Project present some of

Baroque repertoire that 

we love so much as a 

group”, Jenny explained. 

“This includes music 

by Marin Marais for two

Guide Dogs can 

go everywhere

Guide Dogs NSW/ 

ACT’s new Access 

All Areas campaign 

aims to remind businesses 

and the community 

that a person 

with their Guide Dog 

in harness is legally 

allowed to enter all 

public places. 

Public places include, 

shops and supermarkets, 

cafes and 

restaurants, pubs and 

clubs, hotels and motels, 

hospitals, medical 

practices and dental 

surgeries. 

Guide Dogs can also 

travel on all forms of 

public transport, as 

well as taxis and rideshares, 

and planes. 

It is an offence to 

deny or charge a fee 

for the entry of a person 

with their Guide 

Dog. NSW Police officers 

can issue onthe-spot 

fines of $165 

and penalty notices of 

up to $1100 for refusing 

entry to a Guide 

Dog handler. 

While the public 

generally do the right 

thing, Guide Dog handlers 

continue to face 

many barriers when 

going about their daily 

lives. 

Being refused entry 

can leave Guide Dog 

handlers seriously inconvenienced 

- arriving 

late, missing out 

on events completely, 

or incurring cancellation/late 

fees. 

Many handlers tell 

us they have changed 

their routines or avoid 

trouble areas and certain 

businesses as a 

result of refusals. 

On a personal level, 

it leaves them feeling 

frustrated, angry, 

upset and humiliated, 

especially when in 

groups of friends. 

Guide Dogs are not 

pets. They are highly 

trained to open up the

Voices for Change: Songs 

of empowerment and hope 

IN 2019 the Joubert 

Singers have been singing 

together as Hunters 

Hill’s community choir 

for 26 years. 

The Joubert Singers 

began in 1993 as a group 

of local singers and over 

the last quarter century 

evolved into a vocal 

ensemble attracting 

singers and audiences 

from Sydney and beyond 

to experience the joy of 

sharing great music from 

around the world and 

across the centuries. 

The choir took its name 

from the brothers Jules 

and Didier Joubert, who 

established the district 

as one of Australia’s 

first residential suburbs, 

building some of its 

most beautiful sandstone 

historic edifices, and 

serving as its first mayor 

and liquor merchant. 

The Joubert Singers 

Choir has since 

interwoven itself into 

Hunters Hill’s history, 

commissioning and 

performing works about 

the locality, participating 

in its sesquicentenary 

celebrations, and in 

the protests to save 

Hunters Hill from the 

recent threatened council 

merger.

Hunters Hill students share their 

thoughts on life in the city of light 

PARIS is an enchanting city but adjusting to French culture can be as challenging as it is exhilarating, a recently returned group of Hunters 

Hill senior students said on Wednesday night. 

The students spent several 

weeks in Paris as part of a cultural 

exchange program under the 

Hunters Hill–Le Vesinet Friendship 

Agreement and spoke of 

their experiences to a packed 

audience at a cultural exchange 

information night at the Hunters 

Hill Council Chamber. 

In response to questions from 

local parents and children, the 

students revealed what life was 

like at a French school and what 

living with a French host family 

was like during their visit from 

December to January. 

Their greatest culture shock 

was the French language, as 

spoken by accented Parisians. 

“Sometimes they talk, like, 

really fast, especially during the 

lunchtime break at school and it 

is a completely different French 

to the French we learned at 

school in Sydney,” they said. 

They agreed that school was 

the most surprising part of the 

visit. 

“The Parisian students eat 

lunch in a school cafeteria, 

where the food is just amazing 

and outstanding and they do 

not wear school uniforms,” they 

said. 

“And you do have a lot of freedom 

and you can do whatever 

you want to do, but there is not 

the friendship between students 

and teachers that we have here.” 

Getting about also threw 

up challenges as the students 

went on excursions to the Eiffel 

Tower, Notre Dame Cathedral, 

Versailles, The Catacombs and 

other world famous sites. 

“On the trains French people 

are really quiet and keep to 

themselves, unlike Australians 

who can be loud and, well, obnoxious 

on trains,” one student 

said. 

Food etiquette also took some 

time to adjust too. 

“In Paris people do not snack, 

at all and just about everyone, 

everywhere smokes ..phew!” 

they said. 

All the students praised the 

kindness and generosity of their 

host families but one student 

said hers was a culture shock, 

at first. 

“They did not talk much and 

never actually went out of the 

house to do things and I thought, 

ah ha, boring!” 

