Lincoln South hearing: Land shortage
fuels unprecedented price escalation

supply.
The hearing for the Plan
Change 69 zone change
application opened this week at
Tai Tapu Community Centre.
It is scheduled to run until
Friday. About 55 people are to be
heard.
The first of these on Monday
morning was Carter Group director
Tim Carter and supporters
giving expert evidence, including
real estate agent Chris Jones and
registered valuer Gary Sellars.
Jones and Sellars painted a
picture of the urgency of the
development in the face of high
demand for sections and little
supply, which had led to an unprecedented
escalation in prices.
“While the high demand for
residential sections is evident
throughout Greater Christchurch,
the market in Lincoln is
particularly frantic,” Jones said.
He added that it was “practically
impossible” to buy a section
in Lincoln. He believed it was

only a matter of time before the
average house and land package
in the township would be about
$1 million, as had happened in
Halswell.
“If the rezoning of sites is put
off any longer, there will be a
window of no residential purchasing
in Lincoln, which will
lead to existing prices sky rocketing
higher than they already
are,” Jones said.
Sellars gave an indication of
just how high those prices had
sky rocketed. While there had
been a regular upward trend
in the average sale price since
2011, in the last 12 months the
growth had been exponential. It
went from $238,334 last year to
$520,000 this year, so was well in
excess of 100 per cent.
“From my experience, it is
preferable there is always an
oversupply of appropriately
zoned land, so that the market
can determine when and if
it is developed into sections
dependent upon demand,”
Sellars said.
Carter also spoke about the
major shortage of sections. He
said that Carter Group had recently
gone back into residential
development in response. It had
since been “inundated” with
requests from people wanting
to secure land on which to build
their homes.
He said Selwyn was the only
district in Canterbury that had
ample land to provide for ongoing
growth opportunities. When
looking for land to develop, the
company sought large blocks
adjoining urban environments
that could be developed in a
comprehensive way.
“In our view, the Plan Change
69 site is unique in that it is a very
logical extension of the Lincoln
township. This, combined with
physical features of this site, will
make it a very appealing and high
quality human environment.”
In addition to PC69,
Carter Group was pursuing Plan
Change 73, to rezone 160ha of
land in Rolleston to enable about
2100 sections. A decision on
PC73 is expected by the end of
the year, he said.

Sheds lost in fire: ‘Hedge

“FIRE, FIRE,” came the call
from Danny Morris’ son. Morris
ran outside, and within minutes
he was fighting to save his home.
The fierce blaze on a lifestyle
block near Lincoln is believed to
have started from a home-made
barbecue, which Morris had lit
to celebrate his son Zechariah’s
eighth birthday.
People at the scene frantically
got vehicles out of the way as
explosions rattled around them.
Eight fire appliances and crews
attended. A work shed and a
farm shed were destroyed, along
with a tractor, caravan, van,
forklift and car.
Morris lost about $30,000 of
vehicles and equipment stored
in the work shed. He was not
insured. However, when he considers
the ferocity and speed of
the blaze, he feels blessed.
“It would have gone up like a
blooming fire cracker,” he said of
the home, where he lives with his
wife and four children.
The reason it didn’t was due
to the “tremendous” work of
firefighters, and luck. He said
while the weatherboard villa’s
window exploded, paint blistered
and spouting melted, the fire did
not penetrate the wall near the
blaze as this area happened to be

inflammable fibrolite.
He said the ordeal began about
4pm on November 16 as he was
preparing to hold the birthday
barbecue outside. About 15min
after he lit a few pieces of gum
timber in a steel square wheelbarrow
and the flames quelled,
ready for him to put a steel grate
on top, he went inside to wash
his hands.
That was when he heard his
son yelling and he ran outside.
“I couldn’t even see the fire,
I thought he was joking, I was
about to tell him off,” Morris said.
But he soon saw what Zechariah
was looking at – flames
in a hedge about 5m away. He
believed wind, which had rapidly
come up, had all of a sudden carried
a spark to the hedge.
He cranked up a water blaster,
but the fire “just took off.”
“As I was fighting it, it was so
surreal, how the hell did we end
up here?” he said.
Passing motorists stopped to
help, while his wife, neighbours
and others phoned 111. As firefighters
got to work, he stayed at
the scene for a while, “watching
in disbelief.”
Morris said he was proud of
Zechariah for raising the alarm,
and moving his little two-yearold
brother as the family shifted
to safety.
Morris sells firewood and
makes furniture. The items lost
included woodworking gear, tree
cutting gear and machines, a
forklift, welders, and a small car
he was working on. They were
in the work shed on the lifestyle
block on Greenpark Rd, which
he and his family rented.
“I’m feeling pretty blessed,
I’ve got good people around, my
family is safe.”

was Kerry Cameron of
Springston. He leant a hand by
driving a car out of a driveway.

A couple of men managed to push
a horse float out of the way, but
could not start a tractor next to
a caravan, so both of these were
destroyed.
Lincoln chief fire officer Jeremy
Greenwood said the fire was
fanned by strong winds. It quickly
spread from the macrocarpa
hedge to the farm buildings and
came within 2m of the house.
“We managed to stop it spreading
to the house,” Greenwood
said.
Greenwood said the macrocarpa
hedge was “like a can of
petrol”.
Firefighters had the fire under
control within an hour and spent
four hours at the scene.

Charges laid
over alleged
pensioner attack

FOUR YOUTHS from
Christchurch have been charged
in relation to an alleged assault
on a Prebbleton pensioner in
January.
The teenagers have been
charged with unlawfully
taking a motor vehicle and
theft, while two of them are
also facing aggravated robbery
charges in connection with the
alleged assault on Birchs Rd.
They are being dealt with in
the Youth Court.
The victim, aged in his 70s,
heard a noise on his property
about 9.20pm and went outside
to find his shed being broken
into. A youth was holding a petrol
can. Three other youths ran
from the shed and the elderly
man was allegedly punched in
the eye.

