Zealand’shousing crisis.<br />

He is using hispartly<br />

developed OceanRidge<br />

subdivisioninKaikoura as atest<br />

bed to launch a300­section<br />

housing development thatwill be<br />

completely off the grid. All its<br />

services will be run fromwithin<br />

the development instead of by<br />

the Kaikoura DistrictCouncil.<br />

The scale of the proposal to<br />

produce sustainable, good<br />

quality, fit­for­purpose<br />

mainstreamhousingisbelieved<br />

to be aNew Zealand first,ifnot a<br />

worldfirst for an initiative of this<br />

scale.<br />

‘‘Allthis can be achievedby<br />

removingthe needtowait as long<br />

as fiveto15years for rezoning<br />

and servicing.’’<br />

Garryisbehind the deliveryof<br />

around 15,000 sections to New<br />

Zealanders in his lifetime,<br />

making him one of thecountry’s<br />

most prolific land aggregators.<br />

He has the backing of the<br />

Kaikoura council and the<br />

support of LincolnUniversity.<br />

He says councils andother<br />

authorities take ridiculous<br />

lengths of time and put<br />

ridiculously high compliance<br />

hurdles in front of developers<br />

trying to deliver sections to<br />

prospective homeowners.<br />

All of these outdated systems<br />

and processes,hesays,are<br />

fuellingthe current housing<br />

crisis.<br />

His extensive experience<br />

shows that, in Auckland,these<br />

delays can add as much as 30<br />

percent (or typicallyaround<br />

$200,000) to the cost of asection.<br />

‘‘The current systemisbroken<br />

and simply doesn’t work anymore<br />

or we wouldn’t be in the mess we<br />

currentlyare housing­wise.’’<br />

‘‘This timecosts tens, if not<br />

hundreds of millions, in legal,<br />

holding, finance and planning<br />

costs across the country each<br />

year.’’<br />

Theend result of his so­called<br />

TEAL Initiative would be a<br />

completely changedpricing<br />

model forhomesdue to more<br />

timely development.<br />

He believes further costefficiencieswill<br />

be achieved by<br />

using smart technologies suchas<br />

wind­power generation, and<br />

fresh and waste­water systems.<br />

Garry’s vision for Kaikoura is<br />

that OceanRidgewillbecome a<br />

researchlaboratory and testing<br />

ground for sustainable urban<br />

designtechnology, attracting<br />

researchersand innovatorsfrom<br />

aroundthe world to the region so<br />

they can refine their product to<br />

the pointwhere it can easily be<br />

incorporated intomainstream<br />

residential and commercial<br />

developments.<br />

He has been refining this<br />

concept for manyyears and says<br />

the pennyfinally droppedwhen<br />

he learned about Bill and<br />

Melinda Gates’support for the<br />

omni processor –adevice that<br />

converts sewageinto clean,<br />

drinkable water in minutes,<br />

while producing energy to<br />

incinerate the remaining waste<br />

solids.<br />

‘Iwas after achallenge’<br />

KorbynNewman onceconsidered horses<br />

to be abit intimidating. But they provided<br />

awelcome chance to get out of the<br />

classroom.<br />

Today,heislearning the ropesasa<br />

harness racingdriver,havingspentthe<br />

last four years workingwith horses.<br />

Growing up in WestEyreton, Korbyn<br />

went to the localprimaryschool,movedto<br />

OxfordArea Schoolfor his intermediate<br />

years,then attended St Bede’sin<br />

Christchurchfor highschool.<br />

‘‘I didn’t like school;Idon’t really like<br />

being indoors,’’ he says.<br />

‘‘So, when the opportunitycameuptodo<br />

one day aweek of work experience, I<br />

signedupwith harness­racing trainer<br />

Benny Hill.<br />

‘‘I knewnothing about horses; they were<br />

just big and abit scary, but they werea<br />

chancetoget out of the schoolroom. That<br />

was about four years ago.’’<br />

Since then, Benny and his staffhave<br />

taughtKorbyn everything he needed to<br />

start as adriver, he says.<br />

‘‘I justlove it. Iwas afterachallenge,<br />

and that’s what Igot. Ibeganhelping out<br />

aroundthe place, and then got moved up<br />

to working horses,’’hesays.<br />

‘‘I’d been there afew months beforeIgot<br />

into asulky, and then that feelingof<br />

driving kickedin. It’s bloodygood fun!’’<br />

He is now in his second season in the<br />

sulky.These days,hegets two to four<br />

drivesaweek, and travelsasfar as he<br />

needs to, to fit in withtrainers who need<br />

him.<br />

‘‘I go for whateverIcan getinthe junior<br />

driving races,’’ he says. ‘‘If Benny’s got a<br />

through tourism benchmarkingand<br />

certification on sustainability metrics.<br />

ProfessorSimmons saysitisanexciting<br />

initiative and LincolnUniversity has<br />

offeredtoprovide student inputand<br />

