Firefighter’s sweet proposal
FIERY ROMANCE: Dunsandel Volunteer Fire Brigade members Holly Pierce and Luke Bain are engaged after a
proposal which could have ended in a callout for their colleagues.
THE SPARK of romance
between Luke Bain and Holly
Pierce ignited before they met,
when they realised they were
both firefighters.
Now the couple serve
alongside each other in the
Dunsandel Volunteer Fire
Brigade, and are planning to get
married after a proposal which
itself could have ended in a fire
callout.
“We pretty much live and
breathe fire brigade really, it’s a
huge commitment that we both
love,” Pierce said.
The couple met following
a game of Tinder roulette in
2018. Pierce was celebrating
completing her firefighter
recruitment training in
Christchurch when her friends
swiped right on Bain’s profile,
impressed by one of his shots in
firefighting gear.
THE DISTRICT council is
requiring all of its staff, of about
140 people, to be vaccinated
against Covid-19.
It comes as 13 Christchurch
City Council staff have lost their
jobs for being unvaccinated.
The district
council
last week
introduced its
Covid-19 staff
vaccination
policy. It will
now begin
collecting
information to
find out who is not vaccinated.
All employees not previously
covered by the Government
vaccination mandate now
have until March 4 to get fully
vaccinated.
The district council has
previously undertaken a
voluntary survey of staff
and said the majority are
vaccinated, including all
senior managers.
Chief executive David Ward
said the district council’s focus
throughout the pandemic had
always been to protect staff and
the wider public.
The spread of Covid-19,
including the Omicron
variant, meant the policy was
Latest Canterbury news at starnews.co.nz
of council’s vaccination policy
David Ward
timely. It follows the district
council introducing vaccine
pass requirements for the
public at its staffed facilities in
December.
“As a council we have to
meet the requirements of the
Health and Safety Act, but
more than that we want to
be doing the right thing to
protect our staff and to do our
bit in reducing the spread of
Covid-19,” Ward said.
“The nature of our work
means that significant numbers
of our staff are frequently
interacting with the public and
across different teams within
the council. We supply essential
services to the community, so it
is important for us to do what
we can to keep people safe – and
vaccination is the best first line
of defence.”
District council staff at
community and recreation
centres including the Selwyn
Aquatic Centre, Selwyn
Sports Centre and Te Ara
Ātea are already required to
be fully vaccinated under
the Government vaccination
mandate.
The district council said last
month that in the event of it
introducing the no-jab, no-job
policy, it would work with
unvaccinated staff to consider
options.
‘Yes,’ and tears of joy
• From page 1
The Dunsandel firefighter got
in touch with Pierce the next day,
impressed by the fact she was also
a firefighter.
Their romance blossomed and
the following year they moved in
together after Pierce transferred
from the Pleasant Point brigade
to the Dunsandel brigade.
On Christmas Eve last year,
Bain proposed to Pierce at their
home as she was making russian
fudge.
“I just asked her to close her
eyes and turn around and that
was about it,” Bain said.
He told her he had bought a
ring, and “after she stopped crying”
asked her to marry him.
“I cried, I was so, so excited,
I was so over the moon,” Pierce
said.
She phoned her mother and sister
to let them know, and forgot
about the pot on the stove to the
point that the smell of burning
sugar emanated through the
kitchen.
Pierce said the irony of two
firefighters burning something
on the stove would not have been
lost on their fellow Dunsandel
brigade members if it had of resulted
in a fire.
“If they saw our address pop
up for a call-out they would be
laughing, and it would be a big
shout for us,” Pierce said.
The couple are planning on
getting married next year. In
the meantime they are enjoying
supporting each other in their
volunteer roles.
“We kind of just bounce off
each other, so we work very well
together, We can have some really
horrendous calls and it just
makes us stronger,” Pierce said.
They benefitted from each
other’s strengths, with Pierce’s
profession as a nurse providing
a solid first aid background and
complementing Bain’s firefighting
skills gained from serving as a
firefighter in Australia.
The couple were apart for
seven-and-a-half weeks in 2020
as Pierce worked on a Covid unit.
Due to isolation requirements,
she could not go to fire calls.
“That was hard, but it probably
made us a lot stronger,” Pierce said.
Mayoral snapshot: Who
The local body
elections are in
October. Will anyone
stand against mayor
Sam Broughton, who
claimed a huge 7556
vote majority in 2019?
Susan Sandys reports
IT WILL BE the end of an era
if serial mayoral candidate Bill
Woods does not stand for the
role in the local body elections
this year.
“I haven’t decided, I’m starting
to get too old maybe,” the
79-year-old said.
“Although the Wizard
has indicated he might stand
for Christchurch and he’s over
80.”
Woods served one term as
mayor of the district before
losing the 1995 election, and
time and time again has
unsuccessfully stood for the role
ever since.
He was the only candidate
who stood against incumbent
Sam Broughton at the last local
body elections in 2019, where he
gained 4485 votes compared to
12,041 for Broughton. In 2016,
Broughton won by a majority of
720 votes over the second
highest polling candidate of Pat
McEvedy.
Bill Woods Sam Broughton Grant Miller
While Woods was inspired
by the Wizard, who said in
December he would stand in
Christchurch, the Springfield
resident and Malvern
Community Board member
was also giving consideration
to instead approaching several
other potential candidates to ask
them to stand. He did not have
any one particular person in
mind.
“The reason that I stand is
because I believe the Selwyn
District Council is doing things
wrong. I do believe an alternative
should be provided,” Woods
said.
“There’s a concern that most of
the money spent by the council
is within the high growth areas,
and the people in the rural and
low growth areas are suffering
from that.”
In addition, the participation
of ordinary people was being
“strangled” by the district
council’s moves to discharge
community committees.
“The council has been trying
to destroy that particular system
that’s been going for well over
100 years.”
Woods is himself chairman
of the Sheffield Waddington
Township Committee. He
commended district councillor
Grant Miller on his initiative to
give such committees a choice as
to whether they remained part of
the district council or not.
He was referring to a district
council meeting in December,
where Miller was successful
in giving committees the
power to decide the issue for
themselves. Miller had moved a
motion amendment which was
supported by the majority of
district councillors.
The
amendment
went against
what Mayor
Sam Broughton
and the
remaining
district
councillors
were wanting to
achieve, and that
was discharge
the remaining
community
committees
allowing
them to create
independent
residents’
groups.
“I think
that Grant
Miller certainly
is showing
initiative to
think outside the square,” Woods
said.
Miller himself is undecided
on whether he will challenge
Broughton for the mayoralty.
The Springs Ward district
councillor texted the Selwyn
Times saying: “I have not made
a concrete decision regarding
my future at Selwyn District
Council. I remain committed
to ensuring Selwyn is an
affordable, great place to live
and work.”
Woods said he had not spoken
to Miller about whether he was
considering standing.
However, he did consider
Miller could be a good candidate.
Miller has been a district
councillor since 2013, when he
first stood for election.
Former mayoral candidate and
long-serving district councillor
Debra Hasson said she will stand
again as a district councillor but
not challenge Broughton for the
mayoralty. She was the lowest
one of New Zealand’s youngest
mayors.
Deputy mayor Malcolm Lyall is
also a former mayoral candidate
and long-serving district
councillor. He lost the mayoral
race alongside Broughton in
the 2013 election, as the lowest
polling candidate. He said he
would not stand for mayor
and was “very happy” with the
performance of Broughton.
“I think why would an older
generation try and unseat the
younger generation. You have to
be relevant with the community
you have, and the community in
Selwyn is a young community,”
Lyall said.
