THE SPARK of romance<br />
between Luke Bain and Holly<br />
Pierce ignited before they met,<br />
when they realised they were<br />
both firefighters.<br />
Now the couple serve<br />
alongside each other in the<br />
Dunsandel Volunteer Fire<br />
Brigade, and are planning to get<br />
married after a proposal which<br />
itself could have ended in a fire<br />
callout.<br />
“We pretty much live and<br />
breathe fire brigade really, it’s a<br />
huge commitment that we both<br />
love,” Pierce said.<br />
The couple met following<br />
a game of Tinder roulette in<br />
2018. Pierce was celebrating<br />
completing her firefighter<br />
recruitment training in<br />
Christchurch when her friends<br />
swiped right on Bain’s profile,<br />
impressed by one of his shots in<br />
firefighting gear.<br />

THE DISTRICT council is<br />
requiring all of its staff, of about<br />
140 people, to be vaccinated<br />
against Covid-19.<br />
It comes as 13 Christchurch<br />
City Council staff have lost their<br />
jobs for being unvaccinated.<br />

vaccination<br />
policy. It will<br />
now begin<br />
collecting<br />
information to<br />
find out who is not vaccinated.<br />
All employees not previously<br />
covered by the Government<br />
vaccination mandate now<br />
have until March 4 to get fully<br />
vaccinated.<br />
The district council has<br />
previously undertaken a<br />
voluntary survey of staff<br />
and said the majority are<br />
vaccinated, including all<br />
senior managers.<br />

“As a council we have to<br />
meet the requirements of the<br />
Health and Safety Act, but<br />
more than that we want to<br />
be doing the right thing to<br />
protect our staff and to do our<br />
bit in reducing the spread of<br />
Covid-19,” Ward said.<br />
“The nature of our work<br />
means that significant numbers<br />
of our staff are frequently<br />
interacting with the public and<br />
across different teams within<br />
the council. We supply essential<br />
services to the community, so it<br />
is important for us to do what<br />
we can to keep people safe – and<br />
vaccination is the best first line<br />
of defence.”<br />

community and recreation<br />
centres including the <strong>Selwyn</strong><br />
Aquatic Centre, <strong>Selwyn</strong><br />
Sports Centre and Te Ara<br />
Ātea are already required to<br />
be fully vaccinated under<br />
the Government vaccination<br />

The district council said last<br />
month that in the event of it<br />
introducing the no-jab, no-job<br />
policy, it would work with<br />
unvaccinated staff to consider<br />

‘Yes,’ and tears of joy<br />

The Dunsandel firefighter got<br />
in touch with Pierce the next day,<br />
impressed by the fact she was also<br />
a firefighter.<br />
Their romance blossomed and<br />
the following year they moved in<br />
together after Pierce transferred<br />
from the Pleasant Point brigade<br />
to the Dunsandel brigade.<br />
On Christmas Eve last year,<br />
Bain proposed to Pierce at their<br />
home as she was making russian<br />
fudge.<br />
“I just asked her to close her<br />
eyes and turn around and that<br />
was about it,” Bain said.<br />
He told her he had bought a<br />
ring, and “after she stopped crying”<br />
asked her to marry him.<br />
“I cried, I was so, so excited,<br />
I was so over the moon,” Pierce<br />
said.<br />
She phoned her mother and sister<br />
to let them know, and forgot<br />
about the pot on the stove to the<br />
point that the smell of burning<br />
sugar emanated through the<br />
kitchen.<br />
Pierce said the irony of two<br />
firefighters burning something<br />
on the stove would not have been<br />
lost on their fellow Dunsandel<br />
brigade members if it had of resulted<br />
in a fire.<br />
“If they saw our address pop<br />
up for a call-out they would be<br />
laughing, and it would be a big<br />
shout for us,” Pierce said.<br />
The couple are planning on<br />
getting married next year. In<br />

the meantime they are enjoying<br />
supporting each other in their<br />
volunteer roles.<br />
“We kind of just bounce off<br />
each other, so we work very well<br />
together, We can have some really<br />
horrendous calls and it just<br />
makes us stronger,” Pierce said.<br />
They benefitted from each<br />
other’s strengths, with Pierce’s<br />
profession as a nurse providing<br />
a solid first aid background and<br />
complementing Bain’s firefighting<br />
skills gained from serving as a<br />
firefighter in Australia.<br />
The couple were apart for<br />
seven-and-a-half weeks in 2<strong>02</strong>0<br />
as Pierce worked on a Covid unit.<br />
Due to isolation requirements,<br />
she could not go to fire calls.<br />
“That was hard, but it probably<br />
made us a lot stronger,” Pierce said.<br />

IT WILL BE the end of an era<br />
if serial mayoral candidate Bill<br />
Woods does not stand for the<br />
role in the local body elections<br />
this year.<br />
“I haven’t decided, I’m starting<br />
to get too old maybe,” the<br />
79-year-old said.<br />
“Although the Wizard<br />
has indicated he might stand<br />
for Christchurch and he’s over<br />
80.”<br />
Woods served one term as<br />
mayor of the district before<br />
losing the 1995 election, and<br />
time and time again has<br />
unsuccessfully stood for the role<br />
ever since.<br />
He was the only candidate<br />
who stood against incumbent<br />
Sam Broughton at the last local<br />
body elections in 2019, where he<br />
gained 4485 votes compared to<br />
12,041 for Broughton. In 2016,<br />
Broughton won by a majority of<br />
720 votes over the second<br />
highest polling candidate of Pat<br />
McEvedy.<br />

While Woods was inspired<br />
by the Wizard, who said in<br />
December he would stand in<br />
Christchurch, the Springfield<br />
resident and Malvern<br />
Community Board member<br />
was also giving consideration<br />
to instead approaching several<br />
other potential candidates to ask<br />
them to stand. He did not have<br />
any one particular person in<br />
mind.<br />
“The reason that I stand is<br />
because I believe the <strong>Selwyn</strong><br />
District Council is doing things<br />
wrong. I do believe an alternative<br />
should be provided,” Woods<br />
said.<br />
“There’s a concern that most of<br />
the money spent by the council<br />
is within the high growth areas,<br />
and the people in the rural and<br />
low growth areas are suffering<br />
from that.”<br />
In addition, the participation<br />
of ordinary people was being<br />
“strangled” by the district<br />
council’s moves to discharge<br />
community committees.<br />
“The council has been trying<br />
to destroy that particular system<br />
that’s been going for well over<br />
100 years.”<br />
Woods is himself chairman<br />
of the Sheffield Waddington<br />
Township Committee. He<br />
commended district councillor<br />
Grant Miller on his initiative to<br />
give such committees a choice as<br />
to whether they remained part of<br />
the district council or not.<br />

motion amendment which was<br />
supported by the majority of<br />

The Springs Ward district<br />
councillor texted the <strong>Selwyn</strong><br />
<strong>Times</strong> saying: “I have not made<br />
a concrete decision regarding<br />
my future at <strong>Selwyn</strong> District<br />
Council. I remain committed<br />
to ensuring <strong>Selwyn</strong> is an<br />
affordable, great place to live<br />
and work.”<br />
Woods said he had not spoken<br />
to Miller about whether he was<br />
considering standing.<br />
However, he did consider<br />
Miller could be a good candidate.<br />
Miller has been a district<br />
councillor since 2013, when he<br />
first stood for election.<br />

and was “very happy” with the<br />
performance of Broughton.<br />
“I think why would an older<br />
generation try and unseat the<br />
younger generation. You have to<br />
be relevant with the community<br />
you have, and the community in<br />
<strong>Selwyn</strong> is a young community,”<br />
Lyall said.<br />
Broughton confirmed he<br />
would be standing for mayor,<br />
going into what would be his<br />
third term.<br />
“I am proud of our community<br />
and the things we are achieving<br />
together,” he said.<br />
The district continued to offer<br />
value for buyers seeking familysized<br />
homes and sections. In<br />
Lincoln, Rolleston and Leeston a<br />
modern double-glazed home on<br />
a decent section could be purchased<br />
for less than $1 million.<br />

