• Enterprises: Software for companies, is a set of specifications, included in a simple tool. This tool, PLYCA-ENTERPRISES, allows companies to understand and establish an electronic relationship with contracting authorities in terms of what the authorities are calling them for (tender, contract, invoice, order, certificates), including features like digital signature and electronic archiving. Mr. Cano also proposed new elements that might have an impact in the next uptake of eProcurement: Concerning the importance of adequate training, he proposed to adopt the LivinLabs approach, to create “protected environment” for making simulation and having people (both from the Contracting Authorities and suppliers side) trained on the optimal use of eProcurement solutions He suggested Cloud Computing as an approach/technology that might have an impact on the development of next eProcurement solutions. 2.5 Panel Discussion Attendees of the panel discussion: • Manuel Cano – (PLYCA, Spain) • Paul Humann – (auftrag.at, Austria) • Stefan Krammer – (PEPPOL) • Josef Makolm (PEPPOL) Moderation: Wolfgang Renner (Wiener Zeitung, Austria) 4 essential questions/topics have been proposed to the experts: • What is the status quo of development from your point of view? • What problems have been noticed in the last periods or will appear in the near future? • What is the status quo of public procurement on EU/international level? (procurement between member states and international market) • Know-how transfer: community of practice and experts groups Conclusions could be summarised as follows • There are 27 different legislations ruling eProcurement and 27 different levels of progress and adoption. There is no need to identify and adopt one single solution, but rather to make the existing different ones inter-operable • The European Commission is expected to support the alignment of national legislations and in the identification of common requirements • The language is still a barrier for the usage of eProcurement solutions (especially for the purchase of services and works) to foreign bidders: there is still a lot of work to do on this issue and, again, the Commission is invited to support the identification and development of solutions • There are key-enablers, like eSignature and eCatalogue, that affect all/most of the phases both in pre-awarding and post-awarding and therefore their implementation should be done considering the overall eProcurement cycle • Concerning cross-border eProcurement, experts agreed that:the volumes are still very low,. The main reason is that Contracting Authorities want to deal with bidders that speak their same language (to avoid misunderstanding and ambiguities in the offer interpretation and contract preparation) and that can Report on the “Uptake of pre-awarding phases in eProcurement” Workshop – Vienna, 22nd February 2010 Page 12 of 29
provide assistance and consultancy “in place”, thus a local contact is required and this is major a barrier for foreign companies, especially SMEs: another one is that. Cross border procurement is considered only when specific equipments and services are requested and therefore the local market could be too limited for purchasing the best solution. • About know-how transfer and change management, it is unanimously agreed that the processes to be formalised and supported by eProcurement solutions are more or less the same all over the 27 countries, therefore similar training could be provided in different languages. It is also stressed the importance of having all the stakeholders involved since the early phases of an eProcurement project. Finally, community of practices should be created to deal with all the various aspects and phases of eProcurement, to encourage knowledge exchange and re-use. This session was more dedicated to presentations of eprocurement applications and presentations of the project development from PEPPOL. Among these software presentations Prof. Luis Tavares presented the regulation and development of eTendering in Portugal and Gianluca Papa introduced the audience to the results of the eGovernment Benchmarking Report.
