NEARLY ALL OF BANGKOK’S HOTELS ARE

EXPECTED TO HAVE ZERO INCOME IN APRIL

According to the Thai Hotels

Association (THA) more

than 30,000 hotels in the

Kingdom will have absolutely

no income whatsoever for

the month of April.

The actual number counted

was 30,936 establishments,

which represent more

than 95 per cent of the total

number of hotels in Thailand,

currently standing at 32,563.

Many of these hotels are

in Bangkok and there is little

distinction between the large

opulent hotels and the smaller

establishments.

It is not only rooms that

are empty but all of the additional

revenue from extras

such as buffet dinners for

non-residents, as well as

weddings and conferences

that has completely gone.

All hotels are suffering

significant losses. Indeed,

as is well known, there are

many internationally branded

hotels in the capital and

so companies that operate

extensive hotel chains are

having to close down multiple

properties.

For example, Marriot hotels

has many hotels. The

company has grown over

recent years and controls

brands such as the Sheraton

and Westin Grande.

Accor Group is the company

behind the Sofitel

brand as well as the Mercure,

Novotel, Pullman and

Ibis properties. Some of its

hotels are owned by franchisees

but the company manages

dozens of properties in

Bangkok and thousands of

hotels worldwide.

Well-known hotel operator,

Centara Group declared

that it will entirely close a total

of 28 hotels for the month

of April, with 25 of them in

Thailand and the other three

in other countries. It has

pledged to take care of its

staff during the shut down

period.

As for the staff in other

hotels, some operators are

seeking clear guidance from

the government regarding

shutdowns so that staff can

benefit from the state social

security fund (SSF).

Surapong Techaruvichit,

an adviser to THA was quoted

as saying, “THA had a

discussion with the Labour

Ministry last week, but failed

to achieve the goal of protecting

our workers,” adding,

“Operators in each province

have to help themselves by

urging their governors to

officially approve the closure

of hotels in order to get SSF

payment for affected employees.”

Mr. Surapong was also

quoted as saying, “We strictly

follow the rules by contributing

10% of salary to

this fund, in which both employers

and workers pay 5%

equally. For example, a hotel

with 550 staff [has] to contribute

at least 700,000 baht

every month. But during this

tough time when we have no

income, SSF cannot pay out

to employees who need it

the most.”

The association is requesting

that its member

hotels take care of workers

by offering them rooms and

meals.

Yet, in general many in

the tourist industry largely

agree with the lockdowns in

place across various parts

of the country citing them

as necessary to contain the

spread of the coronavirus.

Strong action early on will

hopefully lead to a quicker

outcome.

DURING THE COVID-19 CRISIS

As we spend more time

at home during the Covid-19

crisis, we will rely on our internet

connections more and

more.

Here are a few hints and

tips from around the internet

that hopefully will be useful.

Advice in the UK, which

is equally applicable here,

is that people should avoid

using the microwave at the

same time as their wi-fi, media

regulator Ofcom has said,

as part of advice to help improve

internet speeds.

It comes as millions of

people are working remotely

and relying on streaming services

after people are told to

"stay at home".

This has put pressure on

broadband providers, with the

UK’s BT's Openreach reporting

a 20% surge in internet

use.

Ofcom's advice ranges

from the seemingly obvious,

like downloading films in advance

rather than streaming

them when someone else may

be trying to make a video call,

to the less expected.

"Did you know that microwave

ovens can also reduce

wi-fi signals?" Ofcom asks.

"So don't use the microwave

when you're making

video calls, watching HD videos

or doing something important

online."

Other tips include:

• Position your internet

router as far as possible from

other devices that may interfere

with the signal, such as

on a table or shelf rather than

the floor

• Keep your router switched

on

• If you're carrying out video

calls or meetings, turning the

video off and using audio will

require much less of your internet

connection

• Try starting those calls

at less common times, rather

than on the hour or half hour

• For the best broadband

speeds, use an ethernet cable

to connect your computer directly

to your router rather than

using wi-fi

• Where possible, try not to

use a telephone extension lead,

as these can cause interference

which could lower your speed.

Devices that can interfere

with router signals include:

cordless phones, baby monitors,

halogen lamps, dimmer

switches, stereos and computer

speakers, TVs and monitors.

