PROVIDE (DIRECTLY OR INDIRECTLY)<br />
ADVANCED TELECOMMUNICATIONS SERVICES<br />
At the August 5 City Council meeting, the City Council<br />
unanimously approved a resolution submitting to a vote of<br />
the registered electors of the Village an “opt out” question on<br />
the ballot of whether the City of Greenwood Village should<br />
be allowed to provide advanced telecommunication services,<br />
directly or indirectly, currently prohibited by Title 29, Article<br />
27 of the Colorado Revised Statutes, also known as Colorado<br />
Senate Bill 05-152 (SB 05-152).<br />
WHAT IS COLORADO SENATE BILL 05-152?<br />
Colorado Senate Bill 05-152 is a measure passed by the<br />
Colorado Legislature in 2005. The current law limits the<br />
ability of Colorado cities and counties to provide<br />
telecommunication services such as broadband internet<br />
service, as well as the ability to partner with private<br />
businesses and leverage government infrastructure to provide<br />
telecommunication service. SB 05-152 requires local<br />
governments to secure voter approval before entering into<br />
broadband partnerships or business.<br />
To date, over 100 local governments in Colorado have opted<br />
out from the SB 05-152 provisions.<br />
VILLAGE BALLOT QUESTION:<br />
Shall the City of Greenwood Village, without increasing<br />
taxes, be authorized to provide all services and facilities<br />
restricted since 2005 by Title 29, Article 27 of the Colorado<br />
Revised Statutes, described as “advanced services,”<br />
“telecommunication services,” and “cable television” services,”<br />
including improved high speed bandwidth services based on<br />
new technologies, either directly or indirectly with public or<br />
private sector partners, including utilizing existing or new<br />
community owned infrastructure, to potential subscribers<br />
that may include telecommunications service providers,<br />
residential, or commercial users within the boundaries of<br />
Greenwood Village?<br />

WHAT WOULD PASSAGE ALLOW THE<br />
VILLAGE TO DO THAT IT CANNOT DO NOW?<br />
• Allow Greenwood Village to explore options to improve<br />
broadband services;<br />
• Allow Greenwood Village to establish public/private<br />
partnerships to enhance broadband connectivity;<br />
• Allows Greenwood Village to lease, sell capacity in, or<br />
grant rights to a provider to use local government facilities<br />
for the delivery of broadband services:<br />
• Allows Greenwood Village the ability, if it chooses, to<br />
build its own broadband network and services.<br />
WHAT IF IT DOESN’T PASS?<br />
If the ballot question doesn’t pass, Greenwood Village will<br />
not partner with any telecommunication services providers<br />
and cannot provide or enhance telecommunication services<br />
directly or indirectly.<br />

Why Use Ballot Track? All active registered voters in Colorado<br />
will now receive a mail ballot in every election. You can return<br />
your ballot by mail, or deliver it to one of our convenient dropoff<br />
locations in Arapahoe County. No matter how you return<br />
your ballot, Ballot Track will let you know when it has been<br />
mailed to you and safely received for counting!<br />
How does Ballot Track know where my ballot is? Your ballot<br />
envelope is printed with unique bar codes, which are scanned<br />
when the ballot is mailed to you by the U.S. Postal Service,<br />
picked up by your mail carrier, and received by our Elections<br />
Facility in Littleton. These intelligent bar codes allow us to<br />
securely track your ballot each step of the way.<br />
How and when will Ballot Track notify me? If you sign up to<br />
receive a phone call, SMS text message or email, you will<br />
receive automated messages when your ballot is mailed to you,<br />
received by the Postal Service, and received by Arapahoe<br />
County Elections. You also would receive a message if your<br />
ballot is returned as undeliverable, or cannot be processed for<br />
some reason that requires your attention.<br />
If you prefer not to receive messages, you can log in to Ballot<br />
Track during any election to check the status of your ballot.<br />
Is there a cost? Ballot Track is free for Arapahoe County voters!<br />
There’s no cost for your account or messages. However your<br />
phone carrier’s standard text message or voice rates may apply.<br />
How do I manage my account? Simply log in to Ballot Track at<br />
any time to change your preferences, turn off notifications or<br />
check the status of your ballot.<br />
