PATTAYA INCLUDING A MONORAIL SYSTEM
As part of the greater
Eastern Economic
Corridor (EEC) project,
plans are afoot to overhaul
Pattaya’s key landmarks
including Walking
Street and Bali Hai Pier,
as well as to provide a
cruise ship terminal and
a monorail system.
Pattaya City Mayor,
Sonthaya Khunpluem,
was quoted as saying,
“Pattaya is the one of the
world’s most famous
tourism destinations
which attracts millions
of visitors yearly in
normal times and has
generated a lot of income
into Thailand.
We are committed to
modernizing the look
and feel of the area as
well as wanting to reassure
nervous business
owners that leaders
are committed to
keeping nightlife and
entertainment venues
a core attraction of the
city.”
A new cruise ship
terminal will enable
cruise ship operators
to bring their customers
directly to Pattaya.
There are also plans to
connect Pattaya beach
with Bali Hai Pier by
way of a park area full
of green spaces.
For Walking Street,
futuristic looking awnings
and rain shelters
are in the planning
stage as well an overhaul
of the pavement to
make it a more striking
design, and safer too.
At the same time there
is a push to ensure the
famous Walking Street
keeps its charm, which
means ensuring that
whilst it will be available
as a daytime attraction,
it will still be the center
for nightlife activities.
Mayor Sonthaya Khunpluem
was also quoted
as saying, “The development
should make
Walking Street become
alive both day and night.
Currently, the street
looks alive and modern
at night but suffers badly
during the daytime.
We have plans to make
the street strongly appealing
during the daytime
as well,” adding,
“The redesign needs to
be smart and modern
as well as aesthetically
pleasing.”
He concluded, “Moreover,
the design should
not cause negative effects
to people's lives
and the overall fascination
and atmosphere
of the neon lights and
vibe of Walking Street.”
The proposals will be
presented for public
opinion and discussions
are underway
with all interested parties.
Designs are not
final and could be subject
to change depending
on the feedback obtained.
For the Monorail, the
plan to is to connect
transport hubs with key
tourist attractions and
shopping centers using
a main line and spurs.

Pattaya monorail project
is part of the overall
Eastern Economic
Corridor (EEC) work,”
adding, “The EEC development
projects are
designed to improve
the overall infrastructure
in the Eastern part
of Thailand and involve
multiple individual projects.”
Work isunderway to
complete an Environment
Impact Assessment
by the end of
September 2020 for the
monorail, and for all
projects combined to
be completed by 2025.

U-TAPAO’S THIRD
TERMINAL GETS THE
GREEN LIGHT
BUSINESS SUPPLEMENT
A deal worth 290 billion
baht for the Eastern Airport
City Project at U-Tapao
was signed recently by the
government. The project
will include a third terminal
and other improvements to
U-Tapao International Airport.
The signing comes hot on
the heals of the recent signing
of another important contract,
that being for the high
speed rail service that will
link U-Tapao, Don Mueang
and Suvarnabhumi airports.
The three airports will collectively
handle up to 200
million passengers per year.
U-Tapao is considered to be
Bangkok's third international
airport.
The Eastern Airport City
Project at U-Tapao will further
develop the Eastern
Economic Corridor (EEC) in
order to boost the economy
in the region.
At the signing ceremony,
Prime Minister Prayut
Chan-o-cha, was quoted as
saying, “This is considered
an important step for the
country to become a regional
aviation hub. The government
will speed up such investment
projects to meet its
goals.”
The deal was signed with
the BBS consortium, which
comprises a joint venture between
the BTS Group, Bangkok
Airways and Sino-Thai
Engineering and Construction
(STEC).
The project will be rolled
out in four stages, the first
of which will be to build a
new passenger terminal capable
of handling 15.9 million
visitors annually. This is
expected to be complete by
2024 and will also include
no less than 60 aircraft parking
bays. In the first 5 years
78,000 jobs will be created.
The second and third
phases are expansion plans
for the terminal to double
and then almost triple its capacity
by 2040.
In addition, a second runway
at the airport is being
considered at the behest of
the Royal Thai Navy. An environmental
assessment is
currently being undertaken.
If all goes to plan this will
also be complete by 2024.
The entire project will be
lucrative for the government
in the long run, generating
305.55 billion baht and another
62 billion baht in tax
revenues. As well, all assets
will revert back to the state
after the expiration of a 50-
year contract period.
The original plans were in
fact being prepared before
the Covid-19 slowdown, but
in the medium and long term,
the project is likely to be instrumental
in boosting tourism
in the region, once things
return to normal. As flights
start to operate, a number
of routes will be available
that can take advantage of
U-Tapao as a destination to
connect people easily with
Pattaya and other cities in
the vicinity.