It is also advised making

calls on a landline where possible,

citing an increase in the

demand on mobile networks.

"If you do need to use your

mobile, try using your settings

to turn on wi-fi calling," Ofcom

said.

"Similarly, you can make

voice calls over the internet using

apps like Facetime, Skype

or WhatsApp."

The regulator also suggested

disconnecting devices that

were not in use.

"The more devices attached

to your wi-fi, the lower the

speed you get," it said.

"Devices like tablets and

smartphones often work in

the background, so try switching

wi-fi reception off on these

when you're not using them."

Ofcom is not the only organisation

taking action to maximise

internet speeds during the

lockdown. Streaming platforms

including Facebook, Netflix,

Disney+ and YouTube have already

reduced the quality of

videos in an attempt to ease the

strain on internet service providers.

But the internet companies

say they can handle the pressure,

so use your connection

wisely and hang on in there!

FOREIGN CURRENCY UPDATE

The U.S. Dollar strengthened

in value during the first part of the

month as stocks rose to record

highs even in spite of corona virus

fears rising. However, a breaking

point came and both stock markets

and the dollar fell quite dramatically.

The DXYDollar index,

an index that measures the U.S.

Dollar’s value against a basket of

major currencies, increased from

98.45 to 99.9, almost touching

the all important 100 mark before

declining quickly to 95.1 and then

settling around 97.3.Stock market

declines prompted the U.S. Federal

Reserve to cut rates twice in

emergency meetings, but other

central banks were also looking to

cut rates worldwide ensuring that

U.S. Dollar falls were curtailed

somewhat. The USDTHB cross

rate actually rose even in spite of

Dollar weakness signifying that the

Thai Baht also weakened during

the period, at a rate slightly faster

than that of the Dollar’s. Against

the Thai baht the Dollar rose from

31.13 to 32.17.

The UK’s historic departure

from the EU did not move the British

Pound, with the volatility in

stock markets and central bank

intervention having taken a front

seat. Against the U.S. Dollar, the

pound sat in a range of 1.2885 to

1.3030 but eventually gave up the

1.2800 level and hit a low of 1.2772

before moving back above 1.3200.

Then as market volatility picked up

and the BoE cut interest rates by 50

basis points, the pound quickly fell

to 1.2275. A largely non-existent response

from the UK government to

the Covid-19 situation also arguably

contributed to the declines. As the

pound has fallen this has been reflected

in the GBPTHB rate, which

moved from 41.32to 39.51

The U.S. Dollar vs. Japanese

Yencross rate moved from 112.06

to as low as 102.07, before recovering

to 105.35. These moves

occurred as the Yen cemented its

position as a safe haven currency

at times of stock market volatility.

The move was nearly 10 per

cent and it is expected that as

stock markets remain under pressure

the Yen will still see inflows.

The JPYTHB cross rate saw the

Yen fetching 0.3033 Thai Baht,

up from the 0.2782 level before

stocks started to take a dive.

The Russian Ruble saw additional

volatility weakening from

63.05 to 74.83 against the US

Dollar. This was a more volatile

month than has been seen

for several months before and

could signify a new trend. Much

depends on the direction of the

Dollar. Against the Thai Baht the

Ruble lost ground, moving from

0.495 to 0.430.

The Euro / U.S. Dollar exchange

rate moved quite quickly

from 1.0804 to 1.1448 before giving

up some of the gains to trade

down to 1.1116. It has acted as

the other side of the trade for Dollar

weakness, since the basket of

currencies that make up the dollar

index are mostly weighted towards

the Euro. It has also made

gains where the British pound

made losses. Against the Thai

Baht, the rate rose from 34.23 to

35.89.

BANK OF THAILAND

EXPECTED TO CUT

RATES AGAIN

Following a cut in interest rates by 0.25 per

cent to an all time low of 1 percent, the Bank of

Thailand is widely expected to cut rates again

to even lower levels.

This follows an emergency cut in the U.S of

0.5 percent on an intermeeting basis as well as

strong expectations of more interest rates cuts

to come from the U.S. Federal reserve in near

term scheduled meetings.

As such, the Bank of Thailand is likely to

cut again possibly twice in the coming month

as the Kingdom’s economic growth rate is

expected to slow to just 0.5 per cent year on

year, according to some leading economists at

Kasikorn bank.