scientific inputtomeasure, manage and<br />

reportonthe development’s pathway to<br />

sustainability.<br />

horse running, Idrive for him. Otherwise,<br />

I’llput my name up for anyone who needs<br />

someone in the sulky.’’<br />

And the wins are mounting. Last<br />

Thursday, for example, he described a<br />

tight race that started out fast. The horse<br />

has pace, but likestofinish fast. ‘‘Wehung<br />

District Council’s long­term interest in<br />

beingleaders in sustainability and to<br />

bring urban settlement alongside the<br />

existing tourism platform.<br />

‘‘It should be world­leading, best<br />

practice.”<br />

Garry is entirely self­funding the<br />

initiative and has the support of the<br />

financially challenged Kaikoura council,<br />

whichislooking at innovative approaches<br />

to revitalisethe town.<br />

The councilisstreamlining processes<br />

to help solve the region’s housing crisis,<br />

triggered by the 2016earthquakeand the<br />

globalfinancial crisis, among other<br />

factors.<br />

Mayor Craig Mackle says the initiative<br />

is “pretty bloodyawesome”.Hebelieves<br />

the project will be agood thingfor<br />

Kaikoura.<br />

‘‘It’s green, innovative and everything<br />

you could ask for.”<br />

He says that Garryisnot asking for<br />

anything more than supportfrom the<br />

back until the others were getting tired,<br />

then it was the right time to go wide and<br />

take the otherson, and we got the win.’’<br />

His wordsfor other youngpeople<br />

considering such acareer?‘‘It’s hard work,<br />

but great fun, and it’srewarding. If you put<br />

in the hours, thoserewardswill come.’’<br />

councilatthis stage, and the councilis<br />

happy to say that it is behind him.<br />

Garry believes the development is a<br />

first in New Zealand,whereacouncil is<br />

leading the waybyagreeing to work<br />

openly and transparently, sharing<br />

resources and technology with him to<br />

explorethe use of sustainable initiatives.<br />

The ultimate goal is to be the first town<br />

in the world running entirely off the grid,<br />

and Garry says that believing in this endgoal,and<br />

havingthe council’s support,<br />

puts him well overhalf way to achieving<br />

it.<br />

The 130­hectare Ocean Ridge<br />

subdivision is already fully zoned and<br />

consented.About70traditional lots have<br />

beensold or are already built on.<br />

By the time the remaining300 or so lots<br />

are developed, includingthe commercial<br />

and retail areas, Ocean Ridge will<br />

account for around aquarter of<br />

Kaikoura’srating base in terms of<br />

revenue.<br />

Farmersin<strong>North</strong><strong>Canterbury</strong> have plenty<br />

of drought experience and can take credit<br />

for beinginreasonableshapeasdry<br />

conditionsbite, the chairmanofthe<br />

HurunuiAdverse Events committee,<br />

Winton Dalley, says.<br />

Mr Dalleywas commenting as weeksof<br />

hot and dry weather, bringing high levels<br />

of evapotranspiration, affect the region.<br />

He saysifanything was learnt from the<br />

2014­2017 droughts,itwas the need to<br />

make decisionsearlyonwhat farmers<br />

could control.<br />

‘‘It’s good practice to have plans and<br />

deadlinesinplace to destock, send stock<br />

out to graze,and buy in supplementswhile<br />

they are available at an affordableprice,’’<br />

he says.<br />

The committee is monitoringhow<br />

farmersare coping in the dry conditions,<br />

and remindsthem of the wealthof<br />

experience and information available to<br />

help them throughthe dry spell.<br />

‘‘Seeking advice and support from your<br />

rural professionalsisawisemove,<br />

whetheritisfinancial, stock health, stock<br />

disposal or advising on supplementary<br />

feed and green feed crops.<br />

‘‘They haveawealthofknowledge to<br />

assist your decision­making.<br />

‘‘Remember, too, looking out foryour<br />

neighbour is of paramountimportance.’’<br />

On top of normal demandfor freezing<br />

worksspace, in otherparts of the country<br />

thereare reportsoflongerdelays due to<br />

the coronavirus slowing exportdemand.<br />

‘‘So bookinginearly is amust.’’<br />

Mr Dalley saysthere was goodspring<br />

growth and generally agood production<br />

season, becoming dry as normal from<br />

December on.<br />

‘‘While we usually expectthe autumn<br />

rainstokick in from next month and set us<br />

up for winter, we will be in an<br />

uncomfortable position if the rains don’t<br />

come this year, andfarmers needto<br />

prepare for that eventuality.’’<br />

RuralSupport Trust chairman Andy<br />

Munrosays the trust has not yet received<br />

any requests for help.<br />

‘‘Butwehave been madeawarethat<br />

morale was slipping in certainareas and<br />