FINANCE MINISTRY MULLS
RETAIL TAX BREAKS
Retailers have urged the government to
consider granting tax breaks to improve the
sector and to encourage people to spend
when they go shopping. In response, the
Finance Ministry is considering the proposals,
one of which is for a similar tax break as
seen during 2015 and 2016, but with a higher
cap of 50,000 baht instead the previous
30,000 baht.
Finance Minister, Uttama Savanayana,
was quoted as saying, "We need to consider
in detail what are the problems and what
are appropriate measures," adding, "We've
launched relief measures, and the domestic
tourism-boosting package is the latest example."
Other suggestions were for Grand Sales
to take place that had a longer duration, for
example up to 6 months. These would help
to tempt shoppers to leave their homes and
come to retail outlets.
Chadatip Chutrakul, chief executive of
Siam Piwat Co, the operator of Siam Paragon,
Siam Center and Iconsiam, was quoted
as saying, "The government has already
launched a host of measures to remedy many
sectors, but any measures for the retail sector
are yet to be declared or made available.”
Wuttikiat Techamongklapiwat, president
of Robinson Plc, was quoted as saying,
"Measures or shopping incentives, if provided,
will help stimulate people to spend more
in the country," adding, "Without any aid or
stimulus measures, rising unemployment is
anticipated, aggravating a retail business already
hard-hit by the deadly virus."
THE TOURISM AUTHORITY OF
THAILAND LOOKS TO STIMULATE
DOMESTIC TRAVEL
The Tourism Authority of Thailand (TAT)
is actively engaged in promoting packages
for domestic tourism in order to spur the market
in the absence of foreign visitors.
Domestic tourism packages include fourmonth-long
packages that will be live from
July 2020 until October 2020 called Rao Pai
Thiew Kan, Kam Lang Chai, and Thiew Pan
Suk.
Through the "Paotung" application, the
Rao Pai Thiew Kan package will include subsidized
accommodation to the tune of 40% or
up to 3,000 baht per room per night as well
as free 600-baht e-vouchers
The Kam Lang Chai package will include
government subsidies of up to 2,000 baht per
head for the travel costs of 1.2 million village
health volunteers and medical personnel of
sub-district health promotion hospitals.
Separately, in Pattaya, city planners are
busy preparing for events as restrictions
ease, including the Pattaya Music Festival
and the Pattaya International Fireworks Festival.
Pattaya’s mayor, Sonthaya Khunpluem,
was quoted as saying, "The government has
launched many projects to help revive tourism.
Although this year's tourism will not be
able to match the previous year's, I believe
the situation will gradually improve and return
to normal soon.”
BANKS DIRECTED TO CUT
INTEREST RATES AND STOP
DIVIDENDS
Thailand’s banks have been told by the
Bank of Thailand (BoT) to conserve capital
by suspending dividend payments and stock
buybacks.
As well, the BoT also ordered banks to
cut interest rates on consumer lending products
such as credit cards and personal loans.
This is in contrast to other countries
where central banks reduce benchmark interest
rates with a view to hoping that lenders
pass these savings on to consumers. Yet,
they seldom do, at least fully.
Under the bank of Thailand’s directive,
the maximum chargeable interest rate for
credit cards will be capped at 16 per cent,
down from 18 per cent, and personal loan interest
rates will be reduced to around 24 per
cent from 28 per cent.