“So at first I just went out with 

friends but after a few weeks we 

all went out with our host family.” 

The students said most host 

families had someone who 

spoke English but after a while 

they had picked up enough Parisian 

French to have a conversation. 

“It was a really amazing experience,” 

they agreed. 

The exchange program has 

been going for thirty years and 

has involved more than 200 students. 

A highlight is Christmas in Paris 

which can include Midnight 

Mass in a French church or a 

traditional Christmas Day dinner 

in a warm dining room on a bitterly 

cold day. 

The student exchange is run 

under the auspices of the Municipality 

of Hunters Hill and the 

township of Le Vesinet through 

the goodwill of highly trained volunteers, 

enthusiastic host families, 

teachers and experienced 

guides. 

The Le Vesinet students will 

arrive in Hunters Hill in late June 

and will depart in August.

EXCLUSIVE: Official report confirms mergers a farce 

Forced council mergers have failed to deliver promised efficiency, savings 

and equality for ratepayers across merged council areas, a damning report 

by the NSW Auditor-General has found. 

Auditor-General Margaret 

Crawford’s report, 

obtained by The 

Weekly Times, has also 

found problems with 

poor community consultation, 

surplus staffing 

and service delivery 

in forced merger councils. 

The report focused on 

the Inner West Council, 

the Snowy Monaro 

Council and Queanbeyan-Palerang 

Regional 

Council. 

It justifies warnings 

about the impact of 

forced mergers raised 

in this newspaper by 

Hunters Hill Council 

and Lane Cove Council, 

which were targeted 

for a forced merger 

with the City of Ryde. 

That plan was later 

scrapped by Premier 

Gladys Berejiklian, following 

legal action and 

community protests. 

The protests warned 

City of Ryde would 

get preferential treatment 

to the two smaller 

neighbours and 

the Crawford Report 

has found that some 

merged council areas 

are serviced better than 

others. 

“At the time of the 

audit, different service 

levels inherited from 

the former councils 

mean that some ratepayers 

of the amalgamated 

council are 

receiving a higher level 

of service than others,” 

Ms Crawford said. 

The report blamed local 

government laws 

for “slowing progress 

towards an efficient 

council structure” with 

restrictions on the ability 

of council to sack 

surplus staff, with ratepayers 

left to pick up 

the bill to employ staff 

they do not need. 

“These protections 

have impacted upon 

councils’ ability to plan 

for or realise benefits 

from amalgamation 

during the protection 

period,” Ms Crawford 

said. 

Also in line with warnings 

from Hunters Hill 

and Lane Cove about 

communication with 

ratepayers, the audit 

found that merged 

councils need to review 

their service levels in 

consultation with communities 

to get the best 

and fairest outcome. 

The report concludes 

“At the time of the audit, 

different service levels inherited 

from the former councils 

mean that some ratepayers 

of the amalgamated council 

are receiving a higher level of 

service than others.”

internal efficiencies 

while councils struggle

data are integrated, extra

reporting,” the report 

notes. 

Despite all three 

councils implementing 

change management 

programs for staff, they 

are nonetheless finding 

it “difficult to cope” 

with the changes, the 

audit says. 

In their response to 

the audit, the Inner 

West Council blamed 

the State Government 

and said it “did not 

adequately prepare for 

amalgamations” and 

“forced” them upon the 

community.

Dr Arthur has previously served 

in the NSW Parliament as a 

member of Don Chipp’s Australian 

Democrats party from 1998 

to 2007 fulfilling his leader’s aim 

of “keeping the bastards honest”. 

During that time he was largely responsible

Have a cup of tea on me says Lee 

PARRAMATTA MP Geoff Lee this month launched a new service to provide jobs and training for 

unemployed people from Melrose Park. 

As well as being the local 

MP, Mr Lee is also the Minister 

for Skills and Tertiary 

Education. 

He praised the new service 

- known as the Kick Start 

Cafe - which trains people 

for the hospitality industry. 

“As a local MP, it is great to 

see opportunities for people 

to learn new skills and make 

a start on new careers,” Mr 

Lee said. 

Under the program, trainees 

are employed by the social 

enterprise to gain a Certificate 

III in Hospitality, RSA 

and RCG, as well as barista 

skills and then transition to 

employment. 

The trainees are supported 

by professional trainers, including 

an experienced chef 

and mentor. 

Twelve trainees have 

graduated and a further 

three trainees are currently 

working in the mobile food 

trailer located on the corner 

of Wharf Road and Victoria 

Road. 