Senior Constable Bruce Ward
said it had been good to see the
case result in charges following
good work from officers at the
Christchurch youth crime unit.
It had been a serious incident
and one which was rare for the
district.
“We don’t come across this
sort of offending very often at
all, especially in Selwyn,” Ward
said.

MORE THAN 1000 farmers
and supporters from throughout
Selwyn converged on
Christchurch on Sunday as the
nationwide Groundswell Mother
of All Protests got under way.
Hundreds of tractors, utes and
trucks formed a rolling convoy,
coming in from as far away as
Sheffield, via State Highway 73,
and as far away as Leeston, via
Rolleston, to Memorial Ave.
Sheffield farmer Derek Bull,
who co-organised the lobby
group’s first protest at Darfield
in July, said this time around
it was a “spectacular” show
of dissatisfaction with the
Government, with more people
than expected turning up. The
message had not been muddled
by inappropriate signs, or
factions hijacking it, as had been
reported from some other parts
of the country.
This meant that farmers’ message
came across loud and clear,
with signs on vehicles giving
a clear visual display against a
noisy backdrop of tooting of
horns and cheers from supporters.
Top of many of protestors’
minds was Three Waters,
while other issues included the
national policy on freshwater,
significant natural areas, the
national policy on indigenous

Zealand-wide problem. More and
more people are turning up and

Man faces
charges over
car crash

A 36-YEAR-OLD man from
Christchurch has been charged
following a car crash that injured
an elderly couple at Lincoln on
October 19.
A police spokesperson said the
man had been charged with operating
a vehicle carelessly, refusing
a request for a blood specimen
and driving while suspended.
He allegedly crashed his car
into that of the elderly Lincoln
couple as they drove on Gerald St
about 1pm. They were travelling
south when a motorist behind
them drove to the left of their
vehicle. The motorist then veered
right and hit their vehicle’s side
and front.
“Thank god for seat belts, they
saved us,” the Lincoln man told
the Selwyn Times after the crash.
He and his wife were taken
in and looked after by the crew
at the nearby Property Brokers,
before being taken to hospital
by ambulance. They received
bruising to their ribs and sternum
from the seat belts.
The alleged offender is
scheduled to appear in
Christchurch District Court on
December 15.

THE DISTRICT council is
worried the Government’s new
intensification housing plan will
bring unwelcome social and
infrastructure issues.
The district council has expressed
concern over the broad
approach of the Government’s
new housing intensification
rules, and the speed at which
they are being introduced.
“In our
submission we
have made it
really clear that
such a broadbrush
approach
to enabling
housing intensification
will not deliver
well-balanced
well-being
outcomes for present and future
generations,” Mayor Sam
Broughton said.
“While the Bill might help the
housing supply shortage it could
equally lead to an unwelcome
social and infrastructure issues,”
The district council supports
more housing for the growing
population, but has raised concerns
about the approach in its
submission made yesterday on
the Resource Management (Enabling
Housing Supply and other
matters) Amendment Bill.
The Bill, currently before
select committee, would allow
three homes of up to three
storeys high to be built without
a resource consent on most
residential areas in New Zealand
largest urban areas, including
Selwyn district, from August
next year.
The Bill is particularly relevant
to Selwyn, which continues to
be the fastest growing district in
the country, both in terms of the
total number of new residents

kauri
recognised
LINCOLN University Associate
Professor Dr Amanda Black’s
work to save threatened kauri
forests by understanding
important soil microbes is being
recognised by the Royal Society
Te Apārangi.
Black is co-director of Bioprotection
Aotearoa, and one of 11
researchers awarded Rutherford
Discovery Fellowships.
Her research entitled Genomes
to giants: Restoring resilient soil
ecosystems in kauri forests was
cited by the Royal Society Te
Apārangi.
“Microbes in soil – tiny living
forms that are found all around
us, too small to be seen by the
naked eye – have a big role to play
in making kauri trees dominant
in our forests,’’ Black said.
She said since European settlement,
kauri forests have been
significantly reduced, covering
less than four per cent of their
original pre-1800s land-range.
“Kauri are now threatened
with extinction through
the loss of vital elements in
soil such as nitrogen and
phosphorus with the extinction
of seabird populations, forest
fragmentation, and invasive plant
pathogens such as Phytophthora
agathidicida, the causative agent
of kauri dieback.”

