informed he couldopen for<br />

online sales only and have a<br />

clickand collect option for<br />

customers to pick up their<br />

order.<br />

Mr Hanson said havinglocal<br />

butchersopen to the public<br />

during lockdownwould help<br />

spread the loadfor<br />

supermarkets.<br />

‘‘We are asmall local<br />

butcher,wherewecould have<br />

one or two in here at atime<br />

with agood two meter distance<br />

no worries,itwouldn't be<br />

packed like asupermarket,’’ he<br />

said.<br />

collect had been set up during<br />

lockdown 2020 and had been<br />

running since with regular<br />

online orders eachweek.<br />

latestlockdown, but know they<br />

can do their part to keep Kiwis<br />

fed at atime of national crisis.”<br />

booking and deliveries was not<br />

good enough.<br />

‘‘Mostofour small butchers<br />

and greengrocers simplydon't<br />

have the delivery mechanisms,<br />

or access to them, to<br />

successfullydeliver perishable<br />

goods,’’ he said.<br />

‘‘New Zealand butchers<br />

operate in acovid­like<br />

situation permanently, the<br />

hygiene regimes are regularly<br />

audited by Assure Quality, they<br />

meet them­or theyare out of<br />

business.’’<br />

performance has improved according<br />

to thelatest residents survey results,<br />

butthere remains strong discontent<br />

with thestate of thedistrict’s roading<br />

network, and alsoless satisfaction<br />

among rural people compared with<br />

those in urban areas.<br />

Theresults of the 2020/21 Annual<br />

Residents Surveyshows 74 percent of<br />

residentswere satisfied with council’s<br />

overall performance, up from 69<br />

percentinthe previous survey. The<br />

Long Term Plan (LTP) targetis80<br />

percent.<br />

wasupfrom 78 percent to 89 percent<br />

andfor councilstaff was up from 87<br />

percentto92percent.<br />

roads, 70 percent compared with 59<br />

percent forrates spend satisfaction<br />

and 87 percent compared 68percent<br />

for drinking watersupply.<br />

build plannedatthe <strong>Ashburton</strong><br />

Collegenetball courts.<br />

The preschool is set to take flight<br />

with work on anew purpose­built<br />

facility expectedtostart soon.<br />

The move will take thepreschool<br />

from its current location on Walnut<br />

Avenuetoanew siteonthe corner of<br />

Beltand Middleroads.<br />

The MinistryofEducation will<br />

manage theprojectand will fund it as<br />

areplacement preschool on alikefor­likebasis.<br />

is in charge of the build andPhoenix<br />

will use accumulated funds to make<br />

furtherenhancements.<br />

She said the new site had been<br />

start once the current lockdown has<br />

parking area for preschool parents<br />

dropping children off.<br />

MrsGrieve saidPhoenix was taking<br />

theopportunity to extendits capacity<br />

to 50 childrenand had much of the<br />

funds neededfor enhancements to<br />

the plan.<br />

Enhancements include aseparate<br />

staff/non­contact room,office space<br />

for thecentremanager, reception<br />

area and an extended sleep room for<br />

under three yearolds.<br />

She said thefundraisingcommittee<br />

was already committed to helping<br />

raise further funds for the<br />

development of theoutdoor area.<br />

Coding club kids games showcased<br />

Budding programmers, from<br />

<strong>Ashburton</strong> Public Library’s<br />

microbytes and megabytes<br />

coding clubs, have taken their<br />

after­school learning to anew<br />

level.<br />

They have created computer<br />

games for anyone to access.<br />

Around 30 coders from two,<br />

once­a­week microbyte and<br />

megabyte sessions, led by<br />

children’s librarian Jonathan<br />

Nixon, came together at the<br />

<strong>Ashburton</strong> Museum last week<br />

(before lockdown), to showcase<br />

their gaming work creations to<br />

family, friends.<br />

There were also staff present<br />

from the <strong>Ashburton</strong> District<br />

Council communications team<br />

and the museum.<br />

The young coders had been<br />

learning how to program their<br />

own games using Microsoft<br />

Makecode Arcade, afree online<br />

program which worked with the<br />

computer hardware at the<br />

library. Most had experience<br />

with block­based visual<br />

programming language and the<br />

Scratch website, but some were<br />

new to coding.<br />

The showcase at the museum<br />

was the final session in their<br />

current learning and gave them<br />

achance to hear from adults;<br />

Alex Tomov (council) and<br />

Connor Lysaght (museum),<br />

working in careers where<br />

coding was used.<br />

They also got to play the<br />

games created by their coding<br />

club peers.<br />

The games, put on to mobile<br />

kitronic arcade systems, had<br />

titles such as Fire Ball<br />

Platformer, Good at Games,<br />

Puzzle, Fire Bone, Dino Attack,<br />

Shark vs Dog.<br />

They will all be available for<br />

play at the library on acleverly<br />

crafted Pi box ­put together by<br />

Mr Nixon and his team ­and<br />

viewed on abig screen<br />

television. And also available<br />

for any library user through the<br />

<strong>Ashburton</strong> District Council<br />

website, under the <strong>Ashburton</strong><br />

Public Library section, he said.<br />

Next term the groups will<br />

start at alevel playing field with<br />

anew component of learning in<br />

the planning stages.<br />

Connor, who has made 2D and<br />

3D games using the similar drag<br />

and drop code being explored<br />

by club members, started using<br />

Game Maker 7when he was a<br />

similar age as club members; he<br />

is now in his early 20s, but still<br />

remembers the demon blobs<br />

and blue jewel collectors he<br />

created in one of his first games.<br />

He has used Blender game<br />

software and Unity game engine<br />

to develop 2D and 3D games.<br />

His skills have progressed<br />

and he made his Hakatere Hack<br />

game using Unity for an<br />

<strong>Ashburton</strong> Museum exhibition<br />

