WELL DONE Wil Gualter. 

The Lincoln Combined midfielder has 

made the New Zealand Schools squad which 

is a great reward for another fantastic season 

(see page 1). 

Gualter was at home when NZ coach Mark 

Hammett phoned to say he had made it. “It was all pretty surreal, 

I don’t really remember a lot about the conversation after that,” the 

18-year-old told Selwyn Times sports reporter Jacob Page. 

Gualter’s selection is great news for the district, Lincoln High, 

and the combined side which punches above its weight in the UC 

Championship. It also shows the selectors are just not looking at 

the elite sides when it comes to higher honours. 

As for Gualter, making this squad is the pathway for potentially 

great things to come.

team leader Cinnil Thomas said 

the upgrades will help to meet 

or exceed new guidelines. 

“New Water Safety Plan 

guidelines that came into effect 

in May encourage a multi-barrier 

approach for water treatment. 

These projects and others are 

being delivered in accordance 

with these requirements,” she 

said. 

“UV treatment is an effective 

method used for water treatment 

using ultraviolet light 

for disinfecting bacteria. It is a 

standard method that is widely 

used around the world. The UV 

rays attack the genetic code of 

harmful pathogens rendering 

them unable to reproduce.” 

The budgeted costs for the 

plant on Vernon Drive and UV 

treatment for the Lincoln supply 

is $373,000 and is expected 

to be completed in June next 

year.

township supply, the plant will 

be built on Shands Rd and will

The Leeston water treatment 

plant on Leeston Dunsandel 

Rd is expected to be finished in 

January and will cost $375,000. 

The cost for UV treatment for 

the Rolleston town water supply 

is part of the total budget for the 

work planned at Helpet Park. 

As well as improve water 

quality, the plants will also 

provide additional storage as 

population numbers in the 

district continue to rise. 

The work is a part of a $6 

million dollar plan to upgrade 

water supply treatment plants 

across the district to meet or exceed 

drinking water standards 

between 2018-2021. 

Environment Canterbury 

chief scientist Tim Davie said 

the advantages are that it 

doesn’t leave a taste in the water 

and is relatively inexpensive. 

“A disadvantage, compared 

with chlorination, is that it only 

treats in one place so if there are 

further risks as the water goes 

through the network then it 

isn’t covered,” he said. 

Waterways Centre for Freshwater 

Management director 

Jenny Webster-Brown said the 

key to beneficial UV treatment 

is a good reticulation system. 

“If you have a good 

reticulation system that is 

secure then UV is fine but if 

you haven’t it can be quite risky 

and leave water sources without 

protection,” she said.

AGREEMENT ENDORSED

Games athletes’ 

special trainer 

HORORATA Highland Games 

athletes got a helping hand 

from an 18-time New Zealand 

heavyweight champion last week. 

Pat Hellier helped the athletes 

prepare for the competition at 

a training day. Hellier travelled 

from Tauranga to take the athletes 

through their paces. 

“Highland Games is a sport that 

attracts a diverse range of people 

of all ages. It was great to see at 

this training day our experienced 

competitors progressing their 

skills but also sharing with new 

people,” he said. 

The games see traditional Scottish 

competitions take place over 

for one day at the Hororata Domain. 

The festival hosts New Zealand’s 

biggest one-day Highland 

Dancing competition, top-level 

pipe bands, solo pipers, drummers 

and the strong men and women 

competing in the ‘heavy’ events. 

It is a community festival staged 

by the Hororata Community 

Trust and all funds raised benefit 

the community.

November 9 at the Hororata 

Domain. Competition entries 

are open until October 28.

Demand for homes in Springston

property turnover rate in the 

areas, which is the number of 

sales as a percentage of the total 

housing stock. 

Mr Twiss said houses in 

Springston have been selling 

quicker than normal. But he 

said there is more demand than 

supply, which is representative 

of the housing market 

everywhere right now. 

Springston’s turnover rate was 

9.1 per cent for the last year.

Joanne Chapman has noticed 

an increase in patronage over 

the last 12 months. 

“Especially in our restaurant 

side there seems to be more 

customers and new people too 

that we haven’t seen before,” she 

said. 

Mr Twiss said house prices 

play a big part in Springston’s 

property turnover and attracts 

more people to the area. 

“In the last year we can see 

prices haven’t necessarily lifted 

in Springston but the amount of 

buying and selling has,” he said. 

“People are thinking well, I 

could go to Lincoln and pay 

an average price of around 

$600,000 or go to Rolleston and 

pay in the mid-$500,000s or go 

to Springston and be close to

“People are going to start 

understanding that it has a lot of 

potential and pretty soon they’ll 

see it is a great spot to be.” 

The issue is the amount of 

available housing may limit the 

township’s growth, he said. 

“There isn’t a lot of stock 

out there but we do know new 

developments do very well in 

Springston so we will just have 

to wait and see.”

A $200,000 restoration 

project for Lincoln’s Liffey 

Stream will see it turned 

into a recreation space 

and haven for native 

biodiversity. 

Biodiversity co-ordinator 

Andrew Spanton said the 

development of Ararira 

Springs School is what 

pushed the project. 

“We identified significant 

native in-stream species 

that we needed to protect 

so the project will be 

carried out in an ecologically 

sensitive manner and 

we’re hoping to get some 

high-quality biodiversity 

outcomes,” he said. 

The intent of the project 

is to landscape and plant 

selected native plants on 

the Liffey banks below 

Southfield Drive beside the 

new school. 

The community will be 

involved in the restoration 

– including Lincoln 

University, Lincoln High 

School and Ararira Springs 

School. 

The Future Leader 

cohort at the university has 

chosen the project for it’s 

CLEAN-UP: The Liffey Stream restoration project 

will involve the community and provide a space for 

recreation and native biodiversity. 

Lend a Hand initiative this 

year. 

Cohort member Ella 

Sutherland said they are 

holding a dedicated planting 

day this week and hope 

to make a considerable 

difference to the environment. 

“Future leaders Lend a 

Hand is about giving back 

to the community in some 

form. Usually, we raise 

money but this year we are 

taking a more hands-on 

approach and quite literally 

lending a hand,” she said. 

Willows along the site 

have been removed to 

make it safe and now the 

planting of approximately 

3000 plants will be carried 

out. 

