Welcome from the Mayor
Kia ora
Congratulations on choosing to live
in the best place in the country.
Waikirikiri Selwyn is awesome
with plenty of employment
opportunities, a huge choice
of places to live, outstanding
community facilities and some
great education services. We also
have a dramatic landscape; from
sea to summit and everything
in between, it's all on our back
doorstep to enjoy.
Waikirikiri Selwyn's heritage is
rich in narratives and stories. Our
people come from many different
backgrounds. Ngã Tangata o Te
Taumutu Runanga, the people
of Taumutu Runanga, settled in
Taumutu and their local marae,
Ngãti Moki, is located in Taumutu
near Te Waihora (Lake Ellesmere).
We are experiencing a sustained
period of dramatic growth with a
population which has just topped
70,000. In anticipation of this
growth we have been developing
our infrastructure and facilities to
allow those coming to the district
to enjoy the same awesome
experience as our current
residents enjoy. This year we
opened a brand new eight-court
sports centre and are benefitting
from a new motorway link with
Christchurch. We will also open a
health hub and Waikirikiri Selwyn’s
new library and community
centre, Te Ara ãtea, a cultural and
learning space at the heart of our
district.
Waikirikiri Selwyn has so much to
offer and I hope this guide helps
you connect the people and places
that make our district such a
special place.
Animals to benefit from students’ book
Darfield High School students Elyse Kerr (left) and Bridget Leach have teamed with the SPCA to create
an all-in-one colouring-in and storybook. As part of the Young Enterprise Scheme competition, the
students created the book for children aged five to 13, to teach them how to care for animals properly.
The books will be sold nationwide, with a percentage of profits going to the SPCA.
INFORMATION
selwyn district residents' guide 2021
Making it easy to get in touch with the Council
Found a stray goat
lately? Need a new
rubbish bin? Water
connection? Want
to book a building
inspection? Hit a pothole
in the road? Want to
know the rules about subdividing? Find out
how to pay your rates? Make a submission on
a consultation?
No matter what it is you need from the
Council, we make it easy for residents to do
business with us.
Selwyn District Council provides a vast
range of services and facilities for residents,
ratepayers and business in the district. In fact,
you really can’t get through the day without
making use of many of the services the
Council provides.
Whether it’s the water you use to brush your
teeth, the local roads you drive on to work or
recreation, the community halls you meet in,
the pools and parks where families play, the
libraries where you can stimulate your mind,
services that support residential and business
development, events and promotions that
bring visitors to the district, the water races
that keep land irrigated and stock watered,
regulatory functions that keep food outlets
clean, the trucks that carry your rubbish away
or a-hundred-and-one other essential services
… the Council is working for the good of the
community 24 hours a day, seven days a week.
And when you need to contact the Council to
find out more, or to report a problem, we make
it easy to get in touch.
To ensure that your enquiries are responded to
quickly, our Customer Services Team are your
first point of contact. You can reach the team
by email at contactus@selwyn.govt.nz or by
phone on 0800 SELWYN (0800 735 996). Calls
are answered 24 hours a day.
You can also drop in to our customer centre at
the Council’s Rolleston offices in Norman Kirk
Drive, or any of our service centres at Darfield,
Leeston and Lincoln. Our friendly team will be
happy to help.
Another easy way to report a problem is
through the app Snap Send Solve. Simply
download the app onto your phone and start
reporting.
The app is available through Play store
(Android) or the App store (Apple) – just
search for 'Snap Send Solve' and once you’ve
downloaded the app it’s easy to use. Take a
picture of the issue using the app. Add more
information to help us identify the issue more
quickly, then send the report.
The app works by identifying the location the
photo is taken using the phone's GPS data. It
sends an email to the Council from your email
address, including the incident type, notes,
address of incident, photo, and users contact
details. The report is then allocated to the
relevant Council department for follow up.
You can also find information about many of
our services and facilities on the Council’s
websites. Our main site is at selwyn.govt.nz
and you can use the menus or search for the
information you’re looking for. You can also
pay many different types of account, make an
application or send us feedbasck.
Our libraries also have a great website,
selwyn district residents' guide 2021 ROLLESTON 7
Rolleston
continues to grow
and prosper
Canterbury statesman William Rolleston,
whom Rolleston was named after, would
be astounded to know that the little railway
terminus back in 1866 had developed into the
sprawling town it is now.
Today, however, more and more people are
seeing Rolleston and its surroundings as a
desirable place to live. The town is familyfriendly
and is one of the most affordable
places in the country to buy property. New
subdivisions and shopping centres are
appearing at speed as Rolleston's popularity
increases.
As planning and construction continue to be
developed, Rolleston is set to become the
cosmopolitan heart of Selwyn creating a strong
identity within the district. The town centre,
currently getting a complete overhaul, will
effectively be the heartbeat serving the needs
of the community by boosting the available
hospitality services and providing bigger
recreational spaces, additional educational
requirements, and more accessible health
services.
A focus on education
in Rolleston
Rolleston’s growth over the past 10 years has
been rapid. There has been a huge increase in
population, and the Ministry of Education (Moe)
has initiated major construction projects at the
schools, refurbished existing classrooms and
worked extensively with the Selwyn District
Council to improve education provision in the
area.
This growth is set to continue with major
economic drivers providing secure
employment opportunities in the town.
In their 20-year plan for Rolleston, the
MoE has already been future-proofing the
town’s education needs through additions
to the Rolleston school landscape with West
Rolleston Primary, Lemonwood Grove Primary,
Rolleston College and the relocation of
Waitaha School.
The National Education Growth Plan
coordinates the Ministry of Education’s
response to school-aged population growth
across New Zealand. It shows how sufficient
capacity in the school network will be delivered
in the right place at the right time.
ROLLESTON OFFICE
Offices also located at:
43 Gerald Street, Lincoln
225 Papanui Road, Christchurch
A trail to new worlds of knowledge
and experience is the aim of Te
Ara ãtea, the anchor building for
the new Rolleston Town Centre.
The 2,200 square metre, twostorey
building, which is due to
open in November 2021 will house
the new Rolleston library, along
with the district’s “living room”,
performances spaces, and even a
treasure box.
The name gifted by Te Taumutu
Rūnanga means the unobstructed
trail to the world beyond. It was
chosen to signify the buildings role
at the entrance to the new town
centre, and as a place for learning,
connecting, exploring and
celebrating the district’s identity
and people.
The Council has worked with the
Rūnanga to ensure the cultural
identity of the district is weaved
through the building – which will
include active spaces, the library
and museum areas.
The downstairs is designed as
a more active space with two
performance and exhibition
areas. These will include a space
with rigs for lighting or to hang
displays for exhibitions, dance,
music or drama. It also features
a community gathering space,
designed as a living room with
sofas and a fireplace for people to
meet and spend time.
There will also be a workshop
room and the tamariki area. The
workshop room will have sinks,
benches and equipment for craft,
and be the place where some of
the library’s interactive technology
equipment such as 3-d printers
and virtual reality headsets are
stored.
The tamariki area will host
some of the library’s children’s
collection, along with interactive
resources. This has been
strategically placed with doors
that will open into the children’s
area of the town square.
The majority of the library space
will be upstairs, housing the
districts largest book collection.
There will also be exhibitions and
displays integrated throughout,
with boxes and spaces for art and
for displays of museum pieces or
other things that tell the story of
the district.
The upstairs will also feature
waka huia, literally meaning
treasure box. A soundproofed
room with desks and computers
and a museum-quality display
wall on the outside that will
display taonga from Te Taumutu
Rūnanga, allowing treasures of
the district to come home.
Tawhiri development on Hoskyns Road
The 32-hectare Tawhiri development on
Hoskyns Rd, Rolleston, adjoins the highly
desirable Izone Business Hub and is near
the Iport Business Park. The development
is zoned as industrial and lots range from
0.1ha to 2.8ha. The development, by Ngai Tahu
Property, has opportunities to suit national
corporates, owner-occupier businesses and
investors. Market demand has been strong
with 70% of Stages 1 and 2 sold or under
contract, and lots in the final stage are now
available. Construction on the final stage is
underway with works expected to be complete
in May 2021, and titles anticipated in June
2021.
The site is well-positioned for major transit
links including Metroport freight hub - Port of
Tauranga; Port of Lyttleton; Midland - inland
port; State Highway and KiwiRail networks;
Christchurch International Airport; Southern
Motorway.
