Environment<strong>Canterbury</strong> has closed<br />

vehicleaccess to the gravelroad on the<br />

stopbank parallel to RangioraAirfield.<br />

The closure, whichispermanent,<br />

followed complaintsaboutdust.Also,<br />

parts of the stopbank were being<br />

damaged by four­wheel­drive vehicles<br />

and motorbikes.<br />

ECan’smanagerofriverengineering,<br />

Leigh Griffiths,says the stopbanks form a<br />

lineofcritical infrastructure that protect<br />

Rangiora,Kaiapoi, Woodend,Waikuku<br />

and nearby areasfrom breakoutflood<br />

flows from theAshleyRiver.<br />

Althoughthe stopbank was previously<br />

openfor the public to drive on, ‘‘it should<br />

not be considered aroad,oramanaged or<br />

paper road,and liesfully within<br />

Environment <strong>Canterbury</strong> managed land’’,<br />

she says.<br />

‘‘Allowingcars to drive alongthe tops of<br />

these banksundercontrolledconditions<br />

is safe.<br />

‘‘However, banks suchasthese have<br />

beensubject to considerabledamage by<br />

users of four­wheel­drive vehicles and<br />

motorbikes intentionallydrivingupthe<br />

sides of thesestructures.’’<br />

Gateswere initially installedonthe<br />

stopbanklastNovember to prevent<br />

vehicle access. However, thegates were<br />

intentionally damaged by four­wheeldrive<br />

vehicle users trying to accessthe<br />

stopbank. Large concreteblocks have<br />

nowbeen placed behindthe gates to<br />

prevent vehicleaccess.<br />

Thearea is stillopen to the public for<br />

walking, runningand cycling.<br />

Environment <strong>Canterbury</strong>has also<br />

fenced off thenearby Groyne 2area,<br />

which has been significantlydamagedby<br />

four­wheel­drivevehicles withrepair<br />

work expected to cost$10,000 and likely<br />

to takeaweektocomplete.<br />

‘‘Thisdamage can seriouslyimpact the<br />

structural integrityofgroynes andbanks,<br />

which increases theirchanceoffailure<br />

whentheyare mostneeded,’’ Ms Griffiths<br />

says.<br />

Vehicle useofthe stopbank was also<br />

causing high dust levels, whichgenerated<br />

complaints fromairfield users.<br />

ECan, working withthe airfield,<br />

planted 1200pittosporums alongthe<br />

airfield sideofthe stopbankfencelast<br />

Octobertoimprove the dustsituation.<br />

Landowners air mataitai worries<br />

More than 45,000 hectares of private land has<br />

been caught up in three mataitai reserves<br />

declared in the Kaikoura and Conway areas,<br />

affecting the ability of landowners to use the<br />

waterways on their property.<br />

Agroup of affected landowners are concerned<br />

about what they perceive as alack of<br />

consultation over the placing of the mataitai<br />

reserves and the restrictions they place on their<br />

use of waterways on their land, and potentially,<br />

the land surrounding them.<br />

They are now seeking ajudicial review of the<br />

three mataitai and are asking for help with the<br />

cost of the process, estimated to be $60,000 to<br />

$80,000.<br />

Mataitai allow for customary fishing areas to<br />

be protected, but the three covering the<br />

Kaikoura and Inland Road area take in every<br />

inland waterway and ephemeral stream, most of<br />

which do not hold harvestable fish species and<br />

were never customarily fished.<br />

While the Mataitai Landowners Group<br />

welcome the placement of mataitai over<br />

traditional fishing and food­gathering areas,<br />

which are typically coastal and estuarine sites,<br />

evidence from the climate agency Niwa and<br />

Ngai Tahu show that the mataitai include<br />

several inland waterways that were never fished<br />

or used for gathering food.<br />

Aspokesperson for the landowners’ group,<br />

Bryden Black, says the aim of the review is not<br />

only to seek relief in terms of the extent of the<br />

mataitai, but also to seek judicial direction to<br />

the government with regards to consultation<br />

processes with rural communities in the future,<br />

to ensure consultation is meaningful.<br />

He says the group is perturbed about the poor<br />

consultation process carried out by the Ministry<br />

for Primary Industries (MPI) before the<br />

introduction of the mataitai.<br />

“We only found out by chance that the former<br />

minister of fisheries, Stuart Nash, had gazetted<br />

the three mataitai in September 2018, and by<br />

that stage it had become afait accompli.”<br />

The group complained to Parliament’s<br />

Regulation Review Committee early last year,<br />

expressing concern over the “defective”<br />

consultation process with landowners, and<br />

encouraged the ministry to meet with the<br />

group’s members.<br />

“While MPI agreed to meet with us in August<br />

to discuss our concerns, their official response<br />

in September was that they saw no reason to<br />

revisit any of their decisions.”<br />

Mr Black says the mataitai can place<br />

restrictions on the use of the waterways and<br />

adjoining land, which would not only limit the<br />

landowners’ enjoyment of their waterways, but it<br />

could also affect their ability to diversify their<br />

land businesses to include accommodation for<br />

fishers and guided fishing.<br />

Maitaitai questions ... A30­metre waterfall would challenge the most<br />

determined eel, but this and the land above has been caught up in amataitai,<br />