we are monitoring the situation regularly.<br />

‘‘We would encourage farmerstocontact<br />

us if they want afree and confidential chat<br />

to one of our team,’’ Mr Munro says.<br />

Cheviot has missed most of the rain<br />

lately and some springs are drying up.<br />

Cheviot­based Dan Maxwell, the meat<br />

and wool chairman for <strong>North</strong> <strong>Canterbury</strong><br />

Federated Farmers, says farmers are<br />

beingproactive and making decisions<br />

regularly, as needed.<br />

‘‘It’svitalthat farmers are decisiveover<br />

the next monthifno substantial rain<br />

arrives.Alwayshave adate set, and if it<br />

doesn’t rain thenimplementtheir action<br />

plan. A10K hit to the budget can soonturn<br />

into a15K hit if conditions continueto<br />

deteriorate.’’<br />

Tony Finch, from DairyNZ,says<br />

Kaikoura farmers are reporting similar<br />

impacts from the dry weather, with<br />

dryland farmers saying conditions are as<br />

bad as they canremember. Even those<br />

with the advantagesoflimited irrigation<br />

are experiencing challenges to keep up<br />

with livestock demands.<br />

Farmers havebeen forcedtomake<br />

systemchangestomanage. However,if<br />

there is no rain by March they willneed to<br />

considerdrying­off options.<br />

Despite that, overall farmingspirits<br />

remaingood, reflecting the promising milk<br />

price.<br />

Small, well-thought-out garden triumphs<br />

The winner of the Supreme<br />

Garden Award in thisyear’s<br />

KaiapoiGarden Awards is a<br />

small, ‘‘well­thought­out garden’’<br />

owned by Sarah Henderson.<br />

Twenty fourgardens were<br />

enteredinthis year’s<br />

competition, and choosing the<br />

winners proveddifficultfor the<br />

judges, Joan Whillans, aretired<br />

florist who hasbeen gardening<br />

‘‘almost my entire life’’, and<br />

landscapearchitect John Archer.<br />

‘‘It was verydifficulttosay one<br />

gardenwas better than the<br />

others,’’Joan said. However,<br />

Sarah’s Meadow Streetgarden<br />

got the final nod because it was<br />

‘‘a lovelygardendesigned to<br />

match the house,which is a<br />

cottage with averanda’’,Joan<br />

said. ‘‘It is planted with old roses<br />

and is avery calmgarden. It is<br />

not abig section, but it was all<br />

just beautifully done.’’<br />

The awards wereorganised<br />

this year by community group<br />

Altogether Kaiapoi, formerly<br />

known as You Me We Us, and was<br />

establishedafter the <strong>Canterbury</strong><br />

earthquakes in 2010 and 2011.<br />

Chris Greengrass,said the group<br />

decided to change its name in<br />

recognition that ‘‘wehave moved<br />

beautiful gardens entered.<br />

‘‘Peopleput such alot of effort<br />

into them.’’ Although Kaiapoi is<br />

calledthe River Town, Garden<br />

Town is a‘‘close second.’’<br />

Praise for good work<br />

Acoupleofweeksago Iattended the<br />

Summer Wine meeting—the monthly<br />

gathering of some of Kaikoura’soldest<br />

community members.<br />

Many had watched me grow up. Manyno<br />

doubtwondered howIwouldturn out. I’m<br />

sure if you had asked them (orme) where<br />

Iwas headedwhenIwas young,no­one<br />

wouldhave said I’d end up as mayor.<br />

Beinginthis rolenow is daily proofthat,<br />

with the forgiveness and support of the<br />

Kaikouracommunity, anything is possible.<br />

There’s alot of talk aboutthe council<br />

beingoverstaffed. While it is truewehave<br />

more staff than before the earthquake, in<br />

my opinion it’salso true that, for now,we<br />

need them. In the threeyears since the<br />

earthquake, the council has secured about<br />

$60 million of external funding.<br />

That includes $37.5mfor our sewerage,<br />

watersystemsand roads rebuild; around<br />

$3m for community facilities, includingthe<br />

memorial hall, pooland scout hall; $11m<br />

for re­development of WakatuQuay; and,<br />

pending approval through the annualplan<br />

process, around $12m for anew bridge<br />

over the Clarence River.<br />

Dear Editor,<br />

As my lifeonthis planet winds down,<br />

my sense of frustrations builds.<br />

That frustrationisabout what could<br />

have been,asI’ve bornewitnesstoa<br />

country with so much promisefor future<br />

generations becoming boggeddown in a<br />

politically motivated bureaucratic<br />

swampofendless committees and<br />

talkfests.<br />

I’m wondering about responsibility and<br />

the lack of commonsensedecisions.<br />

Within our remotegeographic border<br />

we are so lucky. So how come we have<br />

fallen so far off the perch of OECDworld<br />

rankings over thepast 40 years?<br />

Iwas part of arapidly developing<br />

country for the first 40 years,while the<br />

last 40 havebeen like beingonasinking<br />