Broughton confirmed he
would be standing for mayor,
going into what would be his
third term.
“I am proud of our community
and the things we are achieving
together,” he said.
The district continued to offer
value for buyers seeking familysized
homes and sections. In
Lincoln, Rolleston and Leeston a
modern double-glazed home on
a decent section could be purchased
for less than $1 million.
Darfield and other areas of the
district offered even better deals.
“They are cranking. Darfield
has become hugely popular,
Leeston has become hugely
popular,” Jones said.
Already 2022 had started
with strong demand
and limited supply.
Bayleys Canterbury
general manager of sales
Rachel Dovey said for
Canterbury generally
there was good momentum even
though the country had gone
into red traffic light setting.
“We’ve seen quite a lot of
people moving down here from
around New Zealand and it’s
hard to see that momentum
won’t continue,” Dovey said.
“If you look at areas like
Selwyn there’s been so much
development. A lot of sections
and house packages have really
created another market.”
New Zealand’s house prices
are among the most expensive
in the world relative to incomes,
migration in the years leading
up to Covid-19, followed by a
Forsyth Barr’s head of wealth
He said the sharp increase in
SELWYN DAIRY farms may see
a $110 million income increase
as the industry underpins New
Zealand’s resilience to the global
pandemic.
However, farmers in the
district say the good news is
tempered by lower production,
high inflation and the threat
posed by Omicron.
Fonterra announced last
week a high forecast payout
for 2021/22 with a midpoint of
$9.20 per kg milksolids, compared
to last season’s average
payout across the sector of $7.62
per kg.
If the forecast comes to pass,
it would be the highest milk
price paid by the co-op in its
two-decade-long history. The
previous record was in $8.40/kg
in the 2013/14 season.
Dairy NZ principal economist
Graeme Doole said dairy directly
contributed $590 million
to Selwyn’s economy last season,
and when flow on economic
impacts were included, it contributed
$1.48 billion.
“In the 2021 to 2022 season,
dairy is forecast to directly
contribute $700 million, and
through flow on impacts contribute
$1.76 billion to Selwyn’s
economy,” Doole said.
This was based on the most
recent data showing there were
228 dairy farms in the district.
The industry contributed about
$200 million in wages and employed
about 2500 people.
“The lift in milk prices will be
welcomed by farmers,” Doole
said.
“Selwyn and New Zealand
as a whole will benefit from the
forecast lift in milk prices. The
higher milk price will benefit
other local businesses,” Doole
said.
“For every $1 increase in milk
price, around another $1.50
flows into other sectors within
the economy. Flow-on spending
injects cash into other sectors,
including farm services, animal
However, farmers were also
dealing with higher costs such
as labour, due to staff shortages,
as well as for feed and fertiliser,
he said.
North Canterbury Federated
Farmers dairy section chairman
Karl Dean said in real dollar
terms, the higher forecast payout
would not beat the 2013/14
figure.
This was due to inflation.
Higher costs had particularly
been noticeable in fuel and fertiliser,
with the latter increasing
by 100 per cent in one year.
“There just wasn’t that good
grass growth in early spring to
get the cows really humming,
that carries on throughout the
entire season,” Dean said.
The potential for Omicron to
take employees and farmers out
of the workstream with sickness
or isolation requirements also
weighed heavily, he said.
“(The forecast payout) is
stopping farmers from having
a big frown on their face, but I
wouldn’t say they are grinning
from ear to ear.”
A NEW STUDY monitoring
the Lincoln University Rams
premier rugby men’s side over
a season found surprisingly
few injuries from tackling.
Profiling the tackle and its
injury characteristics in premier
New Zealand club rugby
union players over a complete
season, recently published in
the prestigious British Journal
of Sports Medicine, included
Lincoln University’s Professor
Mike Hamlin and Sohei
Brave Blossoms – Japan men’s
national rugby team) among
its co-authors.
It followed 28 Rams players
over 18 matches in the 2017
rugby season.
The study’s objective was to
identify whether New Zealand
Rugby’s “RugbySmart” – safe
tackle technique was exhibited
by club rugby players and
whether tackle-related injuries
showed poor tackle technique
characteristics.
Professor Hamlin said that
one of the most interesting results
of the study was the very
low injury rates attributed to
the tackle which worked out to
be approximately two injuries
per 1000 tackles made over
the whole season, which is far
lower than previous reports.
“This may have been due
to the high calibre of players
used in this study (all playing
for the Lincoln University
Rams division 1 team) and
their prior experience and
knowledge of tackling.
“A major emphasis of the
coaching staff on safety during
training was also probably a
factor in the low injury rates.”
The research showed that
OUR PEOPLE – KELVIN DAVIDSON
Numbers person has perfect job as
Kelvin Davidson is chief
economist of a leading
property data company.
The 41-year-old Lincoln
dad talks to Susan
Sandys about house
prices, development in
Selwyn, and his life and
career
You are the chief economist
at property data company
CoreLogic, can you tell me
about the company and your
role?
We sell a wide range of
property information to clients.
We do a lot of automated
valuations on properties, services
to the insurance industry, to
government, real estate agents,
banks. Every week we run a
computer model that generates
an estimated market value of
every property in the country.
We take some of these results and
aggregate them up for research
purposes. Everybody will have
had contact with CoreLogic in
their past but might not know it. I
generate written content and talk
to the media.
Do you do research as well?
Yes. Using our own data, we
have a good sense of how the
market is moving. So we can use
that information to measure the
property market. We monitor
sales volumes, listing volumes,
who’s buying – first home buyers
or whatever. We use our own
figures. We also have figures
from Stats NZ, the Reserve
Bank, Treasury, some of the
banks, consumer confidence
surveys. We feed all that in, we
talk about what is interesting, do
presentations, talk to the media.
I’m like a client of CoreLogic
really, I’m an end user of the
information. I interpret it and
sort of write about it and talk
about it. We want to focus on
helping our clients and try and
help them keep up to date with
what is going on, ranging from
executives to your front-line
staff at banks, talking to public
servants, anybody who will listen
really.
NUMBERS PERSON: Kelvin Davidson works remotely from home at Lincoln in his job as
CoreLogic’s chief economist.
PHOTO: STAR MEDIA
Where are you based?
CoreLogic is Auckland and
Wellington, offices are up there.
I work from home. I’ve been the
chief economist for four years.
I’ve always been remote, I travel
quite a lot, I’m up in Wellington
and Auckland fairly regularly,
but my base is home.
The property market is a
fascinating topic, do you think?
For me, I love talking about
property. When I was in the
United Kingdom I used to do
commercial property. It’s really
interesting too, but the man on
the street doesn’t understand it
as much. But everybody has to
live somewhere, everybody has a
view of the residential property
market. I find it really great that
I can look at it from a top down,
macroeconomic perspective,
but also I can chat with my
neighbour about it. So I find it
really interesting and everybody
else does to.
But I guess it’s also a bit
depressing. For example, first
home buyers are being locked
out of the market?
Yes, that’s the thing about
property. As a country, we don’t
get richer by buying and selling
houses off each other. If the
house price goes up, as a home
owner I’ve got more equity, but
that just comes at the expense
of that person who has had to
pay that higher price. So as a
nation, we definitely don’t get
richer from buying and selling
houses. There’s this transfer
of wealth thing going on, I
guess. And what we have seen
for many years, but it has been
really emphasised in the last 18
months, there’s this huge boom
in house prices. It just means
home owners are gaining in
equity, but first home buyers are
having to find more to get on the
ladder. They have to find a bigger
deposit, save for longer, and now,
with interest rates rising, have to
pay more for that as well. There’s
always two sides to the coin. If
somebody is getting a higher sale
price that means somebody else
has had to pay more.