limiting landowners’ ability to use waterways on their properties.<br />

Volunteer drivers are neededtohelp<br />

keep the wheelsofthe <strong>North</strong><strong>Canterbury</strong><br />

Health Shuttle turning.<br />

The Amberley­basedshuttle ferries<br />

<strong>North</strong><strong>Canterbury</strong> folk to appointments<br />

in Christchurch. It needs about24<br />

drivers to ensure it is not aburden for<br />

volunteers.<br />

Shuttle team leader, says numbers have<br />

dropped to 17, which means peopleare<br />

having to drive more often.Ideally,<br />

volunteers man the shuttletwice a<br />

month,and organise their tripstosuit<br />

times peopleneed to be in the cityfor<br />

appointments.<br />

Most drivers are in their 60s or 70s and<br />

occasionally are not available because of<br />

their own commitments or medical<br />

needs.<br />

Mrs Gardner says younger mums and<br />

dads are either working or raising their<br />

families, andcannot committothe role.<br />

All volunteers aretrained in first­aid<br />

and attend aStJohn Driving course. All<br />

that is needed is astandard car driver’s<br />

licence.<br />

The shuttle does not travel north of<br />

Amberley or west of Rangiora, but picks<br />

up people everywhere in between.Those<br />

further afieldcan use the shuttle if they<br />

can make it into Amberley or Rangiora.<br />

There is no charge,but donations are<br />

welcome,she says. At present, the shuttle<br />

is sponsoredbyFour Square,but anew<br />

shuttle will be on the roadsoon thanks to<br />

abequestfrom an Amberley resident.<br />

‘‘A verygenerous local person has left<br />

us anew vehicle, which is all set up and<br />

ready to go.’’<br />

Appeal lodged over alcohol licensing decision<br />

The decision to deny an application for a<br />

Thirsty Liquor bottle store in Amberley is<br />

to be appealed.<br />

The Hurunui District Licensing<br />

Committeeconfirmed on Monday an<br />

appeal had been lodged with the Alcohol<br />

Regulatory and Licensing Authority<br />

(ARLA).<br />

Townill Ltd had appliedfor abottle<br />

storeat86Carters Road.<br />

The committeeofMayor MarieBlack,<br />

councillorMichael Ward and former<br />

mayorWinton Dally,reserved their<br />

decision afterconsidering93objections,<br />

56 of which they found valid under the<br />

Sale and Supply of Alcohol Act. Their<br />

decision to deny the applicationwas<br />

released early in December.<br />

Concerns centredonthe adverse<br />

impact abottle store wouldhave on the<br />

amenity values of the planned locality,<br />

and the proliferation of alcoholoutlets in<br />

Amberley.<br />

The licensing committeefoundthat<br />

granting the application would be<br />

contrary to the objectivesofthe Sale and<br />

Supply of Alcohol Act, in that it would not<br />

minimise alcohol harm.<br />

Objectors aired concernsabout the<br />

level of alcohol­related harm in the<br />

community, theproposed daysand hours<br />

of operation,and the design and layout of<br />

the business. ‘‘Put simply,the objectors<br />

do not want anotherbottle store in their<br />

community,’’ the decision said.<br />

‘‘A common theme of evidence we<br />

heard was that manycommunity­based<br />

activitiesand services are conducted in<br />

and around the township, being a<br />

gathering place for locals and forminga<br />

hub for the community.<br />

‘‘Activities and amenities include, for<br />

example, the parks,the library, the school<br />

and preschools, the retail stores, the<br />

cafes, the sportsclubs and community<br />

groups, the churches, and the farmers<br />

market,’’ the committeesaid.<br />

The Alcohol Regulatory and Licensing<br />

Authority willhear theappeal. The<br />

Hurunui District Licensing committee<br />

willnot be involved except to provide any<br />

information requested by the ARLA.<br />

BMX riders compete at the<br />

BMX NZ South Island Titles.<br />

Atotal of 260 riders from<br />

throughout New Zealand will<br />

compete at the event hosted<br />

by the <strong>North</strong> <strong>Canterbury</strong><br />

BMX Club at its new<br />

international­standard track.<br />

Racing starts after the<br />

10.30am opening ceremony<br />

on Saturday, <strong>January</strong> 16, and<br />

continues throughout<br />

Sunday.<br />

Riders will have to be at<br />

their best on the challenging<br />

Trent Jones­designed and<br />

built track. It is likely to test<br />

even the top riders in the<br />

Outhouse provides<br />

picturesque perch<br />

Atoilet with one of the country’s most<br />

picturesque outlooks is open for<br />

business.<br />

The toilet, nestled at the head of<br />

Lake Sumner in <strong>North</strong> <strong>Canterbury</strong>’s<br />

high country, has been built to meet<br />

the needs of anglers, hunters,<br />

trampers and boaties.<br />

It is located in beautiful Home Bay,<br />

apopular spot to fish the Hurunui<br />

River delta or troll by boat.<br />

It is also on the increasingly popular<br />

Te Araroa Trail, which has thousands<br />

of visitors each year.<br />

The genesis of the project arose<br />

from landowners’ concerns around<br />

human waste in the popular spot.<br />

The toilet was installed by the<br />

Department of Conservation and the<br />

landowner, and was ready in time for<br />

the busy summer holiday season.<br />

