Like you, <strong>BOMA</strong> <strong>Houston</strong> is closely following the COVID-19<br />

pandemic and want you to know that you can count on us<br />

during periods of uncertainty. We are committed to providing<br />

fresh research and resources on a regular basis to help you<br />

navigate this evolving situation.<br />

With the rapid spread of COVID-19 across the globe,<br />

local/state government, medical professionals, scientists,<br />

local communities and businesses are joining forces to contain<br />

the pandemic. We are facing a global situation that is rapidly<br />

changing, and we realize health and safety, as well as uncertainty<br />

around economic and business impacts are top of mind.<br />

In response to the growing COVID-19 pandemic, the U.S.<br />

Congress passed the Coronavirus Aid, Relief and Economic<br />

Security (CARES) Act on March 27, <strong>2020</strong>. This historic bill, the<br />

third legislative response to COVID-19, provides more than $2<br />

trillion for economic relief to businesses and individuals, as well<br />

as much-needed resources to state and local governments.<br />

While the bill has sweeping measures for many industries,<br />

<strong>BOMA</strong> will continue to be<br />

your industry’s voice and<br />

advocate for ensuring critical<br />

infrastructure and essential personnel have access to<br />

buildings should there be a quarantine edict.<br />

measures that may affect your businesses, your employees<br />

and your tenants.<br />

As the COVID-19 situation evolves, we want<br />

you to know that we’re adjusting our operations<br />

in accordance with guidance from the CDC<br />

and local jurisdictions. Each staff member is<br />

continuing to ensure we can deliver critical<br />

information to our Members. <strong>BOMA</strong> will continue<br />

to be your industry’s voice and advocate<br />

for ensuring critical infrastructure and essential<br />

personnel have access to buildings should there<br />

Southwest Regional TOBY<br />

The Southwest Region TOBY Awards Banquet could not take place this year, but since<br />

judging was complete, the Southwest Region Officers and committee opted to host a<br />

live announcement of the Southwest Region TOBY winners via Zoom on April 6 to<br />

recognize all of the winners and nominees and their efforts.<br />

We joined the Zoom call with many of you, and we were excited to learn that<br />

<strong>Houston</strong>’s very own Amegy Tower won the Southwest Regional TOBY Award in the<br />

250,000 - 499,999 SF category! Meredith Crockett Soper, Assistant Property Manager,<br />

said it was much needed good news, and the team celebrated with a virtual happy hour.<br />

Twilight Zone<br />

The immense changes we’ve been forced to adapt to at the speed of light have us looking forward to a<br />

return to normalcy. With that return will come even more change that we’d do well to think about now. Here<br />

are a few food-for-thought items to consider:<br />

“It’s all very strange, isn’t it?” In reaching out to friends and family over the past few weeks: an understatement<br />

to help us handle a pretty scary situation. The situation at hand is reminiscent of an episode of The<br />

Twilight Zone. Those of you old enough will remember the classic opening line of every show (which was in<br />

black and white), “There is a fifth dimension beyond that which is known to man. It is a dimension as vast as<br />

space and as timeless as infinity. It is the middle ground between light and shadow, between science and<br />

superstition, and it lies between the pit of man’s fears and the summit of his knowledge. This is the dimension<br />

of imagination. It is an area which we call the Twilight Zone.” In other words, a new and unimaginable world.<br />

I think it’s safe to say we have arrived.<br />

industry were still kidding ourselves that<br />

the situation was mostly ‘business as<br />

usual.’ How wrong that turned out to be.<br />

The spread and evolving impact of the<br />

coronavirus was happening faster than we<br />

could mentally process. No sooner had we<br />

adopted one position and taken steps to<br />

change; we had to shift again and accept<br />

another new reality.<br />

The timeline escalated like nothing any of us have ever seen, in any lifetime. It’s not ‘just a pandemic,’ and<br />

it’s not ‘just an economic crisis’. In just one quarter, coronavirus has challenged the very foundation of modern<br />

life — the way we all work and play — and it’s proving a challenge to accept and deal with in human terms.<br />

In January, we were distant observers of the virus, as news of its emergence in China reached us. At the<br />

start of March — just eight weeks ago, but my goodness, it seems like another lifetime already — most<br />

calendars were still full of in-person meetings, lunches and events.<br />

Now, our reality is determining the overall impact of the crisis and how to return to “normal.” With<br />

best-guessing all we have right now, our focus has been on the day-to-day: the practical and technological<br />

solutions to working remotely and continuing to keep our employees and buildings safe, operational<br />

and functioning.<br />

With all of life’s present distractions, focusing on the job is hard. We’re concerned about our members,<br />

customers, and clients, but we’re also concerned about the elderly parents we can’t look after. We’re working<br />

alone in unfamiliar environments. And for the parents of young children, being a working parent was hard<br />

enough with childcare and an office to escape to. They’re now wondering how they can simultaneously be<br />

good parents of children who need home-schooling, let alone morph overnight into untrained teachers.<br />

