POLICE REFUTE a claim they<br />

are not adequately patrolling the<br />

Christchurch Northern Corridor<br />

and Cranford St.<br />

The finger has been pointed<br />

by Papanui-Innes Community<br />

Board member Ali Jones, which<br />

prompted the board to ask police<br />

to target the area for speeding.<br />

Jones and the board say speeding<br />

cars are contributing to the<br />

noise area for residents living<br />

along the two<br />

roads.<br />

for speeding<br />

traffic and other<br />

“The area is already patrolled<br />

regularly by police and we will<br />

continue to do so,” he said.<br />

Jones said, in her experience,<br />

traffic was not keeping within<br />

speed limits.<br />

“What people are doing is not<br />

even five or 10 ks over, there’s<br />

actually some really dangerous<br />

driving going on,” Jones said.<br />

Speeding traffic was a key<br />

cause of the ongoing noise issue<br />

in the area, and she thought<br />

reducing speed would help to<br />

address residents’ concerns about<br />

this.<br />

Submissions support cycleway<br />

THE MAJORITY of 424<br />

submissions support the third<br />

and final section of the Nor’west<br />

Arc Cycleway, a city council<br />

analysis has revealed.<br />

Just 12 per cent of submitters<br />

opposed the construction of<br />

the cycleway, which would link<br />

Canterbury University to Jellie<br />

Park and Harewood Rd, and<br />

a further 23 per cent were<br />

neutral.<br />

However, design details<br />

divided the submitters on the<br />

project, which has received $10.5<br />

million in funding as part of<br />

the Government ‘shovel ready’<br />

projects.<br />

Safety and parking were frequent<br />

concerns.<br />

Submitters were split on the<br />

two proposed designs for Ilam<br />

Rd.<br />

A one-way cycleway on each<br />

side of the road was favoured<br />

by 55 per cent of submitters<br />

who selected an option, while<br />

45 per cent preferred a two-way<br />

cycleway on the west side of the<br />

road.<br />

Of those who supported the<br />

first option, safety was a common<br />

reason, cited by 32 submitters.<br />

safer option.<br />

way for approaching cyclists as<br />

present, our view is obstructed<br />

by vehicles parked close to the<br />

exit from our garage and drive.”<br />

University lecturer Mads<br />

Thomsen, who said he cycled to<br />

the university every day, called<br />

the first option “1000 times<br />

better, safer, and more efficient”<br />

as it would reduce the need for<br />

cyclists to cross the road.<br />

The need to retain parking<br />

spaces was a popular reason<br />

among those who favoured the<br />

second option, cited by 25 submitters.<br />

Mortlocks Lawyers Partner<br />

Guy Mortlock favoured a twoway<br />

cycleway, stating there was<br />

already a shortage of parking<br />

in the area, especially with high<br />

demand from students.<br />

“It is important to retain as<br />

much parking as possible, while<br />

still making cycling safer than it<br />

currently is,” he said.<br />

Safety was also cited as a factor<br />

by 12 submitters who preferred<br />

the second option.<br />

Bellbird Hearing Clinic<br />

Manager Sam Sloane stated he<br />

was afraid a cycleway in front<br />

of the clinic, located on the east<br />

side of Ilam Rd would create an<br />

increased risk of car accidents<br />

with his elderly clients and<br />

supported a two-way cycleway<br />

instead.<br />

Submitters were also split on<br />

the proposed design options for<br />

Aorangi Rd from the intersection<br />

of Ilam Rd to them the<br />

intersection of Brookside Tce.<br />

A two-way cycleway on<br />

the west side of the road was<br />

preferred by 62 per cent of submitters<br />

who selected an option,<br />

while 38 per cent preferred a<br />

shared path on the west side of<br />

the road.<br />

Safety was a top concern by<br />

those who preferred the first option,<br />

cited by 40 submitters.<br />

For example, submitter Paul<br />

Ainsworth said a shared path<br />

would be disastrous.<br />

“Having scooters, cycles etc<br />

travelling at 30km/h in the same<br />

area as pedestrians will only lead<br />

to serious accidents,” he said.<br />

Fourteen submitters who<br />

chose this option also wanted to<br />

avoid poor user behaviour they<br />

believed would be an issue with a<br />

shared path.<br />

Submitter Richard Ibbitt said<br />

his experience with shared pathways<br />

had not been good.<br />

“The pedestrian usually has<br />

to give way to cyclists, not all of<br />

whom seem to appreciate that a<br />

shared space means that all parties<br />

using the pathways have to<br />

be equally considerate.”<br />

Although the second option of<br />

a shared path was less popular<br />

overall, all of those who lived<br />

along this section of the route<br />

and made a choice between the<br />

two designs selected this option.<br />

Maintaining on-road car<br />

parking was the reason cited by<br />

30 submitters who chose this<br />

option.<br />

The planned design for the<br />

intersection of Aorangi and<br />

Wairakei Rds also caused a<br />

divide among the 53 submitters<br />

who shared their opinions.<br />

The design put to the public<br />

would stop through traffic and<br />

right turns for cars travelling in<br />

either direction along Aorangi<br />

Rd.<br />

Twenty-one submitters supported<br />

the design, citing safety<br />

benefits.<br />

Kathy Beswick said she liked to<br />

cycle but that the current intersection<br />

was horrendous and she<br />

avoided using it<br />

“I fully support this aspect of<br />

the plan,” Beswick said.<br />

