GRAEME AND Diane Barber are<br />

a step closer to having problem<br />

oak trees removed from next to<br />

their property after a 10-year<br />

battle.<br />

But it’s going to cost them<br />

nearly $2000 to do it.<br />

The Harewood residents can<br />

now apply for resource consent to<br />

have the six 16m trees removed<br />

after their request was approved<br />

by the Fendalton-Waimairi-Harewood<br />

Community Board.<br />

However, they will have to foot<br />

the $1800 bill for the process,<br />

which is required as the trees are<br />

protected by the city council.<br />

There is no guarantee it will be<br />

successful.<br />

Shortly after Mr and Mrs<br />

Barber moved into their Cam Pl<br />

property in 1983, the city council<br />

planted the trees in Pasadena<br />

Reserve, which block the sun.​<br />

so there is potentially a refund or<br />

a further invoice.”<br />

THE CRANFORD Basin is going to look<br />

spectacular in the years to come.<br />

On page 3 today we reveal a great plan for<br />

the area – up to 40,000 native trees will be<br />

planted in the basin.<br />

It is all part of project called Matariki Tu Rākau​, a nationwide<br />

initiative launched last year to mark the 100-year anniversary of<br />

the end of World War 1.<br />

The aim is to have 350,000 trees planted across New Zealand<br />

by 2020.<br />

Ten hectares of the 125ha basin will be planted with kahikatea.<br />

Given it is a flood basin the trees should grow very quickly.<br />

Another 25ha will also be planted in native bush, but not part<br />

of the Matariki Tu Rākau​project.<br />

More trees the better, I say.<br />

40,000 trees for Cranford Basin<br />

be planted in the Cranford<br />

Basin to recognise the service of<br />

military personnel.<br />

The city council will receive<br />

funding from the Ministry of<br />

Primary Industries for the project<br />

as part of Matariki Tu Rākau<br />

until 2020.<br />

Mr Bush said he hopes schools<br />

“It will be an ideal opportunity<br />

for people within the city limits<br />

to be involved a single planting<br />

that represents something so<br />

special,” said Mr Bush.<br />

Kahikatea was chosen for<br />

planting as they provide many<br />

ecological benefits and are<br />

expected to provide a hub for<br />

native bush bird around the city.<br />

Once trees have grown, Cranford<br />

Basin will be the largest<br />

area of native forest on the low<br />

Canterbury plains.<br />

A report outlining the<br />

project said that Cranford<br />

St is a “distinctive feature of<br />

Christchurch” and provides<br />

the last rural experience for<br />

motorists entering the city from<br />

the north.<br />

If the basin was not acquired<br />

for forestation, the land and soils<br />

would have continued to<br />

degrade.<br />

LIBRARY REPAIR WORK<br />

issue that repairs are being done<br />

in Bishopdale Library to fix<br />

shrinkage cracks in the concrete.<br />

However, repairs are being made<br />

to the polished floor surface,<br />

which will be relaid and polished<br />

as it was not up to standard.<br />

Repairs to shrinkage cracks were<br />

made in January. Bishopdale<br />

Library will reopen on <strong>April</strong> 29.<br />

RESIDENTS WHO use St James<br />

Park may soon have a smoother<br />

experience.<br />

The Papanui-Innes Community<br />

Board requested the city council<br />

investigate whether the current<br />

gravel footpaths can be sealed at<br />

the park on St James Ave.<br />

It has allocated funding to the<br />

levelling and shingling of the<br />

footpaths within the Long Term<br />

Plan, but it will now look at using<br />

that budget, with additional<br />

money, for asphalt. There are four<br />

sides to the track and the path on<br />

the east side is sealed, but is used<br />

heavily by cyclists as part of the<br />

Papanui Parallel Cycleway.<br />

said cyclists “rip through” the<br />

track, which is unsafe<br />

“Lots of kids, dogs, elderly,<br />

prams, rollerblades and skateboards<br />

use this park,” said Mr<br />

Stringer.<br />

He said the gravel paths are<br />

almost unusable during or after<br />

wet weather as puddles form.<br />

He said that tree roots are<br />

pushed up through the gravel<br />

paths.<br />

“It’s full of trip hazards,” he<br />

said.<br />

Residents must stump up bill<br />

reluctant to remove protected<br />

trees, especially if they are<br />

considered to be in “good health”<br />

like the oak trees in the reserve.​<br />

He said he will work with<br />

other affected residents and get<br />

advice from community board<br />

members to figure out the best<br />