Large format retail
centre at IPORT
The big questions are: who’s going in and
when will they open? Iport director Tim
Carter says, “We’re continuing discussions
and negotiations with several large anchor
stores, but nothing is confirmed yet; there
are proposals out.” No public announcement
has been made about the planned overbridge
providing access from State Highway 1, over
the railway, to Jones Road.
About the overbridge, Te Waka Kotuia says
the Rolleston Access Improvements Project
is part of the Government’s New Zealand
Upgrade Programme Canterbury Package to
improve safety, provide better travel choice
and support more reliable freight journeys
in greater Christchurch and the South
Island. The project is a logical extension
of the recently completed Christchurch
Southern Motorway, which improves access
from Rolleston to and from Lyttelton Port,
Christchurch city and industrial areas in the
south of Christchurch. The project includes a
multi-modal SH1 flyover, safer intersections,
and rail improvements to improve community
access, economic opportunities and social
cohesion for Rolleston. It will also mean
safer, more efficient freight journeys between
key destinations including Lyttelton Port,
Primeport Timaru and the wider Canterbury
region. Construction work is expected to start
in 2024 and continue through to 2026.
In the meantime, Iport has continued to
sell larger industrial sections to both
owner-occupied and investor buyers, with
more sections still available. Iport is a key
industrial and transport hub for the South
Island, recently enhanced with the completed
Southern Motorway project. It also benefits
from no traffic movement restrictions, realistic
noise standards and options for rail, road and
air freight. Information is freely available at the
selwyn district residents' guide 2021 SERVING SELWYN 11
Focussed on
supporting Selwyn
It is an honour and a privilege to
be the Member of Parliament for
Selwyn and I am really pleased
to have the opportunity to work
for you. As your MP it’s my job to
listen to your views, make sure
your voice is heard, and to help
you with your concerns.
MPs can help you in many ways.
Amongst these are advocating to
the Government on your behalf,
supporting and representing
causes in Parliament, supporting
community groups, advocating for
infrastructure and services, and
working with mayors and councils.
We also help by assisting with
immigration, ACC and education
issues, as well as health, family
or work issues – liaising with the
likes of Work & Income, Inland
Revenue and Kainga Ora on your
behalf.
MPs also represent the views of
their constituents when legislation
is being drafted to ensure that
politicians understand the impact
of law on the communities they
represent.
Parliament sits for about 30
weeks each year from Tuesday
to Thursday so on Mondays and
Fridays I can usually be found
out and about in Selwyn and
also during recess weeks when
Parliament is not sitting. I try
to get to as many events and
functions in Selwyn as I can get
to – which is a great opportunity to
meet as many of you as possible.
I have an electorate office in
Rolleston Square. My staff will be
there each weekday to welcome
you, take your calls and hear your
concerns.
Over the year I hold constituent
clinics in various places around
Selwyn such as Darfield, Lincoln
and Leeston. At clinics, you can
drop in and raise concerns with
me and my staff, or just stop by
and say hello. I look forward to
meeting you!
Lincoln remains a hugely popular township
within Selwyn, not only for residents but for
out-of-towners who want to experience one
of the many eating establishments, visit the
shops or enjoy the nature wetlands.
Keeping in touch
with nature
The Lincoln Wetlands were established in 2012
and have been the site of many community
planting projects at the site involving local
schools, Landcare Research, Selwyn District
Council staff, and the YHA.
The wetlands have several springheads and
it is well used by the local community for
walking, jogging and bird watching.
The track through the wetlands starts at 790
Ellesmere Road, just outside Lincoln and takes
around 30 minutes. If you want a longer walk
then you can continue along the Rail Trail.
The project started with 130,000 plants
from the company Kauri Park and was
established by the Selwyn District Council
as an eight-hectare stormwater catchment
system to provide for the growing demands of
stormwater treatment.
Kauri Park provided the district council with a
design incorporating locally eco-sourced native
sedge and wetland species in the wetlands
and features a floating island wetland installed
to give more surface coverage for increased
water treatment.
Prebbleton
fast growing
community
Prebbleton continues to be a popular place to
live and is growing quickly with new commercial
businesses opening to service the increasing
population.
Prebbleton Fresh Choice has been open for almost
a year and is proving highly popular. Prebbleton
residents, in particular, are enjoying the convenience
of being able to walk there for that forgotten lettuce
or loaf of bread. Locally owned and operated, the
Fresh Choice customer base includes residents from
throughout Selwyn, and the location and number of
car parks make it an easy stop on the way to or from
home.
With 16,000 vehicles passing through Prebbleton
each day several roundabouts are being added
around the district to increase safety and reduce
speed and congestion. The roundabouts currently
under construction are on the corner of Springs and
Marshs roads along with Blakes and Shands roads
and there are more in the pipeline.
For bike lovers, the well-known Rail Trail now not
only links Prebbleton with Lincoln but has been
extended to meet the southern motorway cycle trails
so cyclists can connect with the city without being on
the main road.
Prebbleton residents have a lot to look forward to in
the next year with more services, hospitality outlets
and retail shops on their doorstep, making it even
easier to shop local.
New retail developments
Plans are also underway for two new retail areas
within the town. Prebbleton Village Square will be
next to the Prebbleton Village Tavern, which was
built in 1868 and was the inspiration for its owners to
bring the village square concept to life.
Prebbleton Village Square will feature a familyfriendly
open space, water feature and plenty of
bike parks complemented by several retail spaces,
cafes and Prebbleton Health with an on-site doctor,
dentist, pharmacy, physiotherapist, podiatrist and
acupuncture services.
A second retail area, The Prebbleton Village, will
open next year adjacent to the rail trail on the road to
Lincoln. The Prebbleton Village site will be home to
retail stores, hospitality establishments and a gym.
Outdoor recreational reserve
Plans for Birchs Road Park have been approved on
a 22-hectare site between Leadleys and Hamptons
Road. The multi-million dollar reserve includes a
dog park, playground and extensive grassed areas
along with seating, walkways, public toilets and
change rooms.
The new reserve offers a rural park experience for a
range of outdoor activities including walking, cycling
and outdoor gatherings.
Hidden
gem
Prebbleton Nature Park
is the perfect place
to enjoy Canterbury’s
natural landscape. The
2.6-hectare park offers a
tranquil environment for
walking, picnicking and
bird watching.
Access is from 666
Springs Road, just south
of Prebbleton and was
initially filled with over
7000 natives planted by
local volunteers. All of the
plants are natives local
to Canterbury and there
are a range of different
species including cabbage
trees, flax, tussocks,
kowhai and totara as
well as several rare
or threatened plants.
The park also features
grassed walking areas,
seats, picnic tables and
educational panels.
Prebbleton Nature Park
has several paths and a
complete circuit of the
park takes around 20
minutes.
SPRINGSTON
Leeston continues to thrive
Tucked between Lake Ellesmere and the
Rakaia River, Leeston has grown and
diversified in recent years. With their
impressive war memorial at the town
entrance, popular eateries such as the Crate
& Barrell and Suburban Eatery are thriving.
Nearby retail outlets, such as Lakeland Art
gallery, provide culture and points of interest
for travellers to the three local campgrounds.
Locals are also serviced by churches, a
medical centre, a council service centre, and a
library.
Selwyn Heritage Centre
Leeston is also keeping up with motorists
moving across to electric vehicles, with Selwyn
District Council signing off on the build of six
EV stations. The Ellesmere Heritage Park Trust
collects historical memorabilia for the Selwyn
Heritage Centre, which is situated on leased
land next to the dog park.
The centre is a community project to celebrate the
history of the Ellesmere District and its people.
Community events
Leeston is famous for its A&P Show that’s
been running for 150 years. It brings visitors
from around the South Island.
The local Leeston Market also operates every
first and third Saturday of the month from
9.30am-12.30pm. Stallholders offer fresh food,
baked goods, clothing and trinkets.
Springston School community enjoys new opening of classrooms.
Springston bursting with businesses
Springston is a small, rural community of just over 3000 residents and
is located just 25 km south of Christchurch. The local dairy is a hive of
activity for locals and those that stop on their way to and from Leeston.
It sits close to St Mary’s Church and the community hall, where you’ll
find plenty of events and classes. Springston is also home to luxury
boutique B&B accommodation Chateau Pritchard, Memorys Café, the
Springston Hotel and Selwyn’s passenger transport service NZ Look
West Melton a hotspot
of activity
West Melton has experienced a burst of change
over the past few years, with plenty of sections
snapped up and new residents moving in. Housing
developments are a big drawcard for people looking
for space and quiet rural life, making West Melton a
hotspot of activity. And the expansion of West Melton
isn’t over yet, with the council approving the rezoning
of land for development as recently as March. Selwyn
District Council also has significant investment plans
over the next ten years for upgrades to roads and
water capacity that will give West Melton even more
to offer. West Melton School is the local primary
for learners Year 0 to 8, with students feeding into
Rolleston College.