• New government mandates and requirements<br />

• Financial implications of the new environment<br />

As we fight our way out of the Twilight Zone, we as <strong>Houston</strong>ians, will adapt to the new normal and come<br />

up with great new ideas, new ways of working, and new ways of supporting our customers and we’ll come<br />

back stronger than ever.<br />

Navigate a Pandemic<br />

<strong>Houston</strong> <strong>BOMA</strong> has been publishing information at an astounding rate. Just a few months ago, we had one handbook<br />

on a hypothetical pandemic. Now, we have an entire Coronavirus Resource Center with nine individual pages of<br />

information. And more developments, documents, webinars, and more arrive daily! It’s hard to keep up. That’s why<br />

we’ve identified your biggest questions here, with the answers and where you can learn more in our resource center<br />

located at houstonboma.org/coronavirus. Stay well!<br />

Guidance & Tools for Property Managers<br />

How do I communicate with tenants about the pandemic and its impact on building operations?<br />

The CDC’s Crisis Emergency Risk Communications (CERC) resource offers helpful guidance for appropriate and effective<br />

messaging, including a checklist of messaging components, like expressing empathy and establishing credibility, that industry<br />

professionals can refer to before pressing “send.”<br />

<strong>BOMA</strong> International’s Tenant FAQs: How to Answer Tough Tenant Questions document contains industry best practices,<br />

as well as sample language that might be helpful to use when communicating with building occupants. Building teams can<br />

modify this language to reflect their particular property, the conditions in their area and other factors.<br />

How do I establish a channel of communication to stay informed about any transmissions of COVID-19?<br />

The Tenant-Staff Advisory of Infection Letter Template is based on examples harvested from <strong>BOMA</strong> members. It can be<br />

used for any tenant-staff communication regarding infections, but may change based on suspected, proximal or confirmed<br />

cases. It is strongly recommended that official crisis communications should be shared with legal counsel.<br />

State and Local Policy<br />

What’s the latest on re-opening businesses?<br />

In a press conference on April 27, Governor Greg Abbott announced that Phase 1 of re-opening businesses would begin<br />

Friday, May 1. During this phase, restaurants, retail stores, malls, and movie theaters will be allowed to re-open and operate<br />

at 25% capacity with social distancing procedures in place. In addition, outdoor sports that implement social distancing (such<br />

as golf) may resume; museums and libraries can re-open (excluding interactive exhibits); and churches can expand capacity.<br />

For now, bars, gyms, and salons will remain closed. Phase 2 is scheduled to begin Monday, May 18. <strong>Houston</strong> <strong>BOMA</strong> will be<br />

monitoring the status of recovery in Texas and will post updates on our website here.<br />

Residents are encouraged to continue social distancing and wear a face covering when in public when possible.<br />

Do I qualify for a Payroll Protection Program (PPP) loan?<br />

<strong>Houston</strong> <strong>BOMA</strong> has obtained a legal opinion regarding the eligibility for the loans for owners utilizing third party<br />

management companies. The opinion states, “As a general matter, yes, a building owner can use employees from a<br />

management company for purposes of applying for a PPP loan,” but notes that “some property owners cannot make<br />

[the necessary] certifications in a PPP application or otherwise meet the PPP standards, especially where the property<br />

owners do not have their own employees.” Read the full legal opinion here.<br />

Working Remotely<br />

How do I manage a remote property management team?<br />

Check out our webinars, which include topics such as managing and leading remote employees, effective leadership in a<br />

crisis, and the decision-making process when facing long-term uncertainty.<br />

What can I expect upon re-entry? What can I do to protect my workplace?<br />

The U.S. Chamber of Commerce Foundation has developed a resource page that includes a Guidance for Employers<br />

document addressing things like how to prevent the spread of COVID-19 at work, and a Resilience in a Box toolkit that<br />

covers basic best practices for business resilience.<br />

Some businesses may recommend screening employees up re-entry. A template for screening employees can be<br />

found here.<br />

What can I do to help?<br />

#GivingTuesdayNow is a new global day of giving and unity that will take place on May 5, <strong>2020</strong> – in addition to the<br />

regularly scheduled Dec 1, <strong>2020</strong> #GivingTuesday – as an emergency response to the unprecedented need caused by<br />