way to move forward.<br />

“We need to look at the process<br />

and navigate our way through it<br />

before we commit to making an<br />

application. I’m not quite sure<br />

how we will go about that at this<br />

stage,” said Mr Barber.<br />

“We haven’t won anything.<br />

The only thing we’ve won is<br />

the chance to take it to the next<br />

level,” he said.<br />

“Who would pay money with<br />

no guarantee of success in the<br />

initial resource consent process?<br />

Even if the trees are going to<br />

be removed and we have to pay<br />

for it, it feels like it’s our fault<br />

and that we are having to fix<br />

a problem that was caused by<br />

somebody else.”<br />

Four board members went<br />

with the city council’s second<br />

option, which was to support the<br />

removal subject to an application<br />

for resource consent.<br />

City councillor Jamie Gough<br />

said it was a complicated decision<br />

should be the ones paying for the<br />

“Personally I would like to see<br />

the fees waived or covered by the<br />

council as they are council trees<br />

and the trees’ potential removal<br />

and replacement would also rest<br />

with the council.”<br />

However, Mr Barber said<br />

he understood that the board<br />

wanted the best outcome for the<br />

residents.<br />

“We appreciate the board’s<br />

support. Everyone recognised<br />

the human impact of those trees<br />

being planted in the wrong place<br />

which was fantastic,” Mr Barber<br />

said.<br />

Separate tree problems have<br />

emerged in Casebrook.<br />

The city council will investigate<br />

the removal of five oak trees in<br />

the Creedon Glen after residents<br />

raised concerns over the 8-12m<br />

tall trees in the reserve next to<br />

their property.<br />

As the trees were planted close<br />

together, the residents say they<br />

now block the sun and shade the<br />

residents’ property.<br />

They also raised concerns over<br />

tree root damage to the path,<br />

which is potentially unsafe for<br />

elderly users.<br />

Aratupu provides total family support<br />

It’s mid-morning and a teacher at Aratupu Preschool &<br />

Nursery is reading a popular book to a group of children.<br />

She’s animated and her enthusiasm is infectious. Sitting<br />

on the mat, the children know the story so well they join<br />

in.<br />

Elsewhere, children play puzzles, read books, build<br />

towers and “feed” baby dolls. Later, there’s singing,<br />

dancing and time for blowing bubbles. In a room next<br />

door, parents and caregivers have come together over<br />

a cup of coffee to share ideas on raising children and<br />

Aratupu’s whānau support worker helps resolve any<br />

problems the families face.<br />

Outside, children run around, chase each other,<br />

climb the fort, and clamber in and over the playground<br />

equipment. A little garden of flowers and vegetables is<br />

the product of their efforts to plant and tend them.<br />

Early childhood education takes an array of forms at<br />

Aratupu.<br />

It is a small, welcoming, secure place for tamariki, run<br />

on a not-for-profit basis by the Christchurch Methodist<br />

Mission. Aratupu offers complete child care for children<br />

from birth to six years of age.<br />

Manager Katie Parks says Aratupu fosters creativity<br />

and curiosity, as well as a love of learning that will stay<br />

with children for life.<br />

“We’ve got a really good variety of experiences<br />

for tamariki to be immersed in and plenty of<br />

opportunities for fun and creativity. Our team<br />

of professionals support children to be active<br />

and adventurous learners within our safe and<br />

nurturing environment.”<br />

Fees are low and group size small. Learning<br />

is based on the national early childhood<br />

curriculum, Te Whāriki. In addition, a hot meal<br />

is served each day.<br />

Aratupu’s point of difference is that it offers<br />

total family support. The whānau support<br />

worker is on hand to help support and advocate<br />

for families and provide opportunities to develop<br />

a sense of community and connectedness. The<br />

model is unique to north-west Christchurch.<br />

It’s a philosophy that has brought generations of<br />

children through Aratupu. Some families have placed<br />

their trust in Aratupu for years and over several<br />

generations, sending their children to Aratupu, as they<br />

themselves had been. Two former parents went on to<br />

become qualified early childhood teachers and are now<br />

employed at Aratupu.<br />

was made to purchase a concrete ping-pong table (similar to the one pictured), instead.<br />