“They are cranking. Darfield<br />
has become hugely popular,<br />
Leeston has become hugely<br />

SELWYN DAIRY farms may see<br />
a $110 million income increase<br />
as the industry underpins New<br />
Zealand’s resilience to the global<br />
pandemic.<br />
However, farmers in the<br />
district say the good news is<br />
tempered by lower production,<br />
high inflation and the threat<br />
posed by Omicron.<br />
Fonterra announced last<br />
week a high forecast payout<br />
for 2<strong>02</strong>1/22 with a midpoint of<br />
$9.20 per kg milksolids, compared<br />
to last season’s average<br />
payout across the sector of $7.62<br />
per kg.<br />
If the forecast comes to pass,<br />
it would be the highest milk<br />
price paid by the co-op in its<br />
two-decade-long history. The<br />
previous record was in $8.40/kg<br />
in the 2013/14 season.<br />
Dairy NZ principal economist<br />
Graeme Doole said dairy directly<br />
contributed $590 million<br />
to <strong>Selwyn</strong>’s economy last season,<br />
and when flow on economic<br />
impacts were included, it contributed<br />
$1.48 billion.<br />
“In the 2<strong>02</strong>1 to 2<strong>02</strong>2 season,<br />
dairy is forecast to directly<br />
contribute $700 million, and<br />
through flow on impacts contribute<br />
$1.76 billion to <strong>Selwyn</strong>’s<br />
economy,” Doole said.<br />
This was based on the most<br />
recent data showing there were<br />
228 dairy farms in the district.<br />
The industry contributed about<br />
$200 million in wages and employed<br />
about 2500 people.<br />
“The lift in milk prices will be<br />
welcomed by farmers,” Doole<br />
said.<br />
“<strong>Selwyn</strong> and New Zealand<br />
as a whole will benefit from the<br />
forecast lift in milk prices. The<br />
higher milk price will benefit<br />
other local businesses,” Doole<br />
said.<br />
“For every $1 increase in milk<br />
price, around another $1.50<br />
flows into other sectors within<br />
the economy. Flow-on spending<br />
injects cash into other sectors,<br />
including farm services, animal<br />

However, farmers were also<br />
dealing with higher costs such<br />
as labour, due to staff shortages,<br />
as well as for feed and fertiliser,<br />
he said.<br />

Farmers dairy section chairman<br />
Karl Dean said in real dollar<br />
terms, the higher forecast payout<br />
would not beat the 2013/14<br />
figure.<br />
This was due to inflation.<br />
Higher costs had particularly<br />
been noticeable in fuel and fertiliser,<br />
with the latter increasing<br />
by 100 per cent in one year.<br />

“There just wasn’t that good<br />
grass growth in early spring to<br />
get the cows really humming,<br />
that carries on throughout the<br />
entire season,” Dean said.<br />
The potential for Omicron to<br />
take employees and farmers out<br />
of the workstream with sickness<br />
or isolation requirements also<br />
weighed heavily, he said.<br />
“(The forecast payout) is<br />
stopping farmers from having<br />
a big frown on their face, but I<br />
wouldn’t say they are grinning<br />
from ear to ear.”<br />

premier rugby men’s side over<br />
a season found surprisingly<br />
few injuries from tackling.<br />
Profiling the tackle and its<br />
injury characteristics in premier<br />
New Zealand club rugby<br />
union players over a complete<br />
season, recently published in<br />
the prestigious British Journal<br />
of Sports Medicine, included<br />
Lincoln University’s Professor<br />
Mike Hamlin and Sohei<br />
Takamori (team doctor for the<br />
Brave Blossoms – Japan men’s<br />
national rugby team) among<br />
its co-authors.<br />
It followed 28 Rams players<br />
over 18 matches in the 2017<br />
rugby season.<br />
The study’s objective was to<br />
identify whether New Zealand<br />
Rugby’s “RugbySmart” – safe<br />
tackle technique was exhibited<br />
by club rugby players and<br />
whether tackle-related injuries<br />
showed poor tackle technique<br />
characteristics.<br />
Professor Hamlin said that<br />
one of the most interesting results<br />
of the study was the very<br />
low injury rates attributed to<br />
the tackle which worked out to<br />
be approximately two injuries<br />
per 1000 tackles made over<br />
the whole season, which is far<br />
lower than previous reports.<br />
“This may have been due<br />
to the high calibre of players<br />
used in this study (all playing<br />
for the Lincoln University<br />
Rams division 1 team) and<br />
their prior experience and<br />
knowledge of tackling.<br />
“A major emphasis of the<br />
coaching staff on safety during<br />
training was also probably a<br />
factor in the low injury rates.”<br />

You are the chief economist<br />
at property data company<br />
CoreLogic, can you tell me<br />
about the company and your<br />
role?<br />
We sell a wide range of<br />
property information to clients.<br />
We do a lot of automated<br />
valuations on properties, services<br />
to the insurance industry, to<br />
government, real estate agents,<br />
banks. Every week we run a<br />
computer model that generates<br />
an estimated market value of<br />
every property in the country.<br />
We take some of these results and<br />
aggregate them up for research<br />
purposes. Everybody will have<br />
had contact with CoreLogic in<br />
their past but might not know it. I<br />
generate written content and talk<br />
to the media.<br />
Do you do research as well?<br />
Yes. Using our own data, we<br />
have a good sense of how the<br />
market is moving. So we can use<br />
that information to measure the<br />
property market. We monitor<br />
sales volumes, listing volumes,<br />
who’s buying – first home buyers<br />
or whatever. We use our own<br />
figures. We also have figures<br />
from Stats NZ, the Reserve<br />
Bank, Treasury, some of the<br />
banks, consumer confidence<br />
surveys. We feed all that in, we<br />
talk about what is interesting, do<br />
presentations, talk to the media.<br />
I’m like a client of CoreLogic<br />
really, I’m an end user of the<br />
information. I interpret it and<br />
sort of write about it and talk<br />
about it. We want to focus on<br />
helping our clients and try and<br />
help them keep up to date with<br />
what is going on, ranging from<br />
executives to your front-line<br />
staff at banks, talking to public<br />
servants, anybody who will listen<br />
really.<br />