The third stage of the 

project will involve the 

installation of a pathway 

linking the existing pathways 

between Southfield 

Drive, Russ Drive and Jimmy 

Adams Tce and some 

seats and picnic tables. 

This work will begin in 

November and is aiming to 

be completed for opening 

to the public in June next 

year.

and playing with mates that 

make it easy to be a leader,” he

impressive ability to make other 

players around him better. 

“The name Wil Gualter was 

one I was hearing around the 

fields long before I saw him for 

the first time,” Wilson said. 

“Yes, he had a lot of talent but 

I’ve been really impressed with 

the young man he’s grown into. 

“He makes the boys he plays 

alongside better, they go better 

when he is on the field and taking 

charge.”

Maddie’s family’s 

costly battle with insurance company

THOUSANDS OF dollars raised 

to help Maddie Collins fight 

kidney disease has been lost 

in a battle with an insurance 

company. 

Since being diagnosed with 

nephrotic syndrome in 2008, 

the 15-year-old from West 

Melton has received two different 

kidneys. 

More than $150,000 has been 

raised for Maddie’s journey, 

which has seen her travel both 

around New Zealand and 

internationally in an attempt to 

find a kidney match. 

In 2012, a kidney from her 

father was rejected by her body. 

Maddie’s current kidney was 

donated in January last year, 

and she is currently attempting 

to fight off infections to stop her 

body rejecting it. 

Now Maddie’s mother Sarah 

Manson-Collins says the family 

has been battling Aon New 

Zealand insurance, which 

refused to pay out more than 

$3300 lost when Maddie’s current 

kidney became available. 

Prior to getting the surprise 

news from Starship Hospital that 

it had found a matched kidney in

January last year, the family had 

booked a trip to visit a specialist 

in Sydney the following month. 

The trip was for a consultation, 

to get a second opinion, as per 

medical advice. 

Maddie was on dialysis at the 

time and Mrs Manson-Collins 

says “things were getting pretty 

dire.” 

Mrs Manson-Collins had 

paid for full travel insurance for 

herself, her husband and Maddie 

for the trip to Sydney and 

declared to Aon that the trip was 

for a medical consult. 

But the news came a month out 

from the trip that a kidney was 

available for Maddie at Starship 

Hospital, making the Sydney 

appointment no longer necessary. 

Ms Manson-Collins then 

filed a claim to be paid out the 

money lost for her travel and 

accommodation expenses – 

about $3300. 

But the claim was denied, with 

Aon stating the trip had been 

for treatment, not consultation, 

and they were not covered for a 

refund. 

“We had taken out what 

we thought was really 

comprehensive insurance; we 

had been fully up-front with 

Maddie’s medical issues. So 

when I went to make the claim 

they turned it down and said we 

were travelling for treatment and 

therefore not covered . . . there is 

a big difference between a consult 

and treatment. Aon were staunch 

that a consult was treatment and 

therefore, tough luck.” 

Ms Manson-Collins has taken 

her battle to Financial Services 

Complaints Ltd, an independent 

and impartial dispute resolution 

service, as she says the policy she 

was sold was not fit for purpose. 

As part of FSCL’s investigation, 

Aon was required to also 

investigate the complaint. 

As a result, Aon said the 

claim was denied due to a section 

of the policy, which specifically 

excludes claims arising as a 

result of pre-existing medical 

conditions. 

“We have reviewed the relevant 

correspondence and spoken to 

our staff who are of the view that 

they did not misrepresent the 

cover,” said the findings. 

Said Aon spokeswoman Debbie 

Pigou: “While we appreciate the 

difficulty of the situation for the 

client, we are unable to comment 

on individual circumstances due 

to our confidentiality and privacy 

obligations.” 

Following this, Ms Manson- 

Collins said she did not take the 

complaint further with FSCL 

because she was tired of fighting. 

“At this stage, I couldn’t do 

any more fighting, I just don’t 

have the energy to battle. I tried 

and accepted defeat that we had 

lost thousands of dollars,” she 

said. 

Chubb Insurance, which had 

underwritten the policy, declined 

to comment.

Primary School’s ‘kiss and go’ 

area has prompted its principal 

Viv Butcher to meet with the 

district council to develop a new 

plan. 

Ms Butcher said parked 

vehicles are taking up the drop 

off and pick up spaces, in spite 

of the 2min limit signs, and it is 

putting pupils at risk. 

“This area does present 

a significant danger to our 

children when cars are parked 

and they are walking between 

them to get to their parents’ 

cars. We certainly do not want 

an avoidable tragedy to happen 

in our community. I have been 

in touch with the council and 

police, as I am very concerned 

that an accident is imminent if 

we do not take steps to ensure 

no vehicles are 

parked in this 

area.”

are working with the school to

supermarket in Prebbleton has 

begun. 

Deputy Mayor Malcolm Lyall 

said it is exciting for the community 

and he has been pushing for a 

development like this in the area. 

“There have been various 

projects come up that have never 

come to fruition. Seeing this 

new player come in and be really 

excited to get something going is 

awesome,” he said. 

“It will definitely be an asset to 

the community. At the moment 

we have to travel to Halswell or 

Lincoln and there are about 5000 

people in Prebbleton now so to 

have a supermarket the community 

can walk to is fantastic.”

Govt funding 

to manage 

freedom campers 


THE DISTRICT council has 

been given $223,000 from the 

government’s Responsible 

Camping Fund to help manage 

freedom camper numbers. 

District council open spaces 

asset manager Mark Rykers said it 

is very pleased and grateful for the 

funding. 

“It will help to provide improved 

management of camping 

in the district and cover some 

of the additional costs resulting 

from the influx of campers into 

the district,” he said. 

The money will go towards 

the continued employment of a 

seasonal ranger along with the 

provision of a vehicle. 

The funding will also be used to 

cover additional operational costs 

associated with the large numbers 

of campers visiting the freedom 

camping sites. 

This includes refuse disposal, 

toilet cleaning and emptying 

waste disposal tanks. 

Part of the money has been 

allocated to emptying campervan 

dump stations where holding 

tanks are provided. 

Some additional signage will be 

installed on the sites to encourage 

responsible camping behaviours 

as well. 

Sewer system brings certainty 


THE UPPER Selwyn 

Huts community says the 

recommended option for their 

new wastewater system will 

bring certainty for the future. 