Flourishing retail centre
The area itself has a small retail centre featuring the
Four Square supermarket, West Melton Pharmacy
and NZ Post, a medical centre, bakery and fuel
station. There is also Two Fat Possums—a popular
watering hole for pre- and post-event drinks, or just
a night out on its own—with many locals flocking for
their $20 pizzas and free quiz night every Tuesday.
The West Melton Tavern is located on the other side
of the highway next to the community centre and
the domain. There is also the Melton Estate and
Langdale Vineyards for wine lovers plus local B&B’s
for out-of-town visitors.
The Willows – a recreational
asset
While the township straddles West Coast Road,
nearby just off the Old West Coast Road, the new
recreational site ‘The Willows’ was developed
by Environment Canterbury and Selwyn District
Council as a green space for the community. Take
Thompsons Road off Old West Coast road, head
towards the Waimakariri river and you’ll find picnic
spots, fishing points, motorhome camping, plus
walking and cycling trails to suit all abilities. There’s
also a 4.3-hectare dog park for four-legged friends.
Things to do
Market @ 254 (254 Lawford Rd) is a farmers market
that runs every Saturday from 9.30am to 1pm. There
is a variety of fresh and hot foods, homemade and
handmade goods, plenty of parking and dogs on
leads are a-ok. West Melton also has a prominent
Bowling Club, the popular Astronomical Society and
as the area grows more local services are popping
up.
Annual
fundraiser
The West Melton Country
Fete is an annual
fundraiser for West
Melton School held in
March. The fete is a
typical country fair with a
strong community focus.
For a small gold coin
donation at the gate
families can enjoy a day
filled with entertainment
from local bands, dancers
and school groups plus
all sorts of kids’ games
and activities.
These include mini jeeps,
bumper boats, bungee
trampoline, bouncy
castles and, of course,
farm animals, a petting
zoo and pony rides.
While the kids enjoy
themselves, parents can
grab a coffee, a raffle
ticket (and hopefully a
prize) and browse the
more than 100 stalls
offering beautiful crafts,
homewares, clothing,
food, and health and
beauty products.
Homemade baking,
cotton candy and bacon
butties are among the
wide range of food items
available throughout
the day. The result of
the highly successful
fete allows the school
to raise funds for new
playgrounds, outdoor
learning spaces and
learning resources.
progress and planning
mountains, no-one in Darfield could blame them
for wanting to enjoy the fresh country air and have a
piece of the lifestyle pie.
Keeping pace with its
population
Darfield boasts a modern Four Square supermarket,
cafes, bakery, gift and craft shops, hair salons,
florist, pharmacy, vet clinics, two fuel stations, a
hotel with a bottle store and accommodation, motels,
butcher, plant nursery, dentist, library, medical
centre and hospital to name but a few services. Along
with the local farming and dairy industries, these
businesses all contribute to and support the town’s
steady expansion.
The town has both a primary school and a high
school, and is well catered for with preschools, local
Plunket room, preschool activities, plus a range of
out of school activities and sports clubs to choose
from.
The latest development in the town is the new
purpose-built PGG Wrightson Rural Supplies store
and office located on South Terrace. The company
has worked with customers in the area for over 80
years, some spanning several generations. The
store employs approximately 20 employees within its
divisions and is twice the size of its previous store.
Tourist stopover
Darfield is the largest town in the Malvern Ward and
sits at the crossroads for those heading west via
SH73 or heading south via SH 77. The country town
not only services a large farming area but is also the
gateway to the scenic Southern Alps. Just 40 minutes
Southern Alps mural on public toilets
from Christchurch, the town is a popular stopover for
tourists travelling on the Great Alpine Highway to the
West Coast.
Creating connections
The Two Rivers Community Trust is based in Darfield
and provides a range of services so that people enjoy
a sense of belonging, are able to connect, contribute
and flourish within their community. The Malvern
Community Hub comes under their umbrella.
The caring team at the trust is there to help with
many of their services operating out of the Baptist
Church at 15 Greendale Road.
The Trust and the Hub distribute a Newcomers
Welcome Packs which includes valuable local
information about activities, groups and contacts. If
you are new or have a new neighbour, drop into the
Hub or contact the Trust.
The Malvern Community Hub has a weekly drop-in
centre at the Darfield Library on Thursdays from
10am until 2pm.
The Hub team connects people with other social
services, the local foodbank or other community
organisations and health services. They run under
the Two Rivers Community Trust using a neighbour
to neighbour approach, working with community
partners such as the Selwyn Parenting Network,
Birthright Canterbury and Selwyn Centre Community
Care.
Enjoying craft work, a cuppa and a chat is a great
way to spend a Thursday morning from 10am until
12pm at the Darfield Baptist Church. Children are
welcome.
Many people benefit from the generosity and
donations of food items and seasonal vegetables of
the wider community. Pop in to the Hub if you have
DID YOU
KNOW?
The Darfield Hospital
is 94 years old this
year. The hospital was
originally opened as a
Maternity hospital on
May 27 in 1927 due an
over-worked doctor (he
handled 103 births in
one year) and a ‘lack of
proper maternity home
accommodation’ being
available in the area.
Currently the hospital
has eight general
beds providing for the
rehabilitation care of
the elderly plus a small
maternity suite with two
beds.

RIDING THE TRAIL
The Christchurch to Little River Rail
Trail is a cycleway and walkway between
Christchurch and Little River. From Hornby
to Little River the route follows much of
the Little River Branch railway line which
operated from 1875 until 1967 providing
a vital means for farmers to get stock
and produce to market. The trail passes
through rural areas and settlements on
the Canterbury Plains, skirts past the
massive flanks of the ancient volcanoes
which make up Banks Peninsula, and hugs
the shoreline of a vast lagoon, Te Waihora
or Lake Ellesmere, and its smaller twin, Te
Roto o Wairewa or Lake Forsyth.
Christchurch to Prebbleton 4km: This
section of the trail starts about 400m south
of the Shands Road/Halswell Junction
Road intersection on Shands Road. There
is also a route from Cathedral Square to
Marsh's Road using the Little River Link
cycleway.
Prebbleton to Lincoln 7.7km: This section
starts at the Birchs Road/Trices Road
intersection and follows an off-road
asphalt pathway alongside Birchs Road
to Lincoln running alongside the original
railway line.
Lincoln to Neills Rd 9.3km: From Lincoln,
the route follows Edward Street before
entering Liffey Spring Drive and emerging
into the wetland areas. The trail exits onto
Moirs Lane crossing Ellesmere Road and
joins Collins Road East finally joining River
Road.
Neills Rd to Motukorara 6km: This section
of the trail is off-road and is adjacent to
the Halswell Canal but deviates away onto
farmland for about 1.7 kms to reduce the
impact of disturbance on birdlife.
Motukorara to Birdlings Flat 13.3km: This
section, plus most of the section between
Birdlings Flat and Little River, was the
first to be opened to the public in May
2006. The rail-trail, from Motukarara is on
public land managed by the Department of
Conservation (DoC).
Birdlings Flat to Little River 9.7km: This
section traverses along the old railway
embankment until closer to the Little River
township. Much of this section travels
beside Te Roto o Wairewa (Lake Forsyth).

amazing views from the top of the rocks.
McHughs Magical Fairy
windows dotted around the forest in McHughs
about an hour to stroll, dogs on leads are
welcome and it is stroller accessible.
along the creekside to a bird hide overlooking
Looking after
our National
Park
The Arthur's Pass Wildlife Trust is a non-profit
volunteer organisation, originally founded by
the Arthur's Pass Community in late 2005 as
the "Arthur's Pass Kiwi Recovery Project".
In 2010, the trust broadened its mission to
protect the entire eco-system of the Bealey
Valley in Arthur's Pass National Park. In 2012,
the trust took on the challenge of extending
its predator control lines into many other
catchments in the National Park (Waimakariri
River, Crow River, Mingha River, Deception
River, Upper Otira River, Edwards River, and
onto Bealey Spur). The trust continues to
fortify its defences against predator invasions
in the park.