ship —withoutacaptain.<br />

Whichbrings me back to water, the<br />

shortage of whichisvirtually daily news,<br />

and which seasonally has always been the<br />

lot of this district since it was settled.<br />

Just in my shortlifetime, the country’s<br />

populationhas climbedfromaround1.5<br />

million and is now approaching5million,<br />

apply for their own funding, offeredfree<br />

services to helpwith personal rebuilds or<br />

wellbeing, processed morethan $100m of<br />

building consents, dealt with triple the<br />

volumeofinvoicesand billsaspre­quake,<br />

and won national awards for both<br />

communications and economic recovery.<br />

Over the sameperiod, satisfaction with<br />

council services hasincreased.<br />

That is not to saywe’ll alwaysneed them<br />

(and some finish later this year), or that<br />

they always get everything right, but,touse<br />

afarming phrase, youdon’t kick the<br />

harvestersout of the paddock whenthe<br />

hay is on the ground.<br />

Just as people mayhave had (or still<br />

have) doubts aboutmeasmayor,people<br />

may have their doubts about our council.<br />

Iwas voted in as mayor because my<br />

community had seen me grow and change<br />

and becauseIknew the council had ajob<br />

to do and couldn’tlose its stride.<br />

Ihave no doubt that as we review<br />

council financesand services, we’ll find<br />

ways to save money and reduceour staff<br />

costs but,for now, I’m proud of the team,<br />

how they have grown and changed,and of<br />

the workthey’re doing.<br />

built regarding domestic/hydro or<br />

irrigation for the cominggenerations.<br />

We’ve gone fromanation that<br />

anticipated, planned and built for growth,<br />

to one that is reactivetoevents —always<br />

Ihave been heartened that, since my<br />

recentmissives to this publication, so<br />

many, including some fromcouncil,<br />

appeartosupport my views on<br />

harnessing Lake Sumner,soastorelease<br />

thetremendous economicand social<br />

potential of this ‘‘mini­California’’.<br />

Some clear­headedthinking from<br />

MainPower to joininwould be helpful,<br />

instead of its present penchantfor tilting<br />

at very expensive, temporary and<br />

inefficient windmills.<br />

If there is anyone out there whomight<br />

know if the very large filesonharnessing<br />

LakeSumnerbythe late Sir Max Smith<br />

exist, please let me know.<br />

Waimakariri council needs<br />

to examine its core activities<br />

Dear Editor,<br />

Iread with considerable disquiet<br />

the Waimakariri District Council’s<br />

intention to implement, at the behest<br />

of the World Health Organisation, a<br />

new Age Friendly Plan.<br />

On the surface, the proposal to take<br />

cognisance of age­related need into<br />

district planning is laudable.<br />

However, when one drills down<br />

deeper, the downstream<br />

consequences are disturbing.<br />

Elsewhere, the council reports that<br />

it has already approved two years of<br />

funding for wages to employ asupport<br />

person for this project.<br />

One has only to study current<br />

council staffing to assume that this<br />

wage will lead to another permanent<br />

paid position.<br />

Madeleine Burdon is quoted as<br />

saying that things are happening<br />

organically already in the community.<br />

Ipresume that what is happening<br />

organically is outside the council<br />

domain at the moment and that filling<br />

in the gaps will become part of the<br />

council employee’s job description.<br />

I’m sure that Madeleine had the best<br />

of intentions when she brought her<br />

suggestion forward, but Ichallenge<br />

the mayor and councillors to<br />

undertake in­depth scrutiny of<br />

proposals requiring allocation of<br />

ratepayers funds.<br />

Ihave no doubt the appointed<br />

advisory group will produce very good<br />

suggestions to inform the council<br />

planning and, for me, that is as far as<br />

this should go.<br />

Our community does not need the<br />

expense of aCabinet minister’s time,<br />

nor the WHO, to be effective.<br />

In the same publication, the council<br />

is reported as saying that it hopes to<br />

hold the annual rates increase to<br />

4percent.<br />

Idonot have to be amathematician<br />

to calculate that an annual 4% rate<br />

rise will lift my rates another<br />

thousand dollars in eight years.<br />

Isuggest that the council steps back<br />

and takes along, hard look at its core<br />

activities and show good faith to its<br />

ratepayers by not adding communityled<br />

activities into the council brief.<br />

Rakahuri Track.<br />

track, Ihad to toleratethe abuse of<br />

people walking theirdogs on the<br />

mountainbike track.<br />