Resident Graeme Young says 

the community is very pleased 

with the recommendation. 

“The vote on 

us having a sewer 

system here gives 

us certainty for 

the future. It is a 

long-term solution 

rather than a

short-term one,” 

he said. 

The Upper 

Selwyn Huts Wastewater Working 

Party presented its final 

report with the preferred option 

at a district council meeting last 

week. 

The proposed new system 

would see a pumped low-pressure 

sewer installed with a compact 

package treatment plant 

where the wastewater would be 

collected and treated. 

A new dispersal area would be 

made for the treated water to be 

dispersed into raised beds in the 

huts reserve area. 

It is estimated to cost the 

community $3 million and will 

be funded by a targeted rate of 

approximately $4000 over the 

Upper Selwyn Huts area. 

Mr Young said a targeted rate 

for residents was not their preferred 

option for funding. 

“We wanted to be included in 

the district-wide rating system 

but we also don’t think it’ll end 

up costing as much as the estimated 

amount.” 

District council chief executive 

David Ward told the Selwyn 

Times that its position to decline 

targeted rates was due to climate 

change. 

He said the Upper Selwyn 

Huts has limited time due to 

climate change and forecast sea 

level rises this century. Therefore, 

the council did 

not believe it was right for 

ratepayers elsewhere in the 

district to pay for its wastewater 

system. 

“The council’s opinion is that 

there is an issue of fairness in 

asking the entire district to 

pay for a wastewater system at 

Upper Selwyn Huts given the 

uncertain, but clearly limited, 

time frame that any new wastewater 

system would be in use,” 

Mr Ward said. 

In May the district council 

voted that the residents would 

have to pay in full for a wastewater 

scheme, when its current 

scheme expires in June 2020.

A misconception about car reliability

Many people believe modern vehicles are reliable, 

needing less servicing than older vehicles. In 

reality they can need more care. 

“Older cars are more tolerant with less to go wrong. 

With more technological features, modern vehicles 

need regular maintenance,” explains Simon Wilson, 

owner Rolleston Diesel & Petrols. 

When basic maintenance is overlooked, a vehicle’s 

parts wear out. The effect is higher vehicle costs, a 

shorter vehicle life and less safe motoring. 

There is a myriad of reasons why a vehicle may 

be unsafe. Not checking the tyre tread may lead 

to driving on balding tyres, reducing the ability to 

stop quickly especially on slippery roads. An oil or 

water leak not attended to, could lead to engine 

or other damage. Visibility may be difficult in wet 

weather due to worn windscreen wiper blades. The 

suspension might look fine when inspected for a 

warrant of fitness but deteriorate due to wear and 

tear of parts like a suspension bush. The manner in 

which a vehicle is driven and who drives it, are also 

factors. 

MTA (the Motor Trade Association) recently 

announced that 40% of vehicles fail their warrant of 

fitness checks the first time round. 

“Many people think that if a vehicle has been 

serviced and passed its warrant of fitness, it’ll be 

safe for the coming year but it doesn’t work like that. 

A lot can go wrong in a year. It’s too long, especially 

given the accident statistics,” suggests Simon. 

He believes every motorist has a responsibility to 

ensure their vehicle is in good working order so 

those close to them and others are safe on the road. 

Having a professional eye cast over your vehicle 

every six months increases the chances of potential 

issues being picked up. 

“Just because your vehicle had a WOF check on a 

certain day does not mean things won’t go wrong in 

the next 12 months. If vehicle owners are proactive 

and look after their vehicles they last longer and are 

safer to drive,” emphasises Simon.

Kathryn Furniss & Wendy Matenga

The fanciful floral and faunal paintings of Kathryn 

Furniss and Wendy Matenga feature in the September/ 

October exhibition at Little River Gallery. Vast, sweeping 

skies featuring soaring gannets evoke feelings of flight 

and freedom, while framed in foliage against lush 

backgrounds native birds flourish, sitting silently, inviting 

you into their story. Vessels from the past convey a 

retrospective view of a woman in the home. Required to 

work with nature to make things flourish, hands ask the 

question “are we offering or taking?’ 

A self-taught artist, Kathryn Furniss draws her inspiration 

from pacific landscapes and NZ’s native flora and fauna. 

Painting in both acrylic and ink, her style involves the 

building up of many textured layers, beginning with 

loose abstract washes, her final brush strokes are 

more controlled and detailed. Kathryn has successfully 

exhibited throughout New Zealand and internationally for 

14 years. Her body of work in this exhibition incorporates 

painterly skies, moody landscapes and the native flora 

and fauna that she’s best known for.

Home and back to reality 

WOW, DROPPING a 

casual 20-odd deg C in 

day-to-day temperature is 

unfriendly. 

Luckily for Vittoria, she’s 

barely seemed to notice 

the change from T-shirts 

and dresses to trackies and 

cardies. 

As you might have 

guessed from the weather 

whinge, we’re back from 

our Italian holiday and 

getting back into the 

normal routine. 

Before we jumped back 

into our delightful South 

Island freshness, we 

stopped in Brisbane to ease 

through the jetlag. 

Vittoria was again a 

complete professional 

on the flights, spending 

most of her time asleep in 

my arms. I had worried 

that, with us arriving into 

Australia at night, that 

would mean her rhythms 

would be stuffed. 

But again, she smashed 

it. Straight to sleep when 

we got to her aunty’s and 

back into a normal rhythm 

without trouble. I, on the 

other hand, became a big 

sudden-onset-nap fan for a 

few days. 

As a kind of final act 

of the holiday, we took 

Vittoria to the Lone Pine 

Koala Sanctuary. As well as 

touching a koala, she also 

surprised her mother and 

I by being brave enough 

to hand feed and pat a 

kangaroo.

species in our section is the 

brown soft scale Coccus 

break out in a huge smile 

as it nibbled the pellet 

food from her outstretched 

palm. She’d then reach 

back for more or lean in 

for a stroke of neck fur 

like she’d been raised from 

Steve Irwin himself. 

I can’t wait to see if her 

new confident attitude 

towards animals will 

translate to feeding the 

previously “terrifying” deer 

at Willowbank. 

This week may even be 

the perfect time to try, as 

Laura is back to work and 

it will be the first time it’s 

been just me and bubs 

for a long time, so furry 

distractions might be just 

the thing.

