Work continues on rockfall protection<br />

Transport Infrastructure<br />
Recovery (NCTIR) Alliance is<br />
winding down itswork<br />
around Kaikoura, more than<br />
four years afterthe November<br />
2016 earthquake.<br />
Asmall NCTIR teamgot<br />
back on the road in early<br />
January to continue work on<br />
the final majorproject,a<br />
rockfallprotectioncanopy<br />
and drapedmesh fence just<br />
southofPeketa.<br />
The State Highway 1night<br />
closures associated with this<br />
rockfallwork are continuing<br />
from Sunday to Thursday<br />
underthe same timetable<br />

information).<br />
Work on the rockfall<br />
protectionprojecthas<br />
progressed over summer.<br />
Crew havebeen undertaking<br />
shotcreting work, using<br />
sprayableconcrete, to<br />
stabilise and strengthen an<br />
existing shotcrete layer,<br />
whichwill sit beneath the<br />
canopy structure.<br />
Smallamountsofshotcrete<br />
were also sprayed around the<br />
base of the plinths where the<br />
canopy postswill sit.<br />
All of the 14 upslope<br />
anchors have been drilled<br />
and will now undergo two<br />
weeksofsafety testing.<br />
Downslope anchors are still<br />
undergoing drilling and<br />
grouting.<br />
Over the next month,<br />
helicopters willbring in more<br />
mesh for the draped mesh<br />
fence, and concrete barrier<br />
installation will begin north<br />
of the canopy site.<br />
Asmall but dedicated team<br />
is overseeing the<br />
demobilisation and removal<br />
of the NCTIRVillage, which<br />
has beensold to Smith Crane<br />
&Construction Ltd after a<br />
tender process in December.<br />
Removal of the 96 buildings<br />
beganinmidJanuary and<br />
was due for completionbythe<br />
middle of this month.<br />
Matt Shepherd, who heads<br />
the NCTIR villageremoval<br />
project, says,inMay 2017, the<br />
buildingshad to be trucked in<br />
through theInland Rd.<br />
He notes it is somethingof<br />
an achievement for the<br />
NCTIRteam that someofthe<br />
unitsare now able to return to<br />
Christchurch via SH1.<br />
‘‘Because NCTIRhas<br />
standardised the heightand<br />
widthofthe road tunnels<br />
during the earthquake repair<br />
works, it is now possible to<br />
send these units back on<br />
specialisedlow loader<br />
trailers. ‘‘It’sabig win.’’<br />
Once all of the buildings<br />
have been removed, the land<br />
will be reinstated.<br />
Sincethe villagewas<br />
established, more than3100<br />
people have stayed there at<br />
varioustimessince2017.<br />

Roadsare being resealed around the<br />
Waimakariri district.<br />
The Waimakariri District Council is in<br />
the midst of its summer road resurfacing<br />
programme, with contractorsout and<br />
aboutatOxford recently to chipseal<br />
several roads.<br />
They included Bay Road betweenMain<br />
Street and Wilsons Road,Oxford Road<br />
west of Cust between Steffens Road and<br />
Starvation Hill Road,High Street between<br />
Harewood Rd and MainStreet, Kowhai<br />
Street, Park Ave and Commercial Rd,<br />
between Depot Roadand Bath Street.<br />
Sealing continued last week in Bay Road<br />
and KowhaiStreet in Oxford.<br />
This weekcrews will turntheir attention<br />
to asectionofWilliams Streetnorth of<br />
Magnolia Boulevard in Kaiapoi, Swindells<br />
Road and Kiwi Ave in Waikuku, and<br />
HighfieldLane in Rangiora.<br />
The area is swept within48hours of<br />
sealing, but asmall amount of ongoingchip<br />
loss can be expected over the next three to<br />
six months.<br />
Council staff warn that driving too fast<br />
on freshlysealed roads can cause the chips<br />
to scatter, damaging carsand the road<br />
surface.<br />
Drivingtoo slow may result in the<br />
vehicle sinking into thenew seal,and<br />
bitumen and chips stickingtowheels.<br />
Heavyuse of brakes in anewlysealed<br />
area can resultindamage to vehicles and<br />
the road surface too.<br />
Motorists are advisedtoget ready by<br />
slowing downtothe posted temporary<br />
speedlimit before reaching the new chip<br />
seal.<br />
They should leave space to allow an<br />
extracar’slengthdistance to develop<br />
between their car and the vehicle in front.<br />
Motorists are urged to drivesteadily at<br />
the temporary speedlimit and pay<br />
attention to the signage —30kmh is an<br />
appropriate speed on new seal.<br />
Drivers should avoidridingtheir brakes<br />
and avoid getting so close to the car in front<br />
that they havetobrakesuddenly. Brakes<br />
should be tapped lightly, but only if the<br />
driver has to.<br />
Motorists are urged to be patientand are<br />
askednot to pick up speeduntil afterthey<br />
have left the road works zone.<br />
The strategies willreducethe likelihood<br />
of damage to paintwork and windscreens.<br />
Vehicles travelling at the temporary<br />
speedlimit help pressthe new chipinto<br />
the seal.<br />