Where are you based?<br />
CoreLogic is Auckland and<br />
Wellington, offices are up there.<br />
I work from home. I’ve been the<br />
chief economist for four years.<br />
I’ve always been remote, I travel<br />
quite a lot, I’m up in Wellington<br />
and Auckland fairly regularly,<br />
but my base is home.<br />
The property market is a<br />
fascinating topic, do you think?<br />
For me, I love talking about<br />
property. When I was in the<br />
United Kingdom I used to do<br />
commercial property. It’s really<br />
interesting too, but the man on<br />
the street doesn’t understand it<br />
as much. But everybody has to<br />
live somewhere, everybody has a<br />
view of the residential property<br />
market. I find it really great that<br />
I can look at it from a top down,<br />
macroeconomic perspective,<br />
but also I can chat with my<br />
neighbour about it. So I find it<br />
really interesting and everybody<br />
else does to.<br />
But I guess it’s also a bit<br />
depressing. For example, first<br />
home buyers are being locked<br />
out of the market?<br />
Yes, that’s the thing about<br />
property. As a country, we don’t<br />
get richer by buying and selling<br />
houses off each other. If the<br />
house price goes up, as a home<br />
owner I’ve got more equity, but<br />
that just comes at the expense<br />
of that person who has had to<br />
pay that higher price. So as a<br />
nation, we definitely don’t get<br />
richer from buying and selling<br />
houses. There’s this transfer<br />
of wealth thing going on, I<br />
guess. And what we have seen<br />
for many years, but it has been<br />
really emphasised in the last 18<br />
months, there’s this huge boom<br />
in house prices. It just means<br />
home owners are gaining in<br />
equity, but first home buyers are<br />
having to find more to get on the<br />
ladder. They have to find a bigger<br />
deposit, save for longer, and now,<br />
with interest rates rising, have to<br />
pay more for that as well. There’s<br />
always two sides to the coin. If<br />
somebody is getting a higher sale<br />
price that means somebody else<br />
has had to pay more.<br />
As chief economist of<br />
CoreLogic, do you have a<br />
solution?<br />
There’s a lot of things<br />
successive governments<br />
have tried, and the current<br />
Government has a wide range of<br />
policies on the go. Things from<br />
tax measures, making investors<br />
pay more tax, the Reserve Bank<br />
is tightening up the amount of<br />
mortgage debt that people can<br />
take on, they are raising interest<br />
rates and the Government is also<br />
targeting more housing supply<br />
through things like the changes<br />
to the Resource Management<br />
Act, changes to planning rules,<br />
which allow you to put three<br />
houses on a plot of land rather<br />
than the single one that used<br />
to be the case. So there’s a lot of<br />
policy measures being thrown at<br />
it at the moment. In the end, the<br />
economics will tell you that the<br />
long-term solution is to simply<br />
have more houses. This is pretty<br />
basic stuff, it’s increase the supply<br />
and you will keep the lid on<br />
house prices. It’s just that that’s<br />
easier said than done. You can’t<br />
just create houses overnight, you<br />
have got to develop the land, get<br />
through the planning rules, you<br />
have to have builders to build<br />
these things and the industry at<br />
the moment is pretty stretched,<br />
Housing demand can go up and<br />
down very quickly in the short<br />
term. If the bank suddenly said<br />
overnight you can have a million<br />
dollars instead of $500,000,<br />
house prices would go up almost<br />
instantly. Whereas, the supply<br />
side takes a lot longer. That’s<br />
where in the long run more<br />
houses is the obvious solution,<br />
but it’s not an easy solution.<br />
What do you think of the<br />

I think it is a good idea. From<br />
an economist perspective,<br />
there’s only a fixed amount of<br />
land. We are going to have a<br />
growing population in future. It<br />
makes sense to use our existing<br />
land better. Around <strong>Selwyn</strong>,<br />
population density is already<br />
pretty low, so the case for it isn’t<br />
as clear. But certainly if you<br />
go to Auckland, a lot of those<br />
inner city houses are small<br />
state houses, one dwelling on a<br />
big section. There’s a clear case<br />
there for knocking it down and<br />
putting in lots of townhouses.

CoreLogic’s chief economist<br />
It can potentially stop<br />
suburban sprawl. I guess in<br />
Lincoln, there is a classic case<br />
of the proposed Lincoln South<br />
development, which has been<br />
highly controversial?<br />
That’s right, I live in Verdeco<br />
Park, which will border that new<br />
subdivision, so literally I will look<br />
at it almost out my window.<br />
So what do you think of it, are<br />
you opposed to it?<br />
Personally, no, I am not<br />
opposed to it. I think it will<br />
bring more infrastructure and<br />
more facilities. We could end up<br />
with another school, so from a<br />
personal point of view I am okay<br />
with it. Other people will have<br />
different views. There’s always<br />
two sides to it in the property<br />
market. And I can understand,<br />
it will probably come with extra<br />
traffic, there’s going to be more<br />
strain on existing services.<br />
Lincoln is probably short of a<br />
doctors’ surgery or two. There<br />
are issues that might need to be<br />
addressed.<br />
Please tell me a little about<br />
yourself.<br />
I was born in Ashburton, went<br />
to high school at Ashburton<br />
College, studied at Canterbury<br />
University, did economics<br />
there. I got a graduate job for<br />
the government in Wellington,<br />
did that for a year or two. Then<br />
I went into the private sector,<br />
went to an economics firm called<br />
Infometrics, did that for a year<br />
or two. Then I went to the UK.<br />
I spent almost 10 years in the<br />
UK. I lived in London. London<br />
is fantastic, I had a good job, old<br />
friends came over for a year or<br />
two at a time. I just really loved<br />
it over there, the experiences<br />
you can do, the concerts and<br />
the shows and the travel, within<br />
the radius of a three or four<br />
hour flight you could get almost<br />
anywhere.<br />
How many different countries<br />
did you travel to?<br />
There’s probably not many I<br />
didn’t go to. Off the top of my<br />
head, 30. I did have a tally at<br />
one point, but I’ve forgotten it. I<br />
was doing all the tourist things,<br />
but also seeing what life is like<br />
in different countries. I think<br />

