1. <strong>Risk</strong> <strong>Management</strong> <strong>in</strong> Brazil: Overview<br />

Based on the analysis of the number of rural <strong>in</strong>surance policies and the risk premium<br />

amounts at the municipal level, large areas lack access to <strong>in</strong>surance products. Figure 3 shows<br />

the distribution of the number of policies and the risk premiums for crop <strong>in</strong>surance <strong>in</strong> 2018<br />

us<strong>in</strong>g SUSEP data (which <strong>in</strong>cludes both subsidized and nonsubsidized policies). Only 41.5%<br />

of <strong>Brazilian</strong> municipalities have crop <strong>in</strong>surance contracts. Hence, producers outside the<br />

covered area may have to make <strong>in</strong>efficient decisions due to the scarcity of risk management<br />

<strong>in</strong>struments. Furthermore, even when consider<strong>in</strong>g only those municipalities that have at least<br />

one farmer with crop <strong>in</strong>surance, the first three qu<strong>in</strong>tiles (60% of the municipalities) have at<br />

most 14 <strong>in</strong>surance contracts and R$113,678 <strong>in</strong> risk premiums.<br />

Figure 4 presents <strong>in</strong>surance premiums by crop and shows the growth of the market and the<br />

predom<strong>in</strong>ance of soy <strong>in</strong> SUSEP <strong>in</strong>surance data. Soy had the highest premiums for all years,<br />

with relevant participation of corn as well. For 2018, soy and corn comprised 37% and 11%,<br />

respectively, of the agricultural production value (PAM, 2017), while account<strong>in</strong>g for 57% and<br />

21% of the crop <strong>in</strong>surance premium volume (SUSEP). Furthermore, of the 58 crops found <strong>in</strong><br />

SUSEP, the eight most relevant crops represent 95% of crop <strong>in</strong>surance.<br />
