CHAIRMAN’S
MESSAGE
BY MR MARK SHAW | CHAIRMAN
ORCHARD ROAD BUSINESS ASSOCIATION
We are living in tumultuous times. The world
is grappling with a global health crisis and the
economic toll from the repeated lockdowns and
travel restrictions in many countries is mounting.
For many of us who have weathered past
recessions and global financial crises, the current
situation looks uniquely dire. Who would have
thought that in a matter of months, so many
well-known brands – J.Crew, JC Penney, Neiman
Marcus, Debenhams, Dean & Deluca, Hertz,
Virgin Australia, to name a few – would fall victim
to the conditions caused by the global pandemic.
In Singapore, we are currently in Phase 2 of the
gradual re-opening of the economy, after two
months of circuit breaker measures to curb the
local spread of Covid-19 which started in April.
The circuit breaker, whilst necessary, was
devastating to businesses, despite our
government’s best efforts to provide support via
various measures like the Job Support Scheme,
tax rebates and rental waivers.
In the current phased reopening of the economy,
mandatory safe management measures that
include social distancing, occupancy limits and
limits on social gatherings have placed further
pressure on businesses, particularly those that
rely on events, large physical footprints and heavy
mall traffic.
In March, a survey by Chope, a restaurant
reservations platform, showed that 78 per cent of
restaurants did not expect to last longer than six
months if things did not get better while 80 per
cent were planning to lay off staff to cut costs 1 .
Many of our members who had to shutter stores
during the circuit breaker have been hit particularly
hard, and have been busy shoring up cash reserves,
ramping up online channels, tapping new financing
sources and even figuring out more existential
questions such as whether they should still remain
in business.
Events that our local retail, hospitality and
entertainment scene rely on each year have either
been cancelled or modified to virtual events. The
Singapore Grand Prix, one of the annual highlights
of our sporting calendar, was called off, while
the retail industry’s signature event – the Great
Singapore Sale – was postponed to September
2020 with a new digital format called eGSS.
Prior to the circuit breaker, ORBA had celebrated
our annual Chinese New Year Lohei Lunch at
the Mandarin Orchard Singapore with a record
turnout. We also collaborated for the first time
with Singapore River One, the Place Manager
of the Singapore River precinct, to launch the
March March More campaign with a guidebook
that featured the best deals and promotions islandwide
and highlighted popular retailers on Orchard

”
Road and the Singapore River. This campaign
provided an excellent opportunity for ORBA to
support an often overlooked group in our business
community – our beloved ice cream uncles – by
treating shoppers to their treats, including the
iconic ice-cream sandwich.
In April, during the circuit breaker, we provided
support to our food and beverage (F&B)
community by compiling an e-booklet, listing all
the restaurants in the Orchard Road area that
offered takeaway and deliveries. During this time,
many other Singapore residents also reached out
with ground-up initiatives to support our local
eateries and foreign workers in different ways, and
it was heart-warming to see Singapore working
together amidst this rather bleak landscape.
The phased approach to reopening the economy
started on 2 June, allowing more businesses to
restart their operations. Dining out has since
resumed, while more public spaces are being
allowed for social activities, all with safety and
contact tracing measures in place.
Since August, Singapore has begun cautiously
reopening its borders to travellers. However, we
believe that it will be some time before leisure
travel and large-scale business events restart
in earnest, at least not until a viable vaccine or
management plan for Covid-19 is developed.
We foresee that it will be a long time before
we return to the pre-Covid normality, so in the
meantime, businesses will have to adapt to this
“new normal” if they are to operate successfully.
At ORBA, our management team and Exco have
been reviewing our strategies and plans in light of
the current situation. At the time of preparing
this report, we have decided to go ahead with our
annual Christmas Light-Up and Christmas on A
Great Street festivities at the end of 2020. The
decision to go ahead with the event this year
was not taken lightly. The final call was reached
after lengthy consultations with the authorities to
ensure that the Light-Up would be safe and would
celebrate the festive season, as well as honour the
sacrifices made by our healthcare workers and all
Singaporeans during the year.
Whilst it would be a terrible blow if we had to
cancel the Light-Up Ceremony at Orchard Road
which has, for the past 36 years, heralded the
start of the festive year-end period in Singapore,
we have also made contingency plans in case the
social distancing measures remain in force or are
tightened towards the end of the year. Other than
this, we do not envisage being able to stage any
large-scale events for the foreseeable future.
These restrictions have made us thankful that
we managed to organise a study trip to Tokyo in
September 2019 before the pandemic began,
and were able to hold meaningful dialogues
with Japanese government agencies and area
management representatives and retailers.
Also, in that same month, we sent delegates to
represent ORBA at the Futian International
Fashion Strategic Committee Ceremony and the
Hangzhou Walking District International Forum.
Last year, our Great Christmas Village in 2019
was the biggest ever, taking place across three
different locations with live music performances,
exciting rides and family-friendly activities. The
2.88-kilometre Orchard Road was immersed in
lights and decorations centred around love, joy
and peace, as befitting “The Greatest Gift” theme.
Pandemic or not, ORBA remains resolute in our
mission to protect and promote the interests and
welfare of businesses along Orchard Road.
We have been facilitating communication
between Orchard Road stakeholders and various
government bodies and will continue tirelessly
in our efforts on this front. We stand ready to
support our stakeholders in any other way possible
going forward. As a gesture of solidarity with our
members as we tackle the numerous challenges
ahead, we have informed all members of our
decision to waive the annual ORBA membership
fees, amounting to about $100,000.
On behalf of the ORBA Exco, I would like to
express our sincerest gratitude to ORBA’s
sponsors, the government authorities and all our
partners for their unwavering support. I would also
like to express my appreciation for our Executive
Director, Mr Steven Goh, and the ORBA team
for their dedication, passion and hard work.
During these uncertain times, I believe that it
is even more crucial to think out of the box and
exercise greater creativity and flexibility in dealing
with challenges. The business landscape is likely
to see a significant shift, but I have no doubt
that ORBA, together with our stakeholders, will
emerge from this stronger and more resilient.

