EMRA announces Price Ceilings
A significant development that occurred in Turkey’s
fuel sector in 2009 was the Price Ceilings that came
into effect for diesel and gasoline pump prices following
the EMRA (Energy Market Regulatory Authority)
board decision published in the Official Gazette,
dated 27 June 2009 and numbered 27271, to
be valid for two months from 27 June to 27 August
2009. Prior to this regulation, which set the pump
prices by a formula defined for suppliers and dealers,
the prices were 3.21 TL/lt for Unleaded Gasoline
95 Octane, 2.45 TL/lt for Rural Diesel and 2.55 TL/lt
for Diesel on the European Side of Istanbul. After the
regulation, however, the prices were set to be 3.05
TL/lt for Unleaded Gasoline 95 Octane, 2.35 TL/lt for
Rural Diesel and 2.49 TL/lt for Diesel.
During this process, the price ceilings were announced
at the EMRA website every Monday,
Wednesday and Friday, and the terminal and retail
selling prices were set accordingly. Free market conditions
resumed as of 28 August 2009, the termination
date of the regulation.
Changes in SCT

In 2009, the fixed SCT (Special Consumption Tax)
rates of some fuel types were raised by the Turkish
Ministry of Finance on 15 July 2009 and on 31
December 2009. As a result of this adjustment, Special
Consumption Tax for Unleaded Gasoline 95 Octane,
which was at the level of 1.4915 TL/lt before
15 September 2009, was increased to 1.6915 TL/lt
and 1.8915 TL/lt respectively. This adjustment also
caused the Special Consumption Tax for Rural Diesel
to increase from the level of 0.9345 TL/lt to the levels
of 1.0845 TL/lt and 1.2345 TL/lt, and the Diesel
Special Consumption Tax, which was formerly 1.0045
TL/lt, to the levels of 1.1545 TL/lt and 1.3045 TL/lt.
