This fall, West Jefferson residents will vote on changes to the<br />

village’s charter, the document that sets the rules by which the village<br />

is governed.<br />

Every five years, the mayor appoints a charter review committee<br />

that is then confirmed by village council. The committee is tasked<br />

with going through the<br />

charter and recommending<br />

changes if they decide any<br />

are necessary.<br />

After 24 meetings over<br />

the past 4.5 months, the<br />

<strong>2021</strong> committee finalized<br />

its recommendations on<br />

June 30, and council adopted the recommendations on <strong>July</strong> 6. The<br />

changes will appear on the Nov. 2 general election ballot. Voters<br />

will decide on the changes as a bundle rather than vote on each<br />

change individually.<br />

The committee includes Karl Frybarger, David George, Jeff<br />

Hockenbery, Susan Krumm, John Lepard, Mark Pelphrey and Herman<br />

Stanley.<br />

“We all worked together really, really well,” said Frybarger, who<br />

has served on the review committee three times and chaired this<br />

year’s group.<br />

“We invited not only the general public to comment, we also invited<br />

every department head in West Jefferson, plus council members<br />

and the mayor. We allowed them to have the floor and voice<br />

any concerns they have with the charter.”<br />

All of the committee’s recommendations stemmed from the feedback<br />

they received from village leaders.<br />

The proposed changes are as follows:<br />

• Missed Council Meetings—The charter permits village council<br />

members to miss up to six regular meetings per calendar year. They<br />

are not paid for those missed meetings.<br />

The committee is proposing that council members could not miss<br />

more than four regular meetings per year but would be paid for up<br />

to four missed meetings.<br />

“Council meets two times per month which is 24 times per year.<br />

We felt it was excessive that they can miss six meetings which<br />

amounts to 25 percent of their job,” Frybarger said.<br />

• Removal of Council Members—The charter requires that any<br />

council member who misses more than six regular meetings in a<br />

calendar year be recommended for removal. There is an exception<br />

for military service.<br />

In addition to reducing the missed-meetings limit to four, the review<br />

committee is recommending the rules include an exception for<br />

serious health conditions. In both cases, the mayor would appoint<br />

someone to temporarily fill the vacancy.<br />

• Council Vacancies—The review committee determined the<br />

charter is unclear when it comes to when an unexpired term for a<br />

council seat should appear on the ballot and, therefore, how long a<br />

person appointed to a vacancy serves.<br />

They recommend an unexpired term, whether for a ward seat or<br />

an at-large seat, appear on the next available general election bal-<br />

Contact tracing questioned<br />

Parents of Jefferson Local Schools students are<br />

happy with the announcement of a return to more normalized<br />

school operations this fall, but are not pleased<br />

with the potential for contact tracing procedures.<br />

Dozens of parents attended the <strong>July</strong> 12 Jefferson<br />

Local Schools Board of Education meeting to express<br />

frustration with contract tracing associated with<br />

COVID-19 exposure, the vaccinated versus the unvaccinated,<br />

and mental health problems associated with<br />

children who cannot go to school.<br />

In June, the board approved a plan for the <strong>2021</strong>-22<br />

school year, which follows guidelines established by the<br />

<strong>Madison</strong> County Health Department for COVID-19 mitigation.<br />

According to the health department, as of a June 2<br />

post to their website, people who are fully vaccinated<br />

against COVID-19 are not required to quarantine following<br />

exposure to a confirmed or probable case that<br />

tests positive for COVID-19 as long as they remain<br />

symptom-free during the 14 days following exposure.<br />

For unvaccinated individuals exposed to the virus in<br />

the classroom or on the bus, as long as in-school protocols<br />