The trust’s work is all about removing
introduced predators and weeds. To this end,
the trust maintains 1515 traps that capture
stoats, weasels and rats and the group also
captures feral cats from time to time. The
trust also works with volunteers to remove
the invasive weeds that are taking over the
riverbeds, which in turn provide shelter for
predators. Supporters know it’s a never-ending
battle but there are many things individuals,
clubs and schools can do to help the trust
achieve its aims.
The group needs volunteers to maintain a
trapline, survey tracking tunnels, assist with
bird surveys and help with weed removal,
sponsor a new trapline and raise funds for the
trust so it can continue its work.
Those volunteers also need people to report
weed infestations or feral animals seen in
Arthur's Pass National Park and to report
wildlife encounters, with Blue Duck (Whio),
Kiwi, Weka, Rock Wren and the like.
Arthur's Pass National Park was gazetted
in 1929 as the South Island's first - and New
Zealand's third - National Park. The Park's
location astride the major alpine railway
and road thoroughfare, together with its
proximity to Christchurch, made it a popular
destination, though its popularity had an
early detrimental impact on the flora. The
1935 Park Handbook emphasized the broad
flora variety, the challenging terrain available
for mountaineering and tramping, the ski
grounds, and the wild game available for
hunters, however, no acknowledgement was
made of the birdlife.
Arthur's Pass Village became headquarters
for the ever-increasing Arthur's Pass National
Park and Craigieburn Conservation territory
and infrastructure, at the same time becoming
a popular holiday destination and stopover
point for travellers.
By the 1990s, a realization dawned on some
park users and staff that many of the local bird
species were under threat from introduced
predators - particularly the very mobile and
fast breeding stoat - and that the prospect
of some species being wiped out within their
traditional territory was a real threat. Their
dawn chorus, presence and territory were
increasingly being diminished. Today’s efforts
are a response to that ongoing threat.

New owner for stunning Terrace Downs
Terrace Downs has re-opened under new
ownership as Terrace Downs Resort. The New
Zealand-owned hotel group CPG Hotels bought
the resort in late 2020 after its previous owner,
Japanese investor Hiroshi Hasegawa, died in
Japan from Covid-19.
The complex near Rakaia Gorge has
self-contained deluxe and premium villa
accommodation, 18-hole, par 72 championship
course golf course, onsite archery, clay
shooting and The Clubhouse restaurant.
The golf course features four different tee
positions for the enjoyment of players of all
abilities. At a length of 6,406 metres off the
back tees, it includes 10 lakes and over 60
bunkers. Terrace downs golf course has been
rated by the New Zealand Golf magazine as
one of the top five courses in the country.
The surrounding terrain was shaped over the
last few million years by glacial ice and rivers,
with the Southern Alps towering up to 2,000
metres above a green, gently undulating valley
floor. Another standout feature of the area,
the spectacular Rakaia River, can turn rapidly
from a wild and awesome torrent into an azure
blue ribbon meandering through Rakaia Gorge.
On the golf course, rust-brown ryegrasses
contrast with red riparian tussock, while
copses of native trees, evergreens and shrubs
decorate the landscape.
Terrace Downs was part of Snowden station
until 1946. The government then bought it and
in 1949 it became one of several farms that
returned serviceman could apply for. Edwin
Tilley was lucky enough to win the block of
land in the ballot and he named it “Terrace
Downs” after the terraces down to the Rakaia
River. Edwin Tilley farmed sheep and cattle
on the station until he retired in 1990 when
the land was put up for auction where it was
bought from Japan by Shinnosuke Saito, a
professional golfer from Japan.
The location was strategically chosen for
rural tranquillity and magnificent scenery,
its nearness to top tourist attractions and its
proximity to Christchurch, the gateway to the
South Island. Of special importance, it borders
unspoilt High Country offering fantastic
hunting, fishing, bush walks, eco retreats and
unique native fauna.
Planning and construction of an 18-hole
championship golf course began straight away,
with the assistance of internationally renowned
golf architects Sid Puddicombe Associates.
The front nine holes were completed in 1992
and opened to the public in early 1993. A
Portacom was set up beside number four tee
and golfers could come and play the front
nine, using number five as their starting hole.
After a small break construction was started
on the second (back) nine holes, which were
completed in 1999.
In 2000 construction began on the clubhouse
and this was officially opened in December
2001. With the completion of the clubhouse
and the golf course, it was decided to start on
the construction of the Terrace Villa Suites.
The building of the first 12 Villa Suites was
completed in July 2003 and the All Blacks
were the first house guests for their training
camp at Terrace Downs before they went to
that year’s Rugby World Cup. The next 16 Villa
Suites were completed in 2004 and the final
stage of an additional 24 was completed in
mid-2005.
28 RECREATION -
fishing-Venues
selwyn district residents' guide 2021
Fishing abounds from alps to the sea
The braided Rakaia River boasts some of
the best Chinook salmon fishing in New
Zealand between December and March.
On the lower Selwyn, the best fishing
is from Coes Ford down to the lower
huts. The tributaries of Te Waihora Lake
Ellesmere fish better than the lake itself,
however good fishing for sea-run trout can
occur at Taumutu when the lake is open
to the sea. Taumutu Beach is where kite
fishers might be able to find elephant fish.
Birdlings Flat is a popular spot for surf
fishers. You can find blue moki at night
close to the cliffs, and kahawai during the
day in summer.
Lake Forsyth fishes best in spring,
especially if the lake has recently been
opened to the sea. One of the best places
is where the Akaroa Highway first comes
close to the lake just after the Birdlings
Flat turn-off. Kaituna River, just above the
confluence with Lake Ellesmere, offers
the best fishing during spring.
Toward the Southern Alps, Lake Coleridge
hosts one of the very few New Zealand
populations of landlocked Chinook
salmon. Brown and rainbow trout are
also abundant in the lake, as well as the
numerous smaller lakes nearby. Lake
Lyndon has rainbow and brown trout while
Lake Georgina is a nice little lake that
anglers can walk right around during a
fishing season.
Some areas have fishing restrictions. Read
the Department of Conservation around
protected areas. Contact the Ministry for
Primary Industries or North Canterbury
Fish and Game for further information.
Community centres at
Award winning public
Selwyn boasts some stunning and innovative
designs when it comes to new community
community halls, unsafe due to the 2010
The old Dunsandel Community Hall was
one such hall damaged beyond repair in the
earthquakes. Opened in 2017, the Dunsandel
Community Centre went on to become one of
seven Public Architecture winners at the 2019
selwyn district residents' guide 2021 STAY-DINE 31
Options aplenty
for Selwyn trips
You can take your pick when it
comes to fun, affordable Selwyn
camping.
Mountain-lovers can take a road
trip to Arthur's Pass but if you
want to stay closer to the city, try
Glentunnel Holiday Park, perhaps.
If you’d like to camp for free,
you can drop into one of Selwyn
District Council’s five free camping
sites: Coes Ford, Chamberlains
Ford, Lakeside Domain, Whitecliffs
Domain, and Harper Intake. These
sites are free for tent-users too.
Chamberlains Ford is a popular
picnic spot with great gas BBQ
facilities, just nine minutes from
Leeston. This bushy site sits right
beside the Selwyn River and kids
will love exploring the river.
It has new toilet facilities, a
BBQ area, a sink for washing
dishes, picnic tables and even a
sheltered picnic spot, as well as
rubbish and recycling. It is not
suitable for large vehicles (ie. a
huge campervan or bus) as the
turnaround areas are tight. (try
Coes Ford if you have a large
vehicle)
The Coes Ford Recreation Reserve
is on The Lake Road, just 10
minutes from Lincoln. Its riverside
location makes it for kids to cool
off in the summer.
There are several camping
areas at Coes Ford, so it’s the
best choice if you have a group
of families who want to travel
together.
If you enjoy the lake and are a
family of watersport lovers, then a
top spot is Lakeside Domain, just
8 minutes from Leeston, on a little
peninsula beside Lake Ellesmere.
It is the ideal sport for jetboating,
water-skiing, kayaking,
paddleboarding and even taking
that old dinghy out for a spin.
There is a boat ramp here right
on site.
The campground facilities include
flushing toilets, cold showers and
picnic tables. It is a dog-friendly
site where your pooch is allowed
off lead if they are under control.
Among other stops, there are
Department of Conservation sites
providing cheap campsites in
incredibly scenic places.
The catch is, because these places
are super budget-friendly, they do
not have many facilities. Most have
toilets and water, but no showers
or electricity. For these campsites,
you will need to bring your own
cookers or plan to eat out. A
battery pack for your cellphone is
also a good idea.