Fish &Game put $3000 toward the<br />

project, using funds from its nonresident<br />

licence revenue.<br />

Non­resident overseas anglers are<br />

charged an additional fee on their<br />

fishing licence to help fund projects<br />

such as the loo.<br />

says it is great that the money can go<br />

into asmall but effective piece of<br />

infrastructure to manage the effects of<br />

visitors at such apicturesque spot.<br />

landowner came to us, and were open<br />

to asolution that enabled continued<br />

Is it time to plan for<br />

anew high school?<br />

Ihope you all enjoyed the summer<br />

break with family and friends as we<br />

launch into the New Yearwith<br />

renewed energy.<br />

We all hope it will be less disruptive<br />

than 2020.<br />

Iamlooking forward to working hard<br />

with you to ensure we have the<br />

opportunities we need to thrive as a<br />

community.<br />

One of the issues Iwill be raising with<br />

our communities in the Waimakariri is<br />

whether ourgrowing population should<br />

be triggering anew high school for our<br />

district.<br />

Over the last 10 years we have<br />

experienced alarge increase in<br />

population growth.<br />

Future modelling shows this is<br />

expected to continue, and even<br />

accelerate. It’s not uncommon for<br />

parents to raise this as an issue with<br />

me.<br />

As we look to continuing growth<br />

on the eastern side of the electorate,<br />

with our community looking at anew<br />

town centre plan for Ravenswood, it<br />

poses the question as to why wedon’t<br />

factor in anew high school as part of<br />

this new town centre strategy.<br />

Our schools do awonderful job and I<br />

always get good feedback about our<br />

current three high schools. However,<br />

part of anyfuture planning should be<br />

ensuring that we keep our reputation<br />

for academic excellence by futureproofing<br />

our schools to prevent them<br />

from growing to asize that would<br />

impact on thelearning opportunities<br />

and wellbeing of our studentsand<br />

teaching staff.<br />

Iwill be meeting with the Ministry of<br />

Education and our high school<br />

principals, as wellasour primary<br />

school principals and school<br />

communities, to hear their feedback on<br />

whether we need anew high school.<br />

Iappreciate all input in this<br />

important discussion that we will be<br />

having as acommunity.<br />

Based on the feedback Ireceive, if<br />

thereisenough support, my plan is to<br />

meetwith the Education Minister to<br />

advocate for anew high school.<br />

If you have any thoughts on the issue,<br />

please do raise them with me through<br />

my offices. Ilook forward to some<br />

robust discussions.<br />

Councillors to consider LTP<br />

Covid­19 recovery, the RangioraCivic<br />

Precinct and library,climate change and<br />

threewatersare set to feature in the<br />

Waimakariri District Council’s LongTerm<br />

Plan (LTP).<br />

With deliberationsset to beginon<br />

<strong>January</strong> 26, strategy and engagement<br />

manager Simon Markham says staffhave<br />

been given aclear message from<br />

councillors when it comestorates.<br />

‘‘I think it’s fair to say there’s astrong<br />

direction from the council that it needsto<br />

be lower.’’<br />

Last year’sratesrise was reduced to 1.5<br />

percent after the lockdown, but he expects<br />

this year’s rise will be closer to the 4or5<br />

percent signalledinthe 2018/28LTP.<br />

Mr Markham says the council is striving<br />

for abalancebetween keeping rates down,<br />

meeting infrastructure needs and stimulating<br />

economic activity after Covid­19.<br />

‘‘We havetofactorininflation, the<br />

earthquake loan and the (MainPower)<br />

stadium loan, so thatbuilds acoupleof<br />

percent before you start.’’<br />

Covid­19 recovery will dominate. ‘‘It’s<br />

easy to fallinto afalse sense of security<br />

that we are out of the woods,while<br />

unemployment remains relatively low in<br />

the district. But we don’t knowwhat’s<br />

aroundthe corner so we needtoconsider<br />

what we can do to support businesses.’’<br />

Capital works projects committedtoin<br />

the LTP include contributions to the three<br />

watersprojectsand the Kaiapoi stormwater<br />

project, which have received<br />

stimulus and shovel­ready state funding.<br />

The RangioraCivic Precinctrefurbishment<br />

was scaledback lastyear,but willbe<br />

revisited, along with aRangioraLibrary<br />

extension signalledinthe last LTP.<br />

Councillorswill deliberate on the draft<br />

LTP on <strong>January</strong> 26 to 28, ahead of public<br />

consultation from March 6.<br />

respected principal. Alan wasafineman<br />

andanexcellent principal. Ienjoyed<br />

working with him. He willbesadly<br />

missed.<br />

IamthinkingofAlan’s family, the<br />

teachers,staff, students, board of trustees<br />

andfamiliesofthe school at thissad time.<br />

Inthe lead­up to Christmas,Ienjoyed<br />

attendingseveralschoolprizegivings. I<br />

wasimpressedbyall ourschools,<br />

especially with thechallengingyear we<br />

have had andtohearhow well students<br />

areachieving withtheir education.<br />

During the past yearIhaveenjoyed<br />

visiting several schools to keepintouch<br />

with theirchallengesandhow we can<br />

support each other.Weare well servedby<br />