As chief economist of
CoreLogic, do you have a
solution?
There’s a lot of things
successive governments
have tried, and the current
Government has a wide range of
policies on the go. Things from
tax measures, making investors
pay more tax, the Reserve Bank
is tightening up the amount of
mortgage debt that people can
take on, they are raising interest
rates and the Government is also
targeting more housing supply
through things like the changes
to the Resource Management
Act, changes to planning rules,
which allow you to put three
houses on a plot of land rather
than the single one that used
to be the case. So there’s a lot of
policy measures being thrown at
it at the moment. In the end, the
economics will tell you that the
long-term solution is to simply
have more houses. This is pretty
basic stuff, it’s increase the supply
and you will keep the lid on
house prices. It’s just that that’s
easier said than done. You can’t
just create houses overnight, you
have got to develop the land, get
through the planning rules, you
have to have builders to build
these things and the industry at
the moment is pretty stretched,
Housing demand can go up and
down very quickly in the short
term. If the bank suddenly said
overnight you can have a million
dollars instead of $500,000,
house prices would go up almost
instantly. Whereas, the supply
side takes a lot longer. That’s
where in the long run more
houses is the obvious solution,
but it’s not an easy solution.
What do you think of the
policy of three houses on one
block of land?
I think it is a good idea. From
an economist perspective,
there’s only a fixed amount of
land. We are going to have a
growing population in future. It
makes sense to use our existing
land better. Around Selwyn,
population density is already
pretty low, so the case for it isn’t
as clear. But certainly if you
go to Auckland, a lot of those
inner city houses are small
state houses, one dwelling on a
big section. There’s a clear case
there for knocking it down and
putting in lots of townhouses.

OUR PEOPLE 11
CoreLogic’s chief economist
It can potentially stop
suburban sprawl. I guess in
Lincoln, there is a classic case
of the proposed Lincoln South
development, which has been
highly controversial?
That’s right, I live in Verdeco
Park, which will border that new
subdivision, so literally I will look
at it almost out my window.
So what do you think of it, are
you opposed to it?
Personally, no, I am not
opposed to it. I think it will
bring more infrastructure and
more facilities. We could end up
with another school, so from a
personal point of view I am okay
with it. Other people will have
different views. There’s always
two sides to it in the property
market. And I can understand,
it will probably come with extra
traffic, there’s going to be more
strain on existing services.
Lincoln is probably short of a
doctors’ surgery or two. There
are issues that might need to be
addressed.
Please tell me a little about
yourself.
I was born in Ashburton, went
to high school at Ashburton
College, studied at Canterbury
University, did economics
there. I got a graduate job for
the government in Wellington,
did that for a year or two. Then
I went into the private sector,
went to an economics firm called
Infometrics, did that for a year
or two. Then I went to the UK.
I spent almost 10 years in the
UK. I lived in London. London
is fantastic, I had a good job, old
friends came over for a year or
two at a time. I just really loved
it over there, the experiences
you can do, the concerts and
the shows and the travel, within
the radius of a three or four
hour flight you could get almost
anywhere.
How many different countries
did you travel to?
There’s probably not many I
didn’t go to. Off the top of my
head, 30. I did have a tally at
one point, but I’ve forgotten it. I
was doing all the tourist things,
but also seeing what life is like
in different countries. I think
Kelvin Davidson graduates from Canterbury University. In 2013, he celebrates Christmas in
his London flat.
you realise that everybody is the
same. Somewhere like Egypt,
go to Cairo, it’s hard to imagine
anywhere more different than
Lincoln, just total chalk and
cheese. But you still realise
people go to work, they are
trying to feed their family, that’s
probably the one thing I took out
of visiting overseas.
What were the highlights?
Turkey was a bit of a favourite,
the cultural connections we have
through Gallipoli, I really like
Turkish food and Turkish coffee.
In particular places of history,
Italy was great, Greece, going to
the beaches in Spain. Even just
travelling around the UK, going
to Wales and Scotland, seeing
different parts of England.
What concerts did you go to?
I love listening to music, I’m
into kind of 1960s and 1970s
rock music, that’s my big thing.
Bruce Springsteen is my favourite
singer, but I like Pink Floyd,
Led Zeppelin, Elton John, David
Bowie, The Beatles, Rolling
Stones, Dire Straits, anybody
from that era. I have seen many
of them live, that was the thing
about the UK, is you could do
these things. I have seen Bruce
Springsteen three times I think.
There was always festivals in
London, Hyde Park, during the
summer. The Rolling Stones
played there, Rod Stewart, I went
and saw a bunch of concerts as
well, the Eagles, Guns N’ Roses,
Bon Jovi, basically anybody and
everybody came to London.
What brought you back to
New Zealand?
I met my wife over there,
Gemma, she’s from Southland.
We came back to New Zealand
to get married, went back to the
UK. We really just came back for
family reasons, as we came home
Gemma was pregnant. We’ve
got two kids, boy and a girl, aged
six and three. My parents live
out just past West Melton, so the
family connections are priceless.
How did you come to settle in
Lincoln?
We lived in Christchurch for a
year or two, then we built a house
in Prebbleton in 2016. We felt
we needed something different,
so we decided to take the plunge
again and build another place,
this time in Lincoln. We found
at Verdeco Park, the sections
were really well priced, good size.
For us, Lincoln is spot on. We
found Prebbleton got a bit busy
with traffic, the cars were just
becoming a bit overwhelming.
We were looking for something a
little quieter, we have absolutely
found that. And there’s more
facilities in Lincoln, a secondary
school which was a big plus. And
also, frankly, a bit more bang
for buck in terms of property.
We freed up money by shifting
from Prebbleton to Lincoln. We
have been in our new house six
months. We got pretty lucky.
The house was all signed up and
finished just right on the cusp
of this construction issue where
costs are soaring.
And you also beat the
skyrocketing section prices?
That’s right, we signed up 2019,
our section was $260,000 and
that’s 900 sq m.
Now it would cost at least
double that?
Yes, that’s what I hear. So we
got lucky in that sense. When we
bought this, it was just a paddock.
You couldn’t even actually go
and stand on your land, so it was
purchasing a promise really, of a
section sometime in the future.
The titles were delayed, when we
started to hit Covid, but kind of
got through it, the timing was
pretty lucky.
Did you ever forecast, as the
chief economist at CoreLogic,
that property prices could go so
crazy?
No, nobody foresaw this. If you
go back to April, May 2020, when
Covid first hit, any economic
forecaster or commentator at the
time was saying we are going to
see unemployment skyrocketing,
house prices are going to fall.
It’s easy in hindsight, to say “Oh
well, we saw interest rates fall,
ofcourse, house pieces weren’t
going to go down.” But that’s
easy with hindsight. At the time,
it did just feel really uncertain
and really negative. There was
forecasts out there, that prices
nationally might fall even as
much as 20 per cent. We were
much more cautious that that, I
thought it could be something
like five per cent. But still there
was nobody out there that said
house prices would go up 30 per
cent, which was the rise last year.
Hindsight is 20/20?
I think anybody out there has
to put their hand on their heart
and say: ‘No, we didn’t see this at
all.’ Interest rates were slashed,
the government stepped in with
a massive amount of spending,
people couldn’t go anywhere,
they couldnt’ spend on travel, so
they put their money somewhere
else. There was a bunch of things
that conspired to, in hindsight
make it pretty obvious, that
house prices would rise, but that’s
with hindsight, and at the time it
certainly didn’t feel that way.
