Welcome to this issue of The Garage.

WE’RE going time travelling

into the near future in this

issue, looking at telematics

and at the changing role of

the 21st Century technician.

Let’s start with telematics, whose origins

date back to the 1930s when plans were

being developed for roads to feature inlaid

strips that would ‘talk’ to a car and by guiding

it along the tarmac, take over part of the

driver’s role.

Today it’s certainly way more advanced

than that, and it’s clear that with driverless

car development advancing at a everquickening

pace what’s still in development

will become a reality. But there are many

related technologies such as lane-changing

warning systems that make anti-lock

brakes and traction control look positively

old-fashioned.

These developments mean the independent

garage sector needs to be fully aware

of the technologies used and how those

technologies can be put right when they go

wrong. While much of it is not worthy of going

into immediate panic mode, it’s important

to watch and understand just what’s

happening so that when the time comes independent

garages are fully prepared.

Staying with that thread this also looks

at the skills needed to be a 21st Century

technician. As we’ve seen with telematics

technology is advancing more quickly than

ever before and that means today’s technician

really has to be at the top of their game.

But how much support do they get from

their employers when it comes to training?

Without the necessary skills they won’t be

able to tackle some service and repair tasks

and that in turn reduces the workshop’s

earnings, and once that’s started, there’s

usually only one way that business is going.

The future will demand much from the

independent garage sector, but it also offers

great potential, and it’s the latter we should

be thinking about.

Future of aftermarket under the

microscope at Industry Briefing

The Independent Automotive

Aftermarket

Federation (IAAF) has

held its final Industry

Briefing of 2019 at

Haynes Motor Museum, with

the future of the automotive

aftermarket very much dominating

proceedings.

The sold-out event featured

presentations from

Donna Shepherd, business

development manager from

HaynesPRO, Quentin Le Hetet

from GiPA UK and, Steve

Carter of Train4Auto Consultancy.

Kicking off proceedings was

IAAF head of membership development

Mike Smallbone,

who updated members on

all the latest industry developments

including Block

Exemption, Type Approval,

Connected Car, forthcoming

EU legislation and, the Your

Car – Your Choice campaign.

Smallbone also outlined

the various IAAF activities

throughout year, with the Federation’s

annual conference

and awards dinner set to take

place on Thursday 5 December

at DoubleTree by Hilton,

Milton Keynes.

Quentin Le Hetet from GiPA

UK then presented “the next

five years of the automotive

aftermarket” looking at the

four major influences on the

market. These include: An

ageing vehicle parc, vehicle

manufacturer (VM) activity,

motorists buying trends and,

vehicle technology. He also

presented on the changing

dynamics for diesel cars and

explored the large potential

that still exists for the automotive

aftermarket with this

vehicle parc.

This was followed by Steve

Carter, who stated that the electric

vehicle revolution was no

longer a possibility but a fact,

demonstrating substantial vehicle

manufacturer activity in

this area and their commitment

away from the internal

combustion engine. In addition

to the rapid increase in

the UK’s electric vehicle charging

infrastructure, Carter also

highlighted that less than five

percent of all technicians are

qualified to work on high voltage

systems seen within electric

vehicles, demonstrating

the potential that exists for the

automotive industry.

The session then finished

at 1pm with lunch, where delegates

had the opportunity to

network and enjoy a trip round

the world-famous Haynes Motor

Museum.

chief executive, said: “The

IAAF industry briefings, held

throughout the UK, have given

us the opportunity to take

the Federation’s message and

activity to the membership.

In addition, we are providing

some high value content from

experts in their field, illustrating

why it is important to sign

up early to these events to

avoid disappointment.”

In 2020, IAAF is looking

to hold more Industry Briefing

sessions for car and CV

members, details of which

will be unveiled in the coming

months.

MOT EQUIPMENT

BOSTON Garage

Equipment is currently

the only

manufacturer to

offer MOT connected

equipment all operated

from one computer

station using one software

program.