Yet interest rate cuts, whether here or in the

U.S. are not necessarily the panacea they may

be commonly expected to be. When rates are

high, interest rate cuts can have a real effect,

but with interest rates already at decades’ low

levels there is little more in the way of stimulus

that they can provide. It will be just another excuse

to prop up overvalued stock markets with

such actions likely to be futile in any case. The

next step is for central banks to directly buy

stocks in the stock market to further artificially

inflate prices, a dangerous precedent.

In Thailand, the most important thing will be

for credit card and loan issuers to cut rates to

their borrowers, and to increase lending dramatically

to improve consumer confidence and

spur spending behavior.

GOVERNMENT’S

B 100BN STIMULUS TO

GO AHEAD

Approval has been given by the government

for a 100 billion baht economic stimulus

package to be releasedin order to kick-start the

economy. The measures will include financial

support for small business, tax incentives and

tax cuts as well as other financial aid targeting

specific parts of the economy as may be necessary.

Measures that may be rolled out are payment

holidays for principal amounts, new soft

loans from the Government savings bank, cash

giveaways to hardest hit families, speeding up

VAT refunds, and other tax relief packages for

SME’s.

Deputy Prime Minister Somkid Jatusripitak

was quoted as saying, ”It is particularly important

to help SMEs to prevent further impacts on

workers. This is the first set of measures, and

there will be more later.”

WINDSOR SUITES

HOTEL TO START

RENOVATIONS EARLY

The well-known Windsor Suites Hotel in

Bangkok’s Sukhumvit soi 20 will close for renovations

on 30th April and will re-open at the

end of the year.

A fall in occupancy to just 30 per cent due

to an absence of Chinese and South Korean

visitors has hastened the decision, and the

renovations will take place earlier than previously

planned. The amount being invested will

be 400 to 500 million baht.

Sukhumvit Road has seen a major change

to its skyline in the last 10 years or so with

many internationally recognized branded hotels

opening up recently. Amongst them are

the Sofitel and the Holiday Inn. More hotels are

expected to come online in the next few years.

The Windsor Suites Hotel’s chief executive,

Bundit Bosereewong, was quoted as saying,

“We have to shift the strategy and let an international

brand tune in because the competition

in the Sukhumvit area is more intense as new

supply is added every year.”

The COVID-19 Prevention and

Treatment Handbook supported by

the Jack Ma Foundation and Alibaba

Foundation is now available in

Thai.

Written by doctors from First Affiliated

Hospital, Zhejiang University

School of Medicine who were on

the frontline of the pandemic, the

handbook details key learnings and

best practices from the clinical experience

of combating the virus. It

aims to share valuable insights and

information with medical professionals

and hospitals worldwide. In

just the first five days after its publication,

it was downloaded over 1.4

million times.

“We hope that, with this manual,

doctors and nurses in other affected

areas can learn from experience

as they face this battle, without

having to start from scratch,” Alibaba

Group Founder Jack Ma wrote

when the handbook launched.

Over 50 days of the outbreak,

FAHZU admitted over 100 confirmed

COVID-19 patients, without

a single death, misdiagnosis, or

infection of the facility’s medical

personnel. The handbook covers

isolation management, diagnosis,

treatment, proactive measures, and

rehabilitation of treating COVID-19

patients. It is one of the very first

medical guidebooks that contains

detailed explanations of the processes.

The translation of the Thai version

of the handbook was done

by volunteers. It is now available

to download from the newly established

Global MediXchange for

Combating COVID-19,

a centralized online platform established

to facilitate online communication

and collaboration across borders to

fight the virus.

The handbook is now available

in 14 languages including Thai at

no cost with more to come.

On March 29, the Jack Ma

Foundation and the Alibaba Foundation

also announced donations of

essential medical supplies to seven

more countries, namely Azerbaijan,

Bhutan, India, Kazakhstan, Kyrgyzstan,

Uzbekistan and Vietnam.

With this announcement, the two

Foundations have now donated

essential medical supplies to 23

Asian countries totalling 7.4 million

masks; 485,000 test kits; 100,000

sets of protective clothing along

with other medical equipment.