COVID-19. <strong>Houston</strong> <strong>BOMA</strong> is participating by identifying the need in our community and partnering with these organizations<br />

to give them support for #GivingTuesdayNow.<br />

• The <strong>Houston</strong> Fire Department is seeking donations to the Fire Fighters Foundation of <strong>Houston</strong>, who are working to<br />

provide protection kits for all 4,000 firefighters in <strong>Houston</strong>. Any donations will go towards securing much-needed<br />

life-saving equipment that is essential to keeping our firefighters safe, as well as helping our community. <strong>BOMA</strong> has<br />

• NextOp is seeking donations to help continue getting veterans get back into the workforce. NextOp is a <strong>Houston</strong> <strong>BOMA</strong><br />

partner organization that helps bridge the gap between veterans and industries by recruiting and placing transitioning<br />

military into meaningful careers where their skills and experience are fully utilized. In today’s climate, unemployment<br />

continues to rise and clients are experiencing a challenging job market similar to 2008. Your contribution gives those<br />

• The <strong>Houston</strong> Police Department is seeking donations for mounted patrol through the <strong>Houston</strong> Police Foundation.<br />

Preparing for Resuming Operations in a New Normal:<br />

Things to Consider for Building Re-Entry<br />

When it comes to COVID-19 and tenant re-entry, any mitigation actions you can take now will be money and time well spent,<br />

according to experts participating in <strong>BOMA</strong>’s recent COVID-19 webinars. There are several things you can do right now to facilitate<br />

tenant re-entry and the return to business. View <strong>BOMA</strong> International’s guide here for more information.<br />

Know your documents.<br />

If you haven’t done so already, review existing leases, contracts and insurance policies for risks, protections and notice requirements.<br />

Consult with your legal team on potential issues, including force majeure, rent abatement, and other lease-related<br />

concerns, so you can be prepared should they arise.<br />

Anticipate shortages in supply.<br />

Ordinary things like toilet paper, soap and sanitizer have become hot<br />

commodities. You may be well-stocked now, but what happens if supply<br />

chain disruptions are long-term? Get in touch with your vendors, suppliers<br />

and contractors to ask how they plan to be available to you during recovery.<br />

When planning on restocking supply, anticipate bottlenecks and possible<br />

shortages or delays.<br />

Create an employee re-entry plan.<br />

As the spread of the virus slows and state governments begin allowing employees to go back to work, each company’s leadership<br />

will need to determine how to proceed with re-entry. To ensure a smooth transition back to the office, communicate with<br />

your employees about what they can expect. Will there be new workspace configurations, social distancing practices, employee<br />

screening, or scheduling changes? Then, help minimize disruption for your employees by consulting your IT provider about what<br />

you need to do to get everyone reconnected to your network. Finally, consider your office’s shared resources and common areas.<br />

Did anyone empty the refrigerator?<br />

Outline and communicate a tenant re-occupancy plan.<br />

Keep in mind it’s much easier for tenants to leave your office building than to return. Communication with your tenants is key.<br />

You’ll want to ensure their individual systems are being properly maintained, and they will need to know what kind of environment<br />

and procedures to expect in your building. Are your common areas limited or closed? Do you plan to allow fewer people to<br />

utilize an elevator at one time, and how will you deal with lines to use the elevator? All of the equipment that left your building<br />

now has to come back in. Do you have a plan to accommodate all the people and equipment coming back into the building?<br />

Consider what you need to do to get your building physically ready before tenants arrive. Have you ensured the water supply<br />

is safe for tenant use? You may want to flush building water systems before re-opening. Disinfection of premise plumbing may<br />

be needed, and water testing (for potability) may also be necessary to either validate efficacy of remedial processes or determine<br />

if remediation is needed to restore building water system conditions. You may also think about implementing new operational<br />

changes, like maximizing outdoor air supply of HVAC system where possible and extending operational periods up to 24/7, with<br />

building purges at night.<br />

If you’re not sure where to start planning, build a reverse timeline. Start with your re-entry date, and work backwards to<br />

determine what must be done when.<br />

These are just a few of things you’ll need to think about when planning for re-entry. Ask, “What must go right?” and “What<br />

could go wrong?” to help guide your decision-making process and mitigate risk. With the right precautions, we’ll soon be able<br />

to return to our buildings and find a new normal. n<br />

Fundraiser Casino Night<br />

We had a blast at our 4th Annual Casino Night<br />

benefiting the <strong>Houston</strong> <strong>BOMA</strong> Foundation! We<br />

had a packed house of over 100 attendees who<br />

enjoyed charcuterie snacks, beer and wine,<br />

networking, and of course, gambling. With the<br />

help of our attendees, we raised $28,000 for the<br />

Foundation, selling every one of our fabulous<br />

20+ silent auction items and all of the wines<br />