There are many benefits

of a single solution for MOT

stations and testers. Equipment

is easier to install and

connect to the MOT testing

service (MTS), testing is faster

and simpler, and service

and support is streamlined.

Connected brake testers

regulations were introduced

on 1st October 2019 and

apply to anyone: opening or

reopening an MOT station,

making a change of ownership

to an MOT station,

replacing a current brake

tester or adding an extra test

lane.

Following this the DVSA

has just announced dates

for additional equipment.

Connected decelerometers

will be introduced on 1st

February 2020, connected

emissions equipment are

scheduled for late spring

2020, and connected headlamp

aligners are planned

from summer 2020.

Boston brake testers,

emissions gas analysers,

diesel smoke meters and

decelerometers are already

connected approved. Boston

also states that it has an

electronic headlamp aligner

currently under trial which

will be ready for the summer

2020 introduction date.

To connect equipment to

the MTS, an ‘electronic key’

is required. In a recent MOT

Special Notice, the DVSA

confirmed that the key must

be requested from them by

the station’s Authorised Examiner

(AE) at least 14 calendar

days before the equipment

is due to be installed.

For customers using only

Boston connected equipment

operated from a single

PC, only one key is required

because Boston’s software

solution communicates with

each of their different items

of connected equipment.

This also helps keep things

simple for AEs requesting

the keys.

MOT stations using equipment

from different manufacturers

will require multiple

keys from the DVSA – one

for each item operated using

different software. This scenario

increases the potential

for errors and delays.

Boston director Brad Cal-

cutt comments, “Our aim

in developing our software

solution was to keep it as

simple and as easy-to-use

for our customers as possible.

Our connected equipment

software works in the

background and requires

no action from the tester.

Equipment test results are

always saved and should

connection to the MTS be

disrupted for any reason,

failed uploads are automatically

reattempted in the

background until received.”

In addition to delivering

a seamless customer experience,

Boston connected

website offering test data

and statistics in an easy-toread

Manifesto calls for action on

fair digitalisation opportunities

European coalition urges EU legislation by 2020 to ensure a genuine

digital level-playing field for remote access to in-vehicle data and functions

The Independent Automotive

Aftermarket Federation

(IAAF) is co-ordinating UK

activity as part of a broader

European-wide coalition that

urges the European Commission

to introduce legislation

that ensures fair remote

access to in-vehicle data and

functional resources.

The coalition of European

federations – representing

parts distributors, independent

garages, insurers, data

publishers, component and

equipment suppliers, tyre

suppliers, emergency breakdown

associations, lease

companies, oil and lubricants

suppliers, consumers

and SME representatives –

argues that a legislative solution

that ensures access will

not only enable innovation

but would also improve customer

choice in the automotive

aftermarket. Moreover,

access to this vehicle data

us essential in allowing for

effective competition within

the market and enabling the

EU to become a front runner

in connected and autonomous

mobility and related

services.

The new manifesto argues

that independent operators

need four key abilities – subject

(where relevant) to the

consent of the driver / owner

of the vehicle – in order to

provide competitive, innovative

services and digital solutions

to their customers.

These abilities are:

Independent and direct real-time

access to in-vehicle

generated data that is not

monitored by vehicle manufacturers,

including those

which are time critical

Bi-directional communication

with the vehicle and its

functions, independent from

the vehicle manufacturer;

Safe, secure and independent

remote interaction with

the driver, using the in-vehicle

human-machine interface

functions (e.g. via the dashboard

or voice commands);

Independent software

running directly in the connected

vehicle using onboard

capabilities to process any

dynamically generated data

as closely as possible to its

source.

However, these would not

be possible with the model

put forward by vehicle

manufacturers, the so-called

‘Extended Vehicle’, which

will channel all future communication

and data access

through the VM’s backend

server. As such, this would

prevent all other service

providers ‘around the car’

from offering competing services

to consumers, as only a

small part of the vehicle generated

data will be shared

with independent service

providers, compared to the

data available to the VM.