What did you qualify for at
university?
I did a Bachelor of Commerce
with Honours majoring in
economics. University was great;
by the end I was keen to get out
and do something different. The
last year for me was a bit of a
battle I have got to say, but I got
through it. As you get further
into economics, it gets very
mathematic and quite abstract.
The thing I like about economics
is the things you can see every day.
What made you want to
become an economist, were you
good at maths?
I’ve always been a numbers
person, I probably was going
down the accountancy path. Then
I had a teacher at Ashburton
College, my economics teacher
just sort of captured me I guess
and made the subject really
exciting and really interesting, so I
chose to go down that path.
Wednesday February 2 2022 Selwyn Times
I WAS surprised by the
tenor of the Selwyn Times
article (p3, January 26).
I participated in the
extensive community
consultation conducted by
an independent provider
on behalf of the Ministry of
Education.
It was not conducted in
the rushed way implied
by Kylie Horgan when she
referred to it as being “the
cheapest, the easiest and the
fastest.” It spanned nearly
a 12-month period and
included community meetings
and surveys.
To focus solely on the
projected size of Rolleston
College is to overlook the
way in which the roll will
be distributed across two
separate campuses and how
each will function.
As a retired New Zealand
secondary teacher and a
previous long-term resident
of Canberra, I was particularly
interested in one of
the options proposed in the
consultation, that of having
two campuses to include a
junior and senior college.
Canberra’s public education
operates with secondary
schools and senior colleges
(years 12 and 13) and I have
seen how positively this
system works. Each is able
to provide a better focus for
the different age groups.
The senior colleges in
Canberra provide a range
of adult education courses
BACKYARD CRITTERS
Mike Bowie is an ecologist who specialises in entomology (insects and
other invertebrates). Each week he introduces a new species found in
his backyard at Lincoln. His column aims to raise public awareness of
biodiversity, the variety of living things around us. Check out the full
list of invertebrates found at www.inaturalist.org/projects/backyardbiodiversity-bugs-in-my-lincoln-section
Hoverfly an extremely
useful pollinator
SYRPHIDS WOULD have to be one of
my favourite taxonomic groups apart from
weta.
New Zealand has at least 47 species
of Syrphidae, more commonly known
as hoverflies. This fly family are regular
flower visitors, and the more common
ones are extremely useful pollinators.
I recently found a new species for my
garden which I was quite excited about.
The endemic hoverfly I captured is
known as Helophilus cingulatus and appears
to be distributed throughout most
of New Zealand. Thirteen species of Helophilus
are known here and about 50 are
known worldwide.
Very little is known about Helophilus
cingulatus other than adults appear
mainly between October and February
when most floral resources are available.
They are 14-20mm long with a wingspan
of 30mm and a black body with a creamywhite
stripe across their abdomen and two
to eight white dots towards their rear end.
Larvae have a rat-tail like siphon that
allows them to breath while they filter feed
in organic rich water.
accessed in the evenings
and I commented in my
submission that this could
be a development to consider
once the new college
is established. Currently,
aside from a few workshops
provided through local
community centres and
libraries, there is nothing of
substance available locally.
The nearest facility which
offers such courses is the
Hagley senior college.
Considering the community
meetings already
held I am not sure what
Kylie Horgan hopes to
achieve by holding a further
community meeting next
month. She refers to “global
evidence” that shows large
schools do not serve young
people well.
We already have a local
“super school” – Burnside
High School in Christchurch.
I find it surprising
that she has not referred
LETTERS 13
Super school not rushed
We want to hear your views
on the issues affecting life
in the Selwyn district
to it and wonder if she has
evidence from its staff and
community to indicate that
Burnside High is experiencing
the kind of problems
she says are an issue for
larger schools. It would be
beneficial for her to provide
evidence from a relevant
local source instead of making
generalisations about
“global evidence”.
Perhaps the principal
of Burnside High School
could be asked to attend
her meeting to address and
answer questions on “super
school” issues.
My view is that the
new Rolleston College
will provide a targeted
educational experience
through its two campuses.
Rolleston is a fortunate
community to have the
chance to embrace this
opportunity.
16 Selwyn Times Wednesday February 2 2022
OVER 11,500
LEARNERS ON THE MOVE
IN 2022!
Over 11,500 Selwyn learners will be travelling back to school soon – that’s nearly 20% of our
population out and about and on the move.
Selwyn School Road Safety Co-ordinator Stephanie Hautler is asking everyone to keep their eyes
peeled for our young people heading back to school by foot and on wheels. “A lot of our little
people will be really distracted when heading back to school with the excitement of seeing their
friends and meeting new teachers, so it’s important to slow down and be alert when driving,” says
Mrs Hautler.
With the more settled weather, it’s a great opportunity to get active with your child. If you are
pushed for time, park your car a block back from school so your child can still get the scooting or
walking experience. It is good for them both physically and mentally, develops their road safety
skills and helps with overall congestion at the school gate.
“Road safety awareness is a vital life skill and starts developing when you are young. Take every
opportunity to educate children on how to safely cross a road using their eyes and ears,” Mrs
Hautler says. “A fluro yellow vest makes your child visible in poor weather as well as bright sun.
Most schools have them available for free or a small cost and they really make a difference.”
School travel safety tips:
· Be bright be seen, ask your school for a safety vest.
· Tackle the routes together talking about sneaky driveways and blind corners.
· Get out and active together to reduce the chaos at the school gate.
· Wear your helmets, this goes for caregivers too, young people are watching you!
Road safety resources for parents and children are available from Selwyn District Council by
emailing roadsafety@selwyn.govt.nz or phoning 347 2705.
Selwyn introduces vaccine requirement for staff
The Council is requiring all its staff to be vaccinated against COVID-19.
The Council has introduced its COVID-19 Staff Vaccination Policy last week. All staff not previously
covered by the Government vaccination mandate, will have until 4 March to get fully vaccinated.
The decision is in line with the Council’s decision in December to introduce a My Vaccine Pass
requirement to enter all its staffed facilities.
Council Chief Executive David Ward says the Council’s focus throughout the pandemic has been on
protecting staff and the wider public and this policy is the next step in doing so.
The current community spread of COVID-19, including the recent spread of the Omicron variant meant
the policy is timely in providing staff and the public the maximum protection at Council facilities and
events, he says.
“As a Council we have to meet the requirements of the Health
and Safety Act, but more than that we want to be doing the
right thing to protect our staff and to do our bit in reducing the
spread of COVID-19.
“The nature of our work means that significant numbers of
our staff are frequently interacting with the public and across
different teams within the Council. We supply essential services
to the community so it is important for us to do what we can
to keep people safe – and vaccination is the best first line of
defence.”
Council staff at community and recreation centres, the Selwyn
Aquatic Centre, Selwyn Sports Centre and Te Ara Ātea were
already required to be fully vaccinated under the Government
vaccination mandate.
Council services on Waitangi weekend
On Sunday 6 and Monday 7 February some Council services will be closed or unavailable due to the
Waitangi Day public holiday.
On Monday 7 February the Council offices in Rolleston, all Selwyn Libraries, Rolleston Community
Centre, West Melton Community and Recreation Centre and Lincoln Event Centre will be closed.
The Selwyn Aquatic Centre will be open from 8am–8pm, Sheffield, Southbridge and Darfield pools will
be open from 1–7pm (Darfield pool 7am–1pm lane swimming only). Pines Resource Recovery Park will
be open from 9am–4.30pm. Bin collections will occur as normal.