What started it all for you? 

It all began when I rescued 

a crossbreed dog for myself 

about a decade ago and I was 

just shocked at how many dogs 

were there and needing homes. I 

went and spoke with some of my 

friends and asked why isn’t there 

a rescue? I couldn’t understand 

why somebody wasn’t doing 

anything. They said it’s too hard, 

it takes too much money and 

is too time-consuming and I 

stupidly thought, well it can’t 

be that hard and started up a 

rescue. 

What is your favourite 

memory you have with a husky? 

We picked up a dog from the 

West Coast and he had an anal 

gland blockage. We were driving 

along and my friend and I sort 

of heard this funny noise and I 

turned around and said: “Is he 

peeing in my car?” My friend

Thrones have made the breed 

very popular and the number of 

dogs we are having to rehome 

is increasing all the time. Any 

show with anything wolflooking 

increases the popularity 

of huskies. The problem is, it 

all tied in with social media 

advertising and so instead of 

people having to go on a wait 

list with a registered breeder, 

wait six months to a year and 

in that time get all the relevant 

information about care of the 

dog, now people just have to 

click ‘ I want.’ 

What exactly does your 

charity do? 

We take in surrendered or 

abandoned huskies, check them 

out for health issues, suitability 

for re-homing, and arrange for 

them to be de-sexed, vaccinated 

and micro-chipped. We then 

care for them until they find 

a home. We have also set up 

foster homes in Christchurch, 

Wellington and Te Puke where 

the dogs can go. A huge part of 

what we try to do is education 

and law change. It’s important 

people know what is required 

to enjoy this wonderful breed 

and that would really help the 

problem, but at the moment it is

Why do you think 

people should care about 

huskies? 

People should care 

because they’re animals 

and they can’t just speak up 

for themselves. We should 

care because New Zealand 

has a real ambulance at the 

bottom of the cliff mentality 

about a lot of things and we 

need to start being more 

proactive about our laws 

and social responsibilities. 

Everything in our lifestyle 

has just become so 

disposable and our pets 

have too, we need to care 

more about things outside 

of ourselves. 

Do you have any dogs 

yourself? 

Yes, I have five of my own. 

Three are huskies, Samurai 

is seven-and-a-half and we 

rescued him. Apache is five 

and we also rescued him. 

Both of them came to me at 

six-months-old. Magnum is 

a NZ Kennel Club registered 

pup and he is a one-yearold. 

Then I have two other 

rescues that are our little 

farm protection animals 

because huskies don’t bark. 

I have a blue heeler called 

Tasmania and Bishop who 

is from another awesome 

rescue charity based in 

Otaki and he’s a kelpie. 

Wow, is it difficult 

looking after all those 

dogs? 

I would say I’m lucky 

with the set up we have 

here. There’s tons of space to 

run about and I even have 

concrete floors. You find 

ways to make life easier. I 

am just very lucky, but most 

of the time these guys just 

run around like a bat out of 

hell all day anyway. They get 

to run around and play all 

day and I get so much joy 

from seeing that. 

Can you tell me about 

your family? 

Well, that’s easy, it’s just 

me, full stop. The pups are 

my family and someone 

needs to be based on-site 

24/7 to care for them, so we 

are very close. 

What are your hopes for 

the future of Husky Rescue 

NZ? 

I have just purchased 

4ha of land between 

Templeton and Rolleston 

because we have a desperate 

need to expand. There 

wasn’t enough room at 

our West Melton site and 

we really want to move 

the charity forward and 

for the public to be able to 

come on-site and meet the 

pups. The issue is, to get 

the property I have had to 

take out quite a significant 

personal loan and now we’re 

trying to fundraise for the 

infrastructure we need to 

open next year. The amount 

of funding that we need 

to get it up-and-running 

is five times the amount 

we typically get in a year, 

so it’s a big ask. We are 

also going to apply for a 

funding grant for the first 

time, we’ve done it on our 

own the whole time but we 

think now it’s time to ask 

for help. I’m hoping the 

new space will mean the 

charity continues to expand 

and the community can get 

involved.

are very excited to have 

received the award. 

“It’s really great to have 

some acknowledgement of 

the programme because 

it’s celebrating all of the 

people who come together 

with the schools to take action 

and create habitat for 

our native biodiversity.” 

The prize also came with 

$2000. 

Mrs Drage said the 

money will help as a lot 

of the programme comes 

down to funding. 

“It’s so good for us 

because if we can show we 

are running a great programme 

and receiving this 

award then hopefully that 

updated memorandum 

of understanding to focus 

future relationships on mutual 

sharing of information 

in the areas of education, 

agriculture and water, tourism 

and exchanges. 

Both of these relationships 

developed because

Plantout programme sees 

the trust connect local 

schools with restoration 

projects close to them. 

“The school comes for 

a whole day of action and 

plant usually 400 plants 

at the site and also rotate 

around different activities 

which are designed to 

give them information on 

biodiversity.” 

“We also return in 

autumn to see if the plants 

have survived and how 

biodiversity is increasing.”

Darfield High School to 

view some of the specialist 

facilities.

consecutive Selwyn premier 

netball final on Saturday with 

Broadfield A. 

The two teams will meet once 

again for the title, a year on from 

Greenpark A’s shock one-goal 

win. 

Greenpark A beat clubmates 

Greenpark B 57-41 in one final 

while Broadfield had a tougher 

time against a plucky Lincoln A 

57-49. 

Sullivan said Broadfield A were 

clearly the most consistent team 

and deserved to be favourites for 

the decider. 

Broadfield A have won two 

of the three meetings with 

Greenpark A this year. 

Broadfield won the round one 

clash 56-53, before Greenpark A 

triumphed 60-52 in round two. 

However, Broadfield easily won 

their last encounter on August 

17, 66-40. 

“It would be great to go backto-back 

but we’re probably in the 

same position as last year. 

“They probably deserve it and 

they prepare for it while we give 

it everything on the day.’’ 

The opposite goal shoots 

of Broadfield’s Maia Hill and 

Greenpark A’s Casey Ashton 

would have a big influence on the 

game. 

“Casey is a brilliant target for 

us and scores some fantastic 

goals but it’s all about the work 

that the others can do out the 

front of the circle to get her the 

ball. 