Beating illness through tennis

Williamson studied
criminal law, and
worked as a probation
officer and recruitment
agent. Now the 33-yearold
has returned to a
sporting passion of her
childhood to become
a professional tennis
coach, which has
helped her fight off
a rare disease. Susan
Sandys reports
What are the highs and lows
of being a professional tennis
coach?
I’m region coach for Ellesmere
Tennis Association, coaching the
rep teams within the Ellesmere
region. I’m also head coach of
Prebbleton Tennis Club, Lincoln
Tennis Club and Ladbrooks
Tennis Club. I definitely love
working for myself. But there’s
always nights when it’s freezing
cold in the middle of winter,
and it’s eight o’clock at night,
and you are thinking: ‘Office
job nine to five would be quite
good right now.’ I don’t see (my
partner) Julian until nine o’clock
most nights. Mostly I teach kids,
aged five to 18, but adults on a
private basis. It’s really full on,
I have a whole new respect for
teachers. It’s so rewarding at the
same time. If the kids weren’t
enjoying it, I wouldn’t do it. I am
now working alongside Tennis
NZ which is a role I am really
passionate about, as a coach
developer. I go around different
regions teaching other coaches
or volunteers how to coach.
How did you start playing
tennis?
My dad owns a motorcycle
company, so I grew up riding
motorbikes. My parents did not
play tennis, but they took me
along to a holiday Have A Go
session at Prebbleton when I
was eight. I wore completely non
tennis clothes, and I had a silly
old racket from The Warehouse,
which nowadays I would
cringe at. I was wearing a black
flowery skirt, probably not even
sneakers.
Your passion for tennis took
off from there?
I joined up to local tennis
training sessions at my school,
Ladbrooks primary. The first rep
team I ever made was the under
12 girls team for Ellesmere. I
kept playing for Ladbrooks until
I was 13 and then I got asked to
play in the Ellesmere senior A
grade competition, so that was
with all adults. I was only 13 and
I started playing in the top grade
you can play in in Ellesmere.
You must have been the
youngest there at that time?
Yes, some of my mixed double
partners were 50, 60 years old,
so I learned a lot from them. I
matured as a player, through
learning tactics and tennis
etiquette, that you perhaps miss
when you are only a junior player.
Did you continue playing
through high school?
I went to Lincoln High School,
which wasn’t a big tennis school.
But they had the year 9 tennis
cup, which I won, and then
eventually we did start a tennis
team. My best friend played
tennis as well, there’s a picture
of us in the Selwyn Times. We
played in the South Island
secondary schools tournament.
We qualified for that, it was kind
of the start of Lincoln getting
involved with tennis more.
What did you do when you
left school?
When I was 18 years old,
friends and parties became
more of a priority. I would
still play tennis, but I wouldn’t
train during the week. I went
to Canterbury uni, did a
double degree, a BA and law.
At university, tennis became
even less of a priority. Although
I still did play, and we played
a law exchange with Dunedin
university. I went up to
Auckland University for my
sixth and final year to do a
postgraduate honours degree
in criminology. After moving
back home to Ladbrooks in
2013, I got a job working for the
Department of Corrections, as
a probation officer, for about six
months.
That would have been an
interesting job?
It was a whole realisation for
me, that the world isn’t such a
pretty place in some areas. It was
a long way from the nice, happy
tennis clubs of Ellesmere. I gave
up the position to move to Perth,
to be with Julian, who worked
in the mining industry. He had
been flying back to Christchurch
for his one week in five to visit
me, it was quite the love story.
What did you do in Perth?
I ended up working in the oil
and gas industry in recruitment,
one of the biggest oil and gas
companies in the world, Brunel.
They were a huge company,
so that was a great two years.
Then one day the role actually
changed, it suddenly became
more about sales and having
to get the work rather than fill
the work. I decided I hated it, it
wasn’t as fun anymore, I handed
in my notice.
So you became unemployed?
When I quit, I decided: ‘Why
not be a yoga teacher?’ I trained as
a yoga teacher. At the same time,
I had joined the Royal King’s
Park Tennis Club in the city. So
I started playing tennis more
than I ever had. I made the top
women’s team at the club, we had
free coaching sessions, I started
working as a tennis coach. I also

trained and worked as a massage
therapist. I worked for myself
now, I was my own boss. We
moved back home to Ladbrooks
in 2016. I trained in tennis
coaching and am ITF qualified.
Do you still teach yoga?
I had to give up in 2019. I got
too busy in tennis, but I also got
diagnosed with a really serious
illness, Cushing’s Syndrome. So
I ended up with this rare disease,
which destroyed me. They think
that the tumour, which is what
I had on my adrenal gland, had
been growing since 2016. That
was when I actually randomly
put on 20kg in two months, and
was 80kg. Long story short, I
kept trying to lose the weight
and then two or three years went
on and I was just getting bigger
and bigger. I had insomnia, I had
acne, I had my hair falling out
and my blood pressure was 190. I
had to be kept in hospital until it
could be brought down. Instead
of producing, say, 400 millilitres
of cortisol, I was producing 3000.
That’s the adrenaline hormone,
so it feels like your body is a
constant state of stress. It was
this horrible, horrible disease.
At the end of 2019, I was getting
sicker, I got other people to cover
my tennis, my sister Beth was
also a tennis coach. Everyone
was amazing in the tennis
community, the support really
got me through.
How did you recover?
I saw an endocrinologist, went
on a surgery waiting list. In
March 2020, I got my adrenal
gland and my tumour removed.
Very luckily, it wasn’t cancerous;
you don’t know until it is taken
out. After the surgery, I produced
no cortisol. Even though you
have two adrenal glands, the
other one turned off, because my
right one had been producing so
much. So I went through a whole
period for 2020, from March to
October, being like a drug addict
coming off drugs (withdrawing
from high cortisol levels). I
couldn’t walk I couldn’t go to the
toilet, I would lie in bed shaking,
fevers, spewing. So I got put on
replacement steroids, but it still
wasn’t enough. I had moved
back in with mum and dad. That
whole period of recovery was
actually harder than having the
disease itself. I went through
extreme anxiety, depression,
which I had never had in my life.
Are you better now?
Eventually, I started coaching
again, at the end of 2020. I got
extreme joint pain and I still get
that, I kept fighting through.
I have slowly got better and
better. I have lost 25kg over the
past year. A couple of months
ago, I went to the hospital and
got given the all clear. So my
remaining adrenal gland has
started working again. I’m cured
from Cushing’s, but I still live
with the after effects. I am now
taking no medication, which is
massive, the anxiety has gone
the depression has gone, now
I can recognise myself again.
With Cushing’s, you not only put
on weight, but your whole face
blows up and you essentially lose
your eyes, your face become so
puffy. I don’t have that feeling of
shame and embarrassment with
how I look, it’s amazing how that
can change your confidence.
Did tennis help with your
recovery?
Yes, it gave me something to
strive for. I wanted to be back
full strength coaching, so I
worked lots in the gym. You get
a lot of muscle wastage, I lost all
my strength. I slowly worked on
building and building , so I can
run again, and run on a tennis
court and hit balls. I would get
out and practice doing those
things.
SURGERY: Last year in March, Williamson underwent
surgery to have an adrenal gland and tumour removed so
she could begin to recover from Cushing’s syndrome.