The Rakaia Huts Campground is
located on the northern side of the
Rakaia River mouth, 20 minutes
off State Highway 1 at Bankside.
fishing and whitebaiters so if your
budget-friendly option. The well
kitted out kitchen has an oven to
cook your fish, as well as fridge
and freezer facilities if you wish to
take some home with you.
The Glentunnel Holiday Park is a
beautiful park-like campsite that
sits beside the Selwyn River. There
is a great swimming hole with a
rope swing, perfect for creating
summer holiday memories. They
have a children's playground and
access to the next-door school
pool over the school holidays so a
great wee place for kids.
Just 45 minutes from Christchurch
Airport and close to the local
township of Darfield, it is a great
central spot to explore Canterbury.
Rolleston’s Newest Shopping, Restaurants and Bar Precinct
MaRKhaM JUNCtioN 57–61 TENNYSON STREET, ROLLESTON
Stage 3 of the Markham Junction
development is a whopping 2200
square metres—it’s the size of
stage 1 & 2 combined. It will run
right up Tennyson Street to be
neighbours
with Bin
Inn; it’ll stop
opposite the
community
centre and
new library.
Careful
consideration
was given to
the existing
properties on
site and all five will be relocated
to south Canterbury and
repurposed.
If you’re wondering who’s
moving in, scouting for tenants
is currently underway but it’s
likely that we’ll be seeing the
likes of a micro-brewery (which
will certainly be popular), a Thai/
Vietnamese/Malaysian dine-in
restaurant, an Italian dine-in
restaurant has expressed interest,
Stage 3 is a showstopper
four small format retail outlets
providing a good mix of tastes
and services (think burgers, pizza,
fish & chips, butcher), and a stateof-the-art
gym (who already
has other successful
and established
locations). The final
site is yet to be
confirmed but given
its huge size will
likely attract some
exciting options for
locals. A second
storey commercial
space was
considered but
research indicated it
wouldn’t be successful,
plus it would be
counterproductive to
the provided parking
facilities. There will be
a carwash located in
the carpark, likely to
provide a groom-whileyou-shop
experience.
And with the modern
world moving towards
more use of electric vehicles,
it’s also possible that charging
stations will be made available for
residents.
The developers have been
working alongside Selwyn District
Council to ensure a good crosssection
of opportunities are made
available, and that it aligns with
the Council’s plan for Rolleston.
You can expect construction to
start sometime in August, with
a planned opening around June
Fostering creativity
in Selwyn
The Selwyn Creative Network
is a registered charity located
in the Selwyn District. The local
organisation provides support
to creative individuals, groups
and organisations. The vision of
the Selwyn Creative Network is
a continuation of what the arts
community had fostered in Selwyn
before the Covid-19 pandemic.
In response to the pandemic,
the Selwyn Creative Network
has adapted to ensure the
wider Selwyn arts community is
supported in many different ways.
The Selwyn Creative Network was
founded by Rachael Inch to extend
her passion for the arts and its
accessibility to the community.
With an extensive background
in the arts, community and
business she has built the
organisation up to empower local
creative individuals, groups and
organisations.
Providing opportunities to local
creatives is the charity’s key focus.
But the Selwyn Creative Network
also strives to ensure diversity,
with empathy and inclusion at the
core of everything they do. The
network is accessible through
many different outlets. Their dayto-day
operations include pointing
people in the right direction for
classes and/or courses. It also
includes garnering community
support for events, initiatives
and projects as well as providing
advice for creative individuals
and groups. The Selwyn Creative
Network is here to offer support
for your creative endeavours.
By placing a metaphorical cloak
around creatives, they ensure that
locals feel supported and safe. For
ANIMAL CARE
selwyn district residents' guide 2021
Lost a pet? What
should you do?
Selwyn is a district of animal lovers and
owners. When a pet goes missing, we find it
distressing – it’s devastating, but there are
things you can do to get your pet back home as
soon as possible. Similarly there are things you
can do to help an animal that you have found
find its way back home again.
Be prepared; create pet identity kits for all
your pets
Make sure you have several photographs of
your pet from different angles. Create a record
of its name, age, breed, sex, neutered or not,
microchip number, any distinguishing marks,
etc. In fact, anything that may help to identify
your pet should it go missing.
Microchip your pet
If you own a cat, dog or rabbit, get it
microchipped. People who find lost pets are
often urged to take them to the local vet where
they can be scanned for a microchip number,
which usually will lead to the owners’ contact
details.
Register your dog
All dogs over the age of three months must
be registered with the Selwyn District Council.
Making sure your dog is wearing a collar with
its registered tag will help it be reunited with
you quickly.
Call your local vet
Call your local vet to check if your pet is there
– it may have been injured or taken in to be
scanned for a microchip.
Check your local pound
If your dog has gone missing, give your local
pound a call or visit: https://www.selwyn.
govt.nz/services/dogs-And-animals/dogs/
adoptable-dogs
Create a flyer
Using the info in your identifying kit, create
mini lost pet flyers and drop them into your
neighbours’ letterboxes. If your cat has gone
missing, ask them to check their sheds and
garages. Provide easy ways for people to
contact you.
Embrace social media and Trademe
Post information about your lost pet on your
local Facebook pages and check/create a
listing on Trademe. There are plenty of animal
lovers willing to help reunite your pet with you
again.
Post lost and found pets on www.lostpet.co.nz
This is a national database, highly
recommended by NZSPCA.
The more you can do before your pet goes
missing i.e, microchipping and creating an
identity kit, the easier it will be to be reunited
with your missing pet.

where dogs can exercised off
the leash however they must
be under control at all times,
however remember that dogs are
not allowed on Department of
Conservation land.
Why we love our
pets
Connection
Pets give us a reason to connect
with other people, whether online
sharing similar or funny animal
stories or simply saying hello to
others when out walking the dog.
Animal lovers love to talk about
their pets.
Keep fit
Getting outside with your dog,
riding your horse or even
gardening with the cat, animals
encourage us to be outside which
helps contribute to our fitness and
overall wellbeing.
Feel better
Animals help lift our mood
and happiness by giving
us unconditional love and
companionship. Spending time
with them not only brings pleasure
but also the feeling of being
needed.
Teach kindness
Children learn from a young age
to show kindness, respect and
responsibility while caring for
animals.
Live longer
Studies show that owning a cat
or dog may help older people live
longer by giving them a reason to
get up each morning and provide
daily companionship.
Selwyn District dog park rules
Recovery
Reconnect
Project
An innovative project to reconnect people
with the environment and get people thinking
differently about waste is underway at the
Pines Resource Recovery Park.
The Reconnect Project kicked off in 2019 and
encourages waste minimisation in a number of
innovative ways.
This includes developing a reuse shop and
salvage materials yard, creating an education
centre, a garden hub, extracting materials
from the waste stream, and providing spaces
where waste products and materials can be
repurposed or upcycled, rather than landfilled.
The staged project is taking place over the next
three years with the first stage now completed.
This included the civil works and relocated
recycling area under a new canopy. Features of
the first stage include 5600m2 of Plastiphalt ®
from Fulton Hogan.
This will be followed by a reuse shop, salvage
materials yard and an education centre, which
will be an interesting, interactive and fun space
for people of all ages to visit and learn about
waste and waste minimisation.
The third stage of the project includes a series
of micro enterprise units for making products
out of waste materials. The plan is to work
with the community on the makeup of these
units, which may include units for wood, metal,
fabric and textiles, and possibly one for a
maker space or tool lendery.
The final stage will be a multi-purpose waste
hub and landscape supplies yard.
DO YOUR BIT FOR THE PLANET
Introduce non-toxic cleaning products into
your home that can be made from scratch,
cost less, reduce waste and the number of
household chemicals.
To start there are several key ingredients,
for example, baking soda with its proven
virus-killing abilities that also effectively
cleans, deodorises, brightens and cuts
through grease and grime.
Castile soap, made from plant oils with no
chemical detergents or animal products,
is basic and also cuts through grease and
grime.
Essential oils have naturally occurring plant
compounds to add scent to your cleaning
products particularly if you don’t like the
smell of vinegar. Natural lemon juice
annihilates mildew and mould, cuts through
grease and shines hard surfaces – and
also smells great. And olive oil is not only
good for you but cooking oil also works as a
cleaner and polisher. Thanks to its acidity,
vinegar is nothing short of a cleaning
miracle and effectively eliminates soap
scum, grease and grime. Combinations
of these ingredients in a spray bottle can
create a range of non-toxic cleaners for
every part of your home and can often be
used in multiple places.