are followed and they are not symptomatic, they may<br />

break quarantine and continue to attend school in-person<br />

and participate in sports or extracurricular activities.<br />

However, if they are exposed to COVID-19 outside<br />

the classroom or bus setting, students and staff may not<br />

break or fracture quarantine to attend in-person school<br />

or participate in sports/extracurriculars.<br />

said Elizabeth Kuebler, who also asked how the school<br />

district determines if a student is vaccinated or unvaccinated.<br />

Erica Fortune’s concern was contract tracing and<br />

mandatory quarantine.<br />

“I’m concerned the lifelong implications this will<br />

have on our students,” Fortune told the board. “This<br />

plan is destined to cause a major interruption. Your<br />

plan creates friction between parents and educators.<br />

There is no easy answer.”<br />

Erica Bogner said over half the children in the school<br />

system are at risk of food insecurity and if they are not<br />

in school, they face the potential for going hungry.<br />

“These kids need to be in school,” said Bogner. “(You<br />

are) punishing kids who don’t get the vaccine. It’s about<br />

what’s fair. The burden should be on the parents. If<br />

your kid is sick, keep them home.”<br />

District teacher and parent Brian Fortune said what<br />

people are asking for is to not quarantine kids that are<br />

not sick and felt contact tracing is going to hurt kids.<br />

He noted an example of an entire class that was quarantined<br />

because one child was ill.<br />

“All we’re asking for is for contact tracing to be removed<br />

from the plan,” said Fortune.<br />

Fellow educator J.J. Simmons said there is no consistency<br />

in contact tracing procedures throughout the<br />

state and,when in use, the policy causes students to unnecessarily<br />

miss opportunities.<br />

Board President Melissa Adams said, “My position<br />

is I do not agree with contact tracing and differentiating<br />

between the vaccinated and the unvaccinated.”<br />

lot, no matter if it’s a year in which that particular seat would normally<br />

be up for election. This way, Frybarger said, the public would<br />

get involved more quickly in filling the vacancy by popular vote.<br />

• Restrictions on mayor hirings and appointments—The charter<br />

does not permit the mayor to hire or appoint anyone who is an immediate<br />

family member of an elected village official, department<br />

head or assistant, or ranking officer of the police department. The<br />

charter lists who is considered an immediate family member.<br />

The review committee is suggesting that aunt, uncle, sister, and<br />

significant other be added to the current list and that step-relative<br />

be removed.<br />

If approved, the new list would include: spouse or significant<br />

other, parent, parent-in-law, aunt or uncle, son, son-in-law, daughter,<br />

daughter-in-law, sister, sister-in-law, brother, brother-in-law,<br />

maternal or paternal grandparents, grandson, first cousin, niece or<br />

nephew.<br />

• Economic Development—The committee recommends the creation<br />

of an economic development and redevelopment department,<br />

along with creation of a job title and job description for the department’s<br />

director.<br />

“West Jefferson is experiencing a ton of growth. We really decided<br />

we needed a person who was dedicated just for that,” Frybarger<br />

said.<br />

The change would allow the public safety director, who currently<br />

assists with some of the economic development duties, to focus more<br />

on infrastructure. It would update the job title and duties of the<br />

current position of building, zoning and planning director. That person<br />

reports to the mayor and public service director. With the recommended<br />

changes, the director of the new department would<br />

report only to the mayor.<br />

• Notice of meeting relocations—Currently, the village must advertise<br />

changes in government meeting locations in a newspaper.<br />

The proposed change would give the village additional options, including<br />

posting such notices to the village website, on social media,<br />

on physical and electronic message boards, and/or on the front door<br />

of the water department.