three years ago. It uses gaming<br />

graphics mixed with real<br />

historical photographs taking a<br />

multi­choice question and<br />

answer tour around the Mid<br />

Canterbury district. It can still<br />

be found on Google Play.<br />

Three Waters pause sought<br />

The Canterbury Mayoral Forum,<br />

which includes<strong>Ashburton</strong> District,<br />

is seeking apause to the proposed<br />

Three Waters Reforms.<br />

Theyhavewritten to the Minister<br />

of Local Government to formally<br />

request apause to the current<br />

reform process.<br />

The reform proposes to transfer<br />

deliveryofThree Waters services<br />

from localauthoritiestofourpublic<br />

entities across New Zealand.<br />

CanterburyMayoral Forum chair<br />

Sam Broughton,who is mayor of<br />

SelwynDistrict, said theforum had<br />

taken the step because it has<br />

seriousconcernsaboutthe current<br />

decision­making timeframe.<br />

“The mayoral forum urges the<br />

pause to come into effect now and<br />

remainin place until the new water<br />

service regulator Taumata Arowai<br />

is properly established, thereis<br />

clarity about the proposed<br />

economic regulator, and the<br />

standards and approach from each<br />

is clearlyunderstood,’’ he said.<br />

‘‘Webelieve this is essential in<br />

order to properly and authentically<br />

engage with ourcommunities on<br />

this incrediblyimportant<br />

decision.”<br />

TheThree Waters reform<br />

proposalsare aonce­ina­generation<br />

decision for councils<br />

and communities, and it was<br />

crucial that communitiesare<br />

providedwith enoughtime to<br />

engage meaningfullyand genuinely<br />

with the process and better<br />

understandthe implications of the<br />

proposals.<br />

The forum also acknowledged<br />

that the reform process was being<br />

undertakenatthe sametimeas<br />

other significant reform processes,<br />

including areview into the future<br />

for local government.<br />

with Surrey Hills Station<br />

Abridge at the endof Surrey Hills Road that<br />

was sweptawaybythe May flood event will be<br />

replaced and its ownership transferred from<br />

<strong>Ashburton</strong> District Council (ADC)tothe<br />

propertyowners of Surrey Hills Station.<br />

The public bridge is listed on ADC’s asset<br />

register and is primarily used by the Surrey<br />

moving forward with a<br />

$200,000tohelp with his two<br />

but this timearound there is less<br />

anxiety among teachers and<br />

systems are in place to better<br />

manage lockdown learning,<br />

‘‘Covid was more of an<br />

unknown in level 4last year and<br />

there was alot of angst and<br />

anxiety among teachers.<br />

‘‘This time around anxiety<br />

levels are less among staffand we<br />

have the experience of online<br />

learning from last year.’’<br />

Mr Preece said we gotthrough<br />

the lastlockdown that lasted<br />

seven weeks and we would get<br />

through it again this time.<br />

Late rates penalties delayed for now<br />

<strong>Ashburton</strong> District Council will delay<br />

penalties for late rates payments<br />

because of the country’s move to Alert<br />

Level4.<br />

The firstratesinstalment for the<br />

<strong>2021</strong>/22 yearwas duelast Friday with a<br />

10 percent penaltyapplied if payment<br />

was not made by thatdate.<br />

Districtcouncillors weretold at their<br />

Zoom council meeting last week that<br />

some ratepayers stillvisited the<br />

council’s administration building to pay<br />

theirrates in person,but because<br />

council facilities were closed under<br />

level4,they would not be able to do so.<br />

Councillors voted to delay applying<br />

the penaltyfor late payment of the first<br />

instalmentuntilfive consecutivedays<br />

afterareduction to level two or less.<br />

They also decided to delay applying<br />

the <strong>August</strong> 31 annual arrears penalty<br />

because of the samecircumstances until<br />

five consecutive daysafter areduction<br />

to level two or less.<br />

Council business support group<br />

managerPaul Brakesaid whilepeople<br />

were encouraged to pay their rates<br />

online, someratepayers preferred to<br />

pay in cash or by credit/debit cardatthe<br />

council office.<br />

“Under the current Alert Level4,they<br />

make the payment, they would have<br />

incurreda10percentpenalty.<br />

“Likewise,the annual rate arrears<br />

New event for A&P show<br />

Apet parade is being organised<br />

as part of the annual <strong>Ashburton</strong><br />

A&P Show this year.<br />

The parade, to take place on<br />

the second day of the two day<br />

event, is anew event listed in<br />

the show schedule, available<br />

online now.<br />

annual two day show, cancelled<br />

last year due to covid,<br />

traditionally runs the weekend<br />

after Labour Weekend.<br />

The 144th show this year is<br />

scheduled for October 29 and<br />

30.<br />

The theme, as set by<br />

president Peter Stewart, is to<br />

‘‘showcase primary sector<br />

industries in Mid Canterbury’.<br />

And just like the<br />

competitions classes and<br />

sections in the show schedule,<br />

the primary sector industries in<br />

the district are varied and wide<br />

ranging.<br />

General show entries were<br />

being received from now until<br />

closing on October 1;<br />

showjumping entries close<br />

October 21 and some home<br />

produce competitions such as<br />

cut flowers, as well as pet<br />

entries would be taken on the<br />

day.<br />

The Tux Dog trials, which<br />

runs over two days and was very<br />

popular last year, has already<br />

had its first entry, Mrs Brown<br />

said.<br />

The printed schedule will be<br />

delivered in the <strong>Ashburton</strong><br />

<strong>Courier</strong> once the district<br />

returns to Alert Level 3, but for<br />

now people can check out the<br />

competitions planned online at<br />

like their farming peers,have<br />

been putting in somelong<br />