excellent schools, outstanding principals,<br />

teachers andboardsoftrustees, with<br />

dedicated parents giving up theirtime to<br />

support therunningofour schools.<br />

Ourschools play an important role and<br />

areatthecentreofour community.We<br />

arefortunate to havetalented and<br />

dedicated peoplecommittedtothe<br />

educationofour youngpeople.<br />

This week Iwentonone of thefirst runs<br />

of the newexpressbus serviceinto<br />

centralChristchurch.<br />

The firsttwo weeksare free for<br />

residentstotry thisservice.<br />

There are severalpark­and­ride<br />

locations forresidentstoleavetheir car<br />

andcatch abus.Coupled with the new<br />

northern corridor,thenewexpressbus<br />

serviceand park­and­ride areagamechangerfor<br />

Waimakariri commuters.<br />

It providesagreatopportunity for<br />

peopletoconsider the choicesavailable<br />

forthe commuteinto Christchurch.<br />

It is an excellentservice and, if you are<br />

Call for slower speeds around rural schools<br />

RuralWomen NewZealand (RWNZ)<br />

wantsspeedlimits around rural schools<br />

to be lowered.<br />

“RWNZhas longheld the view that<br />

speedlimits past rural schools are too<br />

high because it puts ourchildren and<br />

families at riskofserious injury or even<br />

worse, death,’’ its education convenor,<br />

Malvina Dick, says.<br />

‘‘TheGovernment’s Road to Zero<br />

Strategy is astart, with an upperlimitof<br />

60kmh past rural schools,’’ she says.<br />

However, RWNZbelievesthis is still<br />

too high. It would liketosee the speed<br />

limit past rural schools loweredto40kmh<br />

—the same as for urbanschools. It would<br />

also likesignsonbuses warningpassing<br />

drivers to travel at 20kmh if the bus is<br />

stationary, as well as flashing lights when<br />

slowing to drop off or pickupchildren.<br />

development strategy<br />

As councillors prepare to consider the<br />

<strong>2021</strong>/31 Long Term Plan(LTP),finishing<br />

touchesarealso being madetothe draft<br />

DistrictPlan.<br />

Strategy and engagement manager<br />

Simon Markham says the draft District<br />

Plan, which will be released for public<br />

consultationlaterthisyear, will set the<br />

framework for future residential and<br />

commercial development in the district<br />

from town centres to rural areas.<br />

‘‘TheproposalsintheDistrict Plan will<br />

allow us to be more enabling forhousing<br />

development.<br />

‘‘We can’t pay people’s mortgages,but<br />

wecanhelp as best wecanwithinthe<br />

legislationtobeasagile as possible.<br />

‘‘Forusit’saboutmaking sure wehave<br />

as much opportunityfor thevariety in<br />

housing sizewhichpeoplerequireaswe<br />

can,but developerswillultimately build<br />

whatthey thinkwillsell andneighbours<br />

Despite the uncertainty of Covid­19, Mr<br />

Markham saystherehasbeenconsiderable<br />

interestfrombusinesseslooking to<br />

relocate toWaimakariri,meaninggetting<br />

theDistrictPlanrightisapriority.<br />

‘‘There’s abiggerrisk of ashortageof<br />

land supply than ashortageofdemand,<br />

whichisgoodfor thelocaleconomy.’’<br />

Covid­19thanother parts ofNew Zealand<br />

because of its lower reliance on tourism.<br />

But alargepercentage oflocalresidents<br />

continue to work in Christchurch, so it is<br />

difficult to gauge the full impact, Mr<br />

because we are next to the second­largest<br />

city in the NewZealand.’’<br />

MrMarkham says thecouncil has some<br />

challenges ahead as it plans for the next 10<br />

years, not onlybecause of Covid­19,but<br />

alsothe uncertainty of climatechange and<br />

theprospect of changes aroundthree<br />

waters management fromcentral<br />

government.<br />

‘‘Threewatersmay be taken out of<br />

councils’ hands and into themanagement<br />

of fivelarge water entities.<br />

‘‘We willhearmoreon thatinthe coming<br />

months, but, for now, we are still budgeting<br />

as if we will still have those assets.’’<br />

The council developed anewclimate<br />

change policy as ‘‘abroad statement of<br />

intent’’ last year and willbeseeking<br />

feedbackfromthe community as partof<br />

the LTPconsultation process,Mr<br />

Markham says.<br />

‘‘We got apretty clear message fromthe<br />

community survey in 2019that asignificant<br />

majoritywereconcerned with climate<br />

change and wanted the council to take a<br />

lead, but we were distracted by Covid in<br />

2020, so we need to get backtoit.’’<br />

Afterhearing of aracist outburst by a<br />

shopper in Rangiora Farmers last<br />

month, Mr Gordon reached out to offer<br />

an apology and invited Aya Al­Umari<br />

and her parents,Janna Adnan Ezat and<br />

HazimAl­Umari, to afternoon tea at his<br />

Rangiora home on Monday.<br />

‘‘I offeredanapology to them for the<br />

unacceptable treatmentthey received in<br />

Rangiora afew weeks back.’’MrGordon<br />

said.<br />

‘‘Ayaand her parents are genuinely<br />

lovely people who have been through so<br />

much withthe passing of their son and<br />

brother Hussein, who wasavictim of the<br />

mosque shootings, andIwas humbled<br />

thatthey found it in their hearts to<br />

forgive the person responsible for that<br />

dreadful incident.’’<br />

Mr Gordon says Waimakariri is a<br />

welcoming communityand he had<br />

received alot of feedback from residents<br />

appalledtohear of theincident.<br />

