Regular Council Minutes – June 13, 2011 Page 6 D1. 8333 – City of Prince George Zoning Bylaw No. 7850, 2007, Amendment Bylaw No. 8333, 2011 APPLICANT: Karen Alspaugh LOCATION: 2157 Laurier Crescent Council considered the following documentation in conjunction with City of Prince George Zoning Bylaw No. 7850, 2007, Amendment Bylaw No. 8333, 2011: 1. Report dated May 18, 2011, from Deanna Wasnik, Planner, recommending approval of the application. The Director of Current Planning and Development provided an overview of the application. Applicant: Robert Alspaugh, spouse of the applicant, came to Centre Table and responded to questions from Council. Gallery: Helen Clare, 2141 Laurier Crescent, was in attendance and came to Centre Table. Ms. Clare advised that she was in attendance to speak against the application. She said that currently the property is zoned to allow 1 single family dwelling, but this rezoning if approved will allow construction of 2 single family dwellings. She expressed concern with the crowded lots that could result in a decrease of trees, which we know are beneficial to air quality. Ms. Clare said that this development will bring an adverse effect on parking and snow removal for the lots, noting that already there are issues with snow removal when vehicles are parked on the street. Ms. Clare expressed her belief that this proposal is not in character with the neighbourhood and she urged Council to deny the application. Valerie Reeves, 2175 Laurier Crescent, was in attendance and came to Centre Table. Ms. Reeves advised that the neighbourhood consists of older homes constructed over 2 or 3 lots. She expressed her concerns that overcrowding could be seen more with on-street parking as it has increased since 2007, and alley access can at times be impassable during the winter. She said that one of her neighbours has a very large house on a small lot and they blow their snow into her yard, and she expects this may be an issue with these homes as well. Ms. Reeves noted that the existing fence

The Acting Director of Planning and Development responded to questions from Council. There were no further submissions from the gallery. Moved by Councillor Green, seconded by Councillor Frizzell, that the Public Hearing regarding City of Prince George Zoning Bylaw No. 7850, 2007, Amendment Bylaw No. 8333, 2011, BE CLOSED.