Ialways slowdown and let people<br />

know that Iamthere,asmore often than<br />

not they also have dogs off­lead with<br />

them and Idon’t want to get knocked off<br />

my bike by adog runningout in frontof<br />

me.<br />

Iunderstand thatparts of the track<br />

are sharedwith walkers and there are<br />

also parts designated for<br />

mountainbikes.<br />

Thereare dog parksinRangiora,<br />

as wellasdesignated walking<br />

tracks whichpeoplecould be using<br />

instead of the bike trackstowalk their<br />

dogs.<br />

It is 50 percent their responsibilityto<br />

keep themselves safe on abiking track.<br />

put time,effortand money to makethese<br />

tracks happen for cyclists.<br />

challenges ahead<br />

positive responses to climatic and<br />

environmental change and challenges,<br />

hosted Dr Anita Wreford from Lincoln<br />

University's’ Agribusiness Research<br />

Unit last Thursday in Amberley.<br />

Around 50 peopleturnedout to the<br />

discussion, the first in amonthly series<br />

planned by the group.<br />

Dr Wreford is the lead<br />

author on the Intergovernmental<br />

Panel on<br />

Climate Change (IPCC)<br />

Special Report and the<br />

AustralasiaChapter of the<br />

6th IPCC Assessment<br />

Report. She is also part of<br />

ateam conducting the<br />

New Zealand climaterisk<br />

assessment.<br />

She spoke about theprocesses of the<br />

IPCC,aninternationalbody of scientists<br />

whichproduces regularreportson<br />

climate change. It can be commissioned<br />

by governmentstoproduce reports<br />

around particular subjects.<br />

She focused on arecent reportfrom<br />

the IPCC on climatechange and the<br />

land.She says landisanessential part<br />

of the solution to adapting to climate<br />

change, its systemsand structure<br />

affecting both food and water supply.<br />

Dr Wrefordsaid the challenge was<br />

adapting to the impacts of climate<br />

change, with land under increasing<br />

human pressure. But the landcould not<br />

She said New Zealand was uniquein<br />

havingahigh levelofagricultural<br />

emissions comparedtothe rest of the<br />

world —48percent.Ireland was closest<br />

with 38%, with the average about 10%.<br />

New Zealandwas therefore being<br />

watched as an example<br />

for dealing with<br />

emissions from<br />

agriculture.<br />

She said there was a<br />

goodbody of research<br />

now available in New<br />

Zealand, but therewere<br />

challenges in planning<br />

for uncertain future<br />

paths, withresearchers<br />

now modellingvarious<br />

approaches so that<br />

efforts hadthe best<br />

outcomes for both the<br />

environmentand<br />

farmers.<br />

<strong>Canterbury</strong> region, the Ramble’s<br />

The AshleyRiver Rambleeventwill<br />

follow the same scenictrackasthe 2019<br />

event, with cyclists, runnersand walkers<br />

travelling 12kmalongthe Ashley­Rakahuri<br />

stopbanksfrom Waikuku Beach to the<br />

Ashley River Picnic Grounds in Rangiora.<br />

There willbetransportavailable for<br />

runners and walkers backtoWaikuku for a<br />

small fee.<br />

Lastyear’s participants rangedfrom<br />

primaryschoolage to over70s. Completion<br />

times varied from around 35 minutestoa<br />

leisurely 2.5 hours.<br />

Students fromLoburn School usedthe<br />

event to completeatask forthe William<br />

PikeChallenge (a youth development<br />

programme), and there was good­natured<br />

competition between thoseinlocal cycle<br />

and running groups.<br />

Pounamu sculpture<br />

returned to plinth<br />

Aprecious pounamu artwork stolen<br />

from its plinth at the Hanmer Springs<br />

Thermal Pools and Spa grounds has<br />

finally come home.<br />

The water­droplet sculpture was<br />

stolen early in the year by an offender<br />

caught on the complex’s security<br />

cameras.<br />

The piece, which stands about 50<br />

centimetres high, was carved in 2017<br />

by Ngai Tahu master carver Fayne<br />

Robinson, along with his nephew<br />

Caleb Robinson. It was hewn from one<br />

of the largest greenstone boulders<br />

ever found in the South Island. It<br />

symbolises the pool’s famous thermal<br />

waters.<br />

Following abig effort, the pounamu<br />

was recovered five days later, on<br />

January 15, by <strong>Canterbury</strong> Police at a<br />

Christchurch property.<br />

The pounamu was then returned to<br />

Ngai Tahu’s Christchurch<br />

headquarters and blessed.<br />

Mr Robinson polished the pounamu<br />

and readied it for its return to Hanmer<br />

Springs.<br />

On Monday morning the pounamu<br />

was returned to its plinth.<br />

He said he was surprised it came<br />

home.<br />

‘‘I certainly did think it was gone for<br />

good. My immediate thought was,<br />