In two recent Resolutions,

the European Parliament

called on the European

Commission to take (legislative)

action to ensure fair,

secure, real time and technology

neutral access to invehicle

data for some third

part entries.

From a UK perspective and

its withdrawal from the EU,

it is still vital that the UK position

is taken into consideration

and the new manifesto

reaffirms the call for a European

legislative solution

by 2020 to ensure effective

remote access to in-vehicle

data and functional resources,

which will guarantee

competition, innovation, and

free consumer choice.

Wendy Williamson, IAAF

chief executive said: “We call

on European and national

policymakers to present a

robust legislative proposal

by 2020. By doing so, EU

Member States would ensure

a competitive services

environment and become

the leader in connected and

autonomous mobility and

related services, while at

the same time safeguarding

its SME-friendly, social and

green market economy and

benefits to consumers.

“The ability to unleash the

innovative and competitive

potential of the automotive

servicing industry and mobility

providers for their services

‘around the car’, must

be allowed to continue in the

future. We feel it will be detrimental

to motorists if the

vehicle manufacturers are

able to have a monopoly on

access to the vehicle’s data/

functions and legislation

is needed to ensure a level

playing field.”

The IAAF, coordinating UK

activity, will continue to play

a crucial role in the coming

year on discussions around

access to in-vehicle data and

resources.

Lookers creates new

jobs in Birmingham

LOOKERS creates

new jobs in Birmingham

Motor retailer Lookers is

expanding its parts and distributions

operations after

opening a brand-new bespoke

facility in Aston, Birmingham.

The new centre, which is

headed up by the group’s

Vauxhall division, is based

at an existing unit at Holford

Industrial Estate and,

following the installation of

a mezzanine floor, provides

35,000 sq ft of storage space

and room for 27,000 part

lines.

The facility represents a

£3m investment and houses

an accounts department, call

centre and office space, with

32 new jobs already created

and over 50 staff expected to

be employed there by next

year.

The investment represents

a shift in focus for Lookers

Vauxhall in the Birmingham

area, following its decision to

close its dealership in Yardley

last year.

In fact, the new site was

able to attract back some

of the talent that Lookers

Vauxhall lost as a result of

the Yardley closure. Lookers

Cleveley has been named

as ‘Apprentice of the Year’ at

Dorr, Lewis is considered to

high pass marks throughout

his apprenticeship to-date.

At the beginning

of November, we

celebrated three

years as the Ombudsman

for the

car industry. With more

and more people becoming

aware of us during this period,

our alternative dispute

resolution (ADR) service has

continued to see an increasing

level of demand, particularly

amongst consumers. In

fact, by the end of September

2019, we had already taken

close to 44,000 calls and received

over 26,000 e-mails

solely in relation to our four

Codes of Practice. This is not

forgetting the several thousand

requests for information

from both motorists and

businesses that we have also

answered since January.

As we have seen in previous

years, the large majority

of complaints that we have

adjudicated on, come from

vehicle sales and servicing

and repair. In terms of

important sales issues, the

quality of the car at and after

handover has once again

proved to be a major bugbear

for motorists. This is

followed by issues with the

aftersales service, with disputes

ranging from a lack

of contact from garages, to

no assistance being offered

when something went wrong.

The biggest proportion of

breaches to our Service

and Repair Code

so far in 2019, have

related to the quality

of the work provided

during either

ad hoc or routine

maintenance, the

overall booking in

process and damage

to a car whilst

in the care of a

garage.

Bill Fennell, Chief Ombudsman

and Managing Director at The Motor

Ombudsman, the automotive dispute

resolution provider, looks back at some of

the key highlights of the year so far, and

what we might expect in 2020

To ensure we continue to

provide a fast and efficient

service to the garages that

are accredited to The Motor

Ombudsman, and deliver

case outcomes that are fair,

independent and impartial

to consumers as quickly as

possible, we have invested

heavily in both our workforce

and I.T. infrastructure

in 2019. The Motor Ombudsman’s

headcount has

more than doubled in our

Customer Service department,

we have introduced

a new department of Case

Investigators, and increased

the size of our initial Contact

Handling and Adjudication

teams. We have also

adopted new back office and

telephony systems, and have

approved expenditure for

additional system upgrades

in 2020.