ABOUT ORBA
Orchard Road Business Association’s mission is to advance the varied interests and
welfare of businesses along Orchard Road. Established in 1998, the Association drives
the development, promotion and marketing efforts of the 2.88-kilometre lifestyle street.
We are committed to ensuring that Singapore’s premier shopping belt builds on its
reputation as the Great Street for many years to come. ORBA initiates and curates
activities that showcase the best in shopping, dining and entertainment options our
members have to offer. We work closely with Singapore Tourism Board (STB), consult
with government agencies and stakeholders, as well as collaborate with a growing group
of valued business partners to create a conducive environment that allows our members’
operations to flourish.
Membership in ORBA is open to all Orchard Road stakeholders as well as nonstakeholders
with a common interest in ensuring the well-being of Singapore’s most
famous lifestyle street. At the time of publication, more than 118 businesses are members
of the Association, including owners and managers of shopping malls, departmental
stores, retailers, hotels and restaurants.
ORBA is led by an Executive Committee, which sets the direction for the Association
and upholds members’ interests. The Exco comprises business owners on Orchard
Road and other key stakeholders and is supported by an eight-member office, which
oversees daily operations.

WELCOME TO
ORCHARD ROAD
Stretching from Tanglin Mall to the Istana,
Orchard Road is at the heart of Singapore’s retail
and entertainment scene. The 2.88-kilometre belt
is the destination of choice for shoppers, diners,
tourists, partygoers and anyone else who is drawn
to what our Great Street has to offer.
The dynamic precinct is home to malls, boutiques,
restaurants, cafes, hotels and art galleries featuring
a varied array of well-known names as well as
independent labels spread across more than
800,000 square metres of space. Throughout
the year, Orchard Road is a leisure and lifestyle
destination that showcases exciting concept
outlets, pop-up stores and street events to cater
to local and international visitors with diverse
backgrounds and preferences.
Orchard Road’s development mirrors the various
stages of Singapore’s economic transformation.
In 1903, Singapore’s first supermarket opened on
the land where The Centrepoint is situated, and
the 1950s saw the establishment of the Republic’s
first department store, C.K. Tang. Since then,
an evolving and dazzling array of retail outlets,
restaurants and lifestyle offerings have made
Orchard Road their home.
As the Place Manager of Orchard Road, ORBA is
always exploring new ways to transform the area,
keeping it lively and fresh for visitors from young
to old. So, come and join us on our Great Street,
where you will find an exciting and energetic
precinct to meet your shopping, entertainment
and dining desires.
While Orchard Road is now a modern, thriving hive
of activity, there are landmarks harking back to its
humble beginnings as a small road with nutmeg
plantations, pepper farms and fruit orchards in
the 19th century. The Chinese Baroque-style
terrace houses on Emerald Hill are a reminder of
the residential neighbourhood of the early 1900s,
while the names Scotts, Cairnhill and Cuppage
help preserve the memory of plantation owners
during the colonial times.