‘well, they can’t sell it as asculpture,<br />

but they can cut it up and sell it in<br />

pieces’.<br />

‘‘To get it back in five days, it was a<br />

very quick response and shows the<br />

system works.<br />

‘‘Now that it’s home, Ithink it will be<br />

there for along time.’’<br />

Pools general manager Graeme<br />

Abbot said: ‘‘We were devastated<br />

when it was stolen.<br />

‘‘It means agreat deal to us at the<br />

complex, given its acknowledgement<br />

of, and ties to, our rich history and the<br />

fact Ngai Tahu used to stop and bathe<br />

in the springs as they travelled across<br />

the South Island.’’<br />

Mr Abbot said the outpouring of<br />

support from the community had been<br />

overwhelming, following news of the<br />

theft.<br />

‘‘I would like to say ahuge thank­you<br />

to all those who showed us support<br />

and especially the police in finding<br />

this precious taonga.’’<br />

Three of the country's top<br />

eventers will be hopingthe <strong>2020</strong><br />

Horse of the Year competition,<br />

held in the Hawke's Bay from<br />

March 10­15, will be the nextstep<br />

in theirquest to ride for New<br />

Zealand at the Tokyo Olympics.<br />

More than 1600 riders and 1800<br />

horseswill be competing,with 88<br />

entrants from <strong>Canterbury</strong>,<br />

including 10 from Rangiora,<br />

three from Kaiapoi, three from<br />

Oxford, three from Woodend,<br />

two from Amberley, two from<br />

Cheviot, and one from Waiau.<br />

ClarkeJohnstone, Amanda<br />

Pottinger and rising star Maddy<br />

Crowe will all be vyingtoprove<br />

to visiting Burghley and Olympic<br />

judge Christina Klingspor, and<br />

Kiwi­based Tokyo selector Mitty<br />

They will all then head to the<br />

Brothers harness up for new venture<br />

Zealand National Standardbred<br />

Yearling Sale, spending $2<strong>27</strong>,000<br />

to buy five filliesand acolt.<br />

Dawe Contracting is owned by<br />

brothers Ronand Kevin Dawe<br />

and their father Ray,who is now<br />

retired.<br />

The brothers are establishing a<br />

new trainingestablishment on50<br />

hectares of land formerly owned<br />

by saddler Don Clarke at<br />

Fernside, with Phil Burrows as<br />

theirprivate trainer.<br />

The yearlings are already<br />

beingbrokeninand willform the<br />

starting point for the stable’s new<br />

racing team.<br />

Phil previously trained for Ron<br />

for manyyears from aproperty in<br />

McIntosh’s Rd in Fernside,<br />

before retiring from public<br />

traininginAprillast year to work<br />

for Robert andJohn Dunn at<br />

theirWoodendBeach stable.<br />

Whilethere, he continued to<br />

trainacoupleofhorses for Ron.<br />

Ron’sMcIntosh’s Rd property<br />

has now been sold and he is<br />

concentratingondeveloping the<br />

new trainingestablishment at<br />

125 MertonRd, which will have<br />

new stables and a900m training<br />

track. It is only 1.2kmfrom<br />

Rangiora Raceway.<br />

Phil willbegin training at the<br />

new property when the<br />

redevelopment is completed at<br />

the end of April.<br />

$100,000 in stake money,and<br />

Three of Dawe Contracting’s<br />

sales fillies were purchased on<br />

the first day of the sale, at<br />

Karaka, in South Auckland, on<br />

<strong>February</strong>17, with the othertwo<br />

fillies and the coltpurchased at<br />

the Sale of Pacers on the second<br />

day at Christchurch on<br />

Wednesday last week.<br />

Ron decided to concentrate on<br />

buying fillies for the new racing<br />

team because ‘‘Phil has such a<br />

good record with fillies’’.<br />

‘‘He is good with colts, too,and<br />

we might concentrateonbuying<br />

them at next year’s sale,’’hesays.<br />

Of the six yearlings bought by<br />

Dawe Contracting at thesale,<br />

four are by champion stallion<br />

Bettor’s Delight. The three fillies<br />

from Karaka,EburyStreet,<br />

Devotion Delight, and Divine<br />

Delight, are all daughters of<br />

Bettor’s Delight,whilethe colt,<br />

from Christchurch, Walls For<br />

Clues,isason of Bettor’s Delight.<br />

Of the other two fillies,<br />

purchased at Christchurch,<br />

Millwood Indieisby<br />

Captaintreacherous, whose son,<br />

Im Cushty, topped the Karaka<br />

sale, selling for$250,000to<br />

Australians Emilio and Mary<br />

Rosati, and the other filly,<br />

Heavenly Perfection, is by Rock<br />

NRoll Heaven,whoseprogeny<br />

was also in demand at the sale.<br />

What’s changing?<br />

In response to regulatory changes, MainPower is adjustingthe balance between ‘fixed’ and‘variable’<br />

lines charges.Your electricity bill is madeupofseveral components,one ofwhichisthe cost of<br />

deliveringelectricitytoyour property viaMainPower’s network, aprocess knownasdistribution.<br />