A primary election will be held Aug. 3 to<br />

select candidates to run for Ohio’s U.S. 15th<br />

Congressional District seat.<br />

The slate of candidates includes 11 Republicans<br />

and two Democrats. The seat became<br />

vacant when former U.S.<br />

Congressman Steve Stivers, a Republican,<br />

resigned on May 16 to serve as president<br />

and CEO of the Ohio Chamber of Commerce.<br />

The primary winners in their respective<br />

parties will face off against each other<br />

in the general election on Nov. 2.<br />

The Republican candidates are: John<br />

Adams, Mike Carey, Eric Clark, Thad Cooperrider,<br />

Ruth Edmonds, Ron Hood, Thomas<br />

Hwang, Stephanie Kunze, Jeff LaRe, Bob<br />

Peterson, and Omar Tarazi.<br />

The Democratic candidates are Greg<br />

Betts and Allison Russo.<br />

school and that the board and administrators<br />

need a little time to address the issue<br />

of contact tracing.<br />

Legal options, liability and the need to<br />

inform the county health department in the<br />

event of an exposure are all considerations<br />

the board needs to discuss.<br />

“We have to be responsible if we let kids<br />

come to school,” said Mullett, who felt a decision<br />

could be made in time for the next<br />

board meeting in August. “If a majority<br />

finds it acceptable, it would allow us to<br />

change our plans. We have to equate the<br />

mental health risk with the COVID risk. It’s<br />

not easy. It’s a pretty complicated issue, but<br />

I think we can start the school year without<br />

“Stephanie Kunze has spent the past<br />

decade building a foundation of trust in<br />

Central Ohio through her good work in the<br />

General Assembly and previously at the city<br />

of Hilliard,” said Jaffe. “She has a reputation<br />

as an effective legislator who is responsive<br />

to constituents and who isn’t afraid to<br />

roll up her sleeves and get to work on tough<br />

issues. That’s exactly what we need in<br />

Washington.”<br />

Jaffe said keeping the district in Republican<br />

hands is critical. He said Stivers was<br />

often a voice of reason cutting through the<br />

chaos in Washington and helping make sure<br />

that the important business of government<br />

wasn’t forgotten.<br />

“That’s an ideal role for a Central Ohio<br />

member of Congress to play, and Senator<br />

Kunze is well-equipped to play it,” said<br />

Jaffe. “Neither of the Democrats in this race<br />

can say the same. When the Republicans<br />

take back control of the House of Representatives,<br />

the people of the 15th District will<br />

be well served by a conservative rising star<br />

like Stephanie Kunze representing their interests<br />

instead of a Democrat who may very<br />

well be handing their proxy vote over to<br />

Nancy Pelosi.”<br />

When asked what his party thinks are<br />

the keys to winning this district, Jaffe said<br />

that any time a long-serving member of<br />

Congress like Stivers steps down, the<br />

biggest challenge for new candidates is to<br />

introduce themselves to the voters in the<br />

district, which he said gives Kunze an advantage<br />

“Her Senate district covers almost all of<br />

the Franklin County portion of the 15th<br />

Congressional District and Franklin has by<br />

far the largest piece of the 15th by population,”<br />

said Jaffe. “Some candidates will try<br />

to make a big deal about endorsements and<br />

wedge issue positions over the course of this<br />

campaign, but what voters really want is<br />

someone with the will to fight for them in<br />

Washington and the experience to do so effectively.<br />

and the community. He also expressed concern<br />

with the inconsistency of contact tracing<br />

from county to county and expects the<br />

school district to resolve the issue in a<br />

timely manner.<br />

Teachers’ contract<br />

Teachers and the board recently agreed<br />

on a three-year contact with the West Jefferson<br />

Teachers Association.<br />

“I just learned they ratified the agreement,”<br />

said Mullett. “I think the sessions<br />

went very smoothly. We were able to do it<br />

without an attorney, so we saved a little<br />

money.”<br />

The race has attracted a large slate of Republicans<br />

seeking the position.<br />

“It’s no secret that the 15th District has<br />

been solidly Republican since Steve Stivers<br />

flipped it in 2010,” said Jaffe, who noted<br />

(former) President Donald Trump carried<br />

the district by about 15 points in both 2016<br />

and 2020. “Any Democratic candidate is<br />

going to have a hard time in a district like<br />

that and it’s clear from the breadth of their<br />

field this year that they know it. The last<br />

time there was an open Congressional seat<br />

in Central Ohio a few years ago there were<br />