ORBA TAKES OVER
POP-UP SPACES ALONG
ORCHARD ROAD
ORBA continued curating and managing Urban Green Rooms (pop-up spaces) along
the walkways of Orchard Road for a pilot programme which began on 1 April 2019. This
arrangement was part of the Government’s plans to rejuvenate the precinct.
From Forum the Shopping Mall to Mandarin Gallery, the street was enlivened with popup
stores, arts and entertainment events, and cultural experiences. More importantly, the
arrangement helped to eliminate some hurdles that organisers faced when planning for
events or activities along the street as ORBA facilitated and liaised with different authorities,
streamlining the application process and making it more seamless.

CHRISTMAS ON
A GREAT STREET 2019
16 Nov 2019 - 1 Jan 2020
Among the many gifts received during Christmas, the
most treasured ones are the moments of happiness
spent with family and loved ones. ORBA celebrated
this message of love, peace and joy for Christmas on A
Great Street 2019 with the theme “The Greatest Gift”.
junction of Tanglin and Grange roads, as well as more
than 30 giant-sized festive greeting cards on threemetre-tall
glass shards along key stretches of the
street. For the first time, the street decorations were
extended towards Grange Road and Orchard Link.
For the 11th edition of the signature event, ORBA put
a refreshing and immersive spin on the street decor,
which was first unveiled during the media conference at
Mandarin Orchard Singapore on 25 September 2019
for participating stakeholders, friends and members of
the press.
The 2.88-kilometre street was decked out in colourful
festive lights featuring adorable little Santas – ORBA’s
new Christmas icons – hanging from trees and on the
glittering arches welcoming visitors to Orchard Road.
Street lamps throughout the three sub-precincts –
Tanglin, Orchard and Somerset – showcased bigger
and grander decorations of baubles, gift boxes or
snowflakes. ORBA installed a welcome arch at the
Last year’s event also included unique interactive set
pieces on the pavements of Orchard Road. These
provided Insta-worthy backdrops for visitors as they
posed with a giant Santa riding on his reindeer, helped
pull Santa’s reindeer and walked through a four-metretall
tunnel made up of large icons including baubles, gift
boxes and a huge Christmas tree.
The immersive street decor was officially unveiled to
the public on 16 November 2019, when Mdm Halimah
Yacob, President of the Republic of Singapore,
officiated the Light-Up Ceremony at Ngee Ann City
Civic Plaza. This ceremony also marked the start of
the Community Chest’s year-end charity drive, which
raised over $2,100,000 last year.
Hitachi Asia Ltd and Mastercard ® supported ORBA
for Christmas on A Great Street 2019 as Main Sponsor
and Official Card respectively.
A highlight of the year-end festivities was the Great
Christmas Village, which returned for a third year on
an even larger scale. The marquee event took place
across three different locations, having outgrown the
outdoor space at Ngee Ann City Civic Plaza, where
it was located for the past two years. The Village was
spread across *SCAPE, Grange Road Car Park and
Shaw House Urban Plaza with a combined area of
7,796 square feet, more than double the size of the
Christmas Village in the previous years.
Held from 23 November - 26 December 2019, the
Great Christmas Village featured more than 30
amusement rides and game booths, with familyfriendly
rides such as the popular duplex carousel, pirate
ship and London train, as well as thrilling ones such as
bumper cars and Turbo. Mastercard cardholders were
offered an exclusive price for the rides at the Village.
To top it off, two thematic pop-ups were included in
the Great Christmas Village – Nom Nom Nom and
Hasbro’s Mini TOYBOX. Nom Nom Nom introduced
street food from 14 vendors in food trucks, while
Hasbro’s Mini TOYBOX showcased various activities
by popular brands such as NERF, My Little Pony and
MONOPOLY.
Other highlights of the Village included nightly
performances by local artistes, as well as the iconic
Christmas Eve Countdown Concert. Visitors to Orchard
Road also enjoyed multimedia performances, interactive
activities and Christmas carols during the annual
Celebrate Christmas in Singapore event that took place
along the pedestrian walkway from ION Orchard to
Wisma Atria from 16 - 23 December 2019.
All in all, it was truly a wonderful Christmas experience
for everyone who visited the precinct.