hoursduring covid lockdown.<br />

near Methven, and Rebecca, a<br />

primary school teacher<br />

reaching out to pupils about<br />

ongoing learning under covid<br />

restrictions.<br />

‘‘Although it is business as<br />

usual during lockdown and we<br />

are veryproud to be an<br />

essential service, it’s notlife as<br />

normaland lockdowndoes still<br />

add pressure on farmers,’’<br />

Vincent said.<br />

‘‘We are luckytobeina<br />

position to continue working,<br />

andproviding work for our<br />

team as well, but likeeveryone<br />

elseweare hoping this (covid)<br />

outbreak is containedsoon.’’<br />

The couple are on a600<br />

hectare farm between Methven<br />

andthe Rakaia Gorge.<br />

It is adairy and velvetting<br />

operationwith 800 cows and<br />

400 stags.<br />

The farmingbusiness,<br />

originally runbyVincent’s<br />

parents, is now apartnership<br />

betweenVincent andhis sister<br />

Yvonne. They have fourfulltimeemployees.<br />

Vincent, 28, hasbeenfull time<br />

on farm for thepast nine years.<br />

He loves the variety of farming<br />

and being able to have a<br />

physical, outdoorsjob.<br />

Even though the weeks bring<br />

asimilar setofjobs every day is<br />

different, which is something<br />

he enjoyed. ‘‘Thereisalways<br />

something newtolearn, and<br />

something slightly differentto<br />

figureout. Not onlyisita<br />

physically active job, butit<br />

keeps your brain active too.’’<br />

‘‘We are alwaysconcerned<br />

about minimising the negative<br />

environmental impacts of our<br />

business, andcatering to the<br />

changing desiresofconsumers<br />

as they become more aware<br />

and concerned with<br />

environmental issues.<br />

‘‘We believe that here in New<br />

Zealand we have one of the<br />

most sustainable food<br />

production models in farming,<br />

but we are continually looking<br />

for ways to improve on this ...<br />

such as reducing our synthetic<br />

fertiliser usage, putting in<br />

multi species pastures (which<br />

helptotrap carbon), and<br />

focusing on implementing<br />

While Vincentgrew up on the<br />

farm, Rebecca spent her<br />

formativeyears growing up on<br />

asheep andbeef farm in<br />

Southland. Her family moved<br />

north to Springston when she<br />

started highschool.<br />

They met throughmutual<br />

friends when Rebecca was<br />

aged 19; Vincent wasfull time<br />

on the farmthen.<br />

‘‘A coupleofyears laterI<br />

moveddown to join him and<br />

I’ve been here since. Iwas<br />

more than happy to move back<br />

on to afarm andbeinvolved in<br />

farming again,’’ Rebeccasaid.<br />

She helps out on farm when<br />

needed.<br />

Lockdownhas notchanged<br />

much for the coupleonfarm;<br />

other than Rebeccabeingat<br />

home.<br />

‘‘(Lockdown) does make<br />

things abit trickierwith<br />

organising things like farm<br />

supplies as all deliveries and<br />

drop­offs must be contactless.<br />

Luckily all the farmsupply<br />

businessesare essentialsowe<br />

can still get what we need to<br />

run thebusiness.<br />

‘‘Lockdownalso makes life a<br />

bit trickier for our staff, as of<br />

coursetheyhavenooptions to<br />

get off­farm on their days off.’’<br />

‘‘As onlinelearninggetsup<br />

and runningIgetpretty busy<br />

too,’’ she said.<br />

The cows areinthe thick of<br />

calvingsoVincent’s days<br />

revolve around feeding calves<br />

and makingsureeverything is<br />

running smoothly on farm.<br />

He is also the maintenance<br />

man, and there’susually<br />

something that needs fixed.<br />

It’s abusyoperation as<br />

everyone workstoget the<br />

milking herd up and running,<br />

and break­feed the last of the<br />

winter crops.<br />

‘‘It is averybusy time of year,<br />

as I’m sure anyonefamiliar<br />

with the industry<br />

COVID Situation<br />

As these newsletter columns arewritten priorto<br />

evolving rapidly, my crystal ball gazing may<br />

provewoeful?<br />

Level4Response<br />

However, our return to Level 4 was certainly<br />

swift.Our staff have made work availablefor their<br />

classes and students, who can access learning<br />

material at atime thatsuits.<br />

With Level 4 having continued beyond the initial three days the<br />

importanceofonline learning is increasingly vital. Because this lockdown<br />

was instant staff had little opportunity toprepare hard copy resources<br />

and we acknowledge there will be students who have text books or<br />

devices still at school.However,the Secretaryfor Education hasadvised a<br />

proceduretoenabledispensing of devices/hardmaterial.<br />

If we remain at Level4foraprolonged period of timethen please support<br />

your child to the best ofyour ability with their online learning. Weare<br />

awarethat we don’tknowyour family circumstancesoplease be assured<br />

we understand not adding unnecessarily to any existing family tensions<br />

and challenges.<br />

Please feel youmay make contactwith your child’s Akoteacher or subject<br />

teacher if you have enquiries or issues around school work completion,<br />

or contact one of our counsellors if you need some additional advice or<br />

support.<br />

If we drop to Level 3any school attendance options will be advised,<br />

MinistryofEducation Survey<br />

The Ministry of Education commissioned a survey to establish the<br />

impact ofproviding students with devices during last year’s lockdown.<br />

At College, we hosted aresearcher who spoke with students, staff and<br />

parents aboutthe impact of ensuring all students could access adevice.<br />

Iknow, from theCollege’s pointofview,thatsuch help greatly increased<br />

student engagementand helped us with ourquest to ensurethatall our<br />

studentsachievetotheir potential.<br />

OurCollege wasthe only South Islandschool involved in the survey.<br />

PasifikaCommunity–Covid Injections<br />

We were very pleased to host the mass vaccination servicethattargeted<br />

our Pasifika community, on Sunday 16<strong>August</strong>. This was well-attended,<br />

