Home schooling is increasingin<strong>North</strong> <strong>Canterbury</strong> in the<br />

wake of Covid­19.<br />

Rangiora Borough School principal Shane Buckner says<br />

he is aware the trend of families choosing to home school<br />

in <strong>2022</strong> is particularly high in <strong>North</strong><strong>Canterbury</strong>.<br />

‘‘Thenumber of applications from whanau in <strong>North</strong><br />

<strong>Canterbury</strong> really standsout from the restofwider<br />

<strong>Canterbury</strong>. This willimpact the numbers of students<br />

across all our schools.’’<br />

AshgroveSchoolwas the first schoolinthe town to open<br />

for <strong>2022</strong>.<br />

PrincipalLeon Van't Veen­Gibbon says the school has<br />

enjoyed an excellentfirst week with students settling back<br />

in, happy to be back together and feeling resilient..<br />

‘‘Therequirements around maskwearingare new and<br />

we are having to adapt to their use. The wide majority of<br />

families across <strong>North</strong> <strong>Canterbury</strong> havebeen wonderfully<br />

supportive of the mandates set out by the Ministries of<br />

Health and Education.<br />

‘‘‘However sadly some principals in <strong>North</strong> <strong>Canterbury</strong><br />

Fire presents opportunities<br />

are dealing withnegative andfrustrated family members<br />

for implementing these safety measures in theirschools.’’<br />

The Rangiora principalssay they are awareofthe split<br />

feelings in the wider community,and haveaunited<br />

message to share.<br />

‘‘Schools are places wherewewant our children to feel<br />

safe,and where any health risks areminimised, and<br />

wherestaff and leaders feel safe, and respectedintheir<br />

work.”<br />

They ask the community to continue to trust them in<br />

theirwork and the systems theyare implementing as<br />

health precautions.<br />

They are united in focusing on the goalofensuring all<br />

primary schoolchildren in Rangiorareceive an excellent<br />

educationin<strong>2022</strong>.<br />

The new rules have required some changestohow<br />

schools operate and the principalssay theyare doing their<br />

best to positivelymanage growing tensions withinschool<br />

communities.<br />

As soon as the PrimeMinister announced the Red traffic<br />

lightrollout, the summerbreak effectively finished and<br />

principals moved straight intoplanning mode for <strong>2022</strong>,<br />

Kaiapoi'sSutton Tools factorywhich<br />

wasalmostcompletely destroyed by<br />

fire latelast month.<br />

However,the company'sgeneral<br />

manager,Kevin Donovan, saysthe<br />

machinery builtatthe factory is<br />

world­classleadingtechnologyand<br />

unique, andthe Australianowners<br />

arecommittedtomanufacturing it.<br />

Althoughplansaboutthe future of<br />

thefactory remainuncertainMr<br />

Donovan says ‘‘the go­ahead’’has<br />

been given to begin building the<br />

machinery to providemanufacturing<br />

capacity for thenew factory.<br />

Whileitwas ahugeshocktolose<br />

theold factory in the early morning<br />

fireonJanuary 30,ithas presented<br />

the company with aunique<br />

opportunity to replace it with a<br />

modern, custom­designed drillmaking<br />

plantthat could be the best<br />

in theworld.<br />

‘‘Sometimesadversitybrings<br />

opportunity,’’ Mr Donovansays.<br />

offershave come fromlocal<br />

businesses, Australia, and other<br />

overseas factories.<br />

Onlythe engineering building<br />

remainedatthe Kaiapoi factory’s<br />

DaleStsiteafterthe fire and staff<br />

havebeentold that some<br />

redundancies will occur. However,<br />

the companyhas employment<br />

assistance programmes to help with<br />

thatand Mr Morgan saysthere are<br />

morethanenough jobofferstofill<br />

those vacancies.<br />

Isolation rules will curb tourism<br />

Hanmer Springs ThermalPools and Spa<br />

has echoed the muted reactions of many<br />

operators around the country, in response<br />

to Government's plan to reopen the<br />

borderstothe rest of the world.<br />

Ten day self­isolation requirements for<br />

fully vaccinated travellers uponarrival<br />

has dampened enthusiasm for the sector<br />

with tourism leaderspredicting little<br />

uptake due to the demands.<br />

Graeme Abbotsays the requirementsdid<br />

not make it ‘‘terribly appealing’’ for<br />

prospective visitors.<br />

‘‘Untilthere's unrestricted entry, it's<br />

hard to see us getting any real growth back<br />

‘‘It wontbeuntilthere's no isolation will<br />

we start to see somenumbers again.’’<br />

The agricultural sector in <strong>North</strong><br />

<strong>Canterbury</strong> has expressed relief at the<br />

Government’s borderreopening plan,<br />

but those on the ground have highlighted<br />

awider issue farmers are facing alack of<br />

home–grown skilledlabour.<br />

This has beencompounded by farmers<br />

being unabletosecure skilledworkers<br />

off shore, due to atighteningof<br />

restrictionsatthe border over the past 24<br />

months, causing significantstrain for<br />

many in the primarysector.<br />

Record low unemployment, which<br />

dropped to 3.2 percent this week, further<br />

underlineshow competitive the labour<br />

marketisbecoming.<br />

But some respitemay be on the cards<br />

as Prime Minister Jacinda Ardern<br />

outlined aphased plan last week to<br />

reopen the country,starting with<br />

vaccinatedKiwis and other eligible<br />

workers from Australia from <strong>February</strong><br />

27.<br />

The criteria will open up to New<br />

Zealanders and eligible travellers<br />

including skilled workers, from<br />

anywhere in the world afortnight later.<br />

in,’’ he said.<br />

‘‘I'm sure alot of those skills are<br />

transferable.’’<br />

Mr Hislop says alot of his staff, who<br />

had residency, had been‘‘doingitreally<br />

hard’’ duringCovid.<br />

‘‘They can't go home to the Philippines<br />