For a heavy-duty toilet scrub that cleans
and deodorises, pour ½ cup of baking soda
and about 10 drops of tea tree essential
oil into the toilet. Add ¼ cup of vinegar to
the bowl and scrub away while the mixture
fizzes. To get rid of mildew in a shower,
spray pure white vinegar on the area, let it
sit for at least 30 minutes and then rinse
with warm water.
A homemade disinfectant can be made
with two cups of water, three tablespoons
of liquid soap, and 20-30 drops of tea tree
oil. As an option for bleach, mix ½ cup
baking soda, 1 teaspoon castile soap, and
½ teaspoon hydrogen peroxide. Use a cloth
to apply the mixture to a wet surface, scrub,
and then rinse thoroughly.
For more options, there is plenty of
information online about how to make
this year’s spring clean easier on the
environment and on the wallet.

Envirotown promotes
sustainability
Lincoln Community
Garden.
Lincoln is home to an Envirotown Trust that
works with the local Selwyn community
to promote its long-term environmental
sustainability and community engagement.
Envirotown projects include a community
garden. Food is grown and shared at the
garden and provides a friendly knowledgesharing
space with demonstrations and
workshops.
Restoring Mahoe Reserve to a healthy
indigenous ecosystem is overseen by the
Lincoln Envirotown Trust. Located on Boundary
Road, the project was started in 2002 by Year
9 students and more than 7000 native trees,
grasses and shrubs have been planted.
Predator Free Selwyn is another Lincoln
Envirotown project. A Trap Library has been
established so that everyone can be involved
in trapping at home. The library provides
full instructions along with health and safety
advice.
The Selwyn Timebank was established
to strengthen communities by creating
opportunities for people to meet their
neighbours and pool their resources and
skills. Timebanks trade in time credits rather
than money, recognising that the community
is strengthened when neighbours help one
another.
Encouraging responsible
business practices
The Selwyn Responsible Business Network
was set up by Envirotown to help Selwyn
organisations examine the social and
environmental consequences of their activities
and provide support for this. The network
offers an awards scheme that sees businesses
recognised for their efforts to be sustainable
and support the community.
Envirotown is joined every year by Waterwatch,
Wai Kaitiaki, to test the water in the Liffey
Stream in Lincoln, an event that is organised
for three school levels each looking at different
aspects of the river environment.
Another annual event is the Kim Hill “Hot
Topic” – a public panel discussion relating to
an important environmental issue hosted by
the radio personality. This always draws a big
audience who put questions to the panel.
Residents are urged to look out for the many
other events such as the Kidsfest Craft Day
of craft and science activities relating to an
environmental theme; the Focus for Future
environmental film competition; a Waste Art
competition; documentary films; repair cafes
and clothes swaps.
Envirotown projects and events, visit www.
A jewel in
Selwyn’s Crown
Otahuna Lodge is a jewel in the Selwyn
district’s crown and was built in 1895 for Sir
Heaton Rhodes, a high-profile pioneer of
Canterbury, and his wife Jessie.
The name Otahuna is Maori and popularly
translates as “little hill among the hills.” The
extensive gardens were laid out by a gardener
who trained at Kew Gardens and features
many different features.
The Dutch Garden is filled with densely
planted, colourful flowers filled with amazing
scents - lavender, pine, daphne, viburnum,
lemonwood, mock orange blossom and
boxwood among others along with the sound of
bird song.
More British in design, Otahuna’s great lawn
slopes down to the ornamental lake which is
crossed by three bridges linking the famous
daffodil lawn with the lodge’s forest. Many a
garden party has been hosted on these lawns
surrounded by majestic oaks, cedars, wattles
and poplars. Hidden paths and intimate walks
feature throughout the gardens winding
their way through the gardens and rambling
woodlands where you’ll find fantails, bellbirds,
and wood pigeons. Rhododendron gardens
form the basis of the woods and many old
specimens now exhibit their showy blooms at
canopy height.
There is also a sunny games lawn where
guests can play croquet or petanque and a
fully fenced swimming pool.
Private guided garden tours of the estate are
available by prior reservation.
Otahuna Lodge’s hosts have recently
introduced some new accommodation and
dining packages to attract local patronage to
the lodge, following in the steps of their royal
and celebrity guests offering private dining,
overnight stays and packages for 10 guests.
dinner or accommodation packages or to find
PRESCHOOL
Selwyn creates
opportunities for
independent learners
Families are spoilt for choice
when it comes to preschools and
childcare in the Selwyn district.
While new subdivisions are
developing at a fast rate, new
facilities are being built to meet
the demand.
Whether seeking home-based
care or wanting your child to
experience the company of
others, Selwyn has a wide range
of facilities available including
play centres, kindergartens,
preschools, some also offering
before and after school
programmes.
Childcare centres in Selwyn are
united in their commitment to
cultivate each child’s natural love
of learning and inquisitiveness,
fostering a positive attitude to
lifelong learning in the children
trusted to their care.
Centres follow the Te Whãriki
New Zealand early childhood
curriculum with some
emphasising the Montessori
or Reggio Emilia approaches.
Under the Te Whãriki curriculum,
partnerships are formed between
teachers, parents and families so
all facets of a child’s world are
embraced with a holistic approach
taken to their care and learning
The precious time in children’s
lives before attending school is
one of curiosity and exploration.
Their minds are like sponges as
they look at the world with eyes
of wonder, eager little hands
stretched out to touch and learn.
The preschool and kindergarten
environment allows children to
acquire vital skills, developed
by being around other children
their age. To listen to others and
express their own ideas, make
friends, share, interact with other
children and become accountable
for their actions.
Learning and play activities in
preschool and kindergarten
encourages children’s natural
curiosity to explore, develops
their creativity and prepares them
for the challenges of elementary
school.
Library sessions
for under-fives
Selwyn Libraries offers a range
of interactive sessions for
under-fives including Babytime,
Rhymetime, and Storytime. Check
sessions are on at your local
Toy Libraries
Toy libraries offer a wide range
of toys appropriate for children
at different stages in their
development and provide children
with new toys every week or two,
saving parents money and keeping
children from getting bored.
EDUCATION -
selwyn district residents' guide 2021 47
high school
Rolleston’s planned new high school
The Ministry of Education (MoE) has engaged
with the community regarding the educational
needs (given the population growth) in the
area. The findings are that there were two
preferred options: a new state secondary
school. The second preferred option was a
second campus of Rolleston College separated
by student age – with separate campuses for
junior and senior students. A second round
of engagement with the community occurred
in March 2021, about where the likely site
would be and a potential home zone (for a
new school). Rolleston College also presented
their views on what it would look like if a
two-campus option were to go ahead. Formal
consultation with the community on their
preferred option for secondary provision in
Rolleston has now finished and a report is
being prepared for the Minister of Education to
consider and make a recommendation on the
secondary provision for Rolleston.
Education projects across
Selwyn
The MoE has been working closely with
Rolleston College and construction for the
second phase of their build will begin later
this year creating space for 700 extra students,
plus an expansion of the College’s existing
gym. Construction of a new primary school Te
Rõhutu Whio has started and will cater for an
initial roll of 450, with the capacity to expand
to 750. The new school will also include a
bilingual unit and is expected to open in 2022.
Lemonwood Grove School is also mid-design
and delivery of four additional teaching spaces.
These will increase the school’s capacity
from 400 to 750 students, and it’s expected
the expanded school will be operational later
this year. Burnham School presented the new
concept plans for their redevelopment to their
community including refurbishment of their
current learning spaces.
New projects for Darfield
High School
New Principal Andy England says Darfield
High School had a great start to the year. 2020
NCEA results were impressive and, with a
settled roll of around 750 students from Year
7 to 13, they were thrilled to celebrate so
many NCEA endorsements. By term 3, visitors
will have a new reception and students will
have new classroom spaces for English and
Languages. Building projects are being refined
for the next three years with the maths area
and hall in line for refurbishments.
Springfield St Peters
Mary Anne Phillips’ grave.
Early pioneers at peace
One of the earliest recorded and oldest known
graves in the Selwyn district is at Rockwood
Station. Here Mary Ann Phillips is buried –
the grave dating back to 1869. Mary and her
husband, Henry Phillips, arrived in Canterbury
on one of the first four ships in December,
1850. The graves also include Henry who died
in 1877, along with his sons, James and Henry.