and supported byPasifika agencies and churches. The second event is<br />

scheduled forSunday<strong>26</strong>September.<br />

NewBuild Update<br />

During this past week the College Building Committee was due to have<br />

an update on our new build project. However, the Covid lockdown<br />

postponed this event. Once plans are finalised we will be able toshare<br />

these with our staff and thenour community.<br />

Speaking of looking forward; the arrival of blossom, daffodils and the<br />

HEB Construction Host College Students<br />

On Wednesday 11 <strong>August</strong>, twelve students from<br />

<strong>Ashburton</strong> College spent the morning with staff<br />

from HEB Construction <strong>Ashburton</strong> learning<br />

about the different roles and positions within the<br />

infrastructureindustry.<br />

Students received information on the pathways<br />

towards roles such as Environmental Management,<br />

and working as a Project Manager. They were<br />

taken through aday in the life ofaConstruction<br />

or Maintenance crew member, and given anoutline of what aContract<br />

Manager's position entails.They also had the opportunity tobe‘hands-on’<br />

with aTraffic Management Truck.<br />

The morning provided avaluable insight into the infrastructure industry,<br />

and students came away with agreater understanding of the opportunities<br />

available withinit.<br />

The College isvery grateful for this opportunity provided to our students,<br />

and we thank HEB Construction fortheir time and contributionsinoutlining<br />

positions and pathways to the various jobs availablewithin their industry.<br />

Business Operations Manager,JohnnyBrown, noted our students were wellengaged<br />

EsportsRegional Finals<br />

On Saturday 31 July six <strong>Ashburton</strong> College students went to the<br />

Tūranga Library, Christchurch Central, to compete in the Regional<br />

Finals forLeague of Legends.<br />

Teacher and College esports Coach Tom Kitchen said this event was put<br />

on by Victory Upinconjunction with Christchurch City Libraries and the<br />

Christchurch City Council. Victory UpisanEsports Company, Government<br />

sanctioned to operate an esportleaguefor secondary schools during <strong>2021</strong>.<br />

3rdv4th Play-Off<br />

Tomadvised that <strong>Ashburton</strong> College was inthe third place play-off match<br />

against Burnside High School, withthe winner in abestofthree gamesable<br />

to gain third place overall.<br />

Unfortunately, <strong>Ashburton</strong> College lost both their first games opening the<br />

doorfor BurnsideHigh School to place third, with AshColl 4th.<br />

It is worth noting that this Regional Final was South Island-wide, meaning<br />

AshColl isthe fourth best team in the South Island! This isavery sound<br />

effort.<br />

The final was played between another Burnside High School team and<br />

Christchurch Boys’ High School, with the latter winning 2-0 as well.<br />

Christchurch Boys now go to the Media Design School in Auckland to<br />

representthe South Island,atthe nationalfinals,towardsthe end of <strong>August</strong>.<br />

InvitationalTournament–TopFour from each Division<br />

Christchurch City Libraries are putting on an invitational two-day<br />

tournamentinSeptember,towhichAshCollhas been invited,aspartofthe<br />

invitation to the topfour teamsfromeach division.<br />

Tomsaid the College students did themselves very proud in both outings<br />

and represented<strong>Ashburton</strong>Collegewithpride.<br />

AshColl Year 9A Netball Team Senior<br />

Grade Winners<br />

Leisel Lambert, Team Manager, said that <strong>2021</strong> was agood season for<br />

the <strong>Ashburton</strong>College Year 9A team.<br />

The team had anumber oftournaments to compete in, achieving some<br />

strong results, including at the College Sports Exchanges against Burnside<br />

and Rangiora High Schools which were held at the EA Networks Centre,<br />

<strong>Ashburton</strong>.<br />

At the Roncalli Tournament, held in Timaru, after the first weekend was<br />

postponed due to the floods. The new tournament date saw the team<br />

placed 2nd overall.<br />

At the South Island Secondary Schools’ Junior Tournament, held during<br />

the first week of the July school holidays,the team gained some good wins<br />

during pool matches. This form continued within the tougher games to<br />

follow, including adraw atfull-time. This meant added play inovertime,<br />

losing this by only twogoals.<br />

Overall they placed 8th in the Combined Year 9and 10 Grade.<br />

Mid CanterburyNetball Competition<br />

In the local Saturday competition the girls were only beaten once during<br />

the first round,and then took out the KFC Senior AGrade Final,winning<br />

30-<strong>26</strong>, against MethvenHumm Engineering making afantastic come-back<br />

afterbeing down 2-7 in the first quarter.<br />

Leisel said that ithas been asuperb season, with the girls forming great<br />

friendships on and off the court.<br />

possible within athirty minute timeframe.<br />

Afteratwo-year hiatus our students wherechamping at the bit to participate<br />

in this year’s tournament.<br />

Unfortunately, the Girls’ Badminton date coincided with the Canterbury<br />

ACCORD Teacher Only Day, so it was left to the boys to represent AshColl,<br />

which they did verywell.<br />

TheAteam contested the seven-team CompetitiveGrade,while the BTeam<br />

contestedthe Festival Grade comprised of tenteams,inwhich they placed<br />

seventh.<br />

Ahuge thank youisgiven to Year 13 studentMichael Lin-Nyugen who led<br />

the lunchtimepractices, selectedthe team and assisted in the co-ordination<br />

forthistournament.<br />

Sports Co-ordinator Darion Gray said this group of young men was<br />

adelight totravel with, with the results speaking for themselves. Staff<br />

member Mandy Harrison also travelled with the teams as Manager.<br />

Racing Championships<br />

Held at Mt Hutt on Wednesday 04<strong>August</strong> Myaand KayneJohnston were<br />

