Annex 3: Specifications <strong>for</strong> Future WDU Constructions in<br />

Rwanda<br />

Architecture<br />

� Should have primary and secondary combustion chambers.<br />

� Should be of auto-combustion type.<br />

� Should not require auxiliary fuel during medical waste incineration except <strong>for</strong> warm-up<br />

and burn-down.<br />

� Should not require electricity.<br />

� Refractory IS-6 or higher brick with chemical composition minimum 30% Al2O3 and<br />

maximum 2.5%.<br />

� Fe2O3, rated to 1300°C+, minimum CCC 200 kg/cm 3 , maximum AP 27%, service<br />

temperature PCE.<br />

� 30+, load under temperature RUL 1300°C, and PLC +1%.<br />

� Brick joining mortar should be a combination of high temperature refractory paper and<br />

refractory glue, both rated at over 1100°C.<br />

� All incinerator components including stack should be SS409 or SS309 stainless steel.<br />

� Both primary and secondary combustion chambers should have independent air intakes.<br />

� <strong>Incinerator</strong> should be equipped with an analog battery-free temperature gauge rated up<br />

to 1300°C.<br />

� Stack should be equipped with an automatic draft-control valve.<br />

� Stack shall not be less than 4 meters high from ground level and 150 mm or more in<br />

diameter.<br />

� Assembly should be possible on site with no power tools or electricity.<br />

Capacity<br />

� <strong>Incinerator</strong> should be able to tolerate 100% plastic or safety boxes.<br />

� Destruction rate should be over 9 kg per hour <strong>for</strong> safety boxes or over 7 kg per hour <strong>for</strong><br />

50% safety boxes and 50% non-sharps hazardous waste (25% maximum moisture<br />

content).<br />

Per<strong>for</strong>mance<br />

� <strong>The</strong> incinerator must consistently be able to maintain secondary combustion<br />

temperatures of 800°C.<br />

� <strong>The</strong> resulting ash residue must be less than 5% of the original waste by weight.<br />

� Gas residence time must exceed 1 second.<br />

� Emissions should con<strong>for</strong>m to local environmental standards.<br />

� When operated correctly, emissions should be clear and colorless.<br />

Operator tools and safety equipment<br />

� 2 pairs leather gloves covering wrists.<br />

� 2 pairs shatter-proof eye wear.<br />

� 2 sets half-face particulate mask with activated carbon cartridges.<br />

� First aid kit.<br />

� 1 set rake, shovel, dust pan, brush.<br />
