LAKE PONCA SPILLWAY REPAIR|CITY OF PONCAREFERENCEHong Fu, PEEnvironmental Services Director580-767-0490fuhong@poncacityok.govFNI provided services for repairs to the LakePonca Spillway by the Ponca City UtilityAuthority (PCUA). Concrete on the crown ofthe weir section had deteriorated to variousdegrees across the full width of the spillway.The record drawings from 1943 indicate thata rock outcrop was overlaid by 8 inches ofconcrete to form the weir section. The spillway had completely deteriorated on thecrown to the point where the in-situ rock was exposed in some areas, and in most otherareas it had delaminated and was easily excavated. Seepage coming through concretecracks and joints in the sloped portion of the crest section had been documented.The consequences of it failing is an uncontrolled release of the reservoir and possibleincreased flooding downstream during a storm event.FNI provided project management, geotechnical investigation, surveying, andengineering analysis. We also developed design concepts based on analysis and recorddrawings for the repair to the crest section of the concrete spillway chute. The designincorporated guidelines established by United States Army Corps of Engineers and theOklahoma Water Resource Board. The weir section was replaced with new reinforcedconcrete with a 100-year lifespan. This provided PCUA with a maintenance-freespillway and a long design life.The PCUA indicated that the lake couldn’t be lowered during the construction. Inaddition to the lack of existing as-built information, his requirement put addedconstraints on the design and construction by requiring a cofferdam with activedewatering and a bypass system for flood events. The solution required stagedconstruction of the repairs where one portion of the spillway was kept open aspart of a temporary flood bypass system. FNI is currently performing constructionmanagement services for this project.