‘‘The very least Icould do was show<br />

kindness on behalf of Waimakariri’s<br />

residents, let them know they are very<br />

welcome in our community, and that the<br />

behaviour that was shown was not<br />

representativeofour districtand<br />

people.’’<br />

The afternoon tea was catered by Miss<br />

at Rangiora’s RSA Club.<br />

Jenny (nee Bunz), who is<br />

from Hamilton but grew up in<br />

Rangiora, was the band’s<br />

special guest vocalist at last<br />

Sunday’s show and invited her<br />

sister, Sharon Smit, of<br />

Redwood, on stage to sing<br />

favourite, with her.<br />

The five­member <strong>North</strong><br />

Island­based acoustic country<br />

folk band includes Jenny’s<br />

husband, Renny Hantler,<br />

their son, effervescent<br />

frontman Jeremy, who is a<br />

McIntyre and her son Ryan<br />

The band members’ ‘‘love of<br />

old­school waiata’’ shines<br />

through. They are developing<br />

aunique Kiwi style of country<br />

folk music by translating many<br />

of the country songs they sing<br />

into te reo Maori and giving<br />

the traditional Maori songs in<br />

their repertoire acountrystyle<br />

infusion.<br />

‘‘We are trying to find a<br />

sound that is uniquely Maori,’’<br />

Jeremy says.<br />

‘‘We love singing songs in te<br />

reo Maori. It is such a<br />

beautiful language.’’<br />

The band was formed only<br />

18 months ago. It attracted a<br />

large following during last<br />

year’s Covid­19 lockdown by<br />

performing regular live<br />

concerts through its Facebook<br />

page.<br />

The band released aCDlast<br />

April, Waiata Ngahau,which<br />

has already sold more than<br />

<strong>14</strong>00 copies, and topped the<br />

The life of Alan Burgess was<br />

celebrated at amemorial service<br />

at the Rangiora RSA this month.<br />

Mr Burgess, aWorldWar 2<br />

veteran who celebrated his 100th<br />

birthday at Charles Upham<br />

Retirement Village in Rangiora<br />

last June, died on <strong>January</strong> 6.<br />

He was the world’s oldest<br />

surviving first class cricketer,<br />

taking up the honour after the<br />

deathofIndian player Vasant<br />

Raijiinearly June last year. He<br />

was also 100.<br />

Mr Burgess had livedat<br />

Charles Upham Village since<br />

April2017.<br />

He was aright­handed<br />

batsman and left­arm bowler. He<br />

played for <strong>Canterbury</strong> from 1940<br />

to 1952, thoughthe war intervened,<br />

affecting hisprovincial<br />

career. He also played in the<br />

New Zealand Services cricket<br />

teams, and played at Lords, the<br />

home of cricket,three times.<br />

He joinedthe army when he<br />

turned 21 in 1941 and servedin<br />

Egyptand Italy as atank driver in<br />

the Tank Brigade of the 20th<br />

<strong>Canterbury</strong>­OtagoBattalion.<br />

He returned to Monte Cassino<br />

in 2004, to commemorate a70th<br />

reunion of thosewho served.<br />

Brodies Rd Bridge<br />

The Grey Burn Bridge (H21) is located approximately<br />

8 km north of Amberley on Brodies Road. The current<br />

22.8 mlong three span structure comprises of atimber<br />

deck supported by timber beams seated on timber<br />

crossheads and founded on timber piles. Due to the poor<br />

condition of the timber structure, this bridge currently has<br />

aposted capacity of 50% Class 1loading and is nearing<br />

the end of its useable life. The new bridge will provide an<br />

efficient, cost effective and modern replacement. Works<br />

are due to take 15 weeks, weather permitting.<br />

Pool party at Hanmer Springs<br />

There was agreat turn out for the Community Pool Party at<br />

Hanmer Springs onTuesday. The sun was shining, which was<br />

anice change from Monday's Pool Party atLeithfield where the<br />

rain dampened things somewhat, but not enough todeter afew<br />

brave swimmers!! These Community Pool Parties are thanks<br />

to the Community Team here at Council, and every summer<br />

serve as ahighlight - a good chance toget together when the<br />

'craziness' of the festive season has subsided somewhat. We<br />

look forward toseeing you atthe upcoming Pool Parties, at a<br />

Enjoy The Road View<br />

You will see some new road speed signs dotted around<br />

the district from early February, when the Hurunui District<br />

Council Speed Limits Bylaw 2020 comes into effect. These<br />

include selected roads around Amberley, Amberley Beach,<br />

Ashley Forest, Cheviot, Gore Bay, Culverden, Greta<br />

Valley, Hanmer Springs, Hurunui Mouth, Leithfield,<br />

Leithfield Beach, Rotherham, Waiau and Waipara. There<br />

will be some cautionary speed reduction signs, eg‘50km –<br />

In 250m’ signs before some of the new speed limit signs,<br />

so drivers can prepare safely.<br />

Senior fishers will have plentyatstake in<br />

theirendeavours to lurethe big one<br />

during theAmberleyBeach Surfcasting<br />

Competition on Sunday, <strong>January</strong> 24.<br />

Thereisa$1000cash prize for the<br />

winner of the seniordivision.<br />

This will be the 28th year that Amberley<br />

Lionshave hosted the competition, witha<br />

greatarray of prizes on offer.<br />

The competition is one of the largestof<br />

its type in the South Island,with many<br />

repeat entries each year.<br />

Lionsmember Simon Mather says the<br />

organising committee is lookingforward<br />

to measuring the samenumber of fish<br />