Building
consent
team praised
THE DISTRICT council’s building
consent team has been assessed as
one of the top performing building
consent authorities in the country.
The latest independent
accreditation assessment of
the district council as a BCA
was completed this month by
International Accreditation New
Zealand which conducts the
review on behalf of the Ministry
of Business, Innovation and
Employment.
The IANZ assessors praised the
building team for maintaining its
systems and processes at such a
high level, given the unprecedented
growth pressures the district has
been under over the last year.
Eight general non-compliance
issues were identified, three of
which were fully addressed, and
four partially addressed, district
council building manager Vanessa
Mitchell said.
One related to building consent
processing time frames exceeding
the statutory time frame of 20
working days.
Mitchell said proactive measures
have seen the average consent
processing time reducing from an
average of 34 working days in July
to 24 days in October.
This comes in spite of an
increasing number of consent
applications.

HUNDREDS OF orders have
flooded in to a new online meal
order and delivery platform
following its launch in the
district.
Delivereasy is a New Zealandowned
and operated service
which started in Wellington
about five years ago.
Chief operating officer Quinn
Davis is based in Wellington
but is at the Christchurch office
this month as he gets the Selwyn
operation off the ground.
It launched on November 10,
and in its first week, hundreds
of orders flooded in. There are
about 20 restaurants on board, at
Lincoln and Rolleston. Customers
order via the Delivereasy app
or website, but must be located
in the general vicinity of Lincoln
and Rolleston or surrounding
areas such as Springston, Burnham,
West Melton, Prebbleton,
Tai Tapu and Templeton, to
ensure speed of delivery.
Davis said new customers had
been eager to utilise the new
service, especially considering
the district did not already have
any similar service, such as Uber
Eats.

“It’s early days, so it’s only

The timing had been perfect,
as it was when Selwyn’s population
was expanding and the
dining scene was growing, with
new restaurants establishing in
the district.
Restaurants on board to
date include Joe’s Garage,
Hachi Hachi and Little India
at Rolleston, and Mexicali
Fresh and NomNom Kitchen
at Lincoln. Fast food outlets of
McDonald’s and Subway are also
on board.
Davis said the service had
signed up about 30 drivers, who
work as independent contractors.
Delivereasy has about 1300
drivers around the country.
There were no plans at this
stage to expand the service to
include other towns in Selwyn,
but this could be something
Delivereasy would look at in the
future.
Davis said Delivereasy had
grown steadily throughout New
Zealand since being established,
but had grown even further with
the pandemic forcing people to
dine at home.
“It’s been a pretty crazy
year and a half, it’s definitely
skyrocketed since the
lockdowns.”

Domain, Darfield batted first
and got off to the perfect start
with openers Nick Jenkins and

When Foulkes was out for 45,

Thornley after he brought up his
700th driving win at Timaru on
Saturday.
The Aylesbury reinsman
brought up the milestone
with a winning double for key
supporter Donna Williamson
on her home track with two
of his signature front-running
drives behind Clyde and The
Dominator.
By Sunday morning
Thornley and Williamson
were combining again – but
this time with the racehorses of
tomorrow.
Thornley was on deck at
Williamson’s Belmont stud, just
a matter of metres from Phar
Lap Raceway, where three foals
were born overnight and there
were plenty of mares to scan to
ready them for the delivery of
their foals next spring.
The reinsman, whose career
highlights include Group 1 wins
with Franco Nelson and Nearea
Franco and an Interdominion
victory with Play On, said
bringing up win 700 was made
more special by it coming in
Williamson’s colours on her
home track.
“You know it is always going to
come – you’d like to think – but
it was good to get it with Donna’s
horses and especially at Timaru,”
Thornley said.
Clyde scored by half a length
after Thornley took control of
race 6 by sending the trotter to
the front early.
The margin could have been
further if Clyde hadn’t taken
his work so casually in the run
home.
“He was going easy and even
up the straight – he just loafs a
wee bit.”
“He never felt like he was going

team of 11 horses to Morrinsville
where he is setting up a satellite
stable for the summer.
“I have made no secret that my
long-range plan was to get back
to the North Island, especially
when Wilson [House, son] was
accepted into year 1 at vet school
[at Massey University] next year,”
the Prebbleton harness racing
trainer said.
“When Cambridge announced
that they were seeking South
Island horses and were offering
travel subsidies I rang them and
said I was interested.
“They wrote to me, and it didn’t
spin my wheels, it didn’t make me
decide straight away, but as time
went by and the three trips that
we have done to the North Island
have been Covid restricted with
the ferries.
“They are down two ferries,
plus with all the extra freight it
has been very difficult.
“Phil Coppins came along and
said he would like to help and
Cambridge have been very good.
Maria Enochsson is going to be
leading the team up there and
stay up there [Morrinsville] for
the summer.”