The wider industry in

which we operate has also

changed significantly this

year, with motorists now

considering more ecofriendly

models when choosing

what to have for their

next car. This is particularly

visible in the new car market

with electric vehicle (EV)

sales being on a real charge

in 2019, as the environmental

agenda gains increasing

publicity. In just the first

nine months of this year,

over 25,000 new EVs were

registered, a 122% increase

compared to 2018. Having

more EVs on UK roads may

well bring new types of cases

to The Motor Ombudsman.

For example, it has already

been reported in the media

that some of the very earliest

electric cars are now losing

their ability to fully charge

the battery packs. Therefore,

we may see this creating a

new source of complaints as

we go forward, and we have

already had cases where

EVs has been bought, but

the range has proved unsuitable

for the needs of the

customers once they had hit

the road.

Also, the rise in EV sales

is now, more than ever, placing

even greater pressure on

garages to be able to handle

zero emission models in

their workshops. From the

businesses that we have

been speaking to during the

past few months, as part of

our online “TMO Talks To”

series, technicians are now

going on specialist training

courses to learn the necessary

skills. Similarly, money

is also being spent on diagnostic

equipment to stay

ahead of the competition

and to be prepared for the

added volume of batterypowered

cars coming for a

service or MOT.

Last but not least, 2020

will be significant, as the

start of a new decade will

see the five-year anniversary

of the arrival of the Consumer

Rights Act 2015 and

Alternative Dispute Resolution

for Consumer Disputes

2015 Regulations. These lie

at the very heart of what we

do and are currently under

review by the Department

for Business, Energy and

Industrial Strategy (BEIS),

with recommendations going

forward to Government

at some point in 2020.

Just as we forecast this

time last year, 2019 has

proved to be yet another

important period for our organisation,

and the next one

will no doubt bring another

12 months of change and exciting

developments in what

remains a fast-paced automotive

sector.

NCD UK signs up to IAAF

membership

to join Independent

Automotive Aftermarket

Federation (IAAF).

The clutch and automotive

parts distributor is a family

run business, founded in

2004. Initially specialising

as a mail order supplier of

clutch products for passenger

car and light commercial

vehicles, the business

has grown steadily, building

up a reputation for excellent

customer service on both

branded and own brand

clutch components. The

company employs 15 people

and operates from three

warehouses in the Blackpool

business park.

Joining IAAF is part of the

NCD UK long term growth

strategy as managing director

John Fisher explains:

a healthy cash

flow is a challenge

of their turnover bracket.

One of the factors that determine

whether you can maintain

momentum is cash flow.

Your firm may regularly be

faced with struggling to meet

the demands of payroll, suppliers

and HMRC. You do not

want to receive letters from

HMRC reminding you of your

tax bill. Many businesses

fail because they fall short of

cash, even though they may

have large amounts of debt

owed to them by customers.

Your sales ledger could be a

valuable source of working

capital for your business. Invoice

finance bridges the gap

between the point at which

you make a sale, and the

time payment is received. A

finance provider releases a

pre-arranged percentage of

the value of your sales ledger,

usually within 24 hours

of raising an invoice. Invoice

finance is popular as it is

a flexible funding solution

for organisations of almost

any size and industry, from

owner managed business

to large corporations. Your

business could be eligible

for the facility if you sell on

credit to other businesses,

issuing invoices with payment

terms of 30-90 days.

The funds released create

working capital that could

enable you to grow and invest

in your business. In addition,

the facility grows in

line with your business. This

means that as your business

grows, you could have access

to more funding. This makes

invoice finance a particularly

attractive option for seasonal

or growing businesses.

Invoice finance is administered

in two forms: factoring

and invoice discounting.

Both facilities are similar in

that they release the working

capital needed to grow your

business.

