FIVE SUBURBS have been
outlined as areas of priority for
roading improvements in a city
council report.
Riccarton, Richmond, New
Brighton, Linwood/Woolston
and the wider Spreydon/
Somerfield/Waltham/
Beckenham areas have been
identified as the priorities
in an investment case to the
Government.
The investment case will
ask for $40 million from the
Christchurch regeneration
acceleration fund for roading
and transport improvements.
If city councillors approve the
investment case in their first
official meeting today, it will be
sent to the Treasury for approval.
The case proposes using
$25 million to $30 million
on improvements to the five
suburban areas, which will focus
on enhancing “accessibility,
safety and asset condition.”
Improvements to Linwood
and Woolston are estimated
to cost $5,103,500, $6,677,500
for New Brighton, $6,990,000
for Riccarton, $5,879,500 for
Richmond and $5,118,000 for
the wider Spreydon/Somerfield,
Waltham/Beckenham area.
City councillor Mike
Davidson, who was deputy
chairman of the infrastructure
and environment committee
last term, said the cash injection
would have a significant impact
on the city’s regeneration.
“It’s well over 100 streets that
are going to benefit from this,”
he said.
A further $5 million to $7
million is proposed to accelerate
targeted safety improvements to
reduce death and serious injury
crashes.
Another $5 million to
$8 million is proposed for
improving bus priority measures
Roading priorities listed
REPAIRS NEEDED: Five Christchurch suburbs have been
prioritised for roading improvements in a city council
report.
on key public transport routes
across the city.
The investment case said
without a cash injection traffic
congestion would increase
and “undermine the city’s
regeneration.”
During a workshop between
the city council, Government
officials and the New Zealand
Transport Agency last
year, it was noted in spite
of a “significant repair and
replacement programme” the
city still had a way to go to
“provide attractive and safe”
modes of transport to residents
and visitors.
The report also stated about
300km of the 3000km of roading
owned by the city council was
severely damaged or needed
to be dug up for repairs to
other infrastructure after the
earthquakes.
But while the city council
and Government spent $2.2
billion on a five-and-a-half-year
programme to fix horizontal
infrastructure, the report states
many assets need to be repaired
over the next 30 years to bring
them back up to pre-quake levels.
The Christchurch regeneration
acceleration fund was first
announced by Labour in 2017 as
part of its pre-election Plan for
Cantebury to accelerate recovery
from the earthquakes.
The $300 million fund was
intended to repair horizontal
infrastructure and advance key
regeneration projects, such as the
mulit-use arena.
If the $40 million investment
case for transport improvements
is approved with the $40
million proposal for the
regeneration of the Otakaro
Avon River Corridor, it would
leave $220 million for the multiuse
arena which is awaiting an
investment case for councillors
to endorse.
Restrictions
on water
use possible
• By Louis Day
ALMOST HALF of the city’s
residents could be put under
water restrictions in the new year.
City council head of three waters
and waste Helen Beaumont
said it anticipates introducing
level one water restrictions for at
least three to four weeks during
January to the city’s central water
zone, which accounts for 42 per
cent of Christchurch residents.
She said there is a possibility
the restriction period could extend
into February.
However, for the restrictions
to go ahead, it will need the approval
of city councillors in their
first official meeting today.
Level one restrictions mean
hoses, sprinklers and garden irrigation
systems are permitted on
alternate days.
This means if a person lives at
an odd-numbered address, they
can water their garden on odd
dates, and a person living at an
even-numbered address can water
their garden on even dates.
City council staff have
recommended the restrictions
to support ongoing work on
the water supply network and
to allow the drilling of the new
well in Papanui and repairs to a
Cashmere reservoir.