about a dozen Democratic candidates, this<br />

time there are two. There are so many Republican<br />

candidates running because they<br />

believe a Republican is likely to win the<br />

seat.”<br />

Jaffe said turnout in an off-year special<br />

election is unpredictable and the district<br />

will be completely redrawn after this year.<br />

“No one knows what the new district will<br />

look like,” said Jaffe. “It’s important for Republicans<br />

to take a long-term view and<br />

make sure our candidate is someone who<br />

can hold the district for our party in the<br />

likely event that redistricting makes it more<br />

competitive than it is right now.”<br />

Democrats<br />

According to Alex Baker, executive director<br />

of the Franklin County Democratic<br />

Party, Russo is the endorsed candidate by<br />

the Franklin County Democratic Party.<br />

“The FCDP Executive Committee voted<br />

overwhelmingly to endorse State Representative<br />

Russo because of her proven track<br />

record as a candidate, as a legislator, and as<br />

a Democrat,” said Baker. “She is an incredible<br />

advocate fighting for Ohioans in the<br />

Statehouse and we are looking forward to<br />

the experience, dedication, and passion she<br />

will bring to Congress. She is an exceptionally<br />

qualified candidate with a doctoral degree<br />

in health policy, a master’s degree in<br />

public health epidemiology, and over 20<br />

years of experience advising leaders and<br />

policymakers on how to better provide quality,<br />

affordable healthcare to seniors, women,<br />

and veterans. As a mother and the wife of a<br />

combat veteran, she has been fighting for<br />

District Treasurer Mark Ingles said the<br />

contract includes a 2.75 percent increase for<br />

each of the first two years and then a 2 percent<br />

increase in the third year. Health cost<br />

shares for individuals and family plans remain<br />

the same as last year during the first<br />

year of the new contract and then go up $15<br />

for an individual and $35 for a family for the<br />

second and third year. Prescription plan<br />

shares increase $5 for individuals and $10<br />

for families. Dental and vision remain the<br />

same with the district picking up the cost<br />

for both plans.<br />

Board member David Harper called the<br />

negotiations a “great experience to go<br />

through without all of the negative. This<br />

was one of the best times I’ve had in building<br />

relations and not discouraging others.”<br />

Ohio’s military families and for all Ohioans’<br />

access to healthcare from our Statehouse for<br />

the last three years and she is prepared to<br />

continue this fight at the federal level.”<br />

While this district leans Republican,<br />

Baker noted Democrat U.S. Senator Sherrod<br />

Brown won the district in his 2018 Senate<br />

race and Democrat Justice Jennifer<br />

Brunner won this district in her 2020 Ohio<br />

Supreme Court race.<br />

“With the resignation of long-term incumbent<br />

Congressman Stivers and a<br />

crowded Republican primary, Representative<br />

Russo will have the opportunity to really<br />

talk to voters and get her message out,<br />

putting her in a very strong position to flip<br />

this seat.”<br />

Baker said the key to the Democrats for<br />

winning this district is organizing and communicating<br />

with as many voters as possible<br />

about the issues facing the district and the<br />

experience and plans that Russo has to support<br />

it.<br />

“The short time frame and pushing for<br />

high voter turnout will be added challenges,<br />

but Representative Russo has an incredible<br />

campaign team behind her with a plan to be<br />

on the ground in as much of the district as<br />

possible between now and Nov. 2,” said<br />

Baker.<br />

‘Fear Street’ proves to be fun throwback slasher<br />

In 2015, hallowed ground<br />

shook as xennials and millennials<br />

learned of plans to develop<br />

films based on R.L. Stine’s<br />

“Fear Street” books.<br />

“Will they adapt the cheerleader series first?” they<br />

wondered. “Or will they go to the start of the first horror,<br />

then build the universe from there?”<br />

It didn’t matter so much, they collectively agreed, as<br />

long as they could finally see this strange world brought<br />

to life, thanks to the partnership between Chernin Entertainment<br />

and 20th Century Fox.<br />

In the years that followed, a team of writers and directors<br />

making waves in the independent horror genre<br />

were brought on board, and a cast of promising teen actors<br />

and veteran character actors inked deals to animate<br />

(or reanimate, in many cases) characters of yore.<br />

As the development progressed, news started to<br />

trickle out that the writing team (Phil Graziadei, Leigh<br />

