cr Turner said the widening
of the wharf entrance and wharf
itself was a strong possibility in
the upgrade.
Fire rages, homes at risk
BANNED: People in non-self contained vehicles can no longer
freedom camp in Akaroa.
New freedom camping
restrictions in effect
FREEDOM camping restrictions
in Akaroa came into force on
Saturday.
Freedom campers are now
restricted to three marked areas
near the Akaroa Croquet Club on
Woodhill Rd.
The freedom camping area
allows 18 fully self-contained vehicles
to stay overnight. Non-selfcontained
vehicles are prohibited.
This comes after the city council
agreed to alter the Freedom
Camping Bylaw to restrict where
people can camp in vehicles
overnight.
Under the original bylaw,
freedom camping was banned in
Akaroa’s commercial and main
waterfront areas, but people were
allowed to camp in self-contained
vehicles for up to two nights
in other parts of the township,
including residential areas.
The amendment to the bylaw
followed a summer of complaints
from Akaroa residents about
unsavoury behaviour from some
freedom campers.
Deputy Mayor and Banks
Peninsula city councillor Andrew
Turner said the city council
wanted to encourage a positive
relationship between the community
and freedom campers.
“Amending the bylaw means
we can manage some of the more
negative impacts of freedom
camping while still allowing
responsible freedom campers to
be able to enjoy what Akaroa has
to offer.”