you realise that everybody is the<br />
same. Somewhere like Egypt,<br />
go to Cairo, it’s hard to imagine<br />
anywhere more different than<br />
Lincoln, just total chalk and<br />
cheese. But you still realise<br />
people go to work, they are<br />
trying to feed their family, that’s<br />
probably the one thing I took out<br />
of visiting overseas.<br />
What were the highlights?<br />
Turkey was a bit of a favourite,<br />
the cultural connections we have<br />
through Gallipoli, I really like<br />
Turkish food and Turkish coffee.<br />
In particular places of history,<br />
Italy was great, Greece, going to<br />
the beaches in Spain. Even just<br />
travelling around the UK, going<br />
to Wales and Scotland, seeing<br />
different parts of England.<br />
What concerts did you go to?<br />
I love listening to music, I’m<br />
into kind of 1960s and 1970s<br />
rock music, that’s my big thing.<br />
Bruce Springsteen is my favourite<br />
singer, but I like Pink Floyd,<br />
Led Zeppelin, Elton John, David<br />
Bowie, The Beatles, Rolling<br />
Stones, Dire Straits, anybody<br />
from that era. I have seen many<br />
of them live, that was the thing<br />
about the UK, is you could do<br />
these things. I have seen Bruce<br />
Springsteen three times I think.<br />
There was always festivals in<br />
London, Hyde Park, during the<br />
summer. The Rolling Stones<br />
played there, Rod Stewart, I went<br />
and saw a bunch of concerts as<br />
well, the Eagles, Guns N’ Roses,<br />
Bon Jovi, basically anybody and<br />
everybody came to London.<br />
What brought you back to<br />
New Zealand?<br />
I met my wife over there,<br />
Gemma, she’s from Southland.<br />
We came back to New Zealand<br />
to get married, went back to the<br />
UK. We really just came back for<br />
family reasons, as we came home<br />
Gemma was pregnant. We’ve<br />
got two kids, boy and a girl, aged<br />
six and three. My parents live<br />
out just past West Melton, so the<br />
family connections are priceless.<br />
How did you come to settle in<br />
Lincoln?<br />
We lived in Christchurch for a<br />
year or two, then we built a house<br />
in Prebbleton in 2016. We felt<br />
we needed something different,<br />
so we decided to take the plunge<br />
again and build another place,<br />
this time in Lincoln. We found<br />
at Verdeco Park, the sections<br />
were really well priced, good size.<br />
For us, Lincoln is spot on. We<br />
found Prebbleton got a bit busy<br />
with traffic, the cars were just<br />
becoming a bit overwhelming.<br />
We were looking for something a<br />
little quieter, we have absolutely<br />
found that. And there’s more<br />
facilities in Lincoln, a secondary<br />
school which was a big plus. And<br />
also, frankly, a bit more bang<br />
for buck in terms of property.<br />
We freed up money by shifting<br />
from Prebbleton to Lincoln. We<br />
have been in our new house six<br />
months. We got pretty lucky.<br />
The house was all signed up and<br />
finished just right on the cusp<br />
of this construction issue where<br />
costs are soaring.<br />
And you also beat the<br />
skyrocketing section prices?<br />
That’s right, we signed up 2019,<br />
our section was $260,000 and<br />
that’s 900 sq m.<br />
Now it would cost at least<br />
double that?<br />
Yes, that’s what I hear. So we<br />
got lucky in that sense. When we<br />
bought this, it was just a paddock.<br />
You couldn’t even actually go<br />
and stand on your land, so it was<br />
purchasing a promise really, of a<br />
section sometime in the future.<br />
The titles were delayed, when we<br />
started to hit Covid, but kind of<br />
got through it, the timing was<br />
pretty lucky.<br />
Did you ever forecast, as the<br />
chief economist at CoreLogic,<br />
that property prices could go so<br />
crazy?<br />
No, nobody foresaw this. If you<br />
go back to April, May 2<strong>02</strong>0, when<br />
Covid first hit, any economic<br />
forecaster or commentator at the<br />
time was saying we are going to<br />
see unemployment skyrocketing,<br />
house prices are going to fall.<br />
It’s easy in hindsight, to say “Oh<br />
well, we saw interest rates fall,<br />
ofcourse, house pieces weren’t<br />
going to go down.” But that’s<br />
easy with hindsight. At the time,<br />
it did just feel really uncertain<br />
and really negative. There was<br />
forecasts out there, that prices<br />
nationally might fall even as<br />
much as 20 per cent. We were<br />
much more cautious that that, I<br />
thought it could be something<br />
like five per cent. But still there<br />
was nobody out there that said<br />
house prices would go up 30 per<br />
cent, which was the rise last year.<br />
Hindsight is 20/20?<br />
I think anybody out there has<br />
to put their hand on their heart<br />
and say: ‘No, we didn’t see this at<br />
all.’ Interest rates were slashed,<br />
the government stepped in with<br />
a massive amount of spending,<br />
people couldn’t go anywhere,<br />
they couldnt’ spend on travel, so<br />
they put their money somewhere<br />
else. There was a bunch of things<br />
that conspired to, in hindsight<br />
make it pretty obvious, that<br />
house prices would rise, but that’s<br />
with hindsight, and at the time it<br />
certainly didn’t feel that way.<br />
What did you qualify for at<br />
university?<br />
I did a Bachelor of Commerce<br />
with Honours majoring in<br />
economics. University was great;<br />
by the end I was keen to get out<br />
and do something different. The<br />
last year for me was a bit of a<br />
battle I have got to say, but I got<br />
through it. As you get further<br />
into economics, it gets very<br />
mathematic and quite abstract.<br />
The thing I like about economics<br />
is the things you can see every day.<br />
What made you want to<br />
become an economist, were you<br />
good at maths?<br />
I’ve always been a numbers<br />
person, I probably was going<br />
down the accountancy path. Then<br />
I had a teacher at Ashburton<br />
College, my economics teacher<br />
just sort of captured me I guess<br />
and made the subject really<br />
exciting and really interesting, so I<br />
chose to go down that path.<br />

I WAS surprised by the<br />
tenor of the <strong>Selwyn</strong> <strong>Times</strong><br />
article (p3, January 26).<br />
I participated in the<br />
extensive community<br />
consultation conducted by<br />
an independent provider<br />
on behalf of the Ministry of<br />
Education.<br />
It was not conducted in<br />
the rushed way implied<br />
by Kylie Horgan when she<br />
referred to it as being “the<br />
cheapest, the easiest and the<br />
fastest.” It spanned nearly<br />
a 12-month period and<br />
included community meetings<br />
and surveys.<br />
To focus solely on the<br />
projected size of Rolleston<br />
College is to overlook the<br />
way in which the roll will<br />
be distributed across two<br />
separate campuses and how<br />
each will function.<br />
As a retired New Zealand<br />
secondary teacher and a<br />
previous long-term resident<br />
of Canberra, I was particularly<br />
interested in one of<br />
the options proposed in the<br />
consultation, that of having<br />
two campuses to include a<br />
junior and senior college.<br />
Canberra’s public education<br />
operates with secondary<br />
schools and senior colleges<br />
(years 12 and 13) and I have<br />
seen how positively this<br />
system works. Each is able<br />
to provide a better focus for<br />
the different age groups.<br />
The senior colleges in<br />
Canberra provide a range<br />
of adult education courses<br />

Hoverfly an extremely<br />
useful pollinator<br />
SYRPHIDS WOULD have to be one of<br />
my favourite taxonomic groups apart from<br />
weta.<br />
New Zealand has at least 47 species<br />
of Syrphidae, more commonly known<br />
as hoverflies. This fly family are regular<br />
flower visitors, and the more common<br />
ones are extremely useful pollinators.<br />
I recently found a new species for my<br />
garden which I was quite excited about.<br />
The endemic hoverfly I captured is<br />
known as Helophilus cingulatus and appears<br />
to be distributed throughout most<br />
of New Zealand. Thirteen species of Helophilus<br />
are known here and about 50 are<br />
known worldwide.<br />
Very little is known about Helophilus<br />
cingulatus other than adults appear<br />
mainly between October and <strong>February</strong><br />
when most floral resources are available.<br />
They are 14-20mm long with a wingspan<br />
of 30mm and a black body with a creamywhite<br />
stripe across their abdomen and two<br />
to eight white dots towards their rear end.<br />
Larvae have a rat-tail like siphon that<br />
allows them to breath while they filter feed<br />
in organic rich water.<br />

aside from a few workshops<br />
provided through local<br />
community centres and<br />
libraries, there is nothing of<br />

Considering the community<br />
meetings already<br />
held I am not sure what<br />
Kylie Horgan hopes to<br />
achieve by holding a further<br />
community meeting next<br />
month. She refers to “global<br />
evidence” that shows large<br />
schools do not serve young<br />
people well.<br />
We already have a local<br />
“super school” – Burnside<br />
High School in Christchurch.<br />
I find it surprising<br />
that she has not referred<br />

to it and wonder if she has<br />
evidence from its staff and<br />
community to indicate that<br />
Burnside High is experiencing<br />

she says are an issue for<br />
larger schools. It would be<br />
beneficial for her to provide<br />
evidence from a relevant<br />
local source instead of making<br />
generalisations about<br />
“global evidence”.<br />
Perhaps the principal<br />
of Burnside High School<br />
could be asked to attend<br />
her meeting to address and<br />
answer questions on “super<br />
school” issues.<br />
My view is that the<br />
new Rolleston College<br />
will provide a targeted<br />
educational experience<br />
through its two campuses.<br />
Rolleston is a fortunate<br />
community to have the<br />
chance to embrace this<br />
opportunity.<br />