Janiak, and Kyle Killen) would not be doing straight<br />

adaptations of Stine’s popular trilogies. Instead, they<br />

would create a new world loosely based on the “Fear<br />

Street” series that would serve as a tribute to the collection<br />

and the slasher films of the era.<br />

Though the shaking lessened, interest was still high.<br />

Then, in 2020, just as the first of the three movies<br />

was slated for release, the pandemic shuttered movie<br />

theaters and put planned distributions on hold. Not<br />

wanting to see their trilogy of terror shelved for the foreseeable<br />

future, Chernin Entertainment pulled its distribution<br />

and inked a deal with Netflix.<br />

Several weeks ago, Netflix started to unveil snippets<br />

of the “Fear Street” movies. The teasers began to generate<br />

buzz. Not only did these films—which take place<br />

during three specific years—look decent, they also were<br />

going to be released over the span of three weeks in<br />

<strong>July</strong>. A strange move perhaps, especially coming from<br />

a binge-friendly service, but one that made sense given<br />

their commitment to releasing a new film each week for<br />

<strong>2021</strong>.<br />

On <strong>July</strong> 9, “Fear Street Part I: 1994” made its debut<br />

on the streaming platform. While it is a decent film true<br />

to the spirit of the books and<br />

entertainment released during<br />

that time, it is weighed down<br />

by the fact it serves primarily<br />

as a setup for the rest of the<br />

trilogy.<br />

“Fear Street Part I: 1994”<br />

often comes across as an overly<br />

long pilot in a limited television<br />

series rather than the first installment<br />

of an epic thriller<br />

with a trail of terror that spans<br />

centuries. It tries to establish<br />

the current timeframe while harkening back to others.<br />

It makes for a frustrating view, but one with good intentions.<br />

It begins where all of the action took place during<br />

this time—at a mall. Teenaged Heather (Maya Hawke)<br />

is finishing her shift at B. Dalton bookstore when she<br />

begins to experience odd events. First, she hears scuttling<br />

noises, then horror books begin to fly off the<br />

shelves. Suitably creeped, she seeks safety at another<br />

store where her friend works but finds a pool of blood.<br />

She later meets her demise at the hands of a figure<br />

wearing the face of a recently deceased friend.<br />

In any other town, this murder would have received<br />

plenty of attention from the media, police, and school<br />

where Heather was a student. But this is Shadyside,<br />

Ohio, the “Murder Capital of the United States.” The<br />

less that is said or written about this crime, the better.<br />

Just because the town would rather not dwell on the<br />

trauma doesn’t mean they don’t acknowledge it. They<br />

do schedule a candlelight vigil before an all-important<br />

football game against their rivals at Sunnyvale, but<br />

that brings out the fisticuffs.<br />

After the altercation, some Sunnyvale students race<br />

after the bus full of Shadyside athletes and band members.<br />

Fed up with their threatening behavior, Deena<br />

(Kiana Madeira) opens the emergency door to toss a<br />

cooler of water at them, but this causes their vehicle to<br />

crash into the woods. Feeling contrite—mostly because<br />

her ex-girlfriend, Sam (Olivia Welch), was a passenger—<br />

she gets the bus to pull over for assistance but the damage has been<br />

done.<br />

Though no one was harmed during this incident, the teens manage<br />

to unearth the burial site of Sarah Fier, a town witch who is<br />

said to have laid a curse on Shadyside before she was burned at the<br />

stake in 1666.<br />

Shortly after the incident, reanimated killers from the town’s<br />

past begin to haunt Deena, Sam, and their friends, Kate (Julia Rehwald)<br />

and Simon (Fred Hechinger). Though several others are on<br />

the menu as well (basically anyone who gets in the way), the spirits<br />

seem to be particularly angry with with this little group.<br />

With no idea how to stop the spirits, the teens turn to Deena’s<br />

outcast brother, Josh (Benjamin Flores Jr.) who is well versed in<br />

Shadyside’s murderous past. With centuries worth of news clippings<br />

on the town terrors at their disposal, they have to figure out<br />

how they can stop the curse and the cycle of violence that has been<br />

plaguing the town.<br />

Due to the structure of trilogy series, the first installment often<br />

feels like the weakest link, so it is hard to fully judge “Fear Street<br />

Part I: 1994” until its companion films are seen. (“Part II: 1978<br />

dropped on <strong>July</strong> 16, while “Part III: 1666” drops on <strong>July</strong> 23). But it<br />

