Project could fill ‘critical<br />

gaps’ in cycleway network<br />

WORK COULD be done to fill<br />

“critical gaps” in the cycleway<br />

network as part of a plan to<br />

encourage people out of cars<br />

and into alternative modes of<br />

transport.<br />

The Greater Christchurch<br />

Partnership’s mode shift plan, a<br />

collaboration between councils<br />

across the region, outlines a<br />

range of short-term initiatives<br />

to encourage people away from<br />

single-occupancy vehicle use and<br />

onto bikes and public transport<br />

in a bid to reduce congestion and<br />

pollution.<br />

This includes spending $68<br />

million on enhancing the existing<br />

cycleway network.<br />

This would see $46 million of<br />

the money go towards the network’s<br />

two major cycle routes, the<br />

South Express and Nor’West Arc.<br />

The South Express cycleway<br />

connects the central city with<br />

Templeton, travelling through<br />

Hornby, Sockburn, Middleton,<br />

Riccarton and Addington.<br />

Work is currently under<br />

way on the first section of the<br />

Nor’West Arc cycleway between<br />

Cashmere Rd and Annex Rd<br />

and also another section further<br />

along Hansons Lane, Suva St<br />

and Ballantyne Ave after gaining<br />

Government “shovel-ready”<br />

funding.<br />

The route, which starts near<br />

The Princess Margaret Hospital,<br />

will run north across the western<br />

side of the city, eventually<br />

connecting to Papanui via<br />

Canterbury University.<br />

Extending through Spreydon,<br />

Middleton, Riccarton and<br />

Bryndwr, it will also eventually<br />

connect to the six different<br />

cycleways – the Ōpāwaho River<br />

Route, Quarryman’s Trail,<br />

Little River Link, South Express,<br />

Uni–Cycle and Northern Line.<br />

Retaining volunteers difficult<br />

and community groups are<br />

concerned about the future of<br />

volunteering in Christchurch<br />

following Covid-19.<br />

Some reported a surge of<br />

volunteers post-lockdown as a<br />

way to support their community<br />

during trying times, but<br />

retaining them was a different<br />

story.<br />

In an annual report by Volunteering<br />

New Zealand which<br />

examines the voluntary sector,<br />

36.6 per cent of organisations<br />

reported a lack of volunteers as<br />

their single biggest challenge.<br />

Delta Community Support<br />

Trust general manager Ian<br />

Burn said the organisation had<br />

not experienced a significant<br />

decrease in its volunteer<br />

workforce, however, they were<br />

not immune to the effects of<br />

Covid-19.<br />

Said Burn: “As Covid-19<br />

levels go up and down, more<br />

older volunteers have been<br />

cautious.<br />

“We have had some volunteers<br />

step out of the scene<br />

because of it, with concerns<br />

about themselves or people<br />

in their households who are<br />

vulnerable.”<br />

During the lockdown, the<br />

organisation was kept busy,<br />

“We always need more<br />

volunteers; we don’t have<br />

enough,” said Burn.<br />

In the Volunteering NZ<br />

report, involving 3000 people<br />

in the voluntary sector across<br />

the country, 35.8 per cent of<br />

respondents noted an ageing<br />

volunteer workforce as a<br />

concern, and a lack of younger<br />

During the pandemic, many<br />

vulnerable volunteers, young<br />

and old, were forced to stop<br />

volunteering in order to protect<br />

their health, which further<br />

decreased workforces.<br />

the way they ran their<br />

volunteer programmes since<br />

the lockdown.<br />

“Lockdown, and then the<br />

impact of different levels, has<br />

meant that they have had to,<br />

for example, factor in social<br />

distancing, taking extra precautions<br />

where their regular<br />

volunteer team includes older<br />

adults or those who may be<br />

vulnerable,” she said.<br />

“Re-thinking and reorganising<br />

the way you do<br />

things is always challenging,<br />

especially for organisations<br />

that are already often stretched<br />

and working around tight time<br />

frames.”<br />

A “spike of interest” in<br />

people wanting to volunteer<br />

in Canterbury since the<br />

lockdown was put down to the<br />

increased sense of community<br />

or a change in circumstances,<br />

said Marshall.<br />

But feelings of uncertainty<br />

about the future – as it was<br />

highlighted post-earthquakes<br />

and now, Covid-19 – reflected<br />

people’s readiness to make<br />

long-term commitments, hindering<br />

recruitment rates.<br />

“Many prospective volunteers<br />

are seeking one-off,<br />

shorter-term or episodic volunteering<br />

opportunities,” said<br />

Marshall.<br />

“This can be a challenge as<br />

it takes time and resources to<br />

recruit, orientate and train<br />

volunteers; something which is<br />

limited for many.”<br />

Disabled benefit from bowling club facelift<br />

A SHOT at hosting the world<br />

championships for disabled<br />

bowling presented both an<br />

opportunity and a dilemma to<br />

the Burnside Bowling Club.<br />

The largest club in the South<br />

Island was no stranger to hosting<br />

prominent events – but they<br />

needed to upgrade their toilet facilities<br />

to cater for more disabled<br />

players.<br />

Club president Brenda Turner<br />

said her club jumped at the<br />

chance to host the <strong>2020</strong> Internation<br />

Bowls for the Disabled<br />

World Bowls Championships but<br />

lacked the funding to upgrade<br />

the club’s facilities.<br />