Memories of Lincoln
maternity unit sought
Memories of the Lincoln Community Maternity Unit are being sought
by the Canterbury District Health Board (DHB).
Lincoln Community Maternity Unit will close in a few months and
transfer to the brand new primary care unit, Oromairaki, in the Toka
Hapāi Selwyn Health Hub in Rolleston, the DHB says. The new unit
is expected to open in early May.
Thousands of people have moved through the Lincoln unit since it
opened in 1927 – staff, parents, whānau, visitors and of course the
many babies who were born there. As part of the move the DHB
is looking to collect some of the many memories from those who
passed through the unit.
Photos, stories and mementos from staff (past and present), parents
and those born in the unit would be greatly appreciated by the DHB
as it prepares to farewell an icon of the Lincoln community.
People can email these to communications@cdhb.health.nz.
On the district’s gambling venue rules
Selwyn residents are being asked to have their say on the number of gambling machines
allowed in the district and where they can be placed.
The Council is required to review its gambling venue policy every three years and
consultation on the Draft Gambling Venue Policy 2022 is now open.
The policy controls where in Selwyn Class 4 gambling (pokie machines) and TAB NZ venues can be
established, and how many gaming machines can operate at each venue. The Council doesn’t have
authority to:
· control hours of operation of TAB or pokie venues
· close down an existing gambling venue
· be involved in decisions about what happens to proceeds of gambling.
There are currently 122 pokie machines operating at 13 venues in Selwyn district, all outside residential
areas. There are no TAB NZ stand-alone venues in Selwyn.
The Council’s current gambling policy sets a cap of 114 pokie machines allowed in the district, although an
error means this should have been 124 machines. It allows existing pokie machines to be moved to new
venues, provided they keep the same number of machines and meet all
other policy criteria. Machines are not allowed in residential areas. The draft
policy proposes keeping the same rules, with a maximum of 124 machines
allowed in the district.
The Council wants to hear from residents on whether they agree with the
proposed policy, including maximum number of pokie machines, the rules
around relocating machines to new venues and that gambling venues
continue to be allowed only outside residential areas in the district.
You can find out more or have your say on the draft policy at
selwyn.govt.nz/gambling.Consultation closes at 5pm, Friday 4
Leeston-Southbridge’s Tim Gruijters is stumped by Darfield’s Alister Collins.
Sam Chamberlain plays a straight bat defensive shot. He went on to
score 48.
Leeston-Southbridge contain Darfield for win
WINS FOR Leeston-
Southbridge, Cheviot
and Ohoka marked
the switch back to the one day
format in country cricket at the
weekend.
After rounds of T20, it was a
return to the 45-over CRV Ambreed
Country Premier One Day
competition on Saturday.
A star-studded clash of the
heavyweights played out at Leeston
Park on Saturday.
Leeston-Southbridge batted
first against visiting Darfield and
after a slow start, posted an
imposing 228/8 in their allotted
45 overs.
Harry Chamberlain (62 runs
off 94 balls) and brother Sam
Chamberlain (48 off 70) led the
charge, but there were solid contributions
down the order, with
every batsman coming in with a
positive intent.
Zak Foulkes was again the pick
of the Darfield bowlers, taking
2/25 in his nine overs, and showing
why he is on the fringes of
breaking into the Canterbury
team.
After seeing off firstclass
seamer Will Williams,
Darfield made their way through
to 48/2 after 12 overs, bringing
Jesse Frew to the crease.
While Frew was in, Darfield
felt like they had a chance
of running down the total,
especially when he formed an
81-run partnership with Ryan
Hughes (26 off 38) for the fourth
wicket.
Harry Chamberlain pulls a high ball to the leg side on his
way to 62.
But when the canny off-spin of
Tim Gruijters had Frew trapped
lbw for 79 in the 43rd over, Leeston-Southbridge
quickly
wrapped up the solid 27-run win.
At Lincoln Domain, cellardwellers
Lincoln came within a
lusty blow of their first win of the
competition.
The road-tripping Cheviot
Magpies elected to bat first and
posted a par-score of 194,
with opener Harrison Darling
continuing his fine season with a
well-made 61 off 88 balls.
Drew Sporke was the pick of the
bowlers, grabbing four wickets.
Lincoln made a shaky start
to their chase, with Cheviot’s
Will Smith knocking off the top
order, and leaving them reeling
at 66/5.
But middle-order batsman
Josh Suzana played a sterling
hand, hitting 68 off 81 balls and
taking the game down to the
An aggressive Zak Faulkes sends down a fast ball. He took
two wickets for Darfield conceding just 25 runs.
final ball.
Needing four to win, Suzana
lucked out and was bowled by
rising star Angus Sidey who held
his nerve to claim the win for
Cheviot.
At Weedons Domain, Ohoka
thrashed Weedons by 120
runs, thanks to fine knocks by
Will Hamilton (71 off 80) and
Toby Beale (62 off 89), and a
five-wicket haul from George
Mauger.
Southbrook, meanwhile, forfeited
its match against rivals
Sefton and Oxford-Rangiora had
the bye.
THE CHANCE discovery of a
warped wooden-shafted club
at an Akaroa antique fair more
than a decade ago has driven
an authentic golfing experience
that goes even further back in
time.
Stu Upton paid $25 for the
manky old putter in 2010, and
then did research which culminated
in the Christchurch Golf
Club planning the inaugural
New Zealand Hickory Open for
March 13.
“It’s been a goal of mine since I
got the putter,” said Upton, who
has assembled the largest private
collection of playable hickory
clubs in the country, 461 at last
count.
“I thought to myself: ‘How the
hell did they play golf with these
in those days?
Upton, who started golfing
at age 12, subsequently learned
hickory golf was popular in
other golfing countries, though
not New Zealand.
“I decided I was going to
change that and it’s taken me
this long to get enough (playable)
clubs where you can actually run
something,” he said.
Upton will provide a driver,
mid-iron, mashie (short iron),
mashie niblick (pitching wedge)
and putter unless golfers in the
field of 72 are already equipped
with clubs cleared by a vetting
process.
“Some clever buggers put a
modern (say 1970s) head on
a hickory shaft. That’s called
cheating,” he said.
Hickory clubs set to test the best golfers
OLD STYLE: Sir Bob Charles and Stu Upton will go back in time to a bygone era of golf
when New Zealand’s inaugural Hickory Open is played at the Christchurch Golf Club in
March.
PHOTO: CHRIS BARCLAY
Upton has eight left-handed
sets, with the legendary Sir
Bob Charles, who will host the
tournament on his beloved links
course in Shirley, requisitioning
a putter and a niblick.
“This is taking me back
to my earliest playing
days. These 100-year-old
hickories are the original
clubs and they have a
special feel that provides a
great challenge, enabling
us to experience golf as it
was meant to be played”
– Sir Bob Charles
“This is taking me back to
my earliest playing days. These
100-year-old hickories are the
original clubs and they have a
special feel that provides a great
challenge, enabling us to experience
golf as it was meant to be
played,” said Charles.
“This is our contribution to a
world-wide revival of hickory
golf, hopefully it will become an
annual event.”
The tournament concept gathered
momentum when Glenn
Bongartz, a former men’s club
captain at Christchurch, bought
a club from Upton.
“We got talking about our love
for the game and I said ‘Bob’s got
a love for this as well” and after
two years of talking we’ve finally
made it happen.”
