Home schooling is increasinginNorth Canterbury in the

wake of Covid­19.

Rangiora Borough School principal Shane Buckner says

he is aware the trend of families choosing to home school

in 2022 is particularly high in NorthCanterbury.

‘‘Thenumber of applications from whanau in North

Canterbury really standsout from the restofwider

Canterbury. This willimpact the numbers of students

across all our schools.’’

AshgroveSchoolwas the first schoolinthe town to open

for 2022.

PrincipalLeon Van't Veen­Gibbon says the school has

enjoyed an excellentfirst week with students settling back

in, happy to be back together and feeling resilient..

‘‘Therequirements around maskwearingare new and

we are having to adapt to their use. The wide majority of

families across North Canterbury havebeen wonderfully

supportive of the mandates set out by the Ministries of

Health and Education.

‘‘‘However sadly some principals in North Canterbury

Fire presents opportunities

are dealing withnegative andfrustrated family members

for implementing these safety measures in theirschools.’’

The Rangiora principalssay they are awareofthe split

feelings in the wider community,and haveaunited

message to share.

‘‘Schools are places wherewewant our children to feel

safe,and where any health risks areminimised, and

wherestaff and leaders feel safe, and respectedintheir

work.”

They ask the community to continue to trust them in

theirwork and the systems theyare implementing as

health precautions.

They are united in focusing on the goalofensuring all

primary schoolchildren in Rangiorareceive an excellent

educationin2022.

The new rules have required some changestohow

schools operate and the principalssay theyare doing their

best to positivelymanage growing tensions withinschool

communities.

As soon as the PrimeMinister announced the Red traffic

lightrollout, the summerbreak effectively finished and

principals moved straight intoplanning mode for 2022,

been given to begin building the

machinery to providemanufacturing

capacity for thenew factory.

Isolation rules will curb tourism

tourismhotspots believegainstothe

Covid­hit sector will not happen until selfisolation

is scrapped.

Hanmer Springs ThermalPools and Spa

has echoed the muted reactions of many

operators around the country, in response

to Government's plan to reopen the

borderstothe rest of the world.

Ten day self­isolation requirements for

fully vaccinated travellers uponarrival

has dampened enthusiasm for the sector

with tourism leaderspredicting little

uptake due to the demands.

Graeme Abbotsays the requirementsdid

not make it ‘‘terribly appealing’’ for

prospective visitors.

‘‘Untilthere's unrestricted entry, it's

hard to see us getting any real growth back

into the tourism market,’’ he said.

‘‘It wontbeuntilthere's no isolation will

we start to see somenumbers again.’’

Mr Abbot says there maybesome upturn

with those Kiwis returning home to visit

families, oncethey finishself isolation but

he expected it to be small.

The agricultural sector in North

Canterbury has expressed relief at the

Government’s borderreopening plan,

but those on the ground have highlighted

awider issue farmers are facing alack of

home–grown skilledlabour.

This has beencompounded by farmers

being unabletosecure skilledworkers

off shore, due to atighteningof

restrictionsatthe border over the past 24

months, causing significantstrain for

many in the primarysector.

Record low unemployment, which

dropped to 3.2 percent this week, further

underlineshow competitive the labour

marketisbecoming.

But some respitemay be on the cards

as Prime Minister Jacinda Ardern

outlined aphased plan last week to

reopen the country,starting with

vaccinatedKiwis and other eligible

workers from Australia from February

27.

The criteria will open up to New

Zealanders and eligible travellers

including skilled workers, from

anywhere in the world afortnight later.

hard’’ duringCovid.

‘‘They can't go home to the Philippines

to visit familysoopeningupthe borders

Work and volunteer fire fighting juggled

About80percent of New Zealand’s

firefighters are volunteers who juggle

important community work witha

regular nine­to­five paidjob to earna

living.

Most of the largeteam of

firefighters, who fought the early

morning Sutton Toolsfactory fire in

Kaiapoi, on January 30, were

volunteers, who put in along,

exhausting, and at timestraumatic

shift, fightingthe fire.

Then they were backattheir paid

jobs firstthing on Monday morning.

Kaiapoi’sVolunteer Fire Brigade

was first to arriveatthe factory, where

the crews foundafast developing fire

with manyneighbouringhomesin

closeproximity.

The brigade’s deputy chief fire

officer, Matt McPheesaid whenhe

arrived the fire was ‘‘quite intense

with alot going on’’.

As theinitialincident controller Mr

McPhee's first task was to quickly

establishanincident command

structure and delegate roles for his

Kaiapoi crews and the largenumber of

firefighters arrivingsoon after from

otherNorthCanterbury and

Christchurch brigades.

AssistantGroup Manager Mike

Bowden later took over as incident

controller when he arrived at the

scene.

It was acomplex, large­scalefire

whichwas exhausting andchallenging

to deal with.

The firstfire truck arrived at the

sceneabout 12.30am on Sunday.Six

appliances arrived soon afterwards.