“Maia is a similar player to 

Casey so we have to find a way to 

shut her down.’’ 

Sullivan said the team would 

stick to their no training policy 

this week ahead of the final. 

Broadfield A coach Yvonne 

Crichton-Hill has a concern with 

goal attack Brittany Brown injuring 

her knee in the second half 

and is unlikely to play the final. 

Said Crichton-Hill: “We’ll need 

a full-court game, we’ll have to 

be good in all areas.”

voting papers 

Watch out for voting papers in your mailbox later this week – with voting set to open on Friday. 

Voting papers for Selwyn’s local elections are being mailed to registered voters this week, with all 

papers expected to be delivered by next Wednesday (25 September). 

Voting is by postal voting, and papers must be received by the Council before midday on Election 

Day, Saturday 12 October. 

There will also be ballot boxes at the Council offices and at service centres in Darfield, Leeston 

and Lincoln. 

As well as council elections, voting packs will include voting papers for the Regional Council and 

District Health Board elections. Voting papers will contain clear instructions on how to vote. 

“People should read their papers carefully before casting their vote to ensure they are using the 

right voting method,” says deputy electoral officer Stephen Hill. 

“Although electoral rolls have now closed, people can still enrol to vote. However, they will need to 

request special voting papers.” 

“I’d encourage anyone who hasn’t yet registered to do so and cast a special vote – this is 

everyone’s opportunity to have a say on how Selwyn is run over the next three years.”

Sport trust wins with ‘wow moments’ 

Continuing our series profiling the Selwyn Awards 2018 winners. Selwyn Sport Charitable Trust won the 

Sport Award. 

Winning at the 2018 Selwyn Awards a humbling experience. 

The Selwyn Sport Charitable Trust were excited about entering the Selwyn Awards, seeing it as a great 

opportunity to reflect and take a strategic look at how far the trust had come since their creation in 2013. 

Winning wasn’t even on their radar. So the announcement at the Awards Gala Dinner at the Lincoln 

Event Centre (LEC) came as a pleasant surprise. 

“It was a really humbling experience to be acknowledged and recognised at the dinner [as the winner of 

the Sport Award], and it was nice to have the validation that the Trust was actually achieving to the level 

that we thought” says Michael Wilson, Executive Officer of the Trust. 

Established to promote and support participation in sport and recreation in Selwyn, the Trust’s primary 

objective is to increase participation and volunteering in sport and active recreation by supporting, 

coordinating and complementing existing providers – clubs, schools and community groups. 

The Trust has grown steadily and everyone involved is passionate about identifying new opportunities, 

filling gaps and delivering on the needs and desires of those they work with. 

“Wow moments happen often, especially with younger children who are 

so raw and real with their emotions. The Awards process really enabled us 

to look back on our six year journey and reflect on those wow moments,” 

says Michael. 

He would definitely encourage others to enter the Awards and highly 

recommends attending the Awards Gala Dinner. The dinner, he says, is a 

celebration of everything Selwyn and allows individuals and businesses to 

connect with others in the District who are also achieving amazing things. 

So where to now? 

“We will continue to grow!” say Michael. “Winning has allowed us to 

develop the reputation and brand awareness [of the Trust] and we now 

have faith in going out, telling our story and talking about what we are 

trying to achieve.” 

A place for all celebrated at 

citizenship ceremony 

It was a celebration for young and old as the country’s newest citizens 

were welcomed at the Council’s monthly citizenship ceremony. 

The ceremony saw 31 people from nine different nationalities 

become New Zealand citizens. Among them were Mahsamae 

Dokouhaki, 91, who moved from Iran 20 years ago to join her 

daughter and family here. 

She was joined by 14-year-old Oscar Gosling originally from England. 

The first member of his family to become a New Zealander—Oscar 

told the audience he moved to New Zealand at the age of four. “I 

didn’t have any choice in that, but I have loved every moment in New 

Zealand. I have immersed myself in New Zealand and I wish to thank 

this country for everything it has done for me.” 

Along with many families taking the oath together were friends for 

20 years Dr Bhanupratap Vanga and Dr Venkata Chelikani who 

studied for their doctorates here and had decided to become New 

Zealanders together. 

Te Wiki o te Reo Māori was also marked by Till and Tina Peters, 

originally from Germany, who took their oath in te reo. Along with 

marking Māori language week Mr Peters said they chose to take the 

oath in te reo as the text seemed more modern. 

Mr Peters told the group he first came to New Zealand in 2005 to 

study before Mrs Peters joined him to travel and the pair fell in love 

with the country. “I remember walking on a beach in New Brighton 

thinking we will be back someday.” 

Friends for 20 years Dr Venkata Chelikani and Dr Bhanupratap Vanga ready to pick up 

their citizenship papers with Deputy Mayor Malcolm Lyall. 

Kickstart your riding fun 

Canterbury’s Kickstart Roadside motorcycle events are on soon, 

with just two weeks till the first event in Selwyn. 

Take a break on your weekend ride at one of our Kickstart Roadside 

events starting in Tai Tapu on Sunday 6 October 9am–3pm. This free 

event is all about encouraging riders to develop new skills that will 

keep them safe when on the road. 

There will be free coffee and great prizes up for grabs, plus a 

chance to chat to motorcycle trainers and get information on the 

Ride Forever motorcycle skills courses. These courses are heavily 

subsidised and sponsored by ACC.

The first Selwyn houses to get their RFID electronic bin tags will start receiving information on the 

tagging process next week. 

The stocktake and tagging of the district’s 51,000 bins is expected to take six to eight months to 

complete. It will see addresses checked for all bins and an RFID tag fitted to each bin. The tag is 

automatically scanned each time the bin is collected. It will allow the Council to maintain accurate records 

of the bins at each property, allowing for a more efficient service and to ensure fair charging for all. 

Flyers will be sent to the first houses next week and text alerts the day before the tagging crew is in your 

area. A small round yellow sticker will be applied to the side of each bin once the tag has been fitted.

and show-jumping phases on

“The rain didn’t worry him (on 

Saturday),” she said. 

“He was as happy as, he felt 

really confident. (On Sunday) I 

didn’t go fast at all and he was 

awesome. He jumped really well 

and he feels absolutely fantastic.” 