Charles, 85, is also part of
the core planning group for a
one-day event featuring foursomes
and individual stroke
play.
Golfers can take on a
2700-yard nine-hole challenge
designed by Charles, who
has shortened some holes to
accommodate the old-style
clubs.
Paying homage to history
– the hand-forged hickory
era spanned the 1890s to the
1930s – means you sacrifice the
benefits of new technology.
“A good drive, if you’re really
lucky, might be 200m (compared
to 250-285m with state
of the art equipment) and you
don’t have the volume of clubs,
you’ve only got five (or six) in
your bag,” Upton said.
“You have to be a little bit
inventive. That skill or art of
the game has gone, with modern
golf it’s all about drivers
and wedges.”
Charles and Upton will also
look the part after a selection
of plus fours, and tweed vests
arrived from the United Kingdom
last week.
Upton is also producing
hickory tee markers and period
piece flags for the greens. Clubs
will be carried in canvas and
leather bags reminiscent of the
sport’s formative years.
“We’re going the whole nine
yards,” said Upton, aware there
is considerable ground to make
up on a golfing world where
Scotland has hosted the World
Hickory Open since 2005.
Upton built his catalogue
from purchases throughout
the country, and noticed there
was no shortage of clubs based
on the stiff, dense and shock
Latest Canterbury news at starnews.co.nz
resistant wood originally imported
from the United States.
“There’s loads out there. They
mass produced them in the
millions. It was like: ‘Where
can we get rid of these? We’ll
dump them in New Zealand’,”
he said.
The 59-year-old has spent
more than 2000 hours restoring
clubs often found languishing,
unloved, in garages or
sheds.
He separates the shaft from
the head, sands the hickory
and then soaks it in water for
several days to reverse any
bend in the club.
“I let it dry for four to five
days and nine times out of 10
the bend comes out to a point
where it’s acceptable.”
While proud of his collection
– Upton urges golfers not
to snap one over a thigh if they
land in the stream dissecting
the 9th – it is not exactly priceless.
“About one in 25 has some
sort of significant value, the
rest are just common muck,”
he said.
Upton has a putter which
might be valuable – apparently
it was used by John Henry
Taylor to win the Open Championship
at Royal St George’s
in 1894.
“I have no proof, all it has got
is a plaque on it,” said Upton,
“I’ve seen a couple of drawings
of him and his caddie on
the green. You can see him
holding on to a putter but
there’s no way you can say it’s
that putter.”
Upton has no doubt about
the recent history of the putter
he’ll rely on next month, his
original purchase in Akaroa.
“It had a hellishly bent shaft,
now it almost looks brand
new.”
Helping grow the country

If you have a slope – develop it
MOST OF THE land in the
Selwyn district is flat, but if you
are lucky enough to have some
undulations you may well want to
make use of the slopes and create
features that you can’t do on flat
land.
Landscaping on a slope can be
difficult and, if not done accurately,
it can easily be destroyed in
the first heavy rain.
Generally, landscaping on a
slope is done for gardens and
courtyards.
•Points to consider
If you are looking for landscaping
on a slope for your garden,
the first thing you may want to
consider is drainage for the water
as this will be your number one
enemy in due course.
Once a clear drainage path is
constructed, you will be able to
get rid of the excess water in the
terrain, which usually causes the
soil to move and destroy your
landscape.
To obtain a secure landscaping
on a slope you can also create a
rock garden, which will further
establish a strong foundation. The
rocks are heavy enough not to be
easily moved by heavy rains or soil
movement, thus ensuring your
landscaping on the slope is safe.
•Contact an expert
Many of us prefer to create the
small improvements in our house
by ourselves however, landscaping
on a slope is complicated enough
for you to consider taking the
advice of an expert in order not to
waste your money and time.
There are many concerns that
specialise in landscaping and
they too consider landscaping
on a slope pretty difficult and
challenging; different tactics apply
to different types of terrain and
soil.
Even experts at times cannot
SAFETY FIRST: If you do landscape your sloping property,
don’t forget to factor in good drainage.
guarantee a landscape on a
slope therefore; consider taking
professional advice before
investing in any work by yourself.
•Other helpful tips
There are books, magazines and
websites that will guide you step
by step in constructing your own
landscape should you choose to
do it yourself.
If you decide you are not going
to have help with your landscaping
on the slope, try and obtain as
such data as possible before you
start the job.
You may also want to check
what others did wrong and how
you can avoid doing the same as
well.
Online is a great place to find
reviews and comments from
others who have been in the
same situation as yourself; their
mistakes can help you avoid them
as well as their advice which may
improve your chances in building
GARDENING 23
Let your
imagination
run wild
HEDGES DEFINE spaces,
make a perfect weather break
or backdrop to the garden, can
form a feature wall to show off
other plants and with modern
day technology pruning them is
a relatively simple job.
Before planting a hedge it is a
good idea to decide what purpose
it will have; to keep passing
traffic noise down, for privacy in
the garden or to create rooms in
the garden.
There are many different purposes
for hedges and many different
plants which can be used
to form them.
Another question for the gardener,
prior to planting a hedge,
is whether it should be formal or
informal.
Formal means to clip into
shape while informal refers to
a row of plants pretty much left
Untrimmed which will grow into
larger trees or shrubs.
For best results with hedges it
does pay to trim them regularly
as you’ll find the hedge will be
healthier, a lot better to look
at, tighter and have a lot more
growth down the base.
Hedges are easily trimmed
and can be trained into some
amazing shapes only restricted
by your imagination.
SELWYN RURAL LIFE
Stubble:
Handle With Care
It’s around this time of year that you
may start to notice smoke from stubble
burning in rural areas. Environment
Canterbury has issued some reminders
about the things we should do before
lighting up.
Last year more than 850 smokerelated
complaints were lodged with
Environment Canterbury. The year before
that, it was nearly 900.
At around $350 per callout, the cost to
the ratepayer can really add up and the
council wants this number down.
ECan Zone Delivery Lead Brian Reeves
said many of these complaints related
to people burning rubbish and waste
material outdoors, but ECan also get
plenty of complaints relating to stubble
burning.
“It’s often urban people making the
call. Many don’t understand that stubble
burning is a legitimate and effective
way of dealing with crop residue and
controlling weeds,” Reeves said.
Having said that, the fact remains that
smoke and ash from stubble burning can
be a real nuisance and negatively affect
the lives of neighbours and even those
living many kilometres away.
While stubble burning was a recognised
option for dealing with crop residue,
there were still some things that farmers
can and should do before lighting up to
ensure better and safer outcomes for all.
First and foremost, you should check
that it is alright to light. This is crucial.
Fire and Emergency New Zealand has a
Check it’s alright website. There you will
find a fantastic tool where you enter the
type of burn you want to do, the specific
day and your address.
The tool then gives you a risk profile
based on things such as wind speed,
temperature, and the fire danger index.
Fire and Emergency New Zealand also
provides an excellent guide for stubble
burning, covering things such as weather,
firebreaks, the right way to light, and
insurance. I strongly recommend that you
look at it.
Before lighting up, it’s a requirement to
have a smoke management plan, which
the person controlling the fire must have
on them at the time. The plan covers
things such as the material being burnt,
the expected forecast, the location of the
burn, and how any negative effects will be
mitigated.
Weather plays a big part in determining
how much of a nuisance smoke can be.
So, it’s important to choose the right
conditions. Cloudy days are some of the
best for stubble burning. They come with
light and unstable winds that are good
for dispersing and limiting the spread of
smoke.