The distribution cost accounts foraround <strong>27</strong>%ofyourtotalelectricitybilland is madeupofa<br />

combinationoffixedand variablecosts. MainPower’sdistribution charges need to betterreflect the<br />

actual cost of delivering electricitytocustomers. As MainPower’s costs are largelyfixedand not<br />

relatedtothe quantity of electricity consumed (e.g. our ongoingmaintenance programme, costsof<br />

transmissionpassed on fromTranspower), MainPower is adjusting the balancebetween the fixed<br />

and variable components.Effectively,from 1April<strong>2020</strong>,the fixed portionwillform alarger portion of<br />

your distributioncharge.<br />

Whatabout therebate?<br />

From 1April <strong>2020</strong>,the monthlyrebate paid to Qualifying Customerswillbeappliedasapercentage<br />

discount off thefixedcharge.Therebate will continue to be paidasadiscountonthe power bill<br />

thatyou receive from yourretailer (though someretailerschoosenot to showthis discount on their<br />

invoices). Once acustomer is connectedtothe MainPower network,theyare aQualifying Customer.<br />

Customersconnected to the former Kaiapoi Electricity network will have adiscountappliedtotheir<br />

fixed charge equivalent to the MainPower rebate.<br />

At 1April <strong>2020</strong>,the Qualifying Customer rebate and Kaiapoi Electricity discountwill be<br />

paidasapercentagediscount of the fixed charge.The percentagediscount is 43% for<br />