Therewere 18 appliances and 65

firefighters at the sceneduring the

height of the blaze for five hours, with

asmaller crew remaining at the scene

all day.

After the fire was extinguished

getting the fire under control and

supporting our community aroundthe

area,’’ he said.

Fire and EmergencyNew Zealand’s

(FENZ)Canterbury area commander

Dave Stackhouse, was also quickto

praisethe work donebyhis

firefighters.

‘‘The Kaiapoi brigade was first on

site, and did areallygood job

establishing exposure protection to

prevent the fast­developing fire

spreading to nearby homes.

‘‘They then received great support

from theother Christchurch and

NorthCanterbury brigades to

extinguish the blaze,’’ Mr Stackhouse

said.

However, for the firefighters

themselvesrecovery from sucha

toughshift can have long­term

consequences‘‘because we live in

such asmall community where

everyoneknowssomeone who has

been affected by the fire so we haveto

be mindful of this’’, Mr McPhee said.

‘‘Fortunately FENZisproactive

about thepossibility of this occurring

and has resourcesinplace to help if

required,’’ he said. ‘‘New Zealandhas

been built on people volunteering in

organisations whether it be

firefighters, ambulance,civil defence

or red cross justtoname afew,’’ Mr

McPheesaid.

‘‘People who wanttovolunteer in

these organisations see aneed to help

our communityand lookfor waystodo

this. We wanttomake surethat those

who require assistance in timesof

need are supported and to be assured

that whenthey needhelp it is notfar

away.’’

The publiccan have their say about the

development of three parks owned by the

Environment Canterbury Regional

Council (ECan).

The survey, beingconducted by ECan,

aims to determine development options

the Waimakariri,Ashley/Rakahuri and

Lake Tekaporegional parks have had

extensive development.

‘‘Ourresearch explores the perceptions,

attitudes and behaviours of the park users

and the (survey) datawill be used to gain

an understanding of current behaviour

and valuableinsight for future

development.’’

Interviews with parkvisitors and

vehiclecounts are also being done.The

survey is being heldduring the summer

and winter months, and is in its second

year of threewhich will allow for

comparative analysis of the data.

ECan decided to hold the survey after

staff removed500 trees from the Ashley­

Rakahuri RegionalPark in July 2020

withoutpublic consultation,causing

widespread anger.

ECan said then the trees had to be

removedfor flood protection, but regular

park usersdescribed the removal of the

trees as amassacre.

Alison Clay, who is aregularvisitor to

the park with her dog Jafa,said at the time

she was ‘‘incredibly saddened to see my

beautiful walkway massacred for what?

How doesitstop flooding?’’

Cyclist Bernadette Canavan, who also

regularly visitsthe park with her dog

Nugget,said she was disappointed to see

so manytreeshad been felled.

‘‘I felt verysaddened when Isaw the

trees.

‘‘This was my very favouriteplacetoride

my bike and nowall that beauty has been

destroyed.’’

Alison saidshe had taken part in the

survey and toldECan to ‘‘plant the trees

back they stole from us’’. She would like to

see nativetreesplantedinthe park, ‘‘and

maybe some fruittreestocreate afood

forest like in Kaiapoi’’.

Youths being

recruited

for council

Young people in the Waimakariri

district are encouraged to apply for a

seat on the youth council.

Youth development facilitator

Emily Belton says the youth council

provides adirect link to the

Waimakariri District Council,

ensuring ayouth voice is heard on

local issues.

As well as advocating for their

peers, youth councillors have

supported or taken the lead on

several projects such as the Ashley­

Rakahuri River Clean up and the

Dudley Park improvements, youth

council co­chairperson Ellie Tizzard

says.

‘‘Being involved in the youth

council is really rewarding.

‘‘I enjoy meeting other people and

working with them to make things

happen in our community.

‘‘We get lots of experience working

with the council staff and

Councillors too.’’

The youth council is particularly

interesting in hearing from young

people who might be from more

rural areas of the district and would

like to have some younger people

involved too.

Meetings are held on the last

Tuesday on the month at 7pm in

Rangiora.

Challenging times

We are living in challenging times,

with the economic effects of the

lockdowns, the threat of Omicron and

the thief in the night, inflation, which

has returned at arate not seen in 30

years.

We will have to wait and see if the

numbers of Omicron infections reach

the levels which the modellers

predicted, but at least from evidence

overseas, Omicron is not as virulent as

previous variants.

So far the modellers do nothave a

stellar record, andhave been miles off

with their predictions, which for now

is comforting.

It is true that some of our

inflationary pressures are

international, butourinflation rate is

almost twice that of our neighbours in

Australia, and the difference is all

down to poor fiscal management by

our Government.

The Covid packages were indeed

needed, but the Government has used

Covid and the funds set aside for it, to

expand Government spending, most of

it has been down right wasteful. The

head count of Wellington bureaucrats

has increased by over 10,000since

Labour came to power and that has

hardly made any services betterfor

the taxpayer.

More importantly it has not

delivered the front line medical staff

We are all paying theprice for it

through the losses that inflation

silently steals away.

