This public notice is in accordance with s138 of the Local<br />

Government Act <strong>20</strong>02 that the Council is proposing to grant<br />

a ground lease to the Sea Cadet Association of New Zealand<br />

(SCANZ-TS Godley branch) for the footprint of some of the ex naval<br />

buildings located on Steadfast Reserve at 86 Governors <strong>Bay</strong> Road.<br />

Naval Cadets have been occupying the buildings since the early<br />

1960s. The reason for the proposed lease is to provide security<br />

of tenure which then enables SCANZ to apply for funds for the<br />

purpose of undertaking building maintenance.<br />

to the Covid-19 crisis.<br />

Sam MacDonald, Catherine<br />

Chu, Phil Mauger, Aaron Keown<br />

and James Daniels have sent a<br />

letter to <strong>May</strong>or Lianne Dalziel<br />

asking her to lead a conversation<br />

as to how a zero per cent rates<br />

increase could be achieved this<br />

year.<br />

The city council is proposing<br />

an average rates increase of 4.65<br />

per cent across all ratepayers in<br />

this year’s Draft Annual Plan<br />

which is currently under public<br />

consultation until April 5 and<br />

will be finalised before July 1.<br />

The <strong>20</strong>18-<strong>20</strong>28 Long Term<br />

Plan also predicts a 50 per cent<br />

rates increase over 10 years.<br />

Said Cr MacDonald: “In<br />

the current environment it’s<br />

clear business as usual is not<br />

appropriate and the council<br />

needs to look at how we enable<br />

this 12-month rates increase<br />