could have been more creative with how it set up the trilogy, rather<br />

than rely on the method of low stakes, back-end action and slowroll<br />

development.<br />

Gripes aside, “Fear Street Part I: 1994” is a fun throwback<br />

slasher that is entertaining enough to watch with its 90s style,<br />

slang, and music. Though some viewers will likely be torn as to<br />

whether they want to continue with this series, I think I’m going to<br />

stick with it until the end.<br />

Always there, doing the<br />

hard work to put on a fair<br />

Darrell Champer has always loved attending<br />

the opening ceremonies at the<br />

<strong>Madison</strong> County Fair.<br />

Though short in duration and minimal in<br />

pageantry, what made the event so enjoyable<br />

to him was seeing the look of surprised<br />

delight on the faces of the individuals who<br />

were chosen to be recognized by the senior<br />

fair board for their commitment to the operations<br />

at the beloved fair.<br />

“These were the people who were always<br />

working behind the scenes,” he said. “They<br />

were the people who were putting in hundreds<br />

of volunteer hours to get this fair up<br />

and running not just for the week, but for<br />

all of the weeks that came before it.<br />

“I always wanted to be around to see<br />

them being honored because their efforts<br />

meant the world to me and to so many others<br />

who participate in and enjoy this junior<br />

fair.”<br />

He said he never disagreed with those<br />

who were chosen for the honor, even when<br />

he served on the <strong>Madison</strong> County Agricultural<br />

Society’s board of directors. But one of<br />

the two individuals selected to be recognized<br />

at the <strong>2021</strong> <strong>Madison</strong> County Fair brought<br />

forth a mixed bag of feelings for the resident<br />

of Mt. Sterling.<br />

The announcement for the award was<br />

nearing and Champer, the past president of<br />

the Ag Society, stood where he normally<br />

does — off to the side but in view of the<br />

crowd so he could catch a glimpse of the individuals<br />

selected.<br />

While extolling the virtues of this year’s<br />

honorees, senior fair board secretary Judy<br />

Gallimore turned to Champer and asked<br />

him to come forward. She praised him for<br />

his “tireless efforts” in organizing a fair in<br />

the middle of a pandemic last year and for<br />

his long-standing commitment to preserving<br />

the mission of the fair and making it<br />

“accessible for generations to come.”<br />

She announced that not only was he<br />

being recognized by the senior fair board,<br />

but he was also being recognized by the<br />

state for having been selected as a <strong>2021</strong><br />

Friend of the Fair by the Ohio Fair Managers<br />

Association.<br />

Champer, who later said he was too surprised<br />

to smile at the time, said that he was<br />

appreciative of the recognition but questioned<br />

whether he was the right person to<br />

be honored.<br />

“I’m not one who likes recognition or<br />

awards,” he said. “I don’t receive those well.<br />

“It’s definitely appreciated but there are<br />

a lot of people who put in a lot of hard work<br />

who could have been selected instead.”<br />

Gallimore begged to differ.<br />

Gallimore said ever since she met Champer<br />

in the fourth grade, she has always<br />

known him as someone who spoke of the importance<br />

of the fair.<br />

“It just meant so much to him,” she said.<br />

Not only did he spend much of his childhood<br />

participating in 4-H clubs and showing<br />

swine, but he also instilled those values in<br />

his family and continued with its promotion<br />

when he put his hat in the ring to become a<br />

member of the Ag Society’s board of directors<br />

in 2014.<br />

She said he has always been an inspirational<br />

figure, but his efforts last year to<br />

bring forth a partial junior fair during the<br />

pandemic inspired her to nominate him for<br />

state recognition.<br />

“He was always on the phone talking to<br />

health advisors and drafting protocols for<br />

how our fair could be safely run,” Gallimore<br />

said. “He was doing this for weeks and<br />

months on end, and the rules were always<br />

changing so he could always be re-writing<br />

those drafts.”<br />

Eventually, those safety plans were accepted<br />

and the 2020 fair was able to operate.<br />

“We probably wouldn’t have been able to<br />

have a fair at all last year if it wasn’t for<br />

Darrell,” said Gallimore.<br />

She said that was why it was so important<br />

for the senior fair board to recognize<br />

him this year.<br />

“He’s always been instrumental to the<br />

fair,” she said, adding that his presence on<br />

the sale committee helped bring a new<br />

arena and community center to the fairgrounds,<br />

“and that is why he is so deserving<br />

of this award.”<br />

While Champer may have disagreed<br />

with his selection, he did agree with senior<br />

fair board’s selection of Arlene Duffey as the<br />

second honoree.<br />

Unlike Champer, Duffey had little to no<br />

experience in a 4-H club while growing up<br />

in London, but nevertheless became its face<br />

for those who were involved — or at least had<br />

an interest in it.<br />

In 1984, Duffey applied for an open position<br />

as an office associate at the <strong>Madison</strong><br />

County OSU Extension despite knowing little<br />

about extension programming and services.<br />

After being selected for the position,<br />

she quickly became acquainted with the<br />

process and helped thousands of 4-H participants,<br />

parents, advisors and volunteers<br />

throughout her career.<br />

Gallimore called Duffey “the office rock”<br />

and praised her for her willingness to come<br />

to the aid of others.<br />

“She is always willing to help,” she said.<br />

“If you had an issue, a question, or needed<br />

to know something about 4-H, she was the<br />

one you went to.”<br />

Duffey, who retired on March 31, said<br />

she was humbled by the recognition.<br />

“I was not expecting this at all,” she said.<br />

“I thought maybe my invitation (to attend<br />

the opening ceremonies) was going to turn<br />

into a retirement celebration so this was a<br />

complete surprise — a really pleasant surprise.”<br />

they are undeserving of the recognition,<br />

Gallimore said they represent<br />

everything the board looks for in choosing a<br />

recipient who embodies a dedication and<br />

commitment to the fair.<br />

“I think it is very important we continue<br />

to honor these behind-the-scenes people,<br />

these unsung heroes,” said Gallimore.<br />

“There is a lot of work that goes into putting<br />

on this fair each year and we have to recognize<br />

those people like Darrell and Arlene<br />

who are always there, doing the work in the<br />

background.”