Kick Start Caf, is a social 

enterprise of the PAYCE 

Foundation, which is the 

charitable arm of leading 

property and investment 

company PAYCE. 

PAYCE has backed the 

mentoring program since 

the first caf, opened at 

Washington Park, Riverwood 

in Sydney’s southwest. 

PAYCE Foundation Director, 

Dominic Sullivan said 

the program offers disadvantaged 

youth a pathway 

to employment by giving 

them work experience and 

job skills. 

“Every major construction 

site needs a caf, or canteen 

facility to cater for its workers 

and we are collaborating 

with other construction and 

development companies to 

roll out a fleet of similar food 

trailers on building sites over 

the next few years,” he said.

Step back in time with 

Parramatta heritage tours 

PARRAMATTA’S colonial heritage will be celebrated 

in May with a diverse program of tours 

and activities to coincide with the 2019 Australian 

Heritage Festival. 

City of Parramatta Lord Mayor Cr Andrew Wilson said this 

year’s program of tours and activities provide visitors and community 

members with the chance to learn more about Parramatta’s 

rich heritage and fascinating history. 

“Parramatta is one of the most historically significant places 

in Australia,” he said. 

“This year – through a range of events and activities – we’re 

exploring how different cultures, people and places have contributed 

to the City’s development, and how they have added 

vibrancy and richness to our community,” Lord Mayor Wilson 

said. 

“The Festival is a great opportunity for both locals and visitors 

alike to engage with local heritage, so I encourage everyone 

to come along and find out more about the evolution of Parramatta’s 

history.” 

Running until Sunday May 19, the theme of the 2019 Festival 

is Connecting People, Places and the Past. 

Now in its 39th year, the Festival is coordinated by the National 

Trust of Australia and provides a captivating glimpse into Australia’s 

history. 

As part of the Festival, Council has collaborated with Parramatta 

Park Trust and members of the Darug Aboriginal community 

to deliver a number of immersive experiences and tours. 

Tours will cover a range of topics and visit sites like the foodie 

hub of “Eat Street”, the CBD, peaceful Parramatta Park, and a 

number of historic buildings. 

“Guided tours are a great way to experience our City and our 

guides are extremely knowledgeable and are able to bring the 

City’s history to life through their retelling of its fascinating past,” 

Lord Mayor Wilson said. 

A highlight of this year’s Festival is the Warami Mittigar Walks 

series. Running for the full duration of the month-long festival, 

the walks – which wind through Parramatta Park and along the 

river – are aimed at adults and families with children aged 7 

years and over. 

Conducted by members of the Darug community, the Warami 

Mittigar Walks will give participants a chance to spend time with 

a local Aboriginal custodian learning about connections to land, 

as well as traditional plant uses, hunting methods and tools. 

New residents and visitors are also encouraged to take Parramatta’s 

flagship walking tour, Connect with Your City. Delivered 

in a number of different languages including English, Mandarin 

and Korean, the inclusive tours are led by friendly local 

guides, and aim to introduce people to the City’s many food, 

retail and cultural offerings. 

Other exciting Festival events include the Feisty Females 

coach tour, which visits sites like the Female Orphan School and 

Elizabeth Farm, and Sawbones to Specialists – a detailed exploration 

of the evolution of medicine in Australia. 

Some of the City’s key heritage venues will host special 

events throughout the Festival.

THIS WEEK’S announced ban on vendors selling water in plastic bottles at City of Ryde sponsored 

events has been blasted as absurd, hypocritical and embarrassing. 

The Council recently 

advised vendors at the 

West Ryde Easter Parade 

and the Granny 

Smith Festival not to 

sell water in plastic 

bottles on the grounds 

that single use plastics 

end up in oceans and 

waterways where they 

kill marine life. 

Labor and Green 

councillors went a step 

further at last Tuesday 

night’s council meeting 

when they used their 

majority to slap a total 

and enforceable ban 

on plastic water bottles 

being sold at all public 

events from 2020. 

The proposed ban 

infuriated the Ryde 

Liberals and sparked 

a heated debate that 

was shut down by 

Mayor Laxale after Clr 

Bernard Purcell (ALP) 

moved a motion to put 

the matter to a vote. 

Liberal Councillor 

Trenton Brown told 

the meeting that vendors 

had complained 

to him about Council 

staff putting pressure 

on them not to sell bottled 

water.

look ridiculous but it is 

bad for public health

had two groups at

bottles is not single 

use, but is recyclable.

companies developing 

cans of water.”

the ban as hypercritical 

and believes the 

council has become a 

laughing stock. 