Our incomes are rising at half the

rate of inflation and our cousins

across the ditch only have to work 44

minutes to earn what we do in an hour.

In short we are going backwards and

fast.

All this is bad enough but the Covid

isolation rules are adisaster waiting

to happen.

The prospect of being in isolation

for dayshas businesses very

concerned thatthey will be unable to

operate at all. If these rules aren’t

changed, supply chains willgrind to a

halt, shelves will be empty and

emergency services will be crippled.

The Government seem to be

blissfully unawareofthe chaos that

will ensue, why?

Well few, if any cabinet ministers

have had any real world experience,

they have had stellar careers as

student politicians andworking in the

beehive.

But they do not understand business

and how supply chains work.Welive

in challenging times, and the

Government adding to those

challenges is reckless and

irresponsible.

under the spotlight

Januaryended in Kaikoura with a

great hui withthe Rūnanga.

Discussions on howtonavigate the

challenges we face in the year ahead

together were had, alongwithmany

other constructiveconversations.

Thehui helped us to build on our

relationship, and to getabetter

understandingofeach other’s

priorities.

Speaking of priorities, we are just

gettingintothe crunch time of some of

our exciting capital projects.

This includes theWakatuQuay and

the LinkPathway,sostaytuned for

some big news around them in thenext

few months.

We are also just finishingupthe

planned roadresealing programmein

the LTP which doesn’t sound like

much but is very cool considering as a

council we have done what we said we

would do,inthe time framewesaid we

would do it, and haven’t spent more

than we said wewould!

Whowould believeweare already

into thesecond month of the year.

Thespeed Januarywent, Iwould put

down to how busy thetownwas.

As we were expectingthe town is

quieter after areasonably busy

holiday period.

We are nowwaiting for confirmation

of meeting dates andtimes with the

Prime Minister, andother political

partiesthatwewerenot able to meet

in Wellingtonatthe endof last year.

TheMinisterialWorking Groupwill

be reportingback to government at the

end of February.

There is alot to play out in this space

yet!

Inflation, Omicron and reform impact plan

Rising inflation, Omicron and

governmentreform loom as

stormclouds for the

WaimakaririDistrict Council

as it prepares to presentits

annual plan.

Council staffhave proposed

arates riseof4.3 percent

average acrossthe district, in

line with the 4.2%signalled in

last year's 2021/31 Long Term

Plan.

Speakingatthe opening

session for the council's

2022/23 annualdeliberations,

chiefexecutive Jim Harland

said the council is in astrong

position as it faces

uncertainty on several fronts.

“The operating

environment,accordingto

Standardand Poor's,for us is

very stable, so we are getting

the samecredit rating we've

had before—AAlong­term

and A­1+ short­term, —with a

stable outlook.

“Omicron is kind of likethe

phoney war.

‘‘We know it's there, but we

can'tsee it.

“As an organisation we are

doingeverything we can to

prepare for it,but we don't

know how it's going to work

because we haven't been there

before.”

Pressure on staff from the

government'sreformagenda

aroundThree Waters, the

revised Resource

Management Act and climate

changereformislikely to take

atollthis year, he said.

The proposed ratesrise

takes intoaccount the Local

GovernmentCost Index set by

BERL, whichisbetween 2.5%

to 2.9%, a1%increase to fund

an earthquake loanand 0.8%

towards MainPowerStadium

loan repayments, chief

financialofficer Jeff Millward

said.

He saidthe council is aware

of the impactsofrising costs

on ratepayers, withConsumer

Price Index inflation now at

5.9%.

“The primary reason is the

cost of housing which is

affecting the average

consumer.

‘‘There is arestriction on

supplies andthe pricinghas

gone haywire.

‘‘Economists are predicting

the real take homepay for

peopleisreducing and it will

do for the nextthree for years,

so afair bit of risk sits in our

numbers.”

But Mr Millward predicts

the impact on rateswillbe

softened over the next few

years by the ongoing

population growth in the

district.

He says it is predicted 4800

new homes will be built

duringthe life of the 2021/31

LTP.

The council will consulton

three key areas in theannual

plan, includingroading,the

Kaiapoi stormwater and

flooding improvements, and

the Kaiapoi Community Hub,

where extrafundingissought.

The 2022/23 annual plan

will be consultedonbetween

March 4and April 4, ahead of

planned hearings in May.

Aprogramme aimed at helping young

Maoritofind inspiration, strength and

wherethey fit withintheir culture, is

underway in the HurunuiDistrict.

NorthCanterbury local Jamie

McMahon has been selected by Hurunui

MayorMarie Blacktobepart of the Tuia

Programme for 2022.

The programme aims to supportyoung

Maorithroughout New Zealand in

leadership development.

Underthe programme, which is

supported by the MayorsTaskforce for

Jobs,Mrs Black willbeJamie’s mentor

over the next 12 months.

This involves both formal and informal

monthly catch­ups, to support Jamie in

his cultural, personaland leadership

development.

MayorBlack saysshe is honoured to be

providingJamiewith this opportunity.