Enjoy live theatre at Plays in the Park<br />

Now in its third year, the PC Trinity<br />

Theatre Co. has officially joined hands with<br />

the village of Plain City to present Plays in<br />

the Park. “My Legacy Robe,” the first of two<br />

productions planned for this summer, is set<br />

for <strong>July</strong> 23-24. Shows are at 7 p.m. at Pastime<br />

Park. Admission is free.<br />

Led by three 2018 Jonathan Alder High<br />

School graduates, the PC Trinity Theatre<br />

Co. strives to provide opportunities for<br />

young actors and entertainment for the<br />

community.<br />

Danny Rodriguez Hijo is the project<br />

leader, providing acting direction and handling<br />

advertising and communication.<br />

Grayson Abend, the music director, writes<br />

music and conducts the orchestra when live<br />

music is incorporated into a show. He also<br />

helps with acting direction. Ryan Gutierrez<br />

heads up set conception and construction<br />

and all things technical.<br />

“We’ve been friends since junior high and<br />

high school and were in productions together,”<br />

Rodriguez Hijo said. “After high<br />

school, we wanted a way to work together<br />

and provide the arts and experiences we<br />

have fond remembrances of to the community.”<br />

From their first play in 2019 to an original<br />

parody musical last year to this year’s<br />

play and variety show offerings, the trio has<br />

put middle school, high school, and young<br />

adult actors in the spotlight. The majority<br />

of the participants come from Plain City.<br />

Some have been members of the Jonathan<br />

Alder Junior High drama club, a program<br />

Rodriguez Hijo has headed up since 2014.<br />

Some have performed in high school productions.<br />

A handful are trying theater for the<br />

first time.<br />

The all-female cast of “My Legacy Robe”<br />

features seven students in grades 5-8: Dani<br />

Berger, Ella Harrell, Ally Oross, Avery<br />

Oross, Leah Polsinelli, and Ella Polston.<br />

Written by Tim Kelly and performed<br />

since the 1950s, the play—a short one at 30<br />

minutes long—is set backstage at a show<br />

that’s about to premier on Broadway. Each<br />

of the actresses is coping with the premier<br />

in her own way. Some are successful veterans,<br />

some aren’t, and some are brand new<br />

to the experience.<br />

“It’s about how they are co-existing and<br />

how they are bringing each other up to take<br />

on Broadway,” Rodriguez Hijo said.<br />

Since auditions in mid-May, the cast has<br />

been rehearsing twice a week at the park.<br />

Rodriguez Hijo is happy with the progress.<br />

“The material came more naturally to<br />

them than I first expected. It’s been very<br />

good to see how they have developed with<br />

it,” he said.<br />

Next up is the “COVID Cabaret,” a variety<br />

show of sorts scheduled for 7 p.m. <strong>July</strong><br />

30-31, featuring middle school- and high<br />

school-aged actors. Short plays and vocal<br />

music performances are planned.<br />

Rodriguez Hijo has written three original<br />

plays for the show—“Frame of Mind” about<br />

a man learning to cope with losing loved<br />

ones; “Dysphoria” about a soul trying to<br />

take care of themselves; and “Sweet Paralysis”<br />

about two demons failing at making a<br />

nightmare for a child.<br />

Abend wrote and composed a vocal duet,<br />

“Roads,” which Ellyse Tillyer and Millia<br />