to visit familysoopeningupthe borders<br />

Rural Women New Zealand board<br />

member and <strong>North</strong> <strong>Canterbury</strong> dairy<br />

farmer Sharron Davie­Martin,who says<br />

unfair criticism of the sector had put<br />

Kiwis off.<br />

‘‘They're (Kiwis)still not coming into<br />

farming,’’ she said.<br />

‘‘Wehave to show the attractive parts<br />

of farming but we also have to stop<br />

slagging it.’’<br />

an announcement by Australian Prime<br />

Minister Scott Morrison on Monday,<br />

confirmingthe country wouldbe<br />

welcoming visitors from <strong>February</strong> 21.<br />

TourismExport Council of New Zealand<br />

(TECNZ)says it was disheartening for<br />

operators as there was a‘‘very high chance<br />

New Zealand will lose market share to<br />

Australia’’.<br />

‘‘We’rethrilled for our Australian<br />

counterparts,’’ TECNZ chief executive<br />

Lynda Keenesaid.‘‘Tourismbusinesses in<br />

Australia are rejoicingthey haveadate<br />

and can now plan to gear­up their<br />

operations and put the welcome mat out.’’<br />

‘‘We have to make surethose dates<br />

happenand those MIQ spaces are made<br />

availablebyNew Zealand citizenswho<br />

don't need MIQ for those contractors that<br />

we're really desperatefor.’’<br />

Work and volunteer fire fighting juggled<br />

About80percent of New Zealand’s<br />

firefighters are volunteers who juggle<br />

important community work witha<br />

regular nine­to­five paidjob to earna<br />

living.<br />

Most of the largeteam of<br />

firefighters, who fought the early<br />

morning Sutton Toolsfactory fire in<br />

Kaiapoi, on January 30, were<br />

volunteers, who put in along,<br />

exhausting, and at timestraumatic<br />

shift, fightingthe fire.<br />

Then they were backattheir paid<br />

jobs firstthing on Monday morning.<br />

Kaiapoi’sVolunteer Fire Brigade<br />

was first to arriveatthe factory, where<br />

the crews foundafast developing fire<br />

with manyneighbouringhomesin<br />

closeproximity.<br />

The brigade’s deputy chief fire<br />

officer, Matt McPheesaid whenhe<br />

arrived the fire was ‘‘quite intense<br />

with alot going on’’.<br />

As theinitialincident controller Mr<br />

McPhee's first task was to quickly<br />

establishanincident command<br />

structure and delegate roles for his<br />

Kaiapoi crews and the largenumber of<br />

firefighters arrivingsoon after from<br />

other<strong>North</strong><strong>Canterbury</strong> and<br />

Christchurch brigades.<br />

Bowden later took over as incident<br />

controller when he arrived at the<br />

scene.<br />

It was acomplex, large­scalefire<br />

whichwas exhausting andchallenging<br />

to deal with.<br />

The firstfire truck arrived at the<br />

sceneabout 12.30am on Sunday.Six<br />

appliances arrived soon afterwards.<br />

Therewere 18 appliances and 65<br />

firefighters at the sceneduring the<br />

height of the blaze for five hours, with<br />

asmaller crew remaining at the scene<br />

‘‘The fire crews did agreat job<br />

getting the fire under control and<br />

supporting our community aroundthe<br />

area,’’ he said.<br />

(FENZ)<strong>Canterbury</strong> area commander<br />

Dave Stackhouse, was also quickto<br />

praisethe work donebyhis<br />

firefighters.<br />

‘‘The Kaiapoi brigade was first on<br />

site, and did areallygood job<br />

establishing exposure protection to<br />

prevent the fast­developing fire<br />

spreading to nearby homes.<br />

‘‘They then received great support<br />

from theother Christchurch and<br />

<strong>North</strong><strong>Canterbury</strong> brigades to<br />

extinguish the blaze,’’ Mr Stackhouse<br />

said.<br />

However, for the firefighters<br />

themselvesrecovery from sucha<br />

toughshift can have long­term<br />

consequences‘‘because we live in<br />

such asmall community where<br />

everyoneknowssomeone who has<br />

been affected by the fire so we haveto<br />

be mindful of this’’, Mr McPhee said.<br />

‘‘Fortunately FENZisproactive<br />

about thepossibility of this occurring<br />

and has resourcesinplace to help if<br />

required,’’ he said. ‘‘New Zealandhas<br />

been built on people volunteering in<br />

organisations whether it be<br />

firefighters, ambulance,civil defence<br />

or red cross justtoname afew,’’ Mr<br />

McPheesaid.<br />

‘‘People who wanttovolunteer in<br />

these organisations see aneed to help<br />

our communityand lookfor waystodo<br />

this. We wanttomake surethat those<br />

who require assistance in timesof<br />

need are supported and to be assured<br />

that whenthey needhelp it is notfar<br />

Parks future under the spotlight<br />

The publiccan have their say about the<br />

development of three parks owned by the<br />

Environment <strong>Canterbury</strong> Regional<br />

Council (ECan).<br />

The survey, beingconducted by ECan,<br />

aims to determine development options<br />

for theAshley­Rakahuri Regional Park,<br />

the Waimakariri River RegionalPark and<br />

the Lake Tekapo Regional Park.<br />

Thosewho takepart in the survey will go<br />

in the drawtowin a$<strong>10</strong>0 Prezzy card.<br />

ECan’s parksand forests team leader<br />

JamesPage saysthe recreational areas of<br />

the Waimakariri,Ashley/Rakahuri and<br />

Lake Tekaporegional parks have had<br />

extensive development.<br />

‘‘Ourresearch explores the perceptions,<br />

attitudes and behaviours of the park users<br />

and the (survey) datawill be used to gain<br />

an understanding of current behaviour<br />

and valuableinsight for future<br />

development.’’<br />

Interviews with parkvisitors and<br />

vehiclecounts are also being done.The<br />

survey is being heldduring the summer<br />

and winter months, and is in its second<br />

year of threewhich will allow for<br />

comparative analysis of the data.<br />

ECan decided to hold the survey after<br />