‘‘He is alovely youngman who will do

verywell in the programme,’’ she says.

Jamie is excitedabout the

programme's prospects, and the chance

to learn alongside Mrs Black.

‘‘I feelvery privilegedtobeapart of

Convoy

Aconvoy stretching for several

kilometres rumbled through North

Canterbury on Monday protesting

Covid­19 mandates, the Bill of Rights,

and censorship.

As it headed north from

Christchurch where it stopped

overnight, people turnedout on

footpaths and roads,with banners in

support.

By the time it reached Amberley the

convoy stretchedasfar back as

SaltwaterCreek, and the protest

appearedtotake on anew life as

banners about Significant Natural

Areas, and Three Waters, joined those

supporting freedom of rights.

The convoy of trucks, utes, cars and

motorbikes, left Southland last week,

and met up with aNorth Island convoy

at Parliament on Tuesday.Itdid not

always meet with support, particularly

from other road users. Some truckies

heading north to the ferries were not

impressedatbeing held up and forced

to travel at 30kph until they could find

asafe passagepast the convoy. One

resorted to sitting on their horn and

driving up the middle of the road in

Amberleytoget ahead of the line up.

Association was akey organisation in

ensuring Amberleygot anew pool. The

IntroducingStMargaret’sCollege’s newDirector of Boarding

Deanne Gath is acutelyaware howharditcan be for parents

when their daughtersheadtoboarding school.

As the newly-appointed DirectorofBoarding at St Margaret’sCollege (SMC),

Manager at Christ’sCollege, SMC’s brother school. Having workedwith teenagers

for 20 years, includingthree of her own, Deanne has aunique understanding

of the complexitiesyoung people face when living away from home whether

domestic boardersorinternational students.

“Being able to understand and respecthow the girls arefeeling is crucial.

Young people face alot of change, we need to ensurewehavethe right team

to supportthem through those times.”

SMC’s three boarding houses arearranged by year groupstomeetthe specific

needsofeachgirl’sdevelopment phase. In Julius House(Years7-10) the

environment is structured and nurturing for the girls to make the transition

Delivering community facilities key to plan

The Kaiapoi Community Hub, stormwater

improvements,roading and the Rangiora

Airfieldall feature in thisyear’s

Waimakariri District Council annualplan.

MayorDan Gordonsays this year’s plan

is focusingondelivering key community

and infrastructureprojects, while juggling

pending legislative changes.

‘‘There are topicswe’ll be askingfor

feedback on during March that require

further funding.

‘‘Thecouncilisalso usingthe

opportunity to let residents know about

new regulations and external changes

whichwill affectthe council, such as 3

Waters Reform and new urban

development rules.’’

The Kaiapoi Community Hub, which is

beingconstructedbehindCourtenay

Drive, will supportthe development of

community facilities.

Satisfy FoodRescue,the Kaiapoi

Croquet Cluband the KaiapoiMenz Shed

are already confirmed starters, but there

is room for more communitygroupstojoin

the project.

The hub is set to be developed in two

phases, and the council is consulting on its

intention to contribute $1.218million

towardsinfrastructure, services and site

preparation.

External funding has beenraised and

the council’s community team is

continuing to work with funders and user

groupstoensure the project is cost

effective, Mr Gordon says.

‘‘Thisisimportant,interms of

communityownership and long term

sustainability.’’

Afinal budget for the projectis

expected to be completed soon.

The projectissubject to aresource

consent, which is likely be completed over

the next few months.

The council received $9 millionof

government‘‘Shovel Ready’’ funding into

2020 towards an $18 million stormwater

upgrade in Kaiapoi.

An additional $4.175 millionisbeing

soughtfrom this year’s annualplan, with

$705,000 allocated from the Kaiapoi Urban

Drainage accountand $3.47million from

Waimakariri Mayor Dan Gordon

the district drainage account.

The council received less funding than

expectedlast yearfrom Waka Kotahi NZ

TransportAgency in the National Land

TransportProgramme.

Additional funding of justover $1

millionisbeing sought to make up some of

the shortfall and will be consulted on in

the annual plan.

The council had planned to consulton

developments at the RangioraAirfield in

the 2024 LongTerm Plan,but alocal

developer has come forwardwith a

proposal which is expected to result in

cost savings, Mr Gordon says.

To support the development, upgrades

will be needed to water supply, sewer,

airfield security and improvements to the

runway.

This will be consulted on in the annual

plan.

Mr Gordonsays the district continues to

experience significantgrowth, which

meansthe council is in astrong position to

meet its commitments,aswell as the

challenges posed by government reform

andCovid­19 uncertainty.

He is thrilled the proposed ratesrise is

at 4.3 percent, which is in line with the

4.2% ratesrise proposed in the 2021/31

LTP.

‘‘Keeping rates affordable is apriority

forthe council. When making budget

decisions thisisalways frontofmind when

determining that we have the balance

right and Ithinkthis plan does just that.’’

Waimakariri council in strong position financially

TheWaimakariri District Council is in a

strong position, according to an

internationalcreditrating agency.