vvCovid-19 has meant increasingly
hard times for millions
of people worldwide.
But this has resulted in more
people trying to separate you
from your money, and sadly
due to desperation more people
are falling for these scams.
So I thought it’s an appropriate
time to remind you what
scams to try and avoid on the
internet.
419 Fraud – Advance Fee Scam
Also known as the Nigerian
letter scam, 419 fraud is one
of the most common scams on
the internet, one you may have
already seen in your own inbox.
The advance fee scheme
takes its name after the section
of the Nigerian criminal
code that outlaws fraud. According
to the FBI, more than
14,600 people reported falling
victim to advance fee scams
in 2019. Collectively, they
lost $100.6 million, or roughly
$6,800 each.
The scammer usually
claims to be a member of a
wealthy Nigerian or another
West African family, reaching
out to you personally after the
death of a loved one. He or
she seeks to relocate a large
fortune out of the country for
safekeeping purposes and
into your bank account. The
catch? You must submit small
payments for fees in return
for a large chunk of their cash
cache.4
You should never respond
to these requests or volunteer
your bank details, end of!
Pre-Approved Notice
You receive a letter or an email
declaring that you have been
pre-approved for either a credit
card or bank loan. Those experiencing
financial strain may
fall victim to this scam, which
promises instant approval and
appealing credit limits. The
catch? You must pay a fee upfront
and at the time of signup.
Keep in mind that though
credit card companies do
charge annual fees, you will
never be asked to pay them
at sign-up. Accredited banks
won’t know your credit situation
and pre-approve you unsolicited.
The Phishing Scam
You receive an email from a
seemingly familiar enterprise
you deem legitimate such as

your bank, university or a retailer
you frequent. The message
directs you to a site—
usually to verify personal
information such as email addresses
and passwords—that
then steals your information
and exposes your computer to
attack by scammers. Phishing
scams are some of the most
common out there. According
to the FBI, more than 114,700
people fell victim to phishing
scams in 2019. Collectively,
they lost $57.8 million, or
about $500 each.
You should never click the
links provided in suspicious
emails. Doing so will make
your computer and personal
information vulnerable to
viruses and malware. Again,
though the sender may seem
legitimate—which is exactly
what the scammer wants you
to believe—no reputable institution
will ask for your password
or other key personal
information online. Phishing
emails will often contain typos
or grammatical errors, and the
sender's email address often
looks suspicious.
Disaster Relief Scams
When disaster strikes, so do
fraudsters. Hiding behind the
guise of an actual aid organization,
scammers will use a
tragedy or natural disaster to
con you out of your money. By
thinking you’re donating to an
emergency relief fund, you unwittingly
provide credit card or
other e-payment information.
Travel Scams
Scammers have added social
media to their bag of tricks.
By posting enticing photos on
sites like Pinterest, Twitter or
Instagram, scammers have
been known to dupe even the
savviest of travelers. Upon
clicking the image—which
lures clicks through the promise
of a free trip or plane tickets—you
will be prompted to
either complete a survey rife
with personal information or
open your computer up to secretly
malicious software.
Make sure the social media
page you’re on is an accredited
account. All major airlines
and travel sites will have their
social media handles on their
respective web pages. Don’t
be fooled by a Twitter account
that appears to be that of a
major airline.
Debt Relief Scams
Individuals who are down on
their luck can easily fall for an
email claiming to relieve their
debt. This scam makes the
false promise of collaborating
with creditors to either consolidate
or settle debts. All you
need to do? Pay an up-front
fee for the services.
As with the credit card scam
seen earlier, you should never
volunteer your personal financial
information to facilitate an
up-front fee. This is especially
dangerous if you’re already in
a dire financial situation.
Lottery Scam
Congratulations! You’ve won
the lottery or some other
large amount of money! Except
you haven’t. This bogus
email comes to you out-of-theblue—usually
claiming to be
a part of international sweepstakes—stressing
you’ve won
big and that you just need to
send over a processing fee or
get in touch with someone who
can process your winnings.
Unless you have entered
some legitimate lottery, chances
are you haven’t won the
jackpot. When you win the lottery,
you contact the appropriate
retailer—not the other way
around.
Fake Check or Money Transfer
You list something on an auction-based
website, and the
winning bidder offers to pay
you more than the offered
purchase price via cashier’s,
corporate or personal check.
Upon receiving the scammer’s
counterfeit check, you
are conned into sending the
difference back through bank
wire. Then you have to pay the
bank back in full once the fake
check bounces.12
Never accept payment for
more than your selling price.
Additionally, you should opt for
a secure form of e-payment,
such as PayPal or Google
Wallet, to ward off scammers.
The Bottom Line
It’s safe to assume that if
anyone is asking for your
bank or personal information,
you’re being taken for a
scam. You should never give
out personal information to
anyone on the internet who
contacts you directly. If you
have to make a financial
transaction online, make
sure you’re doing so on a
secure server and through a
reputable site.
If for any reason you believe
you’ve been scammed,
you should immediately
change all of your passwords
and delete any malicious
software you may have
downloaded. And always
remember: If it sounds too
good to be true, it probably is.

