SELWYN TIMES Latest Christchurch news at www.star.kiwi Wednesday December 12 2018 15 Your Local Views Subdividing attracts interest District councillor Debra Hasson writes about subdivision rules in the District Plan THE DISTRICT council is undertaking a review of it’s District Plan. Subdividing always attracts a lot of interest due to its capital gain. Developing proposed subdivision rules for public submission is challenging. Generally, the process requires council to monitor trends, assessing them against the principles of the Resource Management Act, to see if a zone needs to be changed, created or protected. So, what’s changed since the last District Plan was adopted? Urban growth patterns Created by the Greater Christchurch Urban Development Strategy was forward thinking. This agency, developed an urban infrastructure plan for future growth in and around existing towns. The February 22, 2011, earthquake saw growth migrate to Selwyn. Thankfully, the strategy rezoned land prior, meaning deferred zones could be brought forward and released for development. The idea then allows suitable adjacent land to be rezoned as required. Rural subdivisions Envisaged 4ha inner plains and 20ha outside. However, a disparity allowing outer plains landowners owning 40ha plus to subdivide a minimum 5000m 2 enabling a dwelling and a no build covenant over the remaining 19.5ha, retaining a residential density of one house per 20ha, has seen the same argument for subdivision in the inner plains enabling the creation of 1ha lots scattered throughout both rural zones. Purchasing a small rural lifestyle block is popular and the recent Selwyn revaluation saw the average capital value of these blocks valued at $927,000 for rating purposes. This issue aside, over time lifestyle blocks have also be subjected to ongoing amenity challenges. For example, Christchurch City’s industrial growth on the boundary with Selwyn has seen the erosion of the green belt concept with only a thin line of 4ha blocks remaining, some divided by the new motorway and I would be right in suggesting the residents of Prebbleton do not want industrial-zoned land on their doorstep. And as zoned industrial land is costed per square metre, many businesses have found the purchase of 4ha and applying for a resource consent a cheaper option however when granted, often generate complaints from neighbours.