caught last <strong>January</strong>, whenarecord<br />

number werelanded.<br />

Overall, therewere 165fishers who<br />

linedupalongthe beach.<br />

Over the years organisers have made<br />

few changes to the competition, which has<br />

of previous longstanding convenorssuch<br />

as GeoffShier and DaveMorris.<br />

Mr Mather says sponsorshiphas been<br />

modified thisyear to include categories<br />

from platinum throughtobronze.<br />

The three platinum/principal sponsors<br />

are McAlpines Mitre 10 Mega, Calder<br />

Electronics and Rivers to Ranges. The<br />

gold sponsorsare Tall Poppy Real Estate<br />

(<strong>North</strong> <strong>Canterbury</strong>) and CanRecruit.<br />

Mr Mather says the social aspect of the<br />

eventcontributes to its popularity. It is a<br />

greatfamily day out, with the club<br />

Christmasand New Year,and to take<br />

advantage of the besttides.This willallow<br />

people to catch as many fish as possibleon<br />

the incoming tide.<br />

In recent years, fishers have set up<br />

gazebos and enjoyed apicnic lunch.<br />

Fishing startsat8am and runs to 3pm.<br />

Entry is $25 an adultand $5 for fishers<br />

aged 5to13. Ticketsare on sale at Arthur<br />

Burke in Amberley,RiverstoRangesin<br />

Rangiora, andthe Fishermans’Loft in<br />

The <strong>North</strong> <strong>Canterbury</strong> Youth Futures<br />

Expo is expected to be back at Rangiora<br />

High School in May, after achallenging<br />

2020.<br />

Associate principal Paul Donnelly<br />

says planning is on track for the expo to<br />

be held in the school’s Rakahuri<br />

building and hall on May 19.<br />

‘‘It’s really important that we do that<br />

again and Ithink it’s important that we<br />

show students what opportunities are<br />

out there.<br />

‘‘The life of work for<br />

our students will be<br />

hugely varied, as life is,<br />

and we have to prepare<br />

them for that.<br />

not only about instilling<br />

knowledge, but about<br />

their capacity to cope<br />

with change and how do<br />

we make decisions?’’<br />

The expo is part of a<br />

joint initiative between<br />

Rangiora and Kaiapoi<br />

High Schools, the<br />

Education and Social<br />

Development<br />

ministries, the<br />

Waimakariri District<br />

Council, Enterprise <strong>North</strong> <strong>Canterbury</strong><br />

and Community College <strong>North</strong><br />

<strong>Canterbury</strong>.<br />

It was first held in 2019, but cancelled<br />

last year because of Covid­19.<br />

This year’s event will be open to all<br />

<strong>North</strong> <strong>Canterbury</strong> youth, secondary<br />

school students and their caregivers.<br />

Tertiary training providers and<br />

industry training organisations will be<br />

present along with the various<br />

industries and employers in <strong>North</strong><br />

<strong>Canterbury</strong>.<br />

Mr Donnelly says the school has<br />

‘‘overcome alot of challenges’’ in 2020<br />

going to look like, but if we can give them<br />

prepares for another record<br />

Principal Bruce Kearney<br />

says more than 260 Year 9<br />

pupils have enrolled for <strong>2021</strong>,<br />

nearly 50 more than last year.<br />

‘‘We’ve been reflecting alot<br />

about who we are and what<br />

we offer.<br />

‘‘There has been agreat<br />

deal of push from outside<br />

agencies to change the nature<br />

of school; for example,<br />

wellbeing is at the forefront<br />

of many of those<br />

agencies,’’ he says.<br />

‘‘It’s acomplicated world,<br />

but we’re trying to give them<br />

the core skills and you can’t<br />

get away from the fact we are<br />

ateaching and learning<br />

institution.<br />

‘‘So we are going back to<br />

what we do best but with a<br />

modern approach.’’<br />

Mr Kearney believes the<br />

key to wellbeing is an<br />

inclusive environment where<br />

pupils are engaged in their<br />

learning.<br />

While the world around<br />

them is changing, basic skills<br />

such as spelling, grammar,<br />

literacy and numeracy<br />

remain essential to<br />

developing ‘‘life­long<br />

learners’’, he says.<br />

directing their self­learning<br />

and student­directed<br />

learning, we need to get on<br />

top of those base subjects.<br />

‘‘We are finding literacy is<br />

becoming more and more of a<br />

barrier to continuing their<br />

education, so our school has a<br />

major emphasis of doing it<br />

through our community of<br />

learning across our<br />

contributing schools and<br />

understanding our transition<br />

steps.’’<br />

In recent years universities<br />

have expressed concerns at<br />

numeracy and literacy<br />

standards being lower than<br />

expected, and tougher NCEA<br />

testing has been proposed.<br />

Mr Kearney arrived at<br />

Kaiapoi High School in 2012<br />

and has seen the school roll<br />

grow from 550 pupils to more<br />

than 900. There were just<br />

four Year 9classes back then.<br />

There has been growth<br />

right through the school, with<br />

around 75 percent of pupils<br />

now staying on until the end<br />

of Year 13.<br />

Around half of Year 13<br />

pupils went on to university,<br />

25% to polytechs and the rest<br />

went into ‘‘vocational<br />

pathways’’, including local<br />

employment, he says.<br />

‘‘We are proud of that<br />