staff removed500 trees from the Ashley­<br />

Rakahuri RegionalPark in July 2020<br />

withoutpublic consultation,causing<br />

widespread anger.<br />

ECan said then the trees had to be<br />

removedfor flood protection, but regular<br />

park usersdescribed the removal of the<br />

trees as amassacre.<br />

Alison Clay, who is aregularvisitor to<br />

the park with her dog Jafa,said at the time<br />

she was ‘‘incredibly saddened to see my<br />

beautiful walkway massacred for what?<br />

How doesitstop flooding?’’<br />

Cyclist Bernadette Canavan, who also<br />

regularly visitsthe park with her dog<br />

Nugget,said she was disappointed to see<br />

so manytreeshad been felled.<br />

‘‘I felt verysaddened when Isaw the<br />

trees.<br />

‘‘This was my very favouriteplacetoride<br />

my bike and nowall that beauty has been<br />

destroyed.’’<br />

Alison saidshe had taken part in the<br />

survey and toldECan to ‘‘plant the trees<br />

back they stole from us’’. She would like to<br />

see nativetreesplantedinthe park, ‘‘and<br />

maybe some fruittreestocreate afood<br />

forest like in Kaiapoi’’.<br />

recruited<br />

for council<br />

Young people in the Waimakariri<br />

district are encouraged to apply for a<br />

seat on the youth council.<br />

Youth development facilitator<br />

Emily Belton says the youth council<br />

provides adirect link to the<br />

Waimakariri District Council,<br />

ensuring ayouth voice is heard on<br />

local issues.<br />

As well as advocating for their<br />

peers, youth councillors have<br />

supported or taken the lead on<br />

several projects such as the Ashley­<br />

Rakahuri River Clean up and the<br />

Dudley Park improvements, youth<br />

council co­chairperson Ellie Tizzard<br />

says.<br />

‘‘Being involved in the youth<br />

council is really rewarding.<br />

‘‘I enjoy meeting other people and<br />

working with them to make things<br />

happen in our community.<br />

‘‘We get lots of experience working<br />

with the council staff and<br />

Councillors too.’’<br />

The youth council is particularly<br />

interesting in hearing from young<br />

people who might be from more<br />

rural areas of the district and would<br />

like to have some younger people<br />

involved too.<br />

Challenging times<br />

We are living in challenging times,<br />

with the economic effects of the<br />

lockdowns, the threat of Omicron and<br />

the thief in the night, inflation, which<br />

has returned at arate not seen in 30<br />

years.<br />

We will have to wait and see if the<br />

numbers of Omicron infections reach<br />

the levels which the modellers<br />

predicted, but at least from evidence<br />

overseas, Omicron is not as virulent as<br />

previous variants.<br />

So far the modellers do nothave a<br />

stellar record, andhave been miles off<br />

with their predictions, which for now<br />

is comforting.<br />

It is true that some of our<br />

inflationary pressures are<br />

international, butourinflation rate is<br />

almost twice that of our neighbours in<br />

Australia, and the difference is all<br />

down to poor fiscal management by<br />

our Government.<br />

The Covid packages were indeed<br />

needed, but the Government has used<br />

Covid and the funds set aside for it, to<br />

expand Government spending, most of<br />

it has been down right wasteful. The<br />

head count of Wellington bureaucrats<br />

has increased by over <strong>10</strong>,000since<br />

Labour came to power and that has<br />

hardly made any services betterfor<br />

the taxpayer.<br />

More importantly it has not<br />

delivered the front line medical staff<br />

We are all paying theprice for it<br />

through the losses that inflation<br />

silently steals away.<br />

Our incomes are rising at half the<br />

rate of inflation and our cousins<br />

across the ditch only have to work 44<br />

minutes to earn what we do in an hour.<br />

In short we are going backwards and<br />

fast.<br />

All this is bad enough but the Covid<br />

isolation rules are adisaster waiting<br />

to happen.<br />

The prospect of being in isolation<br />

for dayshas businesses very<br />

concerned thatthey will be unable to<br />

operate at all. If these rules aren’t<br />

changed, supply chains willgrind to a<br />

halt, shelves will be empty and<br />

emergency services will be crippled.<br />

The Government seem to be<br />

blissfully unawareofthe chaos that<br />

will ensue, why?<br />

Well few, if any cabinet ministers<br />

have had any real world experience,<br />

they have had stellar careers as<br />

student politicians andworking in the<br />

beehive.<br />

But they do not understand business<br />

and how supply chains work.Welive<br />

in challenging times, and the<br />

Government adding to those<br />

challenges is reckless and<br />

irresponsible.<br />

of meeting dates andtimes with the<br />

Prime Minister, andother political<br />

partiesthatwewerenot able to meet<br />

in Wellingtonatthe endof last year.<br />

TheMinisterialWorking Groupwill<br />

be reportingback to government at the<br />

end of <strong>February</strong>.<br />

Inflation, Omicron and reform impact plan<br />

Rising inflation, Omicron and<br />

governmentreform loom as<br />

stormclouds for the<br />

WaimakaririDistrict Council<br />

as it prepares to presentits<br />

annual plan.<br />

Council staffhave proposed<br />

arates riseof4.3 percent<br />

average acrossthe district, in<br />

line with the 4.2%signalled in<br />

last year's 2021/31 Long Term<br />

Plan.<br />

Speakingatthe opening<br />

session for the council's<br />

<strong>2022</strong>/23 annualdeliberations,<br />

chiefexecutive Jim Harland<br />

said the council is in astrong<br />

position as it faces<br />

uncertainty on several fronts.<br />

“The operating<br />

environment,accordingto<br />

Standardand Poor's,for us is<br />

