It isperhaps difficult for anyone of the20th century to appreciate thenatural suspicion and distrust the lower classes would have felt for aman of Louis' status, a born aristocrat, a nephew and grandson oftwo of the most powerful men of the Josephist regime.By May 1830, however, King William had indeed created a folk hero.Belgium's love object was a graying scholar, 5 feet 3 inches tall andforty-four years old.On May 3 the government printed the private correspondence ofLouis and Tielemans. The idea was to discredit Louis, whose privatelife and views were somewhat unconventional. Many refused to readthe publication, considering it an invasion of privacy. In general, theplan backfired because those who did read the letters saw noble andhuman values exchanged with children and wives.By the spring of 1830, King William evidently realized that thesituation in Belgium was tense. His government was caught in a trapnot entirely of its own making.Like the French revolutions of both 1789 and 1830, the Belgian revoltwas preceded by bad harvests and a shaky economic situation: Thewinter of 1829-30 had been exceptionally severe, an economic crisisof unexpected proportions has swept the country. Factories had gonebankrupt and leading bankers had closed their doors. Poor reliefcould not meet the demands made for the simple necessities of lifeand hundreds of unemployed were aimlessly and dangerouslyroaming the streets of Brussels, Liege, Antwerp and Ghent.270
On the very eve of the revolution the town of Ghent was petitioningthe Ministry of the Interior for a grant of two million to ease the lotof its unemployed and find them work. Even in normal times thestandard of living in Belgium was exceedingly low. The poorstruggling English worker still made twice as much as his Belgiancounterpart. The country with a long-suffering peasantry, theindustrial revolution had added a new and dangerous dimension, theurban poor.No one in Belgium, thought that the lower classes were capable ofinstigating a revolt with the bourgeoisie or the nobility.