However, more submitters opposed<br />

the design, with 25 people<br />

objecting due to access issues and<br />

predicting traffic on side roads<br />

would increase.<br />

Submitter Alastair Christie<br />

said strongly opposed the blocking<br />

off through traffic and traffic<br />

turning right.<br />

“This intersection as this will<br />

make it much more difficult for<br />

me to access a large part of my<br />

city,” Christie said.<br />

The cycleway section has<br />

received $10.5 million in funding<br />

as part of the Government ‘shovel<br />

ready’ projects.<br />

The cycleway hearing panel is<br />

set to make its recommendation<br />

to the urban development and<br />

transport committee early next<br />

year, with the committee to make<br />

the final decision.<br />

A report included in the<br />

agenda of the hearings panel by<br />

city council senior engagement<br />

adviser Tessa Zant requested the<br />

panel to recommend a one-way<br />

cycleway is installed on each side<br />

of Ilam Rd, varying between 1.8<br />

and 2m wide.<br />

It also requested a 4m shared<br />

path from the corner of Jellie<br />

Park up to Truman Rd, and from<br />

there a 3m two-way cycleway<br />

along Aorangi Rd to the intersection<br />

with Wairakei Rd.<br />

The report recommended the<br />

intersection remain closed to<br />

through traffic and right-turning<br />

traffic.<br />

If the project is approved, work<br />

is expected to begin in mid to late<br />

Teaching kids life principles with B.R.E.A.D.<br />

What began as having the team<br />

read for 15 minutes before training<br />

morphed into a new way of coaching,<br />

connecting and teaching kids<br />

some important life lessons.<br />

With Bread and Butter, Nolan<br />

endeavours to go beyond just<br />

coaching rugby skills. It’s about<br />

teaching kids the foundations of<br />

being a good person – the ‘bread<br />

and butter’ of life.<br />

The C Pups, who all attend<br />

Heathcote Valley School, spend<br />

15 minutes before training<br />

reading a book of their choice<br />

with their parents and<br />

caregivers.<br />

After every game, the player<br />

of the day is presented with the<br />

B.R.E.A.D book, which they can<br />

take home and write a story in it<br />

about their experiences of rugby<br />

so far. They present it to the team<br />

the following week and then pass<br />

the book onto the next player of<br />

the day.<br />

“It’s something that keeps them<br />

involved longer than say just half<br />

an hour after the game, something<br />

to be proud of,” Nolan,<br />

who works for the Lyttelton Port<br />

Company, said.<br />

Bread and Butter is not just for<br />

rugby.<br />

“It’s just the principles of being<br />

good people. In rugby, they say<br />

good people make good rugby<br />

players. But don’t wait until<br />

they’re 20, why don’t we start<br />

putting this to the kids when<br />

they’re young.”<br />

“If they get their bread and<br />

butter right, they can go from<br />

there. It’s giving them the<br />

opportunity from a young age.”<br />

The programme isn’t just for<br />

the kids – it also connects parents<br />

and caregivers.<br />

Jenna Timoti’s six year-old<br />

son Mason Boyd has played two<br />

seasons for the C Pups. Timoti<br />

said Mason is a very capable<br />

reader, but getting him to read<br />

was a chore. Bread and Butter<br />

helped Mason see reading as<br />

something that’s just part of<br />

training.<br />

Timoti said she has seen a<br />

difference in her son’s behaviour<br />

since he has been coached by<br />

Nolan.<br />

“Mason is someone who is<br />

easily distracted and needs<br />

structure. I can see a difference<br />

in his confidence, he’s so<br />

determined and the values he<br />

has learned have made him<br />

more empathetic. He’s a lot more<br />

caring,” she said.<br />

Similarly, Heathcote Valley<br />

School principal Bruce Ellison<br />

said he has seen a change in<br />

the kids since they have been<br />

coached by Nolan.<br />

“I’ve seen them grow as<br />

people and I’ve seen their<br />

relationships with each other<br />

found the country’s best local bar<br />

and eatery, located in the heart of<br />

Strowan.<br />

The Elmwood Trading Company<br />

took the award during a<br />

virtual Hospitality New Zealand<br />

Awards for Excellence 2<strong>02</strong>1<br />

prizegiving event.<br />

Owner Marty Fuller said he<br />

was “absolutely wrapt” with the<br />

result.<br />

“Given that it’s a national event<br />

and it had a record number of<br />

entries, even to be shortlisted<br />

is significant. To win is exceptional,”<br />

Fuller said.<br />

He and wife Naomi had owned<br />

the business for three-and-a-half<br />

years and aimed to create a place<br />

with good food and drink options,<br />

and events such as quizzes.<br />

“We don’t get any tourists,<br />

we’re completely reliant on people<br />

from the area.<br />

“We have a great bunch<br />

of regulars.”<br />

With over 40 years in hospitality,<br />

the win was a culmination of<br />

his and others’ experience.<br />

A national awards dinner<br />

was originally set to be held in<br />

Auckland in September, but was<br />

rescheduled due to Covid-19.<br />

The prizegiving was then<br />

made into a virtual event<br />

attended by about 70 people<br />

It’s beginning to look a lot like Christmas<br />

Christmas is a great time for passing down recipes that are tried and true becoming<br />

traditional family favourites. The owner of this recipe says her mum used to make<br />

the pudding on Christmas Eve and would take the bowl and wooden spoon around<br />