Five artists combine for our new group exhibition ‘Sum of the Parts’
November 27 - December 14; on show for a shorter duration to allow
for all-important Christmas pickup opportunities.
Contributing artists are Christchurch Kara Burrowes and local Little
River sculptor Jane Downes. Jasmine Keir’s studio is in Kerikeri, just up
the road from Dave Green in Rawene, and Debra Powell is from the
rural Waikato hamlet of Te Pahu.
Kara Burrowes is an artist and designer based in Christchurch. Her work
is tactile and experimental. Using recycled wood from demolition sites, she loves
the concept of transforming something quite ordinary into something precious and
alluring. “Through reinterpretation I like to create a new language, often through the
use of pattern and repetition, method and process.”
Debra Powell’s alias in the pottery studio is ‘Little Betty’. Her ceramic work has
strong narrative themes, exploring relationships between people and nature, playing
with convention, and infusing the result with a gentle humour.
Oxidized copper artist Jasmine Keir endeavours to create and understand the
alchemy of colours achievable via her artistic process; one which uses a variety of
natural ingredients to react with and manipulate the finish of her copper works.
Dave Green creates whimsical arrangements; ‘Lightshifter’ sculptures. His art is about changing the form
and shape of found, often discarded, objects - both natural and manmade. Reborn out of pre-loved glass
and crystal, some are lighting devices others are designed to hang in the light.
Sculptor Jane Downes’ delicate themes are fabricated in steel. ‘Arboresque’ a study of tree forms, an
observation of nature’s sacred geometry.”

2021 marks a special milestone in the history of
Rolleston College as we bid farewell to our foundation
learners. It has been a joy and a privilege to have
seen these learners through their full five years of
education at Rolleston College. Many now embark
next year to tertiary studies or the world of work well
prepared for the agility and collaborating skills to adapt
to the demands of a rapidly changing society. We thank
our local community for supporting these learners through their
5 years with opportunities for work experience, sponsorship and

New performing
arts class to bring joy
Adam Hayward from Arts Integrated
meets with students from Waitaha School
Young people living with disabilities will take to the stage in Selwyn’s newest performing arts class
in February 2022, with support from the Council.
The introductory course run by Arts Integrated and supported by the Selwyn Creative Community
Fund, starts on Wednesday 16 February at the Rolleston Community Centre. It will be hosted by
Arts Integrated tutor Sam Corry and former Arts Integrated student, Samuel Major-Johnson.
The course will run over 32 weeks. High-school students living with disabilities will learn how to
entertain, work as a team and tell their own stories through music and paintings, preparing them
with workplace skills.
Arts Integrated ran their first course in 2014. They are passionate about making a difference
for youth with disabilities by offering recreational programmes in the performing arts, as well as
opportunities for their students to become paid assistant tutors in their programmes.
Arts Integrated has been active in Selwyn working with Waitaha School students. They are grateful
to be receiving this fund and excited to offer their courses to people in the Selwyn district.

Council raises concerns about new housing rules
The Council has expressed concern over the broad approach of the Government’s new housing
intensification rules, and the speed at which they are being introduced.
The Council supports the Government’s aims to address New Zealand’s housing shortage and allow
more housing options including more affordable homes. It raised concerns about the approach in
its submission made last week on the Resource Management (Enabling Housing Supply and other
matters) Amendment Bill.
The Bill would allow the building of three homes up to three storeys high to be built without resource
consent in residential areas of Selwyn, from August 2022.
The Council is concerned the Bill could allow intensification in areas not suited to it and with little planning.
“In our submission we made it really clear that such a broad-brush approach to enabling housing
intensification will not deliver well-balanced well-being outcomes for present and future generations,”
Mayor Broughton says.
“While the Bill might fix the housing supply shortage it could equally lead to social and infrastructure issues.
“The Council also regrets the very short submission period which prevented us consulting with our
community,” he says.

Faces of Selwyn - Dishing up
cooking and sustainability skills
At Monika Rastogi’s home you are greeted by the smell of warm
Indian spices.
In her kitchen Monika is preparing a delicious vegetable curry. Her
six year old son Rayaan is busy chopping carrots.
“I started involving Rayaan in cooking when he was just three. Now
at the age of six he has already participated in three competitions!”
Monika explains.
Monika is passionate about getting children from five years up
involved with cooking, as it is an essential life skill that involves
focusing, problem solving, following instructions, and can boost
confidence. “I love seeing smiles on children’s faces when they
chop and prepare their own meal.”
Originally from India, Monika and husband Manu moved to New
Zealand in 2012, after living in Bangladesh and China.
When Rayaan was two, the family began looking to buy their first
home, close to a primary school and in a good community – they
chose Prebbleton.
“I like that it is very quiet and relaxed and calm. It is a mixed age
group and kid friendly. We’ve got a good community, so that sense of
belonging - that sense of family - makes this country our home now.”
When they moved to New Zealand Monika particularly missed
India’s events and festivities, late night shopping and the food.
So Monika decided to bring what she missed from India to New
Zealand, starting non-profit workshops teaching others how to cook
authentic North Indian cuisine and about sustainability; what they
can grow from a seed, cuttings and food scraps.
When she’s not cooking or working as an early childhood reliever,
Monika is active as a Lincoln Scouts leader, cricket coach,
Christchurch peony club secretary, member of Selwyn Timebank
and a volunteer, delivering food to those in need.

Swell on Air
A celebration of life as an older person will be coming to people’s homes this year.
The Council’s Swell – Ageing well in Selwyn programme will be taking to the radio until Christmas with a
wide range of shows to support older Selwyn residents.
Following on from the Council’s annual Swell ‘give it a go’ fortnight of events for older residents, Swell
will be broadcasting on Plains FM 96.9 to bring interesting interviews from people and organisations
supporting older people living well in Selwyn.
The interviews will cover topics ranging from social activism, healthcare and life planning to community
groups and even about rare breed animals.