very stable, so we are getting<br />

the samecredit rating we've<br />

had before—AAlong­term<br />

and A­1+ short­term, —with a<br />

stable outlook.<br />

“Omicron is kind of likethe<br />

phoney war.<br />

‘‘We know it's there, but we<br />

can'tsee it.<br />

“As an organisation we are<br />

doingeverything we can to<br />

prepare for it,but we don't<br />

know how it's going to work<br />

because we haven't been there<br />

before.”<br />

Pressure on staff from the<br />

government'sreformagenda<br />

aroundThree Waters, the<br />

revised Resource<br />

Management Act and climate<br />

changereformislikely to take<br />

atollthis year, he said.<br />

The proposed ratesrise<br />

takes intoaccount the Local<br />

GovernmentCost Index set by<br />

BERL, whichisbetween 2.5%<br />

to 2.9%, a1%increase to fund<br />

an earthquake loanand 0.8%<br />

towards MainPowerStadium<br />

loan repayments, chief<br />

financialofficer Jeff Millward<br />

said.<br />

He saidthe council is aware<br />

of the impactsofrising costs<br />

on ratepayers, withConsumer<br />

Price Index inflation now at<br />

5.9%.<br />

“The primary reason is the<br />

cost of housing which is<br />

affecting the average<br />

consumer.<br />

‘‘There is arestriction on<br />

supplies andthe pricinghas<br />

gone haywire.<br />

‘‘Economists are predicting<br />

the real take homepay for<br />

peopleisreducing and it will<br />

do for the nextthree for years,<br />

so afair bit of risk sits in our<br />

numbers.”<br />

But Mr Millward predicts<br />

the impact on rateswillbe<br />

softened over the next few<br />

years by the ongoing<br />

population growth in the<br />

district.<br />

He says it is predicted 4800<br />

new homes will be built<br />

duringthe life of the 2021/31<br />

LTP.<br />

The council will consulton<br />

three key areas in theannual<br />

plan, includingroading,the<br />

Kaiapoi stormwater and<br />

flooding improvements, and<br />

the Kaiapoi Community Hub,<br />

where extrafundingissought.<br />

The <strong>2022</strong>/23 annual plan<br />

will be consultedonbetween<br />

March 4and April 4, ahead of<br />

planned hearings in May.<br />

McMahon has been selected by Hurunui<br />

MayorMarie Blacktobepart of the Tuia<br />

Programme for <strong>2022</strong>.<br />

The programme aims to supportyoung<br />

Maorithroughout New Zealand in<br />

leadership development.<br />

Underthe programme, which is<br />

supported by the MayorsTaskforce for<br />

Jobs,Mrs Black willbeJamie’s mentor<br />

over the next 12 months.<br />

This involves both formal and informal<br />

monthly catch­ups, to support Jamie in<br />

his cultural, personaland leadership<br />

development.<br />

MayorBlack saysshe is honoured to be<br />

providingJamiewith this opportunity.<br />

‘‘He is alovely youngman who will do<br />

verywell in the programme,’’ she says.<br />

Jamie is excitedabout the<br />

programme's prospects, and the chance<br />

Convoy<br />

Aconvoy stretching for several<br />

kilometres rumbled through <strong>North</strong><br />

<strong>Canterbury</strong> on Monday protesting<br />

Covid­19 mandates, the Bill of Rights,<br />

and censorship.<br />

As it headed north from<br />

Christchurch where it stopped<br />

overnight, people turnedout on<br />

footpaths and roads,with banners in<br />

support.<br />

By the time it reached Amberley the<br />

convoy stretchedasfar back as<br />

SaltwaterCreek, and the protest<br />

appearedtotake on anew life as<br />

banners about Significant Natural<br />

Areas, and Three Waters, joined those<br />

supporting freedom of rights.<br />

The convoy of trucks, utes, cars and<br />

motorbikes, left Southland last week,<br />

and met up with a<strong>North</strong> Island convoy<br />

at Parliament on Tuesday.Itdid not<br />

always meet with support, particularly<br />

from other road users. Some truckies<br />

heading north to the ferries were not<br />

impressedatbeing held up and forced<br />

to travel at 30kph until they could find<br />

asafe passagepast the convoy. One<br />

resorted to sitting on their horn and<br />

driving up the middle of the road in<br />

Amberleytoget ahead of the line up.<br />

Correction<br />

The Amberley District’s Resident’s<br />

Association was akey organisation in<br />

ensuring Amberleygot anew pool. The<br />

associations’s contributionwas left out<br />

of astory in the <strong>North</strong> <strong>Canterbury</strong><br />

<strong>News</strong> on <strong>February</strong> 3listing<br />

organisations who supported the<br />

facility. The pool opens Saturday,<br />

March 19.<br />

IntroducingStMargaret’sCollege’s newDirector of Boarding<br />

Deanne Gath is acutelyaware howharditcan be for parents<br />

when their daughtersheadtoboarding school.<br />

As the newly-appointed DirectorofBoarding at St Margaret’sCollege (SMC),<br />

Deanne joinedSMC in early2021, having previouslybeenInternationalStudent<br />

Manager at Christ’sCollege, SMC’s brother school. Having workedwith teenagers<br />

for 20 years, includingthree of her own, Deanne has aunique understanding<br />

of the complexitiesyoung people face when living away from home whether<br />

domestic boardersorinternational students.<br />

“Being able to understand and respecthow the girls arefeeling is crucial.<br />

Young people face alot of change, we need to ensurewehavethe right team<br />

to supportthem through those times.”<br />

SMC’s three boarding houses arearranged by year groupstomeetthe specific<br />

needsofeachgirl’sdevelopment phase. In Julius House(Years7-<strong>10</strong>) the<br />

environment is structured and nurturing for the girls to make the transition<br />

intoboarding.Kilburn House(Years11-12)encouragesthe girlstobegin<br />

personallyintegrating these skills with supportedindependence.Cranmer<br />

House(Year 13) offersapartment-style living to help our young women develop<br />