Credit rating agency Standard and

Poor's has confirmedthe council’s AA

long­term and A­1+short­term credit

rating with astable outlook for another

year.

The council’s credit rating matches

theNew Zealand government’s rating.

The AA rating maintains an

exceptionally high credit rating, which

endorses thepositionthe councilholds

with its investors,stakeholders and

community.

It alsoprovides an ongoing ability to

fund significant work programmes.

Mayor Dan Gordon saysthe council

continues to have some of the best

financial management in the local

government sector.

‘‘Thesovereign rating is the highest

rating councils can achieve at this time

andtomaintain this through aglobal

pandemic is quite the achievement,

particularlysignificant as the council

completes the last of its work

programmes relating to the 2010 and

2011 earthquakes.

‘‘Theconsistency of council’s

financial performance,and how it is

rated,assists significantly when it

comestofuture borrowing and means

the council is better positioned to cater

for the future needs of the community

whilemaintaining affordability.’’

Chief executiveJim Harland says the

high rating is recognition of thework of

chieffinancial officer Jeff Millward and

the wider finance team.

‘‘Ontop of the Standard and Poor’s

review, thecouncil has anumber of selfimposed

safeguards to ensure prudent

management of debt,which ensurewe

manage our finances wisely.

‘‘Our internal policies place limits

that are more stringent than whatthe

Local Government Funding Agency

allowsand ensures ourcouncil has

enough room in ourborrowing limits to

ensure we’reprepared for the

unexpected.’’

Brakes to be applied to motorists

Community Hub wereinthe spotlightat

the WaimakaririDistrictCouncil last

week.

The council held its first monthly

meeting of theyear, before beginningits

annual plan deliberations the next day.

Mayor DanGordon saysthere was

considerabledebatearound thecouncil

table beforeapproving changestospeed

limits, which were consultedontowards

the end of last year.

‘‘This will see anumber of reduced

speed restrictionsbeingintroducedon

busyroads around thedistrict to help

improvesafety on ourroads.’’

The speed limit on FernsideRoad,

betweenFlaxtonand Lineside Roads,

willbereducedto80kph.

On FlaxtonRoad, the speed limit will

dropfrom 80kphto60kph from

Southbrook to Fernside Road, and then to

80kph to Skewbridge Road.

Several otherroadswillsee speed

limitslowered from 100kph to 80kph and

60kph.

SectionsofRavenQuay, Charles Street

and Jollie Streetwilldrop to 30kph.

The speed limit on Cust Road, through

the towncentre,will drop from60kph to

50kph.

Asection of SwannanoaRoad nearthe

school willalso drop from100kphto

Tuesday 2February: Agrey Nissan

Primera wasstolen from aCressy Ave

address in Kaiapoi; aRangiora manwas

dealt with for speeding and excess breath

alcohol; aChristchurch manwas

arrested for speaking threateningly to

another person; an elderly Kaiapoi

resident fell victim to atelephone scam,

losing asignificant amount of money.

Thursday, February 3: Awork vehicle,

with the keys in, was stolen from

Woodend. It was recovered minus the

tools and personal effects. Acredit card

that was in the vehicle was used and

enquiries are under way; a20­year­old

male was arrested for breach of bail.

Friday, February 4: Avehicle was

broken into and personal effects stolen,

at the Kaiapoi Club. The offence was

captured on CCTV; aSubaru Legacy was

stolen from aKaiapoi address; an

18­year­old Christchurch man was

processed for Excess Breath Alcohol

after acrash in Flaxton. Police are

following astrongline of enquiry after a

hit and run collision on Upper Sefton

Road.

Saturday, February 5: Number plates

were stolen from avehicle in Gibbs

Drive; a44­ year­old Woodend man was

arrested for assault.

Saturday, Sunday February 5and 6: An

unlocked vehicle was entered in Loburn,

awallet and cards stolen and used.

Saturday to Monday, February 7:

Numerous vehicles entered in the

Woodend area, mostly unlocked.

They canbreak powerlinesand network equipment,resulting in risk of seriousinjury or death as

well as causing widespread powerinterruptions.This inconveniencesfarms and households, affects

business productivity and causes damagetocustomers’electronic equipmentand appliances.

Tree Owners’ Responsibilities

Underthe Electricity(Hazards fromTrees)Regulations,

tree owners are responsible fortheir trees;the results

of tree damage topower lines can be asignificant

cost to atreeowner.Please checkyourtrees,hedges

or shelter beltsregularly.Ifyou arenot sure what to

look for, please call us so we can help.

Remember,trees need to be kept asafedistance

away frompower lines and other electricity network

equipment because:

•Children thatclimb trees close to powerlines areat

riskofserious injuryordeath.

•Insevereweatherconditions,vegetationcan

become electrically ‘live’ andmay electrocute

•Trees andvegetationcoming into contactwith

These regulations are to provide asafe electricity

supply toyou and toprotect the security of

electricity supply to everyone inthe community.