over a lack of seating in the area<br />

prompted the community board<br />

to investigate possible options for<br />

picnic tables.<br />

The community board considered<br />

four options, ranging<br />

from $104 for a standard wooden<br />

picnic table from Mitre 10 to almost<br />

$5000 for a multi-use table<br />

tennis table and seating.<br />

The chosen concrete table itself<br />

was valued at $3175 and two concrete<br />

seats at $449 each – but because<br />

the estimated cost of $1500<br />

for installation on a concrete pad<br />

would bring the total cost above<br />

$5000, the seats were scrapped.<br />

Ms Dalziel said she “couldn’t<br />

believe it” when she heard what<br />

decision had been made.<br />

“It’s turned into a huge thing<br />

which has been going on for five<br />

months and there’s still no extra<br />

seating,” said Ms Dalziel.<br />

The decision was 3-2 – board<br />

chairwoman Ali Jones, member<br />

Jo Byrne and city councillor<br />

Pauline Cotter voted for the<br />

most expensive option, whereas<br />

member John Stringer and city<br />

councillor Mike Davidson were<br />

against the decision. Deputy<br />

chairwoman Emma Norrish was<br />

absent for the vote.<br />

Ms Byrne said she voted in<br />

favour of the more expensive option<br />

as she believed it would be<br />

“more cost-effective in the long<br />

term.”<br />

She said that the concrete was<br />

a good option as there is an issue<br />

with fire in public areas.<br />

“We were looking at something<br />

fire resistant and durable,”<br />

said Ms Byrne.<br />

She said that she has contacted<br />

Ms Dalziel to say that the board<br />

will discuss seating for either side<br />

of the table at the next meeting.<br />

But Mr Gould said that the<br />

decision not to include seating<br />

in the $5000 budget was “just a<br />

little raindrop” in questionable<br />

spending of ratepayers’ money.<br />

“This is chump change but it<br />

makes me wonder what we miss<br />

on a daily basis,” said Mr Gould.<br />

Mr Stringer was in favour of<br />

the $104 option “on the basis of<br />

safety and cost.”<br />

Mr Stringer said that he<br />

believed the decision would “go<br />

down like a cup of cold sick”<br />

with the public.<br />

He said that the concrete table<br />

would be a safety hazard for<br />

young children who could slip<br />

and bang their head.<br />

Fire rages, homes at risk<br />

CONSULTATION on a proposed<br />

pump track at the site of the<br />

former Shirley Community<br />

Centre will now go ahead.<br />

The city council approved a<br />

$87,850 grant for a relocatable<br />

track for bikes, scooter and skateboards.<br />

It came after the Papanui-<br />

Innes Community Board was<br />

approached by Shirley Primary<br />

School pupil Shannon Smith, who<br />

organised a petition for a bike or<br />

skate park.<br />

Board chairwoman Ali Jones<br />

said it was important to get the<br />

funding before consultation.<br />

She said there had been cases in<br />

the past where consultation has<br />

been completed only to find there<br />

was no money available.<br />

“Consulting on something<br />

creates an expectation in a community<br />

and we did not want to<br />

do that if there was no money<br />

available. In fact, as this is temporary,<br />

I am advised that we aren’t<br />

required to consult but this isn’t<br />

about what’s required, this is<br />

about talking with and listening<br />

to our community about activating<br />

a site that has not been used as<br />

a community space for more than<br />

eight years.”<br />

rooms until new facilities could be<br />

ilding has been developed to<br />

provide shade and shelter for the<br />

batting team, first aid, kitchen<br />

facilities and storage.<br />

It will also be able to be used by<br />

football teams during winter.<br />

Some changes to the layout of<br />

the sports fields are being planned<br />

by the city council, and the new<br />

pavilion and the nets have been<br />

positioned to avoid conflict with<br />

Christchurch United Football<br />

Club has arrived in Spain where<br />

they will be hosted by the famous<br />

Valencia FC academy during a<br />

17-day trip.<br />

Valencia FC is one of the<br />

glamour clubs in the primera division<br />

and a regular in the UEFA<br />

Champions League, but the<br />

club is also famous for its player<br />

development work.<br />

The travelling party includes<br />

players from St Bede’s College,<br />

Burnside High School, St<br />

Thomas of Canterbury College<br />

and Christ’s College, who will<br />

train with the Valencia academy<br />

coaches for two weeks and play<br />

four matches against Spanish<br />

opposition.<br />

“This is a unique trip for<br />

young footballers as they will<br />

experience a professional club<br />

environment in one of the best<br />

academies in Europe,” said<br />

Christchurch United academy<br />

director Colin Williamson.<br />

The touring party spent the<br />

first few days getting over jet lag,<br />

exploring the city and playing<br />

beach football under the Mediterranean<br />

sun.<br />

Over the weekend, they also<br />

watched Valencia FC beat Levante<br />

in the primara division in<br />

the famous Mestalla Stadium,<br />

as well as watching some of the<br />

Valencia academy team matches.<br />

Zach Bennett said he noted that<br />

the Valencia younsters were playing<br />

a similar style as his own<br />

team, “but the speed and the<br />

timing was very different”.<br />

Thomas Chao was mainly<br />

impressed by the size of the<br />

players compared to the New<br />

Zealanders.<br />

“They were so big and strong,<br />

they seem to be selected on their<br />

physical size,” he said.<br />