Council’s building team praised for its performance
The Council’s consent team has been assessed as one of the top performing building consent
authorities (BCA) in the country.
The assessment was done by International Accreditation New Zealand (IANZ) on behalf of the Ministry
of Business, Innovation and Employment. The review is required by law every two years.
The IANZ assessors praised the Council’s building team for maintaining its systems and processes at
such a high level, especially given the unprecedented growth pressures Selwyn has been under.
They also commended the team for its continuous improvement.
A low number of non-compliance issues and a strong management team with a real focus on
continuous improvement mean IANZ considers the Council to pose a ‘low risk’.
IANZ found eight general non-compliance issues. Three were fully addressed and four partially addressed
during the assessment. The Council is working with IANZ on a plan to address the remainder.
One issue was building consent processing timeframes exceeding the statutory timeframe of 20
working days. This has been a national issue with high volumes of consent applications and a shortage
of trained building control officers.
Proactive measures by the Council including developing a safe fast-track programme for low-risk
consets and on-the-job training have seen the average consent processing time reducing from an
average of 34 working days in July to 24 days in October.
This comes despite an increasing number of consent applications.
Council building manager Vanessa Mitchell says the assessment results can reassure people that the
Council has good systems and processes in place.
“Our building consent staff have put a lot of effort into continuously improving the way we process
and issue building consents, and it is a credit to the team that the reaccreditation process has gone so
smoothly,” she says.

Light attracts bug
we know little about
TURNING YOUR outside
light on at night is a great way
to survey the local moth fauna,
but moths aren’t the only critters
you attract.
Beetles, wasps, caddisflies,
spiders, mites and flies can all be
seen around lights.
Back in August, I found a
true bug called Wekamiris
auropilosus. This species is
orange-brown to dark brown in
colour with intricate patterns or
markings on its back. It also has
a small yellow head with large
“buggy” eyes, compared to its
head size.
The species is 4-6mm long and
occurs throughout New Zealand,
including some offshore
islands.
Very little is known about
this species, but it has been
found on Pseudopanax
species, Olearia ilicifolia,
Muehlenbeckia, Nothofagus,
ferns, tussock, and litter of Pinus
radiata.

Aggressive look for new Outlander
THERE IS NO doubt Mitsubishi
make particularly good cars,
they also make particularly good
television advertisements.
One I find quite entertaining is
that for the outgoing Outlander, it
demonstrates the amount of space
inside the mid-size sport utility
vehicle and includes my favourite
segment, Monty the white persian
cat getting a short shrift from
sleeping comfortably inside the car.
Mitsubishi had a successful
Outlander runout and it has
been replaced with a new
generation model, although the
concept of old has been very much
maintained.
The newcomer has a fresh
exterior design, it is squared-off
up front with an aggressive grille,
bumper and bold headlight shrouds.
There’s also a new driveline,
well, there is a new engine, the
2.5-litre petrol unit is coupled to
continuously variable transmission
that Mitsubishi has utilised to
good effect for many years now in
the Outlander and other models.
As before, the Outlander is also
available in three front and three
four-wheel-drive variants.
The six-model range starts at
$41,990 for the 2WD LS and ends
at $54,990 for the seven-seat 4WD
VRX, which is the subject of this
evaluation.
Like most car builders these
days Mitsubishi isn’t immune from
manufacturing and supply issues
due to an ever-increasing global
shortage of microchips and semiconductors,
and depending on the
time of purchase that could well
determine specification inclusions.
However, Mitsubishi are
reasonably well placed and the new
Outlander in VRX form is highly
specced. Major items include full
leather trim with heated seats
up front and in the second row,
electric seat adjustment, headup
display, Bose audio, electric
panoramic sunroof, kick-motion
tailgate, wireless smartphone
charging, triple-zone climate
control and satellite navigation that
sits in a large and comprehensive
central touch screen.
It was a bit of a surprise to learn
there was a completely new engine
for Outlander. The old 2.4-litre
unit served the Outlander well
and was a real honey in terms of
how it operated. Nevertheless,
the new engine picks up the
same fundamentals, it is quiet,
has efficiency and is relatively
powerful. It has power outputs of
135kW and 245Nm, up 9kW and
21Nm respectively from the old.
The 2488cc unit is also listed with
an 8.1l/100km combined cycle
average.
That’s quite good for a big
petrol-powered SUV and they

are figures I would rate as
being achievable under perfect
conditions. During my evaluation
time, the readout was constantly
sitting around 9l/100km. That
included a lot of inner-city driving
and my usual highway run. At
100km/h the engine is loping over
gently at 1500rpm, returning an
instantaneous figure of 4.8l/100km.
On the subject of figures, the
Outlander will accelerate from a
standstill to 100km/h in 9sec and
will complete a highway overtake
(80-120km/h) in 5.8sec.
The engine works fluidly through
the transmission, that’s one of
the benefits of CVT, it allows the
engine to work freely and, as such,
is highly responsive, it isn’t flighty
but it works the entire rev band
willingly. The driver has the use of
a paddle-shift gearing selector, it
will lock the transmission into one
of eight steps, which is useful for
travelling on hill roads and many
other applications.
There’s also an economical mode
that dulls the throttle response in
the interests of saving fuel use.
Mitsubishi builds great fourwheel-drive
systems, and the new
Outlander has the benefit of years
of development through previous
generation models and the likes
of Lancer Evolution, Triton
and Pajero models. The Super
All-Wheel-Control system has
many driver-selectable functions

