Waimakariri Libraries Ditch Overdue Fines<br />

Anyone with asecret stash of overdue library books<br />

can breathe asigh of relief, with Waimakariri<br />

Libraries permanently removing late fines for all<br />

members. All outstanding fines for returned books<br />

have also been wiped from library cards.<br />

District Libraries Manager, Paula Eskett says that<br />

by erasing overdue fines, they hope to welcome<br />

back many hibernating library members.<br />

“As librarians, our value is providing great service<br />

and opportunities for our community to connect,<br />

not chasing and processing fines.<br />

“When we looked at the staff time taken to process<br />

charges wefound that in alot of cases, the cost<br />

of dealing with fines and taking payment was as<br />

much or more than the fine was actually worth.”<br />

Most libraries in New Zealand have dropped late<br />

fines for under 18’s, however Waimakariri joins a<br />

small but growing number to extend apermanent<br />

fines free scheme to all ages.<br />

Paula says that library staff will be ringing<br />

members who still have overdue or lost books<br />

on loan, with the good news that charges will be<br />

waived once items are returned.<br />

Some charges and fees will remain in place for<br />

permanently lost or damaged items, as well as<br />

DVDs, music CDs and new release books for adults.<br />

Rangiora Racecourse<br />

Resource Consent Declined<br />

Commissioners have declined the Taggart<br />

Earthmoving Ltd Rangiora Racecourse resource<br />

consent application.<br />

Thecommissionerswere consideringaresource<br />

applicationfrom Taggart EarthmovingLtd who<br />

applied to Environment<strong>Canterbury</strong> (ECan)and<br />

Waimakariri District Council forconsents to establish,<br />

maintain and operate an aggregatequarrylocated at<br />

theRangiora Racecourse in Rangiora.<br />

The resource consent applications were jointly<br />

notified on 31 October 2020 and 404 submissions<br />

were received. Sixty two submitters wished tobe<br />

heard in support of their submission, 394 were in<br />

opposition, nine supported and one was neutral.<br />

The decision from commissioners is in line with the<br />

recommendation from the external planning officer<br />

for both ECan and the Council applications who<br />

recommended the consents be declined.<br />

The commissioners noted: "Primarily we have<br />

concluded that the risks and potential risks to<br />

groundwater contamination and contamination of<br />

drinking water supplies down-gradient of the site<br />

are unacceptable."<br />