The regulations place responsibilities on tree

owners (you) and the electricity network operator

(MainPower)

Following theregulations will help ensure security of

supply to youand thewider community.

Pleasedon’t wait to be remindedthatyourtrees

need tobecut. Be proactive, regularly inspect your

trees andiftheyare in either the Notice Zone or the

Growth LimitZone they must betrimmed safely.

Zone (TreeB)youwill receivealegalnotice from

us requiring thetreetobetrimmed (byaqualified

contractor)within aspecifiedtime frame. This is

because the treeisnow too close to powerlines and

equipment, and could causeapower outage and /

or harm the public. As youmightexpect, the notice

zones vary depending on thevoltage of the power

lines.

Offences CommittedbyTreeOwners

There are penaltiesfor tree owners who do not

comply with awritten request to cuttheir trees, or do

not advise MainPoweron0800309080ofthe time

andlocation of the cutting work.

On summary conviction, treeownersmay be liable

for afinenot exceeding $10,000 andafurther fineof

$500 forevery dayonwhich the offence continues.

If your trees are considered an immediatedanger to

ournetwork,MainPowerhas an obligation to remove

anyhazard. If youhave failed to keep your trees

clear of powerlines, or have notresponded to our

requests, thenasthe tree owneryou are responsible

forall costsincurred by us to remove anyhazard.

Cutting TreesNearLiveLines

Trimming treesand vegetation closetopowerlines

can be extremely dangerous and must be undertaken

by acompetent worker.Whenselecting acontractor

please ensure theyare trained to carry out this work.

MainPowerhas ateamofexperienced andqualified

utilityarborists (arborists trained towork nearlive

lines).Youmay engage MainPowerarborists, or other

arboristsofyourchoosing, but it is essential to ensure

thatanyone working near powerlinesissuitably

trainedand qualified to do so.

Fall Hazard Zone

Tree owners should be aware that trees presenta

hazard if theyfall and damage powerlines.Theclosest

atree can be located is calculated on thebasis of the

height of treeplus 4metres. Check that your trees are

outside the fall hazard zone and consider trimming or

removaltoavoid causing damage and incurringfuture

Kaikoura provides ideal learning ground

Two students have enjoyed a

summer in Kaikoura as part of

Environment Canterbury’s

summer student programme.

Keen environmentalists Abby

Clarke and Alana Kimber spent

three months working in

Kaikoura, helping out with the

Banded Dotterel Study and fish

passage assessment work,

through ECan’s regional

biodiversity programme.

Alana graduated from Lincoln

University last year with an

environmental management

degree, majoring in water

management, and was keen to

gain some experience.

‘‘Last year Iworked at the

Tasman District Council, so I

decided Canterbury would be a

good next move for me,’’ she

said.

‘‘For our work with the

Banded Dotterel Study, we’ve

been out on beaches, identifying

birds, helping band them, and

checking in to see which ones

have survived the season.’’

The fish passage assessments

include amixture of office and

outdoor work, including looking

at where fish access to upstream

areas might be challenged.

‘‘We started by scanning

Canterbury Maps, looking to see

where things like roads or

railway lines intercept with

programme finishes and longer

term wants to study bushfire

planning in Australia.

Abby is studying for amasters

degree in wildlife management,

centred around yellow­eyed

penguins, at Otago University.

The summer student

programme gave her the chance

to do some hands on work with

birds and learn some new skills.

‘‘It’s gorgeous here, and so

much warmer than Dunedin. I’m

really interested in marine­life,

so on the weekends Iget out my

snorkel and go exploring in the

trend’ –the last thingyou want

to do is invest in an upgrade

Amuri awaits rebuild news

Amuri Area School hopes to have

some good news to share with its

community soon, as it grapples

with Covid­19.

As staff prepare for the new

schoolyear underthe red traffic

light regulations, principal

James Grigg is awaiting news of

the school's rebuild.

Ministry of Education staff and

contractorsvisited the school

over the summer holidays to

complete site assessmentsin

preparation for the

redevelopment of the senior part

of the school.

Mr Griggsays adecision on

what the rebuild will entail is due

at the end of the month, but he

does not expect construction to

begin thisyear.

‘‘It'salong, old process. It

doesn't happen over night and

you havetobequitefirm about

what you want to achieve.’’

The redevelopmentwill

replace buildings whichdate

back to the early 1970sand

ensurethe growing school has

buildings fit for purpose in the

21st century.

When the junior partofthe

schoolwas redeveloped several

years ago,the site was expected

to cater for up to 309 Year 1to13

pupils.

‘‘WhenIfirst camehere in 2015

we had just ticked over 300,but

we topped out at 370 at the end of

last year and we expect to do the

same this year,’’ Mr Grigg says.

‘‘It means we havebeen making

do with spaceswhichare not

intended as classrooms for afew

years.

adaptable and can quicklypivot

to home learning if required.

Tuahiwi School roll growth

Tuahiwi School is bulging at the seams.

PrincipalMel Taite­Pitamasays the

school, which was built for 140 pupils, has

aroll fastapproaching 200 as whanau are

attracted by the opportunity to embrace Te

Reo and Maori culture.