Over 11,500 <strong>Selwyn</strong> learners will be travelling back to school soon – that’s nearly 20% of our<br />
population out and about and on the move.<br />
<strong>Selwyn</strong> School Road Safety Co-ordinator Stephanie Hautler is asking everyone to keep their eyes<br />
peeled for our young people heading back to school by foot and on wheels. “A lot of our little<br />
people will be really distracted when heading back to school with the excitement of seeing their<br />
friends and meeting new teachers, so it’s important to slow down and be alert when driving,” says<br />
Mrs Hautler.<br />
With the more settled weather, it’s a great opportunity to get active with your child. If you are<br />
pushed for time, park your car a block back from school so your child can still get the scooting or<br />
walking experience. It is good for them both physically and mentally, develops their road safety<br />
skills and helps with overall congestion at the school gate.<br />
“Road safety awareness is a vital life skill and starts developing when you are young. Take every<br />
opportunity to educate children on how to safely cross a road using their eyes and ears,” Mrs<br />
Hautler says. “A fluro yellow vest makes your child visible in poor weather as well as bright sun.<br />
Most schools have them available for free or a small cost and they really make a difference.”<br />
School travel safety tips:<br />
· Be bright be seen, ask your school for a safety vest.<br />
· Tackle the routes together talking about sneaky driveways and blind corners.<br />
· Get out and active together to reduce the chaos at the school gate.<br />
· Wear your helmets, this goes for caregivers too, young people are watching you!<br />

<strong>Selwyn</strong> introduces vaccine requirement for staff<br />
The Council is requiring all its staff to be vaccinated against COVID-19.<br />
The Council has introduced its COVID-19 Staff Vaccination Policy last week. All staff not previously<br />
covered by the Government vaccination mandate, will have until 4 March to get fully vaccinated.<br />
The decision is in line with the Council’s decision in December to introduce a My Vaccine Pass<br />
requirement to enter all its staffed facilities.<br />
Council Chief Executive David Ward says the Council’s focus throughout the pandemic has been on<br />
protecting staff and the wider public and this policy is the next step in doing so.<br />
The current community spread of COVID-19, including the recent spread of the Omicron variant meant<br />
the policy is timely in providing staff and the public the maximum protection at Council facilities and<br />
events, he says.<br />
“As a Council we have to meet the requirements of the Health<br />
and Safety Act, but more than that we want to be doing the<br />
right thing to protect our staff and to do our bit in reducing the<br />
spread of COVID-19.<br />
“The nature of our work means that significant numbers of<br />
our staff are frequently interacting with the public and across<br />
different teams within the Council. We supply essential services<br />
to the community so it is important for us to do what we can<br />
to keep people safe – and vaccination is the best first line of<br />
defence.”<br />
Council staff at community and recreation centres, the <strong>Selwyn</strong><br />
Aquatic Centre, <strong>Selwyn</strong> Sports Centre and Te Ara Ātea were<br />
already required to be fully vaccinated under the Government<br />
vaccination mandate.<br />
Council services on Waitangi weekend<br />
On Sunday 6 and Monday 7 <strong>February</strong> some Council services will be closed or unavailable due to the<br />
Waitangi Day public holiday.<br />
On Monday 7 <strong>February</strong> the Council offices in Rolleston, all <strong>Selwyn</strong> Libraries, Rolleston Community<br />
Centre, West Melton Community and Recreation Centre and Lincoln Event Centre will be closed.<br />
The <strong>Selwyn</strong> Aquatic Centre will be open from 8am–8pm, Sheffield, Southbridge and Darfield pools will<br />
be open from 1–7pm (Darfield pool 7am–1pm lane swimming only). Pines Resource Recovery Park will<br />
be open from 9am–4.30pm. Bin collections will occur as normal.<br />
Memories of Lincoln<br />
maternity unit sought<br />
Memories of the Lincoln Community Maternity Unit are being sought<br />
by the Canterbury District Health Board (DHB).<br />
Lincoln Community Maternity Unit will close in a few months and<br />
transfer to the brand new primary care unit, Oromairaki, in the Toka<br />
Hapāi <strong>Selwyn</strong> Health Hub in Rolleston, the DHB says. The new unit<br />
is expected to open in early May.<br />
Thousands of people have moved through the Lincoln unit since it<br />
opened in 1927 – staff, parents, whānau, visitors and of course the<br />
many babies who were born there. As part of the move the DHB<br />
is looking to collect some of the many memories from those who<br />
passed through the unit.<br />
Photos, stories and mementos from staff (past and present), parents<br />
and those born in the unit would be greatly appreciated by the DHB<br />
as it prepares to farewell an icon of the Lincoln community.<br />

Tennyson Street is closed from south of 75 Tennyson<br />
Street (the Police Station) to 78 Tennyson Street<br />
and Rolleston Drive is one-way westbound for the<br />
upgrade of the Tennyson Street and Rolleston Drive<br />
intersection. Detours are in place.<br />
Wordsworth Street is closed from Shelley Street to Moore Street until<br />
6 <strong>February</strong> for a watermain renewal. A detour will be in place.<br />
Burnham Road is closed to northbound traffic north of the Burnham<br />
School Road intersection to State Highway 1 from 10 January to 26<br />
April. A detour will be in place.<br />
Seal widening is taking place on Weedons Ross Road from<br />
Kingsdowne Drive to Johnsons Road. Weedons Ross Road will be<br />
one-way open to traffic travelling south (towards Rolleston). A detour<br />
is in place.<br />
Bridge repairs are taking place on the Mt White Road bridge. Preseal<br />
repairs are taking place on Waterholes Road between SH1 and<br />
Hamptons Road, Trents Road between SH1 and SH76, Greendale<br />
Road between Dip Road and Coaltrack Road and Bridge Road<br />
between Greendale Road and Coaltrack Road.<br />
Repairs are taking place on Telegraph Road from Essendon Road<br />
to Bealey Road. Pavement repairs are taking place on Wards Road<br />
between Highfield Road and Kerrs Road. Traffic<br />

business support<br />

through a new Council initiative to support the district’s business<br />

is offering one on one business support sessions in <strong>February</strong>, March<br />
and April.<br />

On the district’s gambling venue rules<br />
<strong>Selwyn</strong> residents are being asked to have their say on the number of gambling machines<br />
allowed in the district and where they can be placed.<br />
The Council is required to review its gambling venue policy every three years and<br />
consultation on the Draft Gambling Venue Policy 2<strong>02</strong>2 is now open.<br />
The policy controls where in <strong>Selwyn</strong> Class 4 gambling (pokie machines) and TAB NZ venues can be<br />
established, and how many gaming machines can operate at each venue. The Council doesn’t have<br />
authority to:<br />
· control hours of operation of TAB or pokie venues<br />
· close down an existing gambling venue<br />
· be involved in decisions about what happens to proceeds of gambling.<br />
There are currently 122 pokie machines operating at 13 venues in <strong>Selwyn</strong> district, all outside residential<br />
areas. There are no TAB NZ stand-alone venues in <strong>Selwyn</strong>.<br />
The Council’s current gambling policy sets a cap of 114 pokie machines allowed in the district, although an<br />
error means this should have been 124 machines. It allows existing pokie machines to be moved to new<br />
venues, provided they keep the same number of machines and meet all<br />
other policy criteria. Machines are not allowed in residential areas. The draft<br />
policy proposes keeping the same rules, with a maximum of 124 machines<br />
allowed in the district.<br />
The Council wants to hear from residents on whether they agree with the<br />
proposed policy, including maximum number of pokie machines, the rules<br />
around relocating machines to new venues and that gambling venues<br />
continue to be allowed only outside residential areas in the district.<br />