Runkle will perform. Abend will provide accompaniment.<br />

Additionally, Brea West will<br />

play guitar and sing “Fever” by Elvis Presley.<br />

Others performing in “COVID Caberet”<br />

are Jacob Cameron, Annalise Caouette, Ava<br />

Riddlebaugh, Olivia Riddlebaugh, and<br />

Vanora Vowell.<br />

and Bridges Community Action Partnership<br />

Alice M. White, 89, of Grove City died peacefully on<br />

side.<br />

Born on May 31, 1932, in Ironton, Ohio, she was a<br />

daughter of Oscar and Mary (DeHart) Willis.<br />

Alice was a woman of faith and chose to serve her<br />

Lord and Savior each and every day. She was a longtime,<br />

active member of London Baptist Church. Although<br />

she was fiercely independent (and sometimes<br />

stubborn), she loved her family and friends with that<br />

same conviction. Alice retired from Capital Manufacturing,and<br />

enjoyed life as a mother, grandmother, and<br />

great-grandmother (aka “Grape”).<br />

Survivors include: her children, Willard White of<br />

Grove City, Teresa (Rich) Latoski of Grove City, and<br />

Gary White of Columbus; grandchildren, Michelle (Rob)<br />

Jones, Angel (Scott) Meadows, Jesse White, Billy<br />

(Tammy) White, Tessa White, Drew Latoski (fiancée<br />

Kala), and Kyle Latoski; great-grandchildren Mack,<br />

Richard “Dick” Lee Gordon, 91, of London, died Saturday,<br />

of Charles and Beatrice (Bennett) Gordon. He was a<br />

NOTICE ONLINE SHERIFF SALES<br />

Beginning with our August <strong>2021</strong> sales, the <strong>Madison</strong> County Sheriff’s Office<br />

will conduct the sales of all real estate subject to foreclosure on the “Official<br />

Public Sheriff’s Sale Website” which is operated by Realauction based on a<br />

contract with the Ohio Department of Administrative Services. The process<br />

and procedures under which these sales will be completed are detailed at<br />

the Realauction website https://madison.sheriffsaleauction.ohio.gov All<br />

prospective bidders should familiarize themselves with this new process.<br />

In general, the following key points are noted:<br />

1) All person(s) who want to bid on a property offered by the <strong>Madison</strong><br />

County Sheriff’s Office must register with Realauction. Registration will<br />

include completion of the Purchaser Information Form.<br />

2) Properties will be open for bid, at least seven days immediately prior to<br />

the date of sale. This is generally known as a proxy bid.<br />

3) Each Friday at 10:00 a.m. Eastern Time, the online auction will begin.<br />

Auction will be conducted for each individual property; however only<br />

one property will be sold at a time. After a property is sold the next<br />

scheduled property sale will begin.<br />

4) To be a qualified participant, bidders must submit a deposit based on<br />

the total deposit requirement ($2,000 / $5000 / $10,000 set by law) for<br />

all properties on which the bidder wishes to bid by the predefined dead<br />

lines. The only acceptable deposit types are bank wire transfer or ACH,<br />

no cash deposits will be accepted. All Wire Deposits must be received<br />

by 5 p.m. EST two (2) business days before the auction sale date. All<br />

ACH Deposits must be initiated by 4 p.m. EST five (5) business days<br />

before the auction sale date. It is the responsibility of the bidder to plan<br />

ahead and allow enough time for their bidding deposits to be received<br />