Cool or foggy air is generally bad
for burning. The smoke sinks and
won’t disperse. Conversely, if the wind
is swaying trees or blowing toward
residential properties, you shouldn’t light
up.
Also, please be aware of the rules in the
Canterbury Air Regional Plan (CARP),
especially schedule 7 of the plan and
the resource consent requirements for
burning in buffer zones around some
Canterbury towns.
Become
water-smart
this summer
With the hotter, dryer weather the Selwyn District Council suggests
people get smart with their water use to not only save money but
also ensure a reliable water supply.
Getting smart on when and how we water our gardens through
simple habits improves garden growth and means paying less on
water rates, which have increased this year from .50c per cubic
metre to .60c per cubic metre.
Tips for managing your water use:
• Check hoses or taps for leaks
• Make sure sprinklers are watering the plants not the driveway,
footpath or buildings
• Use a watering can or hose
• Water for shorter periods, for example watering for three fiveminute
intervals over a couple of hours lets the soil absorb more
water than watering for 15 minutes continuously which causes
water run-off
• Water your garden and lawn every few days rather than every day
• Use the watering clock to time when you water to get the best
results:
• RED on the clock (peak use times) - you will likely have lower
pressure.
• ORANGE on the clock (during the day) - watering in the heat
of the day or when it’s windy results in a lot of water evaporating
and watering is not recommended. Watering on a cooler, overcast
day is a better option if you do water during the day as this
provides the best opportunity for water to soak into your garden.
• GREEN on the clock - this is the best time to water to maximise
the benefits for your garden and save on your water use.
Radical styling cues for Tucson
I’VE HAD THE good fortune to
view the Grand Canyon, it certainly
is one of the most spectacular
environments on the planet.
As part of the journey to get
there, my wife and I passed
through Tucson, Arizona, a city
nestled below mountains and
on a desert edge. It was hot, dry
and some of the scenery almost
desolate through that area. So it’s
some surprise then Hyundai chose
that city as a name for one its midsize
sport utility vehicles.
However, it must be working for
Hyundai, the Tucson as a name has
been around since 2004, finding
its way to New Zealand then with
the choice of V6 or four-cylinder
engines.
Today, the Tucson has entered
into its fourth generation, and
not a lot has changed in terms
of concept. It is still the mid-size
family wagon that is quality built
and almost borders on the luxury
car class given its level of fitment
and specification, especially the
N-Line model as evaluated.
Long gone is the old V6,
technology has dictated that fuel
efficiency and low emissions are
the catalyst for modern drivelines.
Today, the Tucson arrives with
three engine options, there
are two petrol units – 1.6-litre
turbocharged and a 2-litre naturally
aspirated – and a 1.6-litre turbo
diesel. There are a total of 11
Tucson variants with front and
four-wheel-drive options thrown
into the mix. The range starts at
$46,990 and ends at $72,990.
The evaluation car was a highspec
N-Line variant. It is a fourwheel-drive
model powered by the
1.6-litre turbo petrol engine and
lists at $68,990. I applaud Hyundai
for the vast choice, it’s something
that any prospective buyer will
need to do a lot of homework on,
but with such a wide variety of
options there is a Tucson to suit
every demand and the choice
you make will be one that doesn’t
present you with kit you don’t
really need or want.
In N-Line specification, the
Tucson carries sporty cosmetic
adornments that make it stand
out from the rest of the group. The
interior has a smattering of red
stitched leather, and red accents
and highlights that complement
well the bold design of the new
Tucson.
Its shape is highlighted by
widespread use of geometric
angles and edges. According to
Hyundai, the Tucson has crisp
parametric shapes, creases that
provide a contrast to its wedge-type
lines. The result is a bold, striking
exterior design that flows through
to the interior.
In terms of specification the
N-Line model has everything
you could wish for. Satellite
navigation, leather seat material,
heated and cooling seats with
electric movement, heated
steering wheel, Apple CarPlay and
Android Auto plus a host of other
minor functions too numerous
AGGRESSIVE: Bold wheels on the Hyundai Tucson give it
an adventurous look.
HYUNDAI TUCSON: Shape is highlighted by widespread use of geometric angles and edges.
to mention, many that are
manipulated through a large centre
console touch screen.
The 2022 Tucson has also been
crash tested, returning a five-star
Australasian New Car Assessment
Program safety rating.
Given its design purpose, there
are no surprises with the Tucson’s
occupant and load carrying
potential. The rear passenger space
is spacious, and under the tailgate
there is a cavernous cargo area that
is certainly up to par.
At the other end sits the delightful
1591cc engine. It’s a unit that is used
widely through Hyundai’s line-up
and that of its Korean partner Kia.
I’ve driven with this engine up front
many times before and I’ve always
delighted in its honesty and lively
nature.
It’s easily a match for the Tucson’s
1538kg kerb weight, with 132kW at
the top end and a healthy 265Nm
of torque available all of the way
from 1500rpm to 4500rpm. The
latter figures promote that feisty
nature, it is a true dynamo from
standstill, ushering in acceleration
with a free and easy manner.
A Tucson buyer with this engine
can expect a standstill to 100kmn/h
acceleration process of 8.8sec,
and for that highway overtake it
will accelerate from 120kmh from
80km/h in 6.6sec.
These are peace of mind figures
that give some indication as to the
ability of this engine and it works
away without showing signs of
fatigue or sounding angry. Drive is
• Price – Hyundai Tucson
N-Line, $68,990
• Dimensions – Length,
4500mm; width, 1865mm;
height, 1650mm
• Configuration – Fourcylinder,
four-wheel-drive,
1591cc, 132kW, 265Nm,
seven-speed automatic
• Performance –
0-100km/h, 8.8sec
• Fuel usage – 6.9/100km
channelled through a seven-speed
dual clutch automatic transmission,
shifts are noticeable but very
quick in their action. Of course, in
N-Line form the driver has access
to changes through steering wheelmounted
paddle shifters should he/
she so desire.
Like most modern vehicles
there are normal, sport and eco
drive modes through a consolemounted
flick switch, however, I
used normal mode for most of my
driving time.
As mentioned, I’ve experienced
this engine many times before and
have always been intrigued by its
fuel use, or rather its lack of. In the
Tucson Hyundai claim a 6.9-litre
per 100km combined cycle average,
at times I’ve come close to meeting
that figure. During my evaluation
time the Tucson was constantly
listing around 8l/100km with
4l/100km showing instantaneously
at 100km/h (engine speed
1800rpm). They are similar figures
to those I achieved in Hyundai’s
sports car, the turbocharged
Veloster, when I evaluated it last
year, which just serves to prove you
can have fun with this engine but
at the same time knowing that it is
not scoffing fuel unnecessarily.
The day I took the Tucson on
my inland highway loop a fierce
nor’wester was blowing across the
Canterbury Plains. That makes
those fuel usage stats even more
remarkable, a head wind going
west was making the engine work
harder than it should have been,
also bearing in mind that heading
in that direction from the city is a
long uphill climb.
In terms of handling, the Tucson
has traditional SUV qualities. Being
four-wheel-drive it has the benefit
of a fully independent suspension
system which provides not just
comfort but good compliance,
movement and subsequent stability
in a corner. N-Line models also
have the benefit of high quality
Michelin tyres (235/50 x 19in),
resulting in direct steering and
accuracy in and out of a corner.
First and foremost, though,
the Tucson in all forms is the
quintessential sport utility vehicle.