THE CHANCE discovery of a<br />
warped wooden-shafted club<br />
at an Akaroa antique fair more<br />
than a decade ago has driven<br />
an authentic golfing experience<br />
that goes even further back in<br />
time.<br />
Stu Upton paid $25 for the<br />
manky old putter in 2010, and<br />
then did research which culminated<br />
in the Christchurch Golf<br />
Club planning the inaugural<br />
New Zealand Hickory Open for<br />
March 13.<br />
“It’s been a goal of mine since I<br />
got the putter,” said Upton, who<br />
has assembled the largest private<br />
collection of playable hickory<br />
clubs in the country, 461 at last<br />
count.<br />
“I thought to myself: ‘How the<br />
hell did they play golf with these<br />
in those days?<br />
Upton, who started golfing<br />
at age 12, subsequently learned<br />
hickory golf was popular in<br />
other golfing countries, though<br />
not New Zealand.<br />
“I decided I was going to<br />
change that and it’s taken me<br />
this long to get enough (playable)<br />
clubs where you can actually run<br />
something,” he said.<br />
Upton will provide a driver,<br />
mid-iron, mashie (short iron),<br />
mashie niblick (pitching wedge)<br />
and putter unless golfers in the<br />
field of 72 are already equipped<br />
with clubs cleared by a vetting<br />
process.<br />
“Some clever buggers put a<br />
modern (say 1970s) head on<br />
a hickory shaft. That’s called<br />
cheating,” he said.<br />

The tournament concept gathered<br />
momentum when Glenn<br />
Bongartz, a former men’s club<br />
captain at Christchurch, bought<br />
a club from Upton.<br />
“We got talking about our love<br />
for the game and I said ‘Bob’s got<br />
a love for this as well” and after<br />
two years of talking we’ve finally<br />
made it happen.”<br />
Charles, 85, is also part of<br />
the core planning group for a<br />
one-day event featuring foursomes<br />
and individual stroke<br />
play.<br />

2700-yard nine-hole challenge<br />
designed by Charles, who<br />
has shortened some holes to<br />
accommodate the old-style<br />
clubs.<br />

Paying homage to history<br />
– the hand-forged hickory<br />
era spanned the 1890s to the<br />
1930s – means you sacrifice the<br />

“A good drive, if you’re really<br />
lucky, might be 200m (compared<br />
to 250-285m with state<br />
of the art equipment) and you<br />
don’t have the volume of clubs,<br />
you’ve only got five (or six) in<br />
your bag,” Upton said.<br />
“You have to be a little bit<br />
inventive. That skill or art of<br />
the game has gone, with modern<br />
golf it’s all about drivers<br />
and wedges.”<br />
Charles and Upton will also<br />
look the part after a selection<br />
of plus fours, and tweed vests<br />
arrived from the United Kingdom<br />
last week.<br />
Upton is also producing<br />
hickory tee markers and period<br />
piece flags for the greens. Clubs<br />
will be carried in canvas and<br />
leather bags reminiscent of the<br />
sport’s formative years.<br />
“We’re going the whole nine<br />
yards,” said Upton, aware there<br />
is considerable ground to make<br />
up on a golfing world where<br />
Scotland has hosted the World<br />
Hickory Open since 2005.<br />
Upton built his catalogue<br />
from purchases throughout<br />
the country, and noticed there<br />
was no shortage of clubs based<br />
on the stiff, dense and shock<br />

“There’s loads out there. They<br />
mass produced them in the<br />
millions. It was like: ‘Where<br />
can we get rid of these? We’ll<br />
dump them in New Zealand’,”<br />
he said.<br />
The 59-year-old has spent<br />
more than 2000 hours restoring<br />
clubs often found languishing,<br />
unloved, in garages or<br />
sheds.<br />
He separates the shaft from<br />
the head, sands the hickory<br />
and then soaks it in water for<br />
several days to reverse any<br />
bend in the club.<br />
“I let it dry for four to five<br />
days and nine times out of 10<br />
the bend comes out to a point<br />
where it’s acceptable.”<br />
While proud of his collection<br />
– Upton urges golfers not<br />
to snap one over a thigh if they<br />
land in the stream dissecting<br />
the 9th – it is not exactly priceless.<br />
“About one in 25 has some<br />
sort of significant value, the<br />
rest are just common muck,”<br />
he said.<br />
Upton has a putter which<br />
might be valuable – apparently<br />
it was used by John Henry<br />
Taylor to win the Open Championship<br />
at Royal St George’s<br />
in 1894.<br />
“I have no proof, all it has got<br />
is a plaque on it,” said Upton,<br />

“I’ve seen a couple of drawings<br />
of him and his caddie on<br />
the green. You can see him<br />
holding on to a putter but<br />
there’s no way you can say it’s<br />
that putter.”<br />
Upton has no doubt about<br />
the recent history of the putter<br />
he’ll rely on next month, his<br />
original purchase in Akaroa.<br />
“It had a hellishly bent shaft,<br />
now it almost looks brand<br />
new.”<br />

<strong>Selwyn</strong> district is flat, but if you<br />
are lucky enough to have some<br />
undulations you may well want to<br />
make use of the slopes and create<br />

It’s around this time of year that you<br />
may start to notice smoke from stubble<br />
burning in rural areas. Environment<br />
Canterbury has issued some reminders<br />
about the things we should do before<br />
lighting up.<br />
Last year more than 850 smokerelated<br />
complaints were lodged with<br />
Environment Canterbury. The year before<br />
that, it was nearly 900.<br />
At around $350 per callout, the cost to<br />
the ratepayer can really add up and the<br />
council wants this number down.<br />

said many of these complaints related<br />
to people burning rubbish and waste<br />
material outdoors, but ECan also get<br />

burning.<br />
“It’s often urban people making the<br />
call. Many don’t understand that stubble<br />
burning is a legitimate and effective<br />
way of dealing with crop residue and<br />
controlling weeds,” Reeves said.<br />
Having said that, the fact remains that<br />
smoke and ash from stubble burning can<br />
be a real nuisance and negatively affect<br />
the lives of neighbours and even those<br />
living many kilometres away.<br />
While stubble burning was a recognised<br />
option for dealing with crop residue,<br />
there were still some things that farmers<br />
can and should do before lighting up to<br />
ensure better and safer outcomes for all.<br />
First and foremost, you should check<br />
that it is alright to light. This is crucial.<br />
Fire and Emergency New Zealand has a<br />
Check it’s alright website. There you will<br />
find a fantastic tool where you enter the<br />
type of burn you want to do, the specific<br />
day and your address.<br />
The tool then gives you a risk profile<br />
based on things such as wind speed,<br />
temperature, and the fire danger index.<br />
Fire and Emergency New Zealand also<br />
provides an excellent guide for stubble<br />
burning, covering things such as weather,<br />
firebreaks, the right way to light, and<br />
insurance. I strongly recommend that you<br />
look at it.<br />
Before lighting up, it’s a requirement to<br />
have a smoke management plan, which<br />
the person controlling the fire must have<br />
on them at the time. The plan covers<br />
things such as the material being burnt,<br />
the expected forecast, the location of the<br />
burn, and how any negative effects will be<br />
mitigated.<br />
Weather plays a big part in determining<br />
how much of a nuisance smoke can be.<br />
So, it’s important to choose the right<br />
conditions. Cloudy days are some of the<br />
best for stubble burning. They come with<br />
light and unstable winds that are good<br />
for dispersing and limiting the spread of<br />
smoke.<br />
Cool or foggy air is generally bad<br />
for burning. The smoke sinks and<br />
won’t disperse. Conversely, if the wind<br />
is swaying trees or blowing toward<br />
residential properties, you shouldn’t light<br />
up.<br />
Also, please be aware of the rules in the<br />
Canterbury Air Regional Plan (CARP),<br />
especially schedule 7 of the plan and<br />
the resource consent requirements for<br />
burning in buffer zones around some<br />
Canterbury towns.<br />

people get smart with their water use to not only save money but<br />
also ensure a reliable water supply.<br />
Getting smart on when and how we water our gardens through<br />
simple habits improves garden growth and means paying less on<br />
water rates, which have increased this year from .50c per cubic<br />
metre to .60c per cubic metre.<br />
Tips for managing your water use:<br />
• Check hoses or taps for leaks<br />
• Make sure sprinklers are watering the plants not the driveway,<br />
footpath or buildings<br />
• Use a watering can or hose<br />
• Water for shorter periods, for example watering for three fiveminute<br />
intervals over a couple of hours lets the soil absorb more<br />
water than watering for 15 minutes continuously which causes<br />
water run-off<br />
• Water your garden and lawn every few days rather than every day<br />
• Use the watering clock to time when you water to get the best<br />
results:<br />
• RED on the clock (peak use times) - you will likely have lower<br />
pressure.<br />
• ORANGE on the clock (during the day) - watering in the heat<br />
of the day or when it’s windy results in a lot of water evaporating<br />
and watering is not recommended. Watering on a cooler, overcast<br />
day is a better option if you do water during the day as this<br />
provides the best opportunity for water to soak into your garden.<br />
• GREEN on the clock - this is the best time to water to maximise<br />
the benefits for your garden and save on your water use.<br />