skills that willset them up for success in life beyond school.<br />

‘older sisters’toour new boarders. SMC enablesthe girls<br />

to grow their independence as they progress through the<br />

Delivering community facilities key to plan<br />

The Kaiapoi Community Hub, stormwater<br />

improvements,roading and the Rangiora<br />

Airfieldall feature in thisyear’s<br />

Waimakariri District Council annualplan.<br />

MayorDan Gordonsays this year’s plan<br />

is focusingondelivering key community<br />

and infrastructureprojects, while juggling<br />

pending legislative changes.<br />

‘‘There are topicswe’ll be askingfor<br />

feedback on during March that require<br />

further funding.<br />

‘‘Thecouncilisalso usingthe<br />

opportunity to let residents know about<br />

new regulations and external changes<br />

whichwill affectthe council, such as 3<br />

Waters Reform and new urban<br />

development rules.’’<br />

The Kaiapoi Community Hub, which is<br />

beingconstructedbehindCourtenay<br />

Drive, will supportthe development of<br />

community facilities.<br />

Satisfy FoodRescue,the Kaiapoi<br />

Croquet Cluband the KaiapoiMenz Shed<br />

are already confirmed starters, but there<br />

is room for more communitygroupstojoin<br />

the project.<br />

The hub is set to be developed in two<br />

phases, and the council is consulting on its<br />

intention to contribute $1.218million<br />

towardsinfrastructure, services and site<br />

preparation.<br />

External funding has beenraised and<br />

the council’s community team is<br />

continuing to work with funders and user<br />

groupstoensure the project is cost<br />

effective, Mr Gordon says.<br />

‘‘Thisisimportant,interms of<br />

communityownership and long term<br />

sustainability.’’<br />

Afinal budget for the projectis<br />

expected to be completed soon.<br />

The projectissubject to aresource<br />

consent, which is likely be completed over<br />

the next few months.<br />

The council received $9 millionof<br />

government‘‘Shovel Ready’’ funding into<br />

2020 towards an $18 million stormwater<br />

upgrade in Kaiapoi.<br />

An additional $4.175 millionisbeing<br />

soughtfrom this year’s annualplan, with<br />

$705,000 allocated from the Kaiapoi Urban<br />

Drainage accountand $3.47million from<br />

Waimakariri Mayor Dan Gordon<br />

the district drainage account.<br />

The council received less funding than<br />

expectedlast yearfrom Waka Kotahi NZ<br />

TransportAgency in the National Land<br />

TransportProgramme.<br />

Additional funding of justover $1<br />

millionisbeing sought to make up some of<br />

the shortfall and will be consulted on in<br />

the annual plan.<br />

The council had planned to consulton<br />

developments at the RangioraAirfield in<br />

the 2024 LongTerm Plan,but alocal<br />

developer has come forwardwith a<br />

proposal which is expected to result in<br />

cost savings, Mr Gordon says.<br />

To support the development, upgrades<br />

will be needed to water supply, sewer,<br />

airfield security and improvements to the<br />

runway.<br />

This will be consulted on in the annual<br />

plan.<br />

Mr Gordonsays the district continues to<br />

experience significantgrowth, which<br />

meansthe council is in astrong position to<br />

meet its commitments,aswell as the<br />

challenges posed by government reform<br />

andCovid­19 uncertainty.<br />

He is thrilled the proposed ratesrise is<br />

at 4.3 percent, which is in line with the<br />

4.2% ratesrise proposed in the 2021/31<br />

LTP.<br />

‘‘Keeping rates affordable is apriority<br />

forthe council. When making budget<br />

decisions thisisalways frontofmind when<br />

determining that we have the balance<br />

right and Ithinkthis plan does just that.’’<br />

Waimakariri council in strong position financially<br />

TheWaimakariri District Council is in a<br />

strong position, according to an<br />

internationalcreditrating agency.<br />

Credit rating agency Standard and<br />

Poor's has confirmedthe council’s AA<br />

long­term and A­1+short­term credit<br />

rating with astable outlook for another<br />

year.<br />

The council’s credit rating matches<br />

theNew Zealand government’s rating.<br />

The AA rating maintains an<br />

exceptionally high credit rating, which<br />

endorses thepositionthe councilholds<br />

with its investors,stakeholders and<br />

community.<br />

It alsoprovides an ongoing ability to<br />

fund significant work programmes.<br />

Mayor Dan Gordon saysthe council<br />

continues to have some of the best<br />

financial management in the local<br />

government sector.<br />

‘‘Thesovereign rating is the highest<br />

rating councils can achieve at this time<br />

andtomaintain this through aglobal<br />

pandemic is quite the achievement,<br />

particularlysignificant as the council<br />

completes the last of its work<br />

programmes relating to the 20<strong>10</strong> and<br />

2011 earthquakes.<br />

‘‘Theconsistency of council’s<br />

financial performance,and how it is<br />

rated,assists significantly when it<br />

comestofuture borrowing and means<br />

the council is better positioned to cater<br />

for the future needs of the community<br />

whilemaintaining affordability.’’<br />

Chief executiveJim Harland says the<br />

high rating is recognition of thework of<br />

chieffinancial officer Jeff Millward and<br />

the wider finance team.<br />

‘‘Ontop of the Standard and Poor’s<br />

review, thecouncil has anumber of selfimposed<br />

safeguards to ensure prudent<br />

management of debt,which ensurewe<br />

manage our finances wisely.<br />

that are more stringent than whatthe<br />

Brakes to be applied to motorists<br />

Community Hub wereinthe spotlightat<br />

the WaimakaririDistrictCouncil last<br />

week.<br />

The council held its first monthly<br />

meeting of theyear, before beginningits<br />

annual plan deliberations the next day.<br />

Mayor DanGordon saysthere was<br />

considerabledebatearound thecouncil<br />

table beforeapproving changestospeed<br />

limits, which were consultedontowards<br />

the end of last year.<br />

‘‘This will see anumber of reduced<br />

speed restrictionsbeingintroducedon<br />

busyroads around thedistrict to help<br />

improvesafety on ourroads.’’<br />

The speed limit on FernsideRoad,<br />

betweenFlaxtonand Lineside Roads,<br />

willbereducedto80kph.<br />

On FlaxtonRoad, the speed limit will<br />

dropfrom 80kphto60kph from<br />

Southbrook to Fernside Road, and then to<br />

80kph to Skewbridge Road.<br />

Several otherroadswillsee speed<br />

limitslowered from <strong>10</strong>0kph to 80kph and<br />

60kph.<br />

and Jollie Streetwilldrop to 30kph.<br />

The speed limit on Cust Road, through<br />

Tuesday 2<strong>February</strong>: Agrey Nissan<br />

Primera wasstolen from aCressy Ave<br />

address in Kaiapoi; aRangiora manwas<br />

dealt with for speeding and excess breath<br />

alcohol; aChristchurch manwas<br />

