FIVE SUBURBS have been<br />

outlined as areas of priority for<br />

roading improvements in a city<br />

council report.<br />

Riccarton, Richmond, New<br />

Brighton, Linwood/Woolston<br />

and the wider Spreydon/<br />

Somerfield/Waltham/<br />

Beckenham areas have been<br />

identified as the priorities<br />

in an investment case to the<br />

Government.<br />

<strong>The</strong> investment case will<br />

ask for $40 million from the<br />

Christchurch regeneration<br />

acceleration fund for roading<br />

and transport improvements.<br />

If city councillors approve the<br />

investment case in their first<br />

official meeting today, it will be<br />

sent to the Treasury for approval.<br />

<strong>The</strong> case proposes using<br />

$25 million to $30 million<br />

on improvements to the five<br />

suburban areas, which will focus<br />

on enhancing “accessibility,<br />

safety and asset condition.”<br />

Improvements to Linwood<br />

and Woolston are estimated<br />

to cost $5,103,500, $6,677,500<br />

for New Brighton, $6,990,000<br />

for Riccarton, $5,879,500 for<br />

Richmond and $5,118,000 for<br />

the wider Spreydon/Somerfield,<br />

Waltham/Beckenham area.<br />

City councillor Mike<br />

Davidson, who was deputy<br />

chairman of the infrastructure<br />

and environment committee<br />

last term, said the cash injection<br />

would have a significant impact<br />

on the city’s regeneration.<br />

“It’s well over 100 streets that<br />

are going to benefit from this,”<br />

he said.<br />

A further $5 million to $7<br />

million is proposed to accelerate<br />

targeted safety improvements to<br />

reduce death and serious injury<br />

crashes.<br />

Another $5 million to<br />

$8 million is proposed for<br />

improving bus priority measures<br />

<strong>The</strong> investment case said<br />

and “undermine the city’s<br />

regeneration.”<br />

During a workshop between<br />

the city council, Government<br />

officials and the New Zealand<br />

Transport Agency last<br />

year, it was noted in spite<br />

of a “significant repair and<br />

replacement programme” the<br />

city still had a way to go to<br />

“provide attractive and safe”<br />

modes of transport to residents<br />

and visitors.<br />

<strong>The</strong> report also stated about<br />

300km of the 3000km of roading<br />

owned by the city council was<br />

severely damaged or needed<br />

to be dug up for repairs to<br />

other infrastructure after the<br />

earthquakes.<br />

But while the city council<br />

and Government spent $2.2<br />

billion on a five-and-a-half-year<br />

programme to fix horizontal<br />

infrastructure, the report states<br />

many assets need to be repaired<br />

over the next 30 years to bring<br />

them back up to pre-quake levels.<br />

<strong>The</strong> Christchurch regeneration<br />

acceleration fund was first<br />

announced by Labour in 2017 as<br />

part of its pre-election Plan for<br />

Cantebury to accelerate recovery<br />

from the earthquakes.<br />

<strong>The</strong> $300 million fund was<br />

intended to repair horizontal<br />

infrastructure and advance key<br />

regeneration projects, such as the<br />

mulit-use arena.<br />

If the $40 million investment<br />

case for transport improvements<br />

is approved with the $40<br />

million proposal for the<br />

regeneration of the Otakaro<br />

Avon River Corridor, it would<br />

leave $220 million for the multiuse<br />

arena which is awaiting an<br />

investment case for councillors<br />

to endorse.<br />

Restrictions<br />

on water<br />

use possible<br />

ALMOST HALF of the city’s<br />

residents could be put under<br />

water restrictions in the new year.<br />

City council head of three waters<br />

and waste Helen Beaumont<br />

said it anticipates introducing<br />

level one water restrictions for at<br />

least three to four weeks during<br />

January to the city’s central water<br />

zone, which accounts for 42 per<br />

cent of Christchurch residents.<br />

She said there is a possibility<br />

the restriction period could extend<br />

into February.<br />

However, for the restrictions<br />

to go ahead, it will need the approval<br />

of city councillors in their<br />

first official meeting today.<br />

Level one restrictions mean<br />

hoses, sprinklers and garden irrigation<br />

systems are permitted on<br />

alternate days.<br />

This means if a person lives at<br />

an odd-numbered address, they<br />

can water their garden on odd<br />

dates, and a person living at an<br />

even-numbered address can water<br />

their garden on even dates.<br />

City council staff have<br />

recommended the restrictions<br />

to support ongoing work on<br />

the water supply network and<br />

to allow the drilling of the new<br />

well in Papanui and repairs to a<br />

Cashmere reservoir.<br />