Radical styling cues for Tucson<br />
I’VE HAD THE good fortune to<br />
view the Grand Canyon, it certainly<br />
is one of the most spectacular<br />
environments on the planet.<br />
As part of the journey to get<br />
there, my wife and I passed<br />
through Tucson, Arizona, a city<br />
nestled below mountains and<br />
on a desert edge. It was hot, dry<br />
and some of the scenery almost<br />
desolate through that area. So it’s<br />
some surprise then Hyundai chose<br />
that city as a name for one its midsize<br />
sport utility vehicles.<br />
However, it must be working for<br />
Hyundai, the Tucson as a name has<br />
been around since 2004, finding<br />
its way to New Zealand then with<br />
the choice of V6 or four-cylinder<br />
engines.<br />
Today, the Tucson has entered<br />
into its fourth generation, and<br />
not a lot has changed in terms<br />
of concept. It is still the mid-size<br />
family wagon that is quality built<br />
and almost borders on the luxury<br />
car class given its level of fitment<br />
and specification, especially the<br />
N-Line model as evaluated.<br />
Long gone is the old V6,<br />
technology has dictated that fuel<br />
efficiency and low emissions are<br />
the catalyst for modern drivelines.<br />
Today, the Tucson arrives with<br />
three engine options, there<br />
are two petrol units – 1.6-litre<br />
turbocharged and a 2-litre naturally<br />
aspirated – and a 1.6-litre turbo<br />
diesel. There are a total of 11<br />
Tucson variants with front and<br />
four-wheel-drive options thrown<br />
into the mix. The range starts at<br />
$46,990 and ends at $72,990.<br />
The evaluation car was a highspec<br />
N-Line variant. It is a fourwheel-drive<br />
model powered by the<br />
1.6-litre turbo petrol engine and<br />
lists at $68,990. I applaud Hyundai<br />
for the vast choice, it’s something<br />
that any prospective buyer will<br />
need to do a lot of homework on,<br />
but with such a wide variety of<br />
options there is a Tucson to suit<br />
every demand and the choice<br />
you make will be one that doesn’t<br />
present you with kit you don’t<br />
really need or want.<br />
In N-Line specification, the<br />
Tucson carries sporty cosmetic<br />
adornments that make it stand<br />
out from the rest of the group. The<br />
interior has a smattering of red<br />
stitched leather, and red accents<br />
and highlights that complement<br />
well the bold design of the new<br />
Tucson.<br />
Its shape is highlighted by<br />
widespread use of geometric<br />
angles and edges. According to<br />
Hyundai, the Tucson has crisp<br />
parametric shapes, creases that<br />
provide a contrast to its wedge-type<br />
lines. The result is a bold, striking<br />
exterior design that flows through<br />
to the interior.<br />
In terms of specification the<br />
N-Line model has everything<br />
you could wish for. Satellite<br />
navigation, leather seat material,<br />
heated and cooling seats with<br />
electric movement, heated<br />
steering wheel, Apple CarPlay and<br />
Android Auto plus a host of other<br />
minor functions too numerous<br />

to mention, many that are<br />
manipulated through a large centre<br />
console touch screen.<br />
The 2<strong>02</strong>2 Tucson has also been<br />
crash tested, returning a five-star<br />
Australasian New Car Assessment<br />
Program safety rating.<br />
Given its design purpose, there<br />
are no surprises with the Tucson’s<br />
occupant and load carrying<br />
potential. The rear passenger space<br />
is spacious, and under the tailgate<br />
there is a cavernous cargo area that<br />
is certainly up to par.<br />
At the other end sits the delightful<br />
1591cc engine. It’s a unit that is used<br />
widely through Hyundai’s line-up<br />
and that of its Korean partner Kia.<br />
I’ve driven with this engine up front<br />
many times before and I’ve always<br />
delighted in its honesty and lively<br />
nature.<br />
It’s easily a match for the Tucson’s<br />
1538kg kerb weight, with 132kW at<br />
the top end and a healthy 265Nm<br />
of torque available all of the way<br />
from 1500rpm to 4500rpm. The<br />
latter figures promote that feisty<br />
nature, it is a true dynamo from<br />
standstill, ushering in acceleration<br />
with a free and easy manner.<br />
A Tucson buyer with this engine<br />
can expect a standstill to 100kmn/h<br />
acceleration process of 8.8sec,<br />
and for that highway overtake it<br />
will accelerate from 120kmh from<br />
80km/h in 6.6sec.<br />
These are peace of mind figures<br />
that give some indication as to the<br />
ability of this engine and it works<br />
away without showing signs of<br />
fatigue or sounding angry. Drive is<br />

dual clutch automatic transmission,<br />
shifts are noticeable but very<br />
quick in their action. Of course, in<br />
N-Line form the driver has access<br />
to changes through steering wheelmounted<br />
paddle shifters should he/<br />
she so desire.<br />
Like most modern vehicles<br />
there are normal, sport and eco<br />
drive modes through a consolemounted<br />
flick switch, however, I<br />
used normal mode for most of my<br />
driving time.<br />
As mentioned, I’ve experienced<br />
this engine many times before and<br />
have always been intrigued by its<br />
fuel use, or rather its lack of. In the<br />
Tucson Hyundai claim a 6.9-litre<br />
per 100km combined cycle average,<br />
at times I’ve come close to meeting<br />
that figure. During my evaluation<br />
time the Tucson was constantly<br />
listing around 8l/100km with<br />
4l/100km showing instantaneously<br />
at 100km/h (engine speed<br />
1800rpm). They are similar figures<br />
to those I achieved in Hyundai’s<br />
sports car, the turbocharged<br />
Veloster, when I evaluated it last<br />
year, which just serves to prove you<br />
can have fun with this engine but<br />
at the same time knowing that it is<br />
not scoffing fuel unnecessarily.<br />
The day I took the Tucson on<br />
my inland highway loop a fierce<br />
nor’wester was blowing across the<br />
Canterbury Plains. That makes<br />
those fuel usage stats even more<br />
remarkable, a head wind going<br />
west was making the engine work<br />
harder than it should have been,<br />
also bearing in mind that heading<br />
in that direction from the city is a<br />
long uphill climb.<br />
In terms of handling, the Tucson<br />
has traditional SUV qualities. Being<br />
four-wheel-drive it has the benefit<br />
of a fully independent suspension<br />
system which provides not just<br />
comfort but good compliance,<br />
movement and subsequent stability<br />
in a corner. N-Line models also<br />
have the benefit of high quality<br />
Michelin tyres (235/50 x 19in),<br />
resulting in direct steering and<br />
accuracy in and out of a corner.<br />
First and foremost, though,<br />
the Tucson in all forms is the<br />
quintessential sport utility vehicle.<br />
It is family-friendly, yet it is also<br />
an invigorating drive. It’s also a car<br />
that’s stood the test of time, only<br />
good vehicles have longevity and<br />
that’s something Hyundai can take<br />
a lot of credit for and I guess with<br />
so many variants on offer they are<br />
confident of satisfying the market<br />
for many more years to come.<br />