College’s representatives, with Dad Michael Johnston as Manager, with<br />

thanks to Michael fortransportation up the mountain.<br />

Reportedly, the day was very cold but clear, and very well-supported by<br />

Canterburyschools,withanimpressive total of 185 skiers (91 female,and 94<br />

male) and 36 snowboarders competing.<br />

The snow was in great condition after agood snowfall the previous day,<br />

with the race course running very fast.<br />

Results<br />

The competition was incredibly tight with only ten seconds separating<br />

the top twenty five female skiers over their two runs, and twelve seconds<br />

separating the top twentyfivemale skiers overtheir combined run times.<br />

This makes the placings gained by both Mya–placed 13th; and Kayne<br />

–placed 19th; very sound, and clearly in touch with the topgroup of skiers.<br />

ThirdPlaced in UC Mud Run<br />

The UCHigh School Mud Run formed part ofthe Smiths City Mud, Sweat<br />

&Tears Challenge, held at the Christchurch Adventure Park, on Sunday 15<br />

<strong>August</strong>. <strong>Ashburton</strong> College was represented byaGirls’ team of Year 10<br />

students.<br />

The afternoon started with the Lone Star Fancy Dress Parade where<br />

competitors showed offtheir creations, with prizes available for the best<br />

fancy-dressed teams and individuals.<br />

Naturally, instructions for competitors were event-specific, including the<br />

need forsuitable running shoes taped -toprevent losing them in the mud!<br />

Post-event, warm showers and wash-down areas were available, with<br />

thanks to facilities provided by Synlait and Laser Plumbing East. A special<br />

