Project could fill ‘critical
gaps’ in cycleway network

WORK COULD be done to fill
“critical gaps” in the cycleway
network as part of a plan to
encourage people out of cars
and into alternative modes of
transport.
The Greater Christchurch
Partnership’s mode shift plan, a
collaboration between councils
across the region, outlines a
range of short-term initiatives
to encourage people away from
single-occupancy vehicle use and
onto bikes and public transport
in a bid to reduce congestion and
pollution.
This includes spending $68
million on enhancing the existing
cycleway network.
This would see $46 million of
the money go towards the network’s
two major cycle routes, the
South Express and Nor’West Arc.
The South Express cycleway
connects the central city with
Templeton, travelling through
Hornby, Sockburn, Middleton,
Riccarton and Addington.
Work is currently under
way on the first section of the
Nor’West Arc cycleway between
Cashmere Rd and Annex Rd
and also another section further
along Hansons Lane, Suva St
and Ballantyne Ave after gaining
Government “shovel-ready”
funding.
The route, which starts near
The Princess Margaret Hospital,
will run north across the western
side of the city, eventually
connecting to Papanui via
Canterbury University.
Extending through Spreydon,
Middleton, Riccarton and
Bryndwr, it will also eventually
connect to the six different
cycleways – the Ōpāwaho River
Route, Quarryman’s Trail,
Little River Link, South Express,
Uni–Cycle and Northern Line.

Retaining volunteers difficult

ORGANISATIONS, charities
and community groups are
concerned about the future of
volunteering in Christchurch
following Covid-19.
Some reported a surge of
volunteers post-lockdown as a
way to support their community
during trying times, but
retaining them was a different
story.
In an annual report by Volunteering
New Zealand which
examines the voluntary sector,
36.6 per cent of organisations
reported a lack of volunteers as
their single biggest challenge.
Delta Community Support
Trust general manager Ian
Burn said the organisation had
not experienced a significant
decrease in its volunteer
workforce, however, they were
not immune to the effects of
Covid-19.
Said Burn: “As Covid-19
levels go up and down, more
older volunteers have been
cautious.
“We have had some volunteers
step out of the scene
because of it, with concerns
about themselves or people
in their households who are
vulnerable.”

organisation was kept busy,

and old, were forced to stop
volunteering in order to protect
their health, which further
decreased workforces.

A “spike of interest” in
people wanting to volunteer
in Canterbury since the
lockdown was put down to the
increased sense of community
or a change in circumstances,
said Marshall.
But feelings of uncertainty
about the future – as it was
highlighted post-earthquakes
and now, Covid-19 – reflected
people’s readiness to make
long-term commitments, hindering
recruitment rates.
“Many prospective volunteers
are seeking one-off,
shorter-term or episodic volunteering
opportunities,” said
Marshall.
“This can be a challenge as
it takes time and resources to
recruit, orientate and train
volunteers; something which is
limited for many.”

Disabled benefit from bowling club facelift
A SHOT at hosting the world
championships for disabled
bowling presented both an
opportunity and a dilemma to
the Burnside Bowling Club.
The largest club in the South
Island was no stranger to hosting
prominent events – but they
needed to upgrade their toilet facilities
to cater for more disabled
players.
Club president Brenda Turner
said her club jumped at the
chance to host the 2020 Internation
Bowls for the Disabled
World Bowls Championships but
lacked the funding to upgrade
the club’s facilities.
“The previous toilets were built
in 1975, so a facelift was well
overdue,” she said.
“When we found out we had
to upgrade the toilet area, we

Keeping kids happy while cutting their hair

A NEW salon dedicated
especially for children’s haircuts
aims to take the “shear havoc”
out of the ordeal, especially for
parents.
Decked with styling chairs
shaped like sports cars and fire
engines, Shear Havoc, which
opened last month, also caters to
the needs and requirements of
sensory children.
Owner and stylist Wendy Randall
knew the anxiety that came
with a child’s first few haircuts,
which was why she adopted an
individual approach to promote
inclusivity, such as lowering music
volumes and dimming lights.
“I used to live in Kapiti and
the children’s hair salons there
were doing well. Then I moved to
Christchurch 18 months ago and
thought the city needed something
similar,” she said.
“For me, it’s important for
every child to feel comfortable
coming in. They’re different,
they’re individuals so we can’t
have a one size fits all approach.”
While most adults found haircuts
to be a therapeutic process,
it was often distressing for young
children, which was why Randall
opened a space where kids felt
comfortable and at ease.

their heads touched or are scared

denied for second time

VOLUNTEERS AT a
charity that provides
crucial support to those
experiencing traumatic
events have resorted to
selling face masks to stay
afloat.
NZ Gifts of Love
and Strength started
selling handmade,
affordable face masks
when their application
for Government funding
of $15,000 was declined
by the Community
Organisation Grants
Scheme.
The charity’s operational
costs are $17,000 per year,
including lease payments
for the building they use.
Founder Vicki-Anne
Parker said they were not
expecting the full amount,
but anything was “better
than nothing.”
“It was gut-wrenching
because this is the second
time it’s happened and we
know we do a damn good
job,” said Parker.
It works hand-in-hand
with other organisations,
such as the Red Cross,
providing refugees with
unique care packages upon
arrival and supporting
clients with post-traumatic
stress disorder.
Partnerships like this
prevented the organisation
from having their funding
application accepted.
“The excuse they gave
us was pretty sad. They
told us we had duplicated
services because the
Government already
provided funding for the
Red Cross, so they said we
didn’t need it,” she said.
Parker believed the
funding decline for the
second time highlighted
issues within the voluntary
sector when it came to
accessing funding.
“We haven’t been
established for two years
so it’s always hard to get
funding. Bigger charities
are always prioritised,” she
said.
“Lots of charities are
also being set up, but
they’re failing because of
it.”
Selling face masks has
made “a huge impact” in
many ways as they have
been inundated with
hundreds of orders, raising
nearly $2500 so far.
The experience also
offered a sense of comfort
and camaraderie for
volunteers, especially if
they were former clients
who wanted to give back
to their community.
“Former clients also come
back and volunteer with us,
so it shows we’re making a
difference,” she said.
“One of the fathers from
the Vivian St fire lost his
only child and helped
make face masks for us to
pay it forward.”
Those who provide
funding grants have also
been inundated with
applications.
Parker also applied
for the Strengthening
Communities Fund but
was denied again as the
city council received more
than 185 applications
requesting more than $7.5
million overall.
Due to high demand and
financial constraints, the
city council was only able
to meet 44 per cent of what
was requested.
Although funding was
a major barrier for the
charity, having enough
volunteers to meet
demand posed difficulties
within the small team.
In response to Covid-19
impacts on communities,
including their volunteers,
Community Voluntary
Sector minister Poto
Williams said a number
of funding boosts have
been allocated by the
Government.
This includes a $36
million Community
Capability and Resilience
Fund by the Ministry
of Social Development,
a $40 Lottery Covid-19
Community Wellbeing
Fund and the existing
Volunteering Fund.
“The response to
Covid-19 in Christchurch
has really relied on people
giving time and effort,”
she said.
“This is valuable for
everyone’s physical, mental
and cultural well-being
– including volunteers
themselves.
“Looking forward, the
Department of Internal
Affairs has some work
under way that will
consider how we can
best support community
organisations through
funding.”