We’re looking for Dairy Farm Assistants for one of our research dairy farms situated<br />
next to Lincoln township. We have both a permanent role and a 3-year fixed<br />
term role available. In these roles you will be responsible for herding, milking<br />
and the wellbeing of dairy cows while in the milking shed; stock handling; grazing<br />
management; irrigation and effluent management; weed and pest control. This<br />
role supports our research programmes and requires herding of multiple mobs and<br />
regular herd testing. You must be prepared to work under rostered hours.<br />
You won’t necessarily have extensive dairy farming experience but you will have<br />
some experience or transferable skills that you can bring to this role.<br />

• an interest in learning;<br />
• the ability to follow defined procedures, to record data accurately and to<br />
maintain clear and concise records as records;<br />
• an understanding of the health and safety aspects of working on a dairy farm;<br />

Gambling Venue Policy 2<strong>02</strong>2<br />
<strong>Selwyn</strong> District Council (the Council) is undertaking consultation on a reviewed draft<br />
Gambling Venue Policy. The policy has been prepared under the Gambling Act 2003<br />
and the Racing Industry Act 2<strong>02</strong>0, and once adopted will replace the existing Gambling<br />
Venue Policy 2018.<br />
The Council’s draft Gambling Policy proposes that venues for Class 4 non-casino<br />
gaming machines or ‘pokie machines’ cannot locate in residential areas as defined in the<br />
Council’s district plans, and also proposes restrictions on the number of machines at the<br />
venues.<br />
The draft policy also prohibits stand-alone TAB New Zealand venues in Residential and<br />
Settlement Zones and provides for a (conditional) relocation policy for venues with<br />
Class 4 gaming machines.<br />
Since the current policy was adopted in December 2018 the population of <strong>Selwyn</strong><br />
district has increased from 60,000 to close to 74,000.<br />
The Council’s existing policy has a cap of 114 machines. It has transpired that this cap<br />
has been inadvertently breached and the approved number of machines for the district<br />
currently sits at 124.<br />
The proposed draft policy provides for a cap of 124 machines.<br />
The draft updated policy takes into account the current situation in the district and the<br />
views of stakeholders (including residents).<br />
The draft policy, submission form and a statement of proposal are available at all<br />
Council service centres and libraries, and on the Council’s website www.selwyn.govt.nz/<br />
gambling from Monday 31 January 2<strong>02</strong>2.<br />
The Council wants to hear your views on the draft policy.<br />
Consultation is open until 5pm on Friday 4 March 2<strong>02</strong>2.<br />

Buying a lifestyle block<br />
City life getting you down? Dreaming of<br />
living in the country, where you ‘commute’<br />
from the breakfast table to a barn or your<br />
home office? It might look like an easy life<br />
but buying a lifestyle property can be a<br />
complex business.<br />
While living in the country has much<br />
to recommend it, you need to do more<br />
preparation for buying a place there than<br />
buying a pair of gumboots and comparing<br />
the merits of ride-on mowers.<br />
We recommend comprehensive due<br />
diligence when buying any kind of property,<br />
but rural ones come with a whole extra set<br />
of things to think about compared to buying<br />
a straightforward stand-alone home in<br />
town”.<br />
While it’s tempting to focus on the dream<br />
wish list for your bucolic bolt-hole, but you<br />
should also compile a list of issues to be<br />
aware of (and people who can help you learn<br />
about them).<br />
“If the property you like is being sold by<br />
a licensed real estate agent, remember that<br />
you can ask them anything you like about it”.<br />
“Rural real estate agents have special<br />
skills in this area and they’ll be able to help<br />
you figure out what information you need<br />
to make a well-informed decision. It’s also<br />
a good idea to get your lawyer onboard<br />
early to check titles, consents and other<br />
information that you gather in the process.”<br />
It might feel like you’re getting away from<br />
it all when moving out of town, but rural<br />
developments can be subject to rules that<br />
restrict what you can do. REA recommends<br />
getting your lawyer to check if there are any<br />
covenants on the property that might have<br />
an impact on a future business you may<br />
run there, or any planned building projects.<br />
You don’t want to invest in an alpaca herd<br />
for your new dream property only to find<br />
that it’s not allowed to carry any livestock.<br />
Similarly, it would be tough to discover that<br />
your subdivision plans are not permitted by<br />
council rules.<br />
Be aware that there may be tax<br />
implications if you’re planning to use the<br />
property as a business.<br />
“In general, if it is currently being used for<br />
a business that is tax-registered – whether<br />
that’s selling organic eggs, grazing stock<br />
or running a B&B – then the seller will<br />
probably add GST to the price. This means<br />
you’ll pay an extra 15 per cent, unless you<br />
are also registered for GST. Ask your lawyer<br />
or accountant to check if the house or any<br />
other buildings on the property are GSTexempt.<br />
They will also be able to advise you<br />
on whether you need to be GST-registered.”<br />
A good place to start when trying to<br />
figure out what tax obligations might<br />
attach to your purchase of the property<br />
is Inland Revenue’s property tax decision<br />
tree (available at http://www.ird.govt.<br />
nz/property/property-terms-and-tools/<br />
property-decision-tree/), but keep in mind<br />
that it is always best to seek professional<br />
advice before you make a decision.<br />
Rural properties (like all properties) can<br />
also have easements on the title that relate to<br />
access, water or power. You should ask your<br />
lawyer to check the title and work out what<br />
the easements are, and how they will have an<br />
impact on your rights and responsibilities as<br />
an owner.<br />
“For example, if the title allows a<br />
neighbour access to a piece of their land<br />
through your property, do you have any<br />
right to limit the type and frequency of that<br />
access if you buy it?”<br />
Be aware too that there may be ‘unofficial’<br />
easements operating; the incumbent<br />
owners may have an informal arrangement<br />
with their neighbours, but this may not<br />
remain when the property passes into new<br />
ownership.<br />
Things that we take for granted when<br />
living in urban environments, like water,<br />
sewage and access, can require more<br />
involvement in rural areas. Check the water<br />
sources for the property – if it has its own<br />
bore, are there limits on the amount of<br />
water you can draw from it? What is the<br />
process for ensuring it is safe to drink? What<br />
happens to wastewater and sewage? Are you<br />
prepared for life with a septic tank? Will the<br />
current owner ensure the tank is empty as a<br />
condition of sale?<br />
When it comes to access, will you<br />
share a private road or right of way with<br />
other properties? What will be your<br />
responsibilities and potential costs for<br />
maintaining it? Don’t forget that your<br />
neighbours may be involved in unglamorous<br />
activities at ungodly hours – check the<br />
zoning rules for nearby properties if you’re<br />
worried about noise, smells or traffic. You<br />
might think it’s lovely to have stock grazing<br />
out the window, but are you ready for a<br />
milk tanker driving past every morning? Be<br />
aware that the LIM will not always alert you<br />
to any pending or current NZTA decisions<br />
regarding local highway linkages that often<br />
divert traffic away from urban centres in<br />
favour of immediate rural areas on the town<br />
boundary. Check with NZTA if you think<br />
your property could be affected by road<br />
changes.<br />
Like all property purchases, buying a place<br />
in the country requires careful, objective<br />
consideration.<br />
“There are lots of great things about<br />
living on the land, but it’s best to be realistic<br />
about it. You don’t want to be like the<br />
former townie I met a few weeks ago, who<br />
mournfully told me that their lifestyle<br />
block had become “a life sentence”. Do your<br />
homework and you’re far more likely to live<br />
happily ever after in rural bliss.”<br />