arrested for speaking threateningly to<br />

another person; an elderly Kaiapoi<br />

resident fell victim to atelephone scam,<br />

losing asignificant amount of money.<br />

Thursday, <strong>February</strong> 3: Awork vehicle,<br />

with the keys in, was stolen from<br />

Woodend. It was recovered minus the<br />

tools and personal effects. Acredit card<br />

that was in the vehicle was used and<br />

enquiries are under way; a20­year­old<br />

male was arrested for breach of bail.<br />

Friday, <strong>February</strong> 4: Avehicle was<br />

broken into and personal effects stolen,<br />

at the Kaiapoi Club. The offence was<br />

captured on CCTV; aSubaru Legacy was<br />

stolen from aKaiapoi address; an<br />

18­year­old Christchurch man was<br />

processed for Excess Breath Alcohol<br />

after acrash in Flaxton. Police are<br />

following astrongline of enquiry after a<br />

hit and run collision on Upper Sefton<br />

were stolen from avehicle in Gibbs<br />

Drive; a44­ year­old Woodend man was<br />

arrested for assault.<br />

Tree Owners’ Responsibilities<br />

Underthe Electricity(Hazards fromTrees)Regulations,<br />

tree owners are responsible fortheir trees;the results<br />

of tree damage topower lines can be asignificant<br />

cost to atreeowner.Please checkyourtrees,hedges<br />

or shelter beltsregularly.Ifyou arenot sure what to<br />

look for, please call us so we can help.<br />

Remember,trees need to be kept asafedistance<br />

away frompower lines and other electricity network<br />

equipment because:<br />

•Children thatclimb trees close to powerlines areat<br />

What do the Electricity(HazardsfromTrees)<br />

Regulationsmeantoyou?<br />

These regulations are to provide asafe electricity<br />

supply toyou and toprotect the security of<br />

electricity supply to everyone inthe community.<br />

The regulations place responsibilities on tree<br />

owners (you) and the electricity network operator<br />

(MainPower)<br />

Following theregulations will help ensure security of<br />

supply to youand thewider community.<br />

Pleasedon’t wait to be remindedthatyourtrees<br />

need tobecut. Be proactive, regularly inspect your<br />

trees andiftheyare in either the Notice Zone or the<br />

Growth LimitZone they must betrimmed safely.<br />

tooclose to powerlinesand equipment.<br />

If your treecontinues to growintothe Growth Limit<br />

Zone (TreeB)youwill receivealegalnotice from<br />

us requiring thetreetobetrimmed (byaqualified<br />

contractor)within aspecifiedtime frame. This is<br />

because the treeisnow too close to powerlines and<br />

equipment, and could causeapower outage and /<br />

or harm the public. As youmightexpect, the notice<br />

zones vary depending on thevoltage of the power<br />

lines.<br />

Offences CommittedbyTreeOwners<br />

There are penaltiesfor tree owners who do not<br />

comply with awritten request to cuttheir trees, or do<br />

not advise MainPoweron0800309080ofthe time<br />

andlocation of the cutting work.<br />

On summary conviction, treeownersmay be liable<br />

for afinenot exceeding $<strong>10</strong>,000 andafurther fineof<br />

$500 forevery dayonwhich the offence continues.<br />

If your trees are considered an immediatedanger to<br />

ournetwork,MainPowerhas an obligation to remove<br />

anyhazard. If youhave failed to keep your trees<br />

clear of powerlines, or have notresponded to our<br />

requests, thenasthe tree owneryou are responsible<br />

forall costsincurred by us to remove anyhazard.<br />

Cutting TreesNearLiveLines<br />

Trimming treesand vegetation closetopowerlines<br />

can be extremely dangerous and must be undertaken<br />

by acompetent worker.Whenselecting acontractor<br />

please ensure theyare trained to carry out this work.<br />

MainPowerhas ateamofexperienced andqualified<br />

utilityarborists (arborists trained towork nearlive<br />

lines).Youmay engage MainPowerarborists, or other<br />

arboristsofyourchoosing, but it is essential to ensure<br />

thatanyone working near powerlinesissuitably<br />

trainedand qualified to do so.<br />

Fall Hazard Zone<br />

Tree owners should be aware that trees presenta<br />

hazard if theyfall and damage powerlines.Theclosest<br />

atree can be located is calculated on thebasis of the<br />

height of treeplus 4metres. Check that your trees are<br />

outside the fall hazard zone and consider trimming or<br />

removaltoavoid causing damage and incurringfuture<br />

costs.<br />

Kaikoura provides ideal learning ground<br />

Two students have enjoyed a<br />

summer in Kaikoura as part of<br />

Environment <strong>Canterbury</strong>’s<br />

summer student programme.<br />

Keen environmentalists Abby<br />

Clarke and Alana Kimber spent<br />

three months working in<br />

Kaikoura, helping out with the<br />

Banded Dotterel Study and fish<br />

passage assessment work,<br />

through ECan’s regional<br />

biodiversity programme.<br />

Alana graduated from Lincoln<br />

University last year with an<br />

environmental management<br />

degree, majoring in water<br />

management, and was keen to<br />

gain some experience.<br />

‘‘Last year Iworked at the<br />

Tasman District Council, so I<br />

decided <strong>Canterbury</strong> would be a<br />

good next move for me,’’ she<br />

said.<br />

‘‘For our work with the<br />

Banded Dotterel Study, we’ve<br />

been out on beaches, identifying<br />

birds, helping band them, and<br />

checking in to see which ones<br />

have survived the season.’’<br />

The fish passage assessments<br />

include amixture of office and<br />

outdoor work, including looking<br />

at where fish access to upstream<br />

areas might be challenged.<br />

‘‘We started by scanning<br />

<strong>Canterbury</strong> Maps, looking to see<br />

where things like roads or<br />

railway lines intercept with<br />

biodiversity work after the<br />

programme finishes and longer<br />

term wants to study bushfire<br />

Abby is studying for amasters<br />

degree in wildlife management,<br />

centred around yellow­eyed<br />

penguins, at Otago University.<br />

The summer student<br />

programme gave her the chance<br />

to do some hands on work with<br />

birds and learn some new skills.<br />

‘‘It’s gorgeous here, and so<br />

much warmer than Dunedin. I’m<br />

really interested in marine­life,<br />

so on the weekends Iget out my<br />

snorkel and go exploring in the<br />

trend’ –the last thingyou want<br />

to do is invest in an upgrade<br />

that’s nowout of styleand<br />

won’tdoyourhouse price any<br />

Amuri awaits rebuild news<br />

Amuri Area School hopes to have<br />

some good news to share with its<br />

community soon, as it grapples<br />

with Covid­19.<br />

As staff prepare for the new<br />

schoolyear underthe red traffic<br />

light regulations, principal<br />

James Grigg is awaiting news of<br />

the school's rebuild.<br />

Ministry of Education staff and<br />

contractorsvisited the school<br />

over the summer holidays to<br />