“The previous toilets were built<br />

in 1975, so a facelift was well<br />

overdue,” she said.<br />

“When we found out we had<br />

to upgrade the toilet area, we<br />

Keeping kids happy while cutting their hair<br />

A NEW salon dedicated<br />

especially for children’s haircuts<br />

aims to take the “shear havoc”<br />

out of the ordeal, especially for<br />

parents.<br />

Decked with styling chairs<br />

shaped like sports cars and fire<br />

engines, Shear Havoc, which<br />

opened last month, also caters to<br />

the needs and requirements of<br />

sensory children.<br />

Owner and stylist Wendy Randall<br />

knew the anxiety that came<br />

with a child’s first few haircuts,<br />

which was why she adopted an<br />

individual approach to promote<br />

inclusivity, such as lowering music<br />

volumes and dimming lights.<br />

“I used to live in Kapiti and<br />

the children’s hair salons there<br />

were doing well. Then I moved to<br />

Christchurch 18 months ago and<br />

thought the city needed something<br />

similar,” she said.<br />

“For me, it’s important for<br />

every child to feel comfortable<br />

coming in. They’re different,<br />

they’re individuals so we can’t<br />

have a one size fits all approach.”<br />

While most adults found haircuts<br />

to be a therapeutic process,<br />

it was often distressing for young<br />

children, which was why Randall<br />

opened a space where kids felt<br />

comfortable and at ease.<br />

experiencing traumatic<br />

events have resorted to<br />

selling face masks to stay<br />

afloat.<br />

NZ Gifts of Love<br />

and Strength started<br />

selling handmade,<br />

affordable face masks<br />

when their application<br />

for Government funding<br />

of $15,000 was declined<br />

by the Community<br />

Organisation Grants<br />

Scheme.<br />

The charity’s operational<br />

costs are $17,000 per year,<br />

including lease payments<br />

for the building they use.<br />

Parker said they were not<br />

expecting the full amount,<br />

but anything was “better<br />

than nothing.”<br />

“It was gut-wrenching<br />

because this is the second<br />

time it’s happened and we<br />

know we do a damn good<br />

job,” said Parker.<br />

It works hand-in-hand<br />

with other organisations,<br />

such as the Red Cross,<br />

providing refugees with<br />

unique care packages upon<br />

arrival and supporting<br />

clients with post-traumatic<br />

stress disorder.<br />

Partnerships like this<br />

prevented the organisation<br />

from having their funding<br />

application accepted.<br />

“The excuse they gave<br />

us was pretty sad. They<br />

told us we had duplicated<br />

services because the<br />

Government already<br />

provided funding for the<br />

Red Cross, so they said we<br />

didn’t need it,” she said.<br />

Parker believed the<br />

funding decline for the<br />

second time highlighted<br />

issues within the voluntary<br />

sector when it came to<br />

accessing funding.<br />

“We haven’t been<br />

established for two years<br />

so it’s always hard to get<br />

funding. Bigger charities<br />

are always prioritised,” she<br />

said.<br />

“Lots of charities are<br />

also being set up, but<br />

they’re failing because of<br />

it.”<br />

Selling face masks has<br />

made “a huge impact” in<br />

many ways as they have<br />

been inundated with<br />

hundreds of orders, raising<br />

nearly $2500 so far.<br />

The experience also<br />

offered a sense of comfort<br />

and camaraderie for<br />

volunteers, especially if<br />

they were former clients<br />

who wanted to give back<br />

to their community.<br />

“Former clients also come<br />

back and volunteer with us,<br />

so it shows we’re making a<br />

difference,” she said.<br />

“One of the fathers from<br />

the Vivian St fire lost his<br />

only child and helped<br />

make face masks for us to<br />

pay it forward.”<br />

Those who provide<br />

funding grants have also<br />

been inundated with<br />

applications.<br />

Parker also applied<br />

for the Strengthening<br />

Communities Fund but<br />

was denied again as the<br />

city council received more<br />

than 185 applications<br />

requesting more than $7.5<br />

million overall.<br />

Due to high demand and<br />

financial constraints, the<br />

city council was only able<br />

to meet 44 per cent of what<br />

was requested.<br />

Although funding was<br />

a major barrier for the<br />

charity, having enough<br />

volunteers to meet<br />

demand posed difficulties<br />

within the small team.<br />

In response to Covid-19<br />

impacts on communities,<br />

including their volunteers,<br />

Community Voluntary<br />

Sector minister Poto<br />

Williams said a number<br />

of funding boosts have<br />

been allocated by the<br />

Government.<br />

This includes a $36<br />

million Community<br />

Capability and Resilience<br />

Fund by the Ministry<br />

of Social Development,<br />

a $40 Lottery Covid-19<br />

Community Wellbeing<br />

Fund and the existing<br />

Volunteering Fund.<br />

“The response to<br />

Covid-19 in Christchurch<br />

has really relied on people<br />

giving time and effort,”<br />

she said.<br />

“This is valuable for<br />

everyone’s physical, mental<br />

and cultural well-being<br />

– including volunteers<br />

themselves.<br />

“Looking forward, the<br />

Department of Internal<br />

Affairs has some work<br />

under way that will<br />

consider how we can<br />

best support community<br />

organisations through<br />

funding.”