mention was made tothe numerous volunteers, without who the event<br />

would not be whatitis.<br />

Results –Third Placing<br />

Each competitor has to run the whole distance, and all four team members<br />

must cross the line together,inorder to record finalteam time.<br />

The AshColl group completed the 5km option in third place, from ten<br />

teams in this 13-18 year old age group.<br />

andotherstaffhavebeenredeployed<br />

during AlertLevel 4tohelp othersin<br />

the community.<br />

In this <strong>August</strong> lockdown, staff have been<br />

delivering prescription medicine on<br />

behalf of local pharmacies, cleaning at<br />

the <strong>Ashburton</strong> Hospital community-based<br />

assessment centre and helping manage<br />

traffic queues, doing extra cleaning of<br />

public toilets foressential workersonthe<br />

main freight routes and preparing the EA<br />

Networks Centreindoor stadiumsoitcan<br />

be usedasavaccination space.<br />

Some staff redeployed are working for<br />

Civil Defence, which links with other<br />

agencies across Mid Canterbury tomake<br />

surepeople’s health and welfareneedsare<br />

metinAlertLevel 3and 4.<br />

NewZealand remains in Alert Level4until<br />

at least11.59 pm Friday 27 <strong>August</strong>.<br />

Jane Donaldson said Council would also<br />

remainpart of the Civil Defenceresponse<br />

at Alert Level3,wheneverthathappened.<br />

“Our team did similar work in last year’s<br />

four-week lockdown and we are pleased<br />

Staff from the EA Networks Centre are<br />

authorised by Civil Defence to deliver<br />

medication for the pharmacies. Patients<br />

areoftenelderly or unable to travel so staff<br />

were providing an essential serviceaswell<br />

as afriendly face.<br />

Open spacesstaff have been on cleaning<br />

duty atthe covid testing centre, working<br />

in full protective equipment to disinfect<br />

spaces after people havebeen assessed by<br />

medical staff.<br />

Roading staff have also been helping<br />

manage traffic queues on Elizabeth Street<br />

as peoplewait.<br />

Ms Donaldson said the Tinwald Medical<br />

Centre had asked to use the indoor<br />

stadium spaceatEANetworks foralarge<br />

group of booked covid vaccinations<br />

and staff had prepared the venue for<br />

that work on Wednesday. “It’s anideal<br />

space asitallows for good numbers and<br />

recommendedsocial distancing.”<br />

Openspaces’ cleanershad also beenbusy,<br />

making surepublic toilets on main freight<br />

routes were cleaned more regularly and<br />

could be usedsafely by essential workers<br />

liketruck drivers delivering goods around<br />

the South Island.<br />

Wastewater<br />

being tested<br />

forCovid-19<br />

<strong>Ashburton</strong> District Council has<br />

begun collecting regular samples<br />

of its wastewater tobetested for<br />

Covid-19.<br />

Councillors said last week they were<br />

interestedinjoining other localauthorities<br />

to test their wastewater, which would<br />

indicate if thevirus –especially thehighly<br />

transmissible Deltavariant –was present<br />

in the <strong>Ashburton</strong> network. Samples<br />

are collected from the Wilkins Road<br />

treatment plant andsent to the Instituteof<br />

Environmental Science and Research for<br />

analysis.<br />

<strong>Ashburton</strong> DistrictMayor Neil Brownsaid<br />

the testing would provide some assurance<br />

of potential infection inthe community.<br />

Although the sensitivity of wastewater<br />

testing is notabsolutely clear, it provides a<br />

tool in the kit to detect Covid-19.<br />

“Weexpecttohavethe first resultsatthe<br />

end of this week. Atthis stage, itisjust<br />

the <strong>Ashburton</strong> town wastewater scheme,<br />

but smaller strategic schemes could be<br />

included.”<br />

The MinistryofHealth is currently testing<br />

wastewater from other councils around<br />

the countryfor covid.<br />

Potholes ... whatwe'redoing about them<br />

Council is very conscious of the<br />

number of potholes being reported<br />

and we know there are definitely<br />

valid concernsatthe moment.<br />

Although it has been severalweeks since<br />

the last major wet weather event, and<br />

almost two months since the one-in-200<br />

year flooding event,the amount of rainfall<br />

during that period caused significant<br />

degradation to sections on some ofthe<br />

roadsintheDistrict, and nowanumber of<br />

potholes arestarting to appear.<br />

Council acknowledges the problem and<br />

shares the concerns residents have and<br />

areexpressing to us.<br />

Council’s commitment to road safety is<br />

paramount and high priority has been<br />

given to roading repairs inrecent weeks,<br />

and this safety-focused work is continuing<br />

throughalertlevel4asanessentialservice.<br />

<strong>Ashburton</strong> District Council is<br />

looking for heritage projects it can<br />

give afinancial helping hand and<br />

individuals, groups or businesses<br />

areinvitedtosubmitheritage grant<br />

applications by Wednesday 1 st<br />

September <strong>2021</strong>.<br />

Heritageprojects thathavebeen fundedin<br />

past years include the sexton’s cottage at<br />

<strong>Ashburton</strong> Cemetery and AshfordVillage’s<br />

historic Mill House.<br />

The sexton’s cottagewas built in 1895 but<br />

fell into disrepair after no longer being<br />

used for keeping records. It was restored<br />

in 1998 and another recent upgrade by<br />

the <strong>Ashburton</strong> Pakeke Lions Club received<br />

$3715 from Council byway of aheritage<br />

grant.<br />

Anew oversizedoor wasconstructedand<br />

the whole buildingwas painted and birdproofed.<br />

Earthquake strengthening work and<br />

refurbishment at Mill House was another<br />

project to receive a heritage grant<br />

from Council. Mill House, built in 1912,<br />

remains the hub of AshfordVillageand in<br />

commercialuse.<br />

Councilisalsoacceptinggrantapplications<br />

for community events, bio-diversity and<br />

CreativeCommunities projects.<br />

Council administers funds onbehalf of<br />

Creative New Zealand for awide range<br />

of projects including craft/object art,<br />

literature, visual arts, dance, music, film,<br />

theatre and Maori and Pacific arts. Projects<br />

can also be in the form of an exhibition<br />

performanceorworkshop.<br />

helpful in identifying areasofconcern and<br />

alsohelps prioritise work.<br />

contract agreed<br />

<strong>Ashburton</strong>DistrictCouncil has<br />

penned anew three year<br />

contractwithChristchurchNZ<br />

to deliver districtpromotion<br />

activities.<br />

Thecontractisworth<br />

$195,000 peryear,as perthe<br />

previous year’s contract.<br />

It includes the twostrategic<br />

keyperformance indicators<br />

(KPIs)ofincreasing the<br />

number of domestic visitors to<br />

the<strong>Ashburton</strong> Districtand<br />

increasing the dollar spend per<br />

domestic visitor.<br />

The KPIs will be reviewed<br />

and agreed on an annual basis<br />

and will include promotionto<br />

overseas markets if borders<br />

starttoopenup.<br />

In addition to the domestic<br />

visitorpriorities,the contract<br />

is designed to helplocal<br />

providers upskill. It will also<br />

aim to develop the Mid<br />

Canterbury brand, and reduce<br />

seasonality by identifying new<br />

productsthat canbe developed<br />

outside of thecurrent winter<br />

season.<br />

Money brought forward for<br />

new co-funded toilets<br />

<strong>Ashburton</strong> District Council<br />

will bring forward allocated<br />

capital funds for the<br />

replacement and upgrade of<br />

toilets at Taylors Stream and<br />

Awa Awa Rata Reserve.<br />

Some $68,000 have been<br />

budgeted for each site in Year<br />

3ofthe Long Term Plan, but<br />

will now be spent earlier and<br />

fully loan funded.<br />

The toilets will be co­funded<br />

after the recent<br />

announcement of afunding<br />

allocation of $158,328 from the<br />

Tourism Infrastructure Fund.<br />

The proposed<br />

enhancements include new<br />

replacement toilets and<br />

landscaping and furniture at<br />

both locations.<br />

Council open spaces<br />

manager Ian Soper said the<br />

extra money from the Tourism<br />

Infrastructure Fund would<br />

mean asizeable upgrade of the<br />

facilities at both locations.<br />

New toilets would be more<br />

environmentally friendly and<br />

they would offer ahigher level<br />

of service.<br />

Taylors Stream camping and<br />

picnicking area is located on<br />

the Inland Scenic Route north<br />

of Staveley, and is used by<br />

picnickers and freedom<br />

campers.<br />

Awa Awa Rata Reserve is<br />

another popular picnic area<br />

14km from Methven and 2km<br />

from the Mt Hutt ski field<br />

turnoff.<br />

It is widely known for its<br />

spring display of<br />

rhododendrons.