complete site assessmentsin<br />

preparation for the<br />

redevelopment of the senior part<br />

of the school.<br />

Mr Griggsays adecision on<br />

what the rebuild will entail is due<br />

at the end of the month, but he<br />

does not expect construction to<br />

begin thisyear.<br />

‘‘It'salong, old process. It<br />

doesn't happen over night and<br />

you havetobequitefirm about<br />

what you want to achieve.’’<br />

The redevelopmentwill<br />

replace buildings whichdate<br />

back to the early 1970sand<br />

ensurethe growing school has<br />

buildings fit for purpose in the<br />

21st century.<br />

When the junior partofthe<br />

schoolwas redeveloped several<br />

years ago,the site was expected<br />

to cater for up to 309 Year 1to13<br />

pupils.<br />

‘‘WhenIfirst camehere in 2015<br />

we had just ticked over 300,but<br />

we topped out at 370 at the end of<br />

last year and we expect to do the<br />

same this year,’’ Mr Grigg says.<br />

‘‘It means we havebeen making<br />

do with spaceswhichare not<br />

intended as classrooms for afew<br />

years.<br />

Tuahiwi School is bulging at the seams.<br />

PrincipalMel Taite­Pitamasays the<br />

school, which was built for 140 pupils, has<br />

aroll fastapproaching 200 as whanau are<br />

attracted by the opportunity to embrace Te<br />

Reo and Maori culture.<br />

Therewere just 83 pupils when Ms Taite­<br />

Pitama arrived at the schoolfive years ago.<br />

‘‘Spaceisvery, very tight.It's the highest<br />

roll it's been in our history,‘‘ she says.<br />

‘‘I've done no marketing, except in the<br />

firstyear when we had some capacity.<br />

‘‘Since then it's been, ‘how do we manage<br />

this growth?'.’’<br />

The schoolhas been working with the<br />

Ministry of Education on amaster plan,<br />

whichwill include anew classroomblock<br />

with two teaching spaces, and the potential<br />

to extend the existing hall or build anew<br />

The schoolhas opted for ‘‘a modular<br />

approach’’for the new classroom block,<br />

rather than atraditionalschool building,<br />

whichwill be ‘‘faster and less expensive to<br />

Ewe fair day 2 ‘more fluent’,despite the rain<br />

Sheep from far and wide were up for sale<br />

at the Hawarden Ewe Fair.<br />

Around 20,000 ewes and rams went<br />

under the hammer over two successive<br />

Fridays at the Hawarden Saleyards.<br />

PGG Wrightson Marlborough livestock<br />

manager Pete Barnes sold more than<br />

2500 ewes on behalf of clients at the<br />

second day of the Hawarden ewe fair last<br />

Friday.<br />

The northern contingent included<br />

capital stock from Ragged Point Station<br />

on D'Urville Island in the Marlborough<br />

Sounds.<br />

Ragged Point Station was selling 1200<br />

ewes as it makes the switch from<br />

Perendale to Wiltshire sheep, as it<br />

follows the trend away from wool.<br />

Mr Barnes also sold Romney ewes from<br />

Ward and Romney­cross ewes from<br />

Woodbank Angus at Clarence Valley.<br />

‘‘The Marlborough Ewe Fair has<br />

dwindled with the uptake of vineyards,<br />

so we've made the decision to send the<br />

sheep to the market,’’ he said.<br />

‘‘I'm pretty impressed with the<br />

presentation here today, it's avery strong<br />

line­up of cross­bred sheep and they're in<br />

good condition.’’<br />

The northern contingent was not just in<br />

Hawarden to sell sheep.<br />

‘‘We've got abit of buying power from<br />

Marlborough as well, so chances are<br />

some of those sheep will end up in<br />

Marlborough,’’ Mr Barnes said before the<br />

sale.<br />

Unlike the sunny opening day,<br />

attendees at the ewe fair's second day<br />

were greeted by showers of rain.<br />

But that failed to deter the small, but<br />

enthusiastic crowd who came to support<br />

the annual ewe fair, amid the restrictions<br />

Last Friday's sale got off to astrong<br />

start with pen one selling for $280,<br />

matching the top price from day one.<br />

Pen one comprised 166 Romney twotooth<br />

ewes vendored by Millton Farm<br />

Ltd, of Birch Hill, near Oxford.<br />

While that proved to be the top price of<br />

the day, PGG Wrightson livestock agent<br />

Kevin Rowe said the second day was ‘‘a<br />

bit more fluent’’, with aslightly bigger<br />

crowd and an average price of around<br />

$180.<br />

‘‘People were still competing to the last<br />

pen which is always agood sign.<br />

‘‘It was agood trading day for both<br />

sides. The farmers would be happy with<br />

the prices they got and most of the buyers<br />

went home with what they wanted.’’<br />

The increased interest in the second<br />

day may have been due to the demand for<br />

strong wool sheep, whereas the opening<br />

day featured fine wool sheep, Mr Rowe<br />

said.<br />

Hazlett Livestock auctioneer Allister<br />

Orchard says ewes travelled from<br />

Marlborough, north and central<br />

<strong>Canterbury</strong>.<br />

Buyers travelled from Marlborough in<br />

the north to South <strong>Canterbury</strong> in the<br />

south to compete for ‘‘some good,<br />

genuine lines of capital stock ewes’’, he<br />

says.<br />

The capital lines of stock on sale<br />

included Millton Farming Ltd, which<br />

fetched between $238 and $280 for its<br />

pens of two­tooth Romney ewes.<br />

Woodbank Angus also had agood day<br />

selling <strong>10</strong>00 mixed aged ‘‘Romdale’’ and<br />

‘‘Romtex’’ ewes for between $169 and<br />

$216.<br />

Pilot project asuccess<br />

ANextGenerationFarmingpilot will<br />

add‘‘real valuetofarm management’’,<br />

say agroup of Waimakariri farmers.<br />

The pilot was aimed athelping<br />

farmers developpracticalsolutions to<br />

reduce environmental risk, while<br />

remaining profitable.<br />

The farmers worked withthe<br />

WaimakaririLandcareTrust (WLT) and<br />

agriculturespecialists to develop<br />

integrated farm plans (IFPs).<br />

The plans pull together activities<br />

which many farmersand growers<br />

alreadydo, helping provide assurance<br />

of good practice, especially to<br />

consumers.<br />

The pilot study is partofathree­year,<br />

farmer­ledsustainabilityprojectled by<br />

WLT.<br />

Chairperson SamSpencer­Bower<br />

says the project’s objective develop<br />

practical solutions so farmers can farm<br />

intothe future.<br />

‘‘It’s notjust aboutbetter ways to<br />

complywithenvironmental<br />

requirements,’’ he says.<br />

‘‘The real challenge is to identify how<br />

environmental improvements on­farm<br />

can be value­add projects, contributing<br />

to farm income and business<br />

sustainability.’’<br />

All three farmers in the pilot agreed<br />

the way the IFP project is planned will<br />

add value to farm management.<br />

Oxford farmer Gavin Reed saysa<br />

major benefit of thetrial is exposureto<br />

different experts to identify and<br />

mitigate issues on thefarm, and point to<br />

opportunities forimprovement to farm<br />

performance and income.<br />