Therewere just 83 pupils when Ms Taite­

Pitama arrived at the schoolfive years ago.

‘‘Spaceisvery, very tight.It's the highest

roll it's been in our history,‘‘ she says.

‘‘I've done no marketing, except in the

firstyear when we had some capacity.

‘‘Since then it's been, ‘how do we manage

this growth?'.’’

The schoolhas been working with the

Ministry of Education on amaster plan,

whichwill include anew classroomblock

with two teaching spaces, and the potential

to extend the existing hall or build anew

one.

The schoolhas opted for ‘‘a modular

approach’’for the new classroom block,

rather than atraditionalschool building,

whichwill be ‘‘faster and less expensive to

build’’, Ms Taite­Pitamasays.

SeniorNet is offering courses in a

quiet, dedicated facility in central

Rangiora to help people find their way

around acomputer.

There is asession on Wednesday

morning, February 16, which offers

first steps in using acomputer.

‘‘We haveparticular character about us

that promotes the use of Te Reo and

TikangaMaori,whereasatotherschools it's

perhaps not thesame focus,’’she says.

‘‘Themorepeople learn aboutour

culture the more they want to be apart of

it. We have ahigh number of enrolments

from otherschoolswhere it hasn't worked

out, butthey come here and thereisa

feeling of belonging and they feel

welcome.’’

Ewe fair day 2 ‘more fluent’,despite the rain

Sheep from far and wide were up for sale

at the Hawarden Ewe Fair.

Around 20,000 ewes and rams went

under the hammer over two successive

Fridays at the Hawarden Saleyards.

PGG Wrightson Marlborough livestock

manager Pete Barnes sold more than

2500 ewes on behalf of clients at the

second day of the Hawarden ewe fair last

Friday.

The northern contingent included

capital stock from Ragged Point Station

on D'Urville Island in the Marlborough

Sounds.

Ragged Point Station was selling 1200

ewes as it makes the switch from

Perendale to Wiltshire sheep, as it

follows the trend away from wool.

Mr Barnes also sold Romney ewes from

Ward and Romney­cross ewes from

Woodbank Angus at Clarence Valley.

‘‘The Marlborough Ewe Fair has

dwindled with the uptake of vineyards,

so we've made the decision to send the

sheep to the market,’’ he said.

‘‘I'm pretty impressed with the

presentation here today, it's avery strong

line­up of cross­bred sheep and they're in

good condition.’’

The northern contingent was not just in

Hawarden to sell sheep.

‘‘We've got abit of buying power from

The increased interest in the second

day may have been due to the demand for

strong wool sheep, whereas the opening

day featured fine wool sheep, Mr Rowe

said.

Buyers travelled from Marlborough in

the north to South Canterbury in the

south to compete for ‘‘some good,

genuine lines of capital stock ewes’’, he

says.

The capital lines of stock on sale

included Millton Farming Ltd, which

fetched between $238 and $280 for its

pens of two­tooth Romney ewes.

Woodbank Angus also had agood day

selling 1000 mixed aged ‘‘Romdale’’ and

‘‘Romtex’’ ewes for between $169 and

$216.

Pilot project asuccess

ANextGenerationFarmingpilot will

add‘‘real valuetofarm management’’,

say agroup of Waimakariri farmers.

The pilot was aimed athelping

farmers developpracticalsolutions to

reduce environmental risk, while

remaining profitable.

The farmers worked withthe

WaimakaririLandcareTrust (WLT) and

agriculturespecialists to develop

integrated farm plans (IFPs).

The plans pull together activities

which many farmersand growers

alreadydo, helping provide assurance

of good practice, especially to

consumers.

The pilot study is partofathree­year,

farmer­ledsustainabilityprojectled by

WLT.

Chairperson SamSpencer­Bower

says the project’s objective develop

practical solutions so farmers can farm

intothe future.

‘‘It’s notjust aboutbetter ways to

complywithenvironmental

requirements,’’ he says.

‘‘The real challenge is to identify how

environmental improvements on­farm

can be value­add projects, contributing

to farm income and business

sustainability.’’

All three farmers in the pilot agreed

the way the IFP project is planned will

add value to farm management.

Mr Pearce says he welcomed the WLT

initiative because farming in amore

environmentally sustainable way will

be an essential part of the future.

‘‘In themarkets where NewZealand

farmers canaddvalue, thecustomers

areincreasinglyaware of

environmentalissues andwanttoknow

that what they are eating, or wearing,

has come from sustainable farming

David, who also trained99winners

between 1981 and 2001, before he and

Catherine officiallybecametraining

partners, has also retired fromrace

driving.

He drove 1141winners, beginningwith

RogeratForburyPark in 1983and made

the decision to retireatWestportlast

December endinghis careeronawinning

note behindMasterly atalented trotting

colt he and Catherine bred, and stillpartown

as partners in their successful

Birchbrook Breeding business.

