3.6 ATEXO – Pierre Fau (France) Pierre Fau, sales director of ATEXO, presented LOCAL TRUST, the leading e-tendering solution in France, where electronic tendering has been compulsory for all public contracts since 01/01/2005. Approximately 20 000 public buyers manage 100 000 tenders per annum on LOCAL TRUST. One visible example of achievement is the national eProcurement platform of all the French ministries and central agencies (www.marches-publics.gouv.fr).The solution is fully open source and multilingual, already translated in French, English, Spanish and Arabic (currently being deployed for the Kingdom of Morocco). The solution manages natively XML forms for JOUE publication, but so far through the French "Direction des Journaux Officiels" that centralises the flow of publications to the National official publication and the JOUE in France. LOCAL TRUST is an e-tendering solution launched in 2003. It is fully open source. The solution was developed and is maintained by ATEXO, an ICT company focused on e-government that is the leading supplier of e-tendering solutions in France. The version 3 of the software was adopted by all the French administration (ministries and public agencies) in January 2008, representing 10 000 Purchasing Authorities. LOCAL TRUST is covering a large definition of e-tendering, including: • eNoticing: online notice and XML flow to the JOUE, the national official journal and other media) • eTendering: documents withdrawal, questions from suppliers and electronic submittal (with digital signature and encryption if applicable • eAuctioning: to manage online auctions in the frame of public tenders • eAwarding: contract award notice, registering of contract details, digital signature of the contract by the Public Authority and generation of statistic report on public contracts compliant with EC and local regulations • eSourcing: register of suppliers with domain of supplies described with CPV code The LOCAL TRUST solution is fully compliant with Directives 2004/18/CE and 2004/17/CE 3.7 CSAmed – Bruno Rottoli (Italy) CSAmed, represented by Dr. Bruno Rottoli, presented their end to end eProcurement solution (http://www.albofornitori.it/). The e-tendering process management system consists of a sequence of phases developed to assure fairness and transparency to bidders. Its main goal is not to guarantee the security but we focused on the inviolability of biddings. The solution is used mainly by public sector clients and it has managed nearly 3.000 tenders by now. From 2004 till now more than 1 billion euros have been awarded through the electronic platform, which has got the copyright certificate from the Washington Office. The sealed bid is registered to SIAE, the Italian society that issues licenses to protect the authors' works. Albofornitori is a platform for eProcurement which supports the following phases: eSourcing, ePublishing, eNoticing, eTendering, eAwarding. It's a: 1) certified suppliers electronic list for public awarding authorities The list of suppliers is catalogued by a product/service classification, letting them upload electronic certificates and attestations. 2) eSourcing portal Albofornitori includes a legal review, news from suppliers and from awarding authorities. 3) ePublishing and eNoticing portal It manages the entire publication procedure covering all the informative debt as fixed by the national law: Guue (CSAmed is eSender with IT001 login), GURI (the Italian official journal), ministerial and regional websites, national and local newspapers. Albofornitori offers a service for daily electronic distribution of European notices (CSAmed is a license holder), selected on the basis of the desired CPV and countries. 4) eTendering and eAwarding portal It manages all the acquiring procedures according to the European and national law: best price / price + technical evaluation / price + technical evaluation with a final price auctions (open and restricted procedures). Over European threshold it handles a specific procedure to assure the bid's inviolability, based on the use of electronic signature and timestamp. This procedure is registered by the national office (SIAE) and the international office (Washington copyright). Main figures • more than 7.000 suppliers • more than 40 awarding authorities • two regional centralized awarding authorities • one association of 500 local authorities • about 3.000 tenders • more than 1 billion euro transaction over the European threshold • totally paperless procedure • only 90 days between the official notice and the contract (on average) • best results for the most complex tender: 64 days for 290 million, 100 suppliers, 900 items 3.8 Portuguese Association of Electronic Public Markets – Prof. Luis Valadares Tavares (Portugal) Prof. Luis Valadares Tavares opened the presentation about the status quo and available solutions in Portugal with an overview of the development and national roll-out of eTendering in Portugal. As an expert of eProcurement since several years, he provided a general introduction to he pointed out the triggers and obstacles of establishing the processes of eTendering in Portugal.