FOREIGN CURRENCY UPDATE
The U.S. Dollar lost fully four
percent of its value before regaining
some of that lost ground back.
The weakening followed Fed Chairman
Jerome Powell’s comments
that U.S. interest rates would stay
near zero for an extended time, indeed
well into 2022. The DXYDollar
index, the index that measures
the U.S. Dollar’s value against a
basket of major currencies, fell
from 99.86 to 95.96 before retracing
to 97.66.
Whilst the U.S. Dollar has been
holding its value due to its status
as the reserve currency of the
world, risks are rising for a potential
dollar crisis. U.S. National debt
hit 26 trillion dollars this year, representing
110% of GDP and double
the already unsustainable level of
13 trillion dollars in 2010. Just how
long the U.S. can issue unlimited
debt without any hope of paying it
back remains to be seen. Yet there
are starting to be murmurings. Stephen
Roach, Yale University senior
fellow and former Morgan Stanley
Asia chairman, believes that ballooning
deficits will change the
perception of the US currency and
it may mean a “gut punch” to the
greenback.
Whether that means that the
U.S. Dollar will drop by a massive
amount in a sudden overnight move
is anyone’s guess, but regardless,
the Dollar may have a difficult time
remaining at its current elevated
levels before long.
Against the Thai Baht the Dollar
fell in almost a straight line
from 31.98 to 31.00, a three per
cent move. Yet it was not all down
to dollar weakness. There is evidence
that the Thai Baht itself also
strengthened during the period to
add to the move.
The British Pound staged an impressive
rally from 1.2193 against
the U.S. Dollar
to hit a high of 1.2794, buoyed by
Dollar weakness. Yet it gave back
much of those gains as attention
turned to the U.K,’s poor economic
data. In addition, the Bank of England’s
stimulus package further
handed the reigns to the bears.
The Pound dropped from the highs
back down to 1.2348, giving up the
key 1.25 handle.
UK debt is also now more than
100% of GDP, a level not seen
since 1963. Against the Thai baht
the Pound initially rose from 38.83
to hit 40.09 but gave back all the
gains and then some more, settling
at 38.26.
The Japanese Yen experienced
a brief period of weakness, moving
from 107.70 against the greenback
to hit 109.74, but quickly regained
strength and moved back to 106.86.
When the cross rate falls it indicates
that 1 U.S. Dollar buys less Yen, and
so the Yen has strengthened. The
JPYTHB cross rate fell from 0.294 to
0.2875, providing further indication
of the Thai Baht’s strength.
The Russian Ruble was much
more stable, strengthening slightly
from 72.27 to 69.32 against the
U.S. Dollar. This more muted move
comes after increased volatility in
the currency in previous months.
Against the Thai Baht the Ruble was
flat, trading at between 0.445 and
0.455.
The Euro was arguably the biggest
beneficiary of U.S. Dollar weakness
moving from 1.0891 to 1.1379
to the U.S. Dollar, before retreating
to 1.1182. Against the Thai Baht, the
rate moved from 34.82 to 35.75 before
falling all the way back down to
34.59.