Davidsays he is retiring from driving

mainly due to health issues. He was

diagnosed with vertigo about sixyears ago,

whichcan cause dizziness,loss of balance,

nausea and vomiting.

‘‘There is alot of dizziness. It is always

thereand cannot be fixed,’’ he says.

The hard­workingcouple wereNew

Zealand’s top harness racing trainers in

2004,2006and 2007. They say winning

threepremierships and training 740

winners was very satisfying.

‘‘We havetothank allour staff over the

years, and the ownerswho entrusted their

horses withus, for achievingthat.’’

something she had ever dreamtof

establishment, where they lease facilities

to New Zealand’s leading harness racing

trainers Robert and Jenna Dunn,aswell

as Regan Todd, Matt Purvis, Craig and

Aimee Edmonds, LeonneJones, Cam

Jones and CraigSmith. The Butt’s son Bob

also trains his team from theirproperty.

The couple wanted to buy abeach

property because Catherinegrew up

working horseswith her father at Spencer

Park Beach in Christchurch and knew

they often thrivedinthat training

environment.

‘‘David had neverworkedhorsesonthe

beach,but once he gave it agohewas

hookedand decidedthat was where he

wantedtobuy aproperty,’’ Catherinesaid.

‘‘We scoured the beaches and therewas

reallyonly one property that could have

accessdirectly without having to go down

the road.’’

The propertywas awork in progress for

manyyears,but when aneighbouring

property came up the couple alsobought

thattobuild abigger track, followed by

anotherabout nine years ago.

‘‘That is wherewedeveloped

BirchbrookEquestrian afterhaving alot

of inquiries from horse ridersover the

years aboutgrazing.

‘‘Wehave agistment along withtwo

arenas and asand trackplus accesstothe

beach. We also haveour mares and young

stock on that partofthe property.’’

Whenthe couple moved to their

Woodend Beachpropertythey only had

two horsesinwork,sothey bothhad

outsidejobs to supplementtheir training

income.

‘‘Eventuallywegot enoughhorsesin

workfor bothofustogive up the outside

jobs, and graduallywegot busier, so we

built acoupleofthe extra stable blocksfor

ourselves withthe idea that theycould be

rented out if we didn'thave enough

horses.’’

Thatprovedtobeanother inspired

move. ‘‘We have had lots of lovely horses

overthe years but Dartaway holds

sentimental value as he wasone of the first

two horseswehad here,’’ Catherinesays.

‘‘Hewon 10 racesand afew country

cups, so he gaveusthe start we needed to

get new owners and horses into the stable.

‘‘Other favouritesincludeBondy (23

wins) and Habibti (16wins),who took us on

manywonderful trips away,and It's Ella

(16 wins) our first GroupOne winner.’’

The couple are lookingforward to a

quieter lifewithout the pressures of race

days, but willstill be busy with the farm to

run,aselect group of broodmares to breed

fromand youngstock to educate.They also

intend to continue helping their son Bob,

who had his bestseason ever lastyear

training 39 winners.

Council to Apply for Chlorination Exemptions

Council is preparing applications to present to

new water regulator, Taumata Arowai, to exempt

Council from having to use chlorine in the District’s

on-demand water supplies.

In late 2021, the Water Services Act came into

force requiring all water supplies in New Zealand

to be chlorinated unless awarded an exemption.

Water Asset Manager, Colin Roxburgh says

exemption applications open in March 2022 and

exemptions must be awarded or chlorination in

place before November 2022.

“Weare currentlyworkingthroughaprocesstoget

our suppliesand systems readytosubmit exemption

applications withinthis window,”saysColin.

“We must demonstrate how the safety of the water

will be maintained without the use of chlorine, and

this will then be assessed by Taumata Arowai.

“We believe wehave, and can continue to maintain,

high quality and safe drinking water for our

residents without the use of chlorine.”

The schemes that are currently unchlorinated

(or intended to be unchlorinated subject to the

application process) are:

• Rangiora

• Kaiapoi

• Woodend-Pegasus

• Oxford

• Waikuku Beach

• Cust.

All Waimakariri District Council schemes have

chlorination equipment ready to be used as and

when required, ifachange in water quality or the

risk profile of asupply were to change.

While we’re making every effort to demonstrate

the safety and quality of our water supplies,

exemptions may besubject to further work

taking place, and may require chlorine tobe

administered temporarily. Alternatively, the

applications may be declined, and chlorine could

become permanent, depending on the assessment

made by Taumata Arowai.

“We will keep residents updated on the status

of our exemption applications throughout the

process, as well as any subsequent decisions

from Taumata Arowai.”

Council’s High Credit Rating Reconfirmed

Credit rating agency Standard and Poor's has

reconfirmed its AA long-term and A-1+ short-term

credit rating with astable outlook for Waimakariri

District Council.

The AA rating maintains an exceptionally high

credit rating which endorses the position the

council holds with its investors, stakeholders and

community. Italso provides an ongoing ability to

fund significant work programmes.

This is the second year the Council has maintained

the AA long-term and A-1+ short-term credit

rating with astable outlook.