Cammock, who is in New 

Zealand’s high performance 

potential squad, recently had 

lessons with high performance 

eventing coach Jeff McVean. 

“While he didn’t tell me 

anything massive, he made me 

realise that I knew in my own 

mind what I wanted to achieve,” 

she said.

CELYN EDWARDS earned two 

top eight international rankings 

in the World Para-Swimming 

Championships at the London 

Aquatic Centre. 

The 18-year-old, who trains 

with the Selwyn Swim Club and 

was New Zealand’s flag-bearer 

at the opening ceremony, swam 

a personal best to finish sixth in 

the final of the men’s 100m S8 

backstroke with a time of 1min 

12.94sec. 

He backed that up with eighth 

in the 100m S9 butterfly final in 

a time of 1min 09.03sec. 

The championships finished 

on Monday. Edwards, who lost 

an arm in a car accident when 

he was five, was disqualified in 

the 200m individual medley 

heat due to a technicality on his 

transition to breaststroke when 

he was on pace to be ranked 

ninth in the world. 

While he missed out on the 

final of the 100m breaststroke, 

his time in the heat of 1min 

23.50sec saw him ranked 14th in 

the world. 

Edwards said on social media 

he is keen to return home and 

build on the results he has 

earned.

Spring is here and that means freshness, colour, warmth, sunshine and being outdoors. Fresh produce is becoming more abundant and some flavours are 

more prominent on supermarket shelves. Along with your standard juice blends, try these more exciting and less traditional combinations 

•Sunshine 

Ingredients 

Fresh pawpaw 

Apple juice 

Ice 

30ml Midori 

15ml Malibu 

Directions 

Blend pawpaw and apple juice. 

In a glass filled with ice, pour 

over the Midori and Malibu. Top 

gently with the juice mix. 

•Sugar plum 

Ingredients 

Ice 

30ml vodka (optional) 

15ml Cointreau liqueur 

‘Famous for their roasts!’

Orange and plum bitters 

15ml elderflower cordial 

1 lemon

My family and I recently returned to New 

Zealand, and I joined the Lincoln VetEnt team 

at the start of this year. Since my graduation 

from Massey University in 2002, I have been 

fortunate to care for a wide range of animals 

in many countries, as far afield as Mongolia 

and as tropical as Samoa. Outside of vet life, I 

enjoy making the most of local bush walks, playing 

ultimate frisbee, and curling up in the sunshine with a 

good book.

Having worked in small animal veterinary 

practice in various clinics in England, Auckland, 

Christchurch and Tauranga, I now enjoy

staff, who make the sometimes challenging 

work of treating sick animals easier. Living in 

Halswell with my husband and two sons I try to 

make the most of the outdoor life Christchurch has 

to offer. The port hills are a fantastic place for a bike ride or hill walk and, as 

a family, we love to get to the mountains to ski, except the boys now beat me

I enjoy the variety. Home is Romania where I 

studied veterinary before coming to NZ in 2002 to gain

things! When I’m not extracting the slimy spring

or playing with my cute nieces at Sumner beach. 

I’ve loved animals since I could reach a chubby arm 

out and grab my obliging cat’s tail. The late Steve Irwin 

has always been a great role model of mine because of his

Bee aware this month 

September is Bee Aware Month, a 

nation-wide celebration of bees and their 

importance to our ecosystem, food chain 

and economy. 

Agriculture Minister Hon Damien 

O’Connor inspected the Prime Minister’s 

beehives based at Premier House in 

Wellington to mark the beginning of Bee 

Aware Month. He told young beekeepers 

from Te Aro School that bees were the most 

important animal in the world and needed 

our protection. 

“Without bees we wouldn’t have 

pollination, and without pollination we 

wouldn’t have food. If we look after the 

bees then they can look after pollination.” 

Bee Aware Month is coordinated by 

Apiculture New Zealand, and the theme 

this year is: ‘Love our Bees’. New Zealanders 

are being asked to show their love by taking 

some simple steps to improve bee health 

such as: planting bee-friendly plants like 

wildflowers, providing clean water for 

bee rehydration, choosing bee-friendly 

pesticides and spraying safely. 

Bees also provide the much-loved sweet 

treat, honey, and Bee Aware Month is also 

an opportunity to celebrate of the wide 

range of delicious and unique honeys 

produced here in New Zealand. 

Apiculture New Zealand chief executive 

Karin Kos is asking New Zealanders to 

support our hard-working bees. 

“We are lucky to have a healthy bee 

population in New Zealand, but we can’t 

be complacent. Bees need our help to stay 

healthy and Bee Aware Month is all about 

encouraging people to do those small, but 

vital things, that make a real difference.”

Submissions open 

on chemical review 

The Environmental Protection Authority 

(EPA) is seeking submissions on a proposed 

review of the hazard classifications of a 

range of substances. 

The EPA regulates pesticides, household 

chemicals and other dangerous goods and 

substances under the Hazardous Substances 

and New Organisms Act. As well as 

evaluating and approving substances, we can 

reassess substances and make new decisions 

about whether the hazard classifications and 

controls (rules around their use) need to be 

updated. 

We are proposing to update the hazard 

classifications of 79 substances – including 

single chemicals, and mixtures containing 

chemicals - to take into account new 

information such as study data, and reviews 

or assessments by overseas chemical 

regulators. 

The hazardous properties of a substance 

are classified to determine how, when 

considered in combination with the likely 

exposure to the substance, the risks can be 

managed. Changes to hazard classifications 

may result in changes to the controls that 

apply to the substances. 

The substances covered in the review 

include iodocarb (a fungicide and 

antimicrobial used in paints, agrichemicals, 

and timber treatment products) and sulfur 

(uses include as a component in fertilisers; 

in animal care and nutritional products). 

This application is being processed as a 

modified reassessment, which means that 

only specific aspects of the approvals will be 

considered during the reassessment, and the 

approvals cannot be revoked (i.e. substances 

cannot be banned) in this process. 

Suppliers, manufacturers and users 

of chemical products should check the 

application documents to see whether 

their products are affected by the proposed 

changes. 

This chemical review is part of our 

chemical reassessments programme. This 

programme includes a Priority Chemicals 

List of 39 chemicals we believe are most 

in need of review in New Zealand. We are 

reviewing chemicals on this list. More than 

700 chemicals were screened during the 

development of the PCL, and we continue 

to screen chemicals when new information 

becomes available. 