everyone in the house to stir the mixture and make a wish.<br />

Make a Wish Christmas Pudding<br />

You will need:<br />

• 1 ½ tbsp butter<br />

• 1 ½ tsp baking soda<br />

• 1 ½ cups of boiling water<br />

• 1 ½ cups flour<br />

• 1 ½ cups mixed fruit or sultanas<br />

• ¾ cup sugar<br />

Method:<br />

1. In a glass or stainless steel bowl,<br />

melt the butter (over hot water)<br />

and dissolve the baking soda.<br />

2. Add the boiling water and<br />

sugar.<br />

3. When cool, add flour and<br />

mixed fruit.<br />

4. Stir all the ingredients together<br />

and make a Christmas wish.<br />

5. Cover bowl with a tea towel and<br />

allow to stand overnight.<br />

The next day:<br />

• Place mixture into a greased<br />

bowl or ice-cream container,<br />

cover with tinfoil and place in a<br />

pot of water, just deep enough<br />

so the bowl doesn’t float.<br />

• Boil pudding for four hours and<br />

check regularly to make sure<br />

the water has boiled dry. Top<br />

up carefully with extra water if<br />

required.<br />

• Serve with heaps of Chantilly<br />

cream!<br />

You will need:<br />

• 1 x bottle of cream<br />

• ½ tsp vanilla essence<br />

• 1 tbsp icing sugar to<br />

sweeten<br />

Method:<br />

Put cream, vanilla essence<br />

and icing sugar in a bowl and<br />

whisk until light and fluffy with<br />

softly formed peaks. Cover and<br />

refrigerate until ready to serve.<br />

Hoisin Sweet Chilli Lamb<br />

and Vegetable Stir Fry<br />

Serves 4<br />

Ingredients<br />

2 tablespoons peanut oil, place<br />

in wok<br />

750gm lamb strips<br />

400gm fresh mixed vegetables<br />

(eg capsicum, bok choy, mushrooms<br />

and snow peas, but can<br />

use anything)<br />

1 tablespoon root ginger<br />

4 cloves garlic (crushed)<br />

1/3rd cup hoisin Sauce<br />

2 tablespoons sweet chilli sauce<br />

2 tablespoons water<br />

Coriander, fresh (for garnish –<br />

optional, or could sprinkle with<br />

dried)<br />

Directions<br />

Stir fry lamb in batches until<br />

cooked through (about 3min),<br />

remove from frypan. Stir fry<br />

vegetables, ginger and garlic until<br />

almost tender (about 5min).<br />

Return lamb to wok with<br />

vegetables/ginger/garlic, add the<br />

sauces and water, stir fry until<br />

hot. Serve on rice vermicelli.<br />

Honey Soy Beef & Noodle<br />

Stir Fry<br />

Serves 4-5<br />

Ingredients<br />

2 tablespoons peanut oil, place<br />

in wok<br />

1 small red onion, thinly sliced<br />

600gm rump steak, cut into<br />

strips<br />

1 teaspoon minced ginger<br />

½ red chilli, de-seeded and<br />

finely chopped<br />

400gm stir fry vegetables<br />

½ teaspoon ground five spice<br />

1/3 cup soy sauce<br />

½ cup liquid honey<br />

1 x 350gm packet noodles<br />

Handful fresh coriander leaves,<br />

chopped<br />

Roasted cashew nuts, roughly<br />

chopped<br />

Directions<br />

Heat oil, add onion and stir fry<br />

over medium heat until it beings<br />

to soften.<br />

Increase heat and add beef and<br />

stir fry until meat browns. Reduce<br />

the heat and add ginger, vegetables<br />

and five spice, and continue<br />

stir frying for a further minute.<br />

Pour over soy sauce and honey,<br />

stir through, and continue cooking<br />

for a further 5min until meat<br />

is cooked and vegetables are<br />

heated through and tender.<br />

Remove noodles from the<br />

packet and put into a bowl. Pour<br />

over boiling water to heat them,<br />

then drain.<br />

Serve the beef and vegetables<br />

over the noodles, or toss the<br />

noodles through.<br />

Garnish with coriander and<br />

cashew nuts.<br />

Serves 3-4<br />

1 tablespoon root ginger, grated<br />

2 tablespoons olive oil, place in<br />

wok and heat, then add:<br />

3-4 skinless chicken breast fillets,<br />

sliced<br />

Peppercorns<br />

4 cloves garlic, crushed<br />

1 head broccoli, broken into<br />

florets<br />

1 red capsicum, halved, then<br />

sliced<br />

1 packet snowpeas<br />

1 large carrot, sliced<br />

1/3rd cup unsalted cashew nuts<br />

1 bunch spring onions, sliced<br />

Directions<br />

Mix soy sauce/peanut butter/<br />

honey/sesame oil and root ginger<br />