Other cemeteries in Selwyn date back to the
early 1870s and include the names of wellknown
early pioneers who helped settle the
district.
Take a self-guided
cemetery tour
A wander around a cemetery provides
historical context of the cemetery, the people
buried and the local area. Whether you’re out
walking the dog, searching for ancestors or
making it a family outing, here are some things
you can do to create an interesting and fun
cemetery visit.
• Research the history of the cemetery and its
area surrounding community before you head
off to explore
• You may also want to download or print off
a map of the cemetery – check out the local
council’s website for maps
• Take a camera, notebook and pen if you are
looking for your ancestors’ graves
• If you have children, give them a list of
graves to find i.e. the oldest grave, the person
who lived the longest, or make stone rubbings
from the oldest graves using paper and
crayons
• If you have time, pull some weeds around the
old graves.

The $15 million Health Hub on Norman Kirk Drive
(CDHB) on board as a key tenant
The building will house a Primary Birthing Unit and
Pacific Radiology has also signed up as a key tenant,
while there is interest from a number of other health
services keen to move into the building in 2021 and
Construction on the Health Hub began in late 2019
and was ready for tenants to begin fitting out the
building with their specialist requirements from mid-
200 Dunns Crossing Road,
Rolleston
Choosing a retirement home
that suits your needs is not easy
as there are so many factors to
take into account. As the Selwyn
district grows there are many local
options available.
Retirement villages offer many
benefits such as security,
companionship and healthcare.
There may be a hairdresser onsite,
meals can be ordered and
delivered to your doorstep and
cleaners hired by the village can
come to you.
Everything in one
place
Onsite facilities can include a
lounge, dining area, office spaces,
a gym and swimming pools
and there are frequent outings,
activities and clubs that are
optional.
Healthcare services at retirement
villages differ. Some have
hospital and/or dementia care
on-site. Many have visiting health
professionals including nurses,
physiotherapists, podiatrists and
occupational therapists.
Feeling secure in your home
is important for everyone and
most retirement villages have
some sort of security on-site,
whether it is a security guard or
cameras and security lighting.
Most retirement villages have
emergency call buttons in every
home and common area, which
are monitored by trained first
responders.
Finally, imagine living somewhere
where you do not need to worry
about maintenance, climbing
up ladders to clean the gutters,
mowing the lawns or fixing that
shelving that is not secure. And by
bringing all your own furniture it
is easy to turn your new digs into
your new home.
How it works
The financial side of moving to a
retirement home is complicated.
Instead of purchasing the unit, you
are buying the right to occupy it
and to use the village’s facilities
and services.
On top of the initial price, a
deferred management fee is
deducted by the village and
is usually a percentage of the
purchase price multiplied by the
number of years of occupancy. It is
typically capped at between 20-30
per cent accruing over three to five
years. This will differ depending
on the village.
Residents also pay a fee for
outgoings such as power and
rates. In some villages, this fee
will need to be paid until the
resident’s unit is reoccupied.
Get independent
legal advice
The Retirement Villages Act 2003
protects the residents and also
requires all retirement villages
to be registered. Under the
act, an intending resident must
receive independent legal advice
from a lawyer before signing an
Occupation Right Agreement
(ORA).
Moving into a retirement home for
many is a lifestyle choice rather
than an investment opportunity so
it pays to look around and decide
what options suit your needs the
best.
Fun, Friendship and
Fellowship in Retirement
Catering for the older citizens in the community,
Probus offers a huge range of benefits for its
members. Probus clubs meeting monthly and
provide new experiences and friendships for retirees
and semi-retirees. Outings between meetings mean
club members can catch up and share activities and
adventures. Bus trips are often planned throughout
the year for those who love to travel and explore
New Zealand with fellow members. Many Probus
clubs also offer interest groups for members to take
part in such as walking, travel, photography, crafts,
cuisine, crafts and books clubs.
The Probus movement began in the United Kingdom
in 1965 and was formed to be purely social and
instructive. The first Probus Club in the South Pacific
region was formed in New Zealand in 1974 and was
sponsored by the Rotary Club of Paraparaumu. Since
then Probus has grown exponentially and continues
to follow its philosophy of ‘Fun, Friendship and
Fellowship’.
Selwyn currently has four Probus groups and new
members are welcome at all times. To find out more
54 MOTORING
selwyn district residents' guide 2021
MOTORING
IN SELWYN
The motoring needs of locals are well catered
for and whether it’s a service, repair, vehicle
inspection or new tyres, there are a large
number of local businesses who can service
your vehicle and cater to specific motoring
requirements.
Throughout Selwyn there is vast network of
roading, over 900 roads, connecting towns
and country settlements. This includes four
state highways – State Highway 1, which
connects Templeton to Rakaia; State Highway
73, The Great Alpine Highway, which connects
Yaldhurst to the Otira Gorge in the Southern
Alps; State Highway 75 which connects
Halswell to Little River; and State Highway 77,
which connects Darfield to the Rakaia Gorge.
These are maintained by the New Zealand
Transport Agency.
Selwyn District Council is responsible for
the remaining public roads, streets, bridges
and footpaths, totalling in 1520 kilometres
of sealed roads, 1130 kilometres of unsealed
roads, 98 bridges and 385 kilometres of
footpaths , plus 27 kilometres of cycleways.
Basic car safety
Driving on Selwyn roads year round can be an
enjoyable activity, however by making sure
your car is in a safe and roadworthy condition
with a current rego and WoF, means it will also
be a safer activity for everyone on the road.
So whether driving daily to work or planning a
long road trip, make sure to:
• Check your tyres regularly ; check you have
adequate tyre tread needed for safe driving
• Drive to the road conditions – watch for icy
roads in winter and spring
• Watch for potholes and avoid if possible –
use the snap, send, solve app to report to your
local council
• Take extra care while driving on dark, unlit
rural roads, which can make driving difficult,
especially in bad weather
• Keep your fuel tank topped up
• Leave early and allow extra time in case of
congestion, bad weather or delays.
• Enjoy the drive rather than passive
aggressive tailgating to get other drivers to
drive faster.
• Pack sunglasses and water for the trip.
Watch for driver fatigue in yourself and other
road users.
• Take care when passing cyclists, pedestrians
and horses. Look out for them and share the
road.
• Be courteous and kind. Everyone wants to
get to their destination as safely as possible.
Not everyone knows what they need to be doing to take care of their vehicles
properly. Many people simply forget to book a service, and because a quality
service can be expensive others think that to save money, they’ll skip servicing
altogether. That’s the worst thing you can do—and it can be costly.
Organise a service schedule
Servicing isn’t just changing the oil and getting new filters. Your car needs a
proper look-over by trained professionals experienced with modern on-board
computers and emissions gears. Servicing includes all preventative maintenance
pieces: changing oil, checking lights, tyres, exhaust, steering and others that, if
left unchecked, can be costly. Regular clients at Rolleston Diesels and Petrols
often plan a servicing schedule, including all necessary options and advice on the
best solution. A service schedule can cut day-to-day running costs, improve fuel
efficiency, and reduce general wear and tear.
Experts who guarantee their workmanship
Rolleston Diesels and Petrols are experts in mechanics. You can book in for
trucks, cars, servicing, fleet work, boats, brakes, wheel alignments, suspension
work, batteries, cambelts and WOF’s; they work with clients from all over
Christchurch and Selwyn. You’ll get an honest and reliable service—and they
100% guarantee their workmanship. If you want to know how they can help, or
Kirwee - Colonel De Renzie
James Brett - Memorial noted
for his role in bringing irrigation.
The Central Plains Water Enhancement
Scheme (CPWL) is the largest irrigation
scheme in the South Island, valued at an
estimated $422m.
CPWL is a co-operative of 380 farmer
shareholders, managed by a staff of 15, plus
contractors.
The water storage and irrigation network
was built progressively - in Stage 1 and 2
and finally around Sheffield – using runof-river
water from both the Rakaia and
Waimakariri rivers supported by stored
water from Lake Coleridge.
The scheme currently supplies irrigation
from the top of the plains to nearer
Christchurch, covering a ‘command area’
of 45,000 hectares with the consented
potential to deliver sustainable irrigation to
63,000ha of land between the Rakaia and
Waimakariri Rivers.
CPWL team manage all aspects of the
business's round-the-clock, daily scheme
operations including water delivery,
storage, repairs and maintenance, resource
consents, nutrient management, health and
safety and emergency response capabilities,
business operations including finance, legal
and communications.
The scheme company works closely with
irrigators and local regulators to ensure
all aspects of the scheme and its operation
comply with our resource consents.