farmer on 227hectares at Bennetts,<br />

near Oxford.<br />

‘‘There’s no way one person can come<br />

on to your farm and give you all that<br />

knowledge,’’ he says. ‘‘I think farmers<br />

will find it veryuseful, as longasthey<br />

areprepared to go intothe project with<br />

an open mind, and listen to whatthe<br />

experts have to say andthe<br />

opportunitiestheypresent.’’<br />

sharemilker with a350ha dairy<br />

platform and 220ha in mixed cropping,<br />

says the feedback he received from the<br />

experts will benefithis business.<br />

‘‘It wasvery worthwhile, youthink<br />

you know your own business, but you<br />

don’t always know what youdon’t know.<br />

‘‘TheIFP process was very goodat<br />

identifying all of the issues and<br />

opportunities.’’<br />

Mr Pearce says he welcomed the WLT<br />

initiative because farming in amore<br />

environmentally sustainable way will<br />

be an essential part of the future.<br />

‘‘We are acommodity driven business<br />

at the mercy ofwhat consumersare<br />

preparedtobuy.<br />

‘‘In themarkets where NewZealand<br />

farmers canaddvalue, thecustomers<br />

areincreasinglyaware of<br />

environmentalissues andwanttoknow<br />

that what they are eating, or wearing,<br />

has come from sustainable farming<br />

practice.’’<br />

Finding away to spendlesstimein<br />

theofficeandmore time out on the farm<br />

is the benefit Gavin Bay expects will<br />

come from theproject.<br />

The couple made an inspired choice22<br />

years ago to buy arun­down, 12 hectare<br />

property, at Woodend Beachwith direct<br />

accesstothe beach.<br />

Theyhave developed it into apurposebuilt<br />

equestrian centreand highly<br />

successfulharness racingtraining<br />

establishment, where they lease facilities<br />

to New Zealand’s leading harness racing<br />

trainers Robert and Jenna Dunn,aswell<br />

as Regan Todd, Matt Purvis, Craig and<br />

Aimee Edmonds, LeonneJones, Cam<br />

Jones and CraigSmith. The Butt’s son Bob<br />

also trains his team from theirproperty.<br />

The couple wanted to buy abeach<br />

property because Catherinegrew up<br />

working horseswith her father at Spencer<br />

Park Beach in Christchurch and knew<br />

they often thrivedinthat training<br />

environment.<br />

‘‘David had neverworkedhorsesonthe<br />

beach,but once he gave it agohewas<br />

hookedand decidedthat was where he<br />

wantedtobuy aproperty,’’ Catherinesaid.<br />

‘‘We scoured the beaches and therewas<br />

reallyonly one property that could have<br />

accessdirectly without having to go down<br />

the road.’’<br />

The propertywas awork in progress for<br />

manyyears,but when aneighbouring<br />

property came up the couple alsobought<br />

thattobuild abigger track, followed by<br />

anotherabout nine years ago.<br />

‘‘That is wherewedeveloped<br />

‘‘Wehave agistment along withtwo<br />

Whenthe couple moved to their<br />

Woodend Beachpropertythey only had<br />

two horsesinwork,sothey bothhad<br />

outsidejobs to supplementtheir training<br />

income.<br />

‘‘Eventuallywegot enoughhorsesin<br />

workfor bothofustogive up the outside<br />

jobs, and graduallywegot busier, so we<br />

built acoupleofthe extra stable blocksfor<br />

ourselves withthe idea that theycould be<br />

rented out if we didn'thave enough<br />

horses.’’<br />

Thatprovedtobeanother inspired<br />

move. ‘‘We have had lots of lovely horses<br />

overthe years but Dartaway holds<br />

sentimental value as he wasone of the first<br />

two horseswehad here,’’ Catherinesays.<br />

‘‘Hewon <strong>10</strong> racesand afew country<br />

cups, so he gaveusthe start we needed to<br />

get new owners and horses into the stable.<br />

‘‘Other favouritesincludeBondy (23<br />

wins) and Habibti (16wins),who took us on<br />

manywonderful trips away,and It's Ella<br />

(16 wins) our first GroupOne winner.’’<br />

The couple are lookingforward to a<br />

quieter lifewithout the pressures of race<br />

days, but willstill be busy with the farm to<br />

run,aselect group of broodmares to breed<br />

fromand youngstock to educate.They also<br />

intend to continue helping their son Bob,<br />

who had his bestseason ever lastyear<br />

training 39 winners.<br />

Council to Apply for Chlorination Exemptions<br />

Council is preparing applications to present to<br />

new water regulator, Taumata Arowai, to exempt<br />

Council from having to use chlorine in the District’s<br />

on-demand water supplies.<br />

In late 2021, the Water Services Act came into<br />

force requiring all water supplies in New Zealand<br />

to be chlorinated unless awarded an exemption.<br />

Water Asset Manager, Colin Roxburgh says<br />

exemption applications open in March <strong>2022</strong> and<br />

exemptions must be awarded or chlorination in<br />

place before November <strong>2022</strong>.<br />

“Weare currentlyworkingthroughaprocesstoget<br />

our suppliesand systems readytosubmit exemption<br />

applications withinthis window,”saysColin.<br />

“We must demonstrate how the safety of the water<br />

will be maintained without the use of chlorine, and<br />

this will then be assessed by Taumata Arowai.<br />

“We believe wehave, and can continue to maintain,<br />

high quality and safe drinking water for our<br />

residents without the use of chlorine.”<br />

The schemes that are currently unchlorinated<br />

(or intended to be unchlorinated subject to the<br />

application process) are:<br />

• Rangiora<br />

• Kaiapoi<br />

• Woodend-Pegasus<br />

• Oxford<br />

• Waikuku Beach<br />

• Cust.<br />

All Waimakariri District Council schemes have<br />

chlorination equipment ready to be used as and<br />

when required, ifachange in water quality or the<br />

risk profile of asupply were to change.<br />

While we’re making every effort to demonstrate<br />

the safety and quality of our water supplies,<br />

exemptions may besubject to further work<br />

taking place, and may require chlorine tobe<br />

administered temporarily. Alternatively, the<br />

applications may be declined, and chlorine could<br />

become permanent, depending on the assessment<br />

made by Taumata Arowai.<br />

“We will keep residents updated on the status<br />

of our exemption applications throughout the<br />

process, as well as any subsequent decisions<br />

from Taumata Arowai.”<br />

Council’s High Credit Rating Reconfirmed<br />

Credit rating agency Standard and Poor's has<br />

reconfirmed its AA long-term and A-1+ short-term<br />

credit rating with astable outlook for Waimakariri<br />

District Council.<br />

The AA rating maintains an exceptionally high<br />

credit rating which endorses the position the<br />

council holds with its investors, stakeholders and<br />

community. Italso provides an ongoing ability to<br />

fund significant work programmes.<br />

This is the second year the Council has maintained<br />

the AA long-term and A-1+ short-term credit<br />

rating with astable outlook.<br />