INTERNET USERS
IN ASIA IN 2020
Asia is well connected to the
internet but there are plenty of
disparities in the region.
China has the most internet
users in the APAC region numbering
854.4 million out of a population
of 1.393 billion people. India
is in second place with 687.6
million users out of a similarly
sized population of 1.353billion.
This means that internet penetration
in China is 61 per cent vs.
just 50.7 per cent in India.
In South East Asia, Indonesia
leads the way for total users with
175.4 million people connected
out of a population of
267.7 million, followed by the
Philippines with 73 million connected
out of 106.7 million.
These numbers represent internet
reach of 65.5 per cent and
68.4 percent respectively.
Vietnam and Bangladesh
have 68.17 million internet users
and 66.44 million users out of
populations of 95.5 million and
161.4 million respectively.
Thailand has 52 million Internet
users out of a population of
69.43 million, a penetration rate
of 74.89 per cent.

Statistics from the ten-year period
starting in 2008 and ending
in 2018 show a continuous decline
in population growth in Thailand.
That is not to say that the population
is shrinking, but that the
rate of growth is slowing.
The population in 2008 was
0.53 percent higher than in 2007,
but the following year saw a rate
of increase of just 0.5 per cent.
In 2010 this fell to 0.49 per cent
growth year on year, and slipped
to 0.48 per cent in 2011. Sharper
falls occurred in 2014 when population
growth was at just 0.43 per
cent, and in 2015 which saw an
even slower pace of 0.40 percent.
In each and every year during
the 10 year period there were constant
falls in the rates, with 2018,
the last year in the series, seeing
only a 0.32 per cent rise in population
growth over 2017.

for those born in 2008 stood at
73.34 years on average, whilst for
those born in 2017 life expectancy
rose to 76.68 years.
Average age of the population
in 2010 stood at 35 and a half
years but by 2020 this had risen
to 40.1 years. Average age is
expected to reach 49.7 years by
2050.

There is nothing new about the
British Government keeping us
Brits on our toes, and so it should
not have come as a surprise when
they first required us to renew our
passports from Hong Kong and
now through Bangkok. As of the
26th of March, 2014, all UK passport
renewals or Thai babies’ first
UK passport applications have to
be through their Global partners,
VFS Global, located in Bangkok.
This can be a real bind for
most because decisive details on
how this should be done can be
vague and for the older generation
making appointments via the Internet
is not always an option. But
the good news is Key Visa Thailand
can take the hassle away for
you and the details can be found
by contacting our office or on our
informative website. Our service
includes document checking, color
photocopies, making the appointment
to submit the passport
application, taking the application
to Bangkok and collecting the new
British passport when it is ready.
Step 1
1. Never leave your passport
until the last minute! Make sure
you have a minimum of 9 months
to one year validity left when you
apply for a new passport.
2. Never wait until you have
nearly run out of pages in your old
passport! When you are over half
way through the passport order a
new UK passport. Why put yourself
under pressure?
Step 2
3. You should start the process
by downloading the application
(OS) form, for overseas applications,
and complete it, making sure
you do not forget two major things,
1.The British Passport application
should be completed in black ink
only not blue 2. If you are applying
for a first babies passport make
sure you complete the back page
of the form and have a counter
signature on the form preferably
by a British citizen who knows you
and has done for approximately
2 years and also make sure they
countersign one of the passport
photographs. If you are over 16
years of age and you look similar
to the old passport photograph
then a counter signature is not
required. The box guidelines on
each page of the OS application
form will explain how to fill in the
form.
4. You then download the credit
card form from either our website
or the British Embassy website
and fill it in with the correct
details. Payment will be deducted
from your account by the passport
office in the UK at the HMPO and
do not worry it is very secure. If
you live in Thailand and do not
have a credit or UK debit card then
maybe you have a friend or family
who can assist with their card it
does not have to be your name.
If you have a Thailand credit card
not a standard debit card this can
also be used.
5. As part of our service Key
Visa will then make an appointment
via e-mail with the HMPO
office in Bangkok and we then will
receive your application appointment
within three days.
6. Key Visa staff will then take
your application to Bangkok and
submit the paperwork and bring
back your old passport and the
receipt back to our office in Pattaya
so the old passport is available
when ever required only a copy is
taken by the HMPO and your original
passport stays in Thailand.
When the new passport is ready
it is collected from Bangkok and
the old passport and the new UK
passport are issued to you.