“At council meetings 

we have even 

had the plastic wrappers 

removed from the 

Mentos sweets on our 

tables and yet we finish 

the meeting with 

sandwiches wrapped 

in plastic glad wrap,” 

he said. 

“I actually enjoy 

drinking water from a 

tap but many, many 

people do not and they 

make a healthy choice 

to use bottled water. 

“This is issue is about 

freedom of choice.”

World Environment Day 2018 

Council committed to 

reducing waste 

The City of Ryde has led the 

way in protecting the health of 

local waterways by prohibiting 

the use of single-use plastic 

at Council events and also 

phasing out their use in all 

Council operations and 

Council-sponsored events over 

the next year. 

To help the community join in 

the fight against waste, Council 

has installed filtered water refill 

stations at 24 popular locations 

around our City. Each have a 

water fountain, bottle refill point 

and some also include a 

dog bowl. 

In 2018, water consumption 

from the refill stations equated 

to 22,668 litres, which is 

equivalent to 37,780 standard 

plastic water bottles that have 

not ended up in our ecosystem. 

Council is committed to 

exploring other ways to help 

reduce waste. This includes 

staging a waste education 

program for local businesses 

and community organisations 

that will assist them in reducing 

their use of single-use plastics. 

Council to provide childcare 

during advisory committee 

meetings 

The City of Ryde has 

taken a significant step 

to encourage greater 

community representation 

on its advisory committees 

by agreeing to provide

childcare for parents and 

guardians while committee 

meetings are held. 

The purpose of advisory 

committees is to allow local 

residents and relevant 

organisations participate in 

Council matters. However, 

they require each committee 

member to give up their own 

time and for many parents that 

requirement cannot be met

By offering childcare to current 

and future advisory committee 

members, we will hopefully 

enable further community 

participation in all Council 

matters and make Ryde a

Parents and Mayor support urgent demand for a pedestrian crossing 

at Meadowbank skate park 

MEADOWBANK’S new skate, scooter and play space park 

has only been opened for a few days but parents have already 

warned of the risk of a child been hit by a car while 

crossing the road outside it. 

Parents told The 

Weekly Times there 

has been a recent and 

significant increase in 

parked cars outside 

the park on Constitution 

Road West - 

which may obscure 

driver vision – as well 

as children running out 

across the road. 

They have also 

raised these concerns 

with City of Ryde Mayor, 

Clr Jerome Laxale, 

who has called on the 

state government to 

immediately intervene 

and build a pedestrian 

crossing across the 

road, right outside the 

main entry gate. 

“We have already 

seen a large increase 

in the amount of foot 

traffic in the area and 

it is only right that all 

steps are taken to 

ensure safe access 

for all the people that 

use this new facility,” 

Mayor Laxale told The 

Weekly Times. 

There is only a pedestrian 

refuge at the 

preferred crossing site 

where a pedestrian 

crossing could be installed 

within weeks if 

the government has a 

will to do it.

Private certifiers being paid off to 

destroy Hunters Hill, shock claim 

PRIVATE certifiers are being paid off to approve residential developments 

that are destroying the character of Hunters Hill, according to claims made at 

a recent council meeting. 

These approvals are being 

made in the non heritage listed 

areas of the municipality and 

include Milling Street, Blaxland 

Street, Farnell Street, Earl 

Street and Park Road where 

residents have complained that 

inappropriate developments 

are being approved by certifiers 

paid off by the developers, 

regardless of neighbourhood 

objections. 

Councillor Ross Williams told 

the council meeting the state 

government is a willing party to 

this pro-development approval 

system, which replaces the 

council’s powers to approve or 

reject a development application. 

“These approvals are significantly 

destroying the character 

of Hunters Hill and the complying 

development process is significantly 

flawed,” he said. 

“It is denying residents a say 

on what is being developed 

around them and it is my belief 

the system has been designed 

to encourage development 

without checks and balances.” 

He said residents have complained 

to the council about inappropriate 

and often intrusive 

developments being built next 

door to them but to no avail. 

“Everything is now out of 

council’s control and people are 

having trouble coming to terms 

with this.” 

Councillor Jim Sanderson’s 

motion to seek a $12,000 staff 

report on how the private certifier 

compliance issue impacts 

on the council was passed by 

five votes to two, with Liberals 

Clr Zac Miles and Clr Ben Collins 

voting against it due to how 

much the report will cost. 

“We have a duty, there is no 

way out and what we cannot afford 

is to look over private certifiers 

shoulders all the time,” Clr 

Sanderson said. 