Submissions on the chemical review close at 

5pm on Wednesday 25 September 2019.

No time to dawdle, there’s plenty to do in the garden 

AS OUR recent weather has 

served to prove spring is often 

very unsettled, but by the end of 

the month, temperatures have 

usually risen and the growth in 

the garden abounds. 

There are a million tasks to do 

in the garden; all enjoyable, especially 

the planting of the summer 

vegetable garden. 

It’s probably the most active 

time of the year in the vegetable 

garden. Prepare the area well by 

adding in new compost in significant 

quantities. 

All summer vegetables can 

now be safely planted, including 

courgettes/zucchini, cucumbers, 

beans, beetroot, carrots, celery, 

corn, leeks, lettuce, melons, 

onions, radish, pumpkin and 

tomato. 

To avoid vegetables all maturing 

at one time, stagger your 

plantings as continuous cropping 

and supply is much preferable. As 

plants become established, apply 

light side dressings of vegetable 

fertiliser to help develop strong 

healthy plants. Water young 

plants regularly and deeply to 

encourage a strong root system. 

The last of winter flowing annuals 

can now be removed and the 

soil prepared for new plantings. 

As with the vegetable plot, add 

plenty of compost to the soil and 

dig it over well to create a fine 

tilth (breadcrumb like texture) 

ready for planting. Summer flowering 

annuals can include alyssum, 

asters, cornflowers, californian 

poppy, cosmos, livingstone 

daisy, lobelia, marigolds, nemesia, 

petunias, portulaca, phlox, salvias, 

sweet peas and zinnias. 

Early varieties of strawberries 

will begin to ripen towards 

the end of next month. Check 

plants for any signs of grey mould 

(botrytis). Remove any infected 

leaves and ensure there is enough 

pea straw, mulch or hay around 

plants to keep developing berries

The first application of lawn fertiliser 

can now be made; hopefully 

at the same time as spring rain, 

otherwise water it thoroughly 

after applying.

They may require some minor 

pruning before they break into 

spring growth. Apply fertiliser to 

these plants in late next month 

and apply mulch all around your 

shrubs. 

Now is a great time to plant 

containers and pots with summer 

flowering annuals such as 

petunias which are a favourite 

to provide colour throughout 

summer months. Start your new 

seasons display by removing 

existing potting mix, thoroughly 

cleaning the container before 

refilling with new container mix 

and planting. 

In the herb garden, remove any 

old plants from the previous season 

herb garden. Plant out new 

seasons herbs, including those 

that are frost tender such as basil. 

Clip your herb plants frequently 

for culinary use and to encourage 

fresh young growth.

This is a great activity to get you started and give you a head start on 

the growing season without risking your hard work being undone. Late 

frosts and heavy rain can not only dampen your soil, but also your 

spirits if you have planted out and then lose your plants to bad weather.

You can start sprouting seed potatoes now, ready to

Feisty Kia Cerato deserves GT badge 

Motoring

HISTORICALLY, hot 

hatchbacks had three doors – take 

Peugeot’s 205 GTi, Volkwagen’s 

GTi and Toyota’s Corolla GT, for 

example. 

That’s all changed, most of the 

affordable fun cars which fit into 

that category now have four doors 

– or five – as is the case of Kia’s 

Cerato GT. 

The Cerato range entered a 

new generation early this year. It 

consists of six models, two sedans 

and four hatchbacks. Amidst the 

line-up is what Kia label GT-Line, 

and I drove that 2-litre car in 

June. 

Not to be confused with GT- 

Line is another sporty variant 

within the range, and it is badged 

simply GT. 

Although specification within 

the two nameplates is similar, 

the GT differs markedly from 

GT-Line in terms of driveline 

mechanicals; instead of the 

naturally-aspirated 2-litre engine, 

the GT gets a turbocharged unit 

of 1.6-litre. Although the Cerato 

GT is all-new, the engine is pretty 

much a carryover, it was first seen 

a few years ago in some Hyundai 

product and in Kia’s own Soul, 

Koup and Pro_cee’d GT. 

This engine has all of the ingredients 

which make the Cerato 

GT a true hot hatch. It is rated 

by Kia at 150kW (6000rpm), 

and with 265Nm available all of 

the way between 1500rpm and 

4500rpm it has a broad spread of 

power through the rev range. If 

you take into account that the entire 

car weighs in at just 1385kg, 

then there is a solid power-toweight 

advantage. 

What’s more, the engine is one 

of the sweetest you could find in 

a car of this type, it is an absolute 

honey in terms of delivery, there 

is no raucous sound, just a tantalising 

throb out of the exhaust 

pipes, it sings delightfully as it 

heads towards the red line which, 

incidentally, is a lively 6500rpm. 

It works the top end willingly, 

yet, as I’ve mentioned, the torque 

spread is its greatest asset, it 

works the bottom end forcefully 

and without lag. 

I’d really like to drive this car 

with manual gearbox, a six-speed 

manual has been hooked to this 

engine before, but I’m picking 

that’s never going to be an option 

in today’s automatic-focussed 

market. Instead, drive is transferred 

through a seven-speed dual 

clutch transmission which is as 

close to a manual as you’ll get to 

experience these days. There are 

only two pedals, so you treat it as

an automatic. The ratios extract 

well the power outputs, and shifts 

are lightning fast. Paddle-shifters 

allow the driver to be involved in 

the gearchange process if he/she 

feels the desire to do that. There 

are also adjustable drive modes 

which the driver can choose to set 

the engine management protocols 

for each type of journey. 

The Cerato GT wouldn’t really 

deserve the GT label if it didn’t 

have the figures to back it up. 

Kia claims a 7.7sec time to reach 

100km/h from a standstill, while 

by my stopwatch it will lunge 

through a highway overtake 

(80-120km/h) in 4.8sec. These 

compare well to its competition, 

when I evaluated the Peugeot 

308 GT recently, its power and 

performance figures were almost 

identical. 

In recent years motor vehicle 

manufacturers have also used 

turbocharging as a technique to 

enhance fuel efficiency. I’m not

saying the high-boost set-up 

in the Cerato GT is structured 

for that, but as a car it still has 

satisfactory fuel use stats. Kia 

also claims a 6.8-litre per 100km 

(41mpg) combined cycle average. 