because we offer pathways<br />

that they can connect with.<br />

We don’t assume everyone<br />

wants to go to university.’’<br />

As well as providing more<br />

Year 9classes, the roll<br />

growth has allowed the<br />

school to recruit aspecialist<br />

commerce teacher for the<br />

first time, with Natalie Cox, a<br />

<strong>Canterbury</strong> women’s<br />

cricketer, joining the staff.<br />

Education trust expands the horizons of all<br />

Kaikoura’s education trust has<br />

taken on alife of its own since<br />

the November 2016 earthquake.<br />

Te Ha oMatauranga, the<br />

Kaikoura Education Trust, was<br />

conceived in 2016, but it nearly<br />

didn’t get off the ground.<br />

‘‘We were due to make a<br />

presentation to the Ministry of<br />

Youth Development in<br />

Wellington for funding in<br />

November 2016, but then the<br />

earthquake happened and we<br />

never went,’’ co­ordinator<br />

Sarah Beardmore says,<br />

reflecting on the trust’s fouryear<br />

story.<br />

But they got the funding<br />

anyway and the trust came into<br />

being to help support young<br />

people in the Kaikoura district<br />

with education and<br />

development.<br />

Today, the trust looks after<br />

the Kaikoura Youth Council<br />

and offers various programmes<br />

for young and old alike, as<br />

funding allows.<br />

Sarah co­ordinates the trust<br />

alongside Vicki Gulleford, who<br />

is also aKaikoura district<br />

councillor.<br />

The recent acquisition of<br />

funding from the Mayoral Task<br />

Force for Jobs has seen the<br />

trust outgrow its space in the<br />

former Kaikoura Museum<br />

building on Ludstone Road, but<br />

it has been donated acontainer<br />

office by the <strong>North</strong> <strong>Canterbury</strong><br />

Transport Infrastructure<br />

Recovery (NCTIR) alliance.<br />

Funding has recently been<br />

received to employ two parttime<br />

digital inclusion trainers<br />

who will be based at the<br />

Kaikoura Library to assist<br />

people with their technology<br />

needs.<br />

The trainers will assist all<br />

ages, including parents and<br />

over­65s, Sarah says.<br />

‘‘There’s awhole heap of<br />

parents who have difficulty<br />

logging into the school internet<br />

system to keep track of their<br />

kids’ education.<br />

‘‘Gone are the days of the<br />

nice, old hard­copy newsletter.<br />

Now it’s all digital.’’<br />

Ayouth services contract<br />

through the Ministry for Social<br />

Development allows the trust to<br />

offer after­school tutoring, a<br />

Friday evening youth group,<br />

tutoring for correspondence<br />

students and helping with<br />

pathways to tertiary study.<br />

The Ministry of Youth<br />

Development has provided<br />

funding for 10 projects over the<br />

next 12 months, including an<br />

‘‘improvisation boot camp’’ run<br />

by The Court Jesters from<br />

Christchurch, which was run<br />

recently in collaboration with<br />

the Mayfair Theatre.<br />

It will be followed this year by<br />

a‘‘graffiti workshop’’ and a<br />

series of other activities.<br />

Sport Tasman funding has<br />

allowed the trust to offer<br />

rafting, camping and skiing ‘‘to<br />

promote outdoor achievement<br />

and build physical literacy’’.<br />

Lifeguard training in Nelson<br />

is also helping to prepare local<br />

youth for jobs at the new<br />

Kaikoura Aquatic Centre when<br />

it opens this year.<br />

and acommunity shed, as it<br />

extends its services to all ages.<br />

‘‘We have seen aresurgence<br />

of interest in gardening since<br />

the lockdown and people are<br />

getting back into cooking and<br />

gardening,’’ Sarah says.<br />

Summer rain likely to alter sale dynamics<br />

HawardenEwe Fair.<br />

Stockagents expect ewe numberstobe<br />

well down at the Hawarden Saleyards on<br />

Friday, <strong>January</strong> 29, after lastyear’s sale<br />

was splitover two daysbecauseofits size.<br />

But the turnaround from the pre­<br />

Christmas dry spell to lush,green pastures<br />

meansthere could be somekeen interest<br />

in bidding for ewes,despitethe global<br />

uncertainty.<br />

‘‘From whatIunderstandfrom the other<br />

18,000 mixed­age ewes and 30 rams on the<br />

opening day, with the top pens of ewes<br />

attractingmore than $250.<br />

More than8500 two­toothewes were<br />

entered the following week, but struggled<br />

to sell amidhot, dry and dusty conditions,<br />

with one­third of the sheepreturning<br />

home unsold.<br />

The top priceacross the two days was<br />

$280 paidfor apen of two­tooth ewes sold<br />

by Benmore Station of Marlborough.<br />

Just 12,000 eweswent underthe<br />

hammer at the 2019Hawarden Ewe Fair.<br />

The sale will start at 11am, with the<br />

ewes being penned and available for<br />

inspection from 9am on theday of the sale.<br />

Once again,the local Hawarden<br />

combined churches willbecatering for<br />

the event, continuing along­standing<br />

tradition.<br />

The Hawarden Ewe Fairhas been going<br />

for morethan 100 years. It is the only ewe<br />

fair still running in <strong>North</strong> <strong>Canterbury</strong>,<br />

while across the Waimakariri Riverthe<br />

Sheffield Ewe Fair will be held next<br />

month.<br />

<strong>North</strong><strong>Canterbury</strong><strong>News</strong> say the<br />

