Salmo, Silverton and Slocan have recently completed a Housing<br />
Needs Assessment and shared regional findings through two<br />
community webinars in late September.<br />
A Housing Needs Assessment is a report that describes current<br />
and anticipated housing needs in a community by collecting<br />
data, analyzing trends and speaking with community members.<br />
Under the Local Government Statutes Amendment Act, 2018 a<br />
housing needs report must be done every five years.<br />
Erickson Water System Universal Metering Project. The<br />
board directed staff to prepare an application under the Investing<br />
in Canada Infrastructure Program <strong>–</strong> Rural and Northern<br />
Communities for the Erickson Water System Universal<br />
Metering Project. Universal metering would help support staff<br />
in achieving the established goals of the Drinking Water Conservation<br />
Plan by reducing water demand, improving water<br />
demand management, as well as potentially reducing operating<br />
costs. The board supports the project and commits to a potential<br />
cost share of $809,478 for the project, as well as any potential<br />
cost overruns from Erickson Utility Services<br />
Agricultural Land Reserve Land Exclusions. The board<br />
adopted the Agricultural Land Reserve (ALR) Exclusion Policy,<br />
effective September 30, 2020. Residents can no longer apply<br />
directly to the Agricultural Land Commission (ALC) to have<br />
their land removed from the ALR. Local governments, First<br />
Nation governments, The Province of BC, or prescribed public<br />
bodies must be the applicant on the residents’ behalf.<br />
The Rural Affairs committee has reviewed and discussed in<br />
detail how this will affect zoned and un-zoned rural communities.<br />
While it will be a big change, the intent of the policy is<br />
to direct ALR exclusions to be part of a broader community<br />
discussion on agriculture and support for such requests can be<br />
evaluated at this community level. To accompany the policy, the<br />
board must also establish how the new process will be funded.<br />
Staff will investigate options or mechanisms for cost recovery<br />
for processing ALC exclusion applications.<br />

to them and earn their vote.<br />