INDONESIA CUTS
INTEREST RATES FOR
THE THIRD TIME
THIS YEAR
Indonesia's central bank made
its third interest rate cut this year
in order to spur economic growth.
The country’s economy, which
has been hard hit by Covid-19,
was seen as needing further support.
The 0.25 per cent interest rate
cut took the benchmark rate down
to 4.25 per cent, its lowest level
for two years. The two previous
rate cuts this year were also 0.25
per cent each.
Eleven out of 30 analysts who
took part in a Reuter’s poll expected
no change, whilst eighteen
expected the cut to go ahead.
One analysis expected a larger
cut than 0.25 basis points.
In 2019 there were no less
than four other interest rate cuts
each of 0.25 per cent that saw the
benchmark rate fall by 100 basis
points during that year.

JD.COM SEES
SUCCESSFUL IPO IN
HONG KONG
JD.com, China’s second
largest e-commerce company
saw its shares surge by six per
cent on the first day of its listing.
The IPO took place on the
Hong Kong stock exchange at a
time when Chinese companies
are facing difficulties listing in
the U.S. This follows the crash
of Luckin Coffee’s share price in
the U.S. due to an accounting
scandal.
Interestingly, JD.com is already
listed on the Nasdaq in
the United States and has been
since 2014. Yet the decision to
raise nearly US$4 billion
on the Hong Kong market will
have been welcomed by the
Hong Kong stock exchange.
JD's Retail Chief Executive
Officer Xu Lei, was quoted as
saying, “We have come to Hong
Kong not just because we want
to share our promise and development
with more clients... but
because we have absolute confidence
in China and the future
of China's economy,” adding,
“If JD wants to become a truly
global business, it needs more
international capital and not restrict
itself to a single country or
region.”
It is expected that other Chinese
companies will look to
Hong Kong for their listings and
not be too fazed about an inability
to list in the U.S.
TAIWAN AND OTHER
COUNTRIES IN ASIA
READY TO RECEIVE THAI
WORKERS
With both Taiwan and Thailand
both having seen Covid-19
virtually eliminated, The Labor
Ministry has approved a plan for
thousands of Thai workers to go
to Taiwan.
Minister, Chatu Mongol Sonakul,
was quoted as saying, "The
ministry made a decision based
on the health of workers. Taiwan
has not had Covid-19 cases for
a long while and it has respected
preventive measures.”
Ambassadors of other countries
have also approached
Thailand to seek approval for
Thai workers to go to their nations.
Chatu Mongol Sonakul, was
also quoted as saying, "These
countries see Thai laborers
as hard-working, honest and
strong. The government will
make a decision taking into account
the workers' health and
safety.”
The Department of Employment
expects to send up to
50,000 workers to countries
such as Japan, Israel, Singapore,
South Korea, Malaysia
and Taiwan over the next three
months.
