New twist in subdivision battle

A SMALL road has become the
latest battleground in a longrunning
saga over the Yaldhurst
Park subdivision.
Resident Colin Stokes is trying
to stop the Halswell-Hornby-
Riccarton Community Board
formally naming the road.
He says if that happens, it
will torpedo his battle over
stormwater issues in the
subdivision.
Mr Stokes has spent eight
years fighting developers over a
number of issues relating to the
subdivision.
As a result of his concerns, the
community board has decided
to defer naming the road until
it meets with affected residents
and city council staff.
The meeting is yet to be arranged.
The proposed road
name was Jack Clarke Rd.
The unnamed road provides
access from Yaldhurst Park to
properties that are west of the
subdivision, known as Lot 22.
The developer behind the
subdivision is Infinity Yaldhurst.
Mr Stokes resides at Lot 22.
He said the road cannot be
named as the developer, previously
known as Noble Investments
Ltd, built stormwater
systems that were too small.
Naming the road would legitimise
the inadequate stormwater
systems, Mr Stokes said.
However, city councillor
Vicki Buck said advice from city
council staff was that naming
the road would not “impact”
Mr Stokes’ concerns about the
stormwater systems.

Cr Buck said the road naming
issue was unrelated to the subdivision’s
past issues.
“It’s a very tiny section of
road that needs a name for
emergency services, mail, fairly
basic sort of things, and that
seemed important that they have
that.”
In a 2012 email provided to
Western News, city council
planning engineer Brian Norton
stated that design of a new
stormwater system at Yaldhurst
Park was “complicated by the
depth of the stream culverts
that Noble has installed without
engineering approval.”
“It went in deeper than we
[city council] wanted and
are round rather than box
culverts, in spite of the council
having provided our preferred
design to the applicants and
their consultants on multiple
occasions,” the email said.
The email also stated: “At
one of our last meetings with
Noble, I believe we (city council)
tentatively agreed that the deep
culverts wouldn’t have to be
ripped out in exchange for them
doing some of the construction
works for the bleed-off system
we are designing.”
Said Mr Stokes: “The
city council retrospectively
consented and approved
non-complying undersized
infrastructure.”
He said as a result of
inadequate stormwater
provisions, the unnamed road
frequently floods.
The latest flooding happened
on Wednesday night after heavy
rain, Mr Stokes said.

PAINT REQUEST FOR HALL
Money could be granted to repaint
the Halswell Hall. The Halswell-
Hornby-Riccarton Community
Board received a city council staff
recommendation to grant the hall
$2000 for repainting. City council
staff also recommended a $5000
grant for Wigram School towards
installing a new climbing frame.
The board will make a decision on
the funding today.
