Cloned pre-paid credit card warning - Warning to Retailers
North Wales Police are warning retailers throughout North Wales regarding the use of
cloned pre-paid credit cards after a 23 year old man from the Manchester area was arrested at the
Penrhos Retail Park in Holyhead on Sunday the 17 th of February 2019.
The prepaid card in question did not have a chip and pin and when the retailer swiped it, the card did not
work. As a result the retailer keyed in the pre-paid credit card number manually and this allowed the
payment to go through.
DCI Brian Kearney stated “Every month around 220 people in North Wales are victims of fraud, some of
which results in the victims being defrauded of thousands of pounds.
The individual in this case attempted to purchase a high value Item. On this occasion fortunately the
retailer concerned contacted the bank who advised him the credit card was likely to have been cloned
and he then reported the matter to police.
We would appeal to retailers to watch out for individuals making high value purchases on prepaid cards
which do not authorise when the retailer swipes the card on the card machine. Please consider contacting
your bank prior to manually authorising payments for high value goods when the card does not swipe or
have a chip and pin.
Plastic card fraud compromises personal information from credit, debit or store cards
To report a fraud and receive a police crime reference number, call Action Fraud on 0300 123 2040
BUILDING COMMUNITY RESILIENCE
Established 1987 as a Neighbourhood Watch Association
POLICE have urged vigilance and have given safety advice following a spate of thefts
and scams targeting Flintshire's elderly residents.
It comes after an elderly woman in Sychdyn was targeted on February 14 by fraudsters offering to clean
her gutters, and a Flintshire man who was scammed out of £15,000 by a telephone fraudster. There has
also been a number of recent burglaries targeting the elderly, as well as a robbery in Holywell last month.
Older people are often targeted due to a range of factors such as poor health, loneliness and lack of
support. Criminals do not care about the impact their actions may have on the people they target and do
not show respect to anyone, including older people.
Criminals will enter their homes whether posing as an official or by force if they need to. They want cash
and jewellery and will ransack a house to find it or force occupants to give up the code to a safe or other
secret place. They will travel to commit their crimes, often stealing high powered vehicles such as Audi’s
or Volkswagon’s to escape. The ordeal can be frightening and the impact long lasting. Please see the tips
below from North Wales Police on how to keep yourself or the older people you support safe at home.
What to do:

Deposit cash in a safe place, such as in banks and other financial institutions and not in the house. Just
keep what is needed for weekly needs.
If you see suspicious vehicles parked in the street or persons knocking at doors offering bogus work or
trying to locate a lost dog, child or ball, take action. Make a note of the vehicles and descriptions, and
anything distinctive about that vehicle or person and report it to the police.
Keep an eye on your neighbour, particularly if you see strangers calling at their door. Call the police if
you are concerned.
If you have security lights or cctv, check they are working and left on.
Be confident to talk to the caller through your door or front window. There is no need to unlock your
door. Genuine callers will not be offended.
Always use a security chain if you have one and get one if you are able.
Before answering the front door, make sure the back door is locked.
Always ask for identification before letting anyone in to your home. If they don’t have identification,
ask them to come back with some. Check their identification and ring the organisation they say they
represent. Close the door whilst you check. Legitimate representatives will not mind waiting outside.
Contact your service providers and check what security measures they take before sending a representative
to your home. This may be passwords or written confirmation of pre-arranged appointments for example.
Make a note of the arrangement in place and keep it by the door (keep passwords elsewhere in a
safe place).
DOORSTEP COLD CALLERS
We would like to remind residents, and businesses, that purchasing or using the
services of cold callers can be a risky business, as if something goes wrong with
the service, or product, they may prove difficult to trace. Some cold callers are
also linked to burglaries, or other criminal activity—this has been highlighted
recently (see page 5) . Reputable, local traders can be found via North Wales
Trading Standards Services ‘Buy With Confidence’ Scheme https://
www.buywithconfidence.gov.uk
Police are asking for residents to be vigilant and to report any suspicious persons or activity to Police as soon
as possible. They are also urging residents to be wary when dealing with cold callers at the door. Remember,
identity badges may not be genuine
SCAM TELEPHONE CALLS
A resident has received numerous telephone cold calls this week. One claimed to be from Microsoft, the
other TalkTalk and the other BT. The caller, claiming to be from BT stated that the laptop had been
compromised. The resident did realise it was a scam call and put the phone down on the caller. As a reminder,
here is advice from BT to help identify scam calls. Enter details of the link https://www.bt.com/help/
home/scams/
A resident has received an automated telephone call from an 0300 number (the numbers vary). The caller
claimed to be from HMRC and stated that an arrest warrant had been issued due to a fraud. This is an
attempt to obtain money. If you receive calls of this nature do not telephone them on any numbers
provided. Send any information you can to phishing@hmrc.gsi.gov.uk
SCAM EMAILS
A resident has received an Scam e mail stating that their ‘Internet Access has been Suspended’. The email
looked quite plausible but the resident didn't bank with them so knew it was a scam. Please see advice from
Lloyds bank in helping identify scam e mails, claiming to be from them https://www.lloydsbank.com/
Be Aware of What you Share!
New research, produced by Security Software Company McAfee, shows that 44% of people set their profiles
to private. Yet, more than a third (36%) of people reported being concerned that images and information
taken from their social media could be used against them.
Chief Scientist and McAfee Fellow, Raj Samani comments: “Every day, people leave streams of information
about themselves online without considering the risks of their digital footprint.
“Our research discovered that 60% of people disclose their location in some form when posting online, for
example tagging the restaurant they are at on Instagram Stories. Even more concerning is that 15% have
posted photos of the front of their house to social media.
“If this information gets into the wrong hands, it can be used to paint a detailed picture of someone and
offer direct access into their lives.”
Over-sharing on social networking sites increases the risk of criminals using publically available information
to steal your personal details and, in some cases, your identity.
There are a number of steps you can take to protect your information online:
Review your social media privacy and location settings to ensure that posts you only want your friends or
family to see aren’t viewable publicly.
Be mindful of sharing personal information on your public profiles. For example, revealing your full name,
date of birth, or other personal information, could leave you vulnerable to identity theft and fraud.