unexpected rain has given them a<br />

welcome boost.<br />

‘‘It’s very good and it’s still giving,’’<br />

Cheviot farmerSimon Lee says.‘‘From<br />

late October to early December it was<br />

dry, but we’ve agood rainover the last<br />

fortnight or three weeks—it’s very<br />

unusual for this timeofyear.’’<br />

The recent rainfollowed amildAugust<br />

whichproduced some unexpected<br />

pasture growth at Mendip Hills Station<br />

and set the farm up for agood season,he<br />

said.‘‘It’s been agood growing season.<br />

The stock are in verygood condition and<br />

we had good lamb drafts and prime<br />

lambsatweaning last month.’’<br />

dairychairman Karl Dean saidthe rain<br />

came at the right time, with some<br />

farmers facing adry seasonamonth ago.<br />

‘‘It was just getting abit drier thanwe<br />

amount of rain, so Isupposefarmers<br />

wouldbeabit pessimisticaswe’restill<br />

well behind the 12­month average.<br />

‘‘People wererunningshort and<br />

feeding out supplements in December,<br />

but everyone is back on track with plenty<br />

of grass.’’<br />

president Cam Henderson says the extra<br />

rain creates an unexpected headache —<br />

‘‘whattodowith all this extra feed’’.<br />

‘‘Apart from the rubbishbarbecue<br />

weather, it’s been apretty goodsummer<br />

so far.<br />

‘‘There’s plenty of grassabout,but<br />

there’snot the same energy in it without<br />

the sun. People are cuttinghay, but it’s a<br />

bit soggy,soithasn’t helped the quality.’’<br />

Arable farmers havebeen caughtout<br />

for theirearly­season crops,but the<br />

timing of the rain was idealfor autumn<br />

crops, Mr Hendersonsays.<br />

‘‘Therewill be somepretty big yields if<br />

the weather holds.<br />

‘‘But the overallwater levels are still<br />

low and the(Waimakariri) river is not<br />

particularly high yet,soIthink everyone<br />

isjust abit wary about irrigation.’’<br />

Henderson to stand down at May meeting<br />

Cam Henderson is hoping for an<br />

uneventful few months, after the<br />

challenges of 2020.<br />

The Federated Farmers <strong>North</strong><br />

<strong>Canterbury</strong> president is preparing to<br />

stand down after four years in the top<br />

job at the group’s annual meeting,<br />

expected to be held in May.<br />

With his second child due in April, Mr<br />

Henderson will be hoping to avoid last<br />

year’s experience, where he became a<br />

dad for the first time as the country<br />

went into lockdown.<br />

‘‘In some ways it was good having a<br />

quiet time, with no face­to­face<br />

meetings and having the house to<br />

ourselves, but this time around with a<br />

second child we would be quite happy<br />

to have that extra help.’’<br />

Life has certainly changed for Mr<br />

Henderson since he took on the role of<br />

provincial president.<br />

‘‘I was asingle man when Ifirst<br />

stepped up as president and now I’m<br />

married with asecond child on the way.<br />

‘‘I think it’s time for someone else<br />

with abit more energy and who is<br />

getting more sleep to take it over.’’<br />

Good <strong>News</strong> for Waimakariri Commuters<br />

Earlier this week, Park &Ride facilities opened<br />

in Kaiapoi and Rangiora, with new bus services<br />

providing adirect route into the city using the new<br />

northern motorway.<br />

As an added bonus the first two weeks of travel on<br />

the direct buses will be free.<br />

For those that need to travel by car, the T2 lanes<br />

on the Christchurch northern motorway will be<br />

open for those carrying two ormore people.<br />

For anyone who is feeling energetic, there’s<br />

the new shared path alongside the motorway<br />

providing asafer link between the Waimakariri and<br />

Christchurch for cyclists.<br />

Together, the new options make it easier for<br />

commuters to bike, bus, drive orcar pool.<br />

Direct Buses<br />

Four bus services in the morning, called 91<br />

Rangiora –City direct and 92 Kaiapoi –City<br />

direct, will take passengers from Park &Ride<br />

locations to key hubs within central Christchurch<br />

without stopping.<br />

Theseservices offer freeWIFI andare expectedto<br />

provideafaster busoptionthan previouslyavailable.<br />

Direct services are aimed at commuters and<br />

will run Monday to Friday at peak times, with<br />

four trips in the morning to the central city, and<br />

five afternoon trips back to the Park &Rides.<br />

<strong>North</strong>ern Motorway T2 Lanes<br />

The T2 lanes can be used by vehicles with<br />

two ormore people in them, as well as buses<br />

and motorcycles.<br />

Carpooling saves moneyandismoreenvironmentally<br />

friendly than driving alone. It can cutfuel and<br />

parking costs, whilereducing congestion and harmful<br />

emissions. Car or bus passengerscan also put their<br />

commutingtime to betteruse.<br />

Park &Ride<br />

Park &Ride facilities provide between 40-100<br />

carparks with lighting, security cameras and<br />

facilities for secure bike storage. Parking is free.<br />

There are three Park &Ride sites in Rangiora –<br />

<strong>North</strong>ern on River Road, Central on White Street<br />

and Southern on South Belt. The two sites in<br />

Kaiapoi are Central on Charles Street and Southern<br />

on Wrights Road.<br />

The bike storage facilities at each site are easy to<br />

use –cyclists should open the main door using the<br />

black handle, slide open the top for easy access,<br />

slide their bike into place and close up the cage.<br />

Users will need to provide their own padlock to<br />

lock the cage.<br />

<strong>Canterbury</strong> Kennel Cough Outbreak<br />

Dog owners are being asked to take care around<br />

dog parks and public areas as an outbreak of<br />

kennel cough spreads across <strong>Canterbury</strong>.<br />

The disease is highly contagious and commonly<br />

spread in areas where dogs socialise, such as dog<br />

parks, boarding kennels and beaches. While it’s<br />

not usually aserious threat to healthy dogs, it can<br />

cause problems for older canines.<br />

Local vets have noticed an increase in cases<br />

over the holiday period, including dogs that have<br />

been vaccinated. While vaccination covers the<br />

most common strains of kennel cough and can<br />

help minimise the impact of others, it does not<br />

guarantee complete protection.<br />

Council dog parks remain open, however warning<br />

signage is in place to alert pet owners to the risk.<br />

Owners should not let their dogs use the shared<br />

water bowls and may want to consider finding<br />

alternatives to dog parks and other popular<br />

outdoor areas until the outbreak eases.<br />

Dog owners should contact their veterinarian for<br />

further health advice.<br />