thoroughly and set aside.<br />

Saute chicken, season with peppercorns.<br />

Add garlic and saute for 30sec,<br />

mixing with chicken.<br />

Add broccoli/capsicum/snow<br />

peas/carrot and cook until vegetables<br />

are tender.<br />

Add cashews and spring onions,<br />

then drizzle peanut sauce<br />

over the top.<br />

Mix everything together in the<br />

sauce, coating well and cook for<br />

1min until well heated through.<br />

The Christchurch Kidney Society<br />

(CKS) was formed in 1973, initially<br />

as the New Zealand Kidney, Dialysis<br />

and Transplant Society. Their aim is<br />

to provide support for Christchurch<br />

patients and families of patients who<br />

are either approaching or have already<br />

reached end-stage renal failure.<br />

Privacy Commission Laws & Property Management<br />

The Privacy Commission recently<br />

released guidelines around what<br />

information a landlord can legally<br />

request from a tenant when they are<br />

applying for a rental property and on<br />

the surface this can look like a scary<br />

prospect. However, as in most of the<br />

changes in legislation we come across<br />

in our industry, when you dig a little<br />

deeper and have processes in place, it is<br />

in fact not quite what you first thought.<br />

Discrimination has of course, and<br />

rightly so, never been allowed when<br />

choosing your tenants and this includes<br />

anything from what race, religion,<br />

sexual orientation or anything else<br />

which will of course not actually affect<br />

the tenancy.<br />

The ethos of the new legislation is<br />

essentially that landlords are only<br />

permitted to collect information<br />

needed for a lawful purpose connected<br />

to finding tenants and managing<br />

tenancies.<br />

The major change which has got<br />

landlords up in arms is that we<br />

are no longer allowed to request<br />

employment status at the first part<br />

of the application process. This of<br />

course upset landlords as it does seem<br />

reasonable and not in breach of privacy<br />

or any human rights to ascertain<br />

whether a tenant can pay the rent each<br />

week.<br />

However, as I mentioned when you<br />

look further into the legislation and<br />

weigh up when it is reasonable to<br />

collect essential information, at a later<br />

point it can be done. What this means<br />

is that a tenant application process will<br />

become a four step process, as opposed<br />

to collecting all of the information on<br />

the initial application form it will have<br />

to be staggered.<br />

It should look something like this:<br />

Step one – tenant arranges to view the<br />

property. At this stage they can offer<br />

to submit an application, however this<br />

cannot be requested by the landlord.<br />

You can only collect their name and<br />

contact information.<br />

Step two – the tenant completes an<br />

application form with their basic<br />

personal information, i.e. name &<br />

contact information, proof of identity,<br />

whether they are over 18 (but not their<br />

age), contact details for referees and<br />

consent to contact them and how many<br />

people would be living at the property,<br />

plus other details.<br />

Step three - when you vet a shortlist<br />

before deciding who the property will<br />

be offered to. This is where we can ask<br />

questions in regards to affordability of<br />

the rent. This could include a payslip<br />

or letter from an employer or work<br />

and income and evidence of rental<br />

payments from a previous tenancy.<br />

Be careful here however as you are not<br />

allowed to ask for evidence of spending<br />

tenant has been offered the property<br />

phone line in March 2<strong>02</strong>2 where<br />

tenants can call and report any<br />

breaches of The Privacy Act and The<br />

Human Rights Act and I have a feeling<br />

they may be rather busy given what<br />

I often read in some rental property<br />

advertising.<br />

It is quite a complex process so if you<br />

have any questions to ensure you don’t<br />

get it wrong, please feel free to give<br />

knowledge are the key to successfully<br />