How factoring works

You invoice your customers

and send a copy of the

invoice to the factoring provider.

The factoring provider

pays you up to 95 per cent

of the invoice value, usually

within 24 hours.

The factoring provider

chases your customers,

takes responsibility for

credit control and collects

full payment from your customers.

You receive the remaining

balance of the invoice value,

less any charges.

Because factoring allocates

the credit control function

to the finance provider,

it’s suitable for businesses

with lower turnover bands,

Through the gears it never

fails to impress, although to

get the most from it the sixspeed

gearbox needs to be

used – it’s not a case of leaving

it in top and letting the

torque do all the work. As

well as being smooth, the engine

has a pleasing, well-suppressed

growl but even when

it’s spinning up towards the

red line (4000rpm) it simply

delivers the power. The gearbox

is good too, the pattern

being close together to enable

rapid up-and down-shifts

while the clutch is very light.

B-road bends with the

Motorway journeys are ex-

tremely comfortable as the

Vito lacks the pitching motion

has enough weight but it’s

not demanding, whether at

With a loading door on

either side and rear doors

that swing right back to the

sides, getting large or heavy

too – and added bonus if it’s

mirrors offering ample rear

vision, and parking sensors

are a useful touch and especially

in urban areas where

space can be tight.

Looks

The Vito enjoys the Mercedes-

Benz ‘family look’, meaning

it looks very much like the

bigger Sprinter but also the

C-class and E-class car ranges.

To many the three-grillemounted

pointed star adds a

kudos that other vans don’t

have, but badging aside the

Vito is an attractive design,

and one that affords practicality

too. The flat sides and

roof means accommodating

boxes is easy but it looks good

too: the Vito, rather like its

1970s and 1980s predecessors,

is free of garishness and

its looks won’t date quickly.

Some might find the bonnet

a touch long but parking sensors

helps ensure it doesn’t

end up getting damaged.

Interior

Smart but not garish, the

Vito’s interior is uncluttered

and functional, but pleasing

too. Cabin materials are good

quality and easy to clean,

and there is plenty of storage

space in the doors and

on the dashboard. The radio

is very good and easy to use,

as are all the controls and

switches. The seats are very

supportive and consequently

comfortable on long journeys

and a fold-down arm rest for

the driver is a good addition.

The Garage Verdict...

Mercedes-Benz has been building small- and mediumsized

vans for decades and it has clearly drawn on that

background for the latest Vito. It successfully manages

to combine rugged mechanicals, good build quality,

a more-than-decent load area and comfort. And for

those who believe in keeping their vans a long time, it’ll

probably hold its value better than the rivals too.

Looking back at the

past, people would

assume a simpler

time existed, but the

reality is, without the

buccaneering, pioneering

thirst of greats like Henry

Ford or indeed Thomas Edison,

our world would look so

much more different today.

Fast forward to the present

and we are surround by technology,

our lives designed to

be so much easier, barely

having to lift a finger to accomplish

most daily tasks.

But how much has this

change in our life styles and

our reliance on technology

affected our enjoyment of

performing practical tasks

that was second nature to

us? A good example of this

is cars. Today’s young drivers

will never experience the

pleasure and the pain of owning

a car that many times required

assistance to start it.

You don’t see people fettling

with their brakes or attaching

string to a clutch cable

just to get home. You don’t

hear stories of friends being

required to push you to get

the engine started or help

to change a tyre. The good

old days are no more, modern

technology has replaced

grit and determination with

ECU’s and reliability.

This is of course down to

the evolution of the car and

advancement in machinery.

Today’s cars are filled with

latest in computer chips and

telecommunications devices,

all designed to keep us

comfortable and safe on our

roads.

But all of the above does

impact our generations in

terms of understanding and

learning. Today’s mechanic

requires a greater grasp of

modern technology and the

use of specific tools and systems

specially designed to

perform certain tasks: so

much so, this has created a

huge shift in the day-to-day

job of technicians.

who could re-build a manual

Modernism, a movement towards modifying traditional

beliefs with modern ideas, technology and techniques.

skilled, but the seismic shift

into the electronic world has

drastically changed the job

description of the automotive

mechanic we once knew.

