The press was still excessively prosecuted. Claes and Jottrand weresentenced to imprisonment; Coché-Mommens, was threatened to beconfined at the prison of Saint-Bernard if he would continue to attackVan Maanen. However, this system of prosecutions seemed to givenew ardor, new courage, and new force to the press.The February arrests must have either shocked or terrified the nation,for both the citizens and the delegates had remained mute.Nevertheless, the opposition had actually made great progressfor: “The royal power only had a materialistic expression. It wouldnot awaken intellectual or moral interest or respect. It had lost allcredibility and people’s faith.” Now was the moment for Louis toresurrect from prison to power...In June 1829, Louis’ powerful pamphlet called "Union of Catholicsand Liberals" was published. It was, without doubt, the mostimportant work of his career.The manifesto of the whole political opposition, becoming, later on,the one of the whole revolution and, eventually, a sort of constitutionfor the democratic project that would emerge from the public standup.248
This “Union” pamphlet was written in his prison cell with hiscolleagues who, together, had invented the national “Belgian” motto"United strong!". On the front page, a sentence by a key Irishrevolutionary of the United-Kingdom, O’Connell “Awaiting action,the State should not interfere in opinions. It usurps intellectualconduct of society”.Louis sent the pamphlet directly to the king with his regards, as wellas his replies to the ministry's defense. In his letter of accompanimenthe said: “The alliance of the Low Countries which was just sacred byphilosophical patriotism is one of the most remarkable events of yourreign which will make the envy of the populations of the TwoWorlds.”249
