Introduction What is happening around Europe concerning the adoption of electronic solutions to conduct the pre-awarding phases of Public Procurement? Did we progress in the last 12 months? How can we detect and measure such progress? These and other questions concerning the up-take of eProcurement, specifically for the pre-awarding phases, have been discussed and answered by experts from Public Administrations, the European Commission and other institutions, during this workshop, where studies and cases have been presented and attendants given the opportunity to actively participate in the discussion. The expected results identified by the organisers before the workshop were: • Identification of the • biggest obstacles for the adoption electronic procurement by contractual authorities and bidders in the EU member states. • Presentation of new developments in procurement solutions. • Status quo and emerging trends Beside the presentations of the eProcurement studies and solutions supported by the European Commission and of the PEPPOL pilot, invited speakers presented the current development status of relevant projects and initiatives in several EU countries. Portugal and Sweden presented the status quo of their national legislation, national initiatives for the implementation of eTendering into existing eprocurement procedures plus the upcoming chances for the near future. Auftrag.at Survey: Auftrag.at has launched a survey to measure the progress of eTendering in Europe in the last year. 5 countries participated: Sweden, Spain, Switzerland, France and Portugal. Some relevant results, demonstrating that the progress is strong and may be facilitated by National legislation, are presented in the survey results at: http://www.epractice.eu/files/Evaluation_1.1.ppt The results have been illustrated by Eva Coscia during her presentation of the ePractice Forum as part of activities done in collaborations with other organisations.