“The problem at the core is 

the covert process, where is 

the proper notification and how 

are people going to know what 

is going on.” 

Hunters Hill Council is developing 

a website advice link 

about private certifier approvals 

and the state government has 

given a commitment to further 

investigate and reform the system. 

The issue has regularly come 

up in Gladesville where angry 

neighbours have claimed 

“shonky” private certifiers have 

given “dodgy” approvals because 

they are being paid by 

developers to do so. 

“The commercial nexus between 

the private certifier and 

the developer needs to be addressed,” 

Clr Sanderson said.

A GRIM DISCOVERY was made in Beecroft on Tuesday when police found skeletal 

remains in a drain that could be human.

this year and Parish Priest Father Martin R Maunsell (pictured 

above) reflects on 100 years of Catholic life in this historic parish.

aware of a blessing scam. 

“Blessing scams are elaborate frauds that are designed specifically to prey 

on elderly Chinese members of our community who maintain strong traditional 

cultural beliefs,” Ryde Police said. 

“Potential victims are approached on the street by members of the group committing 

the fraud, who convince these victims that they can cure an illness, or 

an evil spirit is following them and will harm members of their families unless a 

blessing ceremony is performed to remove the evil spirit. 

“The ceremony requires the victim to place all of their money and valuables in 

a bag to be blessed. 

“The bag is then given back to the victim, and they are instructed not to open 

it for several days or weeks and to not tell family members or the blessing will 

not work. “When the bag is finally opened, the valuables are no longer inside, 

and the suspects are long gone,” police said. 

Ryde Police are encourage people to be aware of the scam and warn friends 

and family members about the scam.

World Cup glory for touch titans 

CITY of Ryde touch football internationals Cameron 

Nicholls, Samantha Rodgers and Zara Nicholas are the 

toast of the district after experiencing World Cup glory in 

Malaysia last weekend. 

The golden trio were key 

members of the Australian 

Mixed Open and Womens 

Open teams that defeated New 

Zealand in their respective finals 

in Kuala Lumpur to retain 

their world crowns. 

Nicholls skippered the all 

conquering Mixed Open side 

to a thrilling 7-6 victory over 

the Kiwis in stifling conditions 

alongside the fleet-footed 

Nicholas. 

Dynamic winger Rodgers 

starred for the undefeated Australian 

Womens Open team that 

picked up yet another world title 

after thumping New Zealand 

10-2 in the gold medal decider. 

Australia confirmed its status 

as the powerbase of international 

touch football after 

clinching eight World Cup gold 

medals and three silver medals 

in the eleven categories staged. 

The Aussies also clinched 

the Mens Open, Mens 30yrs, 

Mixed 30yrs, Mens 35s, Womens 

35s and Mens 45s world 

titles and finished runners up in 

the Womens 27s, Mens 40 and 

Mens 50yrs competitions. 

DECORATED lawn bowler Ivy Hitchens recently defeated 

Pat Saunders to capture the 2019 North Ryde 

RSL Women’s Bowling Club Major Singles Championship. 

Both bowlers were members of the gun North 

Ryde teams that won the Grade 1 Macquarie District 

Pennants. North Ryde’s bowling fraternity are proud of 

their achievements so far in 2019 at both club and District 

level. 

KURT Stuart (pictured right) recently took out the 2019 

Hunters Hill Mens Bowling Club Minor Singles championship 

after an impressive 31-21 victory over John Lowe 

in the title decider. The final score wasn’t reflective of a 

tightly contested game. Marker was Richard Schilling. 

NORTH Epping Bowling Club has a new Men’s Major 

Singles champion in Mark Havron (pictured on right). 

The talented Havron etched his name on the club’s honour 

roll when he prevailed over reigning champion Robert 

Matheson by 31 shots to 23. Playing in only his second 

singles championship, Havron jumped to an 11 shot 

lead and then had to stave off a fightback by Matheson 

who got within two shots - before sealing the title after 

winning three of the last four ends.

crowned 2018-19 TWT Club 6 RSF Sports Stars of Year 

PARALYMPIC athlete Madison de Rozario and six time World Masters squash 

champion Geoff Davenport were crowned joint winners of the 2018-19 TWT 

Club Six/Ryde Sports Foundation Sports Star of the Year Award at a Gala 

Presentation Dinner last Friday night at Ryde Eastwood Leagues Club.

wheelchair racing 

campaign in 2018 

that included winning 

the women’s 

London Marathon

At her Commonwealth

blitzing her rivals to 

collect gold medals

In a memorable six 

week period following

became the first 

Australian to win the