residential customers and17% fornon–residential customers.<br />

Couple at helm for show<br />

Community stalwarts Mike<br />

and Elspeth Loughnan have<br />

stepped up to lead this year’s<br />

Mt Beautiful Cheviot A&P<br />

Show.<br />

The couple, who only<br />

joined the committee after<br />

last year’s show, are taking on<br />

the roles of co­presidents<br />

after years of service to the<br />

wider community in avariety<br />

of roles.<br />

‘‘We are very much<br />

newbies. I’ve avoided it for a<br />

long time, while doing other<br />

things in the community,’’<br />

Mike says. ‘‘But we have two<br />

new vice­presidents and<br />

everyone’s new, but we’ve got<br />

good support and there’s a<br />

number of past presidents<br />

still involved.’’<br />

They are also thankful for<br />

strong backing from the show<br />

committee in bringing the<br />

event to life.<br />

The Loughnans might be<br />

new to the committee, but<br />

they are familiar faces in<br />

Cheviot.<br />

Mike was arugby coach for<br />

23 years for the Glenmark<br />

and Cheviot clubs and the<br />

combined club, winning the<br />

<strong>Canterbury</strong> Country<br />

combined and <strong>North</strong><br />

<strong>Canterbury</strong> competitions. He<br />

is aformer <strong>North</strong> <strong>Canterbury</strong><br />

rep coach.<br />

The couple’s sons, Tim and<br />

Hugh, continue to play for the<br />

Glenmark­Cheviot second<br />

division team.<br />

Elspeth has been ateacher<br />

at Cheviot Area School for<br />

more than 20 years, teaching<br />

primary school classes.<br />

They run a320­hectare<br />

sheep and beef farm at Blythe<br />

Valley, south of the Hurunui<br />

River mouth in partnership<br />

with eldest son Tim and his<br />

partner, Jaymie, who works<br />

at Misco Joinery in Kaiapoi.<br />

Tim is the fifth generation<br />

on the farm, dating back to<br />

Elspeth’s great­grandfather,<br />

The farming operation has<br />

changed in recent years, with<br />

around 2500 stock units,<br />

mainly trading sheep and<br />

cattle. It has been blended<br />

with tourism, including<br />

‘‘glamping’’, jet­boat trips<br />

and farm tours. ‘‘It keeps us<br />

busy and it’s away of<br />

diversifying,’’ Mike says.<br />

This season has been a<br />

tough one with the dry<br />

conditions, he says.<br />

‘‘A bit more water would<br />

certainly help, but we are<br />

dryland farming. It really<br />

depends on what happens<br />

from now on, whether you<br />

call it adrought.<br />

‘‘It’s getting to be abit more<br />

than adry summer.’’<br />

Mike was born and bred at<br />

Scargill, inland between<br />

Greta Valley and Hawarden.<br />

The couple’s daughter,<br />

Virginia, is the consents<br />

manager at Environment<br />

<strong>Canterbury</strong>, while youngest<br />

son Hugh, arecent graduate<br />

of Lincoln University, is an<br />

environmental planner.<br />

A&P Show will be free thanks to the<br />

support of local businesses.<br />

Mt Beautiful Winery has come on<br />

board as the event’s major sponsor and<br />

the committee has been amazed by the<br />

response of local businesspeople who<br />

have got in behind this year’s show, copresidents<br />

Mike and Elspeth Loughnan<br />

said.<br />

The 112th annual Cheviot A&P Show<br />

will be held at the Cheviot Showgrounds<br />

on Saturday, March 14.<br />

‘‘We are so grateful to our sponsors for<br />

being able to give free entry,’’ Elspeth<br />

says.<br />

‘‘This is our first year gathering lots of<br />

sponsorship and we’ve had an amazing<br />

response.<br />

‘‘Mt Beautiful has come on board and<br />

we’ve got lots of gold, silver and bronze<br />

sponsors which has enabled us to give<br />

free entry,’’ Mike adds.<br />

‘‘People are struggling after the<br />

earthquake and the drought, so it’s about<br />

getting them back to the show.’’<br />

Appropriately, this year’s theme is<br />

‘‘celebrating Cheviot’’.<br />

‘‘We’re keen to get as many people<br />

involved in Cheviot as we can,’’ Elspeth<br />

says.<br />

Nominations close aweek before the<br />

show for aCheviot ‘‘Good Sorts’’ award,<br />

with the public encouraged to nominate<br />

someone who has done alot of work in<br />

the community.<br />

Apromotions tent will house local<br />

producers, entertainers and<br />

accommodation providers to promote<br />

what they do.<br />

‘‘People can still express their interest<br />

and bring in their brochures and set up<br />

adisplay free of charge to advertise<br />

their business,’’ Elspeth says.<br />

The traditional Grand Parade will be<br />

Gates opened to promote hemp<br />

AChristchurch grower of industrial<br />

hemp says red tape is stopping<br />

industries from making the most of what<br />

many regard as apotential wonder crop.<br />

Although it lacks the mind­altering<br />

power of its close cousin marijuana,<br />

hemp can only be grown and sold subject<br />

to Ministry of Health restrictions.<br />

Brad Lake, co­founder of<br />

Christchurch hemp food company, The<br />

Brothers Green, helped organise ahemp<br />

farm open day in Culverden on Sunday<br />

to showcase the farmers and businesses<br />

utilising the crop. In doing so, he hoped<br />

to de­mystify how it is grown and used.<br />

About 100 Christchurch residents<br />

were bused in to see the crop, which is<br />

about aweek away from being<br />

harvested.<br />

It will be taken down the road to one of<br />

the South Island’s first hemp processing<br />

plants.<br />

Soil consultant Rob Flynn told guests<br />

that hemp farmers were already<br />

benefiting hugely from the versatility<br />

and popularity of the crop.<br />

‘‘To me, hemp is just such auniversal<br />

plant. It has got so many properties and<br />

ecologically we’ve got to get away from<br />

the plastic and that’s what it sort of<br />

alternative to concrete, and creative<br />

director of the clothing brand Original<br />

Canvas, Eden Sloss, spoke about<br />

spinning hemp into breathable clothes.<br />

But Mr Lake said hemp hadn’t quite<br />

escaped its past as amember of the<br />

cannabis family, and that made life<br />

more difficult for growers and retailers.<br />

Under current rules, farmers need<br />

annual licences to grow hemp, and must<br />

follow strict rules about where it can be<br />

grown, security on the farm, recording<br />

the progress of the crop, and reporting<br />

missing or failed crops.<br />

Mr Lake said it would make more<br />

sense for the Ministry for Primary<br />

Industries to recognise hemp as an<br />

agricultural crop by taking on the<br />

licensing process and ideally, there<br />

wouldn’t be any restrictions at all.<br />

‘‘If we can go to farmers and say we<br />

can buy your leaf and flower, your fibre,<br />

your root and your seed, we can offer<br />

them avery competitive return and have<br />

ahuge diversity of income for farmers<br />

without any of the restrictions in place,<br />

that really do hinder not just the returns<br />

to farmers but also the output of the<br />

plant.’’<br />

Bound and Spirit of Adventure<br />

courses.<br />

The Rotary Club of Rangiora Charitable Trust<br />

is calling for applications from young people<br />

aged 16 to 18 interested in taking part in either<br />

a21-day Outward Bound Course or a10-day<br />

Spirit of Adventure voyage.<br />

Those selected (normally one for each event)<br />

will have 50% of the costs of the course/voyage<br />

met. The cost of a 21-day Outward Bound<br />

course is around $4,400 and for a 10-day<br />

Spirit of Adventure voyage $2,500. In special<br />

circumstances those selected may have the full<br />

cost met. This will be at the discretion of the<br />

trustees.<br />

This funding is available for those wanting to go<br />

on acourse/voyage during <strong>2020</strong> or early 2021.<br />