Stakeholders and the<br />

community will be consulted on<br />

their wishes and expectations<br />

for the futureofthe Lake<br />

Clearwater settlementand the<br />

surrounding area.<br />

The increasing popularity of<br />

the scenic settlementhas<br />

placed anumber of stresses on<br />

the area and the lake has seen<br />

increasing contamination from<br />

nitrates and minerals.<br />

In December2020the<br />

Canterbury DHB issued a<br />

public healthwarning when<br />

blue­greenalgae was foundat<br />

the lakeand anumber of<br />

scientificstudies have<br />

confirmedthatits ecosystemis<br />

out of balance and at risk of<br />

‘flipping’ andunabletosustain<br />

life as it has historically.<br />

Factors forthe poor<br />

condition of the lake are likely<br />

to be historicaland current<br />

farming practicesaswell as a<br />

possible contribution from<br />

uncontained waste disposal,<br />

such as longdrop toilet<br />

facilities in the huts settlement.<br />

Since 2019 aworkinggroup of<br />

stakeholders,including local<br />

farmers, DOC,ECan, Fish &<br />

Game,LINZand <strong>Ashburton</strong><br />

District Council (ADC), have<br />

met periodically to discuss<br />

issues andpossiblesolutions.<br />

At the last gathering ECan<br />

advised thatthey intended<br />

testingfor nutrient levels via<br />

bores within the hut settlement<br />

boundaries.<br />

ADCstarted an investigation<br />

in April into thenumberof<br />

longdrops toilets remaining at<br />

the settlement, which included<br />

asurveyofhutholders and<br />

physicalinspection of sites.<br />

Athird of the 198 individual<br />

dwellings at Lake Clearwater<br />

have longdrops. Some have<br />

holdingtanks and some have<br />

both longdrops andholding<br />

tanks.<br />

All longdrops must be<br />

physically decommissioned by<br />

the end of this year to comply<br />

with tighter leaseconditions.<br />

Conditions of occupying the<br />

land include facilitiesmeeting<br />

standards set by ADC.<br />

TheLake Clearwater huts<br />

settlement was first laidoutin<br />

the 1920s andbetween19<strong>26</strong> and<br />

1964 was giftedtothe district.<br />

Historically the settlement<br />

was usedby fishermen and<br />

hunters andlater by others<br />

enjoying watersports like<br />

windsurfingandwater skiing.<br />

Public consultationonLake<br />

Clearwater will begin soon and<br />

from it an initialstrategy will<br />

be developed .<br />

Thestrategy could<br />

potentially pave the way for a<br />

changetothe district plan anda<br />

separate process may be<br />

required to resolve any lease<br />

issuesifaplan changeisnot<br />

proceededwith.<br />

Spooktacular happenings are<br />

planned for halloween in<br />

Rakaia thisyear andbeing<br />

hosted by the town’s scouting<br />

group.<br />

But volunteers are neededto<br />

help make spookydecorations<br />

and act as haunting<br />

characters, as wellashelp<br />

with setupand take down.<br />

Organiser Anita Ruigrok<br />

said planningfor the event had<br />

been under waysince late last<br />

year with somedecorations<br />

purchased from overseas but<br />

many more neededtobemade.<br />

She was keen to support the<br />

scouts and had personally<br />

financed the decorationsso<br />

far.<br />

“I believe it's importantfor<br />

childrentogosomewherethat<br />

encourages them to go<br />

outdoors and help their<br />

neighbours,” she said.<br />

“If this event canraise<br />

enough moneyfor them to fund<br />

them for ayear, Idon't mind<br />

paying for all decorations …<br />

because it helps the<br />

There was afair amountof<br />

work done and Anita was<br />

positive it could be amassive<br />

She has been making<br />

decorations over thepast few<br />

months but in thelead up to<br />

halloween is seekingtoramp<br />

up tombstoneproductionwith<br />

drawing,cutting andpainting.<br />

She is using amix of brush<br />

and paint and spray paint<br />

techniques.<br />

As part of theevent,which<br />

Rakaia Scouts, Anita has also<br />

been in touch with potential<br />

hauntingactorsand suppliers<br />

fundraising plans ­but it has<br />

through cancer treatments had<br />

more anxiety.<br />

step up andnot step back,” she<br />

lockdown,including<br />

accommodation services<br />

theyear. They run Youth Connects<br />

Hui’s (every 6weeks)and Mana<br />

The <strong>Ashburton</strong> Youth Council would<br />

like to take this opportunity to thank<br />

everyone whosupported us by attending<br />

the NZ MountainFilmFestivalinorderfor<br />

us to fundraisefor BiteNiteCultureFest.<br />

On the night we had167 keen supporters<br />

whohavehelped us raise $2,100.00.<br />

We hadafantastic nightofviewing many<br />

inspirational New Zealand adventurers<br />

and witnessingtheamazing NewZealand<br />

landscape. My personal favourite was<br />

the film about the young New Zealand<br />

international surfer showing off his<br />

favourite places to surf in New Zealand,<br />

along with the many personalities who<br />

have helpedsupport himwithhis surfing<br />

career.<br />

This was our third year athosting the<br />

NZ Mountain Film Festival and was by<br />

far our best turnout. The Youth Council<br />

appreciates the support itreceives from<br />

the <strong>Ashburton</strong> Event Centre inallowing<br />

us to continue to screen these films onan<br />

annual basis.<br />

Keyboard Club<br />

Welcome to our visitors and<br />

Suzie’s family. Our <strong>August</strong>club<br />

night was organisedbythe<br />

