construction industry’s

prospects in 2022. But

without it, Anirban Basu, chief

construction economist for

Marcum, a national accounting

and consulting services

company, warned.

Basu also sees inflation as

a threat. Elevated inflation is

expected to persist until 2022

as global suppliers try to catch

up with the growing demand for

goods and services. As a result,

contractors should carefully

incorporate contingencies

into their contracts to guard

themselves against material

price spikes.

According to the recently

published Marcum Commercial

Construction Index for the

second quarter of 2021, the

building sector has trailed

behind the broader economic

recovery, with residential

development outperforming

nonresidential construction.

According to Richard Branch,

chief economist at Dodge Data

& Analytics, the Delta variant

has the potential to impede

construction starts this year,

saying that this risk cannot be

entirely discounted.

Dodge Data & Analytics said that

construction starts dropped 3%

in July to a seasonally adjusted

annual rate of $854.8 billion.

Each of the three main sectors—

residential, nonresidential

building, and nonbuilding—has

dropped in spending.

discovered that commercial

planning decreased 3%,

and institutional planning

plummeted 9% in July due to

increased material costs and

skilled labor shortages. Despite

the decrease, the Dodge

Momentum Index remains

to the firm. Additionally, the

index was 25% higher than

in July 2020, with institutional

planning increasing by 27%

and commercial planning

increasing by 25% year over

year.

The National Association

of Home Builders (NAHB)

projected in July that labor

shortages would become a

growing issue for construction

companies in the coming

months. NAHB Chief

Economist Robert Dietz stated

that the building sector needs

more employees to expand

home supply. He said that

to achieve this, labor force

participation must improve

beyond the present rate of 61.6

percent in both construction

and the entire economy.

National nonresidential construction expenditure

increased by 0.1 percent in July but was down by

4.2% year over year, according to an Associated

Builders and Contractors analysis of data released

Sept. 1 by the United States Census Bureau.

While the statistics indicate that commercial construction

expenditure remained virtually unchanged in July, the

numbers are “much worse than they seem,” according to

ABC Chief Economist Anirban Basu in a news statement.

When inflation is considered, the number of construction

services provided by commercial contractors in the United

States actually decreased in July, he added.

Data show that public construction expenditure has been

more adversely impacted than private spending. While

nonresidential construction expenditure is down 4% year

over year, public construction investment is down almost

5%. Spending decreased year over year in 11 of the 16

nonresidential classifications. At this time of year, the only

industries that have grown are:

• Commercial (3.4%)

• Sewage and waste management (2.1%)

• Manufacturing (1.9%)

• Power (0.9%)

The following sectors experienced the greatest declines:

• Public safety (-38.5%)

• Lodging (-30%)

• Conservation and development (-21.5%)

The decline is due to various factors, Basu said, including

increased material costs and growing skills shortages.

Every construction company in the country is mainly

dealing with workforce issues. This is primarily because

both manufacturers and suppliers of materials, from timber

to drywall, are experiencing labor shortages — even virus

outbreaks among existing employees — as they try to

increase production.

This is leading to a decrease in construction employment.

Construction employment had been improving before Delta

came, according to Bureau of Labor Statistics statistics.

From 725,800 in December 2020 to 749,500 in March 2021,

the construction workforce grew. Throughout the spring

and early summer, it seemed as if we were returning to prepandemic

times, Meloni Raney said, president and CEO of

TEXO, a trade organization representing construction firms

in North and East Texas.

However, the number of construction employees in Texas

alone has been declining consistently since March, falling

to 724,500 in July, according to Bureau of Labor Statistics

statistics. This is connected to the supply shortfall

related to an insufficient number of unvaccinated construction workers.

Construction firms have a large number of competent, skilled craft workers, but they

are unable to work because they are not vaccinated, and they are becoming ill. They

are also fearful of getting sick and spreading the disease to other unvaccinated

individuals. If they are vaccinated, they don’t want to work because they have small

children who can’t get the vaccine yet.

rebound than would otherwise occur.

This is beginning to exert downward pressure on demand. Homeowners unable to

afford increased material and labor costs have postponed moves and repairs. If this

tendency continues, the state’s economy may become very chaotic, according to

Peter Rodriguez, an economist and dean at Rice University’s Jones Graduate School

of Business.

According to Marcum’s most recent Commercial Construction Index study, published

Sept. 1, contractors should take measures to minimize the risks associated with

increased costs.

Elevated inflation is expected to remain until 2022 as global suppliers struggle to meet

the rising demand for goods and services. As a result, contractors should diligently

include contingencies into their contracts to safeguard themselves against material

price increases. Given the strong demand for construction company services and

the resulting backlog, contractors should have sufficient bargaining power to achieve

this in the majority of cases.

While the Marcum research said that the overall picture for the US construction sector

remained “basically favorable,” it confirmed ABC’s assessment that the delta variant

has clouded the economic outlook for this year and beyond. Basu said that without

the delta strain, one might just predict a thriving economy in 2022.