At 100km/h on the highway, the 

evaluation car was recording a 

5.5l/100km (51mpg) instantaneous 

figure with the engine turning 

over at a lively 2100rpm. 

When I took the car back to the 

dealership, the average readout 

was sitting at 8l/100km (35mpg). 

By my reckoning, these are good 

figures given I used the turbo 

boost often just to feel the surge. 

I took the test car west to the 

Malvern Hills, the roads were 

drenched through rain so there 

wasn’t much of a chance to test 

chassis control, but the fully independent 

set-up in the Cerato is 

true GT material. Bear in mind it 

is the only model in the range that 

has the advanced set-up, others 

have a more simplistic rear torsion 

beam suspension. The spring 

and damper rates are a little firm, 

but you’d want nothing less. 

There is just enough compliance 

to absorb road bumps, but 

the benefit is the way the suspension 

controls body movement 

and gives the tyres the best 

possible chance of maintaining 

grip. Incidentally, the 225/40 x 

18in Michelin Pilot Sport rubber 

is perfect for this car, the ride is 

quiet and steerage wonderfully 

direct. 

Kia has things pretty much its 

own way in the affordable midsize 

GT market. Sure, there are 

a couple of other models which 

sit in that segment – Peugeot’s 

GT, as mentioned, VW’s Polo GT 

and Suzuki’s Swift, and at $41,990 

the Cerato GT is keenly priced 

against the Euros. 

It’s also a car that is far from 

selfish, it will easily cater as a 

serious five-seater, and because of 

its practicality it’s easy to see why 

the five-door layout makes it a 

tempting proposition.

It has been a privilege to represent Mid 

Canterbury – Ashburton and Selwyn Districts. 

Three years of learning and experience, and 

an Institute of Directors governance course, 

has enabled me to bring effective, considered 

decision making to the ECan table. 

Through the Canterbury Water Management Strategy portfolio, 

I’ve led the Selwyn River recharge programme, advocated 

for the review of Ashburton River consents allowing for 

adaptation and achieved the statutory acknowledgement of 

the Hinds Drains working group recommendations. I now chair 

the Performance, Audit and Risk committee, deputy chair the 

Canterbury Group Civil Defence and also sit on the Air, and the 

Hazard & Risk portfolios. 

It is one thing to have exciting ideas and a wish list from the 

community, but to have the experience and knowledge of 

local government operations and how to achieve that list is 

another. I constantly advocate for all constituents and seek your 

continued support!

SELWYN TIMES 

Our rural and urban communities have 

a symbiotic relationship relying on each 

other. We therefore cannot have extreme 

views of each other’s worlds, but need to 

work together to take us forward. 

It has been a privilege to represent Mid Canterbury - Ashburton and 

Selwyn Districts for the last three years. These three years of learning 

and experience, as well as attending an Institute of Directors governance 

course, has enabled me to bring effective, considered decision making 

to the ECan table, which I wish to continue doing. I am standing for reelection 

because not only have I genuinely enjoyed my first term, I feel I 

have made a very positive and real contribution. I understand politics and 

how to engage in processes to achieve the best outcomes possible in 

what at times are almost no-win situations. A number of achievements 

stand out for me after my first term at ECan. Through the Canterbury 

Water Management Strategy portfolio, I’ve led the Selwyn River recharge 

programme, advocated for the review of Ashburton River consents 

allowing time for consent holders to make the best of the tough 

flow regime that comes into play in 2023 and achieved the statutory 

acknowledgement of the Hinds Drains working group recommendations. 

This farmer driven project provides both environmental and production 

outcomes that are truly collaborative in their genesis and outcomes; 

the epitome of the Canterbury Water Management Strategy. Through 

the Hazard and Risk portfolio I am the ECan nominee on the Canterbury 

Group Civil Defence committee, and at present I am the deputy Chair. 

This has given me the opportunity to work with both the Minister and the 

Civil Defence Ministry in providing input into what the new Emergency 

Response Ministry will look like, and the processes and systems that 

sit under it. In the past few months, I have been appointed Chair of the 

Performance Audit and Risk Committee. This committee provides the 

public face and reports on the finances and levels of service of ECan. We 

have, as a Council, agreed that we need an independent member on this 

committee to assist us with driving best practice, both in identifying and 

mitigating risk but also in driving financial performance. This is all part of 

an ongoing conversation with senior management as to how we control 

costs, and therefore things such as rate rises, and look at continuous 

improvement in the organisation.



There are real challenges facing ECan in the near future, the first of 

these is how the new Council comes together following the departure 

of the appointed members. It is therefore vital that some knowledge 

is retained at the Council table given the further challenges we face. 

The second challenge is with where Central Government wants to take 

water management. As I write this, we know that there is a National Policy 

Statement on fresh water announcement coming and without knowing 

the detail as yet it will be significant. The significance will not just be the 

changes to management and planning but also the tight time frames that 

might be attached. Adaptation and planning for climate change are the 

on-going challenging work programme ECan faces. The planning requires 

an audit of our plans and programmes to ensure that we take account 

of the effects of the coming change. ECan role is one of adaptation, of 

significance to the build environment is sea level rise and the response to 

those who will lose homes to this and the increased storm surges. Coastal 

erosion is already having a detrimental effect on communities along the 

Canterbury coast. 

Rurally as we receive less alpine snow pack we will have less access to run 

of river water for irrigation. The same amount of precipitation will fall but 

more as rain meaning there will need to be more water storage required. 

As the east coast warms and dries we will need more water to maintain 

agricultural production in whatever form that may be.

As a third-generation dairy farmer from the Leeston area 

I am well aware of the implications of what we impose 

on the rural community, and work for all constituents to 

mitigate the impacts. Like many I am also aware of what 

it is like to receive M.Bovis NoD, and the hell of working 

through that. I am married to Karen and we have two 

children, one studying nursing, and the other in the New 

Zealand Army. Our Family has a strong community focus; 

in particular with St John Ambulance, I am a qualified 

paramedic, my wife is an Emergency Medical Technician, 

and our children are now operational volunteers.

of my 3 years at ECan, 32 years 

on the road as a volunteer 

ambulance officer, and lifetime in 

rural communities has given me 

unique insight into environmental

on both the community and