Assistance includes providing customers
with preparation and maintenance of farm
environment plans, which CPWL audits
A water
scheme for the
generations
regularly.
Research undertaken by Agribusiness
and Economics Research Unit at Lincoln
University investigated the rural sector’s
contribution to the economy of Christchurch
city.
The research found that changes in rural
sector infrastructure, particularly extensive
irrigation development and associated
land-use changes, have had significant
flow-on effects on the city’s economy. The
total impact, either directly or indirectly,
has contributed to more than 4,000 fulltime
jobs in the city that were associated
with economic activity generated by
farm expenditure from the Selwyn and
Waimakariri Districts.
Economic benefits included an estimated
$592m in increased agricultural output
per annum from the irrigated area of the
Scheme.
The scheme also created long- term
employment for staff on farms for which a
land use has changed to higher-value uses
and a boost for the supply of raw materials
to food processing facilities such as
Fonterra, McCains, Watties and Synlait.
Irrigation itself also creates opportunities
for alternative crop and food production.
Environmentally, CPWL has led to a 66%
reduction in groundwater-take for irrigation.
The catchment was previously overallocated
within the scheme’s command
area.
Rosemerryn
braces for
new release
Rosemerryn.
The Rosemerryn development in Lincoln is
currently sold out (like most of Selwyn and
Christchurch) but they are working on the
release of further stages in the development.
The back half of 2020 saw demand for 500m²
to 1000m² sections with very little pushback on
asking prices. There’s a good mix of owneroccupied
and investment buyers with location
determining who ends up where. Nathan
Collett from Bayleys said, “Most buyers want to
capitalise on low-interest rates and the great
value that Canterbury offers—like a house and
land package for around $600,000.”
The future of home
building is positive
Covid-19 has seen many Kiwi’s returning home
from overseas and Selwyn is a highly desirable
area for all building types. Evan Beker,
Regional Partner for Generation Homes says,
“There’s plenty of first-home owners, those
looking to upgrade, young, and established—
they’re all looking to spend money they might
otherwise have spent on overseas travel.”
Most available land is currently sold out and
new releases are sold within hours. They’re
seeing more architectural builds than ever
with external features such as different
claddings, interior features focusing on new
trends in bathrooms and kitchens—and people
want to add their own touch. New land is
coming, but there’s a long waitlist and the
price varies by location and subdivision. Keep
an eye out for the new Generation Homes show
home in Rosemerryn, Lincoln.
Unprecedented building
times
Jon Sanders from Today Homes says, “Once
regional infrastructure completes, and more
land is released—we’re in for a big ride in
the next 3-4 years.” The recent housing
package announcement is pushing more
people, including investors, into building— and
Canterbury has the most proposed land to
continue with. Most home build companies
can’t keep up with the land demand right
now despite more enquiries than ever. The
market is dominated by first-home buyers
and investors, some signing up 12-18 months
in advance of resource consent. Databases
full of people ready to build are waiting on the
10,000+ sections waiting on council approval.
Shortage of sections is
the main issue
Despite a price correction that’s currently
taking place, Geoff Bouterey from Green
Homes said,” Investors and first-home buyers
are taking advantage of the value in Selwyn.
Once more land is released it’ll get snapped
up—fast.” Christchurch is seeing good growth,
helped by great facilities and improved
infrastructure, so it’s no surprise that sections
in places like Rolleston are now $40-50k more.
And when buyers do get their hands on land,
they’re looking to build homes with a smaller
carbon footprint that are better quality, more
energy-efficient, warmer, and healthier to live
in. Features like more insulation, ducted air
and underfloor heating are popular, along with
Low-e glass to reduce heat loss and cut back
UV light that damages soft furnishings. And
high ceilings and doorways, for better heat
flow, are becoming the norm.
Hot property in Selwyn
Right now, buyers wanting property in Selwyn
will take whatever they can get their hands
on, says Property Brokers Branch Manager
Tony Quale. Three bedroom/three bathroom
homes are in demand, but listings are low.
Buyer activity is strong with communities like
Kirwee and Darfield growing, as sections are
sold off in large quantities. However there
hasn’t been much shift of investors offloading
property amidst the recent government
housing package. Things are looking good
for the future; as infrastructures such as the
new Tennyson Street, library and community
spaces, and sports facilities complete,
employment opportunities will increase and
Selwyn will grow into a thriving metropolis.
Rolleston
Tried buying a home in Rolleston lately?
Demand is fierce! Buyers are coming from
outside the region for the desirable and
affordable Selwyn lifestyle. Jobs, motorway
access to Christchurch city and flexible
working arrangements mean vendors are
seeing 10-20 groups through every open home.
Sue Robinson from REMAX Real Estate says,
“Everything is hot; established homes are
the oasis people want. We’re seeing offers
well over the asking price.” Some are buying
to develop, and first-home buyers want that
country feel and community atmosphere. If
you’re thinking of downsizing, now is a great
time to make your move and benefit from extra
capital earnings.
What’s hot? Homes with established
landscaping.
Leeston
Leeston is seeing the same challenges
as wider-Selwyn, in that demand is far
outweighing supply. Matson and Allan Real
Estate agent Stephan Knowler says, “Lifestyle
sections are popular but there’s just never
enough of them available for sale. Residential
homes are seeing big open home groups and
multiple buyer offers—it’s a great time to be
selling, especially if you’re downsizing.”
Buyers are coming from outside the area as
employment opportunities rise and flexible
working eases the pressure to be city-based.
Sections and commercial property for sale
are increasingly rare. The lack of available
sections has pushed up the value of existing
residential homes by around $100,000
in the last 12 months (for a standard 4
bed/2bath/2car on around 700 square metres).
What’s hot? Anything priced affordable for
first-home buyers.
Lincoln
Harcourts branch manager Jason Wills
says Lincoln continues to be busy with all
categories showing keen interest from buyers.
The median sale price is up 17% from last year
with an average 37 ‘days on market’.
Harcourts recently sold a dairy farm, which
was one of the first in the area for close to two
years. The company also sold a commercial
lot on Gerald St, all with multiple buyers.
Residential property is strong right now with
auction the preferred method of sale. Agents
have multiple buyers but there aren’t enough
properties to satisfy demand.
What’s hot? Lifestyle blocks 5-10 acres, and
4-bed/2-bath homes.
Word of mouth
Talk to friends and family who
have used agents and ask if they
would recommend them and
why. You’ll most likely get honest
feedback on whether they had a
good or bad experience.
Check out which agents specialise
in your location
Find out who is selling what
in your area and keep track of
their sales, and how long their
properties take to sell. Or do
they get taken off the market and
relisted by another company?
Mystery shop open homes
Before you decide, visit potential
agents at their open homes.
Engage with them, and observe
their selling techniques. Are they
helpful, positive, knowledgeable,
and welcoming or are they
indifferent or rude to potential
buyers? Also do they follow up
after your visit? These are things
you’ll want your agent to do in a
professional, courteous manner,
while representing your home.
Ask questions – find out if they
have done their homework on the
home.
Short-list potential agents
Create a short list of at least three
potential agents, and then give
each one a call and chat to them
about your home. Ask how many
potential prospects they have on
their list.
Get an appraisal
Ask three different real estate
businesses to give you an
appraisel. The results may vary,
so make sure that the agent
can justify the figure they are
presenting to you. Check the
appraisal figure against other
local sales and listen to the
reasons for their appraisal figure
Getting the best price
Remember, this is your home
and naturally you want the best
possible outcome. Ask questions
about their selling technique, how
it will be sold – auction, tender, by
negotiation, etc? Ask about their
advertising strategy – is there a
cost involved; will there be any
open homes and how often? If you
are not sure about anything, just
ask.
Preparing to sell
Ask agents what services they
can offer to help prepare your
home for sale – this may include
a property/home stylist and/or
a photographer. Make sure you
understand any additional costs
involved.
Before you sign
Make sure you understand the
real estate’s engagement terms
you are agreeing to, how long
the agreement is for, and the
commission you are happy to pay
your agent if the property sells.
If in doubt, ask your solicitor or a
knowledgeable friend or colleague
to help you.
Trust your instinct
If you have an uneasy feeling
about an agent, then don’t ignore
your gut instinct. Take a step
back, especially if you are feeling
pressured, and think it through
before deciding. It’s your home
and your decision. Take your
time to find an agent that you
feel comfortable with and who is
right for you – your home will sell
faster, with less stress and for the
best price.