through a centre console dial. The
evaluation car had only travelled
400km when I picked it up, so I
wasn’t prepared to drive crosscountry,
but I did tackle a short offthe-seal
road near Hororata, and
could certainly feel drive kicking in
through all four corners.
The Hororata River was merely
a dribble as I drove through the
rocky river floor, it was a good
test of suspension control, the
four-strut system soaking up
well the uneven surface. That’s
another Outlander credential, it
is occupant-friendly with wellcushioned
underpinnings.
That would also be a hard
equation to get right, the
newcomer sits on low profile 20in
Bridgestone tyres (255/45), yet ride
comfort hasn’t been jeopardised,
the suspension has absorption
and with supple seating the new
Outlander is comfortable and
relaxing to drive.
With those big tyres there
is also much feedback at the
steering wheel and positive
corner turn-in, accuracy is
precise. Getting a big SUV to
steer well is a big ask for the
suspension engineers, but
I’m pleased to report the new
Outlander has control and a
deliberate handling quality.
When pushed into some corner
challenges it feels rigid and stable,
the high-quality tyres dealing to
everything asked of them.
More than anything the new
Outlander is the useful wagon we
have come to know and appreciate
the model for. It, too, has the space
inside that Mitsubishi has marketed
well in previous generation models.
Occupants seated in the rear row
should be thankful, it’s really just
an area for children or small adults,
yet it doesn’t feel confined back
there and getting in and out isn’t
too onerous.
The new Outlander has a certain
finesse, especially in VRX form,
it is plush and incredibly well
appointed, I’m sure Monty would
approve.
I can’t wait to see Mitsubishi’s
promotional material for the
newcomer, the advertising agency
has a hard act to follow.

Dot; with two daughters (12 and 15) and
a busy husband, Dot found a solution.

together, using some number
eight wire-thinking. Teaching her
daughters to think things through
using logical thinking and

Who doesn’t love a great summer road
trip? With summer fast approaching, it’s
time to prepare yourself and your vehicle to
make sure things go smoothly and safely.
Plan your journey
Before setting off, plan your jo urney with
intended rest stops and the route you will
be taking. With many people heading out
on holiday, allow extra time for more traffic
and possible delays. Safety is essential, so
ensure your vehicle is operating correctly.
Check tyre tread and pressure, lights,
brakes, air filter, oil, and top up your
coolant. Ensure you have sufficient fuel/
charge to make it to your first stop. Also,
have a current warrant of fitness, car
registration, and an appropriate driver’s
licence. Finally, have a good night’s sleep
before hitting the road.
Keep distractions to a
minimum
Once you’re ready to go, ensure
everyone in the vehicle is wearing
a seatbelt correctly. Put your cell
phone out of reach and focus on your
driving and surroundings. Also, have
sunglasses handy for road glare and to
prevent eye fatigue. Secure loose items
in your vehicle, as they can become
missiles in an accident. Think of
everyone’s safety and don’t drink and
drive. Watch your speed and following
distances as everyone wants to make
it to their intended destination
without mishap. “The journey is
more important than the destination” is
especially true on a road trip. Pull over and
rest when you need to. Remain calm, be
a courteous driver, be patient, and allow
drivers to merge when needed.
Check weather and road
conditions
Drive to the road conditions, weather,
your vehicle and yourself. Wear
comfortable clothing and appropriate
footwear. When towing, prevent
overloading and place heavy objects
evenly over all of the axles. Check towing
attachments and the safety chain, ensuring
the couplings are connected, and trailer
lights and brakes are working correctly.
Remember, the speed limit with a trailer
is 90 km, so use your rearview mirror and
pull over to avoid holding up traffic.

look for, take photos of or collect

create pictures and designs.

Laying pavers is easy
PAVING PART of your garden will
create an extra “room” for your
barbecue, a couple of sun loungers,
or a table and chairs.
Work out where you want the
paving stones. An area with a bit
of slope is good for drainage, but
make sure it does not slope towards
the house.
Measure the area, in square metres,
so you can calculate how many
pavers you will need. Allow five per
cent more for those you will have to
cut to fit odd spots.
Dig the area and level it. Don’t
recess it too much as the paving
stones should be above the ground
to stop water pooling. About 10
or 12cm is the right depth for foot
traffic.
Build a thick base of gravel or
stone chip by putting one thin layer
over another compacting each time
with a large rubber hammer.
Put in edging restraints (buy
concrete edging from hardware
stores) to hold up a free edge of
stones.
Put down about 3cm of sand
on the top of your base layer of
gravel.
Lay the paving stones in the sand
and use the hammer to settle them.
Wear earmuffs and safety glasses.
Sweep sand over the paved area to
fill in gaps.

Due to company growth a fulltime seed cleaning machinist / storeman
position has become available in our Rakaia processing facility.
Reporting to the operations manager, duties will include assisting in
the operation of a modern seed cleaning plant, serving farmer clients,
forklift operation and general store duties.
The successful applicant will have customer contact, so a friendly and

The general public is to be advised that a New
Zealand Army Exercise will be conducted in the
West Melton Rifle Range area over the period
27-28 November 2021.
The exercise will involve up to 60 personnel
of 2nd / 4th Royal New Zealand Infantry
Regiment from Burnham Military Camp.
Training will involve soldiers live firing on
the West Melton Range, using small arms
ammunition and grenades.
Live firing will occur between 8am until 6pm.
The exercise will also involve the movement of
troops and vehicles by day and night.