talented Suzie Earlyand her<br />

dad Brian Early. Play in was Bev<br />

Listeronthe keyboard. Bev<br />

playedlots of lovelytuneswhich<br />

we all enjoyed.<br />

Suzie’s programmewas<br />

popular music through all ages<br />

(1880 ­<strong>2021</strong>). Also she told us all<br />

about things that happened in<br />

each era. Most interesting and a<br />

lot of preparation and time she<br />

put into the evening.<br />

First up was our lovely<br />

Audreyand the Boys. Decade<br />

1880 ­1899.They told us they<br />

weren’t around in thisera that<br />

they sangin! That causedabitof<br />

agiggle. They played “Sweet<br />

Violets”, “I’ve beenworking on<br />

the Railway”, “After the ballis<br />

over” and “Daisy”. Well done<br />

team.<br />

Next the SkiffleGroup<br />

Decade1990­1929. This is such a<br />

large talented group.Playing all<br />

sorts of musical instruments.<br />

They looked amazing in their<br />

outfits. Ian, yourtrouserswere a<br />

real eye catcher! They played<br />

and sang nine tunes ­“Until we<br />

meet Again” and “Cuddleupa<br />

littleCloser”just to namea<br />

couple.<br />

Bev Stevens shares quite a<br />

few jokesinbetween items.<br />

Don’t know where she got them,<br />

but they were so funny.<br />

Next the Accordion Band<br />

Group Decade1930­1949. We<br />

had nine playing the Accordion<br />

and Bernardonthe Keyboard.<br />

They played six tunesand they<br />

were great. Suzie dedicated the<br />

“Blue Skirts Waltz”and the<br />

“Kentucky Waltz” to her dad,<br />

Brian. Nice one Suzie.<br />

Next the Extended Keyboard<br />

Group Decade 1950 ­1969. The<br />

“Rock nRoll” era.Therewere<br />

five on the keyboard. Iris,Janet,<br />

Rose, Barbara and Michael<br />

playedasolo.“Iwant to be your<br />

Teddy Bear”was justfabulous.<br />

They were all playing on<br />

YamahaKeyboardwhichmust<br />

be the<br />

best!<br />

Raffles were drawn and the<br />

winners were :Rose Stead,<br />

Helen Mills, Ann Allott, Iain<br />

Tuanui,Shirley Millar, Lynette<br />

Crone, PeterThomas,Ian<br />

Smith, Lyn Peterson and Bev<br />

Stevens. Congratulations to you<br />

Next up were the Ukestars<br />

Band Group Decade 1970 ­1989.<br />

Easy listening and country<br />

music.<br />

It consisted of fivegals and<br />

two guys in theirfancyhats and<br />

dresses. They played some well<br />

known songs “Beautiful<br />

Sunday”, “Rock aBillylike me”<br />

and more.<br />

Suzie introduced her last<br />

item. Abeautiful samoangirl<br />

with an amazing voice, Revival<br />

Tuvale.<br />

She writesher own songs as<br />

well. Firstsong she sangwas<br />

“Some day Iwill be with you”. A<br />

gospel song “I want to know how<br />

it feels”. The words were<br />

amazinginthis one. The last<br />

song “Look at us”.This was my<br />

favourite. The words were just<br />

beautiful. Suzie wanted special<br />

thanks to go to Irisand Irene for<br />

supporting her.<br />

Suzie has apaper fan as she<br />

was hot and uptight, but truly<br />

Suzie you had suchafantastic<br />

programme. It was enjoyed by<br />

our members and her family.<br />

Mid Canterbury Central<br />

Friendship Club<br />

President Ken welcomed 68<br />

members and 2visitorstothe<br />

meeting, and received 10<br />

apologies.The club then stood<br />

for amoments silenceinrespect<br />

for the deaths of two members (<br />

OwenEverest and Jim Small)<br />

and also the youths killed in the<br />

tragic car accident in Washdyke<br />

recently.<br />

Two new members were<br />

inducted by president Ken, Ron<br />

Winchester, introducedby<br />

Derick Prebble,and Kevin<br />

Walker, introduced by Graeme<br />

Neale.<br />

Our mini speaker was Merv<br />

Green who spokeabout his<br />

childhoodand working life.<br />

After leavingschoolat15he<br />

worked between3jobs. Potato<br />

harvesting, freezing worksand<br />

brown top harvestinground the<br />

foothills.<br />

In 1970 he and acouple of<br />

friendswent pineapplepicking<br />

and working in asugar mill in<br />

Australia but came backtohis<br />

job at the freezing works.Hedid<br />

this againthe next year but took<br />

up fencingthe following years<br />

in the off season until demand<br />

lead him to go fencing full time.<br />

With farmers turningtodeer<br />

farming then dairyingand<br />

irrigation Merv had continuous<br />

work,and never had abad dept.<br />

His wifeand he tookintwo<br />

AFS students fromThailand<br />

and Braziland travelledtotheir<br />

countries when they graduated.<br />

Merv is aPast Masterofthe<br />

Masonic Lodgeand is still an<br />

active member.<br />

Our main speaker, introduced<br />

by CarlRuddenklau, was<br />

features editor, Malcolm<br />

Hopwood whose topic was<br />

“People I've Met Who Don’t<br />

Remember Me”. At the age of 10<br />

Malcolm remembered Walter<br />

Nash who said “Hello” to him.<br />

began collecting regular<br />

samples of its wastewater as part<br />

of Covid­19 testing.<br />

Councillors said they were<br />

interested in joining other local<br />

authorities to test their<br />

wastewater, which would<br />

indicate if the virus –especially<br />

the highly transmissible Delta<br />

variant –was present in the<br />

<strong>Ashburton</strong> network.<br />

plant and sent to the Institute of<br />

Environmental Science and<br />

Supporting the running of Jo Luxton’s <strong>Ashburton</strong> Office, you’ll<br />

make sure everything runs smoothly day in and day out. This<br />

role is multifaceted and challenging with no two days the same. You’ll be<br />