Past cars primarily ran

with mechanical components

that avoided a need for

any type of on-board electrical

system. This meant that

technicians were only required

to possess a strong

knowledge of how the mechanical

components of the

vehicle worked and how to

overhaul and fix any issues.

That was pre OBD 1.

It was in 1968 that an onboard

computer system was

introduced by VW for their

fuel-injected Type 3 models,

but in the early 80s we saw

the birth of the OBD. With

this new system vehicles had

the ability to indicate a warning

light to the driver that a

problem had occurred.

It also gave the mechanic

access to the status of the

various subsystems of the

car. The emergence of OBD

1 became the catalyst of the

electronic-laden vehicle that

requires a knowledge of electrical

and diagnostic skills

never needed before.

The mid to late ’90s saw

the arrival of an updated

version called OBD 2, which

inevitably created a further

shift in the mechanics

duties. The new system now

incorporated Data Trouble

Codes, which went a step

further than just a generic

warning light. Vehicles now

have the ability to issue a

warning light that is dedicated

to a specific component

giving greater information

about which problem has

arisen. This made the life of

the mechanic so much easier

as he/she would be able to go

straight to source and avoid

tedious hours of pinpointing

the exact component failure

or issue.

Modern vehicles produced

today still use the OBD 2

system, but it has become

much more complex. Present

day cars have sensors

for pretty much any component

and provide a plethora

of intelligence designed to

indicate to the mechanic

or driver exact information

pertaining to the fault. An

example would be a deflated

tyre. Your tyre pressure

monitor system will indicate

a change in pressure and in

some cases the exact tyre

that needs attention.

The plain truth is that mechanics

now need a strong

understanding of sensors,

components and other wizardry

that is contained within

vehicles. The skillset and

mindset needed has changed

greatly and technicians will

need to put in time to learn

how the new systems work

and how to fix them. The

more highly skilled mechanic

will become much more

desirable than the analogue

version and unfortunately,

with the emergence of EV

and the potential of autonomous

cars, this will not

change anytime soon.

THE GARAGE VIEW

Our daily lives are filled with an over reliance on all

things digital. We are surrounded by ease of use on

a daily basis, so much so, that we very rarely have

to think or remember anymore. We are constantly

reminded to do things by apps and digital messages,

so much so that our lives are consumed by this new

world and reality has become a distant memory.

When did it ever get to the stage that we rely on

smart watches reminding us to get up and walk? Or

we haven’t done enough steps for that day. Have we

forgotten that we taught ourselves to walk at a very

young age and didn’t require technology to prompt

us? We used determination and a will to succeed.

It is understood that the mechanics of today must

have a digital knowledge due to the nature of cars,

but there is an abundance of highly skilled and very

experienced mechanics out there that offer a unique

expertise that would be valuable to any workshop.

Do not dismiss this artistry, embrace it and welcome

it, because not all new age mechanics offer the same

level of dexterity as experience.

PCL STRENGTHENS MARKETING TEAM TO BUILD

PCL is continuing its drive to

raise brand awareness and

help distributors flourish with

the recruitment of Marketing

Executive Ben Spotswood.

He will join the wider marketing team

in implementing their strategy for PCL

worldwide, and TECALEMIT in the UK.

More specifically, Ben will be supporting

customers through the PCL Partner+

scheme, which aims to bring PCL’s valued

customers closer. The initiative offers

partners a range of exciting benefits,

including advantageous trading and

senior customer facing roles

for over eight year years,

most recently as Sales Manager,

will oversee the running

all areas of customer service,

operations and sales.

Jordan, who is married

with a one year old daughter,

public in November 2001 after

a multi-million pound investment

in the ten acre site.

It has subsequently gone on

area in East Lancashire.

Jordan. “I had always dreamt

of running my own branch

my early twenties but I never

would be in my home town.