Check building covenants
before you purchase
Developers have a vision for their
subdivisions, which include the size, style
and landscaping of individual homes.
Such requirements will be written up in
a separate building covenant document.
As these address what might be built and
how a property can be used, it is important
to check these out before signing up for a
piece of land.
Covenants are conditions relating to
land ownership and use. Given they are
legally binding documents, you should
familiarise yourself with what is required
in terms of the home you will build and
also future living. Your solicitor should
also check this document.
Building covenants usually require
building work to be carried out in a safe
and tidy manner, and in line with Council
building consent standards. They will
also stipulate that care is to be taken
during building to ensure that public
spaces, infrastructure and facilities near
the site are not damaged. The impact of
construction on others living in the estate
will also likely be addressed.
In relation to the home to be built,
building covenants may address:
• the design and size of the home,
positioning on the section and whether
more than one storey is permitted;
• building height as well as roof pitch;
• whether any outbuildings are permissible
along with their siting;
• landscaping where viewed from the
street;
• location and style of driveways and paths
within street view; and
• fencing – boundary and within the
property (including distance from the
front of the section).
Your house design (including colours,
roof style and cladding types) along with
a landscaping plan, should be submitted
to your developer for approval before
building commences. It is a good idea to
do this before submitting plans to Council,
just in case changes may need to be made.
Covenants extend beyond the building
period, having validity after the ownership
of and responsibility for the subdivision
passes to the local Council. It is therefore
worth considering whether your lifestyle
will be impacted on, by the rules of the
area you are looking to live in.
While most covenants are reasonable
and logical, some are more specific.
Architecturally designed homes and only
some exterior cladding types may be
required. Often caravans, motorhomes
or trucks are not to be parked in view of
the street. There have also been cases in
certain developments where no vehicles
are to be parked on the street.
To ensure covenants are adhered to
during the building and landscaping
process, developers request a bond.
This may be around the $2,000 mark,
something to be budgeted for. Once
developer’s approval and sign-off is
achieved, the money will be refunded,
unless there is damage to the footpath,
vehicle crossing, curbing or some other
aspect of public land, which has not been
remediated. In such a case, the bond
may be forfeited to reimburse the cost of
putting this right.
Checking out building covenants before
purchasing land will avoid any surprises
further down the track.

Focal point
Beginning, as with any room of the
home, a space must always have a focal
point to anchor the space. For some, this
may be a bar or barbeque area, a large
dining table, or a chill-out zone with
couches or loungers.
Outdoor fireplaces are becoming
more and more popular as our living
areas blend seamlessly between indoor
and outdoor entertaining throughout
the changing of the seasons. They can
serve not only a practical purpose of
somewhere to gather around to warm
as the day turns to dusk and the nights
get shorter, an outdoor fire can make
a stunning feature or room divider for
any outdoor living area. Water features,
like a pond with beautiful koi fish, can
also serve as a great outdoor focal point,
creating tranquil environment in which
to relax and unwind in, or create a
meditative Japanese rock garden which
your outdoor area can overlook.
In the zone
If you already have a large terrace or
outdoor area, a blank canvas is a great
place to start. If you have a particularly
large outdoor area, dividing the space
into zones makes for a more functional
and aesthetically pleasing space. You can
do this by using a number of different
elements, such as contrasting flooring
materials or by creating different levels
of decking. However, if you’re after a
seamless indoor/outdoor flow or wish to
create the illusion of more space, use the
same flooring materials indoors and out.
Divisions can also be made with the
clever positioning of furniture. Use
modular seating to create walls and
separate spaces. Plants are a cost effective
and eco-friendly way to create divisions
between zones, and are also an ideal way
to camouflage ugly walls, create privacy
and soften sharp angles. Living walls, an
ever-increasingly popular vertical plant
system, can be either freestanding to
create different outdoor areas and can
be on wheels to easily transform your
outdoor space at a moment’s notice. Play
with height and scale with various
types of planters, whether you use
hanging planters to draw the eye upwards,
or oversized planter pots to add drama.
Go with the flow
Creating a great indoor/outdoor flow is
easily created by opening up your kitchen
with bifold doors or windows to create a
servery or bar area for easy entertaining.
If you are building your home from the
ground up, you may want to design an
outdoor room which lies at the epicentre
of the building, with rooms opening onto
the communal courtyard with bifold
doors.
Function over form
Consider what you intend to use your
outdoor space for. If you don’t plan on
eating outside, there’s no need for a dining
table, but buy some comfortable outdoor
seating instead. If you only intend on
sitting outdoors during the evening,
then don’t waste money on awnings and
umbrellas, and invest the money in an
outdoor fireplace which you will actually
use.
Atmosphere
Create unique and personalised outdoor
decor with textiles and homewares from
your travels or your favourite antique
shop, or make your own shell garlands or
wreaths from beach holidays. String up
fairy lights or lanterns to create a festive
mood in the evenings.

Building a home?
Start with a wish list
Building a home is one of the most
exciting and rewarding projects but can
also be stressful with thousands of decisions
to make during the build process.
Step one should be working out what the
priorities are for everyone who is going
to live in the new home and create a wish
list. There are several ways to do this so
everyone feels involved. Start with a list of
every room, including outdoor areas, and
then talk through what the priorities would
be in that area.
If you both want an island or a peninsula
in the kitchen also think about the function
- to add extra work space, provide storage
or a breakfast bar? This will influence the
size and shape and whether you need to
add electrical outlets.
Within your wish lists there will be
items that are not necessarily room-based
but part of the whole home, for example,
storage, heating, electrical outlets or
lighting.
Is there a way for storage to take up less
space and make it more accessible? Options
include a walk-in linen closet, walk in
wardrobes, a full height broom cupboard in
the laundry, window seats, built-in shelving
or entertainment area, pull-out pantry, shoe
racks, drawers or shelves in the bedroom
wardrobes.
The type of heating can depend on the
direction that your new house will face
in terms of how much
sun it gets. Are heated floors a priority, or
ducted heating rather than a fire or heat
pumps?
The number and location of the electrical
outlets is also something to think about
before your build. Gone are the days when
one plug is each room was enough. While
increasing the number of electrical outlets
may seem like a small thing, but will add
flexibility when you start placing your
furniture around your home.
Lighting is another essential thing to
discuss before the build. A skylight at the
front entrance can add both natural light
and drama. A skylight in the bedroom
means you can look up at the stars. All can
add a huge impact to the way you live.
Don’t forget the outdoor area. You might
want space for a trampoline or play area
or prefer an outdoor kitchen or dining
area. Think about providing
shelter from the sun or wind
and what your priorities
would be – a bar, pizza oven,
fire, television, dining table or
another seating area?