It is family-friendly, yet it is also
an invigorating drive. It’s also a car
that’s stood the test of time, only
good vehicles have longevity and
that’s something Hyundai can take
a lot of credit for and I guess with
so many variants on offer they are
confident of satisfying the market
for many more years to come.
Selwyn District Council (the Council) is undertaking consultation on a reviewed draft
Gambling Venue Policy. The policy has been prepared under the Gambling Act 2003
and the Racing Industry Act 2020, and once adopted will replace the existing Gambling
Venue Policy 2018.
The Council’s draft Gambling Policy proposes that venues for Class 4 non-casino
gaming machines or ‘pokie machines’ cannot locate in residential areas as defined in the
Council’s district plans, and also proposes restrictions on the number of machines at the
venues.
The draft policy also prohibits stand-alone TAB New Zealand venues in Residential and
Settlement Zones and provides for a (conditional) relocation policy for venues with
Class 4 gaming machines.
Since the current policy was adopted in December 2018 the population of Selwyn
district has increased from 60,000 to close to 74,000.
The Council’s existing policy has a cap of 114 machines. It has transpired that this cap
has been inadvertently breached and the approved number of machines for the district
currently sits at 124.
The proposed draft policy provides for a cap of 124 machines.
The draft updated policy takes into account the current situation in the district and the
views of stakeholders (including residents).
The draft policy, submission form and a statement of proposal are available at all
Council service centres and libraries, and on the Council’s website www.selwyn.govt.nz/
gambling from Monday 31 January 2022.
The Council wants to hear your views on the draft policy.
Consultation is open until 5pm on Friday 4 March 2022.
You can make your submission online at www.selwyn.govt.nz/gambling or fill in a hard
copy submission form and:
· email it to gambling@selwyn.govt.nz
· post it to:
[Edition datE]
Buying a lifestyle block
City life getting you down? Dreaming of
living in the country, where you ‘commute’
from the breakfast table to a barn or your
home office? It might look like an easy life
but buying a lifestyle property can be a
complex business.
While living in the country has much
to recommend it, you need to do more
preparation for buying a place there than
buying a pair of gumboots and comparing
the merits of ride-on mowers.
We recommend comprehensive due
diligence when buying any kind of property,
but rural ones come with a whole extra set
of things to think about compared to buying
a straightforward stand-alone home in
town”.
While it’s tempting to focus on the dream
wish list for your bucolic bolt-hole, but you
should also compile a list of issues to be
aware of (and people who can help you learn
about them).
“If the property you like is being sold by
a licensed real estate agent, remember that
you can ask them anything you like about it”.
“Rural real estate agents have special
skills in this area and they’ll be able to help
you figure out what information you need
to make a well-informed decision. It’s also
a good idea to get your lawyer onboard
early to check titles, consents and other
information that you gather in the process.”
It might feel like you’re getting away from
it all when moving out of town, but rural
developments can be subject to rules that
restrict what you can do. REA recommends
getting your lawyer to check if there are any
covenants on the property that might have
an impact on a future business you may
run there, or any planned building projects.
You don’t want to invest in an alpaca herd
for your new dream property only to find
that it’s not allowed to carry any livestock.
Similarly, it would be tough to discover that
your subdivision plans are not permitted by
council rules.
Be aware that there may be tax
implications if you’re planning to use the
property as a business.
“In general, if it is currently being used for
a business that is tax-registered – whether
that’s selling organic eggs, grazing stock
or running a B&B – then the seller will
probably add GST to the price. This means
you’ll pay an extra 15 per cent, unless you
are also registered for GST. Ask your lawyer
or accountant to check if the house or any
other buildings on the property are GSTexempt.
They will also be able to advise you
on whether you need to be GST-registered.”
A good place to start when trying to
figure out what tax obligations might
attach to your purchase of the property
is Inland Revenue’s property tax decision
tree (available at http://www.ird.govt.
nz/property/property-terms-and-tools/
property-decision-tree/), but keep in mind
that it is always best to seek professional
advice before you make a decision.
Rural properties (like all properties) can
also have easements on the title that relate to
access, water or power. You should ask your
lawyer to check the title and work out what
the easements are, and how they will have an
impact on your rights and responsibilities as
an owner.
“For example, if the title allows a
neighbour access to a piece of their land
through your property, do you have any
right to limit the type and frequency of that
access if you buy it?”
Be aware too that there may be ‘unofficial’
easements operating; the incumbent
owners may have an informal arrangement
with their neighbours, but this may not
remain when the property passes into new
ownership.
Things that we take for granted when
living in urban environments, like water,
sewage and access, can require more
involvement in rural areas. Check the water
sources for the property – if it has its own
bore, are there limits on the amount of
water you can draw from it? What is the
process for ensuring it is safe to drink? What
happens to wastewater and sewage? Are you
prepared for life with a septic tank? Will the
current owner ensure the tank is empty as a
condition of sale?
When it comes to access, will you
share a private road or right of way with
other properties? What will be your
responsibilities and potential costs for
maintaining it? Don’t forget that your
neighbours may be involved in unglamorous
activities at ungodly hours – check the
zoning rules for nearby properties if you’re
worried about noise, smells or traffic. You
might think it’s lovely to have stock grazing
out the window, but are you ready for a
milk tanker driving past every morning? Be
aware that the LIM will not always alert you
to any pending or current NZTA decisions
regarding local highway linkages that often
divert traffic away from urban centres in
favour of immediate rural areas on the town
boundary. Check with NZTA if you think
your property could be affected by road
changes.
Like all property purchases, buying a place
in the country requires careful, objective
consideration.
“There are lots of great things about
living on the land, but it’s best to be realistic
about it. You don’t want to be like the
former townie I met a few weeks ago, who
mournfully told me that their lifestyle
block had become “a life sentence”. Do your
homework and you’re far more likely to live
happily ever after in rural bliss.”
selling property, check out settled.govt.nz.
Your guide to all things Real Estate
in the Selwyn District
Simple touches make
the difference
It’s often the simple touches that make
a difference as you start to visit show
homes and gather ideas about your likes
and dislikes.
Building a home is a big decision and
a visit to Orange Homes in Lincoln’s Te
Whariki sub-division will reveal how
subtle changes can create that impact.
The modern Aoraki V-groove doors are
stunning along with soft rounded corners
throughout the build which are a great
option for the younger family members.
Ethernet throughout the home also
future proofs it for all the family.
Orange Homes is a second generation
family-run company and, over 40
years in business, has built over 1700
quality homes in Canterbury. They have
a reputation for high quality middle
market builds and enjoy establishing
a two-way relationship with all their
clients.
“When you build with us you get a
personal project manager, ensuring a
smooth easy process. All our homes
are built to a specified timeframe,”
says Ginny Orange, design and sales
consultant.
“I’m proud to be part of this familyowned
business. I can promise you
that my determination, integrity and
passion will make the process seamless
and enjoyable for you. We work hard to
create beautiful homes that we can all be
proud of.”
The three-bedroom show home in Te
Whariki sits on a spacious 764 square
metre section with two living areas and a
double garage and indoor/outdoor flow
in spades. The separate lounge at the
front of the home can be easily closed off
while the open plan living/dining/kitchen
also features a study nook, perfect for
those who want to work from home.
Storage options are another feature
including a wall length linen cupboard in
the spacious laundry and extra cupboard
space in the hall. Overall the interior
design features some amazing wall
papers and a spacious master walk-in
robe with a mix of built-in shelving,
hanging space and drawers.
For more ideas about whether
Orange Homes would work for you,
visit their show home at Te Whariki or
in Rolleston’s Acland Park and Falcons
Landing. For more information contact