FIGHTING
COVID-19
AS ONE
Facing the uncertainties brought about by the Covid-19 pandemic, ORBA,
together with the rest of the Orchard Road community, worked towards
complementing existing measures put in place by the authorities.
ORBA served as the conduit between various government bodies and
our stakeholders, providing prompt updates on the latest advisories and
facilitating discussions when necessary.
Before the circuit breaker measures were enforced on 7 April 2020,
ORBA organised the March March More holiday campaign. When the
circuit breaker was announced and extended, ORBA continued supporting
stakeholders by launching several editions of an exclusive guide to eateries
on Orchard Road which provided takeaway and delivery services.
MARCH MARCH MORE
13 - 22 March 2020
March March More was a campaign co-organised by ORBA and Singapore River One for the
first time to bring Singaporeans together as they pursued their love for dining and shopping across
the island during the March holidays. ORBA scoured the island to compile the first guidebook
encompassing the best deals and promotions in Singapore, including the must-visit lifestyle
destinations of Orchard Road and Singapore River.
The initiative, part of ORBA’s efforts to provide some relief to retailers and food establishments
affected by Covid-19, was supported by the Restaurant Association of Singapore and Singapore
Retailers Association.
More than 180 retail brands, shopping malls and hotels participated in the guidebook. The curated
selection also featured never-before-available star deals such as 1-for-1 offers and $10 promotions
across F&B, lifestyle and entertainment shops and hotels, as well as shopping perks such as locations
offering free parking in the heart of the city.
Over two consecutive weekends, 13 - 15 March and 20 - 22 March, the first 2,000 shoppers
on Orchard Road enjoyed a free treat when they visited Singapore’s beloved ice cream uncles
at their iconic carts located at the thoroughfare from ION Orchard to Mandarin Gallery. Street
performances by MOTUS, a local batucada pop band, took place at the pedestrian walkway between
ION Orchard and Ngee Ann City on 14 March as well.
In June, we also announced our intention to waive the annual membership
fee until 31 December 2020 as a gesture of solidarity with our members.

AND SEMINARS
The Members’ Connection events are organised by ORBA, as part of our
mission to develop the precinct and offer stakeholders valuable networking
and learning opportunities.
Following the announcement of the circuit breaker measures, ORBA launched several volumes

e-booklet was created to support stakeholders during the period when F&B outlets were not
allowed to accept dine-in customers.
A total of 13 editions were launched over three months, with participation from more than 200
F&B establishments and ORBA stakeholders.
Starting July, the e-booklet featured only promotions from ORBA members after Singapore
entered Phase 2 of its reopening, with restaurants being allowed to serve dine-in customers with
reduced seating capacity and continuing to rely on takeaways.

China’s digital ecosystem and strengthen Singapore’s positioning for the
Chinese market. The ORBA team, along with more than 250 participants
from industries nationwide, attended this webinar series.
The two-day event was highly informative, with insightful talks by six

RECOVERY ACTION TASK
FORCE COMMITTEE
21 February 2020
In view of Covid-19’s impact on the tourism industry in Singapore, STB formed the Tourism
Recovery Action Task Force Committee (TRAC) in February to map out recovery strategies
for the sector.
The taskforce, chaired by STB’s Chief Executive Mr Keith Tan, comprised tourism leaders from
both the private and public sectors whose work included identifying opportunities arising from
the Covid-19 crisis, driving and implementing measures to instil confidence in Singapore’s
tourism establishments, and co-creating and initiating recovery plans.
Mr Chee Hong Tat, TRAC Advisor and Senior Minister of State for Trade and Industry and
Education, attended the first session held on 21 February 2020. ORBA Chairman Mr Mark
Shaw was appointed as a member of the TRAC Steering Committee and Co-Chair of the TRAC
Sub-Committee 2, while ORBA Executive Director Mr Steven Goh was appointed as a member
of the TRAC Sub-Committee 2.
Mr Shaw and other members of the TRAC Steering Committee were later invited to a lunch
on 9 March 2020 with Prime Minister Lee Hsien Loong to discuss the various issues facing the

EARTH HOUR 2020
28 March 2020
Earth Hour 2020 took a different tack this year due to the unforeseen Covid-19 circuit
breaker measures. Even so, there was no halting the determination and support of participating
stakeholders, as the World Wide Fund for Nature Singapore took Earth Hour online and hosted
the first-ever fully digital event.
More than 45,000 viewers tuned in to the exciting line-up, with renowned celebrity hosts,
performances by local artistes and a panel discussion. The three-hour programme demonstrated
our nation’s solidarity and showed that each of us can make a difference even from the confines
of our homes.
In addition, malls along Orchard Road that participated in this worldwide movement dimmed or
switched off all non-essential façade lightings for an hour as a show of support.
