Halswell bottle store plan shelved

A LIQUOR company has pulled
its plan to open an off-licence
store in Halswell’s Ensign St.
Bottle-O Halswell Ltd
director and shareholder Wendy
Gibbons told Western News it
has cancelled its contract to
purchase a shop in The Oaks
Village Halswell complex.
The company was granted
an application
to open an offlicence
liquor
store at 29 Ensign
St in December.
However,
the Halswell
Residents’
John
Bennett
Association
appealed the
decision to
the Alcohol Regulatory and
Licensing Authority last month.
The application made by
Mrs Gibbons and her husband,
Richard, received 37 objections
along with five petitions
containing 32 signatures in
opposition to the store.
City council head of regulatory
compliance Tracey Weston said
the alcohol licensing team has
had no formal communication
that the application has been
withdrawn. “The application
remains under appeal unless
formally withdrawn by the
applicant,” she said.
The Oaks Village Halswell
developer Roger Bridge would
not comment on whether the
contract to purchase the bottle
store has been cancelled.
Residents’ association
chairman John Bennett
described the news as “a bolt of
lightning.”
He said it was getting
organised for the appeal but the
hearing wasn’t until late May.
“The community was
definitely not in favour of the
bottle store. If that is the case
they will be very happy,” Mr
Bennett said.
Mrs Gibbons said if the
application had proceeded
she would have appealed the
opening hours of 9am-11pm
daily. Mrs Gibbons said it
was very satisfying to see the
application was granted, and

the initial licence and ruling
acknowledged they are good
operators. The decision granting
the application said Mr and Mrs
Gibbons had the experience to
safely sell alcohol.
“The information we received
from a notable solicitor said
that the majority of problems
presented into evidence were
related to an on-licence and The
Quarry Bar & Bistro, not an offlicence,”
she said.
